Melbourne developer <a href="https://www.apartments.com.au/developers/pdg-corporation">PDG</a> has unveiled its vision for the former Water Tank Site in Ivanhoe, which would see it transformed into a thriving residential neighbourhood, complete with a 2000 sqm public park.&nbsp;

Delivered in partnership with <a href="https://www.apartments.com.au/developers/development-victoria">Development Victoria</a>, the proposal would transform the prominent corner of Bell Street and Upper Heidelberg Road into a connected community comprising two residential buildings, generous public open space and shared amenities.&nbsp;

The vision includes 287 one, two and three-bedroom apartments, with a minimum of 10 per cent allocated to affordable housing, alongside a 2,000-square-metre publicly accessible park featuring a children's playground, activity lawn, indigenous planting, timber climbing logs, seating areas and a rock gathering circle.&nbsp;

Designed by <a href="https://www.apartments.com.au/architects/dko-architecture">DKO Architecture</a>, the proposal draws on the site's industrial heritage, using a robust architectural language that references the former water tank through expressive structural elements and durable, self-finished materials.&nbsp;

Extensive landscaping has been woven throughout the development, creating a living landscape that strengthens connections to nature while responding sensitively to the surrounding neighbourhood. Two residential buildings ranging from three to 12 storeys are linked by a landscaped forecourt, creating a welcoming arrival experience and improving pedestrian connections through the site.&nbsp;

Residents would also enjoy more than 1,000 square metres of communal open space, including barbecue and dining facilities, vegetable gardens, landscaped seating pavilions and a dedicated coworking space.&nbsp;

PDG Founder and Managing Director Vince Giuliano said the vision reflected an opportunity to transform one of Ivanhoe's most recognisable sites into a place that balanced housing, community and landscape.&nbsp;

"This is an opportunity to reimagine an important site and create a neighbourhood that delivers lasting benefits for Ivanhoe," Giuliano said.&nbsp;

PDG was selected as development partner in late 2025 following a competitive tender process.&nbsp;

A planning submission for the project is currently being progressed through the Victorian Government's Development Facilitation Program, with positive early engagement from both Banyule Council and the Department of Transport and Planning.

PDG unveils plans to transform landmark Ivanhoe Water Tank Site

Shane Wilkinson's <a href="https://www.apartments.com.au/developers/pace-development-group">Pace Development Group</a> has lodged plans for a major residential precinct on the former Presentation College site in Windsor, with an eight-building masterplan ultimately rising to 10 storeys.

The proposal at <a href="https://www.apartments.com.au/new-apartments/167-dandenong-road-windsor-vic-3181">167–187 Dandenong Road</a> spans a substantial 19,027 sqm site and is being progressed across six stages, with the first residential stages comprising 170 homes across four buildings designed by <a href="https://www.apartments.com.au/architects/cera-stribley-architects">Cera Stribley</a>.

Stage Two will deliver the bulk of the initial housing, with Building A comprising 81 apartments and Building B 49 apartments, both rising to six storeys.

Stage Three will deliver a further 40 homes. The heritage Nagel Building, identified as Building C, will be converted to 12 dwellings, while a new five-storey Building D will comprise 28 apartments at the Hornby Street and Dandenong Road corner.

The longer-term masterplan points to considerably greater density across the site.

Indicative plans show Building E accommodating around 80 dwellings across up to 10 storeys, while Building F is earmarked for around 120 dwellings and also up to 10 storeys. Building G is planned to range between four and 10 storeys, however its apartment yield is yet to be determined. That means the masterplan currently identifies at least 370 dwellings across Buildings A to F before any apartments within Building G are counted.

Across the 1.9-hectare site, that represents an indicative density of at least 194 dwellings per hectare, with the final figure to increase once the yield of Building G is established.

Pace is pursuing the project through the Victorian Government's Development Facilitation Program, with Urbis lodging a combined Section 96A planning scheme amendment and planning application on behalf of the developer, which secured the site earlier this year.

The application seeks detailed approval for Stages One, Two and Three, alongside approval of the broader masterplan framework that will guide the later residential stages. Stage One will see an existing heritage building adaptively reused for a wellness and fitness-related facility, while the broader precinct will retain several significant heritage buildings and established trees as part of the redevelopment.

A minimum 10 per cent affordable housing contribution is proposed across both the initial residential stages and the later masterplan stages, delivered through a discounted rental model.

The project comes immediately after a major change to the site's planning controls.

The site was rezoned to the Housing Choice and Transport Zone through Planning Scheme Amendment GC285, gazetted on July 22, 2026, and now sits within the inner catchment of the Windsor Station precinct under the State Government's Train and Tram Zone Activity Centres Program.

While the new controls identify large sites within the inner catchment for buildings of up to six storeys, Pace's masterplan pushes height to 10 storeys in parts of the site, with the taller buildings concentrated toward the centre and along the Sandringham railway corridor.

Lower-scale built form is proposed toward the site's more sensitive residential and heritage edges, with Buildings A and B generally stepping from three storeys at their interfaces to six storeys at upper levels.

Cera Stribley's masterplan breaks the development into a collection of separate buildings rather than a continuous built form, with landscaped spaces, new pedestrian links and a new publicly accessible road forming part of the precinct.

The planning report says the development will create new pedestrian connections to Elm Place and along the railway corridor, as well as a new publicly accessible road linking Elm Place with Dandenong Road. The proposed buildings will occupy around 54 per cent of the site, leaving a substantial portion available for landscaping, communal areas and permeable surfaces.

Urbis said the scale of the project reflected the site's strategic location close to Windsor Station, tram services and the Chapel Street Activity Centre, with the former school campus identified as a significant opportunity to increase housing supply on an underutilised inner-Melbourne site.

<a href="https://www.apartments.com.au/developers/mosaic-property-group">Mosaic Property Group</a> has recorded 134 sales worth just over $400 million in two months of pre-release activity at The Riversdale, as the developer brings its $750 million South Brisbane riverfront project to the broader market.

The sales represent more than 60 per cent of the project's 213 apartments, with Mosaic reporting the majority of purchasers have been local owner-occupiers and downsizers.

Lender, fund manager and apartment developer Princeton has completed <a href="https://www.apartments.com.au/buildings/marque-rockdale-602-608-princes-highway-rockdale-nsw-2216">Marque Rockdale</a>, the first new apartment development in South Sydney to provide its owners with a 10-year Latent Defects Insurance policy, the most comprehensive insurance available for a new apartment building.

The policy has been a key consideration for prospective purchasers of the 58 one-, two-, and three-bedroom apartments, strategically located between&nbsp;Rockdale Plaza and Rockdale Station.&nbsp;

FLAMBOYANT financier and debt collector Jim Byrnes’ former abode has hit the market in Bellevue Hill.
It is the address where bullets were fired into the five bedroom family home in 2012 in a dramatic midnight drive-by shooting. The home has been in the 15-year ownership of his downsizing wife Gina, who paid $4.5 ­million.
The glamorous F. Glen Gilling-designed 1928 house was bought in 2004 from the P &amp; O director Terry Tzaneros and wife Anne.
The reports of the 2012 drive-by noted three bullets were fired into the home, with one lodging in a wardrobe, missing Byrnes’ daughter’s head by only 30cm. No one has ever been charged over the shooting, but Byrnes told a 2014 Federal Court hearing that the shooting happened four hours after he had a heated argument with business associates.

Nine Entertainment reported it had failed to find a buyer over the summer break when it had been listed off market.
Anonymous sources confirmed buyers were being quietly chaperoned through the couple’s Cranbrook Road residence ever since November.
Perkins and his wife Marguerite now seek $10 million publicly through Sothebys at its <a href="https://www.realestate.com.au/property-house-nsw-bellevue+hill-130379578" target="_blank">March 4 auction</a>.
Their contemporary looking 2007 home was built by renowned master builder Peter Dunkley.
It sold at $8.1 million in 2007.

The Christchurch born lifeguard has bought a home in Rose Bay.
He's letting go of his Bellevue Hill apartment (above and below) that he bought when he moved to Sydney four years ago from New Zealand.

Reid paid $725,000 for what was then a two bedroom Victoria Road apartment in a 1950s tightly held block of 12 on the dress circle Victoria Road.
Reid has reconfigured and renovated the apartment himself, turning into a large one bedroom apartment with fresh interiors. He renovated the kitchen and added new wooden flooring.
Raine &amp; Horne Double Bay agents Paula Simoes and Ric Serrao are marketing the apartment with a $780,000 guide for its February 14 auction.
Reid has previously spoken of his love for living in Bellevue Hill.

"Since I'm around a lot of people at work down on the beach, it's nice to have some time to yourself," he said.

The executive chairman of News Corp Australasia, Michael Miller has bought back in Bellevue Hill, highlighting the trend of locals taking the opportunity to upgrade in the escalating market downturn.
The acquisition of a recently completed post-Modern Luigi Rosselli-designed home was secured by the Miller family before its scheduled mid-December auction.
The five bedroom Halas swimwear family home sale was among the significant Bellevue Hill sales in the latter part of 2018 which saw prices moderate, yet secure a $58 million record paid for Rona (top), which snared the top mantle from nearby Leura which had sold for $30.8 million in 2015.
Rona had been on the market for two years before being sold in August by the property developer Terry Agnew.
The Rona buyers were locals, Jacqui and Richard Scheinberg, who following the purchase of the Victorian Rustic Gothic Revival mansion, then <a href="/news/ronas-buyer-quickly-sells-in-bellevue-hill">quickly sold their Victoria Road home</a> after asking $16 million.
The suburb's second highest sale during 2018 was the <a href="/news/max-brenner-chocolate-boss-sells-to-chinese-buyers-in-bellevue-hill">Victoria Road home of Tom Haikin</a>, the former franchisee of Max Brenner Australia, and wife Lily, who secured $30 million.
The third was the <a href="/news/the-hordern-house-at-bellevue-hill-sells">Hordern House, which finally found a $21.25 million buyer</a>. It was bought by Rothschild Australia chief executive Marshall Baillieu, of the Melbourne establishment Baillieu family, and wife Michelle.
Victoria Road's <a href="/news/john-schaeffers-bonnington-bellevue-hill-sells-at-loss">Bonnington, which sold for $20.32 million</a>, was the suburb's fourth highest price. It had traded for $20.5 million in mid-2017.

The Miller's had sold in early spring on nearby O'Sullivan Road.
The Hemmes clan were among the many interested parties who had sought their quaint Georgian-style cottage at its hotly contested, onsite September auction which fetched a bullish $6,575,000.
The $18.6 million sale by Anthony Halas, the former chief executive of the swimmer brand Seafolly fame and his wife, Andie was initially reported by the Wentworth Courier last month.
It reported there had been $20 million hopes for the award winning Luigi Rosselli-designed home that sits in William Dangar gardens.
It had only recently won the Master Builders Association award for the best renovation costing over $4 million.
The home with court and pool on around 1,600 sqm was offered by the Double Bay Ray White <a href="/news/ray-white-double-bay-founders-craig-pontey-and-michael-finger-sell-out-to-elliott-placks">agent turned managing director Elliott Placks</a>, who was marketing with colleague, Ashley Bierman with $20 million hopes.
The Halas family sold their stake in Seafolly in 2014 to LVMH, having became the world’s largest independent specialty swimwear brand.
The Miller's upgrade came as Bellevue Hill was declared the Sydney suburb with the highest median house values for 2018, according to CoreLogic.

Bellevue Hill notched up a $4,670,000 median value, according to CoreLogic's end of year report, with Vaucluse in second place with a median house value of $4,050,000
Bellevue Hill also had the highest median weekly advertised rents for houses at $2,500 per week.
The 2018 median price (above) in Bellevue Hill was down $646,000 - or 12 percent - from 2017 (below) when it sat at $5,300,000.

News boss buys back in Bellevue Hill as prestige market cools

The whisper quiet sale of the Bellevue Hill trophy home of Tom Haikin and his wife, Lilly whose Max Brenner’s Australian franchisee recently went into voluntary liquidation, has been officially registered.
It was bought for $30.5 million by Mu Li without any registered finance. The Li family have a luxury car Hong Kong dealership.
They recently sold for $7.5 million at Maroubra, which is where Haikin moved from in 2010 when paying $23 million for the 3000 sqm Victoria Road battle-axe home.
The property comes with its own tennis court.
