Full-height glazing runs across the primary living areas, and where the building faces east toward the ocean, those walls of glass are doing real work: framing a view corridor that the site's position directly opposite Broadbeach State School's playing fields keeps permanently open.

That outlook is the site's most consequential asset. In a suburb where new towers continue to rise, a protected view line is genuinely rare, and the Mary Avenue address secures it. Residents at Madeline will look out over open parkland rather than the rear of another building, a distinction that becomes more meaningful with each new development approved nearby.

Developer Fortezza Group is the latest to take its new apartment development, <a href="https://www.apartments.com.au/new-apartments/the-belvedere-5-7-church-street-nelson-bay-nsw-2315">The Belvedere in Nelson Bay</a>, to the NSW Government.

Fortezza, predominantly a South East Queensland developer, is the latest to apply for State Significant Development&nbsp; status through the NSW Government's Housing Delivery Authority, a pathway becoming favoured by developers to speed up the approval process.

They are planning 57 two- and three-bedroom apartments across 5-7 Church Street and 42 Donald Street, near d'Albora Nelson Bay Marina. The diverse apartment mix has sizes from just over 80 sqm to the largest three-bedroom penthouses that reach nearly 200 sqm.

That's the view of Brisbane developer&nbsp;<a href="https://www.apartments.com.au/developers/consolidated-properties">Consolidated Properties Group</a> (CPG), which has just been given the green light to develop its <a href="https://www.apartments.com.au/new-apartments/47-skyring-terrace-newstead-qld-4006">Skyring Terrace, Newstead tower</a> on what is being pitched as "the last true riverfront address at Newstead."

CPG will now begin a VIP release, with buyer enquiries open ahead of priority outreach to registered clients in May.&nbsp;

Access to the as yet unnamed project will be limited, with CPG confirming a staged release strategy targeting a select group of buyers before any broader market launch.&nbsp;

CPG Chairman and CEO Don O’Rorke says the approval marks a significant milestone for the group’s $1.5 billion plus riverfront development pipeline including Gloriette at Yeerongpilly.&nbsp;

“This will be a new signature building for the Brisbane skyline and riverfront,” O’Rorke said. “We want this building to be considered one of Brisbane’s best in 100 years.”&nbsp;

CPG Head of Residential James MacGinley says the design prioritises longevity and permanence over short-term trends.&nbsp;

“Woods Bagot’s design will stand the test of time,” MacGinley said.&nbsp;

“First and foremost, these are beautiful homes designed to enjoy river views that will never be built out. Nearly a year after purchasing the former Leo's Fine Food &amp; Wine supermarket in Kew for a reported $52 million, Melbourne developer <a href="https://www.apartments.com.au/developers/orchard-piper">Orchard Piper</a>, in a consortium with billionaire James Packer, has filed development plans for the site.

The proposal includes just under 200 apartments on the 6,835 sqm block, which spans <a href="https://www.apartments.com.au/new-apartments/26-36-princess-street-kew-vic-3101">26-36 Princess Street and 11-15 Brougham Street</a>. Approval is being sought through the Department of Transport and Planning’s (DTP) Development Facilitation Program (DFP).

The buildings, designed by Wardle, will vary in scale and rise up to 18 storeys. One-, two-, three- and four-bedroom apartments will be offered, along with townhouses. Ten per cent of the total dwellings will be allocated to key worker housing.

The development will also include 19 new retail premises, comprising a mix of shops, restaurants and cafés, including a dedicated space for a high-quality produce offering similar to Leo’s.

Blackburn house sold by mortgagee for $1.16 million

Little to no media attention has been given to VCAT's decision to approve development plans for 160 Whitehorse Road.

Proponents behind the bid to redevelop Blackburn's premier development site into a staged mixed-use project were met with success at Victoria's planning tribunal late last month. As many as 263 apartments are now approved for the development designed by Taouk Architects which has been christened Blackburn Place.

The approval has also gone a long way to pushing Blackburn's apartment/townhouse pipeline toward 1,000 dwellings. From planning to construction, Apartments.com.au's Project Database is keeping tabs on 970 plus dwellings, spread predominantly across a raft of smaller sized apartment developments.

Blackburn Place though is by far and away the suburb's largest development and could have been far larger.

Those plans have been tempered with the VCAT-approved outcome seeing 10, 9, 7 and 6 storeys given the nod, resulting in a sizeable reduction in overall apartment numbers from 394 to 263.

Apartments aside, Blackburn Place will also include a string of retail and commercial tenancies, landscaped communal areas and basement parking.

Located within the Blackburn major activity centre, the application spans the largely vacant 8,767 square metre Lexus of Blackburn triangle site that maintains 295 metres of frontage to Whitehorse Road &amp; Railway Parade.

Having sold for $18 million to an Asian-backed developer three years ago, 160 Whitehorse Road's price history has seen steady growth. Previous campaigns saw the site sell for $11.36 million in 2010, $3.25 million in 1986 and $1.3 million in 1980.

160 Whitehorse Road's approval pushes Blackburn's apartment pipeline toward 1,000

Taouk Architects continue to refine a working design for Blackburn's 'Lexus' site. Newly released imagery of the mixed-use development for the substantial land holding at 160 Whitehorse Road now includes a heightened degree of complexity and design detail, and is similar to earlier concepts in showing multiple buildings rising to 14 levels.

The project which includes near on 400 apartments has however stumbled at its initial planning run.

Lodged with City of Whitehorse during April, Council has acted swiftly in refusing the application that would have seen 14, 10, 10 and 8 storey buildings set above three levels of basement parking. Delegate refusal was issued in under two months from its submission date.

In the rendered form below 160 Whitehorse Road would simultaneously have become Blackburn's tallest development and (by some margin) its largest development to date.

Billed as a Blackburn's premier site during its 2015 sales campaign, the largely vacant 8,767sqm block is zoned Commercial 1 and allows for residential, commercial and retail uses. 160 Whitehorse Road also maintains approximately 295m of frontage to Whitehorse Road &amp; Railway Parade.

The possibility of towers appearing across the site would be a departure from the norm for Blackburn. Over recent years residential builds of 4-6 levels adjacent to Blackburn Station have become common place, while Apollo Blackburn directly opposite the 'Lexus' site is currently at sales with five levels the approved outcome.

Planning overlays for Blackburn and the adjoining Mega Mile have indicated that 160 Whitehorse Road is the area's 'gateway' site and as such can exceed the recommended height limit of 21 metres, reflecting its "status as a visually prominent landmark."

Blackburn's 'Lexus' site edges closer to major development, but...

One of the major changes to planning during the term of the last Victorian Government was the implementation of <a href="/news/planning-minister-approves-new-residential-zones-in-39-victorian-lgas">new residential and commercial zones</a> right throughout <a href="/news/planning-minister-approves-new-residential-zones-in-39-victorian-lgas">metropolitan and regional areas</a>.

The new planning zones were designed to provide clarity to the community and also to developers in order for them to make investment decisions with a clear understanding of what can be built on the sites they purchase.

One developer which is working away in the General Residential and Residential Growth Zones is <a href="http://www.samuel.com.au/">Samuel Property</a>.

To date Samuel Property have begun development of two projects: Vela in Blackburn and Lennox Glen Iris. Apartments.com.au recently chatted with Illan Samuel who is head of the company and some interesting planning anecdotes came out of the conversation.

<figcaption>Lennox Glen Iris. © Samuel Property</figcaption></figure>Lennox, located at 25 Belmont Avenue North in Glen Iris, was initially targeted at the downsizer market and four weeks out from kicking off the marketing campaign for the project, a decision was made to switch direction and target young professionals.

All 20 apartments were sold in 4-5 weeks and it attracted “very much a hyper-local buyer pool - young people who were either renting or originally grew up in the area - and no offshore buyers” according to Samuel.

Illan Samuel told Apartments.com.au that development sites in side streets right near main strips are preferred; buyers like being close to the action but not directly on the main drag as it were. Lennox in Glen Iris and Vela in Blackburn fit this bill.

As is the custom when Apartments.com.au asks developers about future plans, there was a lot of coyness, but Illan did tell us that a similar profile development - side street just off a main strip in RGZ or GRZ - is currently at planning in Glen Eira.

Vela in Blackburn is already under construction and Lennox Glen Iris is set to commence construction in October.

<h2>Comment</h2>

There is still, no doubt, scope to improve the planning zones further. For instance, encouraging (forcing?) councils to apply them to more areas in their LGA and experimenting with other "carrot or the stick" tools like density bonuses which might allow developers to build an extra level in exchange for affordable or social housing components in developments located in any General Residential or Residential Growth Zone.

Regardless, it is encouraging to see capital seek out these development opportunities and from early-adopter and entrepreneurial developers as well; as it is the little things, built in high volume, that are going to count over the long run if Melbourne is to reach the goal of diversifying its residential stock as we grow over the coming decades.
