Queensland builder-developer MAYD has revealed the first look at its major North Kirra beachfront development, lodging amended plans that reduce the number of apartments and increase the proportion of larger residences.

The project is planned across a substantial 4,742 sqm amalgamated site spanning seven lots at <a href="https://www.apartments.com.au/new-apartments/2-6-pacific-parade-bilinga-qld-4225">2-6 Pacific Parade</a> and 27-33 Golden Four Drive in Bilin​ga, directly opposite Nor​th Kirra Beach.

<a href="https://www.apartments.com.au/developers/mayd-group">MAYD</a> secured the site for $32.5 million in 2025, in what was one of the Gold Coast's largest property transactions of the year.

The development will be delivered across two stages, with the first stage carrying an estimated gross realisation value of around $360 million.

The latest amendments seek to reduce the overall apartment count and shift the project further toward the owner-occupier market, with larger residences designed for buyers wanting considerably more space than traditionally offered in a beachfront apartment.

The residential mix will include townhomes, oversized two-bedroom apartments, substantial three-bedroom residences and four-bedroom homes.

MAYD has appointed Cera Stribley to lead the architecture and interiors, with the Melbourne-based design practice drawing on the beachfront setting through a series of ocean-facing terraces and heavily landscaped balconies.

Strong horizontal forms and curved balconies will define the exterior, with subtropical landscaping integrated throughout the building to soften the built form and increase the connection between the residences and the beachfront.

The project will also include an extensive collection of resident wellness and lifestyle facilities, continuing the broader shift across the Gold Coast's luxury apartment market toward larger homes supported by resort-style amenity.

MAYD Founder Todd Mould said North Kirra was increasingly appealing to buyers attracted to the more established, lower-density character of the southern Gold Coast.

"North Kirra presents one of the most compelling luxury residential opportunities currently emerging in Australia, combining absolute beachfront with the character and authenticity that buyers are increasingly seeking, and the same sense of tight-knit community that defined Burleigh and Currumbin perhaps 10 or 15 years ago," Mould said.

"With Gold Coast Airport on its doorstep, it also offers a level of accessibility that broadens its appeal across almost every market demographic."

The project comes as the southern Gold Coast continues to attract an increasing share of high-end apartment development and buyer activity.

Kirra in particular has emerged as one of the region's more tightly held beachfront markets, with its relatively low-density character, established surf and hospitality scene and proximity to Gold Coast Airport differentiating it from the higher-density markets further north.

Mould said those characteristics had informed the approach MAYD and Cera Stribley had taken to the project.

"We've worked closely with Cera Stribley to create a vision that is deeply connected to its surroundings," he said.

"Inspired by the coastline itself, the architecture has been shaped around space, privacy and resort-style living, creating a collection of homes that reflects the next generation of luxury on the southern Gold Coast."

MOTIV Managing Director Carly Cottam, who has been appointed to market the project, said buyer attention had continued to move south along the Gold Coast.

"Purchasers who may once have defaulted to Broadbeach, Main Beach or Surfers Paradise are increasingly recognising the value of a genuine beachfront location that offers lower density, strong amenity and a more established sense of community," Cottam said.

"Kirra has a powerful combination of growing demand and genuine scarcity. Beachfront supply is inherently constrained, the area remains relatively low density, and buyers are increasingly placing a premium on locations that feel established, uncrowded and authentic rather than heavily developed."

Cottam said the proximity to Gold Coast Airport was also proving increasingly important for interstate and second-home buyers.

"Being minutes from Gold Coast Airport makes it particularly compelling for interstate buyers, frequent travellers and second-home purchasers who can access an authentic coastal lifestyle almost immediately after stepping off a flight."

The acquisition takes MAYD's active development portfolio to more than $500 million, with the North Kirra project representing one of its largest undertakings to date.

MAYD is targeting an early 2027 launch.

First look at MAYD's North Kirra mixed-use precinct

Castle Hill, the longtime hub of the Hills District, has been one of the major beneficiaries of Sydney's Metro expansion, with improved connectivity helping drive continued population growth, development and buyer demand across the Hills District.

But despite that growth, the suburb has seen relatively few major new apartment projects brought to market over the past 18 months.

Hills District developer Reve Group is looking to fill that gap with <a href="https://www.apartments.com.au/new-apartments/nova-r-ve-castle-hill-2-garthowen-crescent-castle-hill-nsw-2154">Nova Rêve</a>, a major new mixed-use precinct on the corner of Garthowen Crescent and Old Castle Hill Road, a short walk from Castle Hill Metro Station and Castle Towers.

The project will comprise three residential towers alongside a hotel, restaurants, cafes and a skybar, more than 1,600 sqm of ground-floor retail and almost an acre of landscaped gardens.

It represents the largest project undertaken by Reve Group, the development arm of the Kassis family, which has been building across the Hills District for more than 30 years through Kassis Homes.

Nova Rêve also represents a significant step up from the family's first apartment development, Grand Rêve, which was delivered nearby on Garthowen Crescent.

Grand Rêve introduced larger, house-like apartment layouts and premium inclusions including Wolf and Sub-Zero appliances to the Castle Hill market.

Nova Rêve takes that approach to a precinct scale, combining the residential component with hospitality, retail and substantial public and resident landscaping.

Reve Group Managing Director Sam Kassis said the project reflected the family's three decades of building in the Hills, which has evolved from trophy homes on quarter-acre blocks to larger-scale apartment development.

"Grand Rêve was our first apartment project here and it showed us what this pocket of Castle Hill could be. Nova Rêve is the refinement of that idea: not just apartments, but a place the whole suburb can use," Kassis said.

A key part of that approach is the hotel, which has been designed to operate as an amenity for the wider Castle Hill community rather than solely hotel guests.

It will include restaurants, cafes, skybars and all-day dining, alongside conference and event facilities catering to business functions, community groups and private events.

At ground level, more than 1,600 sqm of shops and cafes will open onto the surrounding streets and landscaped areas.

Almost an acre of gardens designed by Land and Form Studios will run through the precinct, incorporating pathways, seating, barbecue areas and children's play spaces.

Reve Group's Romio Georges said creating an active ground plane had been central to the planning of Nova Rêve.

"There are gardens with pathways, barbecues, seating and play areas, shops and cafes opening onto the street, and a hotel with restaurants and a skybar that anyone in Castle Hill can walk into," Georges said.

The project's elevated position on one of Sydney's highest ridgelines will also provide apartments with outlooks toward the Sydney skyline, surrounding parkland and the Blue Mountains.

More than 80 per cent of the apartments will occupy corner positions, with Turner responsible for both the architecture and interiors.

A collection of just 25 large-format apartments and penthouses overlooking Goodwin Park is entering the Coolangatta market, with <a href="https://www.apartments.com.au/new-apartments/marea-residences-coolangatta-27-27a-dixon-street-coolangatta-qld-4225">Maréa Residences</a> combining a low-density, residential-only approach with uninterrupted park and Pacific Ocean outlooks.

Located at 27 Dixon Street, Maréa comprises three and four-bedroom residences alongside a limited number of dual-level penthouses, with the project positioned between Goodwin Park and <a href="https://www.apartments.com.au/developments/coolangatta-qld-4225">Coolangatta</a>’s coastal precinct.

Construction has commenced, with completion currently estimated for late 2027. Three-bedroom residences are priced from $1.8 million.

The project has been designed around its northern outlook across the park, with the building’s architecture, landscaping and material palette intended to establish a connection with the neighbouring green space. Inside, the material palette incorporates timber, stone and brushed brass, complemented by curved detailing and ambient lighting. Kitchens and bathrooms carry the same natural material approach, while residences also include basement parking, storage and lift access.

Maréa’s penthouses are arranged over two levels and include private pools, adding another layer to the project’s focus on larger-format apartment living. Across the development, residences are configured with three or four bedrooms rather than the broader mix of smaller apartment types commonly found in larger projects.

Resident amenity is concentrated at rooftop level, where landscaped entertaining terraces and pools take advantage of elevated views across Coolangatta and the Pacific Ocean.

The project has so far been particularly well received by local owner-occupiers and downsizers, according to Urban Activation Property Sales and Marketing Director Matt George, with the residential-only format, construction quality and northern park outlook among the features resonating with purchasers.

Maréa Residences brings parkside apartments to Coolangatta

Melbourne developer PDG has secured Victorian Government approval for its $1.5 billion Southbank development <a href="https://www.apartments.com.au/new-apartments/the-one-1-queens-bridge-street-southbank-vic-3006">The One</a>, clearing the way for the long-dormant riverfront site opposite Crown to finally be developed.

The Minister for Planning has approved the project at 1-29 Queens Bridge Street, with the Department of Transport and Planning issuing the planning permit following its assessment.

The approval will allow PDG to develop the prominent 5,059 sqm site with a major mixed-use tower comprising premium apartments, including branded residences, a luxury hotel and boutique office space.

PDG acquired the site in late 2024, with its position directly opposite Crown's main entrance and near Melbourne's Arts Precinct making it one of Southbank's most significant remaining development opportunities.

Designed by COX in collaboration with ODO and PDG, the tower's architecture draws on the movement of the Yarra River, with six vertical pleats running the height of the sculpted facade.

The project will also see the heritage-listed Queens Bridge Hotel restored and incorporated into the development&nbsp;with new hospitality and public uses, including a rooftop venue.

A significant component of The One will be its residential amenity.

More than 5,000 sqm of resident facilities will be delivered across a single level, making it one of the largest consolidated residential amenity offerings proposed in an Australian apartment development.

The planning approval also incorporates a major upgrade of Queensbridge Square, which PDG will deliver in partnership with the City of Melbourne.

The existing square will be revitalised as a new civic and pedestrian space along the Yarra River, strengthening the connection between the project, Southbank and the riverfront.

PDG Founder and Managing Director Vince Giuliano said the approval represented a major milestone for a site which has remained largely underutilised for more than 15 years.

“This is the most significant Planning Permit approval Melbourne has seen in recent years,” Giuliano said.

“For more than 15 years, this site has remained underutilised. This approval enables us to deliver a project that will contribute meaningfully to the revitalisation of Southbank, restore and reactivate an important heritage building, and create a new civic and hospitality destination for Melbourne.”

The latest approval follows an earlier planning permit issued by the City of Melbourne covering demolition works across part of the site at 9-29 Queens Bridge Street. Those demolition and early works are already underway.

PDG has also started generating early interest in the residential component from owner-occupiers ahead of a planned public launch in early 2027.

PDG secures approval for $1.5bn Southbank apartment development, The One

Local developer Harridan is seeking to turn its Woolloongabba apartment project into the first stage of a broader transformation of Burke Street, using a new 16-storey mixed-use building to establish a greener pedestrian connection toward the rapidly evolving Boggo Road transport and knowledge precinct.

The South East Queensland developer has filed plans for 154 apartments on the <a href="https://www.apartments.com.au/new-apartments/4-burke-street-woolloongabba-qld-4102">southern side of Burke Street</a>, where its proposal has been designed alongside a wider vision by LatStudios for the street.

That vision positions the southern side of Burke Street for buildings of 15 storeys and above, while envisaging lower-rise development of up to five storeys on the northern side to transition into Woolloongabba's existing character housing. It also proposes wider pedestrian verges, deep planting, new street trees and upgrades to the pedestrian approach to Boggo Road Station.

The Harridan development itself has been designed by Brisbane-based Arqus Design and will comprise 154 apartments across 16 storeys. The mix is weighted heavily toward two-bedroom apartments, with 121 proposed alongside 10 one-bedroom and 23 three-bedroom residences. There will typically be around 14 units per floor.

A lower-ground car park and three podium levels will accommodate 156 resident parking spaces, along with visitor and commercial parking. There will also be 154 resident bicycle spaces and 40 visitor bicycle parks.

Harridan is a family-owned developer and part of the Holmwood Highgate Group, with more than three decades of development activity across South East Queensland. Its portfolio spans residential, commercial and industrial property, with current residential projects including Riverbank on Byron in Bulimba, Esperance Residences in Carina and The Precinct at Kinross Road in Thornlands.

Wooloongabba has been popular for apartment developers, particularly since the announcement of the 2032 Summer Olympics games in Brisbane.

While there have been a lot of development applications, it has failed to materialize into real supply.&nbsp;

Sarazin has been the major player in the area. They are under construction at Murcia Residences, on the fringe of East Brisbane and Woolloongabba. They have just launched <a href="https://www.apartments.com.au/new-apartments/the-stanley-residences-woolloongabba-8-trafalgar-street-woolloongabba-qld-4102">The Stanley Residences</a>, in Woolloongabba on Trafalagar Street. They also have Nuage coming soon on the nearby <a href="https://www.apartments.com.au/new-apartments/nuage-woolloongabba-14-wellington-road-woolloongabba-qld-4102">Wellington Road</a>.

The coronavirus has pushed economies and interest rates into downward spirals.
New Zealand’s Reserve Bank pushed its cash rate from 1.00% to 0.25% on Monday, and the US Federal Reserve cut its benchmark rate to zero on Sunday, making Australia’s cut of 0.25 points from 0.75% to 0.50% earlier this month seem tame by comparison.
Australia’s Reserve Bank is highly likely to cut again on Thursday as part of a promised series of “<a href="https://theconversation.com/reserve-bank-and-government-prepare-fresh-emergency-measures-as-markets-tumble-133780" target="_blank">policy measures</a>”, but it has already said that 0.25% will be the <a href="https://www.rba.gov.au/speeches/2019/sp-gov-2019-11-26" target="_blank">effective lower bound</a> for the cash rate (meaning the point at which there’s no benefit to further cuts) leaving it staring into the abyss of so-called unconventional monetary policy.
It will outline what it will do after 0.25% is reached on <a href="https://theconversation.com/reserve-bank-and-government-prepare-fresh-emergency-measures-as-markets-tumble-133780" target="_blank">Thursday</a>, but in the meantime a series of clues suggest its thoughts are changing.
In <a href="https://theconversation.com/now-we-know-the-reserve-bank-has-spelled-out-what-it-will-do-when-rates-approach-zero-127697" target="_blank">November</a> Governor Philip Lowe indicated that after the bank’s short term cash rate had reached the effective lower bound, the bank would buy longer-term government bonds. That would force money into the hands of the investors who owned them in a process known as “<a href="https://theconversation.com/now-we-know-the-reserve-bank-has-spelled-out-what-it-will-do-when-rates-approach-zero-127697" target="_blank">quantitative easing</a>”.
But more recently it is talking about borrowing an idea from the Bank of Japan’s book called “<a href="https://www.bloomberg.com/news/articles/2016-09-21/quicktake-q-a-what-s-a-yield-curve-and-why-s-boj-targeting-it" target="_blank">yield curve control</a>”.
What is yield curve control? And how does it differ from quantitative easing?
<h2>It isn’t simply buying bonds</h2>
Yield curve control would involve the bank announcing targets for long-term yields on government debt instruments such as the 5 or 10-year bond, and then intervening in debt markets to buy until the target rates are achieved.
This would control the yield on government bonds, hence the name “<a href="https://www.bloomberg.com/news/articles/2016-09-21/quicktake-q-a-what-s-a-yield-curve-and-why-s-boj-targeting-it" target="_blank">yield curve control</a>”.
Both quantitative easing and yield curve control involve the same basic tactic (pushing out or creating money in order to buy bonds) but to different ends: yield curve control focuses on achieving a targeted level for interest rates, while quantitative easing is aimed at increasing the stock of money in the economy.
Why might the bank prefer yield curve control over the traditional approach to quantitative easing that has been used in much of the world during and since the global financial crisis?
<h2>It’s more like what we are used to</h2>
First, yield curve control’s approach of targeting specific interest rate is more similar to conventional monetary policy.
The bank has plenty of experience in setting and publishing the cash rate and measuring the impact on the economy. There is less risk of it either over or under shooting its target.
Previous work by the bank has calculated that adjusting the 10-year nominal interest rate is 40 times as effective at lowering firms’ cost of capital as a similarly sized cut in the cash rate.
This leaves the bank with plenty of ammunition after short-term rates hit the effective lower bound and can no longer be adjusted.
<h2>And it lets others do the work</h2>
The second reason to prefer yield curve control is that if the bank’s stated target for long-term interest rates is seen as credible, it will need to buy less than it would have to achieve lower interest rates.
So credible have its short-term cash rate announcements become that it now needs to do little more than make them and watch the market trade at changed rates, although it stands ready to trade itself in order to change the rates if needed.
It’s instructive to compare recent cash rate announcements with the early ones in the 1990s.
These days the bank simply says it has “decided to lower the cash rate”.

It used to say it “will be operating in the domestic money market” to reduce the cash rate.

Government bonds are the lifeblood of the financial system and right now Australia has relatively low levels of government debt.
An approach which requires fewer bonds to held by the Reserve Bank and more held privately will keep down government debt and help steady financial markets.
<h2>It’s good, but it mightn’t be enough</h2>
As it happens, yield curve control might not be sufficient on its own.
The interest rate on 10-year bonds are already low - at about 1% - and so even there there isn’t much room to cut.
While negative interest rates are possible and exist in several other countries (yes, investors really are prepared to invest their money with the government for a negative return) the bank is unlikely to want to is unlikely to want to introduce them here.
Ultimately, if it needs to do more than get bond rates to near zero per cent, it’ll need to come up with something new, but yield curve control will buy it time.

'Yield curve control': the Reserve Bank's plan for when cash rate cuts no longer work

At the March meeting, RBA governor Philip Lowe said the benefits from lower interest rates outweighed the risk of cutting rates.
When deciding to cut to a historic low 0.5 per cent, Lowe said members discussed that a further reduction in interest rates could encourage additional borrowing at a time when there was already a strong upswing in the housing market.
He said that risk, in the current context of heightened uncertainty, was not viewed as particularly high, relative to the benefits from lower interest rates.
The RBA board's first point of call at the March meeting was to discuss financial markets.
They tend to open with international economic conditions, but given the financial ramifications on COVID-19, which was mentioned 24 times in the minutes, financial markets came first.
Financial markets also began the December minutes, although this was well before any notion of COVID-19 was even discussed as having such an imprint on the Australian economy.
RBA Governor Philip Lowe's opening statement stated that it had become increasingly clear that the spread of the novel coronavirus disease (COVID-19) beyond China would cause a major disruption to economic activity around the world.
There was no great concern on the housing market front from Lowe, who described the February housing market as "robust."
"National housing price growth had remained robust in February and most capital cities had experienced at least moderate price increases," Lowe said.
"The strong growth in housing prices had also encouraged more new residential listings, albeit from very low levels. 
"Turnover had increased, which, by itself, was expected to help support other types of spending."
Lowe said indicators of activity at the earlier stages of residential building had remained consistent with a turnaround in activity in the second half of 2020, especially for detached dwellings.
He noted however the December quarter data on residential building work done indicated dwelling investment had decreased again, driven by a further decline in the construction of new dwellings.
Over the previous six months, growth in housing credit for owner-occupiers had increased a little, members observed, but housing credit was growing more slowly than housing loan commitments, consistent with a rise in mortgage payments over the previous six months.
Loan commitments to investors had increased modestly over the same period, while housing credit for investors had stopped declining recently.

Members commenced their discussion by noting that, since the previous meeting, it had become increasingly clear that the spread of the novel coronavirus disease (COVID-19) beyond China would cause a major disruption to economic activity around the world. Many countries were imposing travel restrictions and businesses and individuals were electing not to travel. COVID-19 had also been creating considerable uncertainty worldwide, leading to a significant reduction in risk appetites. This uncertainty meant that there was an increasing probability that people would seek to avoid gatherings, including public transport and perhaps workplaces.
These developments were evident in the significant changes in global financial markets outside of China in recent weeks. There had been sharp falls in the prices of risky assets and markets were finding it difficult to price the risks, given their unprecedented nature.
In the advanced economies, equity markets had declined sharply from recent highs, with sectors most exposed to COVID-19 disruptions experiencing particularly large falls. Spreads in corporate bond and money markets had widened, including in Australia, and issuance of corporate debt had slowed in late February after a strong start to the year. However, members noted that while spreads had widened, corporate borrowing costs had not risen much, if at all, because sovereign bond yields had declined to very low levels. In a number of countries, including Australia, sovereign bond yields were at record lows. On the whole, international financial markets were functioning effectively despite the sharp rise in volatility.
Members then turned to a discussion of international policy responses. Following the sharp adjustment to Chinese asset prices after the extended Lunar New Year break, the authorities in China had introduced a range of measures to forestall a tightening in financial conditions. This included monetary and fiscal easing targeted at supporting smaller firms in particular, with policymakers also indicating a willingness to ease policies. These measures had underpinned a stabilisation of onshore equity and credit markets. Elsewhere in the region, some central banks had also eased monetary policy, and modest fiscal measures were being deployed in some countries. Financial market volatility in the region had increased, but conditions had remained orderly.
Central banks in the major advanced economies had acknowledged the uncertainty created by the outbreak of COVID-19. Some had signalled a preparedness to provide further monetary policy accommodation if conditions warranted. Market pricing had moved substantially, suggesting that central banks in the advanced economies were expected to ease monetary policy at upcoming policy meetings. The expectation that central banks in the advanced economies would soon respond with easier policy had contributed to yields on long-term sovereign debt declining to historic lows in many markets.
In foreign exchange markets, the Japanese yen had appreciated as concerns about COVID-19 intensified. Members also noted that the US dollar had appreciated in recent months against most currencies. Regionally, the renminbi had been little changed and exchange rates in emerging Asia had depreciated somewhat, but in the context of broader US dollar strength. Members observed that the Australian dollar was at its lowest level in more than a decade.
Domestically, members noted that issuance of bank debt had slowed recently, but this partly reflected the substantial volume of funding already to hand and the modest growth in bank credit. Bank funding costs had declined a little over the prior month, with a modest widening in spreads more than offset by sharp declines in risk-free rates. The reductions in the cash rate in the previous year had brought bank funding costs to historic lows, with retail deposit rates having fallen further in recent months.
Lending rates were also at historic lows. While standard variable mortgage rates had declined by around 60 basis points since mid 2019, the average rate paid on outstanding variable-rate mortgages had drifted down by an additional 10 basis points beyond that. Members noted that, if the downward drift in average rates paid continued at its recent pace, there would be full pass-through of the previous year's reductions in the cash rate to the average mortgage rate by mid 2020.
Members discussed the factors contributing to this downward drift in average mortgage rates. In particular, ongoing strong competition for new high-quality borrowers had seen new and refinancing borrowers receive lower interest rates than those paid by existing borrowers. Improving transparency would help address this. Some borrowers were also switching from interest-only loans to principal-and-interest loans, which had lower interest rates.
Members observed that the growth in housing credit for owner-occupiers had increased a little over the previous six months or so, but housing credit was growing more slowly than housing loan commitments, consistent with a rise in mortgage payments over this period. Loan commitments to investors had increased modestly over the same period, while housing credit for investors had stopped declining recently.
Market pricing suggested that market participants expected the cash rate target to be cut by 25 basis points at the present meeting, and again by June.
<h2 id="international-economic-conditions">International Economic Conditions</h2>
Members commenced their discussion of the global economy by noting that the spread of COVID-19 was expected to affect global growth in 2020 by more than had been factored into the forecasts presented at the previous meeting.
Actions taken by Chinese authorities to limit the spread of COVID-19 had severely restricted economic activity in China in the March quarter and there continued to be significant uncertainty about the size and persistence of this disruption. While industrial output was typically lower in the March quarter because of the Lunar New Year holiday period, production had remained at holiday levels for much longer than usual. Coal consumption by power plants had also remained around the low levels typical of the Lunar New Year period. Members noted that this had not reduced demand for coal imports, which suggested that there had been a significant decline in China's domestic coal production. Iron ore imports also had not been significantly affected. Business conditions in China in February had deteriorated by much more than expected and supplier delivery times had increased sharply, indicating that there had also been disruptions to supply chains. Retail activity and residential property sales had been subdued.
Chinese GDP was expected to rebound later in 2020 as businesses seek to make up lost production and a range of stimulus and tax relief measures from the Chinese Government take effect. Some government measures, including direct support for manufacturers of medical equipment, were intended to support containment efforts, while others, such as assistance to affected small businesses, were designed to reduce the adverse economic spillovers from COVID-19.
Given the disruptions to logistics and other transportation in China, forecasts for global oil demand had been scaled back considerably and oil prices had fallen. This would lead to a decline in headline inflation globally. The prices of other commodities that tend to be responsive to changes in the outlook for global demand, including base metals, had also fallen since the start of 2020. Prices for liquefied natural gas had also declined. Prices of other bulk commodities had been little changed in net terms; iron ore prices had reversed an earlier fall, even as Chinese steel inventories had increased, possibly in anticipation of a pick-up in demand as economic activity rebounded.
Growth in other Asian economies was also expected to be lower in the March quarter than previously thought, reflecting a combination of lower Chinese domestic demand, less Chinese outbound travel and supply chain disruptions. Early indicators of trade activity in the Asian region in February had declined, following a period where trade, industrial production and manufacturing indicators in the more export-oriented economies had stabilised, amid signs of stabilisation in the global electronics cycle. Overall, growth in Australia's major trading partners was expected to be around ½ percentage point lower in 2020 as a result of COVID-19.
In the major advanced economies, GDP data for the December quarter had been weaker than expected for Japan and the euro area, while GDP growth in the United States had been relatively resilient. Even though employment growth had eased over 2019 in the major advanced economies, unemployment rates had continued to edge lower. Prior to any supply disruptions related to COVID-19, industrial production in the euro area had continued to decline, particularly in the auto sector. Members noted that, to date, there had been no reports that supply disruptions were contributing to these declines. Some survey measures of business conditions in the United States and Japan had deteriorated sharply in February, but investment intentions and business sentiment in the United States had been more positive.
<h2 id="domestic-economic-conditions">Domestic Economic Conditions</h2>
Members noted that the December quarter national accounts would be released the day after the meeting. Quarterly GDP growth was expected to have remained moderate, reflecting ongoing weak growth in household consumption and a further decline in dwelling investment. The bushfires over the summer months were expected to have affected growth in both the December quarter 2019 and the March quarter 2020, after which recovery efforts were expected to boost growth.
Members noted that economic activity in the first half of 2020 would be significantly affected by the global response to the COVID-19 outbreak. Services exports (which comprise around 5 per cent of GDP) were expected to decline by around 10 per cent in the March quarter, mainly because of a steep decline in inbound arrivals, including students, particularly from China. This effect alone was expected to lower Australian GDP growth by around ½ percentage point in the March quarter. Tourism and education exports were expected to remain low in the June quarter, before returning to their previous levels over the second half of the year as the Chinese economy recovers and travel resumes. Members observed that this estimate did not include possible effects on domestic activity of supply chain disruptions and public health safety interventions to reduce the likelihood of transmitting COVID-19.
Information from the capital expenditure (capex) survey and preliminary data on non-residential construction work done suggested that both non-mining and mining investment had decreased in the December quarter, led by weakness in building and engineering investment. However, mining firms had continued to expect solid growth in investment over the rest of 2019/20. The capex survey had also reported firms' investment intentions for 2020/21 for the first time. The responses suggested that mining investment would increase strongly, consistent with the most recent set of forecasts and the messages from liaison with businesses, while non-mining investment was expected to remain subdued.
National housing price growth had remained robust in February and most capital cities had experienced at least moderate price increases. The strong growth in housing prices had also encouraged more new residential listings, albeit from very low levels. Turnover had increased, which, by itself, was expected to help support other types of spending. Indicators of activity at the earlier stages of residential building had remained consistent with a turnaround in activity in the second half of 2020, especially for detached dwellings. However, data on residential building work done indicated dwelling investment had decreased again in the December quarter, driven by a further decline in the construction of new dwellings.
Growth in household consumption was expected to have been subdued in the December quarter; retail sales volumes had increased modestly and there had been further declines in motor vehicle sales in the quarter. A few categories of spending that are most correlated with housing activity had picked up in the quarter. The drought had continued to affect food prices and the volume of food sales had declined in the quarter. Members noted that growth in consumption in the first quarter of 2020 could be weaker than expected if the COVID-19 outbreak induced some households to cancel or defer international travel or disrupted supply chains for imported consumer durables. Although there was considerable uncertainty about the size of the net effect on GDP, it was expected to be small based on the available evidence.
Employment had grown by 1.9 per cent over the year to January, which was stronger than growth in the working-age population. However, the unemployment rate had increased to 5.3 per cent, reversing the small decline in the previous month, and the underemployment rate had increased to 8.6 per cent. The unemployment rate had been around 5¼ per cent for most of the preceding year. Members noted that the labour force data could be volatile from month to month and that it was too soon to know if the modest rise in these measures of spare capacity signalled a change in trend. The wage price index confirmed that growth in wages had remained steady at low rates in the December quarter, consistent with information from liaison with businesses, which suggested that wage outcomes had become increasingly concentrated in the 2–3 per cent range. Wages growth had slowed a little in some industries. These data and reports from liaison with businesses suggested that wages growth was unlikely to pick up in the near future.
<h2 id="considerations-for-monetary-policy">Considerations for Monetary Policy</h2>
In considering the policy decision, members observed that it was becoming increasingly clear that COVID-19 would cause major disruption to economic activity around the world. The outbreak had occurred in the context of a global economy that was gradually emerging from a soft patch in trade and manufacturing activity. However, following the outbreak, growth in output in China and other economies was expected to be significantly lower in the first half of the year, reflecting a combination of lower domestic demand, less travel and supply chain disruptions. The recent outbreaks of COVID-19 outside of China, and intensified efforts to contain its further spread, raised the prospect of a broader and more extended disruption to the global economy. It was too early to tell how persistent these effects would be and at what point economic activity would rebound. In response to the outbreak, policy measures to support growth had been announced in several countries, including China. Inflation remained subdued in most advanced economies, despite low unemployment rates.
Financial markets had been more volatile as market participants assessed the implications of COVID-19, with the prices of many risky assets falling sharply. The uncertainty generated by the outbreak, and an expectation that central banks would respond with easier policy, had resulted in long-term government bond yields falling to historic lows in many countries, including Australia. The Australian dollar had depreciated to be at its lowest level in more than a decade. Australia's financial markets were operating effectively, and the Bank would continue to ensure that the Australian financial system had sufficient liquidity.
The advent of COVID-19 around the world was having a significant effect on the Australian economy, particularly in the education, transport and tourism sectors. The uncertainty associated with the outbreak was also likely to affect household spending and business investment in coming months. As a result, GDP growth in the March quarter was likely to be noticeably weaker than previously expected, and it was difficult to predict how long it would take for the economy to return to more usual levels of activity. Once the disruptions passed, GDP growth was expected to pick up, supported by the low level of interest rates, high levels of spending on infrastructure, the lower exchange rate, stronger investment in the resources sector and recoveries in residential construction and household consumption. The Australian Government had also indicated that it would assist areas of the economy most affected by the COVID-19 outbreak.
Given these developments, members considered how best to respond, noting that even prior to the COVID-19 outbreak, progress towards full employment and the inflation target had been expected to be only gradual. The COVID-19 outbreak was expected to delay that progress further.
In discussing a possible monetary policy response, members welcomed indications from the Australian Government that fiscal measures would be taken to support investment, the cash flow of affected businesses and jobs. They also discussed the support that lower interest rates would provide to jobs and economic activity through a lower exchange rate and a boost to aggregate cash flows for households and businesses. Members recognised that the combined monetary and fiscal responses would help the economy deal with the challenges posed by COVID-19.
As part of their deliberations, members considered a number of scenarios, including one where the COVID-19 outbreak would be contained in the very near future and where there would be a rapid recovery in economic activity. In that scenario, the maximum effect of any additional monetary policy stimulus would be felt in the recovery phase, rather than in the short term, when policy support would most be needed. However, this scenario was considered very unlikely, with the more realistic scenario being that the outbreak would have a significant effect on the Australian economy.
Members also discussed the risk that a further reduction in interest rates could encourage additional borrowing at a time when there was already a strong upswing in the housing market. In the current context of heightened uncertainty, that risk was not viewed as particularly high relative to the benefits from lower interest rates.
The Board concluded that it was appropriate to ease monetary policy further in response to the global COVID-19 outbreak to provide additional support to employment and economic activity. Members agreed that it was reasonable to expect that an extended period of low interest rates would be required in Australia to reach full employment and achieve the inflation target. Members also agreed on the importance of monitoring the rapidly changing developments closely in subsequent weeks and maintaining contact to assess the implications of the COVID-19 outbreak for the economy. The Board was prepared to ease monetary policy further to support the Australian economy.

COVID-19 dominates RBA March meeting minutes

Nearly 90 per cent of Finder.com.au's RBA Survey have predicted Australia will see a recession this year.
The 15 strong survey of experts and economists saw 13 say a recession was now likely. Back in December, around the same number of experts said there wouldn't be a recession.
Graham Cooke, insights manager at Finder.com.au, said fear of recession among the general public had been brewing for a while, although economists had until now, were more optimistic. "We've seen fear of recession among the Australian public grow over recent months, while the vast majority of economists were saying it wouldn't happen.  “COVID-19 pouncing unexpectedly on an already weakened Australian economy, has very much changed the game."
Two thirds of the experts surveyed however believe any recession would be over by the end of the year.
Over half of the survey (53%) predict an emergency rate cut this week, which would see rates drop to a historic low 0.25 per cent.
"Only a few days before the last RBA cut two weeks ago, 85% of economists said they did not expect a cut and only half thought the ASX 200 would drop by 10% in value", Cooke said. “Within a week, we had a cut and a 20% drop. This signals the sheer severity and speed of the coronavirus impact." Around half of the economists who responded to the last-minute survey (53%) expected the RBA to make an emergency cash rate cut this week.
Yesterday Westpac announced that they expect an interest rate cut and an announcement for quantitative easing to happen this week.
Most experts believe house prices will be negatively affected, with 20 per cent expecting a significant drop and 60 per cent expecting a slight drop.
Cooke said a downturn in the market could present a window for cashed-up Aussies ready to buy. “If you’re one of the first-time buyers who missed out on the 2019 price dip, 2020 could provide a second bite at the apple.  “Keep a close eye on your local market, but be careful – nobody knows what may be around the corner or how long this coronavirus dampening could really last,” Cooke said.

Recession predicted by Finder RBA Survey experts

Today, the Reserve Bank released a Statement which was aimed at addressing liquidity issues in the Australian financial market.
The liquidity policies were aimed at both the government bond market and the bank funding markets.
Earlier in the day, we saw aggressive policy changes from both the US FOMC and the Reserve Bank of New Zealand.
The RBA Governor’s Statement noted that the Reserve Bank “stands ready to purchase Australian government bonds in the secondary market”.
The Statement indicated that the action was aimed at supporting the smooth functioning of the bond market.
At a recent Conference, on March 11, RBA Deputy Governor Debelle noted that “at the moment we don’t see material disruptions in financial markets. If that were to change we obviously have the capacity to act in the market like we did back in 2008 in terms of ensuring sufficient liquidity to the market. We don’t see the need for that now, but obviously if circumstances change, that might also need to change”.
Clearly from the RBA’s perspective the circumstances have changed. So this action in the bond market is targeted at boosting liquidity in a market that is seen as a “key pricing benchmark for the Australian financial system”.
Other liquidity based policies which were announced include one month; three month; and six month or longer repo operations to support liquidity in bank funding markets.
This action in the bond market is not the Quantitative Easing policy which we have been anticipating will be adopted when the overnight cash rate reaches 0.25% (defined by Governor Lowe as the zero lower bound at a speech on November 26).
In explaining its proposed approach to Quantitative Easing Deputy Governor Debelle pointed out at the same Conference, “So we would talk about the likely future path of interest rates – what is generally known as forward guidance – and to validate that we would be operating in the bond market as necessary to keep government bond rates, or the risk free curve, consistent with our outlook for interest rates".
It is interesting that the Bank’s first foray into the bond market is based on liquidity but we do not expect that the Quantitative Easing approach has been shelved.
The Governor's statement today also indicated that: "further policy measures to support the Australian economy" will be announced on Thursday March 19.
Those policy measures are expected to include a lowering of the overnight cash rate from 0.50% to 0.25%.
Quantitative Easing, along the lines described by the Deputy Governor, is also expected to be announced. This would involve the RBA targeting a particular outlook for the risk free curve.
The Governor’s Statement also noted that the RBA and the AOFM are in close liaison. Recall that during the Global Financial Crisis the AOFM purchased a range of mortgage backed securities. A repeat of that successful exercise is also likely to be announced.
Last year Westpac raised the issue of the RBA adopting a similar policy to the Bank of England to support small businesses and households while supporting banks’ funding at a time of excessively low interest rates.
Under the arrangement the RBA would lend long term funds to the commercial banks at a rate close to the overnight cash rate with the funds being tied to loans to business and households.
We understand that in this current crisis a key priority is about ensuring that good companies stay afloat until the crisis has passed and in turn that companies are able to retain their employees.
The Government’s Fiscal Stimulus Package addressed these issues but we think that the monetary authorities, in conjunction with our unquestionably strong banking system, can also play a role.

RBA to cut cash rate to record low 0.25% and announce QE: Westpac's Bill Evans

NAB are now forecasting the RBA will soon adopt unconventional monetary policy, given the rapid coronavirus-driven deterioration in both the local and global economies.
They expect the RBA to announce a second cut in as many months when they meet next month, bringing the cash rate down to 0.25 per cent.
The RBA have already suggested they are unwilling to take the cash rate down to 0.
NAB predict "yield curve control" to commence by May or June.
"Yield curve control is a form of quantitative easing where the RBA announces target levels for government bond yields and buys bonds if yields fail to settle at those targets", NAB advised, adding the plans could be announced as early as April.
"The timing is very fluid, depending on the state of the [coronavirus] outbreak, the economy and financial markets.
"Increased containment efforts in Australia and the rest of the world would likely speed the path to unconventional policy. 
NAB suggest it is important monetary and fiscal policy are now working in tandem.
"The Commonwealth government should announce spending and tax measures later this week, aiming to minimise job losses by shoring up the cash flow of affected businesses."
The fiscal stimulus could total $10bn, or around 0.5% of GDP. 
"More significant measures could be considered in the May budget and a greater reliance on fiscal policy is warranted given the nature of the shock and with conventional monetary policy near exhaustion. 
"The economy will recover as the outbreak comes under control, hopefully by the end of this year, if not sooner, but until then easier policy has a critical role in providing support until the crisis abates."

NAB expect the RBA to soon adopt unconventional monetary policy

All 26 home loan lenders who cut their interest rates following the RBA's announcement yesterday have cut in full.
It was the <a href="/expert-insights/finance/rba-cut-interest-rates-at-march-meeting-to-record-low-0-5-per-cent">first time since October</a> the RBA cut the official cash rate, with RBA Governor Philip Lowe citing the <a href="/expert-insights/finance/rate-cut-given-coronavirus-rba-governor-philip-lowes-march-2020-meeting-statement">economic effects of the coronavirus as a main driver</a>.
The cash rate now sits at a historic low 0.5 per cent.
Westpac were the first to cut, minutes after the RBA's decision. 
Commonwealth Bank followed, then NAB, and ANZ at the close of the day. 
All big four banks now offers their lowest variable rate under three per cent.

“This is money some families can put towards their bills but Australians with a bit of cash to spare may want to spend this cut in their local community.
“Any cut to the cash rate is always a double-edge sword as savers brace for another round of deposit rate cuts.
“While plenty of savers are facing the prospect of earning next to no interest on the back of this rate cut, it is still worth shopping around for a decent rate.
“When the dust settles, we expect the highest savings rate to sit at 2 per cent, which is at least a fraction higher than the current inflation rate,” she said.

ING, the nation's fifth biggest lender, today announced that it will make a 0.25% per annum cut for all new and existing customers with an ING variable rate home loan. The change will come into effect on 18 March 2020.

Who cut interest rates following the RBA's March cut?

As Westpac predicted yesterday, the Reserve Bank Board decided to lower the cash rate by 25 basis points to 0.50 per cent at its March meeting.
In discussing the reasons behind the decision, the Governor highlighted three themes that are all linked to the coronavirus.
Firstly, “In most economies, including the United States, there is an expectation of further monetary stimulus over coming months”.
Secondly, “the Australian Government has also indicated that it will assist areas of the economy most affected by the coronavirus”.
And finally “The uncertainty that it is creating is also likely to affect domestic spending. As a result, GDP growth in the March quarter is likely to be noticeably weaker than earlier expected”.
In fact, around two thirds of the statement  are devoted to the theme of the coronavirus, while the “usual themes” around unemployment; wages; and the housing market attract only limited attention with no real change from previous statements.
The final sentences of the statement are important: “It (the Board) will continue to monitor developments closely and to assess the implications of the coronavirus for the economy. The Board is prepared to ease monetary policy further to support the Australian economy”.
With the virus impacting an economy that was already weak it was absolutely necessary to provide more support although the Reserve Bank does not recognise that risk in the Governor’s Statement.
Conclusion 
It has been Westpac’s forecast that the RBA will act again in April for much the same reasons that we have seen today – helping to assist the Australian economy to deal with the shocks associated with the virus; falling into line with other central banks’ stimulatory policies, particularly to ensure that the Australian dollar remains competitive and working in conjunction with the Australian Government to deal with the issues.
It seems that the coronavirus has brought the Government and the Reserve Bank together to address the risks with complementary policies. That “partnership” is unlikely to end with this single move by the RBA.

At its meeting today, the Board decided to lower the cash rate by 25 basis points to 0.50 per cent. The Board took this decision to support the economy as it responds to the global coronavirus outbreak.
The coronavirus has clouded the near-term outlook for the global economy and means that global growth in the first half of 2020 will be lower than earlier expected. Prior to the outbreak, there were signs that the slowdown in the global economy that started in 2018 was coming to an end. It is too early to tell how persistent the effects of the coronavirus will be and at what point the global economy will return to an improving path. Policy measures have been announced in several countries, including China, which will help support growth. Inflation remains low almost everywhere and unemployment rates are at multi-decade lows in many countries.
Long-term government bond yields have fallen to record lows in many countries, including Australia. The Australian dollar has also depreciated further recently and is at its lowest level for many years. In most economies, including the United States, there is an expectation of further monetary stimulus over coming months. Financial markets have been volatile as market participants assess the risks associated with the coronavirus. Australia's financial markets are operating effectively and the Bank will ensure that the Australian financial system has sufficient liquidity.
The coronavirus outbreak overseas is having a significant effect on the Australian economy at present, particularly in the education and travel sectors. The uncertainty that it is creating is also likely to affect domestic spending. As a result, GDP growth in the March quarter is likely to be noticeably weaker than earlier expected. Given the evolving situation, it is difficult to predict how large and long-lasting the effect will be. Once the coronavirus is contained, the Australian economy is expected to return to an improving trend. This outlook is supported by the low level of interest rates, high levels of spending on infrastructure, the lower exchange rate, a positive outlook for the resources sector and expected recoveries in residential construction and household consumption. The Australian Government has also indicated that it will assist areas of the economy most affected by the coronavirus.
The unemployment rate increased in January to 5.3 per cent and has been around 5¼ per cent since April last year. Wages growth remains subdued and is not expected to pick up for some time. A gradual lift in wages growth would be a welcome development and is needed for inflation to be sustainably within the 2–3 per cent target range.
There are further signs of a pick-up in established housing markets, with prices rising in most markets, in some cases quite strongly. Mortgage loan commitments have also picked up, although demand for credit by investors remains subdued. Mortgage rates are at record lows and there is strong competition for borrowers of high credit quality. Credit conditions for small and medium-sized businesses remain tight.
The global outbreak of the coronavirus is expected to delay progress in Australia towards full employment and the inflation target. The Board therefore judged that it was appropriate to ease monetary policy further to provide additional support to employment and economic activity. It will continue to monitor developments closely and to assess the implications of the coronavirus for the economy. The Board is prepared to ease monetary policy further to support the Australian economy.

Rate cut given coronavirus: RBA Governor Philip Lowe's March 2020 meeting statement

The RBA have cut the official cash rate to a historic low 0.5 per cent at its meeting today.
The cuts come after a turbulent week across the globe, with the Coronavirus wiping billions off global markets.
Graham Cooke, insights manager at Finder, said the cut may not seem unprecedented now, but a few days ago it did.
"What a difference a week makes,” Cooke said.
"To put in perspective how improbable this all is, last Friday, oddsmakers placed the chance of a 25-basis-point cut as less likely than when 15-year-old Coco Gauff beat Serena Williams in the first round at Wimbledon in 2019", Cooke said.
“Nobody saw this coming,” Cooke added.
AMP Capital's chief economist Shane Oliver predicted the cut, and he doesn't believe it will be the only cut in 2020.
“The coronavirus outbreak coming on the back of the bushfires is likely to see the economy go backwards this quarter which in turn is likely to push unemployment up further after the rise to 5.3% seen in January.
“Growth should rebound in the March quarter but given…we are so far from full employment and the inflation target, the RBA is likely to cut the cash rate again in the months ahead," Oliver said.

CoreLogic's head of research Tim Lawless said the result was widely expected considering the downside impact of coronavirus on the Australian economy, as well as household sentiment.
"The cut also comes as inflation remains well below the RBA target range, labour markets hold plenty of slack with an underemployment rate of 8.5 per cent, and wages growth tracks at a near record low of 2.2 per cent.
"Lower interest rates would normally be a catalyst for an acceleration in housing demand and value growth, however there is less certainty that this will add fuel to the housing market in the current economic climate. 
"This is partly because the latest rate cut is unlikely to be fully passed on to mortgage rates. 
Lawless says a low cash rate, coupled with concerns around the global spread of coronavirus, has the potential to spook consumers and drag confidence lower.
"Buying or selling a home is a high commitment decision; if consumer confidence slips further from already low levels, we could see Australian households sit on their hands rather than decide to buy or sell, which would weigh on market activity. 
"Since the rate cutting cycle began in June last year, housing markets have responded swiftly and positively.
"The CoreLogic national home value index increased 7.9% from June to the end of February. 
"Considering the housing sector has been one of the few positive areas of the Australian economy, a slowdown in housing market conditions could add to the downwards pressure on economic growth that is expected over coming months as key industry sectors such as tourism, education and commodity exports are impacted by the coronavirus outbreak.
