<p data-end="577" data-start="264">The Marlborough House proposal, lodged for the <a href="https://www.apartments.com.au/new-apartments/marlborough-house-47-97-marlborough-street-surry-hills-nsw-2010">47-97 Marlborough Street</a> site, would see the adaptive reuse of the heritage-listed warehouse building alongside the construction of new residential additions and a separate apartment building on the northern portion of the site.</p>

<p data-end="577" data-start="264">The proposal seeks approval for 172 apartments across three buildings, including 15 per cent affordable housing managed by a community housing provider for at least 15 years from occupation.</p>

<p data-end="1070" data-start="809">The redevelopment is planned for the prominent 3,413 sqm site bounded by Marlborough Street, Goodlet Street and Lansdowne Street, directly opposite Eddie Ward Park and around 200 metres from the Surry Hills light rail stop.</p>

<p data-end="1246" data-start="1072">Time &amp; Place acquired the former David Jones building in 2024, marking the first time the property had changed hands in around 50 years.</p>

<p data-end="1483" data-start="1248">Designed by Wardle, the proposal centres around the adaptive reuse of the former David Jones factory, originally constructed between 1913 and 1935 in the Inter-War Chicagoesque architectural style.</p>

<p data-end="1854" data-start="1485">Wardle noted in its Architectural Design Report that the building “occupies a significant place in the industrial and cultural history of Surry Hills” and at its peak was “the largest department store manufacturing facility in Australia, employing over 800 people and fuelling the growth of Sydney’s fashion and retail industries.”</p>

<p data-end="2059" data-start="1856">The practice said the project positions itself “not as an isolated intervention, but as a contributor to the civic, social, and architectural grain of the precinct.”</p>

<p data-end="2318" data-start="2061">The proposal would deliver 75 apartments within the retained southern heritage building, 59 apartments within the central addition, and a further 38 apartments within the new northern building fronting Lansdowne Street.</p>

<p data-end="2486" data-start="2320">Planning documents show the scheme would comprise a mix of heritage apartments, new-build apartments, townhouses and penthouses.</p>

<p data-end="2814" data-start="2488">The development would also include a ground-floor retail tenancy on the corner of Marlborough and Lansdowne streets, rooftop communal open space, a landscaped pedestrian link along the western edge of the site, and basement parking accessed from Lansdowne Street via a car stacker system.</p>

<p data-end="3188" data-start="2816">&nbsp;</p>

<p data-end="3625" data-start="3404">The scheme emerged from a competitive design process run by Urbis, with Wardle ultimately selected as the winning architect ahead of FJC Studio, TZG, Architectus and Wilkinson Eyre.</p>

<p data-end="4003" data-start="3627">The Design Integrity Panel later described several aspects of the Wardle scheme as fundamental to the project, including “the stepped character of the new addition to the north of the site”, the landscaped western pedestrian link, and the “garden arrival” experience separating the original Marlborough House from the heritage addition.</p>

<p data-end="4149" data-start="4005">Wardle’s design heavily references the site’s industrial and heritage history, while also responding to the surrounding Surry Hills streetscape.</p>

<p data-end="4488" data-start="4151">The Architectural Design Report describes Surry Hills as “a finely grained neighbourhood with beautiful and expressive brickworks throughout the suburb,” with the proposal introducing a material palette intended to sit comfortably alongside the existing warehouse fabric and neighbouring terraces.</p>

<p data-end="4609" data-start="4490">The report also outlines the project’s relationship with Eddie Ward Park and the broader landscape context of the area.</p>

<p data-end="4894" data-start="4611">“Marlborough House occupies a site of deep cultural memory and the neighbouring Eddie Ward Park is of local ecological significance, where natural systems, topography, and stories have long shaped human experience,” Wardle noted in the report.</p>

<p data-end="5090" data-start="4896">The architects said the proposal sought to “rebind built form to Country” through landscape, materiality and the adaptive reuse of the heritage structure.</p>

<p data-end="5304" data-start="5092">The project is also being progressed under the NSW Government’s in-fill affordable housing provisions, allowing developments that include affordable housing to access additional height and floor space incentives.</p>

<p data-end="5498" data-start="5306">Under the plans, 2,593 sqm of the project’s floor space would be dedicated to affordable housing, slightly exceeding the required 15 per cent threshold.</p>

<p data-end="6154" data-is-last-node="" data-is-only-node="" data-start="5806">In its Design Excellence Strategy, Urbis said the project aimed to “sensitively adapt and enhance the heritage-listed building on site through alterations and additions that preserve its historical significance” while delivering “high-quality market and infill affordable housing development in Surry Hills.”</p>

<p>Time &amp; Place has been one of the most active developers nationally in the last 12 to 24 months. Late last year they completed&nbsp;The Queensbridge in&nbsp;<a href="https://www.apartments.com.au/developments/southbank-vic-3006">Southbank</a>, a mixed-use tower with 353 apartments and a hotel. They are currently selling Park Modern, 246 apartments near the famous Botanic Gardens in&nbsp;<a href="https://www.apartments.com.au/developments/south-melbourne-vic-3205">South Melbourne</a>, and have future projects, <a href="https://www.apartments.com.au/new-apartments/the-wilmot-173-burke-road-28-hope-street-glen-iris-vic-3146">The Wilmot</a>&nbsp;in&nbsp;<a href="https://www.apartments.com.au/new-apartments/glen-iris-vic-3146">Glen Iris</a>, the redevelopment of the Northcote Plaza, and another tower in South Melbourne.</p>

<p>The developer broke into Sydney just a few years ago with Two Tides in Manly. They have another project nearby, which is at the ultra-luxury end of the market on&nbsp;<a href="https://www.apartments.com.au/buildings/shoreline-manly-beach-89-90-north-steyne-manly">North Steyne</a>, fronting the beach.</p>

<p>It is also continuing to work through the <a href="https://www.apartments.com.au/news/nsw/first-look-time-place-settles-on-design-for-the-chimes-potts-point-redevelopment">redevelopment of The Chimes building</a> on Macleay Street in&nbsp;<a href="https://www.apartments.com.au/developments/potts-point-nsw-2011">Potts Point</a>, as well as a project on <a href="https://www.apartments.com.au/news/nsw/time-place-to-take-on-mosman-apartment-market">Mosman's Redan Street</a>.</p>

First look: Time & Place unveils Marlborough House redevelopment designs for former David Jones warehouse in Surry Hills

<p>The residential transformation of St Kilda Road is set to continue into with more new apartment plans for the sought-after boulevard.</p>

<p>Wing Tai Asia has lodged plans for a major residential tower at 464-466 St Kilda Road, replacing the former VACC House with an 18-storey mixed-use development designed around a retained heritage podium and a sculpted contemporary tower.</p>

<p>The proposal, prepared under Victoria’s Significant Residential Development with Affordable Housing pathway, would deliver 325 apartments and ground-floor retail across the prominent 4,653 sqm boulevard site in Melbourne’s St Kilda Road North Precinct.</p>

<p>The project centres on the adaptive reuse of the site’s heritage-listed VACC Building, an eight-storey office designed by Bernard Evans that has occupied the address for decades. Planning documents state the development would involve “carefully dismantling and conserving off-site the original metal fabric of the podium visible from St Kilda Road,” before reinstating it as the defining frontage of the new scheme.</p>

<p>Above the restored podium, Wing Tai is proposing a curvilinear residential tower. The scheme includes 172 one-bedroom apartments, 63 two-bedroom apartments, 66 three-bedroom apartments, and 24 four-bedroom apartments, alongside two ground-floor food and beverage tenancies fronting St Kilda Road.</p>

<p>The tower has been designed with substantial articulation and variable setbacks to minimise perceived bulk and maintain view corridors along the boulevard. Urbis, which prepared the planning report, said the design “has been significantly articulated through a curvilinear design” with “an interplay with materials, façade expression and depth” to create visual separation and visual interest.</p>

<p>The proposal also includes 254 basement car spaces, landscaped pedestrian links connecting St Kilda Road and Queens Lane, and a biophilic landscape strategy featuring canopy trees, raised planters, cascading greenery and a glass oculus pool overlooking the eastern frontage.</p>

<p>Planning documents confirm the $270.1 million development will contribute 3 per cent of project costs to the Social Housing Growth Fund as part of the application process.</p>

<p>Wing Tai acquired the St Kilda Road property in 2018 alongside Abacus Property Group for $95.38 million, before later consolidating ownership of the site. The property previously served as the Victorian Automobile Chamber of Commerce headquarters for around 60 years.</p>

<p data-end="345" data-start="110">The transformation of the St Kilda Rd boulevard is already beginning to materialise, with a number of high-profile projects recently completed, launched, or approaching launch as developers continue to back the long-term appeal of the precinct.</p>

<p data-end="689" data-start="347">Among the most notable recent completions is Louise by Samuel Property Group, just off the strip on Queens Lane, the same pocket Hirsch &amp; Faigen recently launched The Queensbury. Mirvac is too on the same street with The Albertine, which is approaching completion.</p>

<p data-end="689" data-start="347">Dexus recently secured approval for its slice of St Kilda Road, while Gurner also has approved plans for the precinct.</p>


Wing Tai unveils 325-apartment St Kilda Road tower on former VACC House site

<p>Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.</p>

<p>The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.</p>

<p>The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.</p>

<p>Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.</p>

<p>The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.</p>

<p>SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.</p>

<p>“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.</p>

<p>The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.</p>

<p>“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.</p>

<p>The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.</p>

<p>Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.</p>

<p>The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.</p>

<p>COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.</p>

<p>“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.</p>

<p>The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.</p>

<p>The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.</p>

<p>Last week Stockland filed plans just down the road. They want to build a <a href="https://www.apartments.com.au/new-apartments/601-pacific-highway-st-leonards-nsw-2065">52-storey tower on Pacific Highway</a>.</p>

First look: SP Setia targets St Leonards skyline with 40-storey TOD tower

<p><a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.</p>

<p>The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.</p>

<p>The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.</p>

<p>Designed by <a href="https://www.apartments.com.au/architects/sjb-architects">SJB</a>, the tower has been conceived as a landmark transit-oriented development anchored to the Newcastle Interchange precinct. The proposal includes 245 build-to-sell apartments across a mix of one, two, and three-bedroom residences, as well as two penthouses. Fifteen apartments and one operational unit are earmarked for NDIS housing. The co-living component would add a further 99 units, while the podium would accommodate retail uses and hotel facilities.</p>

<p>SJB said the site presents “a valuable opportunity to anchor the precinct by setting the standard for design, active ground planes and character at the key southern gateway.”</p>

<p>The architecture responds directly to the site’s position beside major transport infrastructure and within one of Newcastle’s fastest-evolving urban renewal precincts. The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.</p>

<p>The design report describes the project as part of the broader transition of Wickham into “a vibrant, high-quality mixed-use urban precinct” that leverages proximity to the station, open space, and regional connectivity.</p>

<p>A detailed public art strategy has also been prepared for the development. The strategy positions the project as “a transit-oriented development of state significance at the gateway to Newcastle’s city centre” and outlines a series of integrated artworks responding to Newcastle’s industrial and transport heritage.</p>

<p>Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.</p>

<p>The proposal is being advanced through the NSW Housing Delivery Authority pathway after being declared State Significant Development in June 2025. The accompanying scoping report states the development aims to “maximise the site’s proximity to the Newcastle Interchange by delivering transit-oriented development” while increasing housing supply and affordable housing provision within the Newcastle LGA.</p>

<p>Urban Property Group’s plans align with the long-term strategic vision established under the Wickham Master Plan, which identified the interchange precinct as suitable for substantial uplift in height and density. The current proposal would significantly intensify that vision, positioning the tower among the tallest developments proposed for Newcastle.</p>

<p>The site sits immediately north of the Newcastle Interchange, bounded by Dangar Street, Hannell Street, and Charles Street. It is surrounded by a rapidly growing cluster of residential towers and mixed-use projects that have emerged following the completion of the light rail and transport interchange.</p>

<p>Bottega House Managing Director Nick Malloch said the project reflects the group’s ambition to deliver a highly curated residential offering within one of Brisbane’s most tightly held precincts.&nbsp;</p>

<p>The planning industry has been waiting for some time for the release of guidelines on the development of high rise apartments in Victoria. This is largely a result of the uncertainty, at both local government and VCAT, regarding acceptable levels of internal amenity and also the hot issue of ‘equitable development potential’.</p>

<p>Some decision makers will not accept south facing apartments but others will, some will accept studio style dwellings for less than 20% of the overall mix yet others form the view if it is good enough for one then it is good enough for all. Some decision makers will allow saddle back apartments and others won’t. Increasingly nine metres is deemed an acceptable separation to achieve ‘equitable development’ but in some instances this may or may not be appropriate for primary outlooks compared with secondary outlooks. In some areas such as Fishermans Bend the preferred setback between buildings is 20 metres.</p>

<p>The increased emphasis on providing new housing in the form of high rise apartment buildings in recent years and now further emphasised through the new Residential Zone regime, has placed considerable pressure on all parties. Clear guidance on what constitutes reasonable outcomes is necessary and I think developers, architects and planners alike would embrace such a document providing that it allows for innovation, flexibility and performance based outcomes.</p>

<p>I couldn’t agree more with <a href="/news/better-apartments-should-be-retitled-more-expensive-apartments">Craig Yelland and his concern</a> that the implementation of guidelines based on SEPP 65 in New South Wales will result in a rise in property prices and a furthering of the gap in affordable housing in Victoria. Given the challenge Melburnians face entering the property market, maintaining a supply of affordable housing must be a high priority.</p>

<p>There is a clear opportunity for guidelines to be introduced that will address a range of important issues without having a significant impact on affordability, including:</p>

<li>Providing for performance based criteria (can I say the word ‘decision guidelines’?) on apartment sizes, noting the impact that storage, layout and width of rooms has on amenity and liveability. I have seen small apartments done well with integrated cabinetry, clever furniture design and innovation with layout and adaptability. Such small apartments done well should not be negatively perceived.</li>
	<li>Recognising the role of sunlight in providing quality housing but recognising that there can be other trade-offs, such as views, daylight access and access to entertainment precincts and the like.</li>
	<li>Recognising that daylight is important for the liveability of dwellings but that the level of daylight required for a bedroom is reasonably less than that required for a living area. Apartments need to reflect that different people will live in different ways and, for example, creating apartments with small kitchens can be seen as an appropriate reflection of societal changes in eating out not in poor housing provision.</li>
	<li>Providing certainty regarding building separation as this is a key factor in creating a reasonable outlook in high rise precincts and reducing the need for screening between buildings. It would seem sensible the taller the building the greater the separation required and, as an example, setting a 12 metres separation between buildings would provide light, aspect, outlook and negate the need for overlooking measures.</li>
</ul>
<p>The key is that these guidelines must be performance based. They must establish decision guidelines that steer thinking on various issues to ensure that the best outcomes are found. Using a format, such as that found in ResCode could provide for such certainty, with flexibility for different design outcomes. An approach, consistent with the Tribunal’s interpretation of ResCode, where meeting the Standard automatically is deemed as meeting the objective, would also provide certainty. Importantly, the structure would provide for flexibility to make a case for variations, taking into consideration the decision guidelines.</p>

<p>While I am not a believer in the setting of mandatory minimum sizes for dwellings, to start a rational debate, I would suggest the following as an example of how the Guidelines could be written in a manner that provides greater certainty but allow for innovation in design and taking into consideration affordability.</p>

<h2>Dwelling Size Objective</h2>

<p>To ensure that the size of dwellings meet the likely needs of future occupants.</p>

<h2>Standard</h2>

<ol>
<li>Studio style apartments should not be less than 37sqm.</li>
	<li>Single bedroom apartments should not be less than 45sqm.</li>
	<li>Two bedroom apartments should not be less than 60sqm.</li>
	<li>Three bedroom apartments should not be less than 85sqm.</li>
</ol>
<h2>Decision Guidelines</h2>

<p>Before deciding whether a dwelling is suitably sized, the responsible authority must consider the following:</p>

<ul>
<li>The likely future occupants of the dwelling and their needs.</li>
	<li>The provision of internal storage, such a wardrobes, linen press, utility cupboard and cupboards in the kitchen.</li>
	<li>The size of the bedroom/s and the capacity to place bed/s within the rooms appropriate to the likely future occupants.</li>
	<li>The dimension of the living area and the capacity to place furniture, such as a couch, table and chairs, to meet the needs of likely future occupants.</li>
	<li>The integration of cabinetry and other devices to increase the effectiveness of the space.</li>
	<li>The capacity to integrate balcony areas into the liveable space, such as the use of wintergardens.</li>
	<li>Access to daylight for living areas, kitchens and bedrooms (in that order).</li>
	<li>The overall amenity of the dwelling.</li>
</ul>
<p>The preparation of the guidelines must be done as a priority and provide for flexibility and innovation in design while not having the effect of increasing the already high price of housing in Victoria. The input from a wide range of architects and other associated professionals, including lighting engineers can significantly inform the debate and I encourage them to be heard and make a submission.</p>

Better Apartments: Yes, but not at the expense of innovation

<p>On the surface, the Victorian Government’s <a href="http://delwp.vic.gov.au/planning/policy-and-strategy/better-apartments">“Better Apartments” discussion paper</a> seeks to confirm what every apartment occupier would want to hear: mandating bigger, brighter, cross-ventilated apartments with great outlooks. What it fails to address is that this comes at significant cost.</p>

<p>The Government is using this discussion paper as a pre-emptive move to bring Sydney’s SEPP 65 strict planning rules to Melbourne. If this transpires, the industry will be faced with:</p>

<ul>
<li>Massive job losses in the construction industry.</li>
	<li>The cost per apartment will immediately increase by upwards of $150,000.</li>
	<li>Rent will increase 10 percent per apartment.</li>
	<li>The ability for inner-city sites to house our population growth will be reduced by 45% percent.</li>
	<li>Development will be pushed to the fringe where infrastructure costs are greater.</li>
	<li>A lack of new development due to diminished feasibility; a typical two-storey office building in an activity centre will be worth more than the site as an apartment development. Therefore it will not be developed.</li>
</ul>
<p><strong>In essence, supply of dwellings will drop dramatically</strong>, and we will be faced with a host of irreversible changes that will affect the industry and the end-user alike.</p>

<p>However, this situation is not a new one…Sydney’s apartment market stopped dead in its tracks for ten years after SEPP 65 was introduced. The market is only just starting to recover now, not because of any reversal of the planning regulations, but because the lack of supply has driven property prices so high that large one-bedroom apartments are fetching upwards of $700,000.</p>

<p>These inflated prices are the only reason why developers can now afford to develop projects which are in line with Sydney’s stringent rules and still offer viable financial returns. Basically, this means that without the inflated prices, developers could simply not afford to develop apartment projects under the planning laws, which has only further perpetuated the cycle of undersupply and market inflation.</p>

<p>Make no mistake – the implementation of design guidelines will remove your right to an affordable apartment in the area you want to live.</p>

<p>Some simple questions the paper fails to address:</p>

<p>Who is complaining that their rent is too low?</p>

<p>Who is asking for apartments to be more expensive?</p>

<p>We need to give apartment buyers a choice. If purchasers want a large one-bedroom apartment there are certainly plenty available. But if purchasers don't have the funds to afford a large apartment, by all means allow them the opportunity to purchase a home; don’t price them out of the market because they can’t afford what the Government is suggesting to mandate. At the end of the day, let the market determine what is desirable and what is a fair price for that dwelling.</p>

<p>In 2014, ‘<a href="/news/is-this-melbournes-best-new-residential-development">The Commons</a>’ apartment building in Melbourne was awarded by the National Architecture Awards as the “exemplar of apartment living”.</p>

<p>This project is a fabulous building, where 50 per cent of the apartments are south facing. If south facing apartments are deemed to be so undesirable, why did the project win the industry’s highest architectural award?</p>

<p>Without south facing apartments, anyone who wishes to live north of the city and desires a city-facing view, will simply not be provided the opportunity to do so.</p>

<p>And too bad if you want a view of our stunning bay - it is positioned to the south. If you purchase in a new development, you simply won’t be allowed to face it.</p>

<p>The last government turned off supply of medium density housing in our suburbs, leaving us with a deficit of 6000 much-needed new dwellings per year. If this government brings in minimum design standards they will all but shut down the apartment market in our regeneration and inner-urban areas. And with the projected population estimated to grow to 7.7 million by 2051, supply needs to increase, not diminish, in order to keep up with demand.</p>

<p>The new guidelines want to make you pay $10,000 more so your walk to the lift is 10m shorter.</p>

<p>Let’s not forget, this discussion paper has been drafted in a way that poses a series of loaded questions. Simply asking people if they would prefer a larger kitchen, or more internal space in their living room, is an irresponsible approach by the Government as it fails to address that these lifestyle choices come at a cost.</p>

<p>Larger apartments cost more money to build and they also decrease a project’s overall yield meaning these costs will all be passed on to the end user. Why don’t we ask legitimate questions that will force purchasers to think about their circumstances – questions such as ‘would you be prepared to pay $100 more in rent per week for a larger living room?’ is likely to illicit a more accurate response than simply ‘would you like to live in a larger apartment?’</p>

<p>The existing planning scheme in Melbourne rewards good design through discretionary height controls. It is a great system that has produced some fabulous buildings: ranging from high-end penthouses to affordable compact apartments.</p>

<p>On the other hand, Sydney’s planning scheme is overly prescriptive and complicated. The outcome has delivered large apartments, yes, but you need to be a millionaire to afford one. There is no such thing as an affordable apartment in Sydney.</p>

<p>The beauty of Melbourne’s market is the availability of choice, and the ability to allow most, if not all, professionals earning a modest wage, to one day own their own home. Let’s not take that opportunity away from Victorians just in the pursuit of short-sighted guidelines that will create more problems than it will fix.</p>

"Better Apartments" should be retitled "More Expensive Apartments"

<p>The recent release of the State Government's discussion paper has provoked a strong response from the industry and here on Apartments.com.au. Rather than focusing on a general overview of the <a href="http://delwp.vic.gov.au/planning/policy-and-strategy/better-apartments">Better Apartments discussion paper</a> and the questions it raises, I have instead decided to focus on one particular aspect of the debate: apartment sizes.</p>

<p>There would appear to be a number of negative connotations generally associated with smaller apartments being built all over Melbourne at present, stemming largely as the result of poor design and build quality, thus impacting the quality of living of the resident. Speaking broadly, the worst of these apartments suffer from a lack of quality outlook, extending to poor natural light and ventilation due to bedrooms requiring borrowed light from other rooms or in some instances narrow light-wells, low ceiling heights and bulkheads, lack of storage space, etc.</p>

<p>Now these are all factors that aren't necessarily limited to small apartments and clever design can overcome them. It could be argued that well-designed smaller apartments are the missing piece of the housing diversity puzzle in Melbourne. Areas that are well serviced by public transport, retail, community and recreational facilities (and other necessary services) in close proximity of the city would be ideal for such housing stock, and would present an easier entry into home ownership for those in their 20s.</p>

<p>A smaller well designed, flexible and affordable apartment would definitely be an appealing prospect for me: I'm 28, single, work four days a week in a city office, and one day at home in Richmond. I otherwise spend very little time at home and the greatest amount is spent sleeping. I can cook and cook regularly, but also like to eat out (due to the convenience of having so many options in the area) and get out of the house.</p>

<p>Now, not everyone shares the same circumstances as me, but I'd hazard a guess that I'm not alone. So who's to tell me I couldn't live quite comfortably in an apartment less than 30sqm in size? Which brings us to…</p>

<h2>Micro Apartments</h2>

<figcaption>New York Micro apartment. © Business Insider</figcaption></figure><p>In 2013, a project called My Micro NY won a design competition for New York’s first “micro apartments”, an initiative for the development of affordable housing for singles in New York City, by way of small prefabricated units. The city’s first “micro” building will have 55 rental apartments ranging in size from approximately 25sqm up to 34sqm with quality natural light and ventilation, adequate storage space, and Juliet balconies.</p>

<p>The greatest appeal of these micro apartments is in their flexibility with elements that fold away when not required. Additionally, because the architects believed amenities were important to residents, the building will have a public meeting space, café, common rooftop garden for residents, as well as a laundry room, residential storage space, a bike room, and fitness space. The project is due for completion this year.</p>

Located on Nicholson Street, the U-shaped building built in 1938 and designed by Best Overend features 28 'bachelor flats' and is widely considered an icon of early Melbourne modernism.</p>

The minimal units were supported by a communal dining room, an in-house meal and laundry service, communal flat to roof space and lockable garages. Cairo established a major break with earlier types of flats in Australia and is significant for introducing the flat to the modernist programme in Australia and for its acknowledgement of the existence of a new, modern way of living.</p>

The project has received a number of architectural award commendations for "making more with less."</p>

<p>When I was at <a href="http://www.kerstinthompson.com/">KTA</a> and we were working on the <a href="http://churchonnapier.com/">Church on Napier</a> project at 124 Napier Street, Fitzroy, we looked at a number of ways of providing a decent setback from Napier street to the new three-level apartment building while maintaining the same yield of residences. One option that we conceived was three bachelor flats of around 28sqm + a 4sqm balcony based on the NY model of micro apartments and these were well received by the agents providing feedback.</p>

<p>The apartments featured flexible living areas that could be adjusted to suit the needs of the resident. These apartments would have benefited from being a part of a larger residential complex and community within the site that also featured a large communal outdoor garden. This would have added greater housing diversity within the area that was relatively affordable in comparison to much larger apartments in Fitzroy. Additionally, the location meant that they were only a two minute walk to Gertrude Street and a five minute walk in either direction to Brunswick and Smith Streets.</p>

<p>With careful consideration given to outlook, amenity, privacy, storage and flexibility, with generous floor to ceiling heights I'm of the opinion that well designed smaller or 'micro' apartments do have a place in Melbourne and while the minimum apartment size guidelines may have the best interest of residents at heart ultimately the market will dictate and prove whether or not there is demand for them.</p>

<p>If the apartment ticks all the right boxes in terms of natural light and ventilation and adequate storage among a raft of other criteria, the minimum size of the apartment should be a secondary consideration not the driving factor in the design.</p>

<p>As <a href="/news/better-apartments-yes-but-not-at-the-expense-of-innovation">Colleen Peterson wrote in her piece yesterday</a>, any guidelines should not impede design innovation nor should it drive up housing affordability. If done right any potential design guidelines for apartments should create opportunities rather than place unnecessary and stifling constraints.</p>

High owner-occupier numbers as Arlington Grove, Dulwich Hill secures 80 off the plan sales

<p>Haig Street continues to prove popular with developers, with the latest application in the area seeking permission for a substantial residential tower against the West Gate Freeway. Sunvale Development is behind the proposal which would see a 170 metre structure replace what is for the most an open air car park.</p>

<p>Perhaps in a sign that Sunvale Development intends to proceed with the project should planning approval be gained, construction firm Built has been nominated within the planning documents as an early project team member.</p>

<p>The design of the proposed development has evolved through an iterative process and responds to the opportunities and constrains identified through investigation of site, urban context and planning context. <p>According to planning documents the 134 single bedroom apartments sum to 6,334.4sqm which equates to an average area of 47.3sqm per apartment. Image © Fender Katsalidis</figcaption></figure><p>65-71 Haig Street is not alone in seeking a piece of the Southbank apartment sector with three projects in the immediate vicinity also yet to be realised. <a href="/news/334-344-city-road-revised-in-order-to-address-planning-concerns">334-344 City Road </a>at 190 metres is the tallest proposal in the Haig Street pocket and also fronts the West Gate Freeway, while <a href="/news/57-haig-street-seeks-extra-height">57 Haig Street</a> is also at planning. A forthcoming Meydan Group project, 57 Haig Street has been resubmitted in order to increase in height to 155 metres.</p>

<p>Yet to be seen is 61-63 Haig Street which in the Fender Katsalidis Urban Context Report is listed as approved. <a href="http://www.smh.com.au/business/property/southbank-site-sold-for-75m-20140624-3ar6q">Reportedly</a> bought by Melbourne-based Blue Earth Group during 2014, the only imagery for the 865sqm site looks to be <a href="http://chtarchitects.com.au/projects-3/multiresidential/haig-street-southbank/">CHT's proposal</a> for a Haig Street residential tower, although this is not a firm indicator of the project. Regardless a distance of 10 metres is shown to separate 61-63 Haig Street 65-71 Haig Street's apartments.</p>

<h2>Comment</h2>

<p>65-71 Haig Street conjures parallels to New York's United Nations Headquarters by way of sheer precast elements running the height of the tower. Some will consider this strong design while others will think it altogether very simple… or worse.</p>

<p>One can only assume Fender Katsalidis have designed the above proposal to meet the brief delivered by the developer; for a firm with such a rich history in producing exceptional design outcomes 65-71 Haig Street is run-of-the-mill.</p>

Planning Application: 65-71 Haig Street, Southbank

<p>The struggles of Bridge Road have been well documented both on Apartments.com.au and via many other media outlets. For so long synonymous with 'warehouse fashion' shopping, many have said Bridge Road has suffered a sustained decline due to the rise of DFO's and the substantial investment pumped into the CBD's retail offerings in recent years.</p>

<p>Remedies such as <a href="/expert-insights/buying/will-free-parking-save-bridge-road">free parking</a> have been put forward, while others such as Fred Nucara of Beller Commercial suggested during 2014 that Bridge Road is due for a <a href="/news/bridge-roads-apartment-transformation-gathers-pace">fundamental shift</a> in how and who uses and peruses the precinct. As destination shoppers choosing Bridge Road diminish, the struggling retail segment is likely to drift toward catering for the burgeoning population now choosing to call the area home.</p>

<p>This reshaping of Bridge Road into an apartment hotspot has gathered a head of steam over the preceding six months in particular, with a raft of residential planning applications in progress. Now three more new residential projects seek to compound the trend, appearing on City of Yarra's Major Development page within the last fortnight. They are in no particular order:</p>

<h2>195 Bridge Road</h2>

Located next to the at sales <a href="/new-apartments/richmond-vic-3121">Newbridge Apartments</a>, 195 Bridge Road would maintain a simple form behind a retained frontage holding a 130sqm retail space.</p>

<p>With only 10 apartments split between 7 one-bedroom, 2 two-bedroom and 1 three-bedroom options, 195 Bridge Road's apartments will range between 52sqm for a single bedroom apartment through to a dual level 228sqm penthouse of sorts. Two car parking spaces have been included with general access via Leggo Place.</p>

<h2>19-21 Judd Street</h2>

Holding 5 one-bedroom, 44 two-bedroom and 1 three-bedroom apartments, the distinctly precast design is initially valued at $12 million and is on behalf of Bridge Road-based G3 Projects.</p>

<p>Included at ground level is a 33sqm cafe while 33 car parking and 59 bicycle spaces have been catered for. 19-21 Judd Street finds itself in close proximity to Charlie Richmond; the 96-apartment development on of the area's early large-scale residential developments.</p>

<h2>239-245 Church Street</h2>

A structure dated 1925 is amongst the buildings slated to go in favour of an eight level apartment block with an initial development value of $8.5 million.</p>

<p>With basement car parking, the Armsby Architects-designed building will hold 53 apartments, split between 16 one-bedroom, 29 two-bedroom and 8 three-bedroom options. Retail tenancies line Church Street while basement access is via Tullo Place to the rear.</p>

<h2>A bridge from here to there</h2>

<p>The fresh planning applications above join the list of eleven projects either on or in the immediate vicinity of Bridge Road as seen below. At varying stages of the planning process, only Isola is at construction with Collingwood-based construction firm Lexicon at the reigns of the build which is in its infancy.</p>

<p>Estelle by Milbex and Newbridge Apartments on behalf of Longriver Group are at sales, with the remainder at lower rungs of the development process.</p>

<p>If the projects shown above and below are realised, the Apartments.com.au Project Database indicates that in excess of 1,130 new apartments will be pumped into the Bridge Road Precinct in the medium term. Add large-scale peripheral projects such as Lend Lease's Studio 9 and Riverlee's multi-staged Jaques site redevelopment, and the transformation of Bridge Road from retail destination to a strip serving the needs of a burgeoning and immediate population looks to be in full swing.</p>

Bridge Road's apartment transformation gathers pace

<p><span style="line-height: 1.3em;">It is being bought by the apartment developer and hotel operator Iris Capital's</span><span style="line-height: 1.3em;"> Sam Arnaout.</span></p>
<p><span style="line-height: 1.3em;">The Bourbon was marketed last October with having capacity for around 80 apartments (artist's impression below) with bar facilities at street level.</span></p>

<p><span style="line-height: 1.3em;">The Bourbon and the adjoining former Sydney Swans Club in Kings Cross had been listed after </span><span style="line-height: 1.3em;">Cheung told the </span><em style="line-height: 1.3em;">SMH</em><span style="line-height: 1.3em;"> the lockout laws in the inner city had influenced his decision to sell and focus on his other assets, including the Coogee Bay Hotel and Cruise Bar, Circular Quay.</span></p>
<p><span style="line-height: 1.3em;">No asking price was disclosed but more than $30 million was initially tipped for the November tender through </span><span style="line-height: 1.3em;">JLL hotels national director John Musca and James Aroney.</span></p>
<p><span style="line-height: 1.3em;">They optimistically suggested the buyer would be "<span>part of the area's Covent Garden/Soho transformation."</span></span></p>
<p><span style="line-height: 1.3em;">Cheung bought the Potts Point properties that sit on 6,300 square metres from the former ING Real Estate Entertainment Fund in 2010, after a hailstorm caused the roof of the Swans club to collapse. </span></p>
<p><span style="line-height: 1.3em;">Cheung spent about $10 million upgrading the landmark Bourbon hotel, which boasts 30 gaming machines and hotel licence with a separate $4 million realisation value.</span></p>
<p><span style="line-height: 1.3em;">The site was being marketed as potentially accommodating apartments, with retail and or a wine bar at street level.</span></p>
<p><span style="line-height: 1.3em;">The Bourbon arose from the ashes of the famed Bourbon and Beefsteak in The Cross.</span></p>

Kings Cross Bourbon Hotel close to $27 million sale

<p>Life has been breathed into a dormant <a href="/new-apartments/southbank-vic-3006">Southbank</a> development site with Hampton East-based BPM on the verge of proceeding with a reworked development scheme located at <a href="/buildings/shadow-play-105-clarendon-street-southbank">105 Clarendon Street</a>. Designated Shadow Play, the tower sitting on a 1,260sqm site will feature 52 levels of apartment living above a 9 level podium; both of which will carry a subtle rippling facade to which the project's name references.</p>

<p>Designed by <a href="/architects/fraser-partners-0">Elenberg Fraser</a> and with internals by Hecker Guthrie, Shadow Play is expected to hold 150 car spaces within the podium and 546 apartments within the tower above. While a restaurant may be the ground level drawcard, Shadow Play's top floor will host an entire resident amenities level.</p>

<p>Standing tall on the corner of City Rd &amp; Clarendon St, ’Shadow Play’ will form a landmark ‘gateway’ to Melbourne’s South Melbourne and CBD. Constantly morphing and changing as the viewer moves around the building, the sculptural form creates a beautiful ephemeral experience. Undulations in the façade give the illusion of movement across the building skin whilst also practically working to maximise views out across Melbourne.</p>

<p>The podium design is activated through residential apartments to the Clarendon St and City Rd corner. A layered and semi-transparent articulated mesh is stretched across the main corner of the building which is designed to provide privacy to the apartments and allows for a highly effective natural ventilated car park to Haig Lane and City Rd.</p>

<p>Working in harmony with the natural environment ’Shadow Play’ will create an iconic &amp; animated sculpture for the city of Melbourne.</p>

<p>As mentioned Shadow Play will replace the approved scheme onsite also devised by Elenberg Fraser. Approved during September 2011, the tower consisted of a 42 level, 133 metre high residential complex with three ground floor retail tenancies and above ground parking through the podium. With a GFA of 37,000sqm the then 308-320 City Road would have contained 360 one and two bedroom residential apartments.</p>

<p>Readers with an even longer memory may equate the current Shadow Play design to that of architect Ivan Rijavec's early Prima Tower design seen below. While there's more than a decade between the two, both carry splaying 'wings' of sorts emanating from a rounded leading form, producing a very agreeable outcome.</p>

<p>Nonetheless BPM look to be on a rapid expansion curve with Shadow Play joined by pending Richmond, Collingwood and South Melbourne projects, in addition to three Brisbane apartments developments in the pipeline.</p>

<p>Shadow Play's project briefing suggests the tower is aiming at a 2018 completion date.</p>

Out of the shadows and into the light

<p>South Yarra is experiencing an apartment construction boom at the moment with no less than thirteen major apartment developments sprouting skyward. Comfortably surpassing the established might of Southbank, South Yarra is second only to Melbourne&#39;s CBD in terms of the number of major projects under construction.</p>

<p>Combined, these thirteen projects are according to the Apartments.com.au Project Database delivering 1,784 new dwellings to South Yarra, with an assumption that this would equate to approximately 3,500 additional postcode 3141 residents.</p>

<p>At the core of South Yarra&#39;s apartment success is Forrest Hill; the once low-rise industrial and commercial pocket was earmarked as an urban renewal precinct during 2005. While a steady trickle of projects have seen tower cranes populating the precinct ever since, it&#39;s only a decade later in the early stages of 2015 where Forrest Hill&#39;s full might is on display.</p>

<p>Seven of the current crop are located within Forrest Hill precinct, including <a href="/buildings/lucia-chiara-4-daly-street-south-yarra">Lucia/Chiara</a> and <a href="/buildings/central-south-yarra-3-yarra-street-south-yarra">Central South Yarra</a> who between them account for 782 of the overall 1,784 apartments under construction. The image above capturing Forrest Hill&#39;s Claremont Street holds <a href="/buildings/prime-tower-47-claremont-street-south-yarra">Prime Tower</a>, <a href="/buildings/claremont-manor-7-claremont-street-south-yarra">Claremont Manor</a>, <a href="/buildings/district-apartment-hotels-10-claremont-street-south-yarra">Alto</a> and <a href="/buildings/ella-2-claremont-street-south-yarra">Ella</a>; all at varying stages of construction and cumulatively contributing a further 668 apartments.</p>

<p><a href="/buildings/yarra-house-18-yarra-street-south-yarra">Yarra House</a> also finds itself in Forrest Hill precinct, with the remaining projects under construction spread throughout the suburb. Projects west of Chapel Street include <a href="/buildings/six-murphy-6-murphy-street-south-yarra">6 Murphy Street</a>, <a href="/buildings/eight-murphy-8-murphy-street-south-yarra">8 Murphy Street</a>, The Hill Apartments and <a href="/buildings/her-majestys-apartments-52-davis-avenue-south-yarra">Her Majesty&#39;s Apartments</a>. <a href="/buildings/gisele-300-toorak-road-south-yarra">Gisele</a> and <a href="/buildings/pure-apartments-42-wilson-street-south-yarra">Pure Apartments</a> find themselves to the east of Chapel Street with the latter located in the emerging Garden/Wilson Street area.</p>

<p>While the current level of construction is robust in South Yarra, the next wave of projects heading toward construction in the near to medium term is impressive in itself. Of those apartment projects at registrations or sales, the list is headlined by LK Property&#39;s <a href="/buildings/capitol-grand-241-toorak-road-south-yarra">Capitol Grand</a> which at 193 metres in height would be South Yarra&#39;s signature built form.</p>

<p>Others included at registrations or sales are <a href="/buildings/wil-co-34-wilson-street-south-yarra">Wil&amp;Co</a>, <a href="/buildings/ralston-22-toorak-road-south-yarra">Ralston</a>, <a href="/buildings/essence-35-wilson-street-south-yarra">Essence</a> and The Elfin. Also watch out for <a href="/buildings/661-chapel-street-661-chapel-street-south-yarra">661 Chapel Street</a> progressing in the not too distant future.</p>

South Yarra in full b(l)oom

<p>Today we look at an application which seeks to address some of the recent concerns surrounding housing diversity in apartment living and resident amenity. Z66, to be located at 66 Lygon St in Carlton would see the current building occupied by the <a href="http://www.downtowner.com.au/">DownTowner</a> demolished to make way for a 14-storey, <a href="http://www.fkaustralia.com/">Fender</a> <a href="http://www.fkaustralia.com/">Katsalidis</a>-designed apartment building.</p>

<blockquote>
<p>The proposal aims to create a new character for the precinct through a dramatic interpretation of the traditional stepped approach of the tower and podium massing. Instead there is an integrated tower and podium, where the "U" shaped form of the podium clasps the tower from below.</p>

<p>As an overarching design philosophy, the proposal aims to stack the mass that would have been available by developing the whole site, into a smaller building footprint to provide all apartments with views out and eliminate south facing or internally overlooking apartments.</p>

<p>This results in a higher form, however we feel this is appropriate given the significant nature of the corner site on main roads; the height has no additional detriment to neighbours through overshadowing or overlooking; and we feel this height is an appropriate transition from the tall city towers to the finer grain of Lygon Street to the north.</p>

<h2>Building layout</h2>

<p>Z66 has been designed to maximise solar access with all apartments benefiting from a 'great outlook' that has resulted from no apartments overlooking one another, and no south facing orientation.</p>

<p>The impacts of any future neighbouring developments have also been considered with a considerable setback employed from the western boundary above the ground floor area, and to the east above level four. This doesn't just safeguard the amenity of residents in Z66 but also any future neighbours.</p>

<p>The ground floor consists of a wrap of retail to Lygon and Queensberry Streets with all ancillary programme relegated to the shared accessway to the south. The retail to the north is setback from the boundary to form a sheltered colonnade to Queensberry Street and a landscaped outdoor area is located to the south-east and north-east corners of the site. Apartments facing the landscaped area feature a 'balcony buffer' which in turn acts a buffer between the development and the adjoining Romanian Orthodox Church.</p>

<blockquote>
<p>Habitable rooms, such as bedrooms and living rooms in each apartments have access to direct light and air. Living rooms and bedrooms are oriented to face balconies or the external edge of the building, and provided with operable windows for access to natural ventilation. 'Borrowing' of light is avoided.</p>

<p>The setback from the East boundary results in a relatively small building footprint, which enables internally overlooking apartments to be eliminated in the development. The open landscaped area to the East also improves the amenity to the Romanian Orthodox Church garden next door. The development receives abundant daylighting to the East and West and south facing apartments are avoided.</p>

<p>On podium levels of the development (levels 1 to 6) larger balconies are incorporated to the apartments on the West side. These balconies also function as a buffer to the busy Lygon Street</p>

<p>The building's facade is articulated via a series of concrete panels and glazed fenestrations. To the north and south the building presents as quite a solid, ordered structure whereby the concrete panels are double height and arranged with a strong emphasis on horizontal movement; the positioning of the panels in a staggered formation give the impression of a shifting in form.</p>

<p>The other visual effect is one of ambiguity of scale: though a 16-storey building the impression is one of only eight or so, at least to the north and south. The eastern and western elevations on the other hand appear far more permeable with glazing taking precedent over concrete, with an almost adhoc approach as to how the facades are presented; the emphasis shifting to a much more vertical movement visually.</p>

<p>In their response to "Objective 5.1 - Dwelling Diversity" as gazetted in the <em>Design Guidelines for Higher Density Residential Development</em>, FKA have sought to provide a diverse and balanced mix of apartment types which cater for the needs of a wider target market. Extracted from the planning application, the break up of apartments is illustrated below:</p>

<p>The development is also comprised of a residential amenity space at ground level that can be used by residents for dining, lounging, meetings as well as appreciating the landscaped area fronting Queensberry Street.</p>

<h3>Apartment types</h3>

<p>Within each apartment category (one bedroom or two bedrooms), there are different layouts to suit different living arrangements. Within the one bed apartment units, there are two types, which are the one bed plus study and the one bed. The one bed plus study layout could suit a couple where 1 person works from home or requires a separate study space. The one bed will be a more affordable option for single person or couple where the study space can be part of the bedroom.</p>

<p>Within the two bed apartment units, there are also two types. One type is an option for two people sharing the same unit, and another type is suited for a couple who require an extra room for guests / older children or even study space.</p>

<h2>Comment</h2>

<p>The proposal while not ground breaking in terms of its architecture sets itself apart from other similar developments; while it employs a built form almost twice that which is called for in the Design Development Overlay it does not seek to occupy the entirety of the site. In doing so it achieves a quality outcome for the residents who would call it home and provides saperation between itself and the Romanian Orthodox Church rather than suffocating it by developing to its site boundaries but a lower height.</p>

<p>The design team have conceived what can be best described as a thoughful proposal, one that assesses any potential impacts in the short-term but also long term future. Similar to Piccolo Developments' Upper House nearby, Z66 would command a corner site and as such greater height is appropriate to address its position.</p>

<p>This particular stretch of Queensberry Street will continue to see significant development and growth with medium to higher density slowly creeping from the confines of the traditional CBD.</p>
