A landmark former orphanage site in Surrey Hills could be transformed into a new residential community under plans lodged by <a href="https://www.apartments.com.au/developers/antipodean-land-developments">Antipodean Land Developments</a> that would deliver 76 apartments and townhouses while restoring some of the suburb's most significant heritage buildings.

The burgeoninng Melbourne-based developer has submitted plans for the 9,158 sqm site at 1 Kent Road and 24 Durham Road, home to the former St Joseph's Home for Destitute Children, a historic institutional complex dating back to the late 19th century. The proposal seeks to adaptively reuse several heritage buildings while introducing two new four-storey residential buildings set within extensive landscaped grounds.

Designed by <a href="https://www.apartments.com.au/architects/woods-bagot">Woods Bagot</a> and Kerstin Thompson Architects, the project has been conceived as a contemporary residential village embedded within a restored heritage precinct. The development team describes the design approach as "The Village in the Garden," with new buildings positioned among mature landscaping by OCULUS and significant heritage structures.

The proposal would deliver 76 dwellings comprising a mix of apartments and duplex-style residences, significantly increasing housing supply on one of the largest privately held residential landholdings in Surrey Hills. The development includes 127 car spaces, 24 bicycle spaces and more than 1,000 sqm of communal amenity, with the existing chapel building earmarked for conversion into resident facilities.

According to the planning submission, the project centres on the restoration and adaptive reuse of the site's most significant heritage assets, including the original c.1889 St Joseph's building, the chapel designed by architect Augustus Andrew Fritsch, and the historic brick perimeter walls and entry gates. The proposal also incorporates the retention of other contributory buildings including the former infirmary and school building.

Tract Consultants, in the planning report accompanying the application, said the scheme had been shaped through extensive heritage analysis and design development.

"The shared vision for the Site by the project team has culminated in a scheme which successfully breathes life back into a historic site while delivering upon the objectives of Victoria's Housing Statement in a carefully curated and contextually responsive manner."

The proposal is being assessed under Victoria's Significant Residential Development with Affordable Housing pathway. As part of the application, three per cent of the project's residential development cost would be contributed to the Social Housing Growth Fund. The development would also provide a diverse mix of one, two and three-bedroom residences targeting a broader range of buyers than typically found in Surrey Hills' detached housing market.

Sustainability initiatives include an anticipated 66 per cent BESS score, natural cross-ventilation to 80 per cent of apartments, 28 per cent deep soil landscaping and a canopy cover outcome exceeding local planning requirements. The proposal also sets aside more than 1,083 sqm for communal indoor and outdoor resident amenity spaces.

Planning documents describe the property as one of the largest underutilised residential sites in Surrey Hills, arguing it presents a rare opportunity to introduce "missing middle" housing in an established inner-eastern suburb while preserving and revitalising a significant heritage precinct.

Antipodean Land Developments has built a reputation for design-focused residential projects across Melbourne, particularly in the medium-density sector. Previous developments include Neighbourhood in Brunswick East, delivered with Breathe Architecture, and Balfe Park Lane, designed by Kerstin Thompson Architects.

They've been very active in site acquisition as they build out their future development pipeline. They recently launched Thornubury House, 45 apartments above a mix of commercial, retail, and food and beverage tenancies, and have plans for a boutique project in Fitzroy and another <a href="https://www.apartments.com.au/news/vic/antipodean-plan-apartments-for-deepdenes-missing-middle-on-whitehorse-road">"missing middle" project</a> on Deepdene's Whitehorse Road.

First look: Antipodean Land Developments plans heritage-led apartment community in Surrey Hills

Developer <a href="https://www.apartments.com.au/developers/auyin-property-development">Auyin</a> is the latest to turn to the Victorian Government's Development Facilitation Program in an effort to secure approval for its long-planned, mixed-use project in Elsternwick.

In 2018, Auyin lodged plans with Glen Eira City Council for a 14-storey building, however Council approved a reduced eight-storey scheme. A subsequent VCAT appeal in 2019 upheld the eight-storey height limit.

The project was later amended to nine storeys, but Auyin is now seeking to revive something closer to its original vision. The developer argues that the planning context has evolved significantly over the past decade, particularly within the Elsternwick Activity Centre, where higher-density development has increasingly been encouraged along Glen Huntly Road.

The proposal would transform the 1,239 sqm site at <a href="https://www.apartments.com.au/new-apartments/7-12-horne-street-elsternwick-vic-3185">7-15 Horne Street</a>, opposite Elsternwick Railway Station, into a 13-storey residential and retail development designed by CBG Architects, with 40 apartments

The site currently comprises three commercial properties.

The proposed apartment mix comprises 25 two-bedroom and 15 three-bedroom residences above 200 sqm of retail space at ground level. Residents would have access to a 90 sqm wellness facility, a 351 sqm communal indoor and outdoor terrace on the third level, and extensive landscaped areas throughout the development. A publicly accessible 135 sqm plaza would be created on the north-east corner of the site, providing seating, landscaping, and a new gathering space adjoining Horne Street.

The design adopts a four-storey podium that references the finer-grain character of the surrounding streetscape, with the upper tower recessed behind generous setbacks on all boundaries.

A key element of the proposal is the reconfiguration and widening of the surrounding laneways. Vehicle access would be retained from Lois Lane, with upgraded pedestrian connections linking Ross Street and Horne Street. The development would provide 58 residential car spaces, two retail car spaces, and 52 bicycle spaces across two basement levels and ground-floor facilities.

Architecturally, the building draws inspiration from the established character of Elsternwick Village. The façade combines dark charcoal brickwork, textured concrete, bronze-toned metal detailing, and extensive planting integrated into podium and tower levels. The design also incorporates a chamfered corner treatment and publicly accessible plaza intended to strengthen pedestrian activity around the station precinct.

Elsternwick's last new development completion was&nbsp;EVA Elsternwick by Pitard late last year. <a href="https://www.apartments.com.au/developers/milieu-property">Milieu</a> is working away on its nature-led neighbourhood, <a href="https://www.apartments.com.au/new-apartments/elsternwick-gardens-by-milieu-8-gordon-street-elsternwick-vic-3185">Elsternwick Gardens</a>, on Gordon Street, with its first stage expected to complete next year.

First look: Auyin seeks mixed-use apartment project in growing Elsternwick Activity Centre

<a href="https://www.apartments.com.au/new-apartments/otium-parkdale-123-125-como-parade-east-parkdale-vic-3195">Otium Parkdale</a>, the 13-residence boutique development by&nbsp;<a href="https://www.apartments.com.au/developers/huxtable-property">Huxtable Property</a>, has entered its final stages of delivery, with completion expected within the coming month and more than half of the residences sold.

The Como Parade East project is nearing the finish line at a time when opportunities to purchase new apartments in <a href="https://www.apartments.com.au/developments/parkdale-vic-3195">Parkdale</a> remain exceptionally limited. Ausdev introduces boutique Parkdrive Apartments to Chermside's growing centre

<a href="https://www.apartments.com.au/developers/skymark-group">Skymark</a>'s boutique Cronulla development Solis has secured a 10-year Latent Defects Insurance policy through Resilience Insurance, providing buyers of the 16-residence building on Ewos Parade with structural and waterproofing protection that extends a decade beyond the building's completion.

2019 Property Price Forecast

The negatives weighing on Australian residential property prices remain significant but the past few weeks have seen a number of developments that suggest that prices could bottom earlier and higher than we have been expecting.
The election outcome removed a key threat, but several other factors also help. 
The biggest home price fall in the last 40 years
According to CoreLogic data, capital city dwelling prices are down 9.7% from their September 2017 high, which is their worst decline in the last 40 years.
Of course, there is a huge range here with prices down from their top by 15% in Sydney, 11% in Melbourne, 28% in Darwin, 18% in Perth, 2% in Brisbane, less than 1% in Adelaide and at record highs in Canberra &amp; Hobart
Drags on house prices remain significant…
The decline in prices reflects a range of factors, most notably, a “correction” to the huge surge in prices into 2017 in Sydney and Melbourne that left prices very overvalued relative to income, rents and their long-term trend and affordability very poor and household debt very high. 
The end of the mining investment boom impacting prices in Perth and Darwin since their peak in 2014.

A tightening in lending standards that initially cracked down on lending to investors but since 2017 moved on to interest only loans and then a more fundamental focus around credit quality which made it harder to get loans. 
A surge in the supply of units to record levels which has led to rising rental vacancy rates in Sydney. 
An 80% collapse in foreign demand. 
A big pool of interest only borrowers switching to principal and interest loans driving higher debt servicing costs. 
Price falls feeding on themselves – just as the boom in prices was accentuated by a fear of missing out (FOMO), falling prices are driving falling price expectations &amp; leading to reduced demand and FONGO (fear of not getting out). 
Investors started to factor in some probability that Labor would win the election which would have meant that negative gearing would be restricted and the capital gains tax discount halved – with estimates that this could have knocked another 5-10% from property prices.
The negatives weighing on the housing market remain significant. In particular, credit conditions are still tight with housing finance still falling with a brief bounce in February giving rise to further falls in March and the start-up of Comprehensive Credit Reporting which will see banks crack down on borrowers with multiple undeclared loans. And the pipeline of units to hit the Sydney and Melbourne markets is still huge as reflected in a still high crane count.

Meanwhile, auction clearance rates in Sydney and Melbourne have risen from their December lows but this looks largely seasonal with clearances still weak at pre-boom levels just above 50% as are sales volumes.
What’s more the number of capital cities seeing monthly price falls has gone from three out of eight a year ago to now seven out of eight. Given all these considerations we have been reluctant to read too much into the slowing in downwards momentum in monthly property price falls in recent months, particularly given that Perth and Darwin have seen several phases where price declines slowed then sped up again during their five-year slump. And Australian housing still remains expensive.
Real house prices have fallen from 27% above their long-term trend to 7% above now, but housing is still expensive compared to incomes and rents. Sydney home prices may have fallen 15% from their 2017 high but this was after a 75% gain since 2012 when wages rose just 14%. And household debt remains very high.
…but some positives are starting to creep in
However, while the drags remain significant several positives have become apparent over the last few weeks. First, financial support for first home buyers is now on the way with the Government’s First Home Loan Deposit (underwriting) Scheme.
On its own it’s not a game changer particularly given that it’s capped in terms of numbers, the borrowers will be taking on bigmortgages, which will come with a higher risk of negative equity, borrowers will still have to meet the tougher credit standards of recent times and it won’t kick in until next year.
That said, with the Federal budget looking even healthier and probably already in surplus thanks to the surging iron ore price, I suspect that the deposit scheme will morph into a far more attractive home buyer grant at some point. Second, APRA is looking to relax the 7% mortgage rate serviceability buffer.
This was inevitable given APRA’s move to focus on more fundamental credit standards and 7% is way out of whack with current interest rates. Again, on its own it’s not a game changer - it wasn’t the main driver of the property downturn and borrowers still have to meet tougher credit standards. And don’t forget that relaxation of the 10% cap on growth in investor loans and the 30% limit on interest only loans last year had little impact. But it may help at the margin.
Third, RBA Governor Lowe has all but confirmed that rate cuts are on the way with his comment that “at our meeting in two weeks’ time, we will consider the case for lower interest rates” after observing that it needs lower unemployment to get inflation back to target.
We expect 0.25% rate cuts in June and August and that the bulk of these will be passed on to borrowers given the recent reduction in bank funding costs. This would be a bit earlier than the August and November rate cuts we were assuming back in January when we last reviewed our house price forecasts.
House prices bottomed around three months after the first cuts in 2008 and 2011. It may take longer this time as debt is now much higher, rates are already very low and lending standards are tougher. But they will still help. Finally, the threat of changes to negative gearing and CGT is gone with Labor’s defeat.
So a big negative for property is gone. Given the difficulty in predicting the election our house price forecasts had allowed for a 50% probability (ie 50/50 Labor would win) of an 8% additional drag on prices in Sydney and Melbourne from this, ie 4%. In other cities it was a bit less. Now it’s zero and we need to remove this from our forecasts.
It’s also worth noting that we have not seen much evidence of panic selling or forced selling by the banks despite rising (but still low) levels of negative equity. Mortgage delinquency rates remain relatively low – even in Perth where prices have fallen 18% and unemployment has spiked.

Meanwhile, strong population growth of around 1.6% pa is still driving strong underlying demand for housing at a time when supply is likely to start slowing again next year (given falling building approvals). And vacancy rates while very high in Darwin and above trend and rising in Sydney are actually benign to low in most capital cities and have collapsed in Perth.
So taking all these things together – some of which are minor but are still positive – it’s likely that we are going to see house prices bottom out a bit earlier and higher than we had expected.
What about the risk of higher unemployment?
The main risk is that Australia slides into a downwards spiral as the housing downturn - maybe in concert with a global slump - triggers a surge in unemployment which triggers rising defaults and a further plunge in house prices ultimately causing 30% plus falls in national property prices.
This is still a risk, but we remain of the view that it will be avoided. The housing cycle downturn will lead to the loss of around 60,000 jobs on our estimates. But there are a number of other things that will keep growth going – albeit at a slower pace than the RBA and Government are assuming – but which should be enough to stop unemployment surging beyond 6% and feeding back to become a bigger threat to house prices.
Infrastructure spending is strong, resources investment is close to the bottom, non-mining investment is looking healthier, tax cuts for low and middle income earners next quarter (whether paid upfront or backdated a few weeks later when passed by Parliament) will provide some help, fiscal stimulus is likely to be increased helped by the windfall from the surging iron ore price and rate cuts will provide some help fo households with a mortgage.
Yes, the trade war could spiral out of control – but this probably means more stimulus from China which provides an offset for global growth and explains why the iron ore price keeps rising. The other big risk is that investors decide to exit in the face of low net rental yields &amp; diminished capital growth expectations.

Our forecasts for national average prices have been for a price fall of 15% top to bottom (of which we have done 10% so far) and for Sydney and Melbourne it’s been for a price fall of 25% top to bottom (of which Sydney has already done 15% and Melbourne 11%) and for prices to bottom in 2020.
Reflecting the considerations discussed above – notably the removal of the threat of changes to negative gearing and capital gains tax, imminent rate cuts, assistance for first home buyers and APRA’s relaxation of the 7% serviceability test - we are revising the estimate for Sydney home prices to a 19% top to bottom fall, Melbourne to 15% top to bottom (partly because it has been holding up much better likely reflecting stronger population growth) and the national average to 12% top to bottom with prices likely to bottom by year end.
However, given still poor affordability, still very high debt debt levels, tighter lending standards and rising unemployment a quick return to boom time conditions is most unlikely.
More likely is a lengthy period of constrained range bound house prices after they bottom later this year (although I thought the same around 2011-12 – but things are different now!).

There’s something about any holiday break.
It allows people with downtime to pause, reflect, seek feedback from friends and family and then react - and it certainly applies to property market sentiment.
Traditionally everyone returns from their summer break, tanned and feeling refresh, brimming with new-found optimism.
Hence most years – including 2019 – begin with stronger auction success rates than those that had seriously tailed off in the overburden exhaustion and distractions of December.
I can only recall one Christmas break that didn't then see a stronger start for the property market.
Easter is another pause in the sales marketing calendar, which allows the potential buyers and sellers time to reflect.
But that’s where Easter’s similarity to Christmas ends.
It tends to present itself as a rather more unwelcome interruption to marketing campaigns. 
This year's timing was later than many years, so vendors had plenty of opportunity to list ahead.
But there wasn't the typical rush to have properties sold before Easter – no super Saturday – and that might have also been partly because it overlayed with the NSW school holidays meaning vendors and their agent deemed many buyers to be otherwise preoccupied.
The listing market wasn't helped by the encroaching election and the nervousness as to its outcome.
The election will do more than just push listings to Saturdays on either side of election day, May 18.
Many agents reckon what happens after Easter sets the tone for the rest of the year, but this year it will be what happens post-election.
Estate agents have been increasingly complaining of a shortage of stock, but what they really mean is new sellable listings.
After all unsold private treaty stock sits at 26,000 plus houses and apartments, according to CoreLogic.
The consensus is that given that new listings remain a little light on, there’s a good chance of the auction clearance rate remaining at the current level or higher through winter.
But things are very fragile.
Prices are of course down, especially for stale stock, and this pricing revision has finally resonated through to vendor consciousness. Well slightly more than half of them, who are selling under the hammer.
Sydney currently ranks as the nation's strongest capital city auction market, a position it has held since mid February when it took the mantle from Adelaide.
Sydney's preliminary clearance rate also sits higher than this time last year.
But CoreLogic calculates Sydney prices are off in Sydney by close to 14 percent for their peak. That's almost double the national decline, but Sydney did rise by the highest level during the boom, up by around 75 percent. Sydney values are down $125,000. In regional NSW, values have declined by four percent or around $18,000.
And so given the choice many would-be vendors have understandably decided not to list, or do so publicly.
Therefore buyers face limited fresh choices and accordingly auctions prices can still sell at higher that the pre-auction marketing campaign estimate for quality property.
But there are plenty of losers. 
Cameron Kusher at CoreLogic expects the declines to continue over the coming months.
"With advertised stock levels remaining high and mortgage rates tracking around the lowest level since the 1960s (and potentially moving even lower later this year), active buyers are back in the driver’s seat to take advantage of improved housing affordability and the low cost of debt," he says.

The election result will set the scene for the remaining 2019 property outlook

Consumers continue to mark down their expectations for house prices albeit with a choppy profile in recent months, according to Westpac's latest Red Book.
A very weak March was followed by a surprising strong lift in April.
Overall, the Westpac Melbourne Institute Consumer House Price Expectations Index is down a further 0.3% since January.
Westpac economists suggest that likely understates the weakening with the first few months of the year typically seeing a seasonal rise in price expectations. 
At 95.6 the Index remains around the lowest levels since we began compiling it in 2009.
Earlier figures from a survey by Mortgage Choice suggest current reads are above GFC lows.

Of those consumers with a view, 32% now expect prices to rise over the next year, 32% expect no change and 36% expect falls.
The state breakdown continues to show a more bearish mix in NSW (30%:29%:41%) and Victoria (26%:29%:45%).
Notably, the price weakening in Perth does not appear to have weighed as heavily on price expectations.
The biggest downgrade in expectations over the last three months has been among Queenslanders.
Prices have continued to weaken in early 2019 albeit with some hints of milder declines in the last three months, although some of this may reflect seasonality with prices typically a touch firmer early in the year.

Most consumers expect house price falls to continue: Westpac

Experts and economist in the Finder RBA Cash Rate Survey have predicted there are more price falls to come across the country over 2019.
Sydney and Melbourne units, which have gone on relatively unnoticed in comparison to the major capitals declining housing market, are set to fair the worst.
The experts believe Sydney units will decline 7.7% across 2019, with Melbourne just behind at 7.6%.
Declines of this magnitude will see Sydney units drop to around $54,000 to a new median of $650,000. Melbourne's new median would be $509,000 after a $42,000 drop.
There's no better news for the Sydney and Melbourne housing markets, which are predicted to continue to fall.
Sydney's houses are to see a further 6.2% decline, the equivalent to nearly $58,000, according to the Finder survey.
Melbourne will fare slightly worse, with 6.5% declines predicted, bringing their median down by $49,000.
The only capital city predicted to have property prices increase this year is Hobart, with houses set to rise in value by 1.4%, the equivalent of a $6,500 increase.

Graham Cooke, insights manager at Finder, said the cooling market could be just what some first-time buyers need to get on the property ladder. “With the highest median house and unit price in the country, it’s not surprising that Sydney is expected to be hit hardest by the property downturn. “If the predictions hold true, Melbourne and Sydney property still have another 6 to 8 per cent to drop this year. This means $60,000 more knocked off the average property price in Sydney.   
“While this makes it harder for existing homeowners to build up equity, it could make Sydney an attractive market for first-time buyers with a deposit saved,” Cooke said. Cooke said those thinking of getting into the property market over the next few years may be wise to hold out until prices have dropped further.  “Right now, there’s no need to jump on the first property you like. Use this time to save for your upfront costs.  “Look for value before you plunk down your deposit. Suburbs comprising of larger average land sizes are generally bucking the broader capital city housing market trend and achieving stronger value changes and milder declines over the past year compared to broader capital city markets according to CoreLogic research out today.
The analysis shows the five suburbs in each capital city with the largest average land area based on sales over the 12 months to February 2019. It also shows the median value of these suburbs and the change in median values over the year.

One of the most noticeable from this data is the fact that for houses, the annual change across these suburbs is typically superior to that across the broader capital cities.
In Sydney, house values have fallen by -11.5% over the 12 months to February 2019. Looking at the five suburbs listed, only Kenthurst has recorded a weaker annual change.
Melbourne house values are also -11.5% lower over the past year and all of the suburbs listed have seen more moderate value falls than that across Greater Melbourne.
Brisbane house values were -0.4% lower over the past year and two of the five suburbs have seen a stronger annual change.
The 0.9% annual increase in Adelaide house values means that four of the five suburbs listed have seen stronger value growth over the past year.
Perth house values are -6.7% lower over the past year with four of the five suburbs listed recording either value increases or more moderate declines than -6.7%.
Greater Hobart house values were 6.8% higher over the past year and three of the five suburbs listed have recorded growth in excess of that.
House values in Darwin increased by 0.2% over the past year and three of the five suburbs with the largest average land sizes recorded greater value increases than that.
While Canberra house values increased by 4.1% over the past year, only two of the suburbs listed recorded growth in excess of this.
Although this data broadly shows that suburbs with larger average land sizes are holding up better in the housing downturn, many buyers value larger land sizes.
As new development increasingly moves towards higher densities and smaller lot sizes for houses, large housing lots are likely to continue to be highly desirable.
The desirability won’t be only for more space, but also where the potential for future sub-division may exist.

Hobart the only capital city seeing dwelling price growth: Shane Oliver

Perth's the first major office transaction of the year, The $86 million sale of ENI House, paves the way for a billion-dollar 2019, according to CBRE.
The seven-level, A-grade office building, located at 226 Adelaide Terrace in Perth’s eastern CBD precinct, is fully leased to the Federal Government and corporate tenants.
These include Wood &amp; Grieve Engineers and ENI Australia Ltd.
CBRE’s Aaron Desange and Flint Davidson, jointly with JLL’s John Williams and Sean Flynn completed the sale to WA-based property fund manager, Primewest.
Mr Desange said “The lease expiry profile of ENI House was a major drawcard for investors, with it providing ideal timing to capitalise on improving market conditions over the next two – three years, when the office leasing market will not only be more robust, but in a strong growth phase."
Mr Williams said Western Australia would continue to be a preferred destination for offshore investment in 2019, with several Asia Pacific capital cities close to approaching their peak in the cycle.
“In Perth specifically, Asian investors have dominated the value-add space, as they are able to be more aggressive in deals with vacancy risk or capital expenditure requirements through their cheaper cost of capital. They are also attracted to our low sovereign risk and comparatively high yielding assets,” he added.
CBRE Research expect Perth to benefit from a strong spike in rental growth over the next five years – more so than any other Australian city.
Over the next three years, premium net effective rents are forecast to increase by 56.3% and A-grade rents are tipped to lift by 41.6% - largely due to a reduction in incentives.

Cooling in the housing market led by Sydney and Melbourne has now been ongoing for 18 months, but the decline in prices have accelerated towards the back end of 2018, according to the NAB Forward View Report.
The report noted, fall in prices has also been reflected in the activity side of the housing market with turnover falling and clearance rates remaining low.
Investment in dwellings was primarily held at a consistent level by alterations and additions.

NAB forecast the downturn in the construction cycle to continue over the next two years.
Sydney prices are now 12% below their July 2017 peak and Melbourne has declined by 9% since November 2017.
The report writers stated, "prices in Perth have weakened again recently after showing some signs of stabilisation in mid-2018."
"The other capitals have held up better (likely less effected by developments in the investor segment of the market)."
"We see peak-to-trough declines of around 15% in both Sydney and Melbourne but acknowledge that based on current momentum the declines may be larger, particularly in Sydney."

Housing credit growth has also continued slowing, more so for investors than owner-occupiers.
Approvals for new building have declined and are now levels last seen in 2012, with the sharpest declines in apartment approvals.

The report stated, "We expect house prices to decline further, in an orderly fashion, and housing activity indicators to show further weakness as the market continues to adjust."
"Our forecasts embody a relatively sharp slowdown in dwelling investment with a fall approaching 20% over the next two years."
"This is consistent with further weakness in building approvals and a relatively sharp downturn in the construction cycle."
NAB forecasts house prices to decline further over 2019 before levelling out in 2020.

Sydney home prices down 12% from peak: NAB

Million $ suburbs decline as values fall: Cameron Kusher

The accelerated drop in home loans has prompted UBS analysts to downgrade their peak-to-trough forecast of home prices from a fall of 10 per cent to now 14 per cent.
"We cut our peak-to-trough forecast of home prices from falling '10% or more if regulators don't ease', to dropping '14%, even assuming the RBA cuts' (with Sydney and Melbourne closer to 20%), UBS analysts George Tharenou, Carlos Cacho and Jim Xu said.
"This is double the -7% decline so far."
They said they expect the RBA to cut rates in November.
The change in forecast comes after home loan approvals and values dropped to GFC levels in December.
The December 2018 slump for home loans approved, which was -5.9% month on month, was the worst since decline the GFC. UBS had predicted a -3% decline.
The -19.8% year on year figure was the worst since the GFC.
"The accelerating fall in home loans shows tighter credit is playing out," the UBS report stated.
"Looking ahead, while the Royal Commission didn't make material changes, we downgrade out long-held forecast peak-to-trough drop in home loans from '20% with risk of 30%' to '25% with rising risk of 30%.'"
They said it would mean housing credit growth will likely slow to 2% year on year by 2020, with risk of flat.

Investor lending slid another 4.6% month on month to be 27.8% down year on year. 
Despite holding a 16% share of total loans, the highest since 2012, first home buyers retracted sharply, down 8% month on month and 12% year on year.
