A new 25-storey apartment tower proposed for Mercer Street would push Geelong’s western gateway skyline higher, with Morphy Birrell Property Group lodging plans for a project directly beside one of the city’s most significant heritage streetscapes.

The <a href="https://www.apartments.com.au/architects/fk-australia">FK</a>-designed development at <a href="https://www.apartments.com.au/new-apartments/65-67-mercer-street-geelong-vic-3220">65-67 Mercer Street</a> has now been referred to Victoria’s Planning Minister. The site sits opposite the Geelong rail corridor and immediately south of the heritage-listed St Peter and Paul’s Catholic Church and Ashby Hall precinct.

Rather than compete with the neighbouring ecclesiastical buildings, the proposal adopts a sculpted podium intended to reference the materiality and scale of the heritage context. Planning documents note the design draws cues from the “dark stone brick” church and surrounding masonry buildings, while the tower above transitions into a softer, curved form oriented toward Corio Bay and the Geelong waterfront.

The development forms “Stage 5” of Morphy Birrell Property Group’s broader Mercer Street precinct strategy, following the completion of the 21-storey Miramar tower on Cavendish Street and several additional approved redevelopment stages nearby. Planning consultants Ratio said the proposal “represents an exemplary development outcome” aligned with the strategic ambitions for Central Geelong’s continued urban renewal.

The mixed-use project would replace an existing low-rise commercial building and surface parking area on the 3,320 sqm corner site. FK’s urban context report describes the proposal as a residential development comprising apartments, resident amenities, commercial space, and integrated landscaping positioned to maximise bay views and northern sunlight access.

Renders show a deeply articulated tower with curved balconies stepping above a lower masonry podium that frames a landscaped forecourt facing Mercer Street. The design intentionally preserves sightlines toward the adjacent church buildings, with the podium scaled to reinforce the heritage edge before the tower recedes upward.

The planning report highlights the site’s strategic location within 400 metres of key Geelong destinations including Cunningham Pier, the Geelong Station precinct, Deakin University, and the convention centre. Bus services run directly along Mercer Street, while the Corio Bay foreshore sits around 100 metres north of the site.

The proposal arrives amid accelerating redevelopment across central Geelong, where planning policy continues to encourage higher-density housing close to transport infrastructure and the waterfront. Mercer Street in particular has emerged as a focal point for taller apartment development due to its proximity to Geelong Station, the bay, and major civic infrastructure.

Development giant&nbsp;<a href="https://www.apartments.com.au/developers/hamton">Hamton</a> and joint venture partner Hostplus have revealed the next residential stage of their $3 billion Moonee Valley Park masterplan, lodging plans for 512 more apartments within the precinct on surplus racecourse land at 110 Wilson Street, Moonee Ponds.

The proposed development, dubbed&nbsp;<a href="https://www.apartments.com.au/new-apartments/trackside-house-110-wilson-street-moonee-ponds-vic-3039">Trackside Gardens</a>&nbsp;in the planning application, follows the <a href="https://www.apartments.com.au/news/vic/first-look-exclusive-hamton-and-hostplus-reveal-sixth-stage-of-moonee-valley-park-masterplan">recent unveiling of the sixth-stage Cox Place Precinct</a> and continues the long-running transformation of the Moonee Valley Racecourse into one of Melbourne’s largest urban renewal projects.

Positioned on the north-eastern edge of the racecourse adjacent to CityLink, Trackside Gardens will comprise three residential buildings rising between 61.8 metres and 86.4 metres within a heavily landscaped precinct shaped by Hamton’s Nature Based Cities framework.

The project forms part of the broader Moonee Valley Park redevelopment being delivered by Hamton, Hostplus and the Moonee Valley Racing Club, which is reshaping the 40-hectare racecourse site into a mixed-use neighbourhood with housing, retail, commercial space, hotels, parkland and community infrastructure.

Trackside Gardens sits separately to the recently proposed Cox Place Precinct, a five-building stage comprising around 1,100 residences, two build-to-rent buildings, two build-to-sell towers, retail, office space, and a hotel overlooking the racetrack. Together, the projects continue to accelerate housing delivery across the precinct.

“The architectural vision for the proposed development centres around buildings in a botanical park setting that champions the important role of nature,” the planning submission states.

“The proposal incorporates principles of biophilic design, with landscape and environmentally sustainable development influencing the ultimate design response of the buildings and prioritising the ground plane to ensure a high amenity for both occupants and visitors.”&nbsp;

Trackside Gardens will deliver 512 apartments across the three buildings, alongside 518 basement car spaces and 523 bicycle spaces. Around 20 per cent affordable housing is proposed across the broader North East Precinct, equating to around 158 dwellings.&nbsp;

The affordable housing component will be concentrated within the Wilson East building, while the remaining apartments are expected to be delivered as build-to-sell residences.

Trackside Gardens has been designed around Hamton’s Nature Based Cities initiative, founded by Executive Chair Paul Hameister OAM in partnership with the University of Melbourne, Urbis, Ark Resources and Tract. The initiative promotes integrating higher-density urban development with significant biodiversity, tree canopy and landscape outcomes.

Planning documents state the development is targeting a 5 Star Green Star Buildings rating, a 7.5-star average NatHERS rating, and “Exemplary” Nature Based Cities certification.&nbsp;

The proposal joins an expanding pipeline of approved and proposed buildings within Moonee Valley Park, including the recently launched Eveline apartments and the approved Grandstand North and South towers.

The <a href="https://www.realestate.com.au/property-house-nsw-bellevue+hill-132322490" target="_blank">distinctive curved home</a> was originally built in the 1960s by architect Frank Fox.
It was later renovated and remodelled by Tzannes Associates in collaboration with interior designers Juliette Arent and Sarah-Jane Pyke of Arent &amp; Pyke Interior Designs.
Landscape design guru William Danger lent his hand to the 940 sqm Victoria Road gardens.

Oculus went on to win a Commendation in Residential Architecture Houses at the NSW Australian Institute of Architecture Awards following the works.
"Bellevue Hill residence as reimagined by Tzannes Associates explores the existing potential of a distinctive, perhaps even iconic, 1960s Frank Fox house," the jury citation read.
"It embraces its eccentricities and deftly resolves its many compromises and shortcomings to create a home suitable for 21st century living."
"The jury felt the architect and client, in collaboration with their builder, are to be commended on the finely detailed and drafted conservation and adaptation of a challenging and idiosyncratic 1960s building – one of many buildings of this period which may not enjoy legislative heritage protection but are worthy of preservation."

Last traded for $6.7 million in 2008, Oculus kept a number of key architectural elements from Fox's design.
"The residence was extensively remodelled in a manner sympathetic to its mid-century character," Tzannes Architects advised.
"New external elements are carefully integrated within the existing envelope.
"Except a small extension to the living room terrace, the footprint and the form of the building remain original."
The circular geometry and partly domed roof opens the home to natural light.
A cantilevered steel canopy features above the curving form of the upper balcony. Timber blades have been designed to reduce heat gain in summer and maximise sunlight in the winter. 
An internal lift connects the two levels.

Oculus has six bedrooms, five bathrooms, and a state of the art timber and stone island kitchen that opens through concealed sliding doors to the open plan living and dining areas.
A Hills Fig tree sits in the landscaped grounds where there's also a swimming pool.
Sydney Sotheby's agent Michael Pallier has the listing.
It is being offer at $15 million by Jillian Gower, wife of former Goldman Sachs partner Philip Moffit.

Modernist Bellevue Hill trophy Oculus hits the market

An apartment in The Silchester, the 1920s Spanish Mission apartment block in Bellevue Hill, sold at auction this month for $4,501,000.
It was bought by Clem Kennedy, the director of C.R. Kennedy &amp; Co, Australia's leading importer and distributor of photography, cinematic and camera equipment.
Its tipped the family might be upgrading within the block.
The three bedroom apartment with covered alfresco entertaining balcony is the largest apartment at 215 square metre.
Sally Hampshire at Laing + Simmons Double Bay sold the apartment on behalf of Clara and David Lewis, one of the three brothers who owned Masterfoods.

It is the former apartment of revered conservationist, the interior and floral designer Dame Helen Blaxland.
Dame Helen moved in during in late 1960s and stayed until she relocated to a Camden Park cottage in 1983.
She had previously called Glen Rhoda in Woollahra home, although it was dubbed Brush at the time.
The Wallaroy Road property, set in a 1205-square-metre garden with a magnolia as old as the 1863 house, had Professor Leslie Wilkinson adaptions after it traded at £4500 in 1940. Shortly after she gave William Dobell his first portrait commission at the house.
Blaxland's engineer husband, Gregory, was a descendant of the Blue Mountains crossing explorer Gregory Blaxland, and the Downer family from Adelaide.
The Blackland's sold Brush in 1968 for $74,000 to Leon and Margaret Fink.  
Following the example of the National Trust's founder, Annie Wyatt, Dame Helen is best known for establishing the National Trust women's committee in 1961 which raised funds and awareness of the importance of retaining and maintaining colonial homes. She collaborated with Max Dupain to photograph threatened heritage homes in the an exhibition titled, No Time to Spare.
The National Portrait Gallery historian Sarah Engledow wrote of the decisive and effective nature of the women involved in the committee – "impatient with obstacles, disdainful of bureaucrats and focused on results".
In 1978 Tamie Fraser, wife of the Prime Minister Malcolm Fraser, established the Australiana Fund to acquire works of art and furniture for the Lodge, Kirribilli House, Government House and Admiralty House. Blaxland became foundation chairman.
On moving into the official residences, Tamie Fraser had been surprised, "there was not even a salad bowl of Gough Whitlam's".

Buyers were initially advised of a $6.8 million price guide before a change in agents to Bill Malouf at LJ Hooker, who is understood to have secured $6.2 million.
It is the residence where bullets were fired into the five-bedroom family home in 2012 in a dramatic drive-by shooting.
The reports of the drive-by noted three bullets were fired into the home, with one lodging in a wardrobe.
The property was last sold in 2004 when $4.5 million was paid by Byrnes’ wife, Gina.

McGrath chief executive Geoff Lucas has sold in Cremorne after he recently bought in Bellevue Hill where he secured half a Palladian villa.
It has been bought by a young family relocating from the CBD.
Lucas had previously listed his Wonga Road property (above and below) in early 2018 when it failed to sell.
It had been listed with <a href="/news/wonga-road-cremorne-offering-by-former-mcgrath-executive">$6 million to $6.6 million hopes</a> in February 2018.
This time the auction guide was around $6 million.
No price reveal has been offered by the estate agency which ignores industry calls for better price disclosure of results to assist the market being as well appraised of prices in the lead up to the busy spring sales season. 
A Nine Entertainment website gushed its undisclosed sale price at above the $6 million reflected market "bouyancy."
Domain noted the team at McGrath Lower North Shore - Mosman has now sold five properties since <a href="/news/mcgrath-pursuit-of-strengthened-profitability-sees-end-of-lower-north-shore-franchise-arrangement">the turmoil of the agent departures</a> and currently has one property for sale.
Rival agents suggested a $6.25 million sale had been secured by Lucas.
