IPM Property is progressing plans for its third development in Mona Vale in Sydney's Northern Beaches, and its latest will be the biggest yet.

IPM, led by Steven Sroba and Chris Webster, has filed a State Significant Development Application to the NSW Government's Housing Delivery Authority for 82 apartments on a prime 6,122 sqm site stretching across <a href="https://www.apartments.com.au/new-apartments/159-167-darley-street-west-mona-vale-nsw-2103">159-167 Darley Street West</a>, opposite Bayview Golf Course and just under 800m from Mona Vale town centre.

They've had <a href="https://www.apartments.com.au/architects/pbd-architects">PBD Architects</a> draw up the plans for the three-building development which will offer a mix of 26 two-bedroom units and 56 three-beds with interiors by <a href="https://www.apartments.com.au/interior-designers/mim-design">Mim Design</a>.

According to the Design Report by PBD, the built form "responds to the site’s natural fall, solar orientation, and established vegetation, creating a layered architectural expression that balances scale, materiality, and landscape”.

The proposal aims to maximise passive design outcomes, with the site’s northern orientation supporting solar access and cross-ventilation. Building footprints have been shaped to preserve high-retention trees and accommodate an overland flow path, which runs diagonally through the rear of the site.

The development includes several sustainability initiatives, such as full electrification, EV charging provisions, and generous communal open spaces integrated across the ground and rooftop levels. As outlined in the planning documents, the buildings have been stepped in both plan and elevation to reduce bulk and provide separation to adjacent dwellings, in line with the Apartment Design Guide and local controls.

The project site falls just within the 800-metre radius covered by the NSW Government’s Low and Mid-Rise Housing Reforms, which entered their second stage in February 2025. These reforms introduce specific planning controls that significantly increase the potential for medium-density housing growth within 800 metres of the Mona Vale town centre.

IPM has been active in the local market for several years. Its recent projects include Maya on Bungan Street near the town centre, a 33-apartment development completed in late 2024, and Iluka on beachfront Golf Avenue, a boutique project of just 14 apartments. Iluka set a local record in 2021 when a full-floor, three-bedroom apartment sold off the plan for $4.775 million.

Nearby in Palm Beach, IPM is also delivering Snappermans, a collection of just five luxury apartments designed by Koichi Takada Architects, located steps from Pittwater. The developer has also recently completed Como Coogee, a 20-apartment development on Carrington Road.

First look: IPM plans third Mona Vale project

With demand for high-quality family homes in the inner west continuing to rise, young families are increasingly turning to new forms of multi-generational living.

“We’ve found the craftsmanship has been great and I believe the beautiful arches and curves, including on our stunning staircase, are all made by hand.”

Since moving in with their seven-month-old baby in mid-August, the family has been making the most of the amenities, especially the pool.&nbsp;

“We love using the shallow area with the baby. It’s great for kids, and the sunbeds are perfect when it’s not too hot,” Danny said.

The home features kitchen, living and dining areas on the ground floor with courtyard access to the pool, two bedrooms and a study on the middle level, and a master suite on the top floor. The proximity to local parks, childcare, and schools also made it an easy choice.

Nikki has noticed the project is sparking interest from the extended families of new residents.&nbsp;

“Several of our neighbour’s parents have now bought here too. It’s ideal for multi-generational living because everyone has their own space but you’re still close by.”

Lewis Land unveils Harbour Shores’ double-storey sky homes with private marina berths

PERIFA's Rozelle Village in Sydney's Inner West is the first project to receive funding as part of the&nbsp;Minns Labor Government’s Pre-sale Finance Guarantee program, a programme aimed at fast tracking new homes across the state.

More than 225 new apartments, including 59 affordable homes, will now start construction sooner as part of the $285 million Rozelle Village revamp of the derelict former Balmain Leagues Club site on Victoria Road, which received state significant development approval last year under the Infill Affordable Housing pathway.

The mixed-use precinct also includes retail spaces, community facilities, and a public plaza.

The Guarantee is supporting 32 affordable homes off the plan, giving developer PERIFA confidence to secure construction finance and deliver much-needed homes in the Inner West.

This arrangement gives the developer time to lock in a community housing provider to purchase and manage the project’s affordable homes, with a guarantee the Government will buy the 32 units if the level of qualifying pre-sale requirements is not met prior to project completion expected in 2028.

Since the launch of the program in October, 31 expressions of interest have been received from developers across the state, with a third of these already invited to submit full applications.

In addition to the <a href="https://www.apartments.com.au/new-apartments/rozelle-village-rozelle-152-victoria-road-rozelle-nsw-2039">Rozelle Village</a> project, over $100 million worth of pre-sale commitment requests have been received and are currently under assessment. If approved, this support will unlock the construction of over 350 new homes across metropolitan Sydney and regional NSW.

Under the Pre-sale Finance Guarantee, the Government may commit to buy, off the plan, up to 50 per cent of homes in approved developments, valued at up to $2 million each. Support can range from $5 million to $50 million per project, the Guarantee then allows developers to achieve commercial construction finance.

Up to $1 billion in pre-sales over the next five years will be supported through the revolving fund, making sure more projects can move from approval to construction.

The challenge of meeting pre-sale requirements is one of the most common issues cited by stakeholders in securing finance, and has been outlined as a key hurdle for industry in the NSW Productivity and Equality Commission’s Review of housing supply challenges and policy options for New South Wales. Only developers and projects that meet strict criteria for credibility, capability, and capacity to deliver are approved and invited to participate in the program.

&nbsp;

Treasurer Daniel Mookhey said the program is a "smart use of the State's balance sheet."

“This is exactly what the $1 billion Pre-sale Finance Guarantee was designed to do - move approved projects from paper to construction," Mookhey said.

“By providing a targeted pre-sale guarantee, we’re giving the market the confidence it needs to secure finance and start construction, without the Government having to spend a dollar upfront."

Minister for Planning and Public Spaces Paul Scully said Rozelle Village is a great example of how Labor's housing reforms and initiatives are working together to deliver great results.

“The Pre-sale Finance Guarantee uses the Government’s strong credit standing to help bring to life prime housing developments, including sites like this one in Rozelle that sat dormant for years. It allows more new homes to be delivered faster, creating jobs, and easing housing pressure for families across NSW.

“This project was approved under the Infill Affordable Housing Pathway to deliver 59 affordable homes and now, through the Pre-sale Finance Guarantee, we’re making sure those homes are built sooner.

“By removing planning and financial roadblocks, we’re giving developers and lenders certainty, boosting housing supply, and creating vibrant communities where people want to live which means more people in more new homes quicker.”

Are more homes on the way? NSW Gov backs first project in Pre-Sale Finance Guarantee program

Fresh off completing Pienza Neutral Bay, developer <a href="https://www.apartments.com.au/developers/central-element">Central Element</a> is preparing its next move in the coveted Lower North Shore suburb.&nbsp;

Central Element (CE) has lodged plans for an eight-storey apartment building at <a href="https://www.apartments.com.au/new-apartments/54-64-barry-street-neutral-bay-nsw-2089">54–64 Barry Street</a>, a 1,659 sqm site just south of Military Road and the Neutral Bay town centre.

The $52 million development will involve the demolition of four detached homes across four lots to deliver 45 apartments, including eight affordable housing units to be managed by Bridge Housing. The mix will comprise six one-bedroom apartments, 24 two-beds, and 15 three-beds. The apartments will sit above three basement levels with 62 car parking spaces and 50 bicycle spaces.

<a href="https://www.apartments.com.au/architects/mhn-design-union">MHN Design Union</a> (MHNDU) has returned as architect following its work on Pienza, again shaping a mid-rise form with a clear street presence. The design features a lower four-storey podium element that responds to surrounding context, with upper levels recessed to reduce perceived bulk. Communal open space is proposed both at ground level and on the rooftop, the latter including an outdoor kitchen and swimming pool.

“The building has been designed with a lower four-storey element and with building materials commensurate with the character of the area,” Beam Planning noted in its submission to the North Sydney Council.

MHNDU’s design report further highlights the site's strategic location just 250 metres from key bus stops and 1.3 kilometres from North Sydney CBD, positioning it for transit-accessible housing supply. In their planning justification, the design team emphasised the site’s compatibility with emerging local character and scale.

Central Element has a solid apartment pipeline spread all over Sydney. They recently completed&nbsp;Pienza, 37 apartments just 500 metres away from the new project, and are currently building Ethos Chatswood, Ballamac House in Coogee, and Bianca on the harbour in Drummoyne.

They have plans for future projects in Mosman, Bondi Beach, Greenwich, Lavender Bay, along with a tower on the edge of Hyde Park.

Climate change is happening, and it's forcing us to save the liveability of our cities.

<a href="https://www.greenerspacesbetterplaces.com.au">Greener Spaces Better Places</a> is an initiative which gives a voice to advocates looking to make changes for the better in our urban environments. The goal is to increase and diversify the tree canopy cover to <a href="/news/future-focus-australian-institute-of-landscape-architects-call-for-new-living-infrastructure-strategy">alleviate the impacts of the heat island effect</a> and other climate change-related impacts, from both a council and <a href="/news/5-of-australias-top-apartment-gardens">house-hold level</a>.

Trees reduce direct heat absorption and are helpful to be under on a hot day and when this is multiplied across a city, has enormous benefits in reducing a city’s ambient temperature. Trees are effectively nature’s free air conditioners!”

By reducing the urban heat island effect, studies show that this could be an integral way to increase biodiversity in our cities – and not only will it create a more harmonious place for wildlife, but humans are likely to experience more positive physical, social and mental wellbeing too.

Dr Tony Matthews also commented on the issues, explaining that reducing surface temperatures play a significant role in slowing the effects of climate change and a government-funded incentivisation scheme would be a great way to get the city's residents on board.

The annual awards program acknowledges the ability of landscape architects to shape cities and towns to tackle the major challenges facing Australian cities and their residents, including an ageing population, climbing obesity and diabetes rates, transport challenges and the increasing importance of positive mental health. 

The awards reflect the broad scale of projects designed by landscape architects with projects such as the Sunshine Coast’s Palmwoods Town Square awarded, through to smaller projects like the Ian Potter Children’s WILDPLAY Garden and the Darebin Yarra Trail Link.

The awards coincided with the 2018 AILA International Festival of Landscape Architecture: The Expanding Field, which celebrates the great diversity within Landscape Architecture practice, promoting the critical role the profession has in confronting and contributing to the social and economic challenges of the coming century.

The Expanding Field Creative Directors, Taylor Cullity Lethlean (TCL), say the social and environmental challenges we face are large-scale and systemic, from climate change to growing wealth inequality and a politically volatile climate worldwide.

Winners of the 2018 National Landscape Architecture Awards announced

Continuing with the theme of the 2018 Victorian Landscape Architecture Awards, Urban.com.au caught up with Steve Schutt, Director of Landscape Architecture at Hansen Partnership, who works on a variety of landscape projects both in Australia and overseas. 

Hansen Partnership received the Urban Design Award of Excellence for Victoria Square in Kerang and the Parks and Open Space Landscape Architecture Award for Williams Reserve in Richmond.

Steve Schutt: Hansen Partnership is a multidisciplinary planning and design practice based in Melbourne and working on projects throughout Victoria, Tasmania and internationally through our office in Vietnam. Our landscape architecture team aims to deliver creative, functional and attractive places for people. We take a site-responsive approach, with a strong focus on achieving environmentally sustainable outcomes, combining creativity and precision to ensure a smooth delivery into built reality.

We work collaboratively with clients to design places and spaces that incorporate the use, occupation and enjoyment of external environments. We design solutions that create, improve or rejuvenate external spaces, with a focus on considering the needs of the individuals, groups or communities who will occupy and enjoy those spaces.

U: Hansen Partnership works on metropolitan projects such as Williams Reserve and Windsor Village as well as projects in regional Victoria. How do these differences affect the landscape design? 
SS: Every project requires a tailored approach to design, as every site is unique. Our work is strongly influenced by context, and that cuts across physical context, environmental context and social context. We approach every new project with an open mind and we consciously avoid pre-prescribed outcomes for projects.

SS: As per the previous question, we try to avoid any sort of predetermined design themes or features which might be interpreted as being “the Hansen style”. Rather, given that many of projects involve existing urban environments, we employ a site-responsive approach and tend to utilise the physical characteristics of a place and the ideas and aspirations of the communities who use that space as our primary sources of design inspiration.

U: Can you give us an insight into any projects you are currently working on?

SS: We have a number of really exciting project within the office at present, including a street in Abbotsford which is in the process of being transformed into a local park, a new town Square in Croydon, a streetscape improvement project in Port Campbell and a number of major infrastructure projects across Melbourne, for which we are applying our expertise in landscape architecture, urban design and visual impact assessment.

U: Are there any landscape trends you have noticed rising in popularity at the moment, in Victoria or more broadly?

SS: As a lot of our projects involve existing urban environments, and in particular activity centres and transport hubs, we are seeing a move towards the design of ‘streets for people’, whereby pedestrians are being considered as the highest priority users of a street, with private motor vehicles being given a much lower priority. As the population density of our major cities continues to increase, we expect to see this realignment of priorities to continue to be a major influence in the way we design urban environments, and we are firmly of the view that such an approach will improve the quality, amenity, functionality and attractiveness of our towns and cities.

AILA Victorian Landscape Architecture Awards 2018: Q&A with Hansen Partnership's Steve Schutt

Following last Friday night's announcement of the <a href="/news/aila-victorian-chapter-awards-2018-winners-announced">2018 Victorian Landscape Architecture Award winners</a>, Urban.com.au chats to Adrian Gray, State President for the Victorian Chapter of the Australian Institute of Landscape Architects (AILA). Adrian is an urban planner with experience in both the public and private sectors.

Urban.com.au: How is the landscape architecture industry changing for the better?

Adrian Gray: There are now more landscape architects than ever working in both public and private sectors with over 3,500 members of the Australian Institute of Landscape Architects.

Landscape architects are influential in delivering quality public and private spaces and policy development within Local, State and Federal governments that ensure the liveability and well-being of people.

Landscape Architects are committed to designing and creating a better Australia by creating resilient social infrastructure that shapes the world around us. They conceive, reimagine and transform the outside world from streetscapes to parks and playgrounds, transport solutions, new suburbs and cities and are leading the importance of integrated green infrastructure that will sustain 21st century liveability, health and well-being.

AG: The following quote from a World Health Organisation document tilted ‘Urban Green Spaces: a brief for action’, sums up what is required in the coming decades of this century;

<blockquote>
“Green spaces and other nature-based solutions offer innovative approaches to increase the quality of urban settings, enhance local resilience and promote sustainable lifestyles, improving both the health and the well-being of urban residents. Parks, playgrounds or vegetation in public and private places are a central component of these approaches….”
</blockquote>

AILA has been very active in recent years in creating position papers used for advocacy that supports the above such as Green Infrastructure, Living Cities Alliance and the Liveable Cities Series that address Cooler Cities, Active Transport and Healthy Communities.

Landscape Architects are the key to ensuing that public and private spaces are designed to create a resilient city for the 21st century through nature based solutions.

U: The Victorian Chapter of AILA has the largest member base - what do you enjoy most about your role working with so many landscape architects?

AG: I feel very honoured to advocate and represent all Victorian AILA members in promoting the role that landscape architecture has with the myriad issues facing Melbourne and regional Victoria. I am very active in partnerships that ensure that landscape architecture is part of the discussion in shaping public realm outcomes in Victoria. I enjoy:

<li>Engaging with AILA’s sponsors;</li>
	<li>Working with academic think tanks such as the Clean Air and Urban Landscape from UoM/RMIT;</li>
	<li>Collaborating with AIA/PIA on built form advocacy in the lead up to the State election;</li>
	<li>Representing landscape architecture within important projects such as Greening The West and the development of the Melbourne Metropolitan Urban Forest Strategy by the Melbourne’s Chief Resilient Officer.</li>
	<li>Presenting where ever I can on how landscape architects make our cities great places to live. </li>
</ul>
U: How can landscape architecture form a greater part of the built environment?

AG: AILA has recently adopted a national Reflect Reconciliation Action Plan that will enable members to begin to form a deeper understand that Traditional Custodians have with the Australian landscape. Through a greater understanding of the intrinsic values and spirituality that connects Traditional Custodians to the landscape,  we hope that landscape architects can improve their understanding and care for the Australian landscape in both urban and in rural settings.

U: You work in urban design yourself, what do you think makes an enduring design when it comes to landscape architecture?

AG: Design needs to create connections between people, nature and place. I have seen from practicing in the public sector in Brimbank for the last ten years where there has been a significant commitment to designing quality, accessible places in streets and parks that when people feel great about where they live, they become more active physically and are connected to the urban landscape. People being connected to where they live means a happier and healthier community.

AILA Victorian Landscape Architecture Awards 2018:  Q&A with Adrian Gray

The best landscape architecture projects in Victoria have been recognised at the Australian Institute of Landscape Architects’ (AILA) 2018 Victorian Landscape Architecture Awards.

The jury <a href="/new-apartments/melbourne-vic">reviewed projects from across Melbourne</a> and regional Victoria across 13 categories, with a total of 29 projects gaining recognition. The award winners were announced at an event hosted by AILA’s Victorian Chapter on earlier this evening.

Metropolitan local Government Councils dominated as clients of the winning projects, showing the importance of rejuvenating public spaces and setting a high standard of design. These include projects initiated by Brimbank City Council, City of Wyndham, City of Yarra, Frankston City Council, Glen Eira City Council, Hume City Council and Moonee Valley City Council.

Other notable projects taking home accolades include the Darebin Yarra Trail Link due to its excellent response to a complex location and the Point Nepean National Park Master Plan for its leading strategic thinking, community consultation and cultural focus.

Projects given Awards of Excellence and Landscape Architecture Awards will proceed to the National Awards with winners announced on Thursday 11 October as part of this year’s International Festival of Landscape Architecture.

A free exhibition showcasing all award-winning projects will be on display at RMIT Design Hub from 20 August 2018.
