A luxury beachfront apartment at Rainbow Bay has more than doubled in value since it sold off the plan six years ago, setting a new local apartment record in the process.

The three-bedroom apartment in the Flow development on Petrie Street, the first of four new projects locally by Paul Gedoun's S&amp;S Projects, has sold for $7.4 million, after originally selling for $3.27 million when the project launched in 2020.

The seventh-floor apartment, comprising 187 sqm of internal living space and a 54 sqm balcony overlooking Froggies Beach and Snapper Rocks, was purchased by a local family.

The transaction was negotiated by Pezet Matheson director Kerry Pezet and equates to more than $30,000 per sqm.

Pezet said the sale reflected the limited opportunities to buy into the boutique beachfront development.

"The sale highlights the rarity of opportunities within the boutique beachfront development, where residences seldom become available," Pezet said.

"Flow is one of the Gold Coast's most tightly held buildings. Buyers from our database move quickly when residences become available, and achieving an off-market sale at $7.4 million demonstrates the depth of demand for property of this calibre."

Flow was the first of four luxury apartment developments delivered by Paul Gedoun's S&amp;S Projects at Rainbow Bay and was completed in 2023.

Positioned on the beachfront overlooking Snapper Rocks, the residence includes three bedrooms, three bathrooms, a powder room and views stretching north along the coastline towards Surfers Paradise.

Pezet Matheson Residential principal Mitchell Lambert said buyers continued to prioritise quality beachfront apartments in tightly held locations.

"Flow Residences offers a rare combination of elevated beachfront positioning, architectural excellence, comprehensive resident amenity and premium finishes, which is exactly what discerning purchasers are seeking," Lambert said.

Pezet Matheson originally marketed and sold out Flow off the plan, making the latest transaction a return to one of the project's original buyers.

Rainbow Bay apartment doubles in price since off the plan sale during pandemic

The long-planned transformation of Brisbane's historic Shafston Estate has taken another major step, with Capella Hotel Group announced as the luxury hospitality partner behind what will become Brisbane's first branded residences.

The project, to be known as Capella Residences Brisbane, is being delivered by Verso Projects at the landmark Kangaroo Point riverfront estate, with completion targeted for 2029.

The announcement follows a series of planning changes to the project over recent years. The site was originally approved in 2023 for a 15-level, 37-apartment development designed by Rothelowman for Burgundy Group before Verso Projects took over the 10,070 sqm riverfront holding and lodged revised plans with Kerry Hill Architects to increase the development to a 25-level tower with 51 apartments.

The latest announcement confirms Capella Hotel Group will bring its branded residential offering to the project, marking just the second Capella Residences development globally after Seoul, and the group's first branded residential project in Australia.

The <a href="https://www.apartments.com.au/new-apartments/23-castlebar-street-kangaroo-point-qld-4169">Castlebar Street development</a> will centre around the restoration of the heritage-listed Shafston House, one of Brisbane's oldest residences, originally constructed in 1851 by Reverend Robert Creyke as a single-storey cottage known as Ravenscott.

Capella said the project aligns with its focus on heritage-led developments, with the Brisbane estate combining the restored historic residence with a new luxury apartment tower and hospitality-inspired resident amenities.

Residents will have access to the Capella Living Room, a concierge-led communal space inspired by the group's luxury hotels, alongside landscaped gardens, six swimming pools, wellness and recreation facilities.

The broader estate will also include two riverfront homes, a six-berth private marina, porte cochère arrival experience, secure basement parking and a new section of public riverwalk along the Brisbane River frontage.

The heritage Postal Depot Building will also be retained and repurposed as a guest house, in line with the revised development plans.

The project represents another evolution for the site, which Kerry Hill Architects previously described as a rare opportunity to restore one of Brisbane's most significant heritage estates while creating a new benchmark for apartment living.

"The Shafston Estate provides a once-in-a-generation opportunity to restore one of Brisbane's finest heritage precincts and to reinstate residential use as a unique site perched on the edge of Kangaroo Point," Kerry Hill Architects said in its Urban Context Report accompanying the planning submission.

"The project will celebrate excellence in sub-tropical residential design, setting a new benchmark for vertical living in Brisbane."

Verso Projects, which now has an $8.5 billion development pipeline spanning more than 6,000 dwellings across apartments, townhouses, retail and commercial projects, said the partnership with Capella would elevate the development beyond a traditional residential project.

"We feel honoured to be restoring Shafston Estate to its former glory, elevating it to new heights of luxury and excellence underpinned by Capella's distinctive service ethos and design philosophy, and making it a standout landmark in Brisbane," Verso Projects CEO Steve Laffey said.

"By partnering with Capella, globally recognised for its refined approach to luxury hospitality and deep respect for cultural and historical context, we will elevate this project beyond a residential offering into a world-class destination."

Capella Hotel Group President Roland Fasel said Brisbane's emergence as a global city made it the right location for the company's Australian residential debut.

"Brisbane is a city on the cusp of something remarkable, and Capella Residences is our commitment to being part of that story," Fasel said.

"The Capella residential experience is more than luxury. It is about a sense of belonging to a place with deep meaning."

Private appointments have now opened for the project, with a display suite expected to open in late 2026 ahead of the planned 2029 completion.

Lewis Land's latest apartment release within its <a href="https://www.apartments.com.au/new-apartments/harbour-shores-biggera-waters-564-oxley-drive-biggera-waters-qld-4216">Harbour Shores</a> masterplan is targeting one of the Gold Coast's fastest-growing buyer groups, with almost a third of apartments at Solis priced below $1 million.

The seven-storey building at Biggera Waters will comprise 91 apartments, including 24 one-bedroom residences starting from $778,000, a price point Lewis Land says is aimed squarely at first home buyers struggling to enter the Gold Coast market.

"First home buyers have been priced out of many parts of the Gold Coast, and we saw a clear opportunity to address this and play our part in a longer-term housing solution," Long said.

"That's why 24 of the 91 apartments being delivered at Solis have been designed and priced for the city's next generation of homeowners, quality one-bedroom apartments, half of which include an additional multipurpose room to maximise space and flexibility.

"This approach places 30 per cent of apartments in Solis under $1 million, and with close proximity to Harbour Town's future light rail extension connecting residents to the city's major employment and knowledge hubs, it's a win for buyers looking to secure their first property."

Designed by BDA Architecture, Solis will deliver a mix of one, two and three-bedroom apartments, with residences ranging up to 232 sqm. Apartments feature generous balconies and contemporary finishes, while residents will have access to Harbour Shores' lagoon pool, clubhouse, tennis court, gym, yoga studio and sauna.

The focus on first home buyers resonated with purchaser Holly Humphreys, who said she and her boyfriend spent more than a year searching for their first property before shifting their attention from houses to apartments.

"We fell in love with the first house we bid on and got our hopes up, but after repeated knockbacks we learned not to get too attached," Humphreys said.

"We offered at the high end of price guides, but sales kept going even higher. That's where we really struggled and we needed to re-evaluate our budget and our expectations. Standalone houses were off the table, and we pivoted to apartments and townhouses."

Humphreys said it was encouraging to see developers recognising the growing demand from first home buyers.

"There's a growing number of young buyers looking to enter the market earlier because they understand that getting in now can make a real difference as prices continue to rise," she said.

"It's fantastic to see a developer recognise this and then actively take measures to deliver an apartment with us in mind."

Solis is the first development planned within the second stage of the Harbour Shores masterplan, with early works expected to commence in September 2026.

Lewis Land targets first home buyers at latest Harbour Shores release, Solis

Luxury apartment developer Abadeen has recorded $19.25 million in apartment sales across two of its Lower North Shore developments in the lead-up to the end of the financial year, headlined by the sale of a $6.75 million penthouse at <a href="https://www.apartments.com.au/buildings/koyo-crows-nest-5-rodborough-avenue-crows-nest-nsw-2065">KOYO in Crows Nest.</a>

The transactions also included the sale of a newly completed three-bedroom apartment at <a href="https://www.apartments.com.au/buildings/park-residences-cremorne-2-sutherland-street-cremorne-nsw-2090">Park Residences in Cremorne</a> for $6.35 million, with the residence selling shortly after the project's first public inspections following completion.

Abadeen Executive Chairman and Founder Justin Brown said buyer activity lifted noticeably in the lead-up to the end of the financial year.

"Buyers have become far more decisive over the past six months. The combination of improving confidence, limited supply and the ability to physically inspect completed residences is creating strong competition for premium apartments in the best locations."

The City of Sydney has approved plans for <a href="https://www.apartments.com.au/developers/billbergia">Billbergia Group</a> and Metrics Credit Partners’ $3.5 billion Castlereagh Place project in the heart of the Sydney CBD

The towers will be among the tallest in <a href="https://www.apartments.com.au/developments/sydney-nsw-2000">Sydney</a>'s CBD, with more floors than any other residential tower in the city.&nbsp;

The 6,000 sqm site was acquired by the joint venture partners in 2024. It is the largest amalgamated land parcel in the Sydney CBD and comprises eight individual sites fronting Castlereagh, Pitt and Liverpool Streets.&nbsp;

<a href="https://www.apartments.com.au/new-apartments/castlereagh-place-sydney-324-348-pitt-street-sydney-nsw-2000">Castlereagh Place</a> will transform an underutilised city block into a landmark mixed-use destination, anchored by two 82-storey towers comprising 607 luxury residences above an 8-level podium housing a 209-room luxury hotel. Signature design elements from the original scheme remain unchanged, while the public domain has been significantly enhanced, delivering 60 per cent more open-to-sky space.

Pedestrian access will also be enhanced through new laneways linking Pitt, Liverpool and Castlereagh Streets, drawing people into a new civic park with outdoor seating, landscaping and integrated public art.

With activated laneways supported by strong hospitality offerings, Castlereagh Place is tipped to become a vibrant new dining destination in the heart of Sydney’s CBD.

These are the words, and truths delivered by project architect and multi-disciplinary design firm <a href="/architects/hachem" target="_blank">Hachem</a>. I like their candour. In fact I admire them for it.

Ever so briefly Hachem have been engaged by a private developer to conceive a high quality apartment development consisting of 17 dwellings, restaurant and retail outlet. Located at 38 Nicholson Street, Fitzroy North the design is of such a quality that I'd expect it wouldn't look out of place in St Kilda or South Yarra - high wealth areas with an almost expected lofty design standard to match.

While deriding developments such as Gateway on Nicholson (seen above) within the planning report, Hachem have designed 38 Nicholson Street as beacon of exemplary design in an area bereft of contemporary quality. With an unique, active, articulated and undulating facade the design is a step - no make that giant leap - above what the area currently has to offer.

Defined by an external polycarbonate cellular wall wrap, and ably accompanied by brickwork, glazing and a lush forecourt I can't help but love the design. But what I love even more is that Hachem have raised the bar for apartment developments within the vicinity.

We all know that developers are experts in extolling the virtues of their projects, yet 38 Nicholson Street is so far beyond the design norm it may just drag future surrounding apartment developments up a cog or two in terms of design for fear or being made to look comprehensively mediocre.

Now I realise there's a wide spectrum of views out there regarding higher density living in <a href="/new-apartments/melbourne-vic">Melbourne</a>; no doubt some people would turn their nose at the prospect of a five level apartment complex in this location. If (and I mean when) higher density living is to infiltrate certain areas of Melbourne, is it fanciful to expect the quality of the built form to be beyond reproach?

Hachem via 38 Nicholson Street have demonstrated a no compromise attitude toward design, thus creating a cracking apartment project that just works on every level. Put simply this is the gold standard for low-rise, inner suburban apartment design that will put many others to shame... more please!

Isn't it funny when things just work

With Montague Precinct receiving the lion's share media attention in recent weeks (despite many being clueless as to its exact whereabouts), now might be an opportune time to shift the focus onto another of the four precincts which make up the <a href="http://www.dpcd.vic.gov.au/planning/projects-and-programs/fishermans-bend-urban-renewal-project">Fishermans Bend Urban Renewal Area</a>: Lorimer.

As illustrated in the diagram below Lorimer Precinct provides a crucial interface with Yarra's Edge: a natural extension of sorts bounded by the M1, Lorimer acts as a mediator between Yarra's Edge and the Sandridge Precinct to the south.

Located directly behind the forthcoming <a href="http://assets0.mirvacdevelopment.com/assets/yarras-edge-site/1UkplJX4gkm4aIm/ART-Mirvac-Fact-Sheet-150dpi.pdf">Bolte Precinct</a> within Yarra's Edge, Southbank-based <a href="http://www.hayball.com.au/">Hayball</a> have developed a masterplan for a staged four tower apartment complex at 850-858 Lorimer Street on behalf of clients <a href="http://au.goodman.com/">Goodman</a>.

Like a handful of other land holders within Fishermans Bend, Goodman are better known for commercial and industrial development rather than apartments. With 850-858 Lorimer Street the first of four land parcels controlled by Goodman within the area to seek planning consent, it would come as little surprise if they sold the site should planning approval be achieved.

Triangular in shape, 850-858 Lorimer Streetand has an area of approximately 1.01 hectares. It currently accommodates a mix of commercial, warehouse and office space in a series of low-rise structures.

To the south at 351 Ingles Street (seen in green above) sits an at grade, open air car park that has a current planning application before Government. Conceived by <a href="http://artisanarchitects.com.au/">Artisan Architects</a>, the <a href="/new-apartments/port-melbourne-vic-3207">five tower residential complex</a> would carry 1,915 Apartments and 1,509 carspaces. ​

To the north of the site is a vacant tract of land which into the future will carry the aforementioned Bolte Precinct within Yarra's Edge, spearheaded by Tower 10. The previously highlighted <a href="/news/the-edge-of-tomorrow-160-186-lorimer-street-docklands">Tower 10 at Yarra's Edge</a> reiterates the importance of activated and well articulated podium facades along Lorimer Street, particularly now that we are beginning to see more and more applications lodged within Lorimer abutting the area.

<h2>Proposed development</h2>

The masterplan for the site allows for four towers employing a podium setback tower typology accommodating 1,354 apartments across a combined 146 storeys. The development has been designed in such a way to allow each site to be developed individually, split stages or concurrently.

To facilitate this process and produce a quality outcome in keeping with the intent of the FBURA guidelines, Hayball have developed a series of guiding principles for various elements of the masterplan. These are categorized as Public Realm, Podium, Tower.

Public Open Space –– The public open space will be formed through the creation of a new plaza which is connected via a pedestrian walkway between Lorimer and Ingles Street.

Active Frontages –– The pedestrian link should provide active frontages by sleeving 4-6 storey townhouses on either side

Vehicular Entry –– All vehicular entries and service access to occur off Ingles Street. Lorimer Street to be kept as a primary frontage with active uses

Residential Mix and Diversity –– Podium mix to consist of townhouses, ranging from 3 bedrooms to micro studios as well as SOHO units on the ground floor to attract a wide variety of users and occupants.

Podium Grain –– Podium facade to reflects a fine grain character with articulated elements serving to provide high quality internal amenity

Defined Street Edge –– Podium to run continuous on Lorimer and Ingles Street frontages as well as along pedestrian link to define street edge 
–– Dominant corner on Lorimer and Ingles Streets is to be ‘anchored’ by podium + tower above

Podium Rooftop –– Level 6 podium rooftop to consist of residents’ storage, communal facilities, pool and gymnasium and a large private outdoor space. These spaces should be well located within passive surveillance of the towers above

Acoustic Amenity to Podium Units Fronting Lorimer St –– Facade treatments consist of solid and openable panels + directed glazing to acoustically protect the amenity of residential facing Lorimer Street

Adequate Tower Separation –– Tower separations within the development will range from 12.5 metres (min) to 28 metres (max) 
–– Stage 2A and 2B to be setback 15 metres and 10 metres respectively, from shared eastern site boundary of adjoining property to protect the reasonable amenity (privacy, views and daylight) for occupants

Minimal Overlooking in between Towers –– Towers to be designed to orientate away from each other to minimise direct overlooking of nearby towers 
–– Facade treatments to be employed by offsetting or angling views to overcome direct overlooking where necessary

Clustered Towers on Same Site –– Orientation of towers will maximise northern views of the harbour and water edge, as well as the CBD in the distance.

Visual Impact and Profile –– Towers to be slender in form and designed to be viewed from all sides.

The podium is intended to be expressed as a solid, heavy element that is punctured and peeled back where necessary to allow for internal amenity. The treatment to the tower element varies depending on elevation - north features glazed louvred winter gardens to mitigate wind and improve the amenity to balcony areas, whereas the south elevations employ a 2:3 ratio of glazed verses solid screening bands acting as the mediator between tower and podium.

One interesting aspect that is happening with a number of proposals within the the FBURA, particularly the larger consolidated sites under single ownership is the preference for staged multi-tower developments atop a single podium featuring clone towers. The danger is creating homogenous towers of similar height and finish not unlike the Central Equity experience in Southbank.

If multi-tower developments are to be the way forward for Fishermans Bend then architectural diversity, variable height, a good mix of housing typologies and meaningful contributions to the public realm via well designed active spaces are key to ensuring a good quality outcome.

Put forward by developer-builder Vaughans Constructions, below is an image of the proposed development which was sourced via the Vaughans website. If approved, 221 Pelham Street will join a growing number of mixed-use towers surrounding Haymarket roundabout, inline with City of Melbourne's <a href="https://www.melbourne.vic.gov.au/BuildingandPlanning/FutureGrowth/StructurePlans/CityNorth/Documents/City_North_Structure_Plan_2012.pdf" target="_blank">City North structure Plan</a> which seeks to densify the area.

John Davey Architects design statement:

Pelham Apartments aims to create a building that, through the use of definable sculptural elements, engages with its surroundings and occupants alike. A repetitive 'zig-zag' sculptural pattern creates a rhythm that envelopes the building along its four facades, transforms in material in response to height &amp; translates internally through fenestration &amp; form. The overall mass of the proposal ties in with the higher built forms fronting University Square, and the uniquely shaped site affords the opportunity for flexible internal layouts with uncompromised access to views &amp; natural light.

Having said that the planning report also states not all bedrooms are provided with direct source of natural light. To counter this the architect has devised a flexible floor plan layout (via partitions) where second bedrooms can be adapted to other uses; living room, a study etc.

These 'flexi' apartments can be modified for different functions via full height, extra wide sliding timber panels and flexible joinery, in a similar manner to the development at 103 Pelham Street for the 'Bravo' apartments. While there are a number of bedrooms which rely on borrowed light, they have been appropriately positioned to ensure that they are able to receive adequate daylight from the main living areas.

Externally the tower is dominated by precast concrete panels carrying a feature pattern. Silver and grey perforated metal screens act as balustrades over lower levels while glass, aluminium window frames and aluminium cladding dominate elsewhere. The southern blank wall has been earmarked for an urban art piece, but will be subject to further design works separate to this application.

Owing to its current use, the existing warehouse makes little effort to engage with its surrounds and is subject to a Building Order issued by City of Melbourne which requires remediation works. With demolition the likely outcome, Pelham Apartments would enliven the streetscape by way of a glass fronted corner retail outlet, whilst the opposite corner would contain the tower entrance/lobby which promotes foot traffic to all three street frontages.

221 Pelham Street represents Vaughans Constructions latest foray into the buoyant Melbourne apartment market. The predominantly industrial builder turned apartment developer is set to finish vanguard development <a href="/buildings/bravo-103-pelham-street-carlton" target="_blank">Bravo Apartments</a> located at 103 Pelham Street shortly. Joining 221 Pelham Street in waiting will be <a href="http://www.vaughans.com.au/_uploads/Photo_Gallery/Residential_Gallery/650x469/Argyle_1_650x469.jpg" target="_blank">Argyle Apartments</a> which fronts Cardigan Street, marking Carlton as a honey pot of sorts for the developer.

The quote above demonstrates Hassell's determination to design a mixed-use tower with a "point of difference". The proposed development which <a href="/news/97-franklin-street-simply-mind-boggling">first appeared two months ago</a>, would see a two-storey rendered brick building - currently home to Hertz car hire outlet and Eckersley's Art &amp; Craft - demolished and replaced with a 62-storey tower rising to a height of 212.5m.

97 Franklin joins an increasing number of 200m+ giants on the northern tip of the CBD, including <a href="/buildings/light-house-450-elizabeth-street-melbourne">Lighthouse</a> next door and <a href="/buildings/victoria-one-452-472-elizabeth-street-melbourne">Victoria One</a> diagonally opposite.

Upon initial viewing, the building appears as a series of precariously balanced office blocks but in reality they house 144 serviced apartments, 356 residential apartments and 11 penthouses across the top four floors.

A retail tenancy occupies the north-west corner of the ground floor helping to activate the public realm, whilst a food and beverage dining area occupies level 01 looking out onto Franklin Street. 490sq.m of office space is included as are shared recreational facilities through level 07, bordered by an outdoor landscaped terrace. Resident only facilities splitting a north and south outdoor terrace are found on level 32.

The project caters for 440 bicycle spaces within the basement with only 160 car spaces located in the southern portion of the podium.

<h2>Architecture</h2>

The tower presents as three large volumes stacked atop one another and rotated 90 degrees: podium, low-rise and high-rise. Each responds to a particular set of parameters and conditions:

The space between the low-rise component and the surrounding developments enables equitable solar access. The north facing high-rise component maximises its solar access and the orientation for the city grid enables morning and evening sunlight onto the southerly face. <figcaption>Design process diagram. © Hassell</figcaption></figure>As a result the development works on a macro and micro scale by virtue of developing a set of principles for the three volumes which are designed to respond to adjacencies in context, in turn providing a high degree of amenity to apartments and the public domain.

The golden facade consists of a fine, slender grid which responds to the human scale of the rooms, visually reducing the monumental appearance of the three volumes.

This is achieved by employing a 10m setback to the street with a 5m setback from the western boundary allowing for a new north-south laneway between the site and 450 Elizabeth Street.

A Point of Difference > 97 Franklin Street, Melbourne

Today's article centres once again on the Forum Hotel development at 150-162 Flinders Street, effectively the sequel to Mark's write up on <a href="/news/progressive-development-or-cultural-vandalism">the impact of the development on Hosier Lane</a>. The focus however shifts from street to sky, namely the design response of the tower element which would rise 107m above Russell Street.

Primarily the proposed hotel's function is to fund (or offset) the cost of restoration works on the Forum Theatre itself, at the expense of the Melbourne CBD's last remaining Robin Boyd designed buildings. Some may paint the building as a martyr but with the exception of perhaps the Black Dolphin Motel and Domain flats, Boyd's most highly regarded works are his houses.

The <a href="http://www.batessmart.com.au/">Bates Smart</a>-designed proposal continues the recent trend of towers on culturally significant sites or within historically sensitive streetscapes or precincts. Additionally the Hotel Forum proposal represents yet another attempt at inserting a 'backdrop' in the form of a glazed tower element - the idea of receding into the sky. Other examples of this nearby are 171 Collins Street, the Windsor Redevelopment and to a lesser extent the rejected W Hotel proposal on the Palace site which employed a vastly different architectural expression.

<figcaption>171 Collin St - Bates Smart; Windsor Redevelopment - DCM; Forum Hotel - Bates Smart; W Hotel Proposal - Bates Smart</figcaption></figure>It's also worth noting three of the four aforementioned projects were designed by Bates Smart - their strike rate currently stands at 1 built, 1 proposed and 1 rejected - with DCM's Windsor development slated to begin construction later this year. Rightly or wrongly and despite some objections, the Windsor set a precedent for this type of development and unless a project has a direct (or perceived) impact on Parliament House as was the case with W Hotel, it will likely be approved irrespective of the discretionary height limits.

The crystalline tower presents as two distinct 'slipping' volumes of varying height - one planar, the other faceted - with a sliver of glazing separating them. The southern element draws on the diamond detailing of the Forum theatre whilst the northern element employs a fritted glazing - becoming a chameleon during the course of the day.

Designed to respond to the varying conditions of its immediate context, the proposal rests in an area blanketed by a 40m height limit, once again pushing the boundaries of the planning scheme. Ultimately however it is likely to be approved by the Minister for Planning and would join an existing suite of towers of similar height in the neighbourhood - refer height study diagram below.

<figcaption>Height Study © Bates Smart</figcaption></figure>Set to house 220 rooms across 17 floors, the balance of programme at the proposal's summit consists of a single residential level with (quite peculiarly) an office level and two floors of plant above. Call me a cynic but I question the necessity of those two upper habitable levels in particular - chop them off and you have a 93m tower. Perhaps they will come into play in any possible negotiations re: height, becoming sacrificial lambs of sorts or handy bargaining bait.

The tower sits above a podium comprising two floors of retail with 5 floors of commercial space above. A 50m internal laneway cuts across the site linking Russell Street to Hosier Lane. Now I personally like the articulation of the podium to Russell Street and the way the two tower volumes have been expressed, with a shadowline 'break' in-between 'tower' and 'podium' a design strategy more commonly used these days as a design response on smaller sites where deep setbacks are unviable.

In saying that I do however find the junction between the various components a tad awkward and lacking resolution - particularly the area highlighted below:

Original image © Bates Smart</figcaption></figure>The above illustrates an area where multiple geometries and materials converge hesitantly - a number along the same plane - detracting somewhat from what should otherwise be a beautifully proportioned object. A greater definition of hierarchy to these distinct elements wouldn't hurt.

Finally, I know Mark touched on Hosier Lane in his previous article but I will briefly say that I think brick would be a much more suitable material than corten panels. I understand the rationale behind why corten was employed - the oxidising over time giving it that worn or 'aged' appearance that would otherwise take a couple of decades but it is a material that is largely alien to Hosier Lane. I have rather crudely photoshopped Bates Smart's image from the planning application to give an indication of what I mean:

Despite a couple of reservations I may have, overall Bates Smart have conceived a solid scheme which based on their previous line of work will no doubt boast high quality finishes. On a more macro level it also has the ability to really inject some more life into that corner of the city and I look forward to viewing a revitalised Forum Theatre.

Planning Application > Hotel Forum @ 150-162 Flinders Street

Melbourne’s Chinatown district is set to see its most dramatic transformation in decades if <a href="http://www.axfgroup.com.au/">AXF Property Group</a> gain approval for their latest project, having recently submitting plans for yet another controversial residential tower.

Following approval for Melbourne's tallest suburban apartment tower located in Box Hill, AXF Group have this time acted upon the Total Car Park site at 180 Russell Street. Pushing forward with their CBD plans which were first mooted during late 2012, the development asks to demolish he well known Total Car Park and replace it with a 70 level, 271m mixed-use building which would dramatically alter the city skyline and become a stand out development amongst the relatively low-rise Chinatown district.

Drawing upon inspiration from the Chinese cultural tradition of landscape painting and imagery for the building’s design, architects <a href="http://buchan.com.au/">Buchan Group</a> have taken full advantage of the high profile location by implementing a highly activated 5 level podium. Included within the podium are food and restaurant spaces, a multi-purpose hall, Chinese gallery plus extensive bar and entertainment spaces.

At ground level the design has been carefully crafted to allow for the addition of a new civic space for the Chinatown precinct, creating a new 24/7 meeting point for the area. Included within this new space will be a “stoop” which will be placed at the intersection of Little Bourke and Russell Streets to allow for the public to sit and watch the activity of the street and public place as well as a landscaped copse and tea house.

Image © Buchan Group</figcaption></figure>The inclusions of pavilions which act as entries for the hotel and residential components of the building, and canopies within the podium also allow for increased activation with the public realm. Rising above the podium will be the main body of the tower, holding the majority of the projects apartments which will be situated on levels 6-49. Level 29 of the building sees resident’s facilities which includes an obligatory pool.

A 5-Star hotel is also proposed with suites carried within the “crown” of the building which has been designed to change external appearance throughout the day and night, seeking in part to act as a beacon and become the landmark structure within the Chinatown district.

It is not all smooth sailing for the AXF Group however with demolition of the Total Car Park likely to face tough opposition after being recommended for heritage protection. Completed in 1965, the car park has been slated for heritage protection since the 1980’s with it said to encompass influences from the Japanese avante garde architecture of the 1950’s and 60’s as well as bringing to Melbourne its first taste of brutalist architecture. Incidentally the style was recently described by Planning Minister Matthew Guy as a style that “legitimises ugly buildings”.

In the situation where the building does find itself on the heritage register, the application states that demolition will be sought on the basis of economic grounds, mostly due to the fact that the very low ceiling heights stop it from being used outside of a low tier car park. The application further suggests that significant changes have been made to Total House (atop the car park) in addition to painting of the once exposed bare concrete and replacing old shop fronts with new shop fronts.

With the site also subject to a 60m height limit, the application seemingly faces a challenging journey on its way to approval. Although should the building go ahead, has the potential to change Melbourne's skyline in an indelible fashion.

Nonetheless it could be a case of Big Trouble in Little China.

<h2>Quality of Architecture</h2>

External finishes are slated to include glazed balustrades, precast panels, perforated metal and brickwork. Although hard to discern via the renders, many of the external finishes "Meet on an angle to one another, creating a dynamic affect across the facade."

Of the design quality, the application asserts:

<h2>Improving the public realm</h2>

Granted the immediate area is neither heavily utilised by pedestrians or a retail draw card, but put quite simply any development would be an improvement as the existing structure presents poorly to all frontages. Landscaping is expected along all frontages while a pedestrian link seeks to promote foot traffic through the site during all hours, something which is generally not the case with commercial buildings.

Although taller than surrounding buildings, 12 Queens Road is according to the planning application consistent with City of Port Phillip policy fostering a focus toward higher density development. Surrounded by existing buildings, the proposal wouldn't significantly change the shadow profile of the area.

<h2>Elsewhere on Queens Road</h2>

Neighbouring property Atari House was purchased during 2013 by local developer <a href="/builders/hallmarc" target="_blank">Hallmarc</a>. With a price tag of $13 million for the dated 12 level office structure, it to is expected to make way for apartments in the future. Elsewhere <a href="/buildings/lakeside-77-queens-road-melbourne">77 Queens Road</a> also changed hands last year with expectations and rippled 13 level apartment building designed by <a href="/architects/fraser-partners-0">Elenberg Fraser</a> will become a focal point in due course.

Together these three developments may yield somewhere in the vicinity of 700 new dwellings if built.

Planning Application > 12 Queens Road, Melbourne

News surfaced last week of another prime Southbank site slated for a major residential tower being snapped up by an Asian property firm intent on making an immediate impact in Melbourne. The Australian <a href="http://www.theaustralian.com.au/business/property/chinese-firms-18m-berth-at-southbank/story-fniz9vg9-1226831987691#">reported</a> that Chinese group Financial Fook has purchased 84-88 Queensbridge Street for $18 million via its new subsidiary Starryland Melbourne.

While Starryland may be in its formative stages, parent company Financial Fook have pounced on the site and The Australian suggests they may also be running the ruler over a nearby site at 25 Queensbridge Street, which holds a planning permit for a 71 level, 586 apartment tower.

The subject of today's article however was submitted for consideration to DTPLI during December by <a href="http://www.contour.net.au/">Contour Consultants</a> on behalf of then site owners Shriar Nominees Pty Ltd and D&amp;L Harris Investment Pty Ltd.

Rothe Lowman state "The proposed development will make a major contribution to the surrounding public realm and will be defined by high-quality architecture. The contemporary architectural expression will create a beneficial bookend to Queensbridge Street and provide a natural Gateway to and from the City when experienced from Kings Way overpass."

The above assertion may have credence, yet when viewed with the <a href="/buildings/bella-248-city-road-southbank">Verge</a> and <a href="/buildings/home-southbank-256-260-city-road-southbank">256 City Road</a> combination on the opposite flank of Kings Way, the proposal gains a new dimension. Laurence Dragomir has produced a render visualising what the area surrounding Kings Way may resemble in a few years time, as seen below.

In addition to being a bookend to towers situated closer to the Yarra, it seems 84-88 Queensbridge Street coupled with 256 City Road would act more as a twin gateway to Southbank for those heading in a northerly direction, owing the the fact they're the tallest structures in the immediate area and of a similar height.

Broken by black bands, two fractal elements protruding from the podium represent a 151 sqm commercial space and 108 sqm gym, activating what for the most is an above ground car park.

Included within the podium are 108 car parking spaces and 92 bicycle bays while the podium top sees a green common area and dining hall. Thereafter the slender tower hosts 295 apartments with options slated to include 1 Bed/1 Bath, 2 Bed/1 Bath and 2 Bed/2 Bath layouts. Generally each level will carry six dwellings with apartments sizes ranging between 50 sqm and 75 sqm.

Breaking the tower's form at level 42 is a recessed floor plate which features a mix of apartments and residential amenity, chief of which is a 23-seat cinema room which when not in use acts as a viewing deck with sweeping views toward the CBD.

Delivering the requisite apartment amenity, responding effectively to the urban context and ensuring an inherently efficient solution are all resolved through a carefully considered and orchestrated tower plan.

The architectural expression in turn translates the plan into a beautifully elegant, timeless building. At the grandest scale the building is designed to fulfil its role as an important addition to the city yet on approach the building reveals a fine scale and level of detail appropriate to its use as a residential building." Basically it's an articulated, visually pleasing building.

What will be of interest is the speed at which the project will advance to sales, assuming the tower receives approval. Fellow Asian developers have wasted no time in marketing their projects, with the <a href="http://marcomelbourne.com.au/#header">Marco Melbourne</a> project close to 84-88 Queensbridge Street a prime example. Expectations are that upon approval 84-88 Queensbridge Street will join the throng of residential towers seeking their place on the skyline.

What the Fook: 84-88 Queensbridge Street, Southbank

Today's article is a follow-up piece to a news item from earlier this week titled <a href="/news/is-this-frankstons-time-to-shine" target="_blank">'Is it Frankston's time to shine?'</a> in which Apartments.com.au highlighted the growing number of medium and high-rise developments jockeying for position within the bayside suburb.

In focus today is 446-450 Nepean Highway, an 11 storey mixed-use development which is currently toward the tail end of the approval process as Frankston City Council has indicated that the development will receive the green light.  Located directly opposite the revamped Peninsula Centre, 446-450 Nepean Highway is expected to form part of a wall of mid and high-rise buildings on the western flank of Nepean Highway.

Responsible for this scheme, <a href="http://www.doigarchitecture.com.au/" target="_blank">Doig Architecture</a> are also in the process of devising a residential building of some 300 apartments on the neighbouring 444 Nepean Highway site.  Whilst these are separate developments, both will abut one another and appear as five separate buildings over a 200 plus metre stretch.  Capable of being constructed in stages to meet market demand, both developments are designed to be visually discernable in their components, acting as a 'city wall' according to Doig.

At 44.1 metres tall, 446-450 Nepean Highway would carry approximately 10,500 m² of office accommodation over upper floors.  A mezzanine ground floor and two podium levels will host a select number of apartments facing Kananook Creek and the Bay beyond while a total of approximately 600 m² of lettable retail space will activate both Nepean Highway and Kananook Creek Boulevard.

It's also expected that near 200 m² of additional space will front a new pedestrian laneway, linking the main north-south aligned thoroughfares that flank the site.  Servicing the tower will be 367 car parking positions accompanied 48 bicycle bays and 31 motorbike bays, distributed over five levels, both above and below ground with entry via Kananook Creek Boulevard.

The materials schedule is best described as monumental with no less than 18 separate forms of metal, timber, glass and concrete employed to create 446-450 Nepean Highway's exterior.  Prominent will be blue and grey glass over the tower's Nepean Highway frontage, punctuated silver glass in a seemingly haphazard fashion. Clear glaze will define the streetscape while perforated patterned mesh screens will cloak above ground car park levels and feature beach and nature motifs.

Doig Architecture's website carries the following summary of 446-450 Nepean Highway. "This 6,500sqm parcel of land between Nepean Highway and the Kananook Creek corridor offers a unique opportunity for the creation of a new High Street and public realm for the City of Frankston. With the opening of the Frankston Bypass, Nepean Highway is to be downgraded and two lanes of traffic removed. This section of the street could and should be developed with greater height and a more urban form, generous footpaths and planting of canopy trees and include uses such as Office, Residential and service retail, and potentially Student Accommodation and Education."

Although Council resolved to grant a planning permit during July 2013, the planning application was taken to VCAT as a number of objectors raised issues such as non-compliance to state and local planning policy, loading and road access provisions, design response and overdevelopment.  Subsequently a VCAT mediation session yielded an in-principal agreement  whereby increased privacy measures such as aluminium aerofoils (as seen above) will be incorporated into the design.

As of December 2013 446-450 Nepean Highway has found provisional approval from both Frankston City Council and VCAT, paving the way for final approval during the new year.

2014 promises to be a fascinating year with the influx of remarkable large-scale projects earmarked for Melbourne showing no signs of abating.  The year's first planning application in focus concerns 15-35 Thistlethwaite Street, South Melbourne, one of a plethora of residential projects jockeying for approval (and potential disappointment) within the Fishermans Bend urban renewal area.  Immediately drawing parallels to sinuous beauties such as <a href="http://www.yve.com.au/index.php?option=com_content&amp;view=article&amp;id=47&amp;Itemid=27" target="_blank">Yve</a> on Melbourne's St Kilda Road or Chicago's masterful <a href="http://www.lakepointtower.org/sub_category_list.asp?category=31&amp;title=Architecture+of+Lake+Point+Tower" target="_blank">Lake Point Tower</a>, the planning application was submitted to State planning body DTPLI during September 2013.

Expanding property developer <a href="http://www.circapropertygroup.com.au/?view=featured" target="_blank">Circa Property Group</a> has enlisted prolific Melbourne firm <a href="http://www.rothelowman.com.au/" target="_blank">Rothe Lowman</a> to create a standalone 38 level residential tower, yet 15-35 Thistlethwaite Street does carry similar DNA to a number of other Rothe Lowman proposals with Fishermans Bend such as 228-238 Normanby Road, 6-78 Buckhurst Street and 60-82 Johnston Street; best summarised by dark curtain glazed towers above light precast podiums.  The end result is a clutch of visually pleasing towers, of which 15-35 Thistlethwaite Street is but one.

As with all areas of Fishermans Bend, there's little to no existing large-scale built form fabric upon which to draw inspiration or a lead when creating a tower such as 15-35 Thistlethwaite Street.  As a result the design process is seemingly at the whim of the architect, with Rothe Lowman providing the above examples. 

Having split the design into two sections, the tower represents "An expression of new life" and aims to evoke notions of renewal and new growth, whilst exuding clarity, simplicity, purity and singularity.  Balconies over the tower are set within the concave shape of each aspect, which along with the towers curved corners seek to mitigate the effects of wind.  All floors above 31 feature an enhanced 3.5 metre radial curve to corers which as seen below is highlighted by the inset fins over upper levels.  Furthermore the concave shape is designed to maximise sight lines from apartments whilst the towers massing allows for adjoining sites if developed, to maintain a separation of between five and six metres.

The podium on the other hand mimics a broken husk, where textured precast panels backed with dark metalclad or glazing provides a strong contrast to the tower above.  This contrast according to the planning application provides visual support and expresses grounded elements to an area with interactions at street level.  The end result is a stunning interface fronting Thistlethwaite Street defined by contrasting colours, contrasting soft and sharp lines and a highly defined entrance that's expected to be adorned with artwork.

Podium and tower together can essentially be read as new life sprouting from the seed, symbolic of Fishermans Bend in general.

Externals aside the development is expected to hold 291 apartments in total, split between 187 single bed, 91 double bed and 13 triple bed dwellings, although provisions have been made to alter the apartment mix should the scheme proceed to sales eventually.  Provisional plans call for single bedroom apartments to to start at 41 m² of internal space while three bedroom apartments will max out at 98 m² of internal living, with a variety of floor plans in between.  Continuing an emerging trend of elevating single bedroom apartments, the highest habitable floor will feature dual single bedroom apartments for the buyer/renter determined to gain imperious views.

These apartments are supported by 173 car parking spaces located within the six level podium which in turn are shrouded by two retail tenancies and twelve apartments. Vehicular access to the building will be via an expanded Shamrock Place which subsumes some of the development site, and which is expected to be offset by an overhung podium that still reaches the site boundary above 5.3 metres.  This represents a car parking ratio of 0.59% whilst bicycle provisions at 96 (including 12 kerbside bays) is even lower at 0.33% bicycles per apartment; this may be due to both Trams 109 and 96 being no more than a two minute walk from the development.  

Other noteworthy additions within the development include two ground floor mezzanine retail spaces totaling 284 m², an independent commercial yoga studio at 89 m², residents dining room, lounge and gymnasium all atop the podium.  In addition to these facilities is an expansive open terrace of 286 m² which fronts Thistlethwaite Street, at a height where the buzz of street activity is still audible, giving a sense of place.

Level 31 carries further residential amenity with 262 m² of communal facilities featuring an external terrace, private dining room, residents club and cinema.

As pleasing as the design may be, based upon current guidelines that are available 15-35 Thistlethwaitse Street seems doomed in its present form as the site falls within an area where a four level height limit has been proposed.  An article entitled 'Fishermans towers face chop' carried by the Australian Financial Review (AFR) during September quoted Circa Property Group director Luke Stokie as stating the following, "Circa had been consistently encouraged by state planners to make its initial proposal of about 30 storeys higher...based on their advice I kept putting it up.  Now it's four levels [the height limit]...It will never get off the ground.  You can't build basements in that area because of the soil.  By the time we build two levels of car parking there is nothing left for apartments."

According to the same article Mr Stokie said that Circa Property Group had conducted thorough due diligence for the site and liaised with the State officials heavily prior to buying the site.  Although a very public display of discontent via the AFR, it is symptomatic of the rumblings of both individuals and large property development entities seeking approval for their development schemes within Fishermans Bend.  

As these are interim height guidelines, there's been no doubt much discussion [read lobbying] between affected parties and state planning officials prior to Planning Minister Matthew Guy formalising height controls for the urban renewal area, most likely prior to the upcoming 2014 State election.  Whether 15-35 Thistlethwaite Street survives in its current form or meets another fate is unknown, yet once these finals height limits are tabled, the situation will become much more transparent.
