The current Essendon captain, Dyson Heppell and a former club captain Matthew Lloyd both secured post auction sales for their Melbourne investment properties on the weekend.
Dyson Heppell’s three-bedroom <a href="https://www.realestate.com.au/sold/property-house-vic-moonee+ponds-124554446" target="_blank">Moonee Ponds terrace</a> (above) fetched $1.44 million after being passed in at $1.35 million to its only bidder.
The 1880s Chaucer St offering had cost $1,065,000 in 2013.
It then became a $700 a week rental property.
Matthew Lloyd’s three-bedroom 1890s <a href="https://www.realestate.com.au/sold/property-house-vic-albert+park-124659998" target="_blank">Albert Park cottage</a> (below) sold for $1.85 million after it passed in on a vendor bid of $1.8 million at its Greg Hocking Holdsworth auction.

Renovated in 2007, it last sold at $1,477,500 in 2010. It became a $1000 a week rental property for the then recently retired champion.
"I thought what better place to invest than Albert Park," he told the Herald Sun.
“I was looking there and found a renovated property where I didn’t have to do any work and could rent it out.”
Heppell secured just over nine percent annual price growth during his three plus years while Lloyd achieved three percent annual growth during his six years.
No renovation work had been done by Heppell, while Lloyd recently put in a new bathroom, redid the floors and had given the whole house a repaint.
A five bedroom house with Sydney Harbour Bridge views at McMahons Point sold post-auction for $9.38 million, the highest priced result at weekend auctions across Australia.
Located at <a href="https://www.realestate.com.au/sold/property-house-nsw-mcmahons+point-124619422" target="_blank">3A Warung Street</a>, (below) the tri-level property is set in a prized waterfront enclave.

The property was offered through McGrath who suggested it was Sydney's lower north shore highest auction result so far this year.
After nine contracts were issued, just two interested parties competed for the home which was passed in at $9.1 million.
It sold post auction to a couple reportedly downsizing from Hurstville, according to Domain. 
Another highlight in Sydney saw the waterfront <a href="https://www.realestate.com.au/property-house-nsw-balmain-124589878" target="_blank">1870s Balmain home</a> (below) of anthropology academic, Professor Richard Wright fetch $6.1 million, well above its $5.5 million reserve, when offered for the first time in more than five decades.

A four bedroom 1920s Toorak home sold for $5.5 million was the highest priced result in Melbourne at the weekend auctions.
Located at <a href="https://www.realestate.com.au/property-house-vic-toorak-124623202" target="_blank">684 Orrong Road</a>, below) the property set on 877 sqm of land had last traded almost 50 years ago.

It was marketed with a price guide of $4 million plus through Marshall White agents Richard Mackinnon and Fraser Cahill.
The solid brick residence was marketed as available for immediate residency, renovation or development as apartments or townhouses.
It features leadlight windows, beamed ceilings and timber floors beginning from its reception hall.
Auction results continue their strong run into March, with the east coast auction engine rooms, Sydney and Melbourne recording an 80% clearance rate, according to CoreLogic’s latest report.
SQM Research Louis Christopher said the weekend results showed that buyer demand was holding up even as more sellers come back into the market.
The property data firm says that the preliminary clearance rate across the combined capital cities fell slightly, from 78.4 per cent to 77.8 per cent, based on preliminary results.
The number of auctions held across the capitals was lower, with 2,714 held, compared to 3,301 over the previous weekend which was a record high for February.
"In comparison, over the corresponding weekend last year, both the combined capital city clearance rate and the number of auctions were lower, with 2,304 auctions held and 68.6 per cent reported as successful," Kevin Brogan, CoreLogic's auction commentator said. 
Sydney saw the clearance rate remain above 80 per cent for the fourth week in a row, and Melbourne for the second week in a row, while across the remaining cities; week-on-week results show a fall in clearance rates with the exception of Perth where results improved, and Tasmania, which remained unchanged over the week.
Melbourne was host to 1,399 auctions and preliminary results show a clearance rate of 80.4 per cent, down slightly from last week’s final clearance rate of 81 per cent across 1,635 auctions.
At the same time last year, Melbourne’s clearance rate was 72.1 per cent, with 1,236 auctions held across the city.
Melbourne’s Inner region was the busiest for auctions with 295 homes going under the hammer, followed by Inner South (260) and Inner East (179).
The North East region was the best performer in terms of Melbourne clearance rates, with an 87.6 per cent success rate across 133 auctions.
The REIV president Joseph Walton said he summer auction market, from December to February, has delivered the highest number of auction sales on record with close to 5,600 homes sold under the hammer.
Sydney’s preliminary auction clearance rate increased to 80.5 per cent from 80 per cent last week.
Auction volumes were lower this week with 886 homes taken to auction, compared to 1,210 last week.
The same weekend last year had a clearance rate of 68.7 per cent was recorded across 708 auctions.
The performance across Sydney’s regions was varied - across the South West region with a clearance rate was 66 per cent to the City and Inner South (88 per cent) and also the Northern Beaches (88 per cent).
Across Brisbane, the clearance rate was 59 per cent, down from 62 per cent but higher than one year ago (50 per cent).
Auction volumes were also down with 148 auctions, compared to 176 last weekend and a lower 133 last year.
Hendra had the top price when $3.5 million was paid for a <a href="https://www.realestate.com.au/property-house-qld-hendra-124694682" target="_blank">five bedroom home</a> (below) rich in original features.

It was marketed by Ray White Real Estate as a modern Queenslander.
A total of 120 auctions were held in Adelaide, down from 122 last weekend, although higher than last year (99).
Preliminary results show 69 per cent sold, down from the prior 71 per cent when the city recorded the highest clearance rate for the year to date.
The preliminary clearance rate for Perth was 36 per cent, compared to 30 per cent last weekend and 21 per cent last year.
Canberra’s clearance rate fell to 70 per cent, after being recorded at 76 per cent last weekend.
There were 116 auctions held across Canberra, up from 103. 
An auction in Forde set a $1.4 million suburb record by $130,000, according to Domain.

Bomber Dyson Heppell sells in Moonee Ponds after weekend auction

Australia's richest woman Gina Rinehart has further expanded her beef cattle empire in northern Australia.
She has bought Aroona Station near Katherine in the Northern Territory, a 147,510 hectare property with 15,000 head of cattle.
Aroona Station sold for $13.5 million having previously sold for $6.4 million in 2006. The $13.5 million figure is for the land only and excludes cattle and plant.
It was bought from beef producers, John and Kate McLoughlin.
Rinehart says Aroona will complement her existing investments in the North.
"It is near to the Phoenix park export depot and it will assist part of the wet season growing program for Riveren and Inverway as well as help to provide better market timing options for some of Hancock Beef's Kimberley cattle stations," she said.
Colliers International's national director of rural and agribusiness, Rawdon Briggs was the listing agent for Aroona Station.

Homes near green amenities are more desirable and more expensive because residents are willing to pay higher prices to gain the many benefits of green spaces.
Our research has confirmed, for instance, that apartments near to the greenbelt in Vienna, Austria, are more expensive compared to otherwise similar apartments in that city.
Similar findings have been reported for cities in England, Ontario in Canada, and the South Korean capital, Seoul.
Green spaces have well-known environmental benefits. Green neighbourhoods also have social benefits – such as less aggression and violence, and fewer incidents of youth crimes and domestic violence – and health benefits, including reduced risk of cardiovascular disease, certain cancers and certain types of diabetes.
However, Australia’s growing cities face a shortage of urban parks. Often, the provision of parks is seen only as planning compliance or an accessory.
There have been calls for developers and councils to make adequate contributions toward improving and maintaining existing parks, rather than just leveraging the benefit for financial gain with new development projects.
However, the unparalleled population growth in our cities and increasing inner-city density mean we will need not only to protect existing green spaces, but also to plan new, better-quality green amenities.
<h2>What higher prices near green amenities mean</h2>
Our study in Vienna found the price of a constant-quality (taking into account other differences) apartment drops by 0.13–0.26% with every 1% increase in distance from the greenbelt. This suggests that proximity to the greenbelt is a significant location-related predictor of Viennese apartment prices.
If there is higher demand for this type of amenity and a lack of supply, prices of houses located close to greenbelts will go up. And, if green amenities are provided in areas accessible to low- and middle-income households, the social and health benefits can be promoted across cities.

Some argue that saving the greenbelts results in higher house prices, leads to satellite cities and creates negative consequences such as increased car-dependence. Lost economic profit due to restricted development is also a concern.
To ease these pressures, “unproductive” greenbelt land and privately owned greenbelt land with intensive farming could be exempted from this protection.
<h2>A history of failed planning attempts</h2>
Greenbelts are a special type of open space consisting of natural, agricultural or largely undeveloped land around urban areas. These areas typically outline the edge of the urban fringe and are known as “urban growth boundaries” in such cases. 
Greenbelts are an outcome of the containment policy; they limit the physical expansion of the urbanised area and protect a compact urban form. They can also be an outcome of a policy intended to preserve green spaces for environmental and recreation purposes. 
Green wedges are similar to greenbelts but may run through an urban area rather than around it. Urban parks are different: they may have diverse features like gardens, playgrounds, running trails and walking paths, and are spread across a city.
The idea of a greenbelt for Sydney was formally proposed as early as 1948. This became an example of the failure of planning for greenbeltsdue to lack of support by state government agencies, property owners and developers. 
The federal government’s refusal to provide funding due to unexpected immigration numbers ultimately led to the project’s demise. Most of Sydney’s inner-area greenbelt was eventually used for urban expansion.
In Melbourne, green wedges remained an established part of planning until the early 1990s. Since the liberalisation of the proposed restrictions on urban uses in Melbourne 2030, new residential, tourist and commercial developments are continuing in and beyond the greenbelt. 
By 2010, urban growth boundaries in Melbourne’s north and west had moved. Consecutive governments have regarded open space as commercially expendable and as a free input to public and private projects.
Brisbane has introduced urban growth boundaries and reinforced the protection of non-urban areas bordering the city through strong regulatory planning controls. Current debates about the greenbelt in Brisbane show the challenging nature of managing conflicting interests. 
There is widespread support for preserving the greenbelt between Brisbane and the Sunshine Coast, but an increasing level of approval for developments within the Brisbane to Gold Coast greenbelt.
<h2>Which way ahead?</h2>
Cities are growing fast and the current supply of urban parks is not sufficient. So, governments need to take radical steps to protect existing greenbelts. 
Greenbelts generate large-scale environmental services compared to their smaller counterparts (like urban parks). It will be a point of no return once the greenbelts are sacrificed to development.
In a new world where high-density development is widely endorsed, a bit of nature in the city fringe seems like a sensible policy. A stronger greenbelt policy can only come with political leadership – and cities such as Paris are bravely putting in greenbelts. Australian cities should follow these examples.

Home prices tell us the value the public puts on green spaces

Suspicion of Chinese corporations investing in Australia is not well justified when you consider the growth of private enterprise in China and the state of the Chinese Communist Party.
The fierce public debate about Chinese corporations investing in Australia is spurred by several misleading ideas about how much control the Chinese government has and its intervention with private businesses. 
The fact is, massive privatisation has been ongoing in China since the 1980s, involving millions of business enterprises. Currently around 70 percent of Chinese industrial output is now produced by non-state controlled business firms, and over 80 percent of the industrial workforce in China is now employed in the private sector. 
Private enterprises have been the growth engine of the Chinese economy, providing 95 percent of the growth of the urban workforce in the past three decades, and many now compete with state-owned conglomerates for brand recognition and size. Inevitably, private firms have started expanding overseas to find new markets and diversify their investments.
A common claim is that despite many Chinese investors being private corporations, they are still effectively controlled by the governmentthrough the Chinese Communist Party.
It’s true that if there are more than three party members within any organisation in China, those members have the right to set up a Communist Party branch. This includes employees of private corporations, and there are currently party branches within approximately 13 percent of private Chinese firms, a figure which rises to 53.1% among larger private firms. 
But this does not necessarily result in party control over those corporations’ business decisions. Li Zhangzhu, the Deputy Secretary of the Chinese Communist Party branch within Yuanfang Group, a large private firm based in Henan Province, declared:
"What the boss of a private enterprise cares about most is business results. The boss will only pay attention to and support [Chinese Communist Party] building if it helps to promote the growth of the business and increases profits."
Academic Bruce Dickson found that attempts to build the Communist Party’s presence in the private sector actually promoted private business interests rather than those of the party’s leadership. 
The Communist Party simply cannot afford to alienate private entrepreneurs because it relies on them to deliver continuing economic growth and provide employment. Without this the party would lose its legitimacy and power. 
A recent survey of several hundred private Chinese corporations by Fan Xia of Shandong University found that if there was a time conflict between an activity scheduled by the firm’s Communist Party branch and their regular work duties, 91.8% of CCP members in private firms would not participate in the party activity unless their CEO gave them permission. 
Another assumption is that the party and the central government control Chinese society with an iron fist). In fact, there is plenty of evidence of massive corruption and policy divisions that cast doubt on whether the party can even control itself. 
In the current anti-corruption campaign, more than 447,000 Communist Party officials have been investigated since 2012, with over 230,000 of these criminally prosecuted in the courts, ranging from the lowest level apparatchiks right up to politburo (policy-making) members, Supreme People’s Court justices and military generals.
Some senior Communist Party officials have been convicted for accepting bribes totalling tens of millions of dollars, according to Chineseand Western media sources.
Many of these bribes were paid in return for promotions within the Party hierarchy or government bodies. For instance, 45 representatives were expelled from the National People’s Congress in September 2016, after evidence emerged that they had used bribery to obtain their nominations; and 454 delegates (out of 612) were expelled from the Liaoning Provincial People’s Congress for similar reasons. 
Research suggests that the party has lost control over its own personnel system and cannot guarantee that its officials are competent or honest. It also explains why a government communique in 2016 referred to many “dangers” that may threaten the very existence of the party, “including the slacking of officials, incompetence, isolation from the people and corruption”.
Contrary to the popular misconception that China is a highly centralised state, few laws and policies are enforced in a uniform way throughout the country. 
For example, in Shenzhen, a Southern Chinese city with over 10 million people, half the buildings within the city have no legal titles and have been rented or sold to millions of people illegally. Relying on the illegal private housing market was the only way for the local government to provide sufficient housing for the millions of migrants arriving in Shenzhen from other parts of China over the past three decades.
This example of decentralised decision-making also counters another assumption about large-scale investment by private Chinese firms in Australia - that it’s part of a “unified” Chinese government strategy to undermine our national security. 
In fact, outward foreign investment from China has become increasingly decentralised, so that the vast majority of investments under US$1 billion are now approved at provincial or municipal government levels. There is also a lot of competition between different Chinese regions and provinces in seeking the economic benefits of investment overseas. 
There needs to be more acknowledgement of the complexity of the influences at play within Chinese corporations rather than just jumping to the conclusion that all are controlled by the Chinese government. Especially if these businesses are bringing economic benefits by investing in Australian businesses and infrastructure.

The Howard government, when flush with revenue, made a bad tax decisions which continue to haunt current policy makers.
It removed the tax on the retirement phase of superannuation, this has been partly resolved by current government’s recent changes. But the Howard government also replaced the full taxation of real capital gains with concessional treatment of capital gains (only 50 percent of gains taxed). This remains as a tax avoidance loophole which both parties acknowledge but are reluctant to act upon.
The reason is straightforward. Assets put into superannuation in the accumulation phase and held until the retirement phase, can then be sold with no, or minimal, capital gains tax payable. This a major incentive to put assets into super and hold them until the retirement phase.
Without further changes to superannuation taxation, this is simply going to worsen the social problem of the well-off adopting tax minimisation strategies by piling as many assets into super as possible. Remember, it will still be possible to contribute up to A$100,000 per annum as non-concessional contributions.
Consequently, the well-off could easily build up a pool of assets of several million dollars or more, which when sold in retirement will still get very, very, favourable capital gains tax treatment under super.
If superannuation assets in retirement are under the A$1.6 million cap, no tax will be payable on capital gains from sales of assets. If assets are above the cap, the tax rate applied to capital gains is 10%.
For example, an asset costing $100,000 and held for 15 years, increasing in price at an average of 7% per annum would be sold for $276,000. If in super, tax payable would be $17,600. If outside of super, on the top marginal tax rate (including levies) of 49%, the tax payable would be $43,096.
If the concession on capital gains tax was reduced (without addressing the concessionary rate in super), the incentive would be even bigger. For example, if the concession was reduced to 25%, tax payable on the capital gain outside of super would be $64,644, an even larger gap to the tax payable in super of $17,600.
Putting $100,000 per annum into super for 15 years with an average 7% capital gain per annum generates a portfolio worth $2.7 million. The capital gains tax savings on this being in super, rather than outside, are more than $1 million!
So, what are the consequences if a brave government elects to reduce the concession applied to capital gains tax? If they make no changes to super tax arrangements there are at least two likely consequences.
First, there is increased incentive for individuals to set up self managed super funds to exploit these tax arbitrage or minimisation loopholes.
Second, despite taxation of earnings on retirement income balances over the A$1.6 million cap, maximising non-concessional contributions into self managed super funds will remain attractive, to take advantage of the difference in capital gains tax rates on assets inside versus outside super – to the detriment of future government budgets.
The consequences for self managed super funds incentives to borrow (via non-recourse arrangements involving trusts) to purchase assets such as property are unclear. As described on one adviser’s website:
Such borrowing will enable trustees to acquire assets over and above the assets that can be obtained from contributions. The caps on contributions can therefore be “overcome” by such borrowings.
However, it is doubtful that there are tax arbitrage benefits from using leverage to purchase assets via super (because higher marginal tax rates mean higher tax deductions for interest on borrowings outside of super).
For reasons of social equity, any general changes to the capital gains tax rate will also need to address capital gains tax within super. Admittedly there is already a lower concession in the case of super (two-thirds of gains are taxed versus one-half).
But that means taxing capital gains in super at only a 10 percent rate, leaving strong incentives to thwart higher capital gains tax by locating assets within super. Failing to reduce the capital gains tax concession in super would be likely to undo a substantial part of the effectiveness of any general changes the government has already made.

The CoreLogic Home Value Index of capital city home prices rose by 1.4 percent in February and was up 11.7 percent over the year.
Prices rose in five of the eight capital cities with Canberra up the most (up 3.2 per cent). Regional house prices rose by 0.6 per cent in January (latest available).
The Performance of Manufacturing index rose by 8.1 points to 59.3 in February – the strongest result since 2002. A reading above 50.0 indicates that the sector is expanding. This was the fifth consecutive month of expansion.
Home price data is important for retailers, especially those focussed on consumer durables. The manufacturing data provides guidance for companies in the Industrials sector.

<div class="column">It might just be one of the better days when it comes to economic data. Stronger home prices and the strongest expansion in manufacturing in 15 years. In addition the just-released economic growth data confirmed the momentum shift across the Australian economy.</div>

<div class="column">It may be no surprise to see that home prices continue to lift across most capital cities. But what was clearly surprising was the size of the lift in prices. Across the nation home prices rose by a substantial 1.4 per cent in February, matching a similar result in December - the fastest monthly growth in 9 months. In fact over the three months to February home prices have accelerated by 3.5 per cent.</div>

<div class="column">Across the capital cities, Sydney and Melbourne featured heavily but what was more encouraging was the strength in Canberra and Hobart home prices. Canberra prices rose by 3.2 per cent in February to be up 10.4 per cent over the year. Interestingly the key resource states continued to see significant weakness, with substantial falls in home prices across Darwin and Perth. The sustained lift in commodity prices may help to alleviate some of the weakness in coming months.</div>

<div class="column">Overall policymakers will keep a close eye on the housing sector the early part of 2017, and will prefer to see more balanced house price growth across the nation. In particular, a lift in regional house prices would be a positive outcome. Annual growth in home prices across regional centres was just 1.1 per cent over the past 12 months.</div>

Deliveries lifted out of contraction (56.3 points) while exports strengthened further (57.0 points). Reflecting this surge in demand, inventories contracted mildly in the month (48.3 points.”</div>

<div class="column">The CoreLogic Hedonic Australian Home Value Index is based on Australia’s biggest property database. Unlike the ABS Index, which excludes terraces, semi-detached homes and apartments, the CoreLogic Hedonic Index includes all properties. Home prices are an important driver of wealth and spending.</div>

<div class="column">The Australian Industry Group compiles the Performance of Manufacturing Index (PMI) each month. The Australian PMI is the Australian equivalent of the US ISM manufacturing gauge. The PMI is one of the timeliest economic indicators released in Australia. The PMI is useful not just in showing how the manufacturing sector is performing but in providing some sense about where it is heading. The key ‘forward looking’ components are orders and employment.</div>

<div class="column">What are the implications for interest rates and investors?</div>

<div class="column">Activity in the manufacturing sector is encouraging especially the lift in new orders that has been identified in recent months. All the published data and anecdotes indicate that business conditions have markedly improved since the flat spot recorded for the economy in mid-2016.</div>

<div class="column">Investors are once again driving key housing markets such as Sydney and Melbourne. But there are more risks, with investors relying on expected capital appreciation for returns on their investment rather than rising rents. More apartments are being built, supply will catch up to demand and growth of home prices will ease over the next few years. Investors need to be aware of the risks including further actions by regulators to slow housing demand.</div>

Adelaide's new future is on the rise: Greaton

Current Account: The broadest measure of the trade accounts – the current account – improved in the December quarter (smaller deficit), with the deficit falling from $10.2 billion to $3.85 billion – the smallest deficit in over 15 years.
 
Stronger trade sector: Net exports (exports less import_s) will contribute 0.2 percentage points to economic growth in the December quarter. CommSec estimates that the economy grew by 0.7 percent in the December quarter to be up 1.9 per cent over the year.
 
Consumer confidence hits 6-week high: The weekly ANZ/Roy Morgan consumer confidence rating rose by 6.1 points (4.7 percent) to a 6-week high of 119.1 in the week to February 26.
 
Government sector GDP: Overall, spending by the government sector rose by 1.5 percent in the December quarter and should contribute 0.3 percentage points to December quarter economic growth.
 
Lending lifts: Private sector credit rose by 0.2 percent in January after a 0.7 percent gain in December. Investor housing finance lifted 0.6 percent in January to stand 6.6 percent higher over the year – the fastest growth in 11 months.
 
The balance of payments data has implications for trade-exposed businesses and companies vulnerable to changes in the Aussie dollar. The consumer confidence figures have implications for retailers, and other consumer-focussed businesses. Private sector credit figures have implications for finance providers, retailers, and companies dependent on business spending.
 
WHAT DOES IT ALL MEAN?
 
The Australian economy may have gone backwards in the September quarter, but the result for the December quarter is likely to be the polar opposite. Based on all the components currently available, the economy looks to have grown by a healthy 0.7 percent in the December. And while forecasts do have a margin for error the strength in dwelling investment, government spending, household consumption and net exports should ensure that Australia managed to stay clear of a technical recession. More importantly it is clear that activity levels have continued to improve in the past couple of months.
 
The shift from an economic contraction to an expansion is more important for household and business confidence. And in that context the latest reading on weekly consumer confidence is encouraging. Confidence levels lifted by almost 5 percent in the past week and are now holding at 6-week highs. Interestingly the outlook on family finances was far more positive – despite the news last week on the cuts to penalty rates.
 
The latest lending (private sector credit) figures suggest a modest pullback in borrowing. But it is import_ant to point out that lending recorded the biggest lift in 15 months in December and only partially gave some of that back in January. The weakness was largely due to a modest slide in business credit which would be expected given the slowdown in financing in the post-Christmas period.
 
Interestingly home lending continues to lift, dominated by investor credit growth. In fact annual growth in investor finance is now at an 11-month high. The measures taken by regulators to curb investment lending had a temporary impact that is now fading.
 
Overall the Reserve Bank is unlikely to be surprised with the latest results. No doubt policymakers will continue to discuss key issues like housing affordability, but overall the central bank seems upbeat on the medium-term outlook for the Australian economy. CommSec expects no change to interest rates over the rest of 2017.

What do the figures show?
BALANCE OF PAYMENTS
The broadest measure of Australia's external position - the current account – improved in the December quarter (smaller deficit), with the deficit falling from $10.2 billion to $3.85 billion.
The balance of goods and services was in deficit by $4.7 billion in the December quarter after a $3.5 billion deficit in the September quarter.
At the end of the December quarter, net foreign equity was $1.4 billion – essentially Australians own more assets overseas than foreign investors own here in Australia. But the positive net foreign equity position weakened by $5.8 billion over the December quarter.
The trade sector (exports less import_s) will contribute 0.2 percentage points to economic growth in the December quarter.
Terms of trade (ratio of export to import_ prices) rose by 9.1 cent to a 27-month high of 102.9 in the December quarter after a 2.3 percent increase in the June quarter. The terms of trade for goods rose by 11.3 percent and the terms of trade for services rose by 1.3 percent.
Net foreign debt fell from $1,048.6 billion to $1,023.1 billion as at the end of the December quarter.
GOVERNMENT FINANCES
<ul class="ul1">
<li class="li3">Government consumption spending was flat in the December quarter after a 0.2 per cent fall in the September quarter. Total public investment rose by 7.7 per cent in the December quarter after falling by 7.8 per cent in the September quarter. Overall, spending by the government sector rose by 1.5 per cent in the December quarter.</li>
</ul>
CONSUMER SENTIMENT
The weekly ANZ/Roy Morgan consumer confidence rating rose by 6.1 points (4.7 percent) to a 6-week high of 119.1 in the week to February 26. Confidence is up 7 percent over the year and above the average of 119.1 since 2014.
All five components of the index rose in the latest week
The estimate of family finances compared with a year ago was up from +2 to +11;
The estimate of family finances over the next year was up from at +26 to +34;
Economic conditions over the next 12 months was up from 0 to +5;
Economic conditions over the next 5 years was up from +5 to +7;
The measure of whether it was a good time to buy a major household item was up from +36 to +40:
The reading of inflation expectations two years ahead rose from 4.5 percent to 4.7 percent. Inflation expectations have now held above 4 per cent for the past 11 weeks.
PRIVATE SECTOR CREDIT
Private sector credit (lending) rose by 0.2 percent in January after a 0.7 percent gain in December. Annual credit growth eased from 5.6 percent to 5.4 percent.
Housing credit grew by 0.5 percent in January to be up 6.3 percent on a year ago – equalling the December result and the slowest annual growth in 30 months.
Owner occupier housing credit rose by 0.5 percent in January to stand 6.3 percent higher than a year ago – the slowest growth in 15 months. Investor housing finance lifted 0.6 percent in January to stand 6.6 percent higher over the year – the fastest growth in 11 months.
Personal credit fell by 0.2 percent in January to be down 1.3 percent over the year – near the biggest annual decline in 4 ½ years.
Business credit fell by 0.3 percent in December after rising by a sizeable 1.1 percent in November. Business credit is 4.7 percent higher than a year ago.

WHAT IS THE IMPORTANCE OF THE ECONOMIC DATA?
The quarterly Balance of Payments figures have few short-term effects on financial markets. The importance of the data is merely to highlight Australia’s trading position with the rest of the world as well as the contribution of foreign trade (exports less import_s) to the latest estimates of economic growth.
The Australian Bureau of Statistics releases the quarterly Government Finance Statistics near the start of March, June, September and December. The data details public sector consumption and investment spending and indicates the sector’s contribution to economic growth.
The ANZ/Roy Morgan weekly survey of consumer confidence closely tracks the monthly Westpac/Melbourne Institute consumer sentiment index but the former measure is a timelier assessment of consumer attitudes and is now closely tracked by the Reserve Bank.
Private sector credit figures are released by the Reserve Bank on the last working day of the month. Credit is separated into three categories – housing, other personal and business. Private sector credit is effectively the amount of loans outstanding in the economy. If growth in lending is strong then it suggests that credit from financial institutions is freely available, underlying demand for assets such as cars and houses is firm and that the price of credit (interest rates) is attractive.
WHAT ARE THE IMPLICATIONS FOR INTEREST RATES AND INVESTORS?
The improvement in our broadest trade measure – the current account – is expected to continue. The mining investment boom has left us with expanded productive capacity. And exports of liquefied natural gas (LNG) will ramp up over the next year or so.
The ongoing strength in exports and improvement in the current account deficit will keep upward pressure on the Aussie dollar. No doubt the Reserve Bank would prefer a lower Australian dollar to help rebalance the economy away from mining to the non-mining sector.
The jobless rate is at a multi-year lows, interest rates are super-low, more homes are being built than ever before, retail spending is lifting and the farm sector prospects are bright. Even the global picture is brightening.
Interest rates will remain on hold over the rest of 2017.

Economy set to rebound, consumers confident: Savanth Sebastian

Last year saw another year of strong performance in property investment markets across Australia, with Savills recording approximately $27 billion worth of commercial property transactions in the 12 months to December 2016.
Although this is down on the previous year ($33.74 billion), it’s much the same as the five year average ($25.6 billion). The reason behind the numbers is the lack of portfolios and a diminishing supply of prime properties continuing to weigh on investment volumes.
When comparing global yields in the World Office Yield Spectrum, of the gateway cities, Sydney led the pack offering by far the most attractive yields at 5.37 percent, with LA West and San Francisco the only others offering above 4.50 percent.
A look at regional performances
Australian interest rates fell to historic lows due to the slowdown in resource demand from China, a reversal of commodity prices and the end of the mining investment boom (coupled with the GFC). A subsequent pickup in occupier and investment demand in Melbourne and Sydney followed whilst there was a substantial reversal in fortunes in Brisbane and Perth. 
Whilst Brisbane has stabilised, Perth continues to be challenged (more office supply is in the pipeline), Melbourne is meeting both occupier and investment demand with a supply response whilst Sydney remains challenged on the supply front. An added difficulty in both Melbourne and Sydney is the continual withdrawal of office space and development sites (both in CBD and non-CBD office markets) for conversion to residential or compulsory acquisition for public works.
A look at the future
Commercial property investment yields continued to firm across the board (by an average 20 basis points) – a theme we have been seeing for several years now. Whilst the “bond yield” story has run its course, in some markets, fundamentals are improving rapidly. We believe this improvement will lead to further tightening in yields as investment capital starts to price in expectations of future NOI growth.
Generally, office markets look set for another year of strong investment driven by office property’s most preferred investment status, along with economic and political factors which are pushing investors towards the safety of bricks and mortar.

With some level of economic and political uncertainty remaining in most markets, it is fair to say that office risk premiums will continue to offer very good value and hence drive demand and, in some instances, even firmer office investment yields.
Much of what happens in 2017 and beyond will depend on the course the US Federal Reserve takes with regards to interest rates and the new President’s policy settings. Those factors, along with Brexit negotiations and elections in key European countries, will largely determine how currencies behave, how trade flows and how capital moves around the world.

Australian investment property: a look back and a look to the future

A mix of Gold Coast locals, fly-in, fly-out purchasers from Sydney and Melbourne, and Brisbane-based families has driven early sales success at Broadbeach's newest apartment tower, Lumara.

The 26-level project, a joint venture between builder-developer 5Point Projects and Bourke Projects, comprises just 37 luxury residences and is attracting a buyer profile that is looking for exclusivity, above the most amenity-rich suburb on the Gold Coast.

Jamie Bourke, Director of Bourke Projects, says every buyer secured so far intends to use Lumara as a lock-up-and-leave residence, combining holiday use with the ability to work remotely when required.

“The size of the apartments, both half- and full-floor options, and the different zones within the floorplans, lends itself perfectly to dedicated home office setups and multi-generational family holidays,” Bourke says.

That flexibility has become a key drawcard for affluent buyers seeking a second residence on the Gold Coast without sacrificing the ability to conduct business away from their primary home base.

The absence of holiday letting within the building has also resonated strongly with purchasers.

“This type of buyer doesn't need to generate holiday rental income,” Bourke says. “They're paying for exclusivity, privacy and certainty around who their neighbours are.”

The strong demand comes amid broader shifts in the high-end apartment market following the Federal Budget announcements in May.

“We were already seeing strong enquiry from high-net-worth buyers, but that has only accelerated since the policy changes,” Bourke says.

“A lot of those buyers are looking to place more capital into premium lifestyle assets rather than investment-grade stock that has been targeted by the Federal Government.”

Sydney developer Hyecorp's roots on the Lower North Shore stretch back three generations, and that deep understanding of the market continues to shape where and how it develops today.

From high-rise towers to boutique apartment projects, the family-run developer has built its reputation by focusing on a part of Sydney it knows intimately. Founded by Michael Abolakian in the early 1990s, Hyecorp is now led by his sons Stephen, Troy and Patrick.

Stephen Abolakian, joint managing director alongside Troy, has spent more than two decades in the business, overseeing development, planning, finance, marketing and sales.

Abolakian says the developer's disciplined focus on where it chooses to operate has been, and continues to be, one of Hyecorp's greatest strengths.

“We know the buyer profile exceptionally well,” Abolakian says.

“The demographics between places like Willoughby, Chatswood, St Leonards and Roseville are very similar. There are nuances between suburbs and projects, but culturally and from a buyer perspective, there’s a strong overlap.”

That buyer has historically been overwhelmingly owner-occupier driven.

Unlike many Sydney apartment developers that have traditionally relied heavily on investor demand, Hyecorp’s projects have typically attracted downsizers, upsizers, rightsizers and family owner-occupiers seeking long-term homes rather than short-term investments.

“Historically, investors have been a much smaller portion of our demand profile,” Abolakian says.

“We design for owner-occupiers. We don’t design for yield, we design for comfort, amenity, family living and long-term usability.”

That philosophy extends well beyond apartment layouts.

From landscaping and communal gardens to shared amenities and circulation spaces, Hyecorp’s developments are designed around how people actually live, something Abolakian believes has become increasingly important in Sydney’s apartment market.

“There was probably a period where having an approved project in market was enough,” he says.

“There wasn’t as much competition and if you built it, buyers would come. That’s no longer the case.”

“There’s more supply in the pipeline now, particularly with TOD precincts and low and mid-rise reforms opening up opportunities across Sydney. Buyers have more choice, so if you get the product wrong, they’ll simply go elsewhere.”

The shift has forced developers to become more sophisticated in how they approach apartment design, particularly as owner-occupier expectations continue to rise.

For Hyecorp, that means thinking beyond who the buyer is today and designing for who they may become in five or 10 years' time.

“People buying now often aren’t moving in for several years,” Abolakian says.

“You might have a young couple buying today, but by the time they move in they may have children, older children, or changing lifestyle needs. You’ve got to think about how families evolve.”

That thinking also shapes Hyecorp’s approach to amenity, which positions wellness at the forefront.

While resort-style facilities have become increasingly common marketing tools across Sydney apartment developments, Abolakian says the challenge is ensuring amenities are genuinely usable and appropriate for the scale of the project.

“If amenities are done right, they can materially improve the living experience,” he says, adding however that if you&nbsp;overdo it or get it wrong, you can end up with facilities nobody uses that simply create ongoing strata costs.”

That balance is something Hyecorp is aiming to strike with projects like Roseville Avenue, one of the group's upcoming Lower North Shore developments, which Abolakian describes as bringing a resort-style living experience into a metropolitan setting.

“It’s about creating something that feels special without being excessive,” he says.

“Good gardens, quality apartments, thoughtful amenity. Creating that resort feeling in a metro location.”

The focus on owner-occupier product comes as Sydney’s apartment market continues to navigate a difficult development environment.&nbsp;For Hyecorp, maintaining an in-house operating model across construction, sales, marketing and development management has become increasingly important in navigating that environment.

“We’ve always believed in keeping a lot of the process in-house,” Abolakian says.

“It creates efficiencies, but it also creates quality control. You can make faster decisions and ensure the end product stays aligned with the original vision.”

Despite the challenges, Abolakian believes demand for quality owner-occupier apartments across Sydney remains strong beneath the surface, particularly across established Lower North Shore suburbs where downsizers continue to seek new housing options close to existing communities.

“There are definitely people waiting,” he says.

“Once some of the broader uncertainty settles, whether that’s the global environment or some of the local economic noise, I think the right projects will perform very strongly.”

Hyecorp currently has three residential developments on the market across Sydney’s Lower North Shore.&nbsp;Audrey, St Leonards, positioned opposite Newlands Park, is nearing completion and preparing to welcome its first residents, with the project now almost sold out.

Hyecorp has also recently launched&nbsp;<a href="https://www.apartments.com.au/new-apartments/celine-chatswood-37-archer-street-chatswood-nsw-2067">Celine Chatswood</a>, an architectural tower, while continuing to deliver&nbsp;<a href="https://www.apartments.com.au/new-apartments/juliet-roseville-64-pacific-highway-roseville-nsw-2069">Juliet Roseville</a>, a more boutique scale of development with just 34 apartments.

Why Hyecorp continues to back Sydney's Lower North Shore apartment market

South East Queensland’s apartment market is entering a new phase defined by rising prices, constrained affordability, and mounting pressure on the construction pipeline, according to RPM Group’s latest SEQ Apartments &amp; Townhomes Market Report.

The May 2026 report highlights a widening divide between what buyers can afford and what developers can viably deliver, with detached house prices continuing to push more buyers toward apartments across Brisbane, the Gold Coast, and the Sunshine Coast.

RPM says Brisbane’s median house price has reached around $1.5 million, accelerating the shift toward higher-density housing as buyers are increasingly priced out of the detached market.

Median unit prices rose across all three major SEQ markets in the March quarter. Brisbane City recorded the strongest annual growth, with median unit prices climbing 21 per cent to $862,000, while the Gold Coast reached the highest overall median at $950,000, up 17 per cent year-on-year. The Sunshine Coast followed at $870,000, representing annual growth of nine per cent.

RPM noted the affordability gap between houses and units remains significant, with detached homes commanding premiums of 67 per cent in Brisbane and 68 per cent on the Gold Coast relative to apartments.

The report suggests this price disparity is increasingly consolidating buyer demand within the apartment market, particularly among downsizers and owner-occupiers.

“Demand is real. Supply is moving. But they’re operating on different timelines and the gap between what’s being built and what buyers can afford is the defining tension in this market right now,” RPM Queensland and NSW Managing Directors Peter Neale and Clinton Trezise said in the report.

While approvals and commencements are strengthening, RPM argues the delivery pipeline remains constrained by construction costs, labour shortages, and extended build timelines.

Apartment approvals across Queensland increased 86 per cent over the year to February 2026, reaching 12,682 approvals, the highest level recorded since 2016. Brisbane overtook the Gold Coast as the state’s most active apartment approval market, with nearly 5,000 apartments approved over the past 12 months.

Unit commencements also strengthened considerably, rising 48 per cent year-on-year to 5,453 commencements in the December 2025 quarter, the highest level since 2018.

However, RPM’s research found apartment delivery timeframes have expanded sharply compared to the previous cycle. Projects are now averaging around 30 months from approval to completion, compared to roughly 20 months a decade ago.

The number of units under construction has climbed to approximately 31,530 dwellings, nearing the previous 2016 peak, though projects are remaining in the pipeline for considerably longer.

Construction costs continue to weigh heavily on feasibility. RPM found the average apartment construction cost in Greater Brisbane reached $630,000 per dwelling in 2025, exceeding both Sydney and Melbourne. Coastal Queensland markets, including the Gold Coast and Sunshine Coast, were even higher at an average of $817,418 per apartment due to the prevalence of larger premium product.

The report also points to increasing pressure from Olympic-related infrastructure spending ahead of Brisbane 2032, with labour competition expected to intensify over the next several years.

ANZ Associate Director of Property Daniel Gradwell said the underlying demand drivers across South East Queensland remain strong, supported by interstate migration, downsizers, and population growth.

“The challenge is bringing enough supply to market to meet that demand, and nothing on the horizon makes that straightforward,” Gradwell said.

RPM’s analysis found the affordability challenge is becoming more pronounced in the new apartment market itself, with only three per cent of surveyed new apartments priced below $1 million.

Instead, the market is increasingly concentrated in higher price brackets, with the most common new apartment price band across SEQ sitting between $1.5 million and $1.75 million. Around half of all new apartment stock surveyed is priced below $2 million.

The report suggests developers are not necessarily avoiding lower price points by choice, but because current construction economics make delivering affordable apartments increasingly difficult at scale.

Rental conditions also remain tight across the region. Median rents for one-bedroom apartments rose 12 per cent in Brisbane over the past year to $580 per week, while Gold Coast one-bedroom rents increased nine per cent to $630.

Despite rising rents, RPM noted bond lodgements have generally trended downward over the past five years, indicating more apartments are being absorbed by owner-occupiers rather than retained as investor-held rental stock.

Looking ahead, RPM expects projects targeting the mid-market owner-occupier segment between $1.25 million and $2 million to remain the most viable part of the market, while premium projects in highly constrained coastal or riverfront locations continue to attract demand.

“Construction costs are rewriting the feasibility rulebook across Greater Brisbane, and with little relief in sight, only projects in the right price band, right location, and with presales secured early will make it through,” the report concludes.

SEQ apartment demand outpacing affordable supply as construction timelines stretch: RPM

Camberwell Junction has long been the epicentre of amenity in Melbourne’s Boroondara region.

For nearly a century, it has drawn both locals and visitors, anchored by the Camberwell Sunday Market, which first operated in 1929 and quickly became a fixture of the suburb’s identity. Over time, the Junction evolved into one of Melbourne’s most established retail and lifestyle precincts, now comprising more than 400 stores and over 300 commercial businesses.

Despite that depth of amenity, one thing has remained notably limited: the supply of new apartments.

In a suburb defined by its heritage streetscapes and tightly held residential stock, new development opportunities have been scarce, particularly within the core of the Junction itself. That lack of supply has left a gap in the market for larger, design-led apartments suited to downsizers and owner-occupiers wanting to remain in the area.

Boutique developer Above Zero identified that gap when it secured a prime site on Burke Road, in the heart of Camberwell Junction.

The site has a long planning history. Various proposals have been put forward over more than a decade, many of which were knocked back by the City of Boroondara, with initial applications dating back to 2015. Above Zero acquired the site in 2022 and returned with a revised scheme, refining both the building’s height and its ground-level interface to better align with Council expectations.

That process has culminated in approval for Camberwell House.

The Cera Stribley-designed development will deliver 57 residences on a 1,950 sqm site within the Camberwell Activity Centre, placing it directly within one of Melbourne’s most established retail and transport hubs.

It is expected to be one of the only new apartment developments to launch in the Junction in recent years, reinforcing the rarity of new supply in the precinct. Currently, there are just a handful of projects on the market in Camberwell, underscoring the significance of a development of this scale and positioning.

Camberwell House has been conceived with a clear focus on larger-format apartments. The project will offer a mix of two-, three- and four-bedroom residences, alongside a limited number of penthouses, targeting owner-occupiers seeking scale rather than volume-driven product.

The building’s vertical presence will also set it apart.

Positioned on Burke Road, the development is set to become one of the taller buildings in its immediate context, allowing for elevated outlooks across Melbourne’s CBD skyline and toward the Dandenong Ranges. In a precinct characterised by lower-scale built form, that height provides a point of differentiation, particularly for buyers seeking outlook and natural light.

Architecture has been led by Cera Stribley, with interiors by GOLDEN and landscape design by Florian Wild. The design approach centres on material consistency and restraint, with residences oriented to maximise light, ventilation and connection to outdoor spaces.

Full-height glazing and generous terraces form a key part of that strategy, allowing apartments to extend beyond their internal footprint and engage with the surrounding environment.

Beyond the private residences, a significant component of the project is its amenity offering.

Above Zero has positioned Camberwell House as a “complete living environment”, incorporating a full floor dedicated to resident facilities. At the centre of that is a wellness zone, including a 12.5-metre lap pool, spa, sauna and treatment spaces, alongside a gym and recovery-focused amenities.

This level of amenity is more commonly associated with inner-city developments, rather than established middle-ring suburbs like Camberwell.

Additional shared spaces include a private library lounge, dining and entertaining areas, and an indoor golf simulator. A self-contained guest suite has also been incorporated, allowing residents to accommodate visiting family or friends without impacting their primary living space.

The inclusion of these facilities reflects a broader shift in buyer expectations.

As more downsizers look to transition from larger family homes into apartments, there is increasing demand for developments that offer not just a residence, but a lifestyle. That includes access to wellness, social and entertaining spaces within the building itself, reducing the reliance on external amenity while still maintaining proximity to established precincts.

Camberwell House is positioned to benefit from both.

Its location places it within immediate walking distance of Camberwell Junction’s retail and dining offering, as well as public transport connections, including tram and train services. That combination of internal amenity and external convenience is central to its appeal.
