Design-led developer-builder Lowe Living has unveiled its latest residential development, Jardin House, marking its first foray into Melbourne's blue-chip City of Boroondara.

The ACT will become the first jurisdiction in Australia to abolish stamp duty for all first home buyers, with no income caps and no property price thresholds from 1 July.

The move, announced as part of the ACT Budget, completes a key election commitment from the Barr Government and removes what Chief Minister Andrew Barr described as one of the biggest barriers to entering the housing market. The reform forms part of the ACT's long-running transition away from transaction taxes and towards a broader-based property tax system.

"This budget marks a major milestone in our long-term tax reform program," Barr said, adding that the government had maintained a sustained focus on removing barriers to home ownership. He said stamp duty had long been one of the largest upfront hurdles facing buyers and that from July, "that barrier is gone" for first home buyers in the Territory.

The changes come alongside a range of measures designed to encourage new housing supply, including support for the delivery of so-called "missing middle" housing such as terraces, townhouses and low-rise multi-unit developments.

The announcement has renewed debate around whether the ACT's approach could provide a blueprint for improving housing affordability nationally.

New research from OurTop10.com.au, conducted by Primara Research, suggests the Territory's decade-long reform agenda has produced outcomes unmatched elsewhere in Australia.

While stamp duty costs have increased by an average 67 per cent nationally over the past decade, the ACT has recorded growth of just 15 per cent, the lowest increase of any jurisdiction.

The Territory has also emerged as one of the strongest performers on housing delivery. Based on population-weighted housing targets, the ACT is sitting less than one per cent behind its target. Victoria is the next closest at seven per cent behind, while the national average sits 25 per cent below target. New South Wales is tracking 39 per cent behind.

The latest reform removes one of the final barriers facing first home buyers in Canberra.

The average Australian home buyer currently pays $61,714 in stamp duty. In the ACT, that figure is $38,399 despite the Territory having the third-highest median house price in the country.

Until now, the ACT's first home buyer concession scheme only applied to purchases up to $1.02 million, around $51,000 below Canberra's median house price of $1.071 million. In practical terms, many first home buyers were unable to access the median-priced home without losing the concession.

From July, those restrictions disappear.

Every first home buyer in the ACT will pay no stamp duty, regardless of income or purchase price.

Canberra remains one of Australia's most expensive housing markets, with dwelling values increasing 82 per cent over the past decade. However, that growth ranks only 11th among Australia's 15 major housing markets, suggesting affordability pressures have been less severe than in many other parts of the country.

Simon Ma, CEO of OurTop10.com.au, said the latest reforms recognise that many first home buyers have simply outgrown thresholds set years ago.

"Many first home buyers aren't just looking for a way onto the ladder, they want a home their family can actually live in," Ma said.

"In a market where the median house price is over a million dollars, a concession scheme that cuts out at $1.02 million was never going to get them there.

"Removing the ceiling entirely means ACT first home buyers can now pursue the home they actually want, rather than limiting themselves to a price point designed for a very different market."

Whether other states follow remains to be seen. But at a time when most jurisdictions are struggling to improve affordability while also increasing housing supply, the ACT has quietly become the national test case for both.

Fashion designer Charlie Brown lists Gold Coast holiday home

Style-setter Collette Dinnigan and her husband Bradley Cocks, the online travel and marketing innovator, have secured a stunning sale in the not-so sleepy Southern Highlands.
They’ve sold Springfield Farm at Avoca for $7.25 million, and made the move closer to Bowral (above).
It was only late 2016 when Dinnigan and Cocks bought their first Highlands retreat after paying $4.5 million for the 8ha estate with its European-style abode.
It then came with a five-bedroom main residence, a three-bedroom groundskeepers’ cottage, a tennis court, ornamental lake and stables with paddocks for horses.
There’s also the Highlands must-have vegie plot, fruit trees and even a small vineyard.
Without any public marketing, the couple have flipped the home, selling it to interior designer Kinchem Hegedus, wife of retired Jones Lang Lasalle Asia Pacific chief Peter Barge.
Barge and Hegedus are no strangers to the Highlands, having sold their $5 million Italianate Bowral home The Rift before their move to Bali.
After winter in the Highlands, Dinnigan and Cocks are now busy focusing on their Italian property.
Posting to Instagram, Dinnigan wished farewell to the Southern Highlands for spring.
“As excited as I am to be leaving for Roma, I will miss this countryside, the animals, and the sense of space,” she captioned a picture of the farm with grazing cows in the background.
The couple’s soon-to-be-launched luxury accommodation enterprise involves the renovation of a 400-year-old Puglia farmhouse.
Dinnigan has a strong track record in property flipping.

Pedrana, whose career has included producing at Channel 9’s Today, posted an image of the apartment on Instagram, toasting their new acquisition.
“Well, we’ve just taken this whole ‘adulting’ thing up a level!,” she captioned the photo. Here’s to a home full of happy memories and never ending fun!”
The two-bedroom 1920s unit has city skyline views. It was a $600-a-week rental before its sale through Century 21 Armstrong-Smith Bondi Junction agent Nicholas Armstrong-Smith who described the abode as having a boho beach vibe.

Lottoland girl Lydia Pedrana buys apartment in Bondi

Sydney Roosters Premiership winner Victor Radley has been on the hunt for his first property.
It seems likely it will happen over summer as the celebrations come after the NRL grand final.
The 20 year old rookie was a key player in the Roosters Premiership season and then its Grand Final win.
Born and raised in Bronte, Radley's property search has been focused in Roosters heartland.
 He registered as a bidder for the auction for an apartment in Double Bay, however didn't register a bid.
The price of the two bedroom apartment soared $240,000 over reserve to $1.49 million.
The renovated unit sits on the ground floor of Streatham, a boutique block of four.
The 82 sqm William Street apartment last traded for $799,000 in 2013.
It had been a $775 a week rental. 
Phillips Pantzer Donnelley Woollahra agents Sean Poche and Nathan Ryland sold the apartment.
Radley has come under fire for his televised post-match comments after last weekend's win.
The young gun said he was set to celebrate with "beers, beers and more beers."
It has been frowned upon by 2GB broadcaster Alan Jones.
"But can I just make one point, not being prudish," Jones said.
"Now young Victor, can I just proffer a word, you can celebrate and have a good time, without filling your stomach with grog, and without going over the top," Jones said on his top rating morning breakfast show.
"He will play for Australia one day," Jones added, suggesting he is maybe the hardest tackler in the game.
There's been plenty of property movement during the season in the Roosters camp. 
Captain Boyd Cordner upgrading during the season, spending $1.5 million in Randwick.
The previously Coogee-based forward bought a garden apartment in a Andre Barouch-designed block of eight.
The biggest Roosters outlay came from Luke Keary, who won the Clive-Churchill Medal for his finals performance. 
Keary, who departed South Sydney after a row with owner Russell Crowe, spent $2.7 million on a three bedroom home in Dover Heights, moving from a modest Mascot apartment he bought when with the Souths.

Artist John Young lists Hawthorn long-held home

Penrith Panthers favourite Josh Mansour and wife Daniella are selling their apartment near Wolli Creek, given his desire to cut back travel times to training.
The couple secured the Turrella apartment off the plan in 2014, the same month Mansour made his debut for the Australian team in their Four Nations campaign.
The couple moved in on its 2015 completion. Set in the Northview building, the contemporary Reede St apartment has three bedrooms, two bathrooms and two car spaces. It’s one of the few three-bedroom, two- bathroom units in the block.

He scored a try on debut and was named Panthers rookie of the year.
