Melbourne developer <a href="https://www.apartments.com.au/developers/pdg-corporation">PDG</a> has unveiled its vision for the former Water Tank Site in Ivanhoe, which would see it transformed into a thriving residential neighbourhood, complete with a 2000 sqm public park.&nbsp;

Delivered in partnership with <a href="https://www.apartments.com.au/developers/development-victoria">Development Victoria</a>, the proposal would transform the prominent corner of Bell Street and Upper Heidelberg Road into a connected community comprising two residential buildings, generous public open space and shared amenities.&nbsp;

The vision includes 287 one, two and three-bedroom apartments, with a minimum of 10 per cent allocated to affordable housing, alongside a 2,000-square-metre publicly accessible park featuring a children's playground, activity lawn, indigenous planting, timber climbing logs, seating areas and a rock gathering circle.&nbsp;

Designed by <a href="https://www.apartments.com.au/architects/dko-architecture">DKO Architecture</a>, the proposal draws on the site's industrial heritage, using a robust architectural language that references the former water tank through expressive structural elements and durable, self-finished materials.&nbsp;

Extensive landscaping has been woven throughout the development, creating a living landscape that strengthens connections to nature while responding sensitively to the surrounding neighbourhood. Two residential buildings ranging from three to 12 storeys are linked by a landscaped forecourt, creating a welcoming arrival experience and improving pedestrian connections through the site.&nbsp;

Residents would also enjoy more than 1,000 square metres of communal open space, including barbecue and dining facilities, vegetable gardens, landscaped seating pavilions and a dedicated coworking space.&nbsp;

PDG Founder and Managing Director Vince Giuliano said the vision reflected an opportunity to transform one of Ivanhoe's most recognisable sites into a place that balanced housing, community and landscape.&nbsp;

"This is an opportunity to reimagine an important site and create a neighbourhood that delivers lasting benefits for Ivanhoe," Giuliano said.&nbsp;

PDG was selected as development partner in late 2025 following a competitive tender process.&nbsp;

A planning submission for the project is currently being progressed through the Victorian Government's Development Facilitation Program, with positive early engagement from both Banyule Council and the Department of Transport and Planning.

PDG unveils plans to transform landmark Ivanhoe Water Tank Site

Shane Wilkinson's <a href="https://www.apartments.com.au/developers/pace-development-group">Pace Development Group</a> has lodged plans for a major residential precinct on the former Presentation College site in Windsor, with an eight-building masterplan ultimately rising to 10 storeys.

The proposal at <a href="https://www.apartments.com.au/new-apartments/167-dandenong-road-windsor-vic-3181">167–187 Dandenong Road</a> spans a substantial 19,027 sqm site and is being progressed across six stages, with the first residential stages comprising 170 homes across four buildings designed by <a href="https://www.apartments.com.au/architects/cera-stribley-architects">Cera Stribley</a>.

Stage Two will deliver the bulk of the initial housing, with Building A comprising 81 apartments and Building B 49 apartments, both rising to six storeys.

Stage Three will deliver a further 40 homes. The heritage Nagel Building, identified as Building C, will be converted to 12 dwellings, while a new five-storey Building D will comprise 28 apartments at the Hornby Street and Dandenong Road corner.

The longer-term masterplan points to considerably greater density across the site.

Indicative plans show Building E accommodating around 80 dwellings across up to 10 storeys, while Building F is earmarked for around 120 dwellings and also up to 10 storeys. Building G is planned to range between four and 10 storeys, however its apartment yield is yet to be determined. That means the masterplan currently identifies at least 370 dwellings across Buildings A to F before any apartments within Building G are counted.

Across the 1.9-hectare site, that represents an indicative density of at least 194 dwellings per hectare, with the final figure to increase once the yield of Building G is established.

Pace is pursuing the project through the Victorian Government's Development Facilitation Program, with Urbis lodging a combined Section 96A planning scheme amendment and planning application on behalf of the developer, which secured the site earlier this year.

The application seeks detailed approval for Stages One, Two and Three, alongside approval of the broader masterplan framework that will guide the later residential stages. Stage One will see an existing heritage building adaptively reused for a wellness and fitness-related facility, while the broader precinct will retain several significant heritage buildings and established trees as part of the redevelopment.

A minimum 10 per cent affordable housing contribution is proposed across both the initial residential stages and the later masterplan stages, delivered through a discounted rental model.

The project comes immediately after a major change to the site's planning controls.

The site was rezoned to the Housing Choice and Transport Zone through Planning Scheme Amendment GC285, gazetted on July 22, 2026, and now sits within the inner catchment of the Windsor Station precinct under the State Government's Train and Tram Zone Activity Centres Program.

While the new controls identify large sites within the inner catchment for buildings of up to six storeys, Pace's masterplan pushes height to 10 storeys in parts of the site, with the taller buildings concentrated toward the centre and along the Sandringham railway corridor.

Lower-scale built form is proposed toward the site's more sensitive residential and heritage edges, with Buildings A and B generally stepping from three storeys at their interfaces to six storeys at upper levels.

Cera Stribley's masterplan breaks the development into a collection of separate buildings rather than a continuous built form, with landscaped spaces, new pedestrian links and a new publicly accessible road forming part of the precinct.

The planning report says the development will create new pedestrian connections to Elm Place and along the railway corridor, as well as a new publicly accessible road linking Elm Place with Dandenong Road. The proposed buildings will occupy around 54 per cent of the site, leaving a substantial portion available for landscaping, communal areas and permeable surfaces.

Urbis said the scale of the project reflected the site's strategic location close to Windsor Station, tram services and the Chapel Street Activity Centre, with the former school campus identified as a significant opportunity to increase housing supply on an underutilised inner-Melbourne site.

But the vendor, Sydney art collector John Schaeffer, accepted less than the $20.5 million paid last year.
It was announced on the market by auctioneer James Keenan at $19.7 million.
It was marketed through Ray White Double Bay agents Elliott Placks and Ashley Bierman.
In between Schaeffer advised he had “significantly refreshed and improved” Bonnington, revealing he'd removed old carpet, restored timber floors and replaced electric switchboards and lighting during his very brief ownership.
Given the $1,375,000 stamp duty fees and other costs, Schaeffer needed $22 million plus to make his money back on his fix and flip of Bonnington.
There is plenty of equity held by Schaeffer based on the registered mortgages. 
The 1930s six bedroom home was designed by acclaimed architect F. Glynn Gilling. 
The home was in the Christie family for 56 years.
It sits on over 2,200 square metres.
Schaeffer once called the more impressive Rona at Bellevue Hill his home. 
The 1880s hilltop estate was sold 13 years ago to the property developer Terry Agnew and his estranged wife, Kyril, who are rumoured to have agreed terms for its sale.

John Schaeffer's Bonnington, Bellevue Hill sells at loss

Bellevue Hill's iconic estate, Rona, is finally close to a sale.
The property developer Terry Agnew and his now estranged wife Kyril put it up for sale in 2016 seeking only the fourth owner since built for the Knox family.
It was 2005 when Agnew paid $20.5 million for the 1883 hillside home, buying it from cleaning businessman John Schaefer who paid $9.6 million for the home in 1990 from the Knox family descendants.
Schaefer then added the tennis court block for $1.235 million in 1992, reversing the 1949 subdivision of the original 3.2 hectare estate.
In 1995 he also reunited Rona with its former stables for $2.8 million, taking the holding to 5,700 sqm.
The home dates back to 1883 when G.A Morell designed and built Rona for Edward Knox, son of Sir Edward Knox, the founder of sugar giant CSR Limited.
Richard Scheinberg has shown the keenest buying interest for the Victorian Rustic Gothic Revival inspired design through Bart Doff at Laing &amp; Simmons Double Bay inconjunction with Ben Collier at McGrath Estate Agents.

Bellevue Hill's Rona one step close to selling, but for Fairwater

Catering queen Simmone Logue has bought a Bellevue Hill bolthole as she adjusts to life without her long-time partner, celebrity agent Harry M Miller.
She has spent $1.4 million on an apartment on Bellevue Hill's dress circle Cranbrook Road.
It is in a boutique Art Deco block of just six.
The three bedroom classic unit comes with period details and high ceilings throughout.
There's also a sun room. 
Raine &amp; Horne Double Bay agents Ric Serrao and Patrick Cosgrove sold the apartment.

Logue has been renting nearby.
Miller, who died in July, retained his beachside retreat at Wombarra, north of Wollongong. It was in 2004 when he paid $2,225,000 for timber house on 1,045 sqm.
The two storey house was part of a 1920s South Coast subdivision where the ragged ranges meet the Pacific Ocean, hidden in well-established bushland.
The house was hot by a flood last year and has only just become habitable again.
Logue was recently down at the Wombarra retreat with her family, as well as Miller's daughter Justine. 
She posted a picture on Instagram of the fireplace and the sea with the caption "Missing my Harry."
Miller sold his Manar, Potts Point apartment for $2.75 million in 2009 and before that had an 41st apartment in Horizon in Darlinghurst, where they had resided.
Before the Wombarra purchase, Miller had Eagle View, a 20 hectare Foxground weekender which was sold in 2005 for $2,625,000 featuring a 300 square Ray Siede-designed homestead.
His longtime home was a Woolloomooloo warehouse with four bedrooms, guest accommodation, internal lift that whisks visitors from the Park Avenue-style foyer to the two floors above, plus parking for five, polo practice pit and French-walled garden.
The warehouse had been bought in 1979, when warehouse living was in its pioneering days, for $122,000, selling it for $2.55 million in 1999 to music man Michael Gudinski.
The 790 square metre space was once described by international architecture photographer Tim Street-Porter as a contemporary palazzo set into the busy urban landscape of Woolloomooloo.
Logue's own long-time family retreat has Essington Park, a country homestead near Oberon in the NSW Central Tablelands region.
It was where Miller kept his horses.
Logue started her own cake business in 1990 after moving to Sydney having grown up in the Hunter Valley.
She set up a shop in Balmain and branched out into ready to eat meals and catering.
Logue now has a team of 80 staff and two cafes. In 2016 she released a cookbook, In The Kitchen, which became a best-seller.

It was the longtime home of the late businessman Neville Christie which Sydney art collector John Schaeffer secured in February this year for $20.5 million.
Schaeffer told the local paper he has “significantly refreshed and improved” Bonnington.
Proffering key insights into his flipping strategy, Schaeffer revealed he'd removed old carpet, restored timber floors and replaced electric switchboards and lighting during his very brief ownership.
Described as a "well-known purveyor of fine real estate in Sydney," he has been buoyed by recent sales at Darling Point and Dover Heights.
However given the $1.375 million stamp duty fees and other costs, Schaeffer will need $22 million plus to make his money back on his fix and flip of Bonnington.
There is plenty of equity held by Schaeffer in his rehabbing project for the lower hillside trophy home which comes with two mortgages to Assetline Investments. 
The title assists in providing insights to the financing behind the flipping.
Title Tattle gleans the first mortgage on purchase was for $9.9 million at 12 percent. The second mortgage was taken in April for $7.8 million at 18 percent. 
Last time the 1930s six bedroom home designed by acclaimed architect F. Glynn Gilling reportedly attracted competition from at least three buyers, including former McGrath franchise operative Shane Smollen. 
The exclusive SMH report on the forthcoming listing noted some of those interested parties had "already made inquiries" prior to its Ray White marketing campaign beginning.
Schaeffer, described as "taking property flipping to a new level" doesn't reveal his future plans. 
The home of the Christie family for 56 years sits on over 2,200 sqm.

The 56 offerings came with an total estimate of $3.3 million to $4.4 million.
John Schaeffer was born in Amsterdam and migrated to Australia in the 1950s, later buying a contract cleaning company that became one of the top companies in Australia.
Earlier this year he had told The Australian he had a new obsession involving plans for the Tudor-style Bonnington.
Inspired by Sir John Soane’s Museum in London, Schaeffer suggested he planned to build a conservatory in the garden at Bonnington to house his new collection of 120 classical sculpture and architectural details from English collector Peter Hone.

Former Test cricketer Shane Watson and his wife Lee have quietly bought in Bellevue Hill house for around $6,825,000.
The four-bedroom house was originally built in the 1930s.
It last traded four years ago for $3.08 million.
It has since undergone a substantial renovation by Shane Manning.
The Sydney Thunder captain and his wife, a former Fox Sports presenter, sold their <a href="/news/former-cricketer-shane-watson-sells-bronte-beach-home">designer Bronte home last year.</a>
It went for $10.6 million to the <a href="/news/shane-and-lee-watson-sell-to-optus-chairman-paul-osullivan">Optus chairman Paul O’Sullivan.</a>
Watson, ranked by Forbes as the highest-paid Australian cricketer of recent years, had purchased his Bronte home in 2014 for $9 million from funds manager Aaron Rowe and his wife Tracey McKinley. 
They previously had upgraded from a Caringbah South waterfront home sold four years ago for $3,925,000.

Shane Watson and Lee Furlong buy in Bellevue Hill

Dr Michael Brand, the director of the Art Gallery of New South Wales, has finally sold the Bellevue Hill home he shares with wife Tina.
Brand paid $3.2 million for the <a href="https://www.realestate.com.au/property-house-nsw-bellevue+hill-127658866">five bedroom home</a> in 2012 when he joined the AGNSW.
He had previously been a consulting director of the Aga Khan Museum in Toronto.
It was listed in February taking 177 days to find its buyer through the same agency.
