New Brisbane developer Dalcott has unveiled Marrone, the first of three residential projects it is planning in and around Browning Street in South Brisbane.

Dalcott is targeting buyers looking for more space and amenity than has traditionally been offered in the inner-city apartment market, particularly downsizers and professionals wanting to remain close to the city.

Dalcott has appointed Realm Projects, led by Managing Director Shane Foley, to handle sales and marketing following previous sold-out collaborations between the groups.

Marrone will be the first project delivered as part of Dalcott's broader investment in the precinct.

Cottee said Marrone represented the first stage of the group's longer-term plans for the area.

Dalcott was established in 2025 by Lachlan Cottee and Ben Dalgliesh, combining development and construction capability under an integrated model and focusing on architecturally considered residential projects.

Parnell Developments is the latest to seek significant uplift through the NSW Government's Housing Delivery Authority on a Strathfield site previously approved for a much smaller apartment development.

Parnell has sought approval for a 32-storey mixed use tower across&nbsp;<a href="https://www.apartments.com.au/new-apartments/7-lyons-street-strathfield-nsw-2135">3-7 Lyons Street and 18 Parnell Street</a>, a&nbsp;1,857 sqm site around 400 metres from Strathfield Station. The building would yield 160 apartments, 15 per cent of which will be dedicated affordable as per the government mandate for buildings seeking additional uplift.

Approved previously was a nine-storey building back in 2022 with just over 30 apartments. That approval came prior to the project being&nbsp;progressively reconsidered as planning policy shifted toward greater density around transport hubs.

Turner has designed the latest building that would replace&nbsp;existing detached homes across the four lots.

The apartment mix comprises 22 one-bedroom apartments, 107 two-bedroom and two-bedroom-plus configurations, and 31 apartments with three or more bedrooms. The scheme also includes 203 car spaces across six basement levels and 58 bicycle spaces.

The proposal has been designed around a three-storey podium addressing Lyons Street, with the tower rising above and stepping toward its upper levels.

Turner said the podium was deliberately scaled to respond to the existing street, while the taller element has been designed as part of the emerging skyline anticipated around Strathfield Town Centre and the wider Homebush transport-oriented development precinct.

The Lyons Street frontage would have a more active, pedestrian-focused character, incorporating the commercial tenancy, landscaping and a brick-framed podium with an awning.

Parnell Street, which faces the railway corridor, has been given a different architectural treatment, with double-height breeze blocks, landscaping and communal areas used to soften the interface with the rail infrastructure.

The tower itself uses curved and recessed facade elements, with wave-like indentations across the northern elevation breaking the building into three vertical forms.

A palette of grey concrete, brick and breeze blocks is complemented by clay and terracotta accents, while the upper tower adopts a lighter expression through articulated slab edges, vertical fins and recessed glazing.

Residents would have access to 467 sqm of communal open space spread across three levels. The ground floor would accommodate the more active resident areas, including barbecue and group gathering spaces and an internal communal room capable of being used for working from home.

A more passive viewing deck is proposed at level three, overlooking the ground-level landscaping and neighbouring tennis courts, while a rooftop "sunset deck" at level 30 would provide another social and relaxation space.

Strathfield has been earmarked for substantial change through the Strathfield Town Centre planning work and the nearby Homebush TOD precinct.

Turner's report says the project has been designed to act as a transition between the existing low and mid-rise development surrounding the site and the taller built form expected to emerge across the town centre.

The proposal is being assessed as State Significant Development under the HDA pathway, alongside the concurrent request to amend the Burwood Local Environmental Plan.

First look: New apartment tower pitched for Strathfield Town Centre precinct

An $18 million penthouse has hit the market in Main Beach as construction tops out on La Mer, the $155 million apartment development rising just metres from the beach.

Well presented and high-quality properties in Sydney’s west are still achieving relatively strong results, however less desirable and average quality stock is being discounted, according to the June update on residential prices by the valuation firm, Herron Todd White (htw).
It says western Sydney buyers have more options and aren’t willing to pay strong money for average stock.
Interest in new land releases, whether vacant land or house and land packages, remains steady, it noted, with developers continuing to stage releases to ensure demand remains relatively strong.
"This has resulted in a consistent level of demand for master-planned subdivisions," HTW suggested.
"We have noticed a number of settlement valuations for new units not meeting their off the plan prices when purchased during stronger market conditions, mostly in 2015 and 2016.
"Whilst mostly occurring for overseas buyers, this could trigger a flow of sales post-settlement due to difficulties obtaining nance and rental yields not meeting expectations thanks to high investor participation.
HTW gave an example in Parramatta with an off the plan sale in October 2014 of $672,000 and recent resale in March 2018 at for $630,000.
"Whilst not an indication of the wider Parramatta market, it does highlight that discounting does occur and if a large number of vendors have to offload property at the same time, it could lead to a market correction as new benchmarks are set.
"Market drivers to keep an eye on during the remainder of the year are interest rates, any tightening of lending criteria and property supply. Any signi cant increases to the cash rate may have flow-on effects to the home loan market, leading to the potential for more distressed sales as homeowners and investors may struggle to meet the larger repayments on highly geared mortgages.
"This has the potential for some pockets of Sydney to experience sharp decreases in values in the short term.
HTW warned any large volume of supply flooding a particular market sector combined with an overall slowdown, tougher lending criteria and possibly higher interest rates will eventually lead to a sharper slowing of the market.
"We believe this is more likely with high-density units as investor participation is higher and as densities increase markets can be supplied quickly."
HTW advised another area to keep an eye on for the remainder of the year was suburbs that allow dual occupancy development following the recent release of the NSW Government’s new Low Rise Medium Density Housing Code. 
"This will allow one and two storey dual occupancies, manor houses and terraces to be constructed under a fast track complying development approval.
"With duplex style development popular in some areas of western Sydney, this fast tracking of approvals may lead to more interest and participation in the market resulting in a boost to owners of blocks meeting the new minimum requirements," the June report suggested.

Losses in Western Sydney OTP resales could trigger market correction

The proposal for a high level control of infrastructure delivery for Western Sydney by former NSW Premier John Fahey is needed for efficient delivery.
Currently the developers providing new housing in greenfield areas of Western Sydney find that there is little coordination of the multiple state government agencies who deliver infrastructure.
It seems to be left to each developer to coordinate with the agencies that deliver roads, sewers, water and electricity rather than having a single agency ensuring all of this infrastructure delivery is managed efficiently.
Former Premier Fahey has stated that multiple authorities should answer to a single boss through a coordinator general working for the Premier.
Fahey is reported as saying that Western Sydney needs ‘a coordinator general with wide-ranging powers to go around councils and various agencies and to bring them to the party, without delays’.
The Urban Taskforce agrees completely with this proposition and that it is required immediately as the current system is at the mercy of different infrastructure agencies.
The coordination role for the City Deal announced by the NSW Premier at the recentAerotropolis Conference, where Geoff Roberts will take on this role, may be what Mr Fahey is considering but it needs to relate to a broad range of greenfield land release areas for housing as well as a jobs focus.
The Aerotropolis seems to be mainly about jobs for Western Sydney that are very much needed but the delivery of new housing is equally important.
A stronger state government role that ensures efficient delivery of infrastructure like roads, sewer, water and electricity is desperately needed.
The Queensland Government has established the State Assessment and Referral Authority (SARA) to give a single point of contact for those developing new housing to ensure all infrastructure is coordinated properly.
The NSW Government should look at this example in its response to former Premier Fahey’s proposals.

The stars aligned over Warwick Farm, New South Wales, this week. Sharing the stage at the Aerotropolis Investor Forum, Prime Minister Malcolm Turnbull, New South Wales Premier Gladys Berejiklian and Liverpool City Mayor Wendy Waller were resolutely on the same script. For many Australians, including the prime minister himself, the fact that all levels of government are backing the Western Sydney airport project was remarkable. Yet bipartisan support is essential for such a project to succeed.
In a study released this week by the United States Studies Centre, we analysed the success factors of several US airport cities and found parallels that the Western Sydney development could draw on. We also identified policy settings that need to be resolved before the airport opens. That includes ensuring 24-hour operations, for a start.

It presents, as Berejiklian told the overseas investors and infrastructure companies, a “once in a century opportunity” to go far beyond an airport as merely a runway and associated infrastructure.
The NSW government’s vision is more akin to Dallas-Fort Worth International Airport in Texas, the assembled advisers and government agencies explained. However, for every successful aerotropolis – like the Zuidas economic zone that hugs Amsterdam Schiphol airport, or the Dulles Technology Corridor along the main road linking Virginia’s Dulles Airport and Washington DC – there are many grand airport terminals struggling to remain viable.
The risk is lower in Australia, partly because of our more modest tastes in infrastructure architecture.
Even so, any new airport is at risk of being underused. This is especially true in a city where a new airport is competing against an incumbent.
However, all layers of government, but particularly the state government, are determined to avoid the Western Sydney airport becoming a white elephant, not least because the ultimate aim is to sell it to a private operator.
The American example
The most striking observation that arose from our study is that the NSW government has no power to deliberately shift air traffic to the new airport. This was de rigueur in 1970s and 1980s America.
The rise of Dallas-Fort Worth is a prime example. Dallas’s downtown airport at Love Field was closed, as was Great Southwest Airport in Fort Worth. Their traffic was amalgamated at Dallas-Fort Worth by legislative instrument (although a court challenge by low-cost carrier Southwest Airlines resurrected Love Field as its headquarters). The result is a major airport surrounded by one of the most economically productive metropolitan regions in the world.
Similarly, in Washington DC, noise complaints about Washington National Airport (later named after former US president Ronald Reagan) prompted authorities to force intercontinental jets to the new Dulles International Airport. US defence manufacturers set up offices nearby; hotels and conference centres followed. The counties around Dulles are now home to the highest concentration of defence aerospace headquarters and employees on the planet.

The state of play in Australia
Most US airports are owned and operated by government, in contrast to Australia. Because Sydney Airport is a privately run enterprise with agreed (if contested) operating restrictions, imposing further restrictions would be politically and financially impossible. Shareholders would demand compensation for any loss of business.
The restrictions on Sydney Airport (including noise-sharing routes, movement caps, and an 11pm-to-6am curfew) are due to federal law, not local ordinances as in the United States. Regardless, the Commonwealth is unlikely to further restrict traffic at the airport, not least because its proximity to the CBD is attractive to corporate travellers.
Instead, the governments must work with the hand they have been dealt. The NSW government is pinning its hopes for the aerotropolis on sectors such as defence aerospace, air freight logistics, advanced health care, and food agtech.
In many of these areas, however, Australia lacks a track record. New industries can be created, but it will be a case of starting from a position of weakness, rather than strength.
Take defence aerospace: Australia is a buyer of defence materiel rather than a supplier. What defence expertise there is is divided between South Australia, Queensland and Victoria, as well as NSW. This does not rule out its development as a major employment sector, but the conditions will need to improve. The planned defence aerospace precinct will have to attract many more businesses besides the anchor tenant, Northrup Grumman.
This was the point of the investor forum. Eight ministers, state and federal, were on hand and many made themselves available for investors to ask questions. This level of access at a public forum is unusual in Australia, and underscored the governments’ serious intent.
So what more can governments do?
Some policy settings need to be resolved before the airport opens. Legislating for 24-hour operations is a straightforward, but not uncontentious, move. Unpicking some other regulations may be trickier.
Take, for example, air services agreements. These are international bilateral treaties that restrict the number of flights between two countries. Within the detail of these agreements is a description of cities as greater metropolitan entities that would, if not amended, lump Western Sydney Airport with Sydney Airport under the same cap.
For the new airport to compete for passenger traffic, every tool at its disposal needs to be used to lure airlines. Removal from the bilateral quota is one such tool the federal government can use.
Similarly, a greater ability to vary landing charges and air traffic management fees for smaller airports needs to be considered for both Western Sydney Airport and Avalon Airport in Geelong. Competitive pricing is needed to attract low-cost carriers.
More fundamentally, governments need to stick to the bipartisan path on the airport’s development that shadow infrastructure and transport minister Anthony Albanese persuaded the Labor Party to adopt in the early days of the Abbott government. As the politicians on the aerotropolis forum stage know all too well, grand projects have been scuppered in Australia by political infighting.

The Aerotropolis Investor Summit is a positive move to encourage private sector investment into future jobs for Western Sydney.
The focus on the 10,000 hectare economic zone around Western Sydney Airport as the location for a massive growth in Western Sydney jobs is a good example of the outcomes of the City Deal between the three levels of government.
And the establishment of the Western Sydney Development Authority under Chief Coordinator Geoff Roberts will lead to faster decision making in turning plans into reality.
The range of jobs proposed is impressive covering aerospace, defence, manufacturing, healthcare, freight, logistics, agribusiness and education.
Clearly these jobs will be closer to the people of Western Sydney and help redress the jobs exodus from the West to the East in Sydney.
The proposed North South Rail Link will help Western Sydney residents have easy access to the jobs hub.
The potential expansion of the West Metro from Parramatta announced by the Premier, Gladys Berejiklian, at the Summit would link all three cities across metropolitan Sydney.
While the Investor Summit has focussed on the issue of jobs there also needs to be more discussion about the residential components of the third city, the Parkland City.
With the Western Sydney Airport having no curfew clearly housing will be located kilometres away from the airport and the economic zone.
Most commentators on cities prefer a mixed use approach to planning where jobs and residential co-locate to ensure a lively public domain.
Future planning will need to address this issue so that the Parkland City can be as successful as the Harbour City and the River City.

Aerotropolis private investment critical for Western Sydney jobs: Chris Johnson

An $8 billion mixed-use city is proposed for Western Sydney, with the potential to create 140,000 total jobs.
It supports the concept of the 30-minute city by enhancing productivity and competitiveness in the city’s west.
The proposal for a World Trade Center Sydney (WTC Sydney), by the Aerotropolis Group, has been made to the NSW Department of Premier and Cabinet.
It includes four WTC towers, an international convention and exhibition centre, commercial space for multinational companies, an innovation and incubation centre for start-ups and retail and residential space.
With a vision for a net zero carbon development, the site of the proposed WTC Sydney was master planned by global architecture studio Woods Bagot. 
An economic impact assessment by PwC indicates the mixed use employment district at WTC Sydney would annually create 43,500 direct jobs and directly inject $13 billion to the economy, with significant additional indirect and induced benefits to Sydney and NSW. 
Aerotropolis Group Managing Director and CEO Jomon Varghese suggests WTC Sydney was "a project that will resolve the structural problem faced by Sydney by bringing balance to our city which is historically tilted to the east".

Western Sydney director of the Sydney Business Chamber, David Borger, said the new airport will be the catalyst for investment and economic opportunities.
Varghese said he hoped the centre would be opened by 2026 – the same time the new Western Sydney Airport will begin operation.

Sydney World Trade Center proposed with plans for zero carbon development

The announcement by the NSW Government that four transport corridors are now on exhibition that will underpin Sydney's third city, the Parkland City, is good news.
Infrastructure is the key to accommodating Sydney's growth and the announcement that the NSW Government has identified four transport corridors for the Western City is a good step forward.
The four corridors total 192 kilometres of land reservations that link Western Sydney to the north, south, east and west.
The North South rail corridor will ultimately connect Campbelltown, Western Sydney Airport and the main Western rail line at St Marys. The Outer Sydney Orbital is a vital future ring road and rail freight corridor to Sydney's west.
The Western Sydney Freight Connection will connect to the broader network and the extensive new road connection from Bells Line of Road in the west to the M7 will connect the Blue Mountains more strongly to the road network.
All of these proposed corridors reinforce the City Deal across three levels of government and give momentum to the important development of Western Sydney around the proposed airport.
It is also important to reserve land corridors early in the planning process before prices escalate and this seems to be the case with the four corridors announced.
While these corridors have been announced, the NSW Government is still keen to get community and industry feedback on the alignments. The Urban Taskforce will look closely at the corridors and consultant with our members to provide constructive feedback.
Ministers Pavey and Ayres are demonstrating good leadership in making clear proposals for necessary infrastructure to underpin the future growth of Western Sydney.

Western Sydney transport corridors essential for Parkland City: Urban Taskforce

The recent announcement by the Federal, NSW and eight local governments of a City Deal for Western Sydney is good news for driving the planning of future growth around Badgerys Creek airport.
A key component of the Western Sydney City Deal is the formation of a Planning Partnership between the NSW Government and the councils in the area.
We have long advocated for a more regional approach to planning for large scale projects and the Western Sydney Planning Partnership with its accelerated planning systems and uniform standards should lead to this model occurring across all of the Sydney Planning Districts.
The new planning regime proposes to cut development costs and to boost housing supply. The Urban Taskforce is keen to work with the NSW Government in the detail development of the planning regime particularly in relation to the proposed lifting of contribution caps that the government has proposed which are likely to increase development costs.
The announcement of the North South rail line from the airport to St Marys will be a great stimulus to new development along this corridor as will the specific Greater Penrith to St Marys Growth Area.
While the North South rail line is welcomed there will still need to be a fast rail link from the new airport and its aerotropolis back to the centre of Sydney.
The focus on jobs in the aerotropolis is very positive particularly the formation of the Aerotropolis Development Authority and the Investment Attraction Office.
The Urban Taskforce will be interested to see what types of housing evolve in the new plans to be developed within two years. With Sydney housing costs being very high it will be important that more affordable housing is provided as part of the 148,500 new homes planned over the next 20 years. It is likely that apartments and townhouses will need to be an important part of the mix.
The announcement of the Western Sydney City Deal is a very positive move forward in Sydney's evolution into a city of 8 million people as proposed by the Greater Sydney Commission. The development industry is keen to be involved in the exciting process of building the city's future.

The Western Sydney City Deal is a major shaper for the Greater Sydney region and represents a significant investment to implement the Greater Western Sydney Parkland City of the 'Sydney Three Cities Regional Strategy'.
PIA NSW congratulates the Federal Government, NSW Government and the eight local councils for working together strategically and committing to the Western Sydney City Deal package. The package delivers six broad priorities, namely:

PIA together with UDIA NSW recently joined together writing to the Prime Minister and NSW Premier calling for the Western Sydney City Deal to include funding for a north- south railway line, and the South West Rail Line Extension to enmesh the Western Sydney Airport in the economy of Western Sydney - and connect it with the Central and Eastern Cities of Sydney. 
The announcement today outlines the commitment to funding the first stage of the North South Rail from St Marys to Western Sydney airport with a rapid bus between Penrith, Liverpool and Campbelltown, which is a fantastic start, said the NSW PIA President. This will be a huge step in creating a focus for the ‘Western Parkland City’ in a way that links health, education and a range of other industries and jobs vital for this city to achieve its full potential. 
The other strategic priorities are also important for Sydney communities including the concentration of funding to improve community facilities and open space.

Developer Deicorp’s Western Sydney residential project has received development approval for stage two.
Deicorp’s Highline Westmead is inspired by the New York urban masterpiece of the same name.
 The $700 million residential project will be located at the corner of Hawkesbury Road and Darcy Road in Westmead and will comprise 900 apartments over 10 buildings, with a mix of seven to 23 storeys. 
Turner Architects have designed the mix of studios, one, two and three-bedroom apartments and lofts featuring private residents’ gardens, a lap pool and connected lounging pool section. 
There will also be communal kitchen, residents gym, dining and BBQ areas plus a level nine rooftop gardens with BBQs and views over Parramatta Park, Parramatta CBD and Sydney CBD.

With successive governments investing billions in Westmead over four decades to prioritise it as a place for public health, research and the new knowledge economy, the suburb now provides over 18,000 specialised jobs and is expected to experience further growth as its population grows in proportion. 
“Westmead already represents Australia’s largest concentration of health services co-located with world-leading education and medical research,” said David Borger, director of the Sydney Business Chamber, Western Sydney, on behalf of Westmead Alliance. 
“There is an opportunity for Westmead to play a larger role in transforming Australia’s economy.” 
In 2013, the Westmead Alliance identified more than $68 million worth of public transport, access, parking and urban amenity improvements were needed to unlock the investment and jobs potential of the precinct. 
Deicorp says its project aims to fill the gap in demand for residential infrastructure.
“You attract talent by having a very exciting eco system, by having a great place to live and work,” says Lucy Turnbull AO, chief commissioner, Greater Sydney Commission said in a Deloitte report commissioned by Westmead Alliance," Borger says.
