The Reserve Bank has released its latest quarterly Statement on Monetary Policy (SoMP) for May.
While its growth and unemployment forecasts were left unchanged compared to February, the Banks’ inflation forecasts are more dovish than we had expected.
There is always considerable interest in the Bank’s SoMP forecasts as they offer the clearest guidance to its policy inclinations. That is even more the case this month given the May rate cut and the somewhat limited guidance in the Governor’s statement accompanying the move.
Note that an important consideration is how the Bank’s forecasts are framed by its assumptions on the exchange rate and interest rates. For May, these are for an AUD of USD 0.75 and 62.5 in TWI terms, and for ‘market pricing’ that has the cash rate falling 15bps by August and to 1.50% by February next year. That compares with forecasts in the February SoMP that assumed an AUD at  USD 0.72 and 62.0 in TWI terms, and ‘market pricing’ that had a full rate cut (from 2% to 1.75%) by September. Noting that the RBA favours the TWI for its forecasting, the assumptions around the AUD will not have significantly affected the forecasts. However, the May forecasts are based on a cash rate that is 0.25% lower across the entire forecast period.
Growth forecasts
Recall that in the last SoMP, on February 4, the RBA had growth forecast to run at 3.0% in the year to December 2016; 3.0% for the year to December 2017; and 3.5% for the year to June 2018 (all figures are mid-points of 1ppt forecast ranges).
The May SoMP forecasts for growth are unchanged. This implies that if the Bank had not cut rates by 0.25% earlier this week then the growth rate for 2017 would have been revised down.
Inflation forecasts
In February the Bank forecast underlying inflation at 2.0 percent to June 2016; 2.5 percent to December 2016; and 2.5 percent to December 2017 (again all mid-points of 1ppt forecast ranges).
The Bank is now forecasting underlying inflation to come in at 1.5 perch t to June 2016 (implying a June quarter print of 0.5 percent qtr).
Beyond that it is forecasting inflation of 1-2 percent for the year to December 2016 and 1.5-2.5 percent for the year to December 2017 and the year to June 2018, i.e. a mid-point forecast of 1.5 percent for December 2016 lifting to 2 percent thereafter.
These forecasts are at the lower end of our expectations and can therefore be interpreted as clearly more dovish than we had expected.
They are saying that even after taking into account the latest rate cut and market pricing which anticipates a further cut by early 2017, underlying inflation is most likely to remain 0.5% below the bottom of the RBA’s 2-3 percent target band in 2016 and at the very bottom of the band in 2017, staying there even out to the end of the forecast period (June 2018).
Key to understanding the outlook for policy is the discussion on inflation
The downward revisions to the RBA’s inflation forecasts reflect a structural change in its view on domestic inflation and wages growth.
The reassessment is specifically attributed to: “the broad-based” nature of the weakness in non-tradables inflation and the fact that wage outcomes were lower than expected over 2015”. 
On wages, the Bank notes that wages growth has been “much lower than the historical relationship with measures of spare capacity, such as the unemployment rate”. They suggest several factors may account for the divergence including: declining inflation expectations; the falling terms of trade; and a more flexible labour market. They also note that the phenomenon of “surprisingly low wage growth for given labour market conditions which has been apparent across a number of advanced economies” and particularly, the breakdown of the relationship between the unemployment rate and wages growth. They also, sensibly, observe the impact on wages of the movement of workers from highly paid mining related jobs to other employment. 
Accordingly the Bank has revised down its outlook for wage growth: “will remain around current low levels for longer than previously forecast and pick up only very gradually over the forecast period”. More generally, unit labour costs are expected to be much slower to pick up than in previous cycles (historically, they have tended to pick up once the unemployment rate starts to decline).
Other factors seen as contributing to weak domestic cost pressures include: heightened retail competition (also affecting tradables, softer conditions in rental and housing construction markets and declines in the costs of business inputs such as fuel and utilities.
Also notable in the discussion of uncertainties around the forecast is the comment that “it is possible that inflation expectations will be persistently lower for longer than currently anticipated”. While that is placed alongside a range of other upside and downside risks, the risks around expectations are clearly skewed to the downside.
While clearly more downbeat on the outlook for non tradables inflation, the Bank has broadly retained its view that the gradual pass-through from the fall in the AUD since 2013 can be expected to add “a bit less than half a percentage point to underlying inflation over each year of the forecast period.”
This observation is ‘hedged’ a little with both the size and timing of the effect described as “inevitably imprecise”. The Bank also sees the impact being limited by heightened retail competition.
However, the discussion still implies that the bulk of the downward adjustment in the forecasts (from 2.5% to 1.5% in 2016 and from 2.5% to 2.0% in 2017) is due to the impact from lower non-tradable inflation.
Other points of interest
While the main message is clearly around the outlook for inflation and wages growth there were some other notable comments in the May SoMP.
On the global backdrop, the RBA has lowered its forecast for growth in Australia’s major trading partners “a little” with this now seen tracking 0.5% below its 10yr average. In particular, growth momentum was assessed as slower in Asia although within the region, expectations for China were unchanged since February, the soft March quarter outcome offset by a near term boost from policy measures. China remains a standout risk for Australia with the RBA voicing concerns that these recent stimulus measures appear to run counter to the Chinese authorities’ medium term goals of deleveraging and reducing dependence on investment and heavy industry and could see problems emerge if progress towards these medium term goals is delayed.
There is also an important sidenote on commodity prices. These have rallied strongly since the February SoMP. However, the Bank makes an explicit assumption that “prices for bulk commodities will not be sustained at current levels” with iron ore and coal prices after 2016 unchanged from the February SoMP. Oil prices are assumed to sustain at US$/47bbl but these have a mixed impact on Australia due to our high imports – the net effect is to leave the Bank’s terms of trade forecast largely unchanged compared to February. This is an important assumption as the rise over the last three months, if it had been assumed to continue, would likely have led to some (albeit minor) upward revisions to its growth and inflation forecasts.
Finally, there were some notable ‘absences’ in the SoMP overview. The closing paragraphs in the overview often take a similar form to those in the Governor’s decision statement and the ‘Considerations for policy’ section. Hence it can sometimes provide a bit more guidance around the Bank’s policy views, e.g. wording that sets out a clearer view on where the Bank would like the AUD to go or gives a framework implying a clear ‘policy bias’ going forward. Neither were offered in the May SoMP although the significance of the Banks’ forecast revisions is clearly the dominant policy ‘message’ this time around.
Conclusion
The changes to the forecasts for underlying inflation in this SoMP are, for a central bank like the RBA, nothing short of spectacular. This is particularly so given the new forecasts are based on a profile for interest rates that is 0.25% lower.
The revisions entirely support our expectation of a further rate cut in August. With inflation now driving the policy decision and rates so low, we would be surprised if the Bank chose to move any earlier.
For now, we think they will stick with a plan to re-assess the inflation outlook after the next inflation report (due July 27) and deliver a further rate cut at the Bank’s August meeting.
Updates on wage inflation (May 18), unit labour costs (with the Q1 national accounts release on June 1, a week prior to the RBA’s June meeting), and a wide range of inflation expectations measures will also be of keen interest.
On face value we have to ask ourselves whether the forecasts in the Statement, being based on the expected rate cut, are acceptable for an inflation targeting central bank.
Will the Board be comfortable with a forecast that inflation only rises to the bottom of the target range by the ‘policy year’? (i.e. 2017, the 12-18mth horizon over which current monetary policy settings and assumed near term adjustments are expected to have fully worked through to the wider economy).
We cannot entirely dismiss the prospect that reaching the bottom of the zone is unacceptable to the Board and, in due course, it will assess that even further action is required.
It will certainly be a challenging introduction for the new Governor when he takes over in September.

Luar Batang, one of Jakarta’s oldest waterfront squatter areas, is being flattened. Residents and their homes will be removed to free up flood-prone land and access to the city for tourists. Thousands of people will be evicted, disrupting if not destroying livelihoods, jobs, homes and long-established social networks.
Like the illegal settlements in Kalijodo district, Luar Batang has received global attention for the heavy-handiness of the state-led intervention. Yet the decision to demolish a community built on a unique combination of circumstance, place and people is unlikely to be reversed.
The Luar Batang story is not exclusive to Jakarta. In many cities in the Asia-Pacific and developing countries, informal or unplanned settlements continue to grow and are seen as a blight on city development.
These “parasites” of the city are on land that the formal planning system deemed unsuitable for development. Yet state and private developers now see them as a relatively easy land gain to reap higher financial returns.
Rather than engage in strategies to upgrade settlements, some policymakers want them “out of sight, out of mind”. The settlements’ structure, people and image do not conform to middle-class and private developer views.
<h2>Informal settlement isn’t the exception</h2>
Globally, informal settlements in urban areas are growing at an unprecedented rate. In 2016, UN-Habitat estimated that around one billion people live in slums (an extreme type of informal settlement). That’s about one-quarter of the world’s urban population.
A United Nations report, The State of Asian and Pacific Cities 2015, noted that the Asia-Pacific region has gained a reputation as home to the world’s biggest and most populated slums and informal settlements. While the urban middle class has grown and good gains have been made in reducing urban disparities, including poverty, basic human right <a href="https://unhabitat.org/urban-themes/human-rights/">s</a>remain elusive for people in such settlements.
In October 2016, the UN Habitat III Conference on Housing and Sustainable Urban Development takes place in Quito, Ecuador. This global event happens only every 20 years.
Habitat III offers policymakers the chance to adopt a better-managed, more humane approach to the complexities of urbanisation. Regional meetings and other laudable initiatives have been taking place for the last 18 months. Government, civil society and other stakeholders have been working towards a New Urban Agenda to be debated and adopted at Habitat III.
With more than 54% of the world’s population now urban, informal settlements are burgeoning. The challenges are daunting. So where will informal settlements and the people who live in them be placed at Habitat III?
<h2>Seismic shift in attitudes is needed</h2>
The emerging agenda is strongly centred on the Habitat III policy theme of the “Right to the City and Cities for All”. The sociologist Henri Lefebvre proposed the “Right to the City” in 1968. David Harvey developed the concept in the new millennium as a means to reshape urbanisation by enhancing or extending access to human rights.
The Right to the City agenda requires a monumental shift in society attitudes. It requires us to reduce sociospatial injustices, achieve sociospatial inclusion, increase equity, improve multi-level governance and, importantly, respect the sociocultural diversity that increasingly defines cities.
Therein lies a major hurdle. The rights of the people in informal settlements are being taken away or withheld at many levels, such as access to safe water, sanitation and educational opportunities. As well, their non-compliance with the norms and values of prevailing formal planning – such as land tenure and where and how they build houses, construct spaces and undertake social activities – means they have reduced rights to a city.
The Right to the City idea challenges us first and foremost as individuals to decide what basic human rights – such as land, housing, water and sanitation – are “non-negotiable” and “must haves” in city development. Changing how informal settlements and the city are viewed requires a multi-scale and multi-institutional policy underpinned by a major coalition of support.
For teachers in the privileged position of educating university students who will one day be urban planners and designers in a multicultural world, for example, this requires major realignment of planning education. We need to integrate civic responsibility and the broader Right to the City into current approaches.
Initiatives by Australian universities to work with tertiary institutions in developing countries and interested stakeholders are small but important steps. These opportunities to share ideas, work together in the field and experience everyday life in informal settlements let graduates see first-hand what the Right to the City means. This opens eyes to future international development opportunities.
As noted in a recent assessment of the Pulosari kampung (“village”) in Bandung, Indonesia, we need to “step outside our comfort zone on how we view and understand the city”.
The “Right to the City” debate at Habitat III is important for Australia in how it positions itself working with developing countries and with the greater issue of human rights for the next 20 years as mainstreamed into the urban realm.
For example, recognising the role that informal settlements play in providing affordable housing – rather than seeing them as an aesthetic problem – is part of changing society’s blinkered view of an increasingly complex urban world.
With Habitat III looming as a landmark global event, will informal settlements be taken seriously as people seek a reasonable life in the city? What impact will this have on the urban divide?

Slums: Will Habitat III defend the human right to the city?

Weekend auction clearance rates remained strong, sitting about 70 percent in both Sydney and Melbourne, underpinned by the past week's policy announcements.
The RBA board lowered the cost of borrowing - with most lending institutions passing it onto home buyers - and the Federal Budget put property investment firmly on the agenda as a byproduct to its mooted superannuation changes. 
Home loan rates are as low as 3.88 per cent for owner-occupiers and 4.04 percent for investors compared with a long-term average of about 7 percent.
Not that the money is free flowing as with stricter loan-to-value ratios (LVRs) being applied by lenders, the capacity of both local and offshore buyers for houses and apartments is being curtailed.
Dr Andrew Wilson, chief economist for Domain Group, says Sydney price growth this year was likely to be around three and four per cent and Melbourne slightly higher at between four and five per cent.
Toorak ought have secured the weekend's top two sales but the interest was not there, with the Chinese influence now just an undercurrent.
There were no bidders when <a href="https://www.realestate.com.au/property-house-vic-toorak-122376458" target="_blank">23 Montalto Avenue, Toorak was offered</a>. The vendor bid was $7.75 million for the Rodney Alsop designed family residence on 1146 sqm with pool and courtyard designed by gardening guru Edna Walling.
Another Toorak offering at 10 Cole Court was passed in on a $6.75 million vendor bid through RT Edgar after rejecting the only buyer bid of $5 million.
The home was converted in the 1950s by Sir Roy Grounds out of stables for the now razed Southdean estate.
It was offered by the Cecil family, the fourth generation owners of menswear retailer Henry Bucks.
Melbourne buyers agent Mal James said the market was missing the Chinese buying interest at prior levels.
He advised that any claims by agents that “we’ve got loads of Chinese interest from overseas” was now "drivel."
"It's not there like it was in most cases," he said.
So the top weekend sale price was instead $4.55 million at Henley in Sydney on the riverfront when <a href="https://www.realestate.com.au/property-house-nsw-henley-122395590" target="_blank">6 Sherwin Street</a> (above) sold through Ray White who suggested it needed renovation.
It narrowly exceeded the $4.5 million sale of <a href="https://www.realestate.com.au/property-house-sa-hackham+west-122429454" target="_blank">389 Barkly Street, Elwood</a>. There were five bidders for the investment opportunity of a block of four, three bedroom apartments.
The cheapest result was $250,000 in Adelaide, at just above the $239,000 price guidance.
It was a deceased estate on Beach Road which had been a recent $300 a week four bedroom rental with mechanic's garaging.
There was a $277,500 sale in <a href="https://www.realestate.com.au/property-unit-vic-tullamarine-122299634" target="_blank">Melbourne's Tullamarine</a>, but with little price growth over the five years since sold at $275,000.
It too sold at just above its $250,000 to $275,000 price range.
The single storey one bedroom 1980s villa with courtyard is rented at $265 a week, which also reflected little if any rental price growth over the five year ownership.
This week there were 1,135 auctions in Melbourne, which accounted for 52 percent of all capital city auctions.
CoreLogic RP Data advised the 71 percent Melbourne clearance rate compared to 73 percent last week and 79 per cent one year ago.
Sunshine cracked the $1 million club after a period-style family home sold under the hammer for a record-breaking $1.03 million.
It was the four-bedroom house at 1 Walter St, located on 810 sqm in the coveted Matthews Hill precinct that bettered the $935,000 record set in February this year.

The largest agricultural investment under the federal government's new significant investment visa (SIV) program has been made in the $174 million float candidate Mort &amp; Co.
It owns and operates Australia's biggest independent feedlot business.
The SIV program gives foreigners resident status in exchange for a $5 million investment.
Last July the federal government changed the SIV rules to ensure that at least 40 per cent of each $5 million investment would be placed into venture capital and growth equity for smaller Australian companies.
Investment bank Moelis, which is handling the Mort &amp; Co float, confirmed that a pre-IPO investment of $16 million had been made in the cattle company largely through the Moelis significant investment visa (SIV) venture capital fund.
The Australian Financial Review reported wealthy individuals from China, Singapore and Australia have also participated.
Mort &amp; Co has more than 10,000 hectares of prime cattle stations in Queensland and NSW, and is seeking to list on the Australian Securities Exchange next year.

It’s Balmain, darling! This inner west village is luring buyers seeking laid back luxury

A who's who of Australian surfing, business and entertainment has emerged on title records following the completion of Esprit Rainbow Bay, the latest boutique beachfront apartment development by former professional surfer Paul Gedoun's S&amp;S Projects.

The completed project has attracted an enviable collection of owners, many with long-standing ties to the southern Gold Coast and the surf culture that has helped define Rainbow Bay and neighbouring Kirra for generations.

Given Gedoun's own background in surfing, it perhaps comes as little surprise that some of Australia's most recognisable surfers have chosen to buy into the development overlooking one of the country's most celebrated stretches of coastline.

Pezet Matheson directors Jayde Pezet and Todd Matheson launched the project in late 2021, and have managed the sales campaign all the way through to its sell-out and recent completion.

Former world champion Mick Fanning, who grew up in Coolangatta, secured an apartment in 2023. He paid&nbsp;$2.07 million. Last year he sold his Bilinga home for over $16 million.

Three-time world champion Joel Parkinson also purchased in the development, alongside big wave surfer Mark Mathews. Mathews bought the most expensive apartment in the building, spending just over $4 million.

Joining them is Rip Curl founder Doug Warbrick, whose company helped shape Australia's global surfing industry over the past five decades.

The appeal of Rainbow Bay has extended well beyond the surfing community.

International DJ Paul Fisher purchased an apartment through his investment vehicle, YLB Developments, an abbreviation of his trademark phrase "You Little Beauty".

The purchase comes as Fisher and his wife Chloe are developing their own luxury apartment project further north in Palm Beach. Their boutique beachfront development, Pescado, comprises just seven apartments on Jefferson Lane, which start from just shy of $6 million. The couple intend to retain the two-level penthouse as their Australian base between international touring commitments.

Melbourne Storm coach Craig Bellamy and his wife Wendy have also invested in Esprit, purchasing two apartments after spending decades holidaying on the southern Gold Coast. They also have a luxury apartment in Joe Adsett's Rockpool, less than 400m away from Esprit.

<h2>Boutique project draws owner-occupiers</h2>

Esprit launched in 2021 and sold strongly, with buyers drawn to its boutique scale, beachfront position and contemporary design.

The completed development comprises 94 apartments across 11 levels, offering expansive floorplans designed primarily for owner-occupiers rather than the investor market.

Crowning the building is Club Esprit, pitched as being the Gold Coast's first residential rooftop wellness centre. The roof features a&nbsp;25 metre magnesium lap pool, which is surrounded by wet daybeds and poolside cabanas,&nbsp;multiple barbecue areas,&nbsp;a yoga and relaxation play lawn, and a private dining room with a kitchen scullery, bar, lounges, and an outdoor terrace.

The wellness centre is&nbsp;fully equipped with a Technogym, ice bath, infra-red sauna, steam room, thermal room, and treatment room. The roof has views spanning&nbsp;Rainbow Bay, Snapper Rocks and the Pacific Ocean.

<h2>S&amp;S Projects continues to shape Rainbow Bay</h2>

S&amp;S Projects founder Paul Gedoun has become one of the key figures behind Rainbow Bay's evolution over the past several years.

After establishing S&amp;S Projects, Gedoun has focused on delivering lifestyle-driven apartment developments designed primarily for owner-occupiers seeking a permanent coastal home.

Esprit is Gedoun's third completed project in Rainbow Bay, following Flow and Awaken, both of which achieved record prices for the suburb.

He is now delivering <a href="https://www.apartments.com.au/new-apartments/radia-rainbow-bay-271-boundary-street-coolangatta-qld-4225">Radia Rainbow Bay</a>, a 38-apartment development on Boundary Street that is currently selling, and has no plans to leave the precinct anytime soon. S&amp;S Projects has also lodged plans for its fifth Rainbow Bay development, an 88-apartment project on Boundary Street featuring a strong wellness focus.

Who's who of buyers revealed as Esprit Rainbow Bay settles

Nature Based Cities (NBC), the not-for-profit organisation focused on improving biodiversity and nature outcomes in urban development, has launched its latest industry design guidelines and accreditation framework, this time targeting precinct-scale residential communities.

The move extends NBC’s influence beyond its initial focus on medium and high-density residential developments. Several projects have already achieved NBC accreditation since the launch of its Medium &amp; High-Density Residential Guidelines in early 2025.

The expansion into masterplanned communities and new residential precincts reflects the growing need for stronger nature-positive benchmarks as Australia’s outer suburban growth corridors continue to expand at pace.

Paul Hameister OAM, NBC Founder and the Executive Chairman of Melbourne developer Hamton who itself leans heavily into nature and biodiversity in its developments, says the&nbsp;nature-first approach to mitigate the effects of climate change has become standard in other parts of the world such as the UK, but Australia is lagging.&nbsp;Australia’s environmentally sustainable design (ESD) rating tools have no minimum mandatory requirements for living landscapes.

“We’ve always wanted to do more, and we know other developers who want to do more, but the ESD rating tools just aren’t there,” Hameister says. “In Australia, you can have a five-green-star rated building that’s concrete and glass with not a blade of grass. 
 
“The focus is on reducing emissions, which is laudable, but there hasn’t been enough attention paid to protecting and re-establishing nature. We need both for the health of the environment and for communities.”

He says that having now&nbsp;made good progress in supporting developers of medium and high-density residential projects, NBC is now looking to bolster better nature-based decision-making and recognise developers of greenfield projects in the outer ring and large inner-ring brownfield precincts, who want to champion nature and living landscape as a defining feature.

Since 2022, the not-for-profit has sought to remove the roadblocks preventing developers from incorporating nature and living landscapes into their projects, shifting the conversation from the reduction of emissions and grey infrastructure, toward recognising nature as an essential infrastructure.

The New Communities Design Guidelines and Scorecard arm developers with the tools needed to deliver a nature positive outcome for their new communities. Intended to be adopted at the outset of the planning process, the guidelines are designed to help create communities that are cooler, healthier and more resilient while also enhancing social wellbeing and long-term economic value.&nbsp;

New Communities developers seeking accreditation will be independently assessed across a range of key criteria including ecology, tree canopy, biodiversity, and walkability. Once the masterplan is complete and submitted for approval, the scorecard is formalised based on proposed outcomes. Projects that meet the NBC criteria will receive either Commended or Exemplary accreditation outcomes, creating a clear benchmark for nature-positive new communities in Australia.&nbsp;

Janis Fischer, Director at Tract and NBC Advisory Council member, said the development of new communities in our suburbs can have a substantial impact on nature and biodiversity.

"By incorporating nature-based design principles at the inception of a project, developers and their design teams can achieve nature positive outcomes that are good for both people and the planet.’’&nbsp;

NBC accredited New Community projects will gain access to NBC branding and marketing tools to help communicate their nature-based credentials to purchasers and the broader market.&nbsp;

Apartment buildings are increasingly being designed around how people actually live day to day, not just how they want a building to look.

For buyers, that shift is showing up in practical inclusions that respond to changing habits. Work-from-home spaces, EV charging, wellness amenities, secure bike storage and parcel management are becoming part of the broader apartment conversation, reflecting a move toward buildings that reduce friction in everyday life.

Online shopping has become one of the clearest examples of that change.

Australians spent a record $82.6 billion online in 2025, with nearly one in four retail dollars now spent online. That has made parcel delivery a regular part of apartment living, rather than an occasional inconvenience.

For apartment residents, however, the delivery process can be less straightforward than it is for detached homes. Parcels may be left in lobbies, redirected to Post Offices, missed entirely, or placed under the responsibility of building managers and concierge teams.

That is why secure parcel infrastructure is increasingly being considered alongside more familiar apartment amenities.

Australia Post Parcel Lockers offer one way to address the issue. When a parcel arrives, residents receive a notification through the AusPost app or SMS, then collect it using a QR code or one-time PIN. The parcel is kept secure, accessible and removed from common areas.

The broader Parcel Locker network now includes more than 1,500 locations across Australia, positioned at Post Offices, shopping centres, supermarkets, transport hubs and other accessible locations.

For new apartment projects, the relevance is clear. A building’s amenity offering is no longer only about lifestyle spaces, but also about convenience, security and functionality.

As buyer expectations evolve, secure parcel delivery is becoming part of the same design conversation as flexible working, sustainable transport and resident wellbeing.

It is one less thing for residents to worry about, and another example of apartment design adapting to the way Australians now live.

While school holidays and trips to Europe tend to define the winter property market, there's been no cold snap at <a href="https://www.apartments.com.au/new-apartments/the-walden-north-sydney-177-walker-street-north-sydney-nsw-2060">The Walden</a> in North Sydney.

Developer-builder&nbsp;<a href="https://www.apartments.com.au/developers/aland">ALAND</a> sold more than $35 million worth of apartments throughout June, including a $6.8 million apartment that now ranks among the highest apartment sales ever recorded in North Sydney.

SRM Residential agent Ben Stewart said buyer demand throughout June reflected a mix of improving market confidence and longer-term thinking from owner-occupiers.

"We're seeing strong demand from owner-occupiers who are taking a longer-term view," Stewart said.

"Many recognise the opportunity to secure an apartment in an iconic building and premium location while values remain attractive. They may initially lease the property, but the intention is to eventually move in themselves, rather than purchasing purely as an investment."

The long-awaited redevelopment of the former Eastlakes Shopping Centre site has reached a major milestone, with Conquest's plans for a new mixed-use precinct officially placed on public exhibition.

The State Significant Development Application would transform the 1.7-hectare site at <a href="https://www.apartments.com.au/new-apartments/19a-evans-avenue-eastlakes-nsw-2018">19A Evans Avenue</a> into one of Sydney's largest urban renewal projects, delivering 736 apartments above a new shopping centre anchored by Woolworths, alongside specialty retail, dining, commercial space and new public open spaces.

The public exhibition marks the next chapter for the project after <a href="https://www.apartments.com.au/developers/conquest">Conquest</a> acquired the stalled Stage Two development from Crown Group, who completed the first stage across the road prior to their voluntary liquidation.

Designed by DKO Architecture, the proposal comprises four residential buildings ranging from 14 to 18 storeys above a two-level retail podium. The development would deliver 736 apartments, including 74 affordable homes, 215 Build-to-Rent apartments and 521 market residences. Provision has also been made for dual-key apartments, which could increase the total number of dwellings to 877.

At ground level, the shopping centre has been designed as the suburb's new meeting place, anchored by a full-line Woolworths and complemented by a curated mix of fresh food retailers, cafés, restaurants, health services and everyday convenience shopping. Generous pedestrian links and landscaped public spaces will connect the retail precinct through to Jack Mundey Reserve, creating a more walkable and connected neighbourhood.

Conquest CEO Michael Akkawi said the redevelopment was about far more than replacing a shopping centre.

DKO said the design had been shaped by the site's landscape setting and surrounding open space.

"Our vision for the site embraces its unique Bidjigal identity by blending the residential living with generous landscaping and a material palette inspired by the Bidjigal locality, and celebrating the panoramic views to Botany Bay and the wetlands reserves."

"Taking cues from Country, we seek to harmonise built form with the landscape and lightly touch the earth. By reconnecting, retaining and regenerating existing ecology, and weaving in natural elements, we can deepen our connection to Country."

The landscape strategy extends across the podium and rooftops, incorporating communal gardens, children's play areas, lawns, community gardens, family gathering spaces and extensive tree planting. New landscaped links will also strengthen the connection between the precinct and Jack Mundey Reserve, while publicly accessible open spaces have been integrated throughout the development.

The proposal builds on Conquest's broader placemaking strategy for the site. Through an ongoing partnership, local artist Joe Rashbrook has been appointed Urban Art Curator, working alongside young residents to transform the project's site hoardings into a public art gallery that allows the community to engage with the redevelopment before construction is complete.

Conquest has rapidly expanded its development pipeline since acquiring the Eastlakes site, with more than $6 billion worth of mixed-use projects now in planning across Sydney, including Stanmore, Castlecrag and Waterloo.

Conquest CEO Michael Akkawi said the redevelopment was about far more than replacing a shopping centre.
