That a Planning Permit No. MPS/2013/979 be issued for the staged construction of buildings and works comprising the development of the land for seven buildings (three 5 storey buildings and four 6 storey buildings over 2 basement levels), containing multiple dwellings, a supermarket, shops, food and drink premises and offices, use of the land for dwellings, creation of access to a Road Zone, Category 1, and a reduction of the car parking requirements at 127-137, 139 &amp; part 149 Nicholson Street, Brunswick East.

As tends to be the case the expected permit is subject to a list of conditions as stipulated by the Urban Planning Committee, but given the current plans adhere to the originally endorsed development plan, final approval for East Brunswick Village seems a formality.

Favouring the inner northern suburbs, Banco Group's East Brunswick Village joins <a href="/buildings/smith-co-132-172-smith-street-collingwood">Smith&amp;Co.</a> as another large-scale inner-city project yielding hundreds of apartments. 2 Plenty Road was completed a few short years ago while <a href="/new-apartments/519-537-sydney-road-coburg">511-517 Sydney Road</a> and <a href="/buildings/seamstress-11-13-lygon-street-brunswick-east">11-13 Lygon Street</a> are also reported to be Banco Group projects that the architect has delivered, but have yet to proceed.

East Brunswick Village a step closer to reality

Previously covered by Apartments.com.au regarding its excellent <a href="/news/public-permeability-and-the-tip-top-brunswick-east-development">public permeability</a>, <a href="/buildings/tip-top-brunswick-170-edward-street-brunswick-east">Tip Top Brunswick</a> can now boast the 2014 Property Review Australia, Heritage Property Award for the integrated six building complex of 411 dwellings. Developer <a href="/developers/little-projects-co">Little Projects</a>' Managing Director Michael Fox was on hand to provide a tour of Tip Top Brunswick, pointing out some of the lesser known qualities for the development while also providing guidance for upcoming projects.

Originally occupied by Northern Bakeries, the <a href="/new-apartments/brunswick-east-vic-3057">Brunswick East</a> development provides for 32,088sqm of gross floor area over buildings rising up to eight levels. Initially encountering stiff opposition from locals, Michael Fox maintains the local perception of the project has changed appreciably now that the <a href="/architects/rothelowman">ROTHELOWMAN</a>-designed development is complete.

A highly walkable ground plane, retained heritage facades to both the Weston/Edward Street, stepped development maintaining sight lines, free public parking spaces within the underground car park and a 1,400sqm childcare centre have contributed to the Tip Top Brunswick's success and acceptance. Michael Fox was particularly proud of the Little Seeds childcare centre which consumes an entire floor of the westernmost apartment building and is the first of its kind in Brunswick East.

<figcaption>The retained northern facade of Tip Top Brunswick</figcaption></figure>Since 2012, Little Projects has completed no less than 1,200 apartments, with inner city suburbs such as <a href="/new-apartments/south-yarra-vic-3141">South Yarra</a>, <a href="/new-apartments/st-kilda-vic-3182">St Kilda</a>, <a href="/new-apartments/port-melbourne-vic-3207">Port Melbourne</a> and Brunswick East favoured over <a href="/new-apartments/melbourne-vic">Melbourne's CBD</a>. Little Projects’ current <a href="/buildings/central-south-yarra-3-yarra-street-south-yarra">Central South Yarra</a> tower has sold out and is now midway through construction, with focus turning toward forthcoming developments.

Last week a planning application was submitted for <a href="/buildings/dux-richmond-hill-153-bridge-road-richmond">153-177 Bridge Road Richmond</a>, with the 2,700sqm site slated to host 191 apartments atop Richmond Hill.

Currently serving as a Thomas Dux grocer, the existing buildings are to make way for a ROTHELOWMAN-designed apartment complex save for the existing heritage facade which will be incorporated into the new build. The third collaboration between architect and developer, 153-177 Bridge Road Richmond was snapped up by Little Projects for near on $20 million in an off-market transaction.

A revised planning application for <a href="/developments/docklands-vic-3008">85-93 Lorimer Street</a> is under consideration which would see a 233 metre residential tower soar above the adjoining Yarra's Edge residential precinct.

Initially conceived by architects <a href="/architects/fraser-partners-0">Elenberg Fraser</a> as dual residential towers, the scheme has since been revised to a single tower of 900 apartments in order to accommodate increased public open space at ground level. Asked of Little Projects' intentions for the Lorimer Street development, Michael Fox replied by stating the project upon approval would proceed to sales quickly thereafter.

Little Projects: current success and future intent

I can't think of a better case study than Lygon Street, East Brunswick when judging the interface between old and new, particularly given the robust construction activity over the strip in the last few years. Smith Street, Collingwood comes close but Lygon Street serves as an excellent example of existing dated buildings and new apartment blocks intertwining along an established transport corridor.

From historic buildings through to both questionable and exemplary contemporary apartment buildings, Lygon Street in this part of the world has on show the full gamut of what a modern urban Melbourne has to offer. With the below image set taken early autumn, the intent is to revisit the area once more next year to judge how much has changed on and within the vicinity of Lygon Street.

For now enjoy the image set below, with a particular eye toward the melding of old and new. An excellent outcome or frictional, overdeveloped chaos? Opinions do vary but in a modern higher-density Melbourne, does it get better than this?

Old and new collide on Lygon Street

Over the course of the last two years Apartments.com.au has had cause to progressively watch <a href="/developers/little-projects-co">Little Projects'</a> Tip Top apartment project rise from the ground in <a href="/new-apartments/brunswick-east-vic-3057">East Brunswick</a>. Emerging from dual 1940's Dutch art deco heritage façades fronting both Edward and Weston streets, the development was progressively opened over the course of 2014 as final touches were applied to public areas.

Granted the masses won't be filtering through Tip Top's concourse as Lygon Street is only a block over, but enough foot traffic exists in the area to warrant a concerted effort which ultimately delivered a pleasant, useable public space.

<h2>Rothe Lowman on Tip Top</h2>

The project will be extensively landscaped, integrating public areas with spaces accessible by private residents only and will include bike racks for more than 250 bikes.

The two buildings that embrace existing facades along Edward and Weston streets have been designed to respond to original Dutch art deco styling. The studio sensitively added to the composition while retaining significant parts of the Heritage building.

Abstract notations of the bakery production process contribute to the personalities of each building, leading to the formation of more organic, curvaceous, interconnected forms. For example, the concept for the sixth building, Granary is derived from the interlocking nature of wheat, with balconies and privacy screens merging to become an integral composition.

The former stable block on Weston Street is the second historic building to be integrated within the development. Currently, the stable block is lost within the wider context of later building associated with the Tip Top factory. This proposal exposes the hidden side of the stable block in its entirety and reuses it as the entry to East Lane and the entrance to the building.

The east laneway will be open to public use but will have a heightened sense of privacy, partially generated by the more organic special forms; narrowed entry points, a portal through the historic facades and the changing landscape surfaces. Car parking and planting will follow more organic forms and will not represent a conventional streetscape.

The firm has also designed <a href="/buildings/west-end-185-rosslyn-street-west-melbourne">185 Rosslyn Street, West Melbourne</a> which is currently going through the planning approval process. Consisting of several buildings located around a north-south public piazza and additional public spaces, one suspects 185 Rossyln Street may have employed many of the urban principles that were implemented in the Brunswick East development.

Public permeability and the Tip Top Brunswick East development

Think Lygon Street, East Brunswick and the snapshot below is the vision many readers are familiar with: an evolving thoroughfare with all the bustle and colour expected of an area with a semi-bohemian feel and a rapidly increasing population.

Forming a <a href="https://www.google.com.au/maps/place/Brunswick+East+VIC/@-37.7689734,144.9749164,16z/data=!4m2!3m1!1s0x6ad64494291c9ac5:0x5045675218cd600" target="_blank">snaking border between Brunswick and East Brunswick</a>, the laneways immediately west of Lygon Street (many with no signage) create an oasis of sorts from the hubbub near by.

Frequented by few, the back street network also provides an ideal canvas for some of Melbourne's better known street artists to ply their trade. It seems the artists are drawn to the area in part due to the presence of artist studios and the like, with Ann Street particularly strong. Whatever the case some of the artwork is incredible!

East of Brunswick, West of Lygon

If I were to simply mention Lygon Street, most would automatically assume I was talking about Little Italia in Carlton. Approximately 2km North of the cafés, pizzerias and gelato shoppes of Carlton, Lygon Street, East Brunswick has turned into a nightlife and development hotspot. Truth be known Lygon Street is the border of Brunswick and East Brunswick however many of the locals simply refer to both sides of the street as East Brunswick, much like Smith Street is the border between Fitzroy and Collingwood and "Smith St Collingwood" is the generally accepted locale reference, 

The 1.2 km stretch of Lygon Street intersecting with Brunswick Road to the south and Albion Street to the north is a hotbed of bars &amp; pubs, wholesale outlets, restaurants, brothels, unique retailers, derelict buildings, some remnant light industry - you name it, it's got it. Of particular interest to the myself and other UM staff members are the breweries and craft beer venues that have recently flourished, yet the area is also seeing substantial interest from developers keen to leverage off this neighbourhood's appeal and as UrbanMelbourne does, we've tracked all major projects from proposal through to construction.

UrbanMelbourne earlier this year touched upon the <a href="/news/transforming-australian-cities-a-must-read" target="_blank">Transforming Australian Cities</a> strategy that aims to focus higher-density development along existing public transport corridors and the strategy maintains new development should be low to mid-rise.  Blessed with 2 tram routes running on the one track - the #1 and #8 - Lygon Street sees very high frequency of service between Moreland Road (further north) to  Swanston Street where the two lines merge with others tram services at Melbourne University.  Throw in a healthy mix of cross-town bus routes on key East-West arterials, <a href="/news/bus-routes-which-need-improvement-the-506" target="_blank">although many of the individual bus routes could be improved</a>, an existing &amp; thriving retail sector and you have a recipe which can sustain a higher residential and working population.

As the gallery (page bottom) shows, many recent builds and new apartments are forming a street wall approximately 3-4 levels high, with setbacks forming small-scale towers beyond - this is important as it demonstrates we can build more density into existing areas whilst maintaining streetscape sun penetration.

To date Lygon Street has mainly attracted residential development, but one wonders if this will always remain the case given the excellent connectivity and general appeal of the area.  Below is a list of the projects UrbanMelbourne is monitoring and no doubt there'll be many more to come over the years.
