The residential transformation of St Kilda Road is set to continue into with more new apartment plans for the sought-after boulevard.

Wing Tai Asia has lodged plans for a major residential tower at 464-466 St Kilda Road, replacing the former VACC House with an 18-storey mixed-use development designed around a retained heritage podium and a sculpted contemporary tower.

The proposal, prepared under Victoria’s Significant Residential Development with Affordable Housing pathway, would deliver 325 apartments and ground-floor retail across the prominent 4,653 sqm boulevard site in Melbourne’s St Kilda Road North Precinct.

The project centres on the adaptive reuse of the site’s heritage-listed VACC Building, an eight-storey office designed by Bernard Evans that has occupied the address for decades. Planning documents state the development would involve “carefully dismantling and conserving off-site the original metal fabric of the podium visible from St Kilda Road,” before reinstating it as the defining frontage of the new scheme.

Above the restored podium, Wing Tai is proposing a curvilinear residential tower. The scheme includes 172 one-bedroom apartments, 63 two-bedroom apartments, 66 three-bedroom apartments, and 24 four-bedroom apartments, alongside two ground-floor food and beverage tenancies fronting St Kilda Road.

The tower has been designed with substantial articulation and variable setbacks to minimise perceived bulk and maintain view corridors along the boulevard. Urbis, which prepared the planning report, said the design “has been significantly articulated through a curvilinear design” with “an interplay with materials, façade expression and depth” to create visual separation and visual interest.

The proposal also includes 254 basement car spaces, landscaped pedestrian links connecting St Kilda Road and Queens Lane, and a biophilic landscape strategy featuring canopy trees, raised planters, cascading greenery and a glass oculus pool overlooking the eastern frontage.

Planning documents confirm the $270.1 million development will contribute 3 per cent of project costs to the Social Housing Growth Fund as part of the application process.

Wing Tai acquired the St Kilda Road property in 2018 alongside Abacus Property Group for $95.38 million, before later consolidating ownership of the site. The property previously served as the Victorian Automobile Chamber of Commerce headquarters for around 60 years.

The transformation of the St Kilda Rd boulevard is already beginning to materialise, with a number of high-profile projects recently completed, launched, or approaching launch as developers continue to back the long-term appeal of the precinct.

Among the most notable recent completions is Louise by Samuel Property Group, just off the strip on Queens Lane, the same pocket Hirsch &amp; Faigen recently launched The Queensbury. Mirvac is too on the same street with The Albertine, which is approaching completion.

Dexus recently secured approval for its slice of St Kilda Road, while Gurner also has approved plans for the precinct.

Wing Tai unveils 325-apartment St Kilda Road tower on former VACC House site

Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.

The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.

The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.

The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.

SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.

“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.

The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.

“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.

The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.

Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.

The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.

COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.

“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.

The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.

The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.

<a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.

The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.

The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.

The proposal includes 245 build-to-sell apartments across a mix of one, two, and three-bedroom residences, as well as two penthouses. Fifteen apartments and one operational unit are earmarked for NDIS housing. The co-living component would add a further 99 units, while the podium would accommodate retail uses and hotel facilities.

SJB said the site presents “a valuable opportunity to anchor the precinct by setting the standard for design, active ground planes and character at the key southern gateway.”

The architecture responds directly to the site’s position beside major transport infrastructure and within one of Newcastle’s fastest-evolving urban renewal precincts. The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.

The design report describes the project as part of the broader transition of Wickham into “a vibrant, high-quality mixed-use urban precinct” that leverages proximity to the station, open space, and regional connectivity.

A detailed public art strategy has also been prepared for the development. The strategy positions the project as “a transit-oriented development of state significance at the gateway to Newcastle’s city centre” and outlines a series of integrated artworks responding to Newcastle’s industrial and transport heritage.

Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.

The proposal is being advanced through the NSW Housing Delivery Authority pathway after being declared State Significant Development in June 2025. The accompanying scoping report states the development aims to “maximise the site’s proximity to the Newcastle Interchange by delivering transit-oriented development” while increasing housing supply and affordable housing provision within the Newcastle LGA.

Urban Property Group’s plans align with the long-term strategic vision established under the Wickham Master Plan, which identified the interchange precinct as suitable for substantial uplift in height and density. The current proposal would significantly intensify that vision, positioning the tower among the tallest developments proposed for Newcastle.

The site sits immediately north of the Newcastle Interchange, bounded by Dangar Street, Hannell Street, and Charles Street. It is surrounded by a rapidly growing cluster of residential towers and mixed-use projects that have emerged following the completion of the light rail and transport interchange.

A difficult apartment development environment across Australia will mean under-supply levels worsen over the next few years and this lack of available stock will force buyers into the pre-commitment market and to pay more for off-the-plan apartments to compensate for higher construction costs.

That's the view from real estate services firm JLL, whose Apartment Market Overview: Australia Q1 2024 Report found apartment supply levels were already falling well short of underlying demand and the situation will only worsen as demand continues to rise and supply stays moderate.

Leigh Warner, JLL’s Head of Residential Research – Australia, said there are many factors supporting growth in apartment demand across Australia.

“Affordability is now being stretched in all our major cities. While it has been the case for a long time that buyers would have to start their housing journey and often stay in an apartment longer in <a href="/new-apartments/sydney-nsw">Sydney</a> because of affordability, the rest of the country is rapidly catching up and this is boosting underlying demand for apartments relative to the past,” Warner said.

“But this trend is being accelerated by current borrowing conditions. Borrowing capacity for most buyers has dropped enormously over the past 18 months and with dwelling prices continuing to rise over this period it has pushed detached houses well beyond the capacity of most first home buyers and indeed many investors.”&nbsp;

Despite positive underlying demand trends, we are building fewer apartments rather than more and conditions remain tough for developers, JLL’s Head of Residential Development Valuations, Bill Fatouros, says.

“Developers have faced one hurdle after another over recent years,” Fatouros said.

“First it was the dramatic slowing of domestic and foreign investor demand denting off-the-plan sales, then we had COVID hit and just as demand prospects improved recently, construction costs sky-rocketed and dented project feasibilities. But at some point, the worm has to turn quickly. There is now very little existing apartment stock available for sale and this means buyers will have no option but to buy off-the-plan and to pay the higher prices required to justify higher build costs."

JLL’s report notes that this is already happening at the higher end of the market for luxury boutique projects where downsizers have continued to drive strong demand.

“Downsizers have generally already done very well out of the housing market and the large amounts of equity they have accumulated means rising interest rates have not had the same impacts,&nbsp;Fatouros added.

Downsizers have been discerning buyers willing to pay the higher prices necessary to compensate for higher build costs in order to secure exactly what they want.

“We firmly believe it is inevitable that the same will happen across the broader apartment market and that a jump in pricing will have to happen to make mass-market projects viable. The recent acceleration in existing apartment price growth in many markets suggests this is getting closer to fruition."

<h2>Affordability the only constraint on rental growth</h2>

JLL’s report also highlights that with very little mass-market apartment stock being developed, there will not be any real supply relief for the already tight rental market where vacancy is already sitting at around one per cent across Australia.

“There are more Build-to-Rent (BTR) completions due over the next few years, particularly in <a href="/new-apartments/melbourne-vic">Melbourne</a>, but the numbers are still small compared to the drop in the overall apartment supply level and it will do very little to alleviate rental market pressures – even in Melbourne,” Warner said.

“The only real constraint we can see on rental growth over the foreseeable future is affordability. This is already being tested in some markets and we are already seeing tentative evidence of a slowing from the break-neck speed of the last few years. But over the medium-term we expect wage growth to become the speed limit for rental growth."

Supported by ongoing low supply levels, apartment pre-sales rates can do little else but rise strongly the next few years

Stargate launch Rose Bay apartment development, Everose

<a href="/developers/deicorp">Deicorp</a> has released to market the fourth stage of its Hills Showground Village in <a href="/developments/castle-hill-nsw-2154">Castle Hill</a>.

Stage four introduces new one, two, and three-bedroom apartments ranging from $700,000 to $1.34 million, with many of the units including studies. All come with parking.

Designed by <a href="/architects/turner-studio">Turner Studio</a>, the <a href="/new-apartments/hills-showground-village-castle-hill-2-mandala-parade-castle-hill">Hills Showground Village</a> aims to integrate with the existing suburban architecture of Castle Hill, known for its green leafy streets and brick buildings.&nbsp;

"We wanted to reimagine that suburban brick architecture within the project so that it has very much a sense of place and context," James McCarthy, Director of Turner Studio, explained.&nbsp;

Nick Turner, Principal Architect of Turner Studio, also emphasised the importance of apartment design in the project.&nbsp;

"We want to optimise apartment plans, we want clarity in those apartment plans. Spaces are clear, clean, well proportioned, really functional and then respond to each of the aspects with which they look to," Turner said.&nbsp;

The apartments feature floor-to-ceiling glass walls to maximise natural light in the apartments.

The kitchens are equipped with SMEG appliances, including an oven, gas cooktop, and microwave.&nbsp;They also feature an integrated pull-out pantry and a study area with shelving.

Internal spaces extend to outdoor entertaining areas with views of the new Showground precinct.

"A lot of the apartments are either north-facing or corner apartments that create a unique offering,"&nbsp;McCarthy added.

"There's a real strength in the visual connection into the showgrounds, parklands, with views from the apartment side into the tree canopy directly opposite."

Situated opposite the Showground Metro Station, the precinct includes a full-line supermarket and over 30 specialty retail outlets, cafés, and restaurants.&nbsp;

Deicorp release fourth stage of Castle Hill masterplan, Hills Showground Village

The fringe of Double Bay is set for a striking new apartment development.

Architecture firm&nbsp;<a href="/architects/antoniades-architects">Antoniades Architects</a>&nbsp;has worked with a private developer on the eight-level development at 252-254 New South Head Road, on the border of <a href="/developments/double-bay-nsw-2028">Double Bay</a> and Edgecliff, where they're proposing to demolish a deteriorating apartment building.

There will be 24 studio, one, two and three-bedroom apartments across the $22 million development that has been designed to optimise the site’s northern orientation for both solar benefits and views of the Sydney Harbour.

The apartment layouts are designed to provide larger living spaces with various room sizes to accommodate different uses. Each apartment will have private open balconies.

A communal room on level one will adjoin an outdoor and undercover area equipped with seating and BBQ facilities, intended for social interaction. This space will connect to common gardens, featuring a pathway to a northern setback area designed for active and passive recreation.

Level eight will feature another communal open space with seating, shaded planting areas, and views of Sydney Harbour.

For residents' convenience, appropriate bicycle parking will be provided along with charging stations for electric vehicles.&nbsp;Other sustainable design features include the use of low-maintenance plant species and on-site water-saving measures such as rainwater storage and reuse for landscaping.

First Look: Antoniades Architects design new Double Bay apartment development

Urban Property Group&nbsp;has picked&nbsp;Central Coast Quarter, the mixed-use development in Gosford, from collapsed developer St Hilliers Group.

The development comprises 334 apartments, 2,800 sqm of retail space, and a public domain, including a food and beverage precinct.

The <a href="/new-apartments/central-coast-quarter-32-mann-street-gosford">Central Coast Quarter</a> project transition to <a href="/developers/urban-property-group">Urban Property Group</a> reflects the NSW Industry reforms of the past five years, aimed at fostering trust and quality in the building sector.

David Chandler OAM, NSW Building Commissioner, highlighted this, stating, “Trustworthy players delivering trustworthy buildings – which we backed by the assurance of iCIRT ratings and LDI – 10-year warranty insurance.”

Urban Property Group views this acquisition as a strategic investment in the Central Coast. The company is committed to resuming construction immediately, starting with stage one, dubbed The Waterfront.&nbsp;

This phase will involve the development of a 25-storey mixed-use building. Sales for the project will recommence this month, and existing sales agreements will be honoured.

When prominent Sydney developer&nbsp;<a href="/developers/deicorp">Deicorp</a>, one of the largest apartment developers in Australia, heard of a new way of giving their customers confidence in buying off the plan, their interests were immediately piqued.

The new game-changing policy is Latent Defects Insurance, only offered in Australia by Resilience Insurance. Resilience <a href="/news/what-is-latent-defects-insurance-and-is-it-bringing-confidence-to-the-off-the-plan-apartment-market">Latent Defects Insurance</a>, or LDI, covers an off the plan property buyer for 10 years post-completion for any costs associated with structural defects in their new apartment and the building as a whole.

Deicorp is such a huge advocate for consumer confidence that they've taken the policy out on three of their current apartment developments, The Hyde Metropolitan on Hyde Park, Downtown in Zetland which is approaching completion, and their recently launched Cosmopolitan Parramatta project.

Deicorp Executive Manager of Corporate Communications, Robert Furolo, says they know from&nbsp;talking with their buyers that one of the biggest factors that help them make their decision is whether they trust the developer.

“With our 4-Star Gold iCIRT rating and strong track record, buyers know that Deicorp stands behind every apartment we build, and we’ll be here with them should there be any problems," Furolo says.

“Another factor that has really helped buyers feel confident when making their decision is the new 10-year insurance coverage Deicorp now provides. Importantly, the insurance is only offered to a developer after a rigorous and independent inspection of their building during construction to make sure it has been built properly. Buildings with LDI give purchasers another level of confidence when buying off-the-plan."

Deicorp is in the final stages of construction at <a href="/buildings/downtown-zetland-106-116-epsom-road-zetland">Downtown Zetland</a>, their four-building, laneway-laden community with extensive retail and hospitality. All but sold out, the 546-apartment development will be one of the first to be completed with Resilience LDI. The policy kicks in on construction completion and lasts for 10 years. The policy passes to the next owner, should the initial purchaser sell their apartment within the first 10 years of the building being finished.

Resilience Insurance CEO Corey Nugent says interest in the policy from Deicorp chairman&nbsp;Fouad Deiri was immediate.

"Despite Deicorp already having one of the best reputations in the apartment development market, Faoud wants to continue to give consumers the assurances that what they're building is both structurally sound and delivered to the standards promised when purchased off the plan.&nbsp;

"It's that sort of attitude that the industry needs and will give some much-needed confidence to prospective buyers that off the plan apartments are a solid investment option."

The policy can only be taken out before construction commences on a building so Resilience and its team of experts&nbsp;are on the ground from the get-go.

Deicorp has LDI already secured for their two developments in Sydney's largest CBD's.

Their <a href="/new-apartments/hyde-metropolitan-sydney-133-141-liverpool-street-sydney">Hyde Metropolitan tower on Liverpool Street</a>, on the fringe of Hyde Park, is expected to complete construction in late 2028. The Candalepas Associates-designed building will replace the old Polding Centre on a prime 1,600 sqm site and will have 168 apartments across 55 levels.

Deicorp's other project with LDI is in <a href="/developments/parramatta-nsw-2150">Parramatta</a>. The recently launched&nbsp;<a href="/new-apartments/cosmopolitan-by-deicorp-parramatta-34-hassall-street-parramatta-nsw-2150">Cosmopolitan by Deicorp</a>&nbsp;will comprise 600 apartments across two 45-level towers designed by <a href="/architects/turner-studio">Turner Studio</a>.&nbsp;

Cosmopolitan includes a new retail village hub, extensive retail and hospitality frontages, and an open-air community space with barbecue facilities and group gathering areas.

Deicorp has even taken the policy out on Rumbalara Residences, the Gosford apartment development where they're acting as the builder for Alceon.

<h2>What is Resilience LDI?</h2>

Resilience LDI is the first Latent Defects Insurance policy in Australia. The insurance provides off the plan apartment buyers with a 10-year warranty on their new apartment and the building it's situated in.

The cover is purchased by the property developer/builder (pre-construction) and is designed to protect owners against any immediate or future problems with the structural components of their new property, from leaks to cracks and everything in between.

Lords Group to bring scaffolding down at Fortis' Atlas in Rose Bay

The price per square metre record has been broken in Bondi Beach, where a penthouse on the dress circle Campbell Parade beachfront has fetched over $100,000 per sqm.

The penthouse atop Hall &amp; Campbell at 124-126 Campbell Parade, developed by Allen Linz's Rebel Property and Eduard Litver's Capitel Group and under construction by Trescon, sold for $23 million, representing a price per sqm of $105,000.

The penthouse is expected to cost an additional $3 million for fit-out. The penthouse was sold to a "high-flying financier", The Australian reported.

The Hall &amp; Campbell development comprises just seven new apartments with ground-floor retail spaces on the corner of Campbell Parade and Hall Street.

Rebel has another boutique development on the beachfront strip, just six apartments above retail at 14-18 Campbell Parade.
