The residential transformation of St Kilda Road is set to continue into with more new apartment plans for the sought-after boulevard.

Wing Tai Asia has lodged plans for a major residential tower at 464-466 St Kilda Road, replacing the former VACC House with an 18-storey mixed-use development designed around a retained heritage podium and a sculpted contemporary tower.

The proposal, prepared under Victoria’s Significant Residential Development with Affordable Housing pathway, would deliver 325 apartments and ground-floor retail across the prominent 4,653 sqm boulevard site in Melbourne’s St Kilda Road North Precinct.

The project centres on the adaptive reuse of the site’s heritage-listed VACC Building, an eight-storey office designed by Bernard Evans that has occupied the address for decades. Planning documents state the development would involve “carefully dismantling and conserving off-site the original metal fabric of the podium visible from St Kilda Road,” before reinstating it as the defining frontage of the new scheme.

Above the restored podium, Wing Tai is proposing a curvilinear residential tower. The scheme includes 172 one-bedroom apartments, 63 two-bedroom apartments, 66 three-bedroom apartments, and 24 four-bedroom apartments, alongside two ground-floor food and beverage tenancies fronting St Kilda Road.

The tower has been designed with substantial articulation and variable setbacks to minimise perceived bulk and maintain view corridors along the boulevard. Urbis, which prepared the planning report, said the design “has been significantly articulated through a curvilinear design” with “an interplay with materials, façade expression and depth” to create visual separation and visual interest.

The proposal also includes 254 basement car spaces, landscaped pedestrian links connecting St Kilda Road and Queens Lane, and a biophilic landscape strategy featuring canopy trees, raised planters, cascading greenery and a glass oculus pool overlooking the eastern frontage.

Planning documents confirm the $270.1 million development will contribute 3 per cent of project costs to the Social Housing Growth Fund as part of the application process.

Wing Tai acquired the St Kilda Road property in 2018 alongside Abacus Property Group for $95.38 million, before later consolidating ownership of the site. The property previously served as the Victorian Automobile Chamber of Commerce headquarters for around 60 years.

The transformation of the St Kilda Rd boulevard is already beginning to materialise, with a number of high-profile projects recently completed, launched, or approaching launch as developers continue to back the long-term appeal of the precinct.

Among the most notable recent completions is Louise by Samuel Property Group, just off the strip on Queens Lane, the same pocket Hirsch &amp; Faigen recently launched The Queensbury. Mirvac is too on the same street with The Albertine, which is approaching completion.

Dexus recently secured approval for its slice of St Kilda Road, while Gurner also has approved plans for the precinct.

Wing Tai unveils 325-apartment St Kilda Road tower on former VACC House site

Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.

The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.

The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.

The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.

SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.

“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.

The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.

“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.

The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.

Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.

The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.

COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.

“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.

The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.

The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.

<a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.

The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.

The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.

The proposal includes 245 build-to-sell apartments across a mix of one, two, and three-bedroom residences, as well as two penthouses. Fifteen apartments and one operational unit are earmarked for NDIS housing. The co-living component would add a further 99 units, while the podium would accommodate retail uses and hotel facilities.

SJB said the site presents “a valuable opportunity to anchor the precinct by setting the standard for design, active ground planes and character at the key southern gateway.”

The architecture responds directly to the site’s position beside major transport infrastructure and within one of Newcastle’s fastest-evolving urban renewal precincts. The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.

The design report describes the project as part of the broader transition of Wickham into “a vibrant, high-quality mixed-use urban precinct” that leverages proximity to the station, open space, and regional connectivity.

A detailed public art strategy has also been prepared for the development. The strategy positions the project as “a transit-oriented development of state significance at the gateway to Newcastle’s city centre” and outlines a series of integrated artworks responding to Newcastle’s industrial and transport heritage.

Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.

The proposal is being advanced through the NSW Housing Delivery Authority pathway after being declared State Significant Development in June 2025. The accompanying scoping report states the development aims to “maximise the site’s proximity to the Newcastle Interchange by delivering transit-oriented development” while increasing housing supply and affordable housing provision within the Newcastle LGA.

Urban Property Group’s plans align with the long-term strategic vision established under the Wickham Master Plan, which identified the interchange precinct as suitable for substantial uplift in height and density. The current proposal would significantly intensify that vision, positioning the tower among the tallest developments proposed for Newcastle.

The site sits immediately north of the Newcastle Interchange, bounded by Dangar Street, Hannell Street, and Charles Street. It is surrounded by a rapidly growing cluster of residential towers and mixed-use projects that have emerged following the completion of the light rail and transport interchange.

Building approvals for new homes increased by 5.5 per cent in May 2024, data from the Australian Bureau of Statistics showed.

While an upswing, predominantly led by Western Australia, there have only been&nbsp;163,760 total dwelling approvals over the most recent 12 months to May 2024, well below the 240,000 new homes needed each year from 1 July 2024 to achieve National Cabinet’s goal.

Approvals in the three months to May 2024 are down by 1.5 per cent compared to the same period in the previous year.

HIA Chief Economist Tim Reardon said the low approvals numbers indicate a slow start to building 1.2 million homes over the next five years. 
&nbsp; 
“Increasing the number of homes built will be necessary to address longstanding housing shortages," Reardon said. 
&nbsp; 
“Addressing tax, planning, land and regulatory constraints will be necessary to increasing the supply of homes in Australia."

Some 14,180 residential building approvals came in May, 9,260 of which were for detached houses and 4,920 for multi-units.

Multi-unit approvals increased by 14.3 per cent in May from very low levels in recent months. Over the three months to May 2024, multi-unit approvals remain 19.1 per cent lower than in the same period in the previous year.

Western Australia led the way in approvals. In the three months to May, WA approvals were up 51.1 per cent compared to the same period 12 months ago. They were followed by Victoria (+10 per cent).

New South Wales saw the second largest decline (-21.6 per cent) only behind the Northern Territoy (-34.3 per cent), while South Australia (-6 per cent) and Queensland (-4.8 per cent), saw modest drop offs.

UDIA NSW CEO, Stuart Ayres, says the 43,000 approvals in NSW are an early warning sign that Minns Government has a lot more to do.”&nbsp;

“Housing approvals are the canary in the coalmine and today’s data shows NSW is not refilling the pipeline of housing with enough approvals, which will make it difficult to achieve our state’s ambitious housing target of 75,600 a year and today’s data revealed that, day-by-day, that goal is getting more difficult to realise," Ayres said.

"This pressure is being felt across the whole state, and across all typologies."

Home building approvals way off the pace, but increase from decade-low levels in May

Royal Far West (RFW) has officially commenced construction of its beachfront development, breaking ground today on the Manly beachfront site with construction partner Multiplex, to help support the organisation’s mission of improving the health and well-being of country children nationwide.&nbsp;

Following the completion of early and enabling works at the development to be known as Aurora Manly, a smoking ceremony and sod-turning ceremony took place on the future site and was attended by Zali Steggall OAM, Member for Warringah, and internationally renowned architects Glenn Murcutt AO and Angelo Candalapas who were commissioned by RFW to design the RFW Neighbourhood.&nbsp;

Prominent Sydney builder-developer Urban Property Group was the first developer in the country to take out the new 10-year Latent Defects Insurance offered by Resilience Insurance.

The insurance is proving to be a major drawcard for off-the-plan apartment buyers due to its dual benefits. There are frequent site and build inspections to ensure faultless construction. Additionally, should any structural defects arise upon completion or within the next 10 years, the insurance covers any out-of-pocket expenses buyers might face.

Since including the policy on their Parq Bexley project, Urban Property Group has taken it out on their new Macquarie Park development La Vera, and they're not stopping there.

The state-wide developer is putting the product in front of more off the plan buyers than anyone in Australia. They'll be the first to offer the policy on new apartments in Penrith, at their Mayfair by Penrith precinct-style development, as well as the first in the prized Eastern Suburbs beachside market where they're building it into their feasibilities for Coast in Little Bay.

"Anything we can do to give confidence in our product is a plus," Urban Property Group CEO Patrick Elias told Urban.

"Consumers are a lot more weary and a lot more concerned in buying off the plan than they ever have been. They're making their single large investment, which is their home, and providing confidence is something that we feel is paramount."

Urban Property Group, which has developed thousands of new dwellings across Sydney over the last 35 years, was also an early adopter of the iCIRT rating system.

"The two complement each other and show prospective buyers there's no risk buying with us," Elias added.

"Having the policy doesn't change our product, it just changes the mindset of the purchaser. Having LDI is a tool to portray the confidence that we have in our product, and a confidence we want buyers to share."

Urban Property Group recently took over the development of Central Coast Quarter from St Hilliers. Elias says one of the advantages of LDI that benefits both buyers and developers is the incremental inspections that are undertaken by experts.

"If for whatever reason a developer or builder goes into administration, there's a third-party, independent record of what's been built to date, which is an important factor for both buyers who have bought into a development as well as a developer or builder taking over a project. It assures build quality throughout the process."

Urban Property Group's next development to launch with Resilience LDI will be <a href="/new-apartments/mayfair-on-penrith-172-lord-sheffield-circuit-penrith">Mayfair</a> in Penrith, their sixth and final development in the Thornton precinct.

The two-building development will comprise around 287 apartments by SJB, with the&nbsp;two-level colonnade reminiscent of Sydney's GPO building. The apartments will sit above significant retail on the&nbsp;large 8,280 sqm, Lord Sheffield Circuit site opposite the Penrith Station.

Urban Property Group is also expecting to be offering the policy to buyers at Coast, their Little Bay apartment development they're hoping to launch early next year. It will be the first beach suburb to have LDI.

Coast will have around 75 apartments across three low-rise buildings on over one hectare of bushland at 11 Jennifer Street.&nbsp;

The project designed by <a href="/architects/hill-thalis-architecture-urban-projects-pty-ltd">Hill Thalis Architecture</a> adopts the courtyard apartment type, which Hill Thalis founding principal Philip Thalis says is puzzlingly rare in Australian cities, despite its suitability to the climate and long architectural traditions of sociability.

<h2>What is Resilience LDI?</h2>

Resilience LDI is the first Latent Defects Insurance policy in Australia. The insurance provides off the plan apartment buyers with a 10-year warranty on their new apartment and the building it's situated in.

The cover is purchased by the property developer/builder (pre-construction) and is designed to protect owners against any immediate or future problems with the structural components of their new property, from leaks to cracks and everything in between.

Urban Property Group to take 10-year Latent Defects Insurance to Penrith and the Eastern Suburbs: Five minutes with Patrick Elias

TWT Property Group's transformative $1 billion-plus masterplan in St Leonards is set to get larger.

TWT, which has around 9,500 sqm in the heart of St Leonards, has submitted plans to the North Sydney Council for a 4210 sqm site encompassing&nbsp;55-69 Chandos Street and 71-89 Chandos Street, St Leonards.

They're padding out the precinct, initially dubbed The Collective but referred to in the recent documentation as TWT Village, with another two mixed-use buildings that will home 137 apartments above retail, hospitality, and commercial office space.

<a href="/architects/smart-design-studio">Smart Design Studio</a> has put together plans for the two 11 and 12-level buildings, suggesting in their design statement that the large mixed-use sits within the evolving town centre of St Leonards and is a wonderful opportunity to create a distinctive and appealing architectural and urban response.

"Surrounded by greenery, the combined site will be framed by the proposed tree-lined Oxley Street linear public park and the new through-site-link which connects Chandos Street to the transport hubs of St Leonards."

The apartments on offer will be a mix of studio, one, two and three and four-bedroom apartments.

The Design Verification Statement said that combining the two Chandos St sites&nbsp;offers significant benefit, providing the opportunity to address key issues at an urban scale, such as the best location for the north to south through-site-link and combined public domain benefits, as well as allowing a cohesive and considered approach to the architectural design of the buildings.

"A consistent approach to the architectural expression is established for a greatly improved urban outcome," the statement read.

"Combining what was originally four sites provides the opportunity to apply a more uniform approach to the design of the buildings to achieve a strong and appealing design outcome."

Ethos Urban says the TWT Village refers to a large landholding within St Leonards that is being delivered by TWT Global, whereby several different planning applications have been lodged and approved.

"Whilst all these proposals are capable of standing alone and can be addressed, constructed and operated independently from each other, it is anticipated that these buildings will become an interconnecting village."

Earlier this year <a href="/news/nsw/twt-appoint-westbourne-construction-to-build-first-stage-of-1-billion-st-leonards-masterplan-the-collective">TWT apppointed Westbourne Constructions</a> as the builder of the masterplan.

The inaugural phase of The Collective will introduce 93 residences with one to four-bedroom configurations. The low-density design has been created by Team2 Architects and will have interiors by DBI.

Rafi Assouline's&nbsp;HSN Property Group&nbsp;is set to develop a striking new apartment development in Woollahra.

HSN, who has its own building arm, is seeking to develop a seven-level building at <a href="/new-apartments/370-edgecliff-road-edgecliff">370 Edgecliff Road</a>, a site that had previously been earmarked for a new development by TOGA.

The new $23 million development, near the Wolper Jewish Hospital and Matt Moran's The Chiswick, will comprise just 19 two and three-bedroom apartments, four of which will be reserved as affordable housing.

Currently on the site is a three-level, 16-apartment building.

<a href="/architects/pbd-architects">PBD Architects</a>&nbsp;has drawn up the plans for the building that "aims to blend with the existing streetscape of Edgecliff Road, incorporating heritage-style elements with a contemporary approach characterised by a symmetrical design, grounded columns, natural stone and zinc for the façade to create a timeless aesthetic."

Designed to meet the needs of medium-sized families and downsizers from the local area, the north-facing apartments range from 105 sqm to 191 sqm.

The landscape design, by Danger Barin Smith, reflects the ecological character of Woollahra, using a mix of species to provide privacy and seasonal shading.&nbsp;

A concierge lobby will enhance residents' sense of community and security.

<a href="/developers/hsn-property-group">HSN Property Group</a> will also employ sustainable initiatives, including using energy-efficient appliances, and low-maintenance materials, and providing on-site facilities for recycling and rainwater reuse.&nbsp;

Eastern Suburbs developer Orosi is taking on its largest project to date, filing plans for a new shoptop development in the gateway to Rose Bay.

It was last year that <a href="/developers/orosi">Orosi</a>, led by Founder and Managing Director Hamid Samavi, secured the vast 3,000 sqm site, a two year-long amalgamation of several lots over The Avenue, Old South Head Road and William Street. Now they've submitted plans to the Waverley Council for a mixed-use development that will be the biggest development Rose Bay has seen in years.

Samavi told Urban the vision is to create an iconic landmark that serves as a welcoming gateway to <a href="/developments/rose-bay-nsw-2029">Rose Bay</a>.

"<a href="/new-apartments/orosi-rose-bay-1-the-avenue-rose-bay">OROSI Rose Bay</a> will set a new benchmark for architecture and sustainability in The Eastern Suburbs, featuring state-of-the-art facilities and curated retail spaces, including a Kosher café, an organic restaurant, and Sydney’s most iconic wellness centre," Samavi said.

The integrated developer, who serves as both the architect and builder of its projects, designed the building to offer 50 apartments spanning across a structure that ranges from four to five levels.

There will be 34 two-bedroom apartments and 16 three-bed apartments.

"The apartments are on the larger side, so they will suit a wide range of demographics, not just downsizers."

The building,&nbsp;across the road from the Royal Sydney Golf Club, will be divided into two adjacent, inter-connected buildings to reduce its overall bulk, setting back the development from The Avenue and William Street boundaries.

OROSI Rose Bay will replace a mix of commercial and residential properties from the mid to late 20th century.

Urbis said the demolition of all structures within the subject site would provide the opportunity for a cohesive, contemporary new development that complements the surrounding streetscape.

"The proposal would revitalise the site with new opportunity for residential, commercial and retail spaces, and reactivate the Old South Head Road street frontage with a cafe, restaurant, and a modest commercial space," Urbis noted in their submission.

"The proposed new mixed-use development has been designed to be complementary to the existing character of the surrounding streetscape, including its height, built envelope, inclusion of greenery and landscaping, utilisation of the existing slope, colour palette and finishes."

Orosi's push for a bakery-style cafe stems from the site's long history of having a bakery presence, dating back over a century.

Samavi said the bakery currently operating from the development site is the only kosher bakery in Sydney.

"We wanted to respect the context of the site and keep the same kosher bakery which has become an important part of Rose Bay," Samavi added.

Orosi's largest development to date was in Bellevue Hill where they created a 25-apartment development on Bellevue Road. Their most recent completion was of Orosi South Cronulla, a collection of 18 luxury apartments, while currently they're developing a boutique building of just 11 apartments in Randwick.

"To us, luxury is not just about natural marble and exquisite finishes,"&nbsp;Samavi said.

"We put a great deal of effort into sustainability, achieved through the passive design of the building to minimise energy consumption. This includes provisions such as double-glazed windows, UV-protected glass, proper insulation for the walls, and airtight joints for windows and walls, among other features.

"Additionally, each unit is equipped with a heat exchanger to ensure proper cross-ventilation at all times, thereby preventing any mould formation within the units. Thermal comfort and air quality is a priority for us, impacting residents as significantly as the quality of the finishes."

First look exclusive: Orosi plan Rose Bay shoptop on key gateway site

Neutrla Bay village is set for a new shoptop housing development with the approval of a mixed-use building on the corner of two of the village's most active streets.

<a href="/builders/eastview">Eastview</a> has received approval for the $24 million mixed-use residential and commercial development at 165 Military Road, on a prime 762 sqm site on the corner of Military and Wycombe Road.

The project, designed by <a href="/architects/ae-design-partnership">AE Design Partnership</a>&nbsp;and Embece, is a six-storey building with 21 apartments across levels two to five.

The unit mix will consist of 11 two-bedroom apartments, four two-bedroom apartments with additional study spaces, four three-bedroom apartments, and two three-bedroom penthouses.

The ground floor will include two retail tenancies making up a total retail area of 384 sqm.

The development also provides three levels of basement parking for 25 car spaces, four motorbike spaces, and bicycle spaces located within the resident storage area.

The strategic location at the intersection of Wycombe Road and Military Road places the development within a 400-metre walking distance of key local amenities, including&nbsp;<a href="/developments/neutral-bay-nsw-2089">Neutral Bay</a>&nbsp;Public School and Redlands Seniors School.&nbsp;

Eastview receives approval for $24 million mixed-use development in Neutral Bay

UDIA NSW has welcomed a State Budget that puts planning and delivering new homes at its centre.

The Budget acknowledges challenging economic factors including higher interest rates and construction costs, have negatively impacted the feasibility of new residential projects, contributing to a decline in the number of dwelling approvals over the past year to their lowest level in a decade.&nbsp;

“This budget has a number of positive initiatives to tackle the housing crisis however more needs to be done to get keys in doors earlier,” said Stuart Ayres, CEO of UDIA NSW.&nbsp; 
&nbsp; 
The budget confirms $555 million to speed up the planning system and deliver the enabling infrastructure required to build new homes. It also includes funding through the Building Homes for NSW Program for 21,000 market and affordable new homes and 8,400 social homes. &nbsp;This includes $450m toward constructing affordable apartments for key workers. 
&nbsp; 
UDIA NSW welcomes the renewed focus on Western Sydney and the Aerotropolis with over $5b allocated towards critical road projects needed to unlock housing and employment lands. However, more work is required to encourage private sector investment in enabling infrastructure.

“The budget highlights how challenging an economic environment it is for developers and future homeowners," Ayres added.

"More could be done now on works in kind, development contributions and coordination of infrastructure to unlock developable land."

UDIA NSW looks forward to working with the NSW Government as it establishes a guarantee scheme to support private-sector financing to increase the supply of new homes.

NSW is in the midst of a housing crisis and this budget takes critical steps toward solving the crisis. &nbsp;However UDIA NSW recognises many of the interventions will take years to deliver homes, and more can be done sooner to address this significant social and economic challenge.
