Design-led developer-builder Lowe Living has unveiled its latest residential development, Jardin House, marking its first foray into Melbourne's blue-chip City of Boroondara.

Designed by Tristan Wong Architects, with interiors by Hecker Guthrie and landscaping by Acre, the development takes inspiration from the Art Deco architecture that remains a defining feature of many of Camberwell's established streets.

A curved facade, arched openings, textured brickwork and sculpted forms reference the suburb's architectural heritage, while extensive landscaping softens the building's presence and creates a strong connection to the surrounding tree-lined streetscape.

Rothelowman says the site itself shaped much of the architectural response.

“The site has a long history in terms of its inevitable transformation and when we came in, we took inspiration from the idea of reestablishing a sense of the site’s natural terrain and fall. Our scheme aims to integrate with the terrain and the landscape, using the undulating site to slowly reveal glimpses and views of the harbour. The rotation of the tower off grid means every apartment has a view and is naturally cross ventilated. The building's colour palette is quintessentially Sydney, with bronze and sandstone and a luminescent green colour in the glass, making it very earthy and grounded in its location.”

The ACT will become the first jurisdiction in Australia to abolish stamp duty for all first home buyers, with no income caps and no property price thresholds from 1 July.

The move, announced as part of the ACT Budget, completes a key election commitment from the Barr Government and removes what Chief Minister Andrew Barr described as one of the biggest barriers to entering the housing market. The reform forms part of the ACT's long-running transition away from transaction taxes and towards a broader-based property tax system.

"This budget marks a major milestone in our long-term tax reform program," Barr said, adding that the government had maintained a sustained focus on removing barriers to home ownership. He said stamp duty had long been one of the largest upfront hurdles facing buyers and that from July, "that barrier is gone" for first home buyers in the Territory.

The changes come alongside a range of measures designed to encourage new housing supply, including support for the delivery of so-called "missing middle" housing such as terraces, townhouses and low-rise multi-unit developments.

The announcement has renewed debate around whether the ACT's approach could provide a blueprint for improving housing affordability nationally.

New research from OurTop10.com.au, conducted by Primara Research, suggests the Territory's decade-long reform agenda has produced outcomes unmatched elsewhere in Australia.

While stamp duty costs have increased by an average 67 per cent nationally over the past decade, the ACT has recorded growth of just 15 per cent, the lowest increase of any jurisdiction.

The Territory has also emerged as one of the strongest performers on housing delivery. Based on population-weighted housing targets, the ACT is sitting less than one per cent behind its target. Victoria is the next closest at seven per cent behind, while the national average sits 25 per cent below target. New South Wales is tracking 39 per cent behind.

The latest reform removes one of the final barriers facing first home buyers in Canberra.

The average Australian home buyer currently pays $61,714 in stamp duty. In the ACT, that figure is $38,399 despite the Territory having the third-highest median house price in the country.

Until now, the ACT's first home buyer concession scheme only applied to purchases up to $1.02 million, around $51,000 below Canberra's median house price of $1.071 million. In practical terms, many first home buyers were unable to access the median-priced home without losing the concession.

From July, those restrictions disappear.

Every first home buyer in the ACT will pay no stamp duty, regardless of income or purchase price.

Canberra remains one of Australia's most expensive housing markets, with dwelling values increasing 82 per cent over the past decade. However, that growth ranks only 11th among Australia's 15 major housing markets, suggesting affordability pressures have been less severe than in many other parts of the country.

Simon Ma, CEO of OurTop10.com.au, said the latest reforms recognise that many first home buyers have simply outgrown thresholds set years ago.

"Many first home buyers aren't just looking for a way onto the ladder, they want a home their family can actually live in," Ma said.

"In a market where the median house price is over a million dollars, a concession scheme that cuts out at $1.02 million was never going to get them there.

"Removing the ceiling entirely means ACT first home buyers can now pursue the home they actually want, rather than limiting themselves to a price point designed for a very different market."

Whether other states follow remains to be seen. But at a time when most jurisdictions are struggling to improve affordability while also increasing housing supply, the ACT has quietly become the national test case for both.

The Tudor-style Bonnington in Bellevue Hill sold at its onsite mid-week Ray White auction for $20.4 million, in a competitive atmosphere between three bidders.
But the vendor, Sydney art collector John Schaeffer, accepted less than the $20.5 million paid last year.
It was announced on the market by auctioneer James Keenan at $19.7 million.
It was marketed through Ray White Double Bay agents Elliott Placks and Ashley Bierman.
In between Schaeffer advised he had “significantly refreshed and improved” Bonnington, revealing he'd removed old carpet, restored timber floors and replaced electric switchboards and lighting during his very brief ownership.
Given the $1,375,000 stamp duty fees and other costs, Schaeffer needed $22 million plus to make his money back on his fix and flip of Bonnington.
There is plenty of equity held by Schaeffer based on the registered mortgages. 
The 1930s six bedroom home was designed by acclaimed architect F. Glynn Gilling. 
The home was in the Christie family for 56 years.
It sits on over 2,200 square metres.
Schaeffer once called the more impressive Rona at Bellevue Hill his home. 
The 1880s hilltop estate was sold 13 years ago to the property developer Terry Agnew and his estranged wife, Kyril, who are rumoured to have agreed terms for its sale.

Xue owns the former Balmoral Slopes home of Richard and Jane Freudenstein that cost $23,733,800.
Ren has been bankrupted and is separated from his wife Xia Kong.

Jerry Ren's Warrawee home rumoured to have been sold

The Darling Point home of Steve Duchen, of the rich lister pharmaceutical family, and wife Polly, remains listed for sale after its mid-September auction.
There were $8 million hopes for the three level home that the couple bought in 2013.
They paid $4.55 million when buying from former Racing NSW and Sydney Turf Club chairman Alan Brown and wife Belinda.
Set on a 415 square metre Darling Point Road parcel, the home features grand interiors, with dark oak floors and high ornate ceilings.
It has six bedrooms, a Boffi kitchen with Italian marble and landscaped terraces.
Ben Collier at The Agency was marketing the home which attracted no bids from the one registered bidder.
He passed in the Darling Road, Darling Point on a vendor bid of $7.9 million.
In 1996 Duchen purchased an 111-hectare property at Seven Mile Beach, outside Byron Bay on the far north coast, and with architect Phil McMaster developed it into the sustainable Linnaeus Estate.

Margaret Kelly, who was the screenwriter of early 1980s coming-of-age film Puberty Blues, is selling her Ocean Shores home in the Northern Rivers region of NSW.
Kelly, a television script-writer for four decades, has lived there for the past eight years, having previously resided at Mona Vale, Bilgola and later at Fisherman's Bay in Port Stephens. 
The home on 1372 sqm backs onto the ninth green of the Ocean Shores Country Club.
There's plenty of buggy space in the garage of the home being marketed as a "golfers paradise" by Peter Browning at LJ Hooker Brunswick Heads.
The home has four bedroom, including a fully self-contained one bedroom flat in the basement.
Kelly shared the 1978 Logie Award for best dramatic script with John Dingwall for the 1977 hit Pig in a Poke in which a wealthy Melbourne doctor moves to Redfern amid the disenfranchised and impoverished state of Australia's indigenous population.
She wrote scripts for McLeod's Daughters, Homicide, A Country Practice, The Cowra Breakout, G.P, Heartbreak High and SeaChange. 
Kelly's adaptation of Puberty Blues, had been optioned from the then as-yet unpublished stories of Kathy Lette and Gabrielle Carey, whom she had met at a writing workshop in a suburban theatre.

Screenwriter Margaret Kelly lists Ocean Shore home

Sydney Swan rookie Jordan Foote hasn't strayed far from his hometown when buying his first apartment.
The 22 year old midfielder snapped up a two bedroom unit in Maroubra for $877,500 after it spent just 15 days on the market.
It looks like a savvy purchase by Foote, after it had a guide of $895,000.
Foote's 68 sqm apartment features a granite kitchen with breakfast bar and a bathroom with walk-in rain water shower.
He secured a $650 a week tenant, reflecting a near four percent rental yield.
McGrath Edgecliff agents Eitan Rubinstein and Melissa McCormack sold the apartment.
The Maroubra local, who grew up playing AFL for the Maroubra Saints, was drafted by the Swans in the 2015 rookie draft.
Another two other apartments in the 1970s boutique block of nine have sold this year for $905,000 and $910,000.
Foote was drafted by the Swans in the 2015 rookie draft, making his debut the following year.
He hasn’t played a game for the Swans in 2018, battling a toe injury and has played six games in the NEAFL. 
Foote joins the likes of fellow Swans Isaac Heeney and Heath Grundy who call the suburb home.
Luke Parker has recently sold his investment townhouse in Maroubra, the first property he bought when he was xxxx in 2013.
It was the year he stepped up from the subs bench to become a regular starter.
He paid $915,000 for the townhouse in 2013 and just finished a renovation before he listed through Belle Property Randwick agents Brooke Marshall and Lucas McKay.

Sydney Swan rookie rentvestor Jordan Foote buys in Marouba

The Mosman property merry go-round continues into Spring, but downsizing hardly comes cheap.
Susie Stenmark, matriarch of the Stenmark modelling clan, and businessman husband Damien have bought back into the Mosman market, but their downsizing cost $7.5 million.
With four bedrooms and just two bathrooms, it will be a bit of a squeeze if any of the children come back home.
They sold their long-held trophy home the five bedroom, five bathroom Cardross for around $11 million.
They continue the trend of few residents wanting to depart the millionaire's playground.
It was Cardross where they brought up their four children, including Australia's hottest modelling exports Jordan and Zac Stenmark.
They have been at the grand turn of the century home since paying $2.65 million in 1998 when the twins were six.
Raine &amp; Horne Mosman agent Brendan Warner sold the home to the also downsizing former Foxtel chief executive Richard Freudenstein and his wife Jane.
They sold for around $23 million having paid $12.75 million in 2006 when trading up in the suburb. 
The Freudenstein sale was a Mosman record when sold in February, however that's since been topped last month when the Sydney Swans chairman and Moelis investment banker Andrew Pridham and wife Carolyn paid $25 million for Hopetoun.
The Pridham's too live locally at their nearby mansion at Clifton Gardens.
Millionaire philanthropist and RAMS Home Loans founder John Kinghorn and wife Jill also stayed locally with their recent property trades.
They sold their long-held harbourfront mansion for around $12.5 million to downsize to a $10.22 million apartment in the nearby Watermarque building.
The four bedroom unit with swimming pool and boat house was Mosman's first double-digit apartment sale.
The couple had owned the five bedroom Carrington Road home since 1982 when they paid $1.3 million.
Mosman has just gone past a $4 million median house price, according to CoreLogic from its past 200 sales over the last year.
Its busiest year saw 330 sales in 2015 when the median price was $3 million.
This year some 14 house sales have been sold above $10 million in Mosman, just one short of last year's tally with the Spring sales season yet to come.
Last year saw $1 billion in house sales, with this year's spring selling season's 50 plus listings including BetMakers boss Nick Chan's $5 million plus home.

The Lower Liguria Street waterfront, her Mediterranean-style villa for 25 years, sold for $3.07 million.
