As is custom, there were a number of official announcements and an abundance of rumours and unofficial ‘leaks’ in the lead up to the release of the 2016-17 federal budget.
As widely anticipated, there was very little in terms of budget measures specifically aimed at housing. However, the significance of the tax reform contained within this budget was arguably underestimated, particularly if you consider the changes projected for the out-years. In the near term, small businesses are the main beneficiaries of the announced reforms. 
The key areas addressed in the budget: 
The Government has held firm on their commitment not to make any changes to capital gains tax or negative gearing provisions. Furthermore, comments within the Treasurer’s budget speech suggest the coalition have solidified this position ahead of the upcoming election.
The plan to lower the company tax rate to 25 percent through a staged implementation over the next decade, with a number of changes for small businesses to take effect in this budget period.
A modest change to the personal income threshold for the second highest marginal income tax rate which was increased from $80,000 to $87,000 (slightly higher than expected) in order to ameliorate concern about bracket creep; Commitment to the Smart Cities Plan; A Youth Employment Package; significant reforms to the superannuation system; the ATO has been provided with additional resources to bolster enforcement activity, primarily aimed at addressing multi-national tax avoidance. 
In the sections below we discuss the overall economic and fiscal outlook presented in the 2016/17 Budget along with some of the key forecasts. This is followed by additional explanatory detail regarding the key announcements most relevant to the residential building industry. 
Economic Backdrop &amp; Fiscal Position 
The Budget presents a “steady as she goes” outlook for economic growth over its forecast horizon. The key economic assumptions on which the Budget was developed are summarised in the table below.

In terms of the economic assumptions underlying the Budget projections, the Treasury foresees the rate of economic growth returning to 3.0 in 2017/18 and remaining at this level over the forecast horizon. The acceleration of economic growth will help drive a reduction in the unemployment rate to 5.5 per cent by the end of the forecast horizon, a little lower than the 5.75 average rate expected for 2015-16. Against this backdrop, inflation is expected to pick up a little but remain in the relatively comfortable 2 per cent to 3 per cent range. Stronger GDP growth, and the decline in the cash value of the budget deficit over time means that the relative size of the deficit is expected to fall from 2.4 per cent of GDP in 2015/16 to 1.4 per cent of GDP in 2017/18. 
Of note are the estimates of the contribution that dwelling investment will make to economic growth in the years ahead. HIA’s projections are for dwelling investment to fall by 5.4 per cent next financial year and by 6.7 per cent in 2017/18. The HIA’s forecasts are based on the assumption that new home commencements will decline from about 214,300 in 2014/15 to 160,100 in 2017/18, while renovations activity is projected to recover modestly over the same period. Realising the outcomes expected by Treasury will require a continuation of the current record levels of new housing activity and strong growth in the renovation market. 
While the changes to superannuation and the lowering of the Official Cash Rate will encourage more investment in other avenues like rental investment, it is unlikely that this will be sufficient to deliver the continued growth in residential investment that Treasury is anticipating. 
In terms of the projections contained in yesterday’s budget, the size of expected future deficits has increased since the forecasts in December 2015’s Mid-Year Economic &amp; Financial Outlook. In 2015/16, the underlying cash balance is expected to reach $39.9 billion followed by $37.1 billion in 2016/17. Thereafter, the deficit is projected to decline significantly, falling to just $6.0 billion by 2019/20, the latest year for which Treasury forecasts have been prepared.

Extension of the provision enabling small businesses to immediately depreciate assets valued up to $20,000 to the end of June 2017, and making this provision accessible to businesses with revenue up to $10 million. 
A ‘Ten Year enterprise Tax Plan’ aims to incrementally lower the company tax rate to achieve a 25 per cent rate for all companies by 2026/27. Over time, the size of companies eligible for the 27.5 per cent tax rate will be lifted each year until all companies are taxed at this rate in 2023/24. The rate for all companies will then be incrementally lowered over the ensuing four years to reach 25 per cent by 2026/27. 
The government will extend the unincorporated small business tax discount. From 2016-17, the discount will be available to businesses with annual turnover of less than $5 million, up from the current threshold of $2 million, and will be increased to 8 per cent. The maximum discount available will remain at $1,000. Over the next decade, the discount will be further expanded in phases, to a final discount of 16 per cent. 
The Youth Employment Package 
This program, Youth Jobs PaTH (Prepare, Trial, Hire), has three components: the first provides pre-employment skills training for young job seekers; the second provides a $1,000 inducement to businesses to provide a 4-12 week internship for program participants along with an income supplement for the participant; and the third is $6,500 ‘Youth Bonus’ wage subsidy payment for employers who take on a young worker who has been in employment services for longer than six months. 
Reforms to superannuation 
The purpose of the superannuation system is to be enshrined in legislation in line with a recommendation of the Murray Review. This will define the purpose as: providing an income in retirement to substitute or supplement the Age Pension. This provides legislative basis the government of the day to target the superannuation tax concessions at those who would otherwise be likely to be remain dependent on the Age Pension, this is likely to come at the expense of tax concessions currently available to those likely to be self-funded in retirement. 
Those with combined incomes and superannuation contributions greater than $250,000 will pay 30 per cent tax on their concessional contributions, up from 15 per cent. This represents a lowering of the previous income threshold of $300,000. 
The superannuation concessional contributions (ie pre-tax contributions or contributions where a deduction is claimed) cap has been lowered to $25,000 per annum, down from $30,000 for those under 50 and $35,000 for those over 50. 
This has been partially balanced by enabling unused concessional contribution caps to be carried forward on a rolling basis for up to five years for those with account balances of $500,000 or less. 
The government have introduced a $500,000 lifetime cap for non-concessional contributions (ie contributions made from savings for which no deduction is claimed). 
The Government will introduce the Low Income Superannuation Tax Offset to replace the Low Income Superannuation Contribution when it expires on 30 June 2017. 
From 1 July 2017, the Government will lift current restrictions and allow individuals under the age of 75 to claim tax deductions for personal superannuation contributions to eligible superannuation funds. 
The current spouse tax offset has been broadened. The income threshold for the receiving spouse (whether married or de facto) will be lifted from $10,800 to $37,000

‘Tax Integrity Package’ – additional resources for the ATO 
The government have provided additional resources to the Australian Tax Office to establish the Tax Avoidance Taskforce. The key focus will be pursuing tax avoidance by multinationals and high wealth individuals. 
The government will introduce a new ‘Diverted Profits Tax’ targeting multi-nationals shifting profits earned in Australia to lower taxing jurisdictions

Australia’s federal government clearly sees its program of annual reductions in the company tax rate as the core element in its plan for “jobs and growth”.
There is now a large – though by no means uncontested – body of evidence to support the contention that reductions in company tax rates can support faster rates of GDP growth and higher wages. It does this by stimulating higher levels of investment and hence higher levels of labour productivity.
But there is very little evidence supporting the favouring of small businesses over large in this regard. The significant preference which both this budget and its predecessor have extended to small businesses appears to owe much more to a desire to bow before small business than to any unambiguous economic rationale.
Small businesses have accounted for only 18% of the increase in employment over the most recent five years for which data are available, while firms with more than 200 employees – which the ABS defines as “large” – have accounted for 52 percent of the increase in total employment over the past five years, despite accounting for less than 32% of total employment. And large businesses are more likely to engage in “innovative activities” than small ones, especially ones with four or fewer employees.
In other words, if the government wanted to cut company taxes in a way that was most likely to result in increased job creation or higher levels of innovation (assuming that cutting company taxes would have that effect), it should have cut company taxes for large companies ahead of small ones. But that would have been exceedingly difficult, politically, in the current climate.
<h2>Mixed messages</h2>
The other key element of the government’s ten year enterprise tax plan is the increase in the tax threshold for the second-top marginal rate from $80,000 to $87,000. The government says this will prevent “average full time wage earners … from moving into the second highest tax bracket”. But when you consider the difference between gross and taxable incomes, and that most people use deductions to reduce their taxable income, $87,000 is far from average.
The budget seems to be saying to people with taxable incomes of less than $80,000 – if you want to pay less tax, get yourself a negatively-geared property investment.
The budget is also arguably saying the same thing to people with taxable incomes of more than $250,000, people who have already contributed $500,000 to superannuation over the course of their lifetimes, or people who already have at least $1.6mn in their superannuation accounts. The message is if you put any more into superannuation, we are going to tax you more, but if you put it into a negatively-geared property investment, we won’t touch you, because (in the words of the Treasurer’s Budget Speech), “that would increase the tax burden on Australians just trying to invest and provide a future for their families”.
I am quite comfortable with the budget’s proposed changes to superannuation arrangements. But I can’t see why people – even wealthy people – who are “just trying to invest” through superannuation should be singled out for less generous tax treatment, while people who are doing exactly the same thing through negatively geared property (or other) investments should remain unscathed.
The Treasurer reportedly toyed with the idea of limiting “excesses and abuses” of negative gearing, with caps on claims. This would have more or less exactly paralleled what the budget seeks to do with regard to superannuation.
The decision not to go down that path was reportedly “a political – and not an economic – move”.
But it has, and will have, economic consequences.
Combined with the Reserve Bank’s latest cut in official interest rates, the budget’s decisions and non-decisions with regard to income tax cuts, superannuation and negative gearing are likely to encourage more Australians to borrow more money in order to invest in the property market. At a time when Australia has one of the developed world’s highest ratios of household debt to GDP or personal income, and amongst the developed world’s most expensive residential real estate.

Super and personal tax tweaks will drive more people into the property market: Saul Eslake

Another bathing box on Brighton’s foreshore has been listed for sale.
It is bathing box 44. It is set for <a href="https://www.realestate.com.au/property-house-vic-brighton-122566182">May 28 auction</a> through hockingstuart.
The last sale secured a record $285,000, and then two weeks later there was a $295,000 sale of 62B.
The $285,000 sale was one of two newly built Dendy Beach boxes – 76E and 76F – to go under the hammer at weekend auction through Hodges.
There were four bidders for the bathing box. 
Both were constructed by council in December.
Their prices bettered the previous benchmark of $260,000, set in 2011.
Brighton local Walter Gibson, 87, and his wife Helen, 85, have been locals for 60 years, but told The Age they only decided three days prior to buy the record-breaking box, 76E.

Sydney’s waterfront Barangaroo complex penthouse has been listed by high-profile Swiss hedge fund manager Ben Melkman.

The Geneva-based Melkman, a senior trader and partner at Brevan Howard Investment Products, is selling the penthouse he purchased for $10.5 million because he is spending so little time in Sydney, McGrath marketing agent Hamish Robertson says.
In a rare test of appetite for ultra-luxury apartments, the two-level contemporary-style penthouse at 15 Barangaroo Avenue, which has never been occupied, is expected to fetch well above what Melkman paid, Robertson says. The four-bedroom, four-bathroom penthouse sports 270sq m of internal space plus a 290sq m terrace. It has a three-car lockup garage and occupies levels nine and 10 of the Andara complex in Barangaroo South, overlooking Darling Harbour. Interiors are by Burley Katon Halliday.
Robertson expects a mix of buyers to show interest in the penthouse, which was developed by Lend Lease, and has no common walls. The Anadara complex has 82 apartments including the two-level penthouse known as The Cloud.
When the smaller apartments were first put to the market several years ago 60sq m units were priced at about $1m, 100sq m two-bedroom flats were about $2m and the three-bedders starting at 130sq m were priced at about $3m.
The penthouse’s Calacatta-marble kitchen features Miele and Liebherr appliances from Germany and Switzerland respectively.
Almost 50 owners at Barangaroo have so far pocketed about $1m each in pre-tax profits by reselling apartments at the popular waterfront development.
The selling agents say infrastructure including parklands, restaurants and cafes have significantly increased around Barangaroo during the past two years.
Lend Lease is due to develop at least another 800 apartments in the Barangaroo precinct.
Robertson is marketing the penthouse in conjunction with LJ Hooker Double Bay licensee Bill Malouf via an expressions of interest campaign closing May 25.

Another hot and humid day in Sydney tomorrow with a maximum of 32 degrees in the city and 38 in the western suburbs.
How many times have we heard that on TV or radio weather reports?
But what would you think about the following forecast?
Temperatures in Wattle Street, Ultimo, will spike at 37 degrees around 10 am. Further up the hill at Point Street we can expect a top of 40 degrees shortly after 1 pm. Meanwhile, at the Observatory Hill weather station the 3 pm maximum will struggle to pass 32 degrees.
We are unlikely ever to be able to forecast temperatures to such pinpoint accuracy. Still, the above exercise reflects the very real differences in temperature – and thermal comfort – at the scale of the individual street, indeed individual block, within our cities.
The driver of this surprising variability is the interaction between urban form and the heat energy of the sun. Building heights and materials, width and orientation of streets, and presence or absence of vegetation all affect local temperatures across the city. And if we drive to work, the heat from our vehicle’s engine and exhaust might be adding a degree or two.
Recent media reports have highlighted the bizarre weather patterns in Sydney over January, February and March 2016. Some reports have linked evidence of temperature extremes to urbanisation and the loss of shading and moisture that vegetation provides. This is known as the Urban Heat Island (UHI) effect.
A research collaboration between the UNSW Faculty of Built Environment and the Universities of South Australia and Melbourne has collected further evidence for the highly localised effects of building form, surface materials and street orientation on outdoor microclimate and pedestrian thermal comfort. The aim is to build a solid evidence base to inform design, planning and policy across Australian cities.
Meteorological data collected during the 2015-16 summer in Sydney reveals that air temperatures in the street “canyon” may vary by up to 5℃ from those the Bureau of Meteorology records at Observatory Hill.

Even more worrying are the surface temperatures measured on building facades. These may exceed 70℃ in the sun.
The vertical surfaces of multi-storey buildings account for much of the urban surface in contact with the surrounding air. Hotter surface temperatures elevate nearby air temperatures during the day.
Then, due to the thermal mass of typically dense and dark building materials, building facades continue to emit radiant heat well after sunset. This slows the cooling of local outdoor air temperature.
Without night-time cooling, human thermal discomfort is prolonged. Consecutive nights of elevated air temperatures have severe impacts on human health. This includes increasing heat-related mortality and morbidity.
More extreme heat days projected from climate change on top of localised heating due to urban design elevates the health risks from future heatwaves.

<h2>Urban temperatures vary with design</h2>
Our research sought to quantify the effects of typical urban form and materials on street microclimate and outdoor thermal comfort. We recorded building surface temperatures and ambient air temperatures using a thermal camera and mobile weather station in various locations in metropolitan Sydney.
Preliminary results suggest that business-as-usual architectural and urban design are exacerbating urban heat and creating hotter cities. This is alarming when considering the current and projected population of Australia’s major cities, particularly the growing proportion of vulnerable elderly.
On January 14, 2016 – Sydney’s hottest day that month – the 9AM and 3PM air temperatures recorded at Observatory Hill were 30.8℃ and 32.4℃ respectively.
On the same day, pedestrian-height air temperatures were recorded mid-morning in Wattle Street, Ultimo – 32.34℃ at 9am – and mid-afternoon in Point Street, Pyrmont – 36.34℃ around 3pm. These temperatures in Wattle and Point streets were 1.54℃ and 3.94℃ higher – or up to 12.2 percent greater – than the maximums at Observatory Hill.
Prior studies have reported a significant increase in mortality for every 1℃ rise in air temperatures above a mortality-temperature threshold (typically around 32℃ for Australian cities). This applies particularly for the population aged 65 years and older. Conversely, every degree of cooling has health and economic benefits for urban residents.
The surface temperatures of nearby building facades confirm a potential source of localised heating. The seven-storey, northeast-facing Wattle Street facade recorded a maximum spot temperature of 65℃ and a mean surface temperature of 46℃ around 9AM. The eight-storey, northwest-facing Point Street facade recorded an average surface temperature of 42.4℃ and a spot maximum of 54℃ mid-afternoon.
Notwithstanding measurement uncertainty due to emissivity (how well a material emits heat energy), the higher daytime building facade temperatures suggest an influential relationship with observed near-facade air temperatures.
By taking into account the design drivers – including orientation and solar exposure, material albedo (reflectance) and emissivity, and views of opposite buildings and the sky – building designers can help cool our cities through “cool facades”.
<h2>Buildings hold key to outdoor comfort</h2>
We also calculated the effects of material properties on outdoor air temperatures and thermal comfort for January 14.
Footpath albedos (reflectance) in Wattle Street and Point Street ranged from 0.033 to 0.050 for rough weathered bitumen and smoother grey stone pavers respectively. Superficially the footpath materials appear to be the same colour. However, the rougher bitumen has a lower reflectance and therefore absorbs more solar radiation (and becomes hotter) than the smoother stone tile.
Prior studies have linked surface roughness to reflectance characteristics. The potentially contradictory effects of footpath surface reflectance on air temperatures and thermal comfort are evident in the grey globe thermometer (GGT) measurements.
The GGT measures only radiant heating to which humans are particularly sensitive. Cooler air temperatures are often correlated with higher albedo surfaces, but greater reflectance may increase the radiant load on pedestrians, increasing thermal discomfort.
The GGT 10-minute mean between 8.30AM and 10.30AM in Wattle Street was 36.95℃ and the ten-minute mean air temperature for the same period was 33.70℃. Between 1PM and 2.30PM in Point Street, the GGT ten-minute mean was 43.0℃ and the ten-minute mean air temperature was 38.57℃.
The relative differences between ambient and GGT temperatures are 4.87℃ and 6.05℃. This greater GGT temperature difference confirms the additional radiant heating from the more reflective footpath surface and nearby hot facade.
The conclusion? Weather is not simply what the bureau tells us. As higher urban temperatures occur at the scale in which people actually live – the building, the street, the block – the implications for our health and well-being are profound.
By informing those involved in city planning, management and design about the implications of their design decisions on urban microclimate, this research provides the evidence base for a “cool” urban future.

New findings from the Cost of Youth Homelessness in Australia research project, released on Thursday, show the rising costs of health and justice services associated with homelessness.
The homeless young people in the study reported significantly higher prevalence of adverse health issues than the general population, or even compared to other unemployed, job-seeking youth. This created an average additional cost, compared to the unemployed group, of A$6,744 per person per year.
Homelessness also means considerably greater contact with and involvement in the justice system. This was an average cost of $8,242 higher than for the unemployed group. The total cost offsets for young people becoming homeless is therefore an average of $14,986 per person per year.
On the basis of the 41,780 young people between aged 15 and 24 who were clients of Specialist Homelessness Services in 2014-15 and presented alone rather than in a family group, the total annual cost to the Australian economy of additional health and justice services is an estimated $747 million – or $626 million annually more than for unemployed youth.
This $747 million exceeds the total cost – approximately $619 million – of providing Specialist Homelessness Services to the 256,000 people (young and old) assisted by the system over the same period.
Has ‘early intervention’ influenced policy?
Early intervention to arrest the onset of youth homelessness is not a new idea.
Debate about early intervention started in the 1990s following several research projects that proffered evidence that it was possible:
• it was advocated in a parliamentary report on youth homelessness in 1995; • it was examined by a government taskforce in 1996-97; and • after a pilot program, the first early intervention program for at-risk and homeless young people, Reconnect, was launched.
But apart from Reconnect, little has been done to develop Australia’s early intervention capacity. This is despite “youth homelessness” having had a visible profile in the media and in public debate. This is undoubtedly in large part due to the 1989 Human Rights and Equal Opportunity Commission inquiry into youth homelessness.
Twenty-five years later, an independent National Youth Commission Inquiry into Youth Homelessness revisited the same issue in much the same way. It found the problem had not been substantially redressed.
In December 2008, a federal government white paper placed “early intervention” on the policy agenda as a means of “turning off the tap”. But little was done in six years of Labor governments.
And, despite a roundtable on prevention and early intervention convened in 2014 by then-social services minister Kevin Andrews, the Abbott and Turnbull governments have done nothing to give effect to the framework so positively received.
Specialist Homelessness Services assisted 250,000 men, women and children in 2013-14. Nearly one-third (30 percent) were single individuals. Another one-third were sole parents with children (33 percent). Just less than one-third were other families (29 percent). The balance consisted of “other groups” of non-related persons (7 percent).
In 2013-14, of the 76,200 individuals who were alone when they presented to services, 44,414 were young people aged 15-24 years – or nearly six out of every ten single clients.
Widening the debate
The debate about responding to homelessness has too often been confined to claims about increasing homelessness services or reforming homelessness services. The overall costs and benefits are not considered. The huge demand-driven costs associated with young people becoming homeless are not factored in.
Policies that respond to homelessness in ways that avoid these costs have to be more seriously considered. Our report’s findings provide a strong economic rationale for investing in early intervention to stem the flow of young people into homelessness.
And for those young people who become homeless despite early intervention – or who were already living independently prior to homelessness – the policy imperative is to support them to exit homelessness as quickly as possible.
For these young people, this involves setting them up in safe, secure and appropriate housing quickly – or rapid rehousing.
A rapid and agile response has proved difficult to deliver because it requires quick access to some form of appropriate youth housing.
The most important issue is wrap-around integrated support for young people to remain in education, training or employment as a way of replicating – as well as can be achieved – the all-inclusive support that families provide.
Waiting for early intervention and an adequate response to youth homelessness feels like “waiting for Godot”, as the two homeless men did in Samuel Beckett’s famous absurdist play. But, as the findings of our research show, the Australian community and economy are paying the substantial cost of the status quo.

Toorak riverfront trophy home with $20 million plus hopes

RBA’s decision today to drop interest rates to 1.75 percent couldn’t have come at a better time for NSW as home approvals start to fall.
The March 2016 home approvals produced by the Australian Bureau of Statistics have dropped to 5,235 from 5,996 in June 2015.
Detached house approvals for March sit at 2,182 in trend terms compared to 3,209 for Victoria.
Higher density approvals continue to decline in NSW from 3,676 in May 2015 to 3,054 in March 2016. It seems the drop has slowed a little and this continues the slowdown from the high point in mid-2015.

The biggest drop in approvals has been in the non-residential sector where NSW dropped from a value of $832,561,000 in September 2015 to $618,651,000 in March 2016. This is a large drop particularly as Victoria recorded approvals of $790,675,000 which is well above the NSW figure. With NSW’s population much larger than Victoria’s, this is also an indication that we are not producing enough employment lands in NSW
In the light of the drops to approvals in NSW it is good news that the Reserve Bank has dropped rates by 0.25 percent to 1.75 percent. The Reserve Bank’s reduction was partly influenced by fear of a deflationary spiral and the slowing approval numbers in NSW seem to reflect this.
It is important that the NSW Government support more housing supply by simplifying the approvals system. It is still taking too long to get approvals in NSW which is causing the supply of new homes and jobs to underperform compared to Victoria.

Interest rate drop couldn’t have come at a better time for NSW home approvals: Chris Johnson

Homeowners and investors have got nothing in the Federal Budget, though no negative tax changes for homes either.
While superannuation cuts targeting high-income earners and small personal income cuts have been scheduled, the rules relating to negative gearing and capital gains tax will not be changed, Treasurer Scott Morrison confirmed in his Budget speech on Tuesday evening.
Mr Morrison said they will not “remove or limit negative gearing – that would increase the tax burden on Australians just trying to invest and provide a future for their families”.
“Those earning less than $80,000 a year in taxable income make up two-thirds of those who use negative gearing,” he said.
“We do not consider that taxing these Australians more on their investments, including increasing their capital gains tax, and undermining the value of their own home and investments is a plan for jobs and growth.”
LJ Hooker head of research Mathew Tiller said “one of the most positive things is what is not in [the Budget] … the fact they’re not going to touch negative gearing or capital gains tax was flagged early on in the piece but it’s good to see”.

Nothing in Federal Budget for first home buyers

A who's who of Australian surfing, business and entertainment has emerged on title records following the completion of Esprit Rainbow Bay, the latest boutique beachfront apartment development by former professional surfer Paul Gedoun's S&amp;S Projects.

The completed project has attracted an enviable collection of owners, many with long-standing ties to the southern Gold Coast and the surf culture that has helped define Rainbow Bay and neighbouring Kirra for generations.

Given Gedoun's own background in surfing, it perhaps comes as little surprise that some of Australia's most recognisable surfers have chosen to buy into the development overlooking one of the country's most celebrated stretches of coastline.

Pezet Matheson directors Jayde Pezet and Todd Matheson launched the project in late 2021, and have managed the sales campaign all the way through to its sell-out and recent completion.

Former world champion Mick Fanning, who grew up in Coolangatta, secured an apartment in 2023. He paid&nbsp;$2.07 million. Last year he sold his Bilinga home for over $16 million.

Three-time world champion Joel Parkinson also purchased in the development, alongside big wave surfer Mark Mathews. Mathews bought the most expensive apartment in the building, spending just over $4 million.

Joining them is Rip Curl founder Doug Warbrick, whose company helped shape Australia's global surfing industry over the past five decades.

The appeal of Rainbow Bay has extended well beyond the surfing community.

International DJ Paul Fisher purchased an apartment through his investment vehicle, YLB Developments, an abbreviation of his trademark phrase "You Little Beauty".

The purchase comes as Fisher and his wife Chloe are developing their own luxury apartment project further north in Palm Beach. Their boutique beachfront development, Pescado, comprises just seven apartments on Jefferson Lane, which start from just shy of $6 million. The couple intend to retain the two-level penthouse as their Australian base between international touring commitments.

Melbourne Storm coach Craig Bellamy and his wife Wendy have also invested in Esprit, purchasing two apartments after spending decades holidaying on the southern Gold Coast. They also have a luxury apartment in Joe Adsett's Rockpool, less than 400m away from Esprit.

<h2>Boutique project draws owner-occupiers</h2>

Esprit launched in 2021 and sold strongly, with buyers drawn to its boutique scale, beachfront position and contemporary design.

The completed development comprises 94 apartments across 11 levels, offering expansive floorplans designed primarily for owner-occupiers rather than the investor market.

Crowning the building is Club Esprit, pitched as being the Gold Coast's first residential rooftop wellness centre. The roof features a&nbsp;25 metre magnesium lap pool, which is surrounded by wet daybeds and poolside cabanas,&nbsp;multiple barbecue areas,&nbsp;a yoga and relaxation play lawn, and a private dining room with a kitchen scullery, bar, lounges, and an outdoor terrace.

The wellness centre is&nbsp;fully equipped with a Technogym, ice bath, infra-red sauna, steam room, thermal room, and treatment room. The roof has views spanning&nbsp;Rainbow Bay, Snapper Rocks and the Pacific Ocean.

<h2>S&amp;S Projects continues to shape Rainbow Bay</h2>

S&amp;S Projects founder Paul Gedoun has become one of the key figures behind Rainbow Bay's evolution over the past several years.

After establishing S&amp;S Projects, Gedoun has focused on delivering lifestyle-driven apartment developments designed primarily for owner-occupiers seeking a permanent coastal home.

Esprit is Gedoun's third completed project in Rainbow Bay, following Flow and Awaken, both of which achieved record prices for the suburb.

He is now delivering <a href="https://www.apartments.com.au/new-apartments/radia-rainbow-bay-271-boundary-street-coolangatta-qld-4225">Radia Rainbow Bay</a>, a 38-apartment development on Boundary Street that is currently selling, and has no plans to leave the precinct anytime soon. S&amp;S Projects has also lodged plans for its fifth Rainbow Bay development, an 88-apartment project on Boundary Street featuring a strong wellness focus.

Who's who of buyers revealed as Esprit Rainbow Bay settles

Nature Based Cities (NBC), the not-for-profit organisation focused on improving biodiversity and nature outcomes in urban development, has launched its latest industry design guidelines and accreditation framework, this time targeting precinct-scale residential communities.

The move extends NBC’s influence beyond its initial focus on medium and high-density residential developments. Several projects have already achieved NBC accreditation since the launch of its Medium &amp; High-Density Residential Guidelines in early 2025.

The expansion into masterplanned communities and new residential precincts reflects the growing need for stronger nature-positive benchmarks as Australia’s outer suburban growth corridors continue to expand at pace.

Paul Hameister OAM, NBC Founder and the Executive Chairman of Melbourne developer Hamton who itself leans heavily into nature and biodiversity in its developments, says the&nbsp;nature-first approach to mitigate the effects of climate change has become standard in other parts of the world such as the UK, but Australia is lagging.&nbsp;Australia’s environmentally sustainable design (ESD) rating tools have no minimum mandatory requirements for living landscapes.

“We’ve always wanted to do more, and we know other developers who want to do more, but the ESD rating tools just aren’t there,” Hameister says. “In Australia, you can have a five-green-star rated building that’s concrete and glass with not a blade of grass. 
 
“The focus is on reducing emissions, which is laudable, but there hasn’t been enough attention paid to protecting and re-establishing nature. We need both for the health of the environment and for communities.”

He says that having now&nbsp;made good progress in supporting developers of medium and high-density residential projects, NBC is now looking to bolster better nature-based decision-making and recognise developers of greenfield projects in the outer ring and large inner-ring brownfield precincts, who want to champion nature and living landscape as a defining feature.

Since 2022, the not-for-profit has sought to remove the roadblocks preventing developers from incorporating nature and living landscapes into their projects, shifting the conversation from the reduction of emissions and grey infrastructure, toward recognising nature as an essential infrastructure.

The New Communities Design Guidelines and Scorecard arm developers with the tools needed to deliver a nature positive outcome for their new communities. Intended to be adopted at the outset of the planning process, the guidelines are designed to help create communities that are cooler, healthier and more resilient while also enhancing social wellbeing and long-term economic value.&nbsp;

New Communities developers seeking accreditation will be independently assessed across a range of key criteria including ecology, tree canopy, biodiversity, and walkability. Once the masterplan is complete and submitted for approval, the scorecard is formalised based on proposed outcomes. Projects that meet the NBC criteria will receive either Commended or Exemplary accreditation outcomes, creating a clear benchmark for nature-positive new communities in Australia.&nbsp;

Janis Fischer, Director at Tract and NBC Advisory Council member, said the development of new communities in our suburbs can have a substantial impact on nature and biodiversity.

"By incorporating nature-based design principles at the inception of a project, developers and their design teams can achieve nature positive outcomes that are good for both people and the planet.’’&nbsp;

NBC accredited New Community projects will gain access to NBC branding and marketing tools to help communicate their nature-based credentials to purchasers and the broader market.&nbsp;

Apartment buildings are increasingly being designed around how people actually live day to day, not just how they want a building to look.

For buyers, that shift is showing up in practical inclusions that respond to changing habits. Work-from-home spaces, EV charging, wellness amenities, secure bike storage and parcel management are becoming part of the broader apartment conversation, reflecting a move toward buildings that reduce friction in everyday life.

Online shopping has become one of the clearest examples of that change.

Australians spent a record $82.6 billion online in 2025, with nearly one in four retail dollars now spent online. That has made parcel delivery a regular part of apartment living, rather than an occasional inconvenience.

For apartment residents, however, the delivery process can be less straightforward than it is for detached homes. Parcels may be left in lobbies, redirected to Post Offices, missed entirely, or placed under the responsibility of building managers and concierge teams.

That is why secure parcel infrastructure is increasingly being considered alongside more familiar apartment amenities.

Australia Post Parcel Lockers offer one way to address the issue. When a parcel arrives, residents receive a notification through the AusPost app or SMS, then collect it using a QR code or one-time PIN. The parcel is kept secure, accessible and removed from common areas.

The broader Parcel Locker network now includes more than 1,500 locations across Australia, positioned at Post Offices, shopping centres, supermarkets, transport hubs and other accessible locations.

For new apartment projects, the relevance is clear. A building’s amenity offering is no longer only about lifestyle spaces, but also about convenience, security and functionality.

As buyer expectations evolve, secure parcel delivery is becoming part of the same design conversation as flexible working, sustainable transport and resident wellbeing.

It is one less thing for residents to worry about, and another example of apartment design adapting to the way Australians now live.

While school holidays and trips to Europe tend to define the winter property market, there's been no cold snap at <a href="https://www.apartments.com.au/new-apartments/the-walden-north-sydney-177-walker-street-north-sydney-nsw-2060">The Walden</a> in North Sydney.

Developer-builder&nbsp;<a href="https://www.apartments.com.au/developers/aland">ALAND</a> sold more than $35 million worth of apartments throughout June, including a $6.8 million apartment that now ranks among the highest apartment sales ever recorded in North Sydney.

SRM Residential agent Ben Stewart said buyer demand throughout June reflected a mix of improving market confidence and longer-term thinking from owner-occupiers.

"We're seeing strong demand from owner-occupiers who are taking a longer-term view," Stewart said.

"Many recognise the opportunity to secure an apartment in an iconic building and premium location while values remain attractive. They may initially lease the property, but the intention is to eventually move in themselves, rather than purchasing purely as an investment."

Located at 177 Walker Street, The Walden will deliver 161 one, two, three and four-bedroom residences across a 30-storey tower designed by Rothelowman. The long-awaited redevelopment of the former Eastlakes Shopping Centre site has reached a major milestone, with Conquest's plans for a new mixed-use precinct officially placed on public exhibition.

The State Significant Development Application would transform the 1.7-hectare site at <a href="https://www.apartments.com.au/new-apartments/19a-evans-avenue-eastlakes-nsw-2018">19A Evans Avenue</a> into one of Sydney's largest urban renewal projects, delivering 736 apartments above a new shopping centre anchored by Woolworths, alongside specialty retail, dining, commercial space and new public open spaces.

The public exhibition marks the next chapter for the project after <a href="https://www.apartments.com.au/developers/conquest">Conquest</a> acquired the stalled Stage Two development from Crown Group, who completed the first stage across the road prior to their voluntary liquidation.

Designed by DKO Architecture, the proposal comprises four residential buildings ranging from 14 to 18 storeys above a two-level retail podium. The development would deliver 736 apartments, including 74 affordable homes, 215 Build-to-Rent apartments and 521 market residences. Provision has also been made for dual-key apartments, which could increase the total number of dwellings to 877.

At ground level, the shopping centre has been designed as the suburb's new meeting place, anchored by a full-line Woolworths and complemented by a curated mix of fresh food retailers, cafés, restaurants, health services and everyday convenience shopping. Generous pedestrian links and landscaped public spaces will connect the retail precinct through to Jack Mundey Reserve, creating a more walkable and connected neighbourhood.

Conquest CEO Michael Akkawi said the redevelopment was about far more than replacing a shopping centre.

DKO said the design had been shaped by the site's landscape setting and surrounding open space.

"Our vision for the site embraces its unique Bidjigal identity by blending the residential living with generous landscaping and a material palette inspired by the Bidjigal locality, and celebrating the panoramic views to Botany Bay and the wetlands reserves."

"Taking cues from Country, we seek to harmonise built form with the landscape and lightly touch the earth. By reconnecting, retaining and regenerating existing ecology, and weaving in natural elements, we can deepen our connection to Country."

The landscape strategy extends across the podium and rooftops, incorporating communal gardens, children's play areas, lawns, community gardens, family gathering spaces and extensive tree planting. New landscaped links will also strengthen the connection between the precinct and Jack Mundey Reserve, while publicly accessible open spaces have been integrated throughout the development.

The proposal builds on Conquest's broader placemaking strategy for the site. Through an ongoing partnership, local artist Joe Rashbrook has been appointed Urban Art Curator, working alongside young residents to transform the project's site hoardings into a public art gallery that allows the community to engage with the redevelopment before construction is complete.

Conquest has rapidly expanded its development pipeline since acquiring the Eastlakes site, with more than $6 billion worth of mixed-use projects now in planning across Sydney, including Stanmore, Castlecrag and Waterloo.

Conquest CEO Michael Akkawi said the redevelopment was about far more than replacing a shopping centre.
