Apartment buyers in New South Wales are set to gain a decade of insurance-backed protection against major building defects, after the NSW Parliament passed the Fair Trading and Building Legislation Amendment Bill 2026.&nbsp;

The Bill establishes decennial defect insurance, known in the market as Latent Defects Insurance (LDI), as an alternative to the existing two-year strata building bond. It cleared the Legislative Council with amendments on Tuesday evening (August 4, 2026), with the Legislative Assembly agreeing to those amendments shortly after.

Under the reform, eligible developers can satisfy their statutory bond obligation by taking out an approved decennial-style policy that gives owners 10 years of cover for major structural defects from completion, claimable directly, without first having to pursue developers or builders through costly legal action.&nbsp;

The change forms the final tranche of amendments arising from the 2021 statutory review of the Strata Schemes Management Act 2015 and related legislation.

Resilience Insurance, which originated the cover in Australia and has delivered it in NSW since 2022, welcomed the passage and credited the NSW Government for delivering it.

“This is protection apartment buyers have needed for a long time, and the credit for delivering it belongs to the NSW Government,”&nbsp;said Corey Nugent, CEO of Resilience Insurance.

“Minister Chanthivong and his team have shown real leadership in replacing an outdated two-year bond with cover that matches the lifespan of the buildings people are buying into. Reform like this is what good, evidence-based regulation looks like.”

Resilience has delivered LDI in NSW since 2022, protecting thousands of apartments, giving the State, and now the country, real-world evidence of how decade-long, no-fault protection works in practice.

The reform also places NSW within a wider national shift.

NSW is the third jurisdiction to put decennial cover into law. The ACT legislated for it in 2024, with the scheme taking effect in late 2025, and Victoria passed its own framework on 17 June. Between them, the three cover the majority of Australia's apartment market.

The reform commences once the legislation is proclaimed, which is expected in the coming weeks. From that point, developers of Class 2 residential apartment buildings can meet their statutory obligation with an approved decennial policy in place of the bond.

Buyers who purchased into projects that took out the cover early are among the first in the country to take keys to apartments carrying decade-long structural protection.

“With the legislation passed, the focus now turns to making it work for buyers,”&nbsp;Nugent said.

“There are already thousands of apartments in NSW covered by this insurance, bought by developers who moved early. The question every buyer should be asking in a display suite is a simple one: does this building come with 10-year defect cover, and who stands behind it?&nbsp;

“We look forward to working with the Government and the Building Commission in coming weeks as the framework moves to implementation, and to sharing what we have learned over the past four years so the protection reaches owners as smoothly and quickly as possible.”

Other states are working through their own reform programs. Western Australia has indicated that decennial cover is within consideration a later stage of its reform sequence, and Queensland has been examining the settings as it looks at the development pipeline ahead of the 2032 Olympics.

Resilience Insurance acknowledges the NSW Government’s continued focus on strengthening consumer protection while supporting housing delivery across the State.

NSW parliament passes 10-year defect insurance laws for new apartment buyers

Builder-developer <a href="https://www.apartments.com.au/developers/mcnab-developments">McNab</a> has wasted little time reshaping one of South Brisbane's most significant undeveloped apartment sites after acquiring the property earlier this year.&nbsp;

McNab has lodged plans to scrap an existing approval for two 30-storey towers and instead deliver a single 28-storey residential building, preserving part of the site for a future development opportunity.

The proposal, lodged over <a href="https://www.apartments.com.au/new-apartments/64-peel-street-south-brisbane-qld-4101">64 Peel Street and 9 Cordelia Street</a>, is for a residential-led mixed-use development comprising 124 apartments above a landscaped podium, alongside a boundary realignment that preserves part of the land for a future residential project.

Designed by <a href="https://www.apartments.com.au/architects/hayball">Hayball</a>, the development will deliver 119 two-bedroom and five three-bedroom apartments across 23 residential levels. A five-level podium will accommodate 135 car spaces, while the ground floor will include a 66 sqm commercial tenancy, an activated residential lobby with work-from-home spaces, and a publicly accessible landscaped plaza linking Cordelia and Peel streets.&nbsp;

Communal amenities will span Level 6 and the rooftop, including indoor and outdoor recreation spaces, a swimming pool, barbecue facilities, kitchen and dining areas, lawn space, sauna, steam room and yoga facilities.

The application also proposes a boundary realignment to create a standalone 1,290 sqm development lot while retaining an adjacent parcel for future redevelopment, allowing the balance of the site to contribute additional housing over time.

Hayball said the architecture has been shaped by the site's elevated corner position at the intersection of Peel and Cordelia streets and Brisbane's subtropical climate.

The design incorporates generous landscaped setbacks, a masonry podium wrapped with planting, large north-facing balconies, and a slender tower profile intended to maximise natural light, cross ventilation and long-range views. The rooftop has been conceived as a wellness-focused retreat overlooking Brisbane, with amenities positioned to capture views towards Mount Coot-tha and the CBD.

The planning submission positions the proposal as a response to both changing market conditions and Brisbane's Kurilpa Sustainable Growth Precinct planning reforms.

McNab acquired the site after the previous approval was granted, with the existing scheme no longer reflecting current residential market demands, economic conditions, construction challenges, construction efficiencies or the quality of development outcome now being pursued, the planning report noted.

McNab continues to expand its residential development pipeline across Brisbane and the Gold Coast. The developer recently launched The Tannery in West End, securing more than 60 per cent of apartments before the project's public release. It is also delivering Elements Budds Beach in Surfers Paradise and Lucia Highgate Hill, an eight-apartment boutique development overlooking the Brisbane River.

A steeply sloping Bellevue Hill site is set to accommodate a new mid-rise apartment development, with plans lodged for 20 homes that respond to the site's dramatic topography.

The proposal for the consolidated land at <a href="https://www.apartments.com.au/new-apartments/138a-140-bellevue-road-bellevue-hill-nsw-2023">138A-140 Bellevue Road</a> has been designed by Sydney architecture practice Common Office, which has used the site’s substantial fall to distribute the building’s scale and unlock 20 apartments without presenting the full height to the street.&nbsp;

“The unique design strategy leverages the site’s substantial topographical fall to facilitate increased density, presenting a seven-storey profile to Bellevue Road while rising to 10 storeys at the rear,” Common Office said in its architectural design report.

The apartment mix spans one, two, three- and four-bedroom residences. Four two-bedroom apartments are designated as affordable housing, while the plans also include two adaptable dwellings. The mix is majority three-beds, with the typical three-bed apartment offering around 144 sqm internally, with balconies of around 15 sqm.

The affordable housing component represents 15 per cent of the residential floor area and allows the project to access additional height and floor space under the NSW Government’s in-fill affordable housing provisions. The site also falls within the inner area of the Low and Mid-Rise Housing Policy because it is within 400 metres walking distance of Double Bay Town Centre.

Common Office has arranged the building around a masonry podium and a lighter upper volume, drawing on two recurring elements of Bellevue Hill’s established architecture: sandstone bases and the vertical proportions of local Inter-war Art Deco apartment buildings.

“The proposal is governed by a holistic design language that reconciles the solid horizontal masonry of the neighbourhood’s podiums with the elegant verticality of its Art Deco heritage,” the architect said.

“The building maintains a consistent rhythmic logic utilising deep recesses and a sophisticated material transition to break down the 10-storey scale into a series of articulated, human-scale volumes.”

Large-format sandstone tiles will define the lower levels, establishing a robust base that negotiates the change in elevation from Bellevue Road. Above, red-tinted precast concrete frames, recessed balconies, anodised aluminium screens and expanded metal details will create a more vertically expressed façade. Integrated planter beds will introduce greenery across balcony edges and recessed sections of the building.

The elongated northern façade has been divided into three recessed vertical masses to reduce its perceived length. Triangular window elements and metal privacy screens reference the geometry of nearby Art Deco buildings while controlling overlooking toward surrounding homes. The southern elevation will incorporate further privacy screening, landscaped edges and deep balconies to maintain light and ventilation.

Private and communal landscaping is distributed throughout the development. A landscaped garden apartment is positioned within the lower portion of the site, while a communal terrace on Level 5 will include a central timber deck, barbecue facilities, resident planting plots and areas for outdoor dining and informal gatherings.

Common Office described the terrace as an elevated sanctuary designed to capture district views and sunlight. Its planting strategy incorporates endemic species associated with the Eastern Suburbs Banksia Scrub, extending the landscape vertically through the building and providing habitat for local flora and fauna.

A second communal outdoor area is proposed at roof level, with built-in seating, paved gathering areas and perimeter planting.

"The architectural form draws from the fluid nature of the Brisbane River, with a curved and undulating tower form that creates a varied architectural edge and avoids a conventional rectilinear tower expression."

The podium has also been designed as an architectural feature rather than a conventional parking structure, with cascading planting, screening and natural-toned materials softening its appearance. Resident parking is elevated above ground level to address the site's flood constraints, while habitable apartments sit above flood planning levels. Upper-level communal facilities are designed to accommodate shelter-in-place arrangements during major flood events.

At street level, a landscaped forecourt and approximately 345 sqm of publicly accessible open space along Montague Road are intended to improve the pedestrian experience while activating the building's frontage.

The development will provide 163 car spaces, including 152 resident bays and 11 visitor spaces, together with 144 bicycle spaces incorporating resident storage, visitor parking, bicycle maintenance facilities and e-mobility charging infrastructure.

The site sits within one of Brisbane's fastest-changing inner-city precincts, less than two kilometres from the CBD and within easy reach of South Bank, West End, the Queensland Cultural Centre and extensive public transport connections. The Kurilpa Sustainable Growth Precinct planning framework is encouraging higher-density residential development to help meet Brisbane's housing supply targets while supporting walkable, transit-oriented neighbourhoods.

Settlement is expected to occur in Q1 CY2020. The A-grade office tower was purchased in December 2014 for $45.1 million.

Centuria sells Parramatta office tower for $105 million

The NSW Government have approved two new office towers to be located above the future Martin Place Metro Station.
Premier Gladys Berejiklian, planning and public spaces minister Rob Stokes and minister for transport Andrew Constance announced the approval of a 39-storey office tower (pictured below) above the northern entrance of the under-construction Metro Station and a 29-office storey tower (pictured top) above the southern entrance.
Ms Berejiklian said the towers will create more than 2500 jobs during construction, and house nearly 9000 office, retail and hospitality workers once complete. 
“Sydney is Australia's only truly global city and developments like this continue to elevate our status,” Ms Berejiklian said.
“The Martin Place development is a win for the community and a win for taxpayers, with Macquarie Group helping pay for the metro station build as part of the deal.”

Mr Stokes said the integrated station and towers is a great example of well-designed development being built in the right areas.
“These towers, which underwent a rigorous assessment by the Department and an independent design review panel, will enhance Martin Place’s position as a jobs and transport hub in the heart of the CBD,” Mr Stokes said.
“The new metro precinct will connect the existing T4 line with the Sydney Metro and will include shops, restaurants, offices and connections to Hunter, Elizabeth and Castlereagh Streets for commuters and workers.”
Mr Constance said construction of the towers will happen at the same time as the new Martin Place Station is being built underground, with the buildings to be completed in time for the Metro line’s opening in 2024.
“Once completed, the Metro will connect metro rail services from Chatswood, through a new line under the harbour and city, to Sydenham, where they will run on the existing Bankstown Line.”

Green light for Martin Place metro office towers

The plans for a new $300 million commercial project in the heart of Adelaide’s CBD have been revealed.
Located on the corner of Pirie Street and Freemasons Lane, on the former Planet Nightclub site, 83 Pirie will introduce approximately 30,000 square metres of A-grade office space.
The building, designed by Woods Bagot and developed by Cbus Property, will span 17 levels of office, as well as a 300 square metre rooftop terrace, an onsite wellbeing lifestyle centre and 365 square metres of ground plane retail.
The project will also have features such as electric car charging stations and of-trip facilities.

Plans revealed for new $300 million Adelaide CBD office project

Lendlease has officially opened Australia’s tallest engineered timber office building, 25 King in Brisbane.
Designed and manufactured by Lendlease and sold to IIG, the ground floor plus nine-storey timber commercial tower features open and flexible office spaces.
Global engineering firm, Aurecon, has committed to 6,500 square metres on a 10-year lease and currently occupies 43.5% of the net lettable area, with IIG working with Lendlease to secure new tenants for the remaining office space.

National construction group, Built has announced the sale of its Sub Station No.164 development at 183-185 Clarence Street in Sydney to global real estate investment group, TH Real Estate.
TH Real Estate have made the $180 million deal for the FJMT designed development on a fund-through basis with Built undertaking the construction of the project.
Built will also become the anchor tenant, pre-committing to lease four floors for its new Sydney head office to showcase the group’s experience across development, construction and managing complex heritage sites.
Brett Mason, Built Managing Director said “Sub Station No.164 is unlike any other development in Sydney right now in creating what we clearly see as heritage development of the future” he said.
“We’ve already had strong enquiry on the leasing front that clearly talks to the quality and rare opportunity presented by this development and we look forward to working closely with TH Real Estate to bring our clear vision to a reality,” he said.

TH Real Estate acquires Built’s heritage development in Sydney

After more than two years of construction, 100 Mount Street, North Sydney has reached its highest level, marking a significant milestone. for this landmark building.
100 Mount Street is a 35 Level, new-generation office building spanning 42,100 sqm that has become the tallest commercial tower on the North Sydney skyline.
The development will adopt the latest in smart building technology.
The development is owned by Dexus and Dexus Wholesale Property Fund and is being built by Laing O’Rourke, who are also an anchor tenant. The development has attracted interest multiple businesses, including NBN Co, and is 63% leased ahead of the expected completion in early 2019.
The development is estimated to bring around 4,000 workers to the North Sydney CBD.
Laing O’Rourke’s Australia Hub Managing Director, Cathal O’Rourke, said, “the building adopts a number of sustainability initiatives, including a double skin façade, that will enhance customer comfort and significantly reduce energy consumption.”
Trent Zimmermann MP, Member for North Sydney said, “the construction of this landmark building reinforces Sydney’s global reputation as one of the most dynamic growth cities of the world, providing benefits to the public and the economy, including healthier built environments, energy efficiency and employment drivers.” 
The Member for North Shore, Felicity Wilson MP, also attended the ceremony saying, “100 Mount Street is a symbol of the continued strength of the NSW economy. The Government is investing in critical infrastructure that will provide new connectivity benefits to the workers at 100 Mount Street, with the nearby new Victoria Cross Metro Station making commuting and doing business easier.”

North Sydney's tallest commercial building has topped out

GDI Property Group has moved to sell 50 Cavill Avenue following its completed refurbishment.
They have secured a 97 percent occupied office tower with lower leasing incentives than other major centres.
Comprising an NLA of 16,625sqm over 22 levels with 446 secure car parks, the tower is the Gold Coast’s largest A-grade office building.
It hosts many groups including but not limited to the Mantra Group, Regus, Nine Network Australia, Ray White Group, Bell Potter, PWC and McCann World Group, as well as CBRE’s Gold Coast headquarters.
Following its purchase of the tower in 2016, GDI Property Group completed several renovations, including new energy efficient air-conditioning, high speed destination control lifts, ground floor retail and end of trip facilities.

CBRE have an expressions of interest campaign for the corporate tower.
Investors are being told it offers both the benefit of continued rental growth and low future capex requirements given the limited competition of A-grade commercial space in the strengthening Gold Coast market.

Gold Coast's largest A-grade office building hits the market

A $28 million office block is proposed for 4-6 York Street, Sydney.
The proposal also includes additions and alterations to 341 George Street.
The 13 storey office building Candalepas Architects-designed proposal is an integrated development under the Heritage Act 1977 proposed by the Cheng family patriarch Tony Cheng, who runs NGI Investments.
The site of the former Bank of NSW Head Office, which cost $57 million in 2002, is historically significant as the location from 1853 to 1970 was the principal office of Australia's first and largest private bank.

The building's official opening was held on Saturday 19 March 1932— the same day as the Sydney Harbour Bridge opened.
The building reflects the period of commercial optimism that preceded the Great Depression and with the prominent architectural firm of Robertson &amp; Marks who have worked on the building since its construction.

341 George Street (below) is aesthetically significant as a substantially intact example of the Inter-War Commercial Palazzo style. It contains a richly detailed Banking Chamber, which is still in use as such (although reduced in scale), with original fittings, furniture and extensive finishes of marble, scagliola and pressed metal.

The new building will be physically connected to the existing building at 341 George Street, and there will be access between most floors of the two buildings which will necessitate some alterations to the existing building.
The building at 341 George Street is of state heritage significance. The 4–6 York Street site is not heritage listed.
The allotment at 4–6 York Street and the building at 341 George Street are located on a city block bounded by George Street, Wynyard Street, York Street and Barrack Lane.

Martin Place is directly opposite George Street to the east, and Wynyard Park is located to the north across Wynyard Street.
The site is significant for its landmark qualities and together with the adjoining former CBC Bank Head Office (343 George Street) it terminates the western vista of Martin Place and forms part of the significant precinct of historic public and private commercial buildings near the junction of Martin Place and George Streets. 
The site was originally part of the military barracks and was sold into private ownership in 1850. By 1882 it appears to have been developed into part of Sydney’s growing commercial district. 
The Bank of New South Wales, the oldest corporation of its kind in Australia, was founded in Sydney in 1817.

The building remained the Head Office of the Bank of New South Wales until 1970, when the continued growth of the Bank has again made a larger head office building necessary.
After 117 years on the site the operation moved to a newly erected high-rise building, 60 Martin Place, on the corner of Macquarie Street.
In 2002, Westpac Banking Corp sold the site (341 George Street and 4–6 York Street) to NGI Investments.

In October 2006, the Westpac Bank was temporarily closed to allow for the conservation and upgrading of its premises, which included the restoration of the original floor, walls, ceilings and screens on the ground and first floors. The bank reopened in April 2008.
Currently the Westpac Bank continues to occupy the basement, ground and mezzanine levels. 
The allotment at 4–6 York Street has remained largely vacant since the bank acquired the land in 1934.

It was in 1850 when two allotments of the old barracks site were purchased at the corner of Wynyard and George Streets by Felix Wilson, Donald Larnarch and Robert Campbell at a cost of 1410 pounds.
They were buying on behalf of the Bank of New South Wales in preparation for the building of a new head office.

The further continual growth of the bank’s business, which was a result of the goldrushes in Victoria and New South Wales, necessitated still further space.

The architectural plans were prepared by Robertson and Marks. 
Early photographs show that the banking chamber had an attractive tiled floor and rich wood panelling. There were fluted columns with Corinthian capitals and a big clock in ornate wooden case on the southern wall. 
Business continued to expand and just before the First World War 341 George Street once again began to feel cramped.
According to Board minutes in 1913 the Board was considering the erection of a new high-rise building on the site to exploit its prominent position and to take advantage of the 150-feet construction height limit.
It was at this time that the Bank purchased three adjoining sites on Wynyard Street, but such matters as further extension were forgotten in the events of 1914–1918.
In the course of the war no fewer than 40 per cent of the Bank’s male staff was enlisted in the services.
In May 1925, the Board resolved that a new head office should be built. It was also decided that an Australian architect should be employed and that the building be of similar style of architecture to that of the Equitable Buildings in Sydney and Melbourne. 
The Commercial Banking Company of Sydney had then reached the final stages of the construction of its own Head Office, and the Bank of NSW Board resolved that the new building should be of the same height as its neighbour.

In July 1925, the firm of Robertson &amp; Marks was again asked to supply plans.
In 1927 the Board resolved that the tender of Howie, Moffat &amp; Co. Ltd. for the erection of the premises for the sum of £551,379 be accepted.
The existing building at 341 George Street was erected in two stages to allow banking operations to continue. Demolition of the western section of the old premises commenced on 27 August 1927.
In 1934 the Bank purchased more land fronting Wynyard and York Streets (4–6 York Street). The building that had previously occupied the site had been demolished in the 1920s, but the Bank did not build on the area. Since then the allotment at 4–6 York Street has remained substantially undeveloped.

The United States Consulate rented premises in the building from the 1930s to 1970. During World War II, U.S. General Douglas Macarthur used the Board Room for staff meetings. According to notes in the Westpac Archives it was also the scene of an occasional Court Martial.

The earlier phase of occupation relating to the 1840s Military Barracks is likely to be significant.
It is known that the barracks were demolished and the salvageable building materials sold; however, there is still some potential for footings and occupation deposits to survive.
The archaeology of this site may have the potential to demonstrate information about the use of the barracks not otherwise documented.
Remains from this early period use of the site are therefore likely significant for both their historical values and their research values.

It appears from the archival photography that the construction of the railway tunnels under the western part of the site involved drilling through the rock below the site and not excavation from above. Thus, there is potential for archaeological remains and deposits surviving on the western part of the study area. Former Westpac heritage-listed headquarters set for revitalised office complex on George Street

Mirvac’s flagship Sydney commercial development, the EY Centre at 200 George Street, has won the SAS International Award for Best Office Development at the Property Council of Australia’s 2018 National Innovation &amp; Excellence Awards.

Award-winning architects Francis-Jones Morehen Thorp (FJMT) designed a distinctively sculptural, 37-storey building that employs a world-first timber-and-glass closed cavity façade system giving it a unique appearance – an instantly recognisable structure defined by its shimmering, organic, golden-hued curves.

It is also Australia’s first fully LED lit building, resulting in reduced power consumption costs, lower maintenance cycles and a reduction of landfill.
Automated timber blinds, combined with vertical timber shading elements and three layers of performance glazing, combine to create an advanced environmental skin.  
This unique system, the first of its type in Australia, adjusts to external factors and occupant preference.
Mirvac have their HQ in the building on level 28.
Their offices achieved Australia’s first Gold WELL rating from the International WELL Building Institute in 2017.

Mirvac wins Best Office Development Award for EY Centre

Lendlease has lodged approval for a new precinct and office tower on George and Pitt street in the heart of Circular Quay.
The development application proposes a 55-storey premium grade office tower, Circular Quay Tower, with a mixed-use podium, retail-lined laneways and a new hospitality offering at Jacksons on George.
The proposal offers a range of public benefits with more than 45 per cent of the precinct dedicated to community infrastructure being delivered for the City of Sydney, including George Street Public Plaza, Rugby Place Public Plaza, a Public Cycle Facility, public art and a three-storey community building.
Mark Menhinnitt, managing director of urban regeneration, said the proposed design is a major win for Sydney as it looks to find new ways to reinvent spaces in the CBD.
“In collaboration with the City of Sydney and Foster + Partners, we have developed a scheme that opens the ground plane to create as much community infrastructure as possible,” he said.
“Circular Quay has long been a renowned attraction in Sydney. Our ambition for this project is to create a place that workers, visitors and the surrounding community love.
"We want to create a place that people are drawn to – from retail-lined laneways and public plazas to a landmark tower worthy of its prime location.”
World leading architect firm Foster + Partners was chosen to progress the design of the tower which could become Sydney’s tallest office building with 55 storeys and a height of up to 263 metres, with its architectural roof feature.

Gerard Evenden, senior executive partner at Foster + Partners, said they had considered everything in the design – from the tower’s scale and floorplates to the amenities and technology – to provide flexibility, connection and wellbeing for tenants’ workers.
“With many levels boasting spectacular views of Sydney’s landmarks, the tower will encompass functionally flexible open space floorplates that enjoy north facing workspaces,” said Mr Evenden.
The company’s sustainable approach to architecture aligns closely with Lendlease’s sustainability principles, with the entire precinct targeting 6 Star Green Star certification and a 5 Star NABERS Energy rating.
The development application, which is subject to approval by the Central Sydney Planning Committee, is now on public exhibition. Consent has been granted for the demolition development application for the site. Early works are underway with demolition expected to start soon.
In December 2016, Lendlease confirmed Ping An Real Estate and Mitsubishi Estate Asia as development partners.
