Perth’s new apartment market recorded its strongest quarter of sales since Q4 2021, with 412 apartments sold in Q1 2026 and a record quarterly sold value of $537 million, according to Urbis’ latest Apartment Essentials results.

Urbis said the March quarter result reflects strong, highly product‑specific demand across both ends of the market, from more attainable projects delivering at scale, through to premium stock being absorbed by equity‑rich downsizers.&nbsp;

David Cresp, Partner at Urbis, said the key story in Perth is not demand, it is the market’s ability to convert demand into delivered housing.&nbsp;

“This is the strongest sales quarter since Q4 2021, and it reinforces that demand in Perth is real and it’s local,” David Cresp said. “But the task now is delivery, turning that demand into projects that can actually be built and completed.”&nbsp;

<h2>Affordable product leads, premium demand remains resilient</h2>

Sales in Q1 were led by more affordable projects, with The Boulevard (SKS Group) recording 115 sales in the quarter, the presentation noting this is only the second time a single project has surpassed 100 quarterly sales. The project was able to offer more affordable housing product right next to a train station.&nbsp;

Palmyra West (Finbar) also delivered strong results with 28 sales in Q1, following 84 sales in Q4, with an average price of under $800,000, underscoring depth of demand for well‑located, attainable new stock.&nbsp;

At the premium end, Urbis said downsizer demand is continuing, with the results highlighting Romeo (Applecross, Finbar) recording 75 sales and reaching almost 50% sold in one quarter.

Jual (Shenton Park, Celsius Property) also posted a strong quarter with 28 sales, reaching 39% sold in one quarter.

Urbis noted that Perth apartment demand is not speculative, not investor‑led, and not uniform, describing it as localised, often equity‑driven and highly product‑specific, a pattern reflected in the polarisation between strong “attainable” performers and premium downsizer product.&nbsp;

<h2>Prices underpinned by costs, and the delivery risk is growing</h2>

Urbis said pricing pressure is cost not demand‑driven: construction costs and delivery risk are now a central constraint, with the results noting build costs remain elevated and volatile, and that energy, fuel and labour uncertainty weigh on feasibility.

David Cresp said a growing challenge for private Build‑to‑Sell developers is simply securing a builder in the current environment.

“Developers are really feeling the pressure from a building market that was operating at capacity and securing a builder is challenging,” David Cresp said, adding that even where a builder can be secured, “trying to get to the price that makes the development financially viable is incredibly challenging in the current market.”&nbsp;

Urbis’ broader WA commentary also notes that industry remains at or above capacity with lot and housing creation, and that many builders are limiting new sales to manage stretched workforces and fixed‑price contract pressures, conditions that flow directly into apartment feasibility and delivery timing.

<h2>Supply: improving later, but still constrained, and Perth lags eastern benchmarks</h2>

While near‑term supply remains constrained, Urbis’ forecast shows completions lifting “Supply is forecast to be back above 1,500 apartments per annum for the first time since 2019”, with 1,775 completions forecast for 2026, and volumes remaining above that level over the following years.&nbsp;

Looking further ahead, completions are forecast to reach 2,500 in 2028, with the report noting 32% of that total is social/affordable, reflecting the role of government‑supported delivery in rebuilding the pipeline.&nbsp;

However, Urbis said Perth remains behind comparable markets on pipeline scale. In a national comparison of projects under construction, the report shows under construction Perth Build‑to‑Sell (BTS) at 3,446 apartments versus the Gold Coast at 7,922. Mr Cresp said “The challenge for Perth is how to we grow the delivery pipeline”.

Urbis’ conclusion is that Perth’s market is increasingly defined by product discipline and delivery certainty, with the research identifying “delivery certainty is key” and calling out builder risk and procurement models as core success factors, alongside “timing and staging”.&nbsp;

Perth apartment sales hit strongest pace since late 2021 as builder capacity tightens

<a href="https://www.apartments.com.au/developers/sammut-developments">Sammut Group</a> has secured development approval for its latest Brisbane apartment project, marking the Sydney developer’s next step in expanding its Queensland pipeline following the success of its debut Gold Coast development, Coast.

The approved project at <a href="https://www.apartments.com.au/new-apartments/44-glen-road-toowong-qld-4066">44 Glen Road, </a><a href="https://www.apartments.com.au/developments/toowong-qld-4066">Toowong</a> will deliver a 15-storey riverfront apartment building with 42 residences, significantly increasing the scale of the site’s previous approval for a smaller luxury scheme. Designed by Bureau^proberts, the development will comprise a mix of predominantly four-bedroom and two-bedroom apartments positioned to maximise Brisbane River and city views.

Sammut Director Julian Sammut said the group had been actively searching Brisbane for several years before identifying Toowong as the right fit.

“Brisbane was the right step for Sammut,” Sammut said.

“With the success of Coast we thought we should definitely look to do more in Queensland alone. We then pushed up to look at Brisbane. We've been looking for I'd say two to three years actually and it was hard to find the right location.”

Sammut said suburbs including New Farm and Teneriffe were considered before the group ultimately focused on Toowong due to its strong downsizer demographic and limited supply of developable riverfront land.

The site was acquired off-market after what Sammut described as a lengthy negotiation and planning process, with the developer pursuing an uplift to the original approval.

“We are DA approved now which is very exciting,” Sammut said.

“We've had our change approval come through and we've obviously doubled the height, 15 storeys plus rooftop. We've got 42 amazing apartments that are going to be coming to market soon.”

Bureau^proberts said the design responds to Toowong’s evolving urban character, balancing contemporary apartment living with the area’s established residential identity.

“A place where traditional Queensland living has taken place for centuries; Toowong is seeing a shift of contemporary influence, commercial and retail hubs mixed with well-considered residential offerings – all the while maintaining its character and charm,” the architect noted in planning documents submitted to Brisbane City Council.

The architecture practice said the project’s form was shaped by its riverfront setting, flood considerations, neighbouring building scales, and view corridors.

“They said the mix of four and two-bedroom apartments capture the ‘fundamental qualities of Queenslander living,’ translated into the context of a contemporary subtropical building.”

The development sits just off Coronation Drive within walking distance of Toowong’s retail precinct and the upgraded Regatta ferry terminal, while also benefiting from proximity to the incoming green bridge connection to West End. Sammut said the accessibility and amenity offering were central to the site’s appeal.

The approval adds to growing residential activity along the Toowong riverfront, joining nearby projects including Consolidated Properties’ Monarch Residences and Spyre Group’s ARC Residences.

Sammut secures approval for debut Brisbane apartment development in Toowong

Developer Lanevick is heading back into Sydney’s apartment market after focusing more heavily on the luxury townhouse and terrace sector in recent years.

Lanevick, founded and directed by Steve Maroun, is expecting to receive approval in the coming months for a new apartment development in Gladesville, with the aim to launch it to the market later this year.

The 51-apartment project, designed by Studio Johnston, will comprise a mix of one-, two-, and three-bedroom apartments positioned toward the Hunters Hill downsizer market.

“Traditionally it’s been difficult for people in that market to downsize because there just hasn’t been the right product available,” Maroun said.

“We’re targeting buyers who might have 30 to 40 per cent of their house value sitting in the bank after downsizing.

“They still want good spacious entertaining areas, they still want quality design, but they also want flexibility and the ability to enjoy life a bit more after working hard for a long time.”

The project sits near Boronia Park and within close proximity to the Parramatta River foreshore, an area Maroun says offers more of a Hunters Hill lifestyle than a traditional apartment precinct.

“From a lifestyle perspective, it’s really more Hunters Hill than Gladesville,” Maroun said. “You’re close to the foreshore, close to parklands, and still connected back into the village precinct.”

From level four and above, apartments will capture water views&nbsp;toward Sydney Harbour. Communal amenity will include rooftop entertaining areas, wellness spaces, and a gym tailored toward owner-occupier buyers.

“We’ve really designed these apartments around that buyer coming from the Hunters Hill LGA and what they’re actually looking for in their next chapter.”

The proposed development has also been designed to respond to the changing character of the broader Gladesville town centre, where a growing number of mixed-use and residential proposals are expected to emerge over the coming years.

“Gladesville presented a rare opportunity to deliver a genuinely design-led residential project within an evolving lifestyle precinct, just moments from the growing Gladesville town centre, and we’ve approached the project with a strong focus on architecture, liveability and long-term community value,” Maroun said.

Maroun said Lanevick saw a first-mover advantage within the precinct as planning controls continue to evolve to accommodate greater housing density.

“We think there’s a real opportunity there that hasn’t really been serviced properly yet,” he said.

“There’s going to be a broader evolution of the whole Gladesville village precinct over time, particularly with more activation and mixed-use outcomes.”

The Venus Street proposal will include a commercial and retail component at ground level designed to contribute to that evolving streetscape activation.

“A big part of the thinking was how do you activate that area properly and create more vibrancy and amenity, which is what Hunters Hill has been looking for,” Maroun said.

Lanevick’s focus since 2020 has largely been on smaller-scale luxury townhouse and terrace developments. The developer recently completed Royale Randwick, also designed by Studio Johnston, where prices reached $3.65 million. The project was featured in the UDIA NSW 2026 Professional Development Prospectus and was also named a finalist for Development of the Year.

Lanevick to cater for Hunters Hill downsizers with new Gladesville apartment development

Property developer One Living, backed by former Macquarie banker turned investment manager Chris Green’s investment firm, has unveiled plans to bring more institutional capital into housing to help address the national supply crisis.

The New York-based investor has focused his firm, GreenPoint Partners, on addressing the supply shortage hitting middle market housing in Australia.

It is backing the new One Living business to develop more than 1000 units along the eastern seaboard. The new firm is starting with a development on Mona Vale Road, on the border of Mona Vale and Pymble, in Sydney’s Northern Beaches, with around 140 apartments planned. They are eyeing off more sites across the city.

With cost pressures rising in the industry, One Living’s model is to be a vertically integrated developer-builder, so it can respond directly to the housing gap by removing the cost inefficiencies embedded in traditional residential delivery.

“We are building a platform designed to operate at scale and starting in a market where there’s a clear need for quality, attainable housing,” One Living joint managing director Joseph Scuderi said.

“It’s that missing middle – it’s that attainable end of housing… that’s what most Australians invest into and what Australians can actually afford.”

“For its size, sophistication and importance to the community, Australia’s living sector has remained largely under-institutionalised, which represents significant opportunity,” Green said. “GreenPoint identified that gap, assembled the right team, and is backing One Living to build a platform that is aligned to market needs.”

Green said being a builder-developer would give the company the capacity and flexibility it required to deliver reasonably-priced homes.

“We want it to be at that attainable level; not super high end luxury but at that attainable level,” he said.

One Living will undertake a component of affordable housing in its schemes, which it will own and operate, and it could also run build-to-rent on some sites.

Green praised local policy settings.

“The NSW government is being very supportive, strategic and pragmatic in terms of how do we generate more supply of housing,” he said. “We think it’s actually positive for development and the bit that’s been lacking at that attainable level is that it’s lots of relatively small private developers, whereas we want to create an institutional platform.”

One Living is also&nbsp;looking at high-density projects and could take on more institutional funding in the future.

“The way we will be able to achieve economies of scale is through size,” Green added.

It's been several years since there's been an opportunity to buy a brand new townhome in Melbourne's coastal suburb of Mordialloc. Even apartment developments in recent times have been few and far between in the area.

Residential land prices reached an all-time high during the June 2016 quarter, according to the HIA-CoreLogic Residential Land Report, driven by strong demand and lower interest rates.
HIA senior economist Shane Garrett said housing affordability deteriorated across several key markets in the quarter and the ongoing rise in land prices is proving very challenging.

“With market supply having fallen further over the past year, policy makers need to look very carefully at ways of bringing about more sustainable outcomes in residential land supply," he said.
"This will inevitably involve tackling issues around the pace of land release, the bottlenecks in the planning process and the excessive burden of taxation."
According to report, the median residential land price rose by 2.6 per cent during the June 2016 quarter, to a new all-time high of $237,535. Some 18,395 residential lots sold during the quarter - down by 9.3 percentfor the same quarter last year.
Tim Lawless, CoreLogic research director said the increase in land transactions nationally was accompanied by a surge in land sales located in Tasmania as well as in some regional markets. 
“Hobart saw land sales jump by almost 27 per cent over the first half of 2016 compared with the same period a year ago, while the largest cities, where affordability constraints are already the most visible, recorded a substantial reduction in land sales over the first six months of 2016,” he said.
“The volume of land sales across Sydney was down sharply while land prices surged 14.1 per cent higher over the year. The opposing trends of transaction numbers and prices is a clear indication of demand outweighing supply which is creating significant price inflation across vacant land markets,” Mr Lawless added.

Land prices continue to stretch higher: HIA

The national housing market has recorded a slight decline in median house and unit values over August 2016 according to the Residex median value index.
The falls in median values have been fairly broad-based across the country.
The August figures are detailed in Table 1 below (note that Residex median values are non-revisionary and are published monthly. The methodology used to calculate median values is different to Residex’s quarterly repeat sales index).

Across the nation, median house values fell by 0.86 percent in August and unit values declined by a very similar 0.87 percent.
While most regions have recorded a decline in median values in August, it is quite a different picture over the past 12 months.
Median house values have increased over the 12 months to August 2016 in most regions of the country and are 6.58 percent higher nationally. In comparison, seven of the 16 regions published in Table 1 have recorded a fall in median unit value over the past year. Nationally, median unit values have increased by 2.91% which is less than half the rate of growth of in house values.
When we look at the median house and median unit data over time, it shows that house and unit values are now below their peak in all regions. The magnitude of these declines varies significantly on a region-by-region basis as well as across different property types.
Graph 1 below highlights the magnitude of decline in median house values from the respective market peaks across the capital cities and nationally.

Across the country, median house values are 0.9 percent lower than their previous peak. In terms of the greatest declines from peak, they have predictably occurred in the regions which have the greatest exposure to the resources sector. Regional Western Australia has been hardest hit with median house values 22.6 percent lower than they were at their peak. Perth, Darwin and Regional Northern Territory house values have also recorded substantially falls from their respective peaks, down 8.8 percent, 9.5 percent and 7.9 percent respectively.
In all other regions analysed, the decline since the market peak has been less than 5 percent.
Graph 2 following highlights the decline from the respective market peak to August 2016 for median unit values across the major regions of the country.

The results show a similar picture to what has unravelled for housing, with those regions linked closest to the resources sector having recorded the greatest value declines. At a national level, median unit values are currently 0.9% lower than their peak which is an equivalent decline to that recorded for houses. The regions with the largest overall declines in median unit values have been: Regional Western Australia (15.1 percent), Regional Northern Territory (14.1 percent), Darwin (13.7 percent), Perth (11.3 percent) and Regional South Australia (8.4 percent).
Across most regions of the country median house values have recorded more moderate overall declines than units however, there have been a handful of exceptions. In Sydney, Melbourne, Brisbane and Regional Western Australia, the overall decline in median house values have been greater than median unit value declines.

There are limited properties under $500,000 within suburbs close to the city, according to the latest Herron Todd White report.
The valuation firm suggested the market for older units even close to the city is somewhat stagnant as there are larger numbers of newer apartments and townhouses on the market and decreasing numbers of first home buyers that may have previously considered a unit for a first home.
As a result, there are more residents moving further from the CBD to seek housing within an affordable price bracket.
HTW noted there is increasing in-fill development within suburbs such as Happy Valley as well as new development in Woodcroft which is improving the overall appeal of these suburbs.
"Although further from the CBD, these locations are well serviced with local shopping facilities in good proximity.
"These suburbs provide good opportunities for first home buyers seeking detached housing within the $300,000 to $400,000 price bracket.
"These opportunities are few and far between within close proximity of the CBD with the exception of smaller unit style accommodation.
"These areas have fairly consistent levels of demand from buyers and tenants alike."
An example of the price differences between suburbs was shown with a Woodcroft offering, situated 20 kilometres from the Adelaide CBD, while Parkside (situated in the Unley Local Government Area) is situated within three kilometres of the CBD.
A property on <a href="https://www.realestate.com.au/property-house-sa-woodcroft-122638130" target="_blank">Mawson Circuit, Woodcroft</a> sold in March 2016 for $330,000. It is a circa 1994 3-bedroom, 2-bathroom dwelling with single garage (under the main roof) on a 435 square metre allotment.
In comparison, a circa 1990 3-bedroom, 2-bathroom dwelling (350 square metre allotment) on <a href="https://www.realestate.com.au/property-house-sa-parkside-121444430" target="_blank">Kenilworth Road, Parkside</a> sold for $705,000.
This reflects a 47% difference in price and provides a good indication of the impact proximity to the CBD has on a property.
HTW advised the median house price in Woodcroft is $365,000 while in Parkside it is $705,000.
In summary, well serviced, quality housing within proximity of the CBD will continue to experience good demand.
Coastal areas such as Henley Beach and Grange will also remain popular given their proximity to the beach and good access to the city and surrounding shopping and café facilities.
The report noted that many busy potential purchasers in the Adelaide market are chasing the elusive work-life balance and are therefore seeking properties where everything is done.
"Lower maintenance properties mean more time to spend with family and friends.
"Popular property types as always are dependent on life stage.
"For example, many young families are still keenly seeking larger family homes with a back yard while those downsizing appreciate the low maintenance lifestyle that a new property on a smaller allotment offers.

Property values in Darwin and Perth fall 4.2 percent over year to date: CoreLogic

Housing affordability in the June quarter 2016 improved to levels last seen seven years ago according to the latest Adelaide Bank/REIA Housing Affordability Report.
The report found the proportion of median family income needed to meet average loan payments was 29.4 percent, the best level since June quarter 2009, according to REIA president Neville Sanders.
He said affordability improved through more favourable interest rates and modest increases in income.
"Most states and territories saw improvements in housing affordability. The only quarterly decline was seen in the Australian Capital Territory while no change was recorded in New South Wales and Queensland," he said.
“Victoria recorded the greatest improvement across the country with the proportion of income required to meet average monthly loan repayments decreasing by 1.7 percentage points to 31.0 percent. 
“The lending figures show that owner occupiers are the dominant force in the moderating market in which the growth of investor activity has abated following the introduction of macro prudential measures. Disappointingly the proportion of first home buyers appears to be on a downward spiral and is at its lowest for over two decades. Western Australia has the largest proportion of first home buyers in the owner-occupier market nationally. 
“The quarter also brought good news for renters with rental affordability improving as the proportion of the median family income required to meet median rents declining from 25.1 percent in the March quarter to 24.8 percent in the second quarter of 2016. The Northern Territory saw the best improvement, followed by South Australia and Tasmania.”

June quarter housing affordability levels improve

When it comes to the ideal location for an investment property, you'd be forgiven for running with the assumption that the closer to the city, the better.

As of right now, nearly a third of Australians live outside of major cities. People seeking a better work / life balance, a slower pace and some clean air have plenty of reasons to seek country accommodation.
Before investing in a property, garner a clear understanding of the area’s rental yields, population growth rate and median income. Figures like this will help determine whether or not the property is lucrative.
Profitability
Closely related to demand (and probably the most important consideration for an investment property), profitability can be determined by a number of factors. Median property price, for example, is a strong place to start.
The median property price in Sydney recently reached $1,000,000 for the first time in history. That's quite a large number for first-time home buyers to afford – and as property prices climb higher and higher, it becomes even harder for new blood to enter the market.
As an investor, it might pay more to target said new blood. If that's the case, maybe a country home selling for $400,000 or less is exactly what you need!

Should your investment property be close to the city? Mortgage House

Of all the real estate issues regularly mangled by media, probably the most misreported is the one about first-home buyers and affordability.
Reliable information showing good affordability levels (outside of Sydney) are generally ignored in favour of the much-loved “The Great Australian Dream is Dead” storyline.
The numbers of first-home buyers are constantly misreported, despite the ABS warnings about the unreliability of the data and the reasons why FHBs are under-counted. 
More credible information, such as the quarterly surveys by NAB which show strong activity from first-time buyers, are shrugged off because it doesn’t fit the prevailing theme of an affordability crisis.
The growing tendency of first-timers to buy an investment property rather than a home is overlooked as a key factor, because it doesn’t suit that pre-determined headline.
And the whole issue of young adults delaying commitment is ignored as well.
It’s pretty well established that young Australians are making different choices to those of their parents. Their preferences can generally be summarised as a deferral of commitment. Getting married, settling down, having kids and establishing a nest – all that can wait. Priorities these days include lifestyle, career and travel.
There’s lots of research showing this as a major demographic – the young adults who have put off family creation and home ownership until they’ve dealt with the travel bug and indulged other lifestyle priorities.
The latest research on this comes from Westpac, which found that 18 to 35-year-olds — known as Millennials — spent $11.3 billion travelling overseas last year — more than any other age group.
Generation X-ers — aged from 36 to 55 — were the most frugal spending $6.8 billion, followed by Baby Boomers who splashed out $9.8 billion.
Westpac’s Head of Young and Millennial Markets, Ashley Gray, says the decision to prioritise travel over home-buying doesn’t make the age group financially irresponsible.
“They’re very aware of their finances and are prepared to make sacrifices to pursue their passion,” says Gray. “We found that 70 percent of Millennials are saving for eight months before heading overseas on their trip.
“They’re also prepared to make sacrifices while they’re abroad so they’ll walk instead of getting a bus, skip meals and miss out on big tourist attractions.”
Lots of other research in the past couple of years have made similar findings about the different options young Australians are taking, compared to their parents – many of whom were married with kids, a mortgage and a car loan before 30.
But despite that, there’s still a high level of real estate buying activity by first-timers. It’s largely flying under the radar screen because relatively few first-time purchases are newly-built homes (the ones that get counted as first-home buyers by the ABS).
The latest NAB quarterly Residential Property Survey indicates that a third of sales of new properties across Australia, and 27 percent of sales of established properties, are made to first-time buyers (some of which are buying investment properties, rather than a home, as a first purchase).
The 27 percent of buyers of established homes who are first-timers aren’t counted in the ABS figures, because first-home buyers are identified in the lending statistics by their state government grants, which are now available only for newly-built homes.
I think those daily headlines about an affordability crisis, requiring top-level action by political leaders, are inaccurate and misleading. And when you dispassionately examine what the research tells us, comments about a whole generation being priced out of home ownership are rendered ridiculous.

Strong market activity from first-time buyers: Terry Ryder

Housing affordability issues in Australia have resulted in people looking for alternative ways to build accommodation more cheaply. A recent worldwide trend has been to convert shipping containers to liveable accommodation. However, some real challenges lie behind the rosy picture of turning shipping containers into homes.
From the perspective of recycling and environmental sustainability, it is a very good initiative. Many containers are on a one-way journey, mostly originating from China (the world’s manufacturing house), to the developed nations. These containers are used just once for shipping and then end up being used – if at all – as storage or portable office spaces.
Many companies are now offering to build container homes. One can find a great variety of interesting floor plans to turn containers into housing. But the reality isn’t always as straightforward as these plans suggest. What are the main challenges to consider?
<h2>Container quality and engineering sign-off</h2>
Online videos and photos emphasise the benefits of recycling containers to build accommodation. However, a number of conditions must be met to ensure the house is structurally sound.
First, if the design requires cutting through the walls to put in windows or doors, it affects the structural integrity of the container. A structural engineer will be needed to develop an engineering drawing to ensure the house will be structurally sound. There is a cost associated with this activity, as with any other type of construction such as steel-frame housing, timber-frame housing or brick-and-tile housing.
Further, many engineers are wary of signing off on used shipping containers, because it is more difficult to assess the structural state of these. They most often recommend using a brand-new container. This is another added cost, as the price of 12-metre cube containers starts from A$5,000, whereas a used container may cost $1,800.
<h2>Health and safety</h2>
Health and safety concerns arise when it cannot be ascertained what was shipped using a second-hand container.
If human carcinogenic elements or harsh chemicals (which may have left invisible traces) were shipped in a container, one would not want to use that container to live in.
Ensuring this is not the case adds to the challenges of using a second-hand container. This is because tracing the cargos and journeys end-to-end across the full container lifecycle can be very difficult.
<h2>Usable space</h2>
Housing built from shipping containers is limited by their dimensions. They are roughly 2.35m wide internally and commonly come in two lengths: 6m or 12m.
One also needs to take into account internal stud work to put in drywalls, which can further reduce the width. A 2.35m width is already quite small for any room other than a shower or a bathroom.
To give an idea of how small, a king-sized bed is 1.83m wide. So there will very limited room to put bed side tables or dressing table.
If two containers are cut to create a 4.7m wide room, the space becomes too big for many purposes. If you need a smaller (or more common) width, you need to build a stud wall. That is another added cost.
Hence, the options for customising the container home are very limited if it is to remain affordable.
<h2>Insulation and comfort</h2>
Insulation is a very critical element of a comfortable lifestyle. The Building Code of Australia as well as the local shire or council are very conscious of insulation standards.
The shipping container is a basically a large steel box. Physics says steel will get hot in summer and cold in winter. To counter these natural effects, the container has to be very well insulated.
Now, the question is where to insulate: on the exterior, or the interior, or both?
Exterior insulation will be better because this will prevent the heat or cold reaching the metal and keep the internal environment comfortable. But putting external insulation on a container means having a stud wall frame or similar arrangement to hold the insulation in place, so that’s an additional building cost.
Ceramic paint insulation is another option and it does offer some degree of insulation. Note, though, that most “before and after” studies have taken a dark-coloured container (such as red, green or blue) and shown the benefit when painting it with a white ceramic paint. The reduction in temperature is partly due to using white paint.
Container housing may be a viable alternative accommodation option. But it can be hard to know whether it will be significantly cheaper than any other ways of building a home without doing considerable research into what the housing requirements and design will involve.

Are shipping containers really the answer for affordable housing?

Taxing foreign buyers, rather than any new hand outs to first home buyers, was the focus of the NSW State Government budget.
Treasurer Gladys Berejiklian said she wanted to be "cautious" when dealing with the property market given revenue growth was under pressure.
The State Government is not tipping any Sydney property market correction, just a likely easing.
The state budget didn't raise or lower property taxes, other than the much anticipated new taxes on foreign investors.
All foreign property investors in NSW will be hit with a 4 percent stamp duty surcharge when buying homes and apartments and face an ongoing extra 0.75 per cent land tax surcharge on their residential property holdings. It will mostly affect off the plan purchasing.
Treasurer Gladys Berejiklian said she was confident the extra taxes would not deter foreign buyers given other states had similiar measure. It is likely to come from the estimated 6000 annual purchasers made by foreign buyers from today.
"Economists say it is an inelastic market," she said, when asked if there could be any impact on the state's revenue and international standing. It follows similiar taxes in Victoria and Queensland.
Berejiklian's second state budget anticipates a slowing in stamp duty revenues from record levels of revenue from home sales.
But they will still get $8,777 million in the next financial year, then $9,124 million in 2017-2018.
"I don't apologise for be very cautious when it comes to the property market," she said.
Residential transfer duties are tipped to grow at 4.4 percent annually over the next four years, "significantly more subdued than the pace seen in recent years."
There was 13.6 percent growth in the current budget year, and a stunning 40 percent growth when the boom was its most "robust" in 2013.
The NSW State Budget officially revealed an extra $835 million in stamp duty revenue will come from foreign buyers over the next four years.
It also expects $166 million in over the next four years from land tax on foreign investors.
NSW land tax revenues are forecast to rise at a faster rate than stamp duty revenues.
Land tax on investors will yield 8.1 percent higher revenue every year for the next four years, taking revenues from $3,136 million this year to $3,761 million in 2019-20..
The housing boom longevity is not being assumed by the NSW Treasury who suggest price growth was "moderating."
Transfer duty represents 29% of state government revenue. Land tax represents 11%.
The budget papers noted there was potential downside risk of a decline in the broader housing market.
On the upside was "the impact of low, and possibly even lower interest rates leading to stronger housing construction and consumer spending," the budget papers advised.  
There was no change to NSW first home buyer grants in the state budget with the January 2016 reduction from $15,000 to $10,000 triggering a smaller govenment outlay.
Just $96 million was spent on the first home new home scheme this year, down on the $115 million in the 2014-15 year. The first home exemptions and concessions are estimated to sit at $88 million next financial year.
"We are doing every thing we can for first home buyers," Berejiklian said.
"The key thing is to continue to focus on supply," she added noting that there had been record levels of 70,000 new home construction in the year to April.
"We are spending on infrastructure in local areas conducive to housing." 
She anticipated any of the much-speculated glut in new Sydney apartments would contribute to housing affordability by putting "downward pressure on prices." 
"I appreciate the challenges people go through to get into the market."
She also signalled her concern at the Federal Labor's negative gearing tax policy. 
"Without being over dramatic I am concerned that the election of a Shorten government will jeopardise conditions in NSW," she said.

No new hand outs for first home buyers in NSW state budget

The Property Council of Australia, a lobby group representing the biggest real estate developers, has shaped election debate about negative gearing and some taxes. 
We see their spokespeople quoted in the papers and their ads on TV, but beyond that we know very little about how Australia’s lobby groups get what they want. This series shines a light on the strategies, political alignment and policy platforms of eight lobby groups that can influence this election.
Housing affordability and tax reform have shaped up to be two of the defining issues this election. The Property Council of Australia – which describes itself as “the Voice of Leadership” – has helped frame the debate on behalf of its 2200 company members.
The council began as the Building Owners and Managers’ Association of Australia (BOMA) in 1969, and was renamed the Property Council of Australia in 1996, with advocacy a core focus. The Residential Development Council and International and Capital Markets division were formed in 2001 and the Retirement Living Council in 2015.
With a board of directors drawn from Australia’s largest residential and commercial developers, the Property Council’s considerable annual revenue (A$27.3 million in 2015) is drawn primarily from membership fees and services.

The financial stakes are high when it comes to lobbying for regulatory settings which favour property development and investment. The Property Council’s healthy budget for advocacy and communication ($6.4 million and $1 million in 2015 alone) has generated a voluminous amount of reports, advertising campaigns and government submissions on taxation and planning reform. Another $7.2 million for “networking” ensures that this information is disseminated where it counts.
These deep coffers have funded the Council’s high profile television campaign to preserve negative gearing and capital gains tax discounts in response to mooted changes early this year. Likening the housing market to a fragile house of cards on the brink of collapse, the ad (released on 22 February) carried a menacing warning, “don’t play with property.”
The government has got the message. The Treasurer, Scott Morrison, who served as National Policy and Research Manager for the Council between 1989-1995 ruled out changes to negative gearing in the lead up to the 2016 Budget. Despite speaking out against negative gearing prior to becoming Prime Minister, Malcom Turnbull also changed his tune recently, rejecting  “reckless” changes to existing arrangements and suggesting that aspiring home buyers hit up their parents for help.
While the campaign to retain negative gearing is the Property Council’s most visible, behind the scenes the council has been busy meeting with government and writing submissions. In 2015 alone, the NSW division wrote 55 submissions and attended an extraordinary 230 government meetings. Its 2016 election brochure presents a number of “solutions” to “grow the economy through property”. Here are some highlights.
<h2>Negative gearing and the CGT</h2>
The council wants to retain negative gearing (which allow interest rates and other expenses associated with housing investment to be offset against total income) and capital gains tax discounts on investment properties. This is despite substantial evidence that these bonuses stimulate demand for housing, pushing up prices and leaving first home buyers unable to compete. But by framing housing affordability problems as a symptom of supply side pressures rather than demand side incentives, the council shifts the affordability debate to planning reform.
<h2>Housing and planning reform</h2>
Current incentives for property investment (such as negative gearing) don’t target new housing supply - only a small proportion of investor loans finance new dwellings. So the Council argues that Commonwealth payments to the states for “micro economic reform” should incentivise planning system changes needed to “turbocharge housing supply pipelines and deliver innovative affordable housing solutions.”
This is a tired argument which ignores the years of planning reform already undertaken by the states and territories, while levels of new housing production are currently at their highest in decades. This supply has done little to dampen price inflation in a market awash with domestic and foreign investors.
While the Property Council always bangs on about bottlenecks in housing supply (which it argues are caused by planning system constraints), such arguments miss the obvious issue that prices are a result of an interaction of supply and demand. What the combination of negative gearing and capital gains tax do is to drive demand so hard in boom times that even with sharp increases in supply, prices keep on rising, especially in today’s low interest environment.
The chart below shows this problem with respect to Sydney. It shows dwelling completions falling slowly when prices flatlined after the 1996-2004 boom, but rising in line with price inflation from mid 2011 on.

The Council’s election platform does call for institutional investment in affordable and social housing, and this is one idea worth taking up.
<h2>Cities and Infrastructure</h2>
The Property Council support long term infrastructure planning and delivery, coordinated by Infrastructure Australia. Who doesn’t?
But the problem is how to assign the costs and benefits. Land value rises due to investments in public infrastructure – such as a new rail line or road – are typically pocketed by landowners and developers.
Commonwealth and state governments are now canvassing value capture arrangements which would use some of this uplift to offset costs of provision. The council oppose this model, instead suggesting Tax Increment Financing (TIF), which leverages increases to commercial rates in defined districts.
While popular in some parts of the US, it has not been proven effective for larger schemes. It would be difficult to implement in Australia because our recurrent property charges are much lower than the US.
The Property Council also wants existing development contributions towards basic facilities like open space, local roads, and footpaths to be wound back, along with stamp duties on property transactions.
The idea of removing stamp duty has some merit (at least for domestic purchasers), since taxes on property transactions can discourage mobility, deterring retirees from moving to a smaller home, for example. But experts think stamp duty should be replaced by land taxes, to encourage more efficient use of land.
This would also provide a mechanism for capturing back values arising from public infrastructure investment. Not surprisingly, the Property Council thinks otherwise, calling instead for a higher GST.
While the Property Council complains about unfair tax burdens on its members, they seem content to spend a lot of money on their advocacy and networking activities. Described by economists as “premium seeking expenditure”, lobbying for more generous regulatory and financial settings clearly promises a high return for the property sector.
But it’s important to remember that despite their size, the Property Council only represents a portion of the development, construction, and real estate industry - they don’t really cover many smaller suburban developers or house builders.
The question is whether the “Voice of Leadership” will dominate the agenda or whether wider perspectives on housing and cities will be heard.
