Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.

The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.

The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.

The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.

SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.

“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.

The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.

“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.

The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.

Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.

The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.

COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.

“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.

The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.

The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.

<a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.

The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.

The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.

Designed by <a href="https://www.apartments.com.au/architects/sjb-architects">SJB</a>, the tower has been conceived as a landmark transit-oriented development anchored to the Newcastle Interchange precinct. The proposal includes 245 build-to-sell apartments across a mix of one, two, and three-bedroom residences, as well as two penthouses. Fifteen apartments and one operational unit are earmarked for NDIS housing. The co-living component would add a further 99 units, while the podium would accommodate retail uses and hotel facilities.

SJB said the site presents “a valuable opportunity to anchor the precinct by setting the standard for design, active ground planes and character at the key southern gateway.”

The architecture responds directly to the site’s position beside major transport infrastructure and within one of Newcastle’s fastest-evolving urban renewal precincts. The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.

The design report describes the project as part of the broader transition of Wickham into “a vibrant, high-quality mixed-use urban precinct” that leverages proximity to the station, open space, and regional connectivity.

A detailed public art strategy has also been prepared for the development. The strategy positions the project as “a transit-oriented development of state significance at the gateway to Newcastle’s city centre” and outlines a series of integrated artworks responding to Newcastle’s industrial and transport heritage.

Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.

The proposal is being advanced through the NSW Housing Delivery Authority pathway after being declared State Significant Development in June 2025. The accompanying scoping report states the development aims to “maximise the site’s proximity to the Newcastle Interchange by delivering transit-oriented development” while increasing housing supply and affordable housing provision within the Newcastle LGA.

Urban Property Group’s plans align with the long-term strategic vision established under the Wickham Master Plan, which identified the interchange precinct as suitable for substantial uplift in height and density. The current proposal would significantly intensify that vision, positioning the tower among the tallest developments proposed for Newcastle.

The site sits immediately north of the Newcastle Interchange, bounded by Dangar Street, Hannell Street, and Charles Street. It is surrounded by a rapidly growing cluster of residential towers and mixed-use projects that have emerged following the completion of the light rail and transport interchange.

The recently released building approval data from the&nbsp;Australian Bureau of Statistics shows new home building in New South Wales to be at its lowest level in 12 years.

You'd have to go back to 2012 when New South Wales saw lower approvals that 2024. Just 42,800 homes were approved in 2024, five per cent below 2023, and 42 per cent lower than the calendar&nbsp;year peak of over 73,000 approvals in 2016.

“Building approvals remain our best indicator of future supply. The detached housing market has also fared poorly, with approvals falling below 22,000 in the 12 months to December 2024, for the first time since January 2014.

The development industry continues&nbsp;to wait for details on the Low and Mid-Rise Reform, and first tranche of EOIs from the Housing Delivery Authority. UDIA says the Government also needs to remain focused on supporting the more feasible greenfield market.

Apartment supply suffers as NSW building approvals hit 12-year low

Joint venture partners Lendlease and Mitsubishi Estate are progressing with its recently acquired landmark site on the border of Darling Point and Edgecliff.

They've provided a sneak peak as to what they have planned for the 1,748 sqm site at 1 Darling Point Road, following the purchase from Anka Property last year.

There were approved plans in plans for a 12-level building with 40 apartments, plans that had been back and forth between the Woollahra Council given the substantial uplift they were seeking.

<a href="/developers/lendlease-development">Lendlease</a> and Mitsubishi Estate, the latter of whom is one of the largest real estate developers in Japan and worked with Lendlease on One Sydney Harbour and One Circular Quay, has submitted a Concept State Significant Development Application to the NSW Government for a 17-level tower (with the affordable housing uplift).

The concept, which comes before the full State Significant Development applications, will have 60 apartments, 21 of which will be designated as affordable.

Architecture firm&nbsp;<a href="/architects/tzannes-architects">Tzannes</a> has been called in to handle the design of the building.

Tzannes, led by regarded architect Alex Tzannes, calls 1 Darling Point Road a "landmark opportunity to create architecture that is placeshaping for Edgecliff Station and community building for the greater eastern suburbs.

"With its unique topographical elevation overlooking the Harbour City and connections with existing transport infrastructure, this site is ready for urban densification," the architecture firm noted in the Architectural Design Report

"This project will contribute to Sydney's growing need for quality well-designed, and well-located, homes and amenities."

The plan is to retain and refurbish the existing heritage building at 136 New South Road Road and also include retail space and 1,516 sqm of commercial office space located in the podium levels.

There will be 16 one-bed apartment on offer, jsut three two-bed apartments, 34 three-bedders, and eight four-bedroom apartments. A single 350 sqm-plus penthouse will crown the 16th level.

The <a href="/developments/edgecliff-nsw-2027">Edgecliff</a> evelopment aligns with the NSW government's target of delivering 1,900 new dwellings in the Woollahra local government area by 2029.&nbsp;

Preliminary apartment plans revealed for landmark Darling Point site by Lendlease and Mitsubishi Estate

<a href="/developers/bridgestone-projects">Bridgestone Projects</a> is looking to push its rejected Chatswood apartment towers higher.

Around 18 months after submitting to the local Willoughby Council for a two-tower development at 44-52 Anderson Street, Bridgestone has gone to the NSW Government for a&nbsp;$90 million State Significant Development.

It will see the two towers on the 2,687 sqm site, which will share a podium level, reach 33 levels, higher than the 25 levels that were approved in September.

The uplift comes as a trigger of affordable housing in the development.

Since late 2023, the NSW Government has encouraged developers to include affordable housing. If they have at least 10 to 15 per cent of the total apartments as affordable, they can build a tower 20 to 30 per cent higher than without.

Bridgestone had previously sought 96 apartments. Now they are proposing 123 apartments, 36 of which will be affordable.

The Anderson Street development will feature a two-level podium with commercial and retail spaces on the ground floor, with vehicular access planned from Day Street.&nbsp;

The apartment mix is still weighted toward three-bedrooms (89). 18 two-bedrooms have been put forward, as well as nine one-bedroom apartments and seven four-beds.

Architectural firm Make has designed the project, focusing on integrating the new development within the evolving Chatswood CBD while maintaining a connection with the surrounding built environment.

<a href="/architects/make-architecture">MAKE Architects</a> won the design competition, impressing the jury with their solution to balancing the scale of the towers with the heritage conservation areas to the east, achieved by dividing the building into two slender forms.

The façade design incorporates a contemporary aesthetic inspired by the local area's brick buildings with a focus on solar access, natural ventilation, and shading elements to improve energy efficiency.

The documents submitted to the NSW Government suggest the proposal "aligns with planning objectives for increasing housing diversity, particularly through the inclusion of in-fill affordable housing."

Transport Oriented Developments have taken a hold of the Sydney development market in recent months, particularly since the opening of the extended Sydney Metro line.

Third.i is building Hume Place above Crows Nest Metro, while Mirvac and John Holland have revealed their future plans for Waterloo Quarter.

<a href="/developers/holdmark-property-group">Holdmark</a> is the latest to look to the ToD, which the government says "encourages sustainable and mixed-use development around transport and aims to create vibrant and walkable communities."

They have proposed three structures in <a href="/developments/macquarie-park-nsw-2113">Macquarie Park</a>, on a&nbsp;12,720 sqm site at 2-4 Giffnock Avenue, strategically located near the Macquarie Park Metro station, Macquarie Centre, and Macquarie University.&nbsp;

The proposal includes just under 600 apartments, with 10 per cent allocated as affordable housing.

The development will also incorporate retail spaces, including a supermarket, and essential infrastructure such as open space and road networks.

The site has been rezoned to allow for mixed-use development, with a maximum incentive height of 130 meters.

The development plan includes two slender residential towers and a smaller building above a shared podium. It aims to deliver a built form that reflects the evolving urban character of Macquarie Park while providing active ground-level uses and green spaces.

"Holdmark's proposal aligns with the precinct's goals of creating walkable, vibrant neighbourhoods with enhanced connectivity," the State Significant Development Application noted.

Studio SC, formerly Scott Carver, has handled the preliminary designs for the towers.

The precinct is one of six accelerated housing areas designated by the Department of Planning, Housing and Infrastructure, aiming to boost housing supply near major transport hubs while retaining job opportunities and improving public amenities.

"NSW needs more housing supply," the NSW Government says.

"We have a once-in-a-lifetime chance to shape the Six Cities Region’s city planning around Sydney’s new world-class metro system and leverage existing rail stations to serve generations to come.

"By building more housing near the metro and rail stations, we can enable more people to live close to transport, jobs, services, night life and amenities.

"The Transport Oriented Development (TOD) Program will create sustainable and connected cities now and for future generations."

Marque comprises 58 apartments, including one-, two-, and three-bedroom configurations, as well as a handful of SOHO apartments that blend residential and workspace uses.

<a href="/developments/double-bay-nsw-2028">Double Bay</a>&nbsp;village&nbsp;is set to undergo further transformation, with new plans revealing more shoptop housing on Knox Street.

Scali furniture boss Anthony Scali is behind the plans for a five-level development on the site currently occupied by the Savoy Hotel at <a href="/new-apartments/27-37-knox-street-double-bay">35-45 Knox Street</a>. Scali paid a reported price of around $35 million for the 616 sqm in 2021.

The lease to the Savoy Hotel has expired - paving the way for redevelopment to create nine apartments above three ground-level retail spaces - no doubt a potential new space for the Nick Scali furniture empire in the heart of one of Sydney's most affluent shopping suburbs.

The $31 million development has been designed by <a href="/architects/mhn-design-union">MHN Design Union</a>&nbsp;who has chose a light brick and metal clad&nbsp;façade to integrate with the area's established character, which includes a combination of inter-war and contemporary mixed-use buildings.

Plans are for six two-beds, two three-beds, and one four-bed apartment, each with balconies and living areas which have been oriented to achieve maximise natural light and ventilation.&nbsp;

The project has been designed to suit a diverse demographic, including families, retirees, and downsizers, reflecting market demand for flexible and functional living spaces, the documents submitted to the Woollahra Municipal Council say.

The development provides 20 parking spaces across two basement levels, accommodating cars, motorcycles, and bicycles.

Double Bay is undergoing a huge redevelopment everywhere you look.

Late last year plans were submitted for the InterContinental Double Bay, also on Knox Street, <a href="/news/nsw/intercontinental-hotel-double-bay-to-become-1-billion-lifestyle-precinct">to turn it into a $1 billion mixed-use precinct</a> with a new high-end retail and dining precinct, cinemas, landscaped open spaces, a new boutique luxury hotel, and a health and wellness centre, and 29 apartments across the top seven levels.

Shortly before that, more <a href="/news/nsw/first-look-double-bays-cross-street-transformation-to-continue">plans were filed with the local council on Cross Street</a>, where the well-known&nbsp;Florida dry cleaners, womens clothing store Alex &amp; Harry, and cafe Bar Lanziano, will make way for more shoptop housing, with six luxury apartments planned above two more fashion outlets and a cafe.

Construction is well underway at Top Spring Australia's Ode Double Bay, where suburb records have tumbled in recent years. The penthouse sold for $25 million in 2022.&nbsp;

Nearly four years after signalling it will be going into the mixed-use precinct sector and starting with a site in Waterloo, Fabcot, the development arm of supermarket chain Woolworths, has submitted a development application for the site.

They secured concept plan approval for the project in May last year, but the recently laid $165 million plan for the&nbsp;6,534&nbsp;sqm site at 923 Bourke Street is the one that will go up for full approval.&nbsp;

They've proposed a part eight, part six-level building designed by <a href="/architects/bates-smart">Bates Smart</a>&nbsp;who won the design competition for the project over the likes of Koichi Takada Architects and SJB.

The design pays homage to the cultural and natural heritage of <a href="/developments/waterloo-nsw-2017">Waterloo</a>, according to the documents submitted to the City of Sydney Council.

The precinct will be home to two residential buildings, along with a five-story commercial building. 110 one, two and three-bedroom apartments will spread across the two residential buildings, with 68 per cent designed as offering dual aspects,&nbsp;optimising natural light and ventilation

Drawing inspiration from Aboriginal Country and the area's rich history, the architectural expression features sandy-tone bricks and green hues reminiscent of the coastal landscapes and native flora that once flourished here.&nbsp;

Facade geometries, with splayed and peeled elements, echo the forms of Banksia Serrata and Melaleuca plants, further rooting the project in its local context.

The apartments will rise from an activated ground plane where Fabcot intends to create a plaza-style precinct with&nbsp;specialty shops, cafes, restaurants, and a full-line Woolworths supermarket equipped with modern conveniences like direct-to-boot and e-commerce services.&nbsp;

The commercial building, strategically positioned at McEvoy and Bourke Streets, will cater to local workplace needs with compact, flexible office spaces.&nbsp;Its faceted design complements the surrounding streetscape while framing inviting views of the precinct’s public spaces.

Waterloo has been abuzz with activity recently.

Mirvac and John Holland <a href="/news/nsw/first-look-mirvac-john-holland-submit-960m-waterloo-metro-quarter-plans">revealed their near-$1 billion plans for the next stages of Waterloo Metro Quarter</a>, while across the road from the Woolworths plans, builder-developer DASCO recently got to work on&nbsp;<a href="/new-apartments/danks-st-district-903-921-bourke-street-waterloo-nsw-2017">Danks St District</a>, another precinct-style development with around 376 apartments across four buildings.

Woolworths unveils long-awaited Waterloo precinct with shop-top housing

A few months after the Waterloo Metro station opened, joint venture partners Mirvac and John Holland have submitted plans for two more stages in the Waterloo Metro Quarter.

The $960 million, State Significant Development, which goes through government planning rather than the local council, will&nbsp;replace the previously approved commercial office development with a vibrant mixed-use precinct comprising residential towers, retail spaces, and community facilities.

The original Concept SSDA, approved in 2019, envisioned a mixed-use development but was later amended in 2021 to primarily focus on office space.

However, the developers cite significant shifts in market demand following the COVID-19 pandemic, including a decline in demand for city fringe office space and an escalating need for residential housing in the Waterloo-Zetland area.

There are two sets of plans, for the Northern Precinct and the Central Over Station Development. The Northern Precinct will include two residential towers comprising a total of 336 apartments, 40 of which will be affordable housing. They will sit above a four-level&nbsp;podium with three levels of commercial office space and retail tenancies.

The precinct aligns with the original concept of high-density residential use, a shift from the previously approved 17-level commercial office building.&nbsp;

The maximum height of the proposed towers, 28 and 24 levels, remains compliant with local planning regulations.

The Central Precinct, designed by Bates Smart, will focus on co-living accommodations, built above a podium with additional non-residential uses.

A childcare centre and other community facilities are planned for this part of the development, further diversifying the precinct's offerings.&nbsp;

Both precincts will maintain pedestrian connectivity through features like Raglan Walk, a through-site laneway.

Upon completion, WMQ will deliver 655 apartments, including student accommodation, social housing, and market apartments, 32,300 sqm of office space, and 4,500 sqm of retail space.

It is being positioned as a transformative addition to the area, comparable to successful developments like <a href="/new-apartments/elevate-hume-place-crows-nest-25-hume-street-crows-nest-nsw-2065">Hume Place</a> above <a href="/developments/crows-nest-nsw-2065">Crows Nest</a> station.

Construction of the WMQ basement and the Southern Precinct began in early 2023, with the Waterloo Metro station opening in August 2024.&nbsp;

Newcastle locals GWH is bringing its latest installment of new apartments to its native city, and their newest development, ERA, has been several years in the making.

The acclaimed architecture studio, FK Australia, behind some of Melbourne’s most iconic buildings including the record-breaking Australia 108, led the design of the new project.

“We brought in FK Australia to create something that Newcastle hasn’t seen before,” GWH Residential Sales Manager, Peter Kunov, said, adding that the development aims to place the city on the architectural map alongside Australia’s best-designed buildings.

FK has designed the building so the living spaces are wrapped in floor-to-ceiling glass windows, windows that almost replace walls. They wanted to maximise views and also let in as much natural light as possible.&nbsp;

Much like GWH’s past developments, there was a conscious effort to offer significant resident amenity.&nbsp;

Each tower will also feature a rooftop skygarden, offering all-weather function spaces and panoramic views of Newcastle’s harbor, beaches, and city centre.
