The residential transformation of St Kilda Road is set to continue into with more new apartment plans for the sought-after boulevard.

Wing Tai Asia has lodged plans for a major residential tower at 464-466 St Kilda Road, replacing the former VACC House with an 18-storey mixed-use development designed around a retained heritage podium and a sculpted contemporary tower.

The proposal, prepared under Victoria’s Significant Residential Development with Affordable Housing pathway, would deliver 325 apartments and ground-floor retail across the prominent 4,653 sqm boulevard site in Melbourne’s St Kilda Road North Precinct.

The project centres on the adaptive reuse of the site’s heritage-listed VACC Building, an eight-storey office designed by Bernard Evans that has occupied the address for decades. Planning documents state the development would involve “carefully dismantling and conserving off-site the original metal fabric of the podium visible from St Kilda Road,” before reinstating it as the defining frontage of the new scheme.

Above the restored podium, Wing Tai is proposing a curvilinear residential tower. The scheme includes 172 one-bedroom apartments, 63 two-bedroom apartments, 66 three-bedroom apartments, and 24 four-bedroom apartments, alongside two ground-floor food and beverage tenancies fronting St Kilda Road.

The tower has been designed with substantial articulation and variable setbacks to minimise perceived bulk and maintain view corridors along the boulevard. Urbis, which prepared the planning report, said the design “has been significantly articulated through a curvilinear design” with “an interplay with materials, façade expression and depth” to create visual separation and visual interest.

The proposal also includes 254 basement car spaces, landscaped pedestrian links connecting St Kilda Road and Queens Lane, and a biophilic landscape strategy featuring canopy trees, raised planters, cascading greenery and a glass oculus pool overlooking the eastern frontage.

Planning documents confirm the $270.1 million development will contribute 3 per cent of project costs to the Social Housing Growth Fund as part of the application process.

Wing Tai acquired the St Kilda Road property in 2018 alongside Abacus Property Group for $95.38 million, before later consolidating ownership of the site. The property previously served as the Victorian Automobile Chamber of Commerce headquarters for around 60 years.

The transformation of the St Kilda Rd boulevard is already beginning to materialise, with a number of high-profile projects recently completed, launched, or approaching launch as developers continue to back the long-term appeal of the precinct.

Among the most notable recent completions is Louise by Samuel Property Group, just off the strip on Queens Lane, the same pocket Hirsch &amp; Faigen recently launched The Queensbury. Mirvac is too on the same street with The Albertine, which is approaching completion.

Dexus recently secured approval for its slice of St Kilda Road, while Gurner also has approved plans for the precinct.

Wing Tai unveils 325-apartment St Kilda Road tower on former VACC House site

Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.

The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.

The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.

The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.

SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.

“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.

The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.

“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.

The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.

Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.

The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.

COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.

“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.

The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.

The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.

<a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.

The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.

The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.

The co-living component would add a further 99 units, while the podium would accommodate retail uses and hotel facilities.

SJB said the site presents “a valuable opportunity to anchor the precinct by setting the standard for design, active ground planes and character at the key southern gateway.”

The architecture responds directly to the site’s position beside major transport infrastructure and within one of Newcastle’s fastest-evolving urban renewal precincts. The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.

A detailed public art strategy has also been prepared for the development. The strategy positions the project as “a transit-oriented development of state significance at the gateway to Newcastle’s city centre” and outlines a series of integrated artworks responding to Newcastle’s industrial and transport heritage.

Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.

The proposal is being advanced through the NSW Housing Delivery Authority pathway after being declared State Significant Development in June 2025. Mirvac complete first of four towers at Green Square as The Frederick finishes build

Sydney's residential property market has showcased remarkable resilience throughout 2023, defying earlier predictions of a prolonged downturn.

Property valuation firm Herron Todd White initially expected the year to begin with continued interest rate rises and face prolonged price declines.&nbsp;

However, a closer look at the findings in their 2023 A Year in Review Report reveals unexpected trends and factors influencing the city's real estate landscape.

Herron Todd White Director Shaun Thomas said in the report that despite four interest rate hikes by June, the Sydney property market experienced a swift rebound, bottoming out in the first quarter and enjoying consistent growth throughout the year.&nbsp;

"Earlier in the year we predicted the bottom of the market was nearby but what took us by surprise was the quick rebound. Whilst value levels might not be back to where they were in 2022 the recovery is well and truly on," Thomas said.

The rebound was particularly surprising considering earlier concerns about a predicted "mortgage cliff" and a wave of forced sales that failed to materialise.

Many suburbs in the north-west led the charge to recovery, with some values returning to 2022 levels.&nbsp;

"The lack of stock had more influence over the market’s performance than the multiple back-to-back interest rate rises," Thomas noted.

The unit market in Sydney's Lower North Shore witnessed modest growth, partly driven by first-time homebuyers capitalising on government stamp duty benefits.

"Many of these buyers, having faced significant rental increases over the past 12 to 18 months, have opted to transition to homeownership," Thomas added.

Investment-grade properties and residential apartments closer to the CBD recorded increases in value levels, with the market regaining most of the capital value lost in late 2022.

"A feeling of optimism took over the market circa March 2023, with many buyers taking the opinion that the RBA was at the height of the cash rate increases attributable to the slowing inflation data being reported at the time.

"The renewed confidence amongst some buyers as well as the low levels of properties on the market for sale have been the major catalysts for strengthened sale prices throughout 2023."

The higher median property values of Sydney's inner city, sensitive to interest rate movements, experienced some softening but ultimately showed resilience. The market reacted to interest rate fluctuations, varying impacts on different property types.

"With the inner city Sydney market surprisingly resilient, increases continued throughout quarter two and into quarter three, however, the momentum was dampened by further interest rate rises in May and June with CoreLogic reporting price growth slowing to 0.9%.

"The most recent rate rise appears to have been the final blow of 2023, with many agents reporting that they are in the process of finalising their last deals for the year and winding down for the holiday period," Thomas added.

The eastern suburbs showcased continuous property value increases attributed to low market supply, immigration, and first-home buyer schemes. The duplex market and large homes remained strong, with sales often exceeding expectations.

Thomas added that the unit markets have remained active, particularly lower-density apartment complexes, primarily driven by investors and first-home buyers who want to take advantage of first-home buyer incentives.

"High-density apartment developers have gone under further scrutiny due to well-documented building defect issues and major developers being liquidated (such as Ralan). This has provided more of a negative stigma to these markets.&nbsp;

"We do note that the work being done by the New South Wales Building Commissioner is helping to return some confidence to buyers in this market.

"With immigration expected to remain high and new dwelling approvals at lows, there's likely to be a continued housing supply shortfall, putting upward pressure on prices and rents."

Developer Toohey Miller has appointed luxury construction firm Reform Projects to build its debut apartment development, No.1 Onslow Place in Elizabeth Bay.

Reform, led by managing director and co-founder Carl van Selm, has been in operation since 2016 and has built boutique apartment projects in both Sydney's Eastern Suburbs and the Sutherland Shire, as well as a number of designer houses in Sydney's most affluent suburbs.

Billbergia is continuing to bolster its apartment development pipeline.

The busy developer, who has a number of projects in Wentworth Point, Rhodes and Chatswood in the planning phase, is set for a $335 million, 3.14-hectare masterplanned community in Concord West.

They acquired the <a href="/new-apartments/1-king-street-concord">1 King Street site</a> in 2019, and are planning more than 700 new dwellings on the block near Concord West Station.

The application aligns with the NSW Government’s Transport Oriented Development (TOD) Program, which has seen 39 train stations now subject to rezoning and new planning controls which will encourage the delivery of new housing.

Billbergia’s plan for 1 King Street includes 10 buildings, each one between four and 12 levels. They will deliver a combined total of 698 apartments and 18 townhouses.&nbsp;

Billbergia’s Development Director Rick Graf says the proposed development will facilitate a mix of retail, commercial and residential uses.

“It was a landmark feat to secure a consolidated site of over three hectares, let alone one which offers seamless access into the adjacent Concord West railway station,” Graf said.

“Our vision for Concord West is strongly aligned with the NSW Government’s Transport Oriented Development Program. The redevelopment of this site will provide greater choice in housing, boost local employment, improve connectivity, and meet the needs of current and future residents for years to come."

Around&nbsp;7,600 sqm of retail floor space would be dedicated to essential retail and food services – including a supermarket, specialty shops and cafes.

The plans allow for a 2,500 sqm green connection and neighbourhood park, proposed to run across the site, increasing its permeability for both pedestrians and cyclists. A new loop road connecting King and George Streets has also been included in the plans.

A new ground-level civic area would activate the site’s public domain, while an existing onsite childcare centre would also be integrated into the new development as part of Billbergia’s masterplan.

As part of the proposal, Billbergia would deliver key local infrastructure, including the new public road connecting George Street and King Street, and/or provide funding towards proposed local precinct intersection upgrades and stormwater upgrades. Billbergia is known for delivering landmark mixed-use precincts, including the national award-winning 11-hectare Wentworth Point Town Centre, which comprises over 3,700 apartments.

The developer recently unveiled plans for the <a href="/news/nsw/billbergia-unveils-updated-plans-for-bennelong-cove-wentworth-point-masterplan">final stage of its Wentworth Point masterplan</a>, which is set to deliver over 900 apartments over two 40-level towers.

The proposal incorporates a waterfront promenade with amphitheatre, restaurants, hospitality, and a major new park in the heart of the town centre. It’s accompanied by $70 million in new community and social infrastructure under a Voluntary Planning Agreement submitted to City of Parramatta Council.

Late last year Billbergia announced plans to deliver a <a href="/news/nsw/billbergia-file-for-sustainable-rhodes-apartment-development">244-apartment complex in Rhodes</a>, along with a separate proposal for a <a href="/news/nsw/billbergia-focus-on-hybrid-remote-working-at-new-chatswood-apartment-development">mixed-use project in Chatswood</a> comprising 251 dwellings over two towers alongside commercial and retail space.

Billbergia has also collaborated with the government and not-for-profit sectors to deliver a combined 1,315 social, affordable and market dwellings in Lidcombe and West Ryde (completed 2023) and Arncliffe (under construction).

The new plans for Central Barangaroo, now on public exhibition, outline the future transformation of the vacant northern portion of the site into a vibrant cultural and entertainment destination.&nbsp;

The proposed project, designed by <a href="/architects/sjb-architects">SJB</a>, comprises seven smaller buildings, each with an active ground floor hosting retail, bars, restaurants, and other hospitality establishments, contributing to the city's nightlife economy.

The scale of the development has also been reduced by around 30 per cent compared to the previous proposal, with a focus on increasing public space and removing a small tower in the northern part of the site.&nbsp;

Acknowledging that not everyone may be satisfied, Robertson emphasised the positive outcomes the project aims to deliver for the city.

“We’re eager to move forward and start construction as soon as possible. The project has suffered from delays and inconsistent direction over the last few years – which we feel confident is now behind us,” Robertson added.

Aqualand is aiming for approval of the recently submitted plans before Easter. Once approved the builder developer aims to commence construction by the end of 2024, with completion targeted for around 2029.&nbsp;

Prominent Sydney developer Deicorp has secured approval at three of its most significant landholdings in Melrose Park, Parramatta and Crows Nest.

The three projects, expected to launch this year, will contribute over 1,200 apartments to the undersupplied Sydney apartment market.

The Melrose Park precinct, a $700 million joint venture with PAYCE, will be the largest project Deicorp handle. It is set to include six Turner Studio-designed buildings ranging from six to 24 storeys.

They'll in essence be creating a new town centre, with the near 500 apartments sitting atop&nbsp;a five-storey commercial podium, spanning 30,000 sqm and accommodating offices, retail spaces and medical and childcare facilities.&nbsp;

The majority of the apartments are two-beds (70 per cent) while there will be around 25 per cent of one-bedders and under 10 per cent three-bedroom apartments.

The development will also offer 1412 commercial and residential parking spaces and will be executed in two stages.&nbsp;

Plans for Melrose Park were submitted to the City of Parramatta in September 2022, marking the beginning of the transformation of the industrial 55-hectare area into a high-density mixed-use and residential precinct.&nbsp;

The Cosmopolitan project, the second approved project for <a href="/developers/deicorp">Deicorp</a>, involves the construction of a 46-level twin tower at 34 Hassall Street, <a href="/new-apartments/parramatta-nsw">Parramatta</a>.&nbsp;

Pitched to cater for Parramatta's growing population, 600 apartments will be constructed across the two towers, as well as shops and workplaces.

Another designed by Turner, the entire structure of <a href="/new-apartments/cosmopolitan-by-deicorp-parramatta-34-hassall-street-parramatta-nsw-2150">Cosmopolitan</a> is inspired by nature, offering a park-like experience for residents and visitors.&nbsp;

The apartment's design follows this theme, providing district views of nearby points of interest, such as the river and parkland, inviting the surrounding nature into each home.&nbsp;

The project includes a raised podium on levels one, two and three dubbed as Gully Forest, with the feature landscape sanctuary set to be embellished with a range of lush greenery, in addition to a series of smaller breakout and seating spaces which have also been included, along with a feature outdoor kitchen and a series of garden pavilions.&nbsp;

An open-air community space offering barbecue facilities and smaller group gathering areas will also be located on the level two podium.

The third is a 16-level development in Crows Nest, which has <a href="/news/nsw/deicorp-secure-gazettal-approval-for-falcon-alexander-crows-nest-apartment-development">just secured gazettal approval</a>.

The tower, which has been frequently reduced in size to meet planning controls, is spread across three sites fronting&nbsp;Pacific Highway, Falcon Street and Alexander Street, also known as the Five Ways Triangle site, near the upcoming Crows Nest Station which will be connected to the Sydney Metro.

Deicorp will now file plans for the 16-level building with 129 apartments after secured the initial approval to develop. The 13 residential levels will sit above a three-level commercial podium and 247 basement parking spaces.

There is a fourth project part of Deicorp's extensive portfolio, a 212-apartment project in Rhodes designed by Fender Katsalidis.
