The Marlborough House proposal, lodged for the <a href="https://www.apartments.com.au/new-apartments/marlborough-house-47-97-marlborough-street-surry-hills-nsw-2010">47-97 Marlborough Street</a> site, would see the adaptive reuse of the heritage-listed warehouse building alongside the construction of new residential additions and a separate apartment building on the northern portion of the site.

The proposal seeks approval for 172 apartments across three buildings, including 15 per cent affordable housing managed by a community housing provider for at least 15 years from occupation.

The redevelopment is planned for the prominent 3,413 sqm site bounded by Marlborough Street, Goodlet Street and Lansdowne Street, directly opposite Eddie Ward Park and around 200 metres from the Surry Hills light rail stop.

Time &amp; Place acquired the former David Jones building in 2024, marking the first time the property had changed hands in around 50 years.

Designed by Wardle, the proposal centres around the adaptive reuse of the former David Jones factory, originally constructed between 1913 and 1935 in the Inter-War Chicagoesque architectural style.

Wardle noted in its Architectural Design Report that the building “occupies a significant place in the industrial and cultural history of Surry Hills” and at its peak was “the largest department store manufacturing facility in Australia, employing over 800 people and fuelling the growth of Sydney’s fashion and retail industries.”

The practice said the project positions itself “not as an isolated intervention, but as a contributor to the civic, social, and architectural grain of the precinct.”

The proposal would deliver 75 apartments within the retained southern heritage building, 59 apartments within the central addition, and a further 38 apartments within the new northern building fronting Lansdowne Street.

Planning documents show the scheme would comprise a mix of heritage apartments, new-build apartments, townhouses and penthouses.

The development would also include a ground-floor retail tenancy on the corner of Marlborough and Lansdowne streets, rooftop communal open space, a landscaped pedestrian link along the western edge of the site, and basement parking accessed from Lansdowne Street via a car stacker system.

The scheme emerged from a competitive design process run by Urbis, with Wardle ultimately selected as the winning architect ahead of FJC Studio, TZG, Architectus and Wilkinson Eyre.

The Design Integrity Panel later described several aspects of the Wardle scheme as fundamental to the project, including “the stepped character of the new addition to the north of the site”, the landscaped western pedestrian link, and the “garden arrival” experience separating the original Marlborough House from the heritage addition.

Wardle’s design heavily references the site’s industrial and heritage history, while also responding to the surrounding Surry Hills streetscape.

The Architectural Design Report describes Surry Hills as “a finely grained neighbourhood with beautiful and expressive brickworks throughout the suburb,” with the proposal introducing a material palette intended to sit comfortably alongside the existing warehouse fabric and neighbouring terraces.

The report also outlines the project’s relationship with Eddie Ward Park and the broader landscape context of the area.

“Marlborough House occupies a site of deep cultural memory and the neighbouring Eddie Ward Park is of local ecological significance, where natural systems, topography, and stories have long shaped human experience,” Wardle noted in the report.

The architects said the proposal sought to “rebind built form to Country” through landscape, materiality and the adaptive reuse of the heritage structure.

The project is also being progressed under the NSW Government’s in-fill affordable housing provisions, allowing developments that include affordable housing to access additional height and floor space incentives.

Under the plans, 2,593 sqm of the project’s floor space would be dedicated to affordable housing, slightly exceeding the required 15 per cent threshold.

In its Design Excellence Strategy, Urbis said the project aimed to “sensitively adapt and enhance the heritage-listed building on site through alterations and additions that preserve its historical significance” while delivering “high-quality market and infill affordable housing development in Surry Hills.”

Time &amp; Place has been one of the most active developers nationally in the last 12 to 24 months. Late last year they completed&nbsp;The Queensbridge in&nbsp;<a href="https://www.apartments.com.au/developments/southbank-vic-3006">Southbank</a>, a mixed-use tower with 353 apartments and a hotel. They are currently selling Park Modern, 246 apartments near the famous Botanic Gardens in&nbsp;<a href="https://www.apartments.com.au/developments/south-melbourne-vic-3205">South Melbourne</a>, and have future projects, <a href="https://www.apartments.com.au/new-apartments/the-wilmot-173-burke-road-28-hope-street-glen-iris-vic-3146">The Wilmot</a>&nbsp;in&nbsp;<a href="https://www.apartments.com.au/new-apartments/glen-iris-vic-3146">Glen Iris</a>, the redevelopment of the Northcote Plaza, and another tower in South Melbourne.

The developer broke into Sydney just a few years ago with Two Tides in Manly. They have another project nearby, which is at the ultra-luxury end of the market on&nbsp;<a href="https://www.apartments.com.au/buildings/shoreline-manly-beach-89-90-north-steyne-manly">North Steyne</a>, fronting the beach.

It is also continuing to work through the <a href="https://www.apartments.com.au/news/nsw/first-look-time-place-settles-on-design-for-the-chimes-potts-point-redevelopment">redevelopment of The Chimes building</a> on Macleay Street in&nbsp;<a href="https://www.apartments.com.au/developments/potts-point-nsw-2011">Potts Point</a>, as well as a project on <a href="https://www.apartments.com.au/news/nsw/time-place-to-take-on-mosman-apartment-market">Mosman's Redan Street</a>.

First look: Time & Place unveils Marlborough House redevelopment designs for former David Jones warehouse in Surry Hills

The residential transformation of St Kilda Road is set to continue into with more new apartment plans for the sought-after boulevard.

Wing Tai Asia has lodged plans for a major residential tower at 464-466 St Kilda Road, replacing the former VACC House with an 18-storey mixed-use development designed around a retained heritage podium and a sculpted contemporary tower.

The proposal, prepared under Victoria’s Significant Residential Development with Affordable Housing pathway, would deliver 325 apartments and ground-floor retail across the prominent 4,653 sqm boulevard site in Melbourne’s St Kilda Road North Precinct.

The project centres on the adaptive reuse of the site’s heritage-listed VACC Building, an eight-storey office designed by Bernard Evans that has occupied the address for decades. Planning documents state the development would involve “carefully dismantling and conserving off-site the original metal fabric of the podium visible from St Kilda Road,” before reinstating it as the defining frontage of the new scheme.

Above the restored podium, Wing Tai is proposing a curvilinear residential tower. The scheme includes 172 one-bedroom apartments, 63 two-bedroom apartments, 66 three-bedroom apartments, and 24 four-bedroom apartments, alongside two ground-floor food and beverage tenancies fronting St Kilda Road.

The tower has been designed with substantial articulation and variable setbacks to minimise perceived bulk and maintain view corridors along the boulevard. Urbis, which prepared the planning report, said the design “has been significantly articulated through a curvilinear design” with “an interplay with materials, façade expression and depth” to create visual separation and visual interest.

The proposal also includes 254 basement car spaces, landscaped pedestrian links connecting St Kilda Road and Queens Lane, and a biophilic landscape strategy featuring canopy trees, raised planters, cascading greenery and a glass oculus pool overlooking the eastern frontage.

Planning documents confirm the $270.1 million development will contribute 3 per cent of project costs to the Social Housing Growth Fund as part of the application process.

Wing Tai acquired the St Kilda Road property in 2018 alongside Abacus Property Group for $95.38 million, before later consolidating ownership of the site. The property previously served as the Victorian Automobile Chamber of Commerce headquarters for around 60 years.

The transformation of the St Kilda Rd boulevard is already beginning to materialise, with a number of high-profile projects recently completed, launched, or approaching launch as developers continue to back the long-term appeal of the precinct.

Among the most notable recent completions is Louise by Samuel Property Group, just off the strip on Queens Lane, the same pocket Hirsch &amp; Faigen recently launched The Queensbury. Mirvac is too on the same street with The Albertine, which is approaching completion.

Dexus recently secured approval for its slice of St Kilda Road, while Gurner also has approved plans for the precinct.

Wing Tai unveils 325-apartment St Kilda Road tower on former VACC House site

Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.

The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.

The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.

The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.

SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.

“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.

The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.

“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.

The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.

Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.

The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.

COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.

“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.

The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.

The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.

First look: SP Setia targets St Leonards skyline with 40-storey TOD tower

<a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.

The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.

The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.

Designed by <a href="https://www.apartments.com.au/architects/sjb-architects">SJB</a>, the tower has been conceived as a landmark transit-oriented development anchored to the Newcastle Interchange precinct. The proposal includes 245 build-to-sell apartments across a mix of one, two, and three-bedroom residences, as well as two penthouses. Fifteen apartments and one operational unit are earmarked for NDIS housing. The co-living component would add a further 99 units, while the podium would accommodate retail uses and hotel facilities.

SJB said the site presents “a valuable opportunity to anchor the precinct by setting the standard for design, active ground planes and character at the key southern gateway.”

The architecture responds directly to the site’s position beside major transport infrastructure and within one of Newcastle’s fastest-evolving urban renewal precincts. The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.

The design report describes the project as part of the broader transition of Wickham into “a vibrant, high-quality mixed-use urban precinct” that leverages proximity to the station, open space, and regional connectivity.

A detailed public art strategy has also been prepared for the development. The strategy positions the project as “a transit-oriented development of state significance at the gateway to Newcastle’s city centre” and outlines a series of integrated artworks responding to Newcastle’s industrial and transport heritage.

Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.

The proposal is being advanced through the NSW Housing Delivery Authority pathway after being declared State Significant Development in June 2025. The accompanying scoping report states the development aims to “maximise the site’s proximity to the Newcastle Interchange by delivering transit-oriented development” while increasing housing supply and affordable housing provision within the Newcastle LGA.

Urban Property Group’s plans align with the long-term strategic vision established under the Wickham Master Plan, which identified the interchange precinct as suitable for substantial uplift in height and density. The current proposal would significantly intensify that vision, positioning the tower among the tallest developments proposed for Newcastle.

The site sits immediately north of the Newcastle Interchange, bounded by Dangar Street, Hannell Street, and Charles Street. It is surrounded by a rapidly growing cluster of residential towers and mixed-use projects that have emerged following the completion of the light rail and transport interchange.

The jungle drums are beating for Melbourne's next big development with word that 254-260 La Trobe Street is subject to a tower that if approved will rival its neighbour, <a href="/buildings/aurora-melbourne-central-224-la-trobe-street-melbourne">Aurora Melbourne Central</a> for size. The height of the intended development, which approaches the PANS-OPS ceiling for this section of the CBD has seen the proposal referred to aviation authorities for input.

This is somewhat unusual as the application for the tower has not appeared on the State planning register as yet, which is usually the first port of call. The Civil Aviation Safety Authority (CASA) will instead initially make a call on the project which would see two tower cranes utilised during its construction breach the PANS-OPS barrier for an extended period of time. Post a consultation period the project is expected to move through standard planning channels.

CBD-based Landream are understood to be behind the project, which would add to their portfolio which also sees apartment projects in <a href="/buildings/northcote-hill-1a-campbell-grove-northcote">Northcote</a>, <a href="/buildings/carrington-109-carrington-road-box-hill">Box Hill</a> and further east along La Trobe Street, namely <a href="/new-apartments/the-trillium-36-la-trobe-street-melbourne">Trillium</a>. Currently under construction, Trillium's head contractor Built is also involved in the early planning for 254-260 La Trobe Street, having aided in construction feasibility and the placement of the all important tower cranes as seen below.

Irrespective of the design's purpose, the 83 level mixed-use concept does provide a fair indication as to what can be expected onsite once an official planning application is lodged.

Only last week Apartments.com.au covered plans for <a href="/news/3l-alliance-pushes-for-twin-246-metre-towers-at-350-queen-street">dual 246 metre towers</a> further west along La Trobe Street for developer 3L Alliance. Coupled with Aurora and 254-260 La Trobe Street, this quartet of towers has the ability to radically alter the skyline in this section of Melbourne's CBD which has for so long been dominated by the lone presence of Melbourne Central.

Following on from <a href="/news/bkks-simon-knott-talks-cirqua-ivanhoe-east">last week's piece on Cirqua</a> comes the second installment of Apartments.com.au's chat with BKK Director Simon Knott encompassing aspects of the practice's work, the lure of apartment living and the ever changing landscape of the apartment market.

Laurence Dragomir: We touched on the focus being on the owner occupier market with relation to the Cirqua development, but have you found that coming to the fore in the types of multi-res projects the office is working on?

Simon Knott: We tend not to get too involved in the investor driven type projects. In terms of the mulit-residentail work we're doing, we're currently working with Neometro on part of the Victrack development at Jewell Station which has been a fantastic project. It's really exciting as it's an entire precinct which is just about to be submitted for planning.

SK: We're also doing an interesting one in Fitzroy actually, which I think <a href="/news/bkks-latest-far-from-mundane">Urban.com.au touched upon in a piece</a> a few weeks ago. The current owners bought the site with a permit for 14 or 16 apartments, and there were issues with the design so we completely reworked them into eight townhouses and that is firmly aimed at the downsizer market - every townhouse has an internal lift inside so you get four levels plus a rooftop terrace of a really high quality.

We're working on the interiors at the moment and we think they're as good as any house we have designed previously. The big difference though is how many ways can you plan out a 3.5m long kitchen for example - it's so formulaic.

SK: I think people are coming to architects like us wanting to get something different and hopefully the likes of Kerstin (Thompson) and those other residential architects get recognised for that, in favour of some of the others. Don't get me wrong though there's certainly a place for investor driven apartments and I don't have a problem with them.

Upper House by JCB, I've been to it a couple of times and I've taken our students in there as well - now they're not lavish apartments in size and they're pretty stripped back in terms of what the interiors are but they've done a really good job with the project. In terms of borrowed light the one bedders you can open it all out which I think is what I'd rather have - something that's more of a studio space. On top of that it's a great location to live in.

I also think there's a cultural shift in the works; it's not just the empty nesters but also younger people who are not wanting to live in the outer suburbs. That's the overseas experience too, it just hasn't quite fully taken grasp in Australia yet but people in general are spending more time out, whether it's for coffee or breakfast etc. Generally you need to be close to activity hubs to get that.

The interesting thing will be getting into the 3 bedders. Everyone keeps talking about the need for more three bedroom apartments yet developers say "we put these 3 bedders in and no one buys them" because they cost you $800-900K and people would rather buy a house. I think we're starting to see that shift where eventually more families will be drawn into apartments.

LD: A number of developers tested the waters with regard to the higher end product about 3-4 years ago with developments like the previous incarnation of Avenue and Capitol in South Yarra which didn't garner all that much interest and in Avenue's case. It was redesigned with more apartments. If the original design was marketed say today it would probably sell in a matter of weeks. Do you feel there's more quality apartment projects now then there was a few years ago?

SK: There's definitely a march in that direction. The downside for us is everyone wants to change everything because they're going to be living in them. They want to change the robes, the kitchens, the number of bedrooms and so what we're ending up with is there's no standardisation which can be quite good in a way because it's more akin to designing a house. If it's an investor project they'd just sign off on it and move in after 2-3 years time.

LD: BKK are getting involved in the next Commons-style development?

SK: Yes we are, we're involved in Nightingale 2.0. Jeremy's a good friend and he asked us to get involved in Nightingale 1 but it just wasn't the right time for us to do so yet we're fully supportive of it and think it's a great idea. There's not that many architects involved, about half a dozen out of 24 in this case and they've got a strong group of professional colleagues associated. I think there'll be an ongoing market for it, and the next version promises to be interesting

Discussing apartment living with BKK's Simon Knott

Tim Gurner may well need to be referred to as the man with the golden touch soon enough as another of his development firm's projects has sold out almost immediately. GURNER had little trouble in finding buyers for all apartments within <a href="/buildings/28-stanley-street-collingwood">28 Stanley Street</a>, reaching 100 percent sales within 48 hours.

Registrations of interest were taken prior to the project's launch, resulting in a bias toward owner occupier purchasers intent on securing an apartment within Collingwood's Foy and Gibson precinct. 28 Stanley Street joins a fellow GURNER endeavour nearby at 107 Cambridge Street which has progressed quickly to construction after a brisk sales campaign.

Overall 28 Stanley Street is Tim Gurner’s 14th project within a two kilometre radius of the Collingwood site, taking into account projects from fellow developer Urban Inc. in which Tim Gurner has an interest.

Image courtesy GURNER</figcaption></figure>With a project value of $30 million, 28 Stanley Street is a design of New Zealand architecture practice Warren and Mahoney, who have recently opened a Melbourne office. 40 large loft style apartments are included within the development, with retail and entertainment spaces at ground level.

Single bedroom apartments account for near on 20% of dwellings, with the project being reconfigured prior to launch in order to accommodate increased apartment sizes pitched toward owner occupiers. Apartment sizes range between 55sqm for single bedroom dwellings to up to 150sqm for three bedroom penthouses, all of which fetched prices in excess of $1.5 million.

The interest from owner occupiers has been absolutely astounding. Our large apartment offerings have been the first to sell, with many purchasers buying two apartments and customising them to suit their lifestyle – a new trend in Collingwood that only two years ago would have been unheard of.

Based on the sales of our previous sell out Collingwood project, 107 Cambridge Street, we knew the owner occupiers demanded larger apartments, so we completely redesigned this project to offer larger-than-average, luxury apartments.

<h2>Tim Gurner on the folly of minimum apartment guidelines</h2>

Citing the success of 28 Stanley Street as a project that has directly responded to the wants and desires of potential customers, Tim Gurner believes 28 Stanley Street also reveals flaws in the proposed minimum design standards for apartments in Victoria.

Had we offered these large apartments in the CBD or West Melbourne, it would have been a totally different story as the market in these locations has very different demands and desires. That’s why it is so important to assess each and every project on its own merits using its extremely local buyer profile as a guide, rather than using a blanket formula across the board.

What works for one location is absolutely not going to be the right mix for another location, which is why I strongly believe that applying apartment standards across Victoria is a flawed premise that simply won’t be able to keep up with our rapidly moving market trends.

This is evident of the market dictating appropriate product and we as developers must be flexible in order to adapt and deliver what the market wants.

If implemented, the binding guidelines would effectively hamstring architects and developers from adapting to future fluctuating market trends according to Tim Gurner. Expecting the guidelines to quickly become outdated in the event they are implemented, he also expects they would severely limit supply and increase costs across the board.

The proposed apartment standards guidelines could have a devastating effect on Victoria’s affordability and supply, just as it did in Sydney when New South Wales introduced the SEPP 65 over a decade ago. The implications of those policy changes caused 10 years of under supply which pushed up prices to unsustainable levels, which has now resulted in a property market which is simply unaffordable for anyone trying to enter the market for the first time.

Under the proposed changes, a development site which would currently house 100 apartments, may in the future be limited to just 60 or 70 under the new laws. This means less apartments are delivered but at a greater cost to the end user as developers will still need to recoup development costs.

This is coupled with Melbourne’s restrictive new neighbourhood planning laws which have placed severe restrictions on development in many of Melbourne’s desirable inner suburbs, which is already having a marked effect on supply in our most in-demand locations. The combination of these two policy changes together would absolutely have a lasting negative effect on supply which would ultimately push up prices to unsustainable levels.

Going Going Gurner! 28 Stanley Street and minimum apartment guidelines

If Rob Adams were to nominate a prime example for his <a href="http://www.melbourne.vic.gov.au/AboutMelbourne/Statistics/Documents/TransformingCitiesMay2010.pdf">Transforming Australian Cities</a> blueprint which was presented over the 2009-2010 period, I wonder if Essendon would be the most appropriate locale today? Advocating medium density housing along major transport corridors, with tram lines to the fore, the document was designed to address the pending population squeeze while also increasing patronage on public transport.

Much discussion ensued post the document's release, with Ivan Rijavec <a href="/expert-insights/buying/ivan-rijavec-on-a-question-of-urban-character">writing an article</a> for Apartments.com.au touching upon the problems of containing development purely along transport corridors. While differing opinions on the document were prevalent, Essendon would surely be the closest fit to what was envisaged five years ago.

With the bulk of the suburb's development occurring in the past five years, the mixed-use nature of Essendon has seen commercial, hotel/serviced apartment, residential and low-cost housing uses delivered; all within metres of rail, tram and bus services.

If general development activity along Mt Alexander Road and Keilor Road is any indicator, the area is well and truly doing its bit to accommodate an increasing population in line with the principles of Transforming Australian Cities. Seen below are a selection of current projects in the area ranging from planning assessment to under construction.

Currently Mt Alexander Road, Keilor Road and the immediate surrounds sees six major apartment developments under construction, with Accord Property Group's Alexa at 1048 Mt Alexander Road currently at site demolition.

First up is Russendon Holdings Pty Ltd seeking approval of a ten level apartment complex directly opposite Essendon Station; with an address of 13-21 Russell Street it would be the tallest building in the suburb if approved. Within the Essendon Junction Activity Centre, the apartment building designed by Plus Architecture would carry 99 dwellings over a 1,196sqm site.

At 34.5 metres in height the design features a 296sqm commercial tenancy at ground level in addition to a 197sqm communal garden while a 192sqm rooftop garden will crown the development.

Nearby to the developer's previous project on Keilor Road and with Tram 59 at its doorstep, the proposed six level complex designed by CHT Architects is looking to add 260 dwellings over a sizeable 5,306sqm site.

To be delivered over two stages, the project would consist of two distinctive buildings finished externally in either cream or black, located above a 296 basement car park. The large site has allowed CHT Architects to deliver three separate northern-facing communal courtyards totalling 829.5sqm while five retail tenancies will front Keilor Road, further enhancing an emerging retail strip found at the base of the numerous higher-density developments completed along Keilor Road during recent years.

Essendon's high density development a model example

Cast your eyes over the northern reaches of Melbourne's CBD and a not-too-subtle marker is taking its place. Brady Group's Vision has motored past the 150 metre mark on its way to 226 metres and in doing so is acting as a vanguard project of sorts for the rash of new residential towers set to redefine this section of Melbourne.

With a host of new proposals joining the ranks of late, now presents as an opportune time to provide an overview of these residential towers that promise to remodel the northern areas of the CBD beyond recognition.

Near on 3,100 apartments are contained within the above seven projects, demonstrating the sheer pace at which this section of the CBD is evolving into a high-rise residential hub. With Vision, <a href="/buildings/the-carlson-321-la-trobe-street-melbourne">The Carlson</a> and part of <a href="/buildings/fulton-lane-151-franklin-street-melbourne">Fulton Lane</a> also under construction, the number of apartments under construction is inflated by a further 1,460.​

It's a staggering number, yet such is the volume of upcoming projects north of La Trobe Street and south of Victoria Street that it can easily be surpassed by those projects in waiting.

<h2>Incoming</h2>

A master sales agent has been assigned to <a href="/buildings/swanston-central-168-victoria-street-carlton">8 Bouverie Street</a>, with its sales campaign imminent. Snapped up by Hengyi, the project is set to follow the current project Light House, albeit with a greater apartment yield exceeding 1,000 dwellings; the final numbers for the project will be revealed shortly.

Also pushing up the development chain are two separate projects for student accommodation provider Scape Student Living. <a href="/developments/melbourne-vic-3000">212-222 La Trobe Street</a> and <a href="/buildings/scape-melbourne-393-swanston-street-melbourne">393 Swanston Street</a> between them are capable of providing in excess of 1,500 dwellings and have a completion date spread over 2018-2019. These are joined by the approved 377 La Trobe Street scheme which would essentially sit between the two nominated projects above, although its delivery timeframe is unknown.

<figcaption>Side by side and set for reshape the La Trobe Street landscape</figcaption></figure>Also maintaining a 2019 completion timeline is <a href="/buildings/aurora-melbourne-central-224-la-trobe-street-melbourne">Aurora Melbourne Central</a> which is due to begin site demolition at present while <a href="/buildings/97-franklin-street-melbourne">97 Franklin Street</a> remains the only major approved development in the CBD's northern precinct without publicly known development plans. The 200 metre plus golden tower is value at approximately $200 million and would carry 551 apartments and 144 serviced apartments.

Looming is <a href="/buildings/conservatory-9-23-mackenzie-street-melbourne">Conservatory</a> with in excess of 450 apartments; it will be UEM Sunrise's next Melbourne venture post the sales success of Aurora Melbourne Central.

The projects at planning are equally as imposing with four towers in excess of 200 metres on the radar. Headlining the show is <a href="/buildings/queens-place-157-a-beckett-street-and-370-queen-street-melbourne">Queens Place</a> with 1,700 dwellings over two hulking towers, the tallest of which is 267 metres. Nearby 293 - 303 La Trobe Street Melbourne is shaping up for a slender residential tower with 370 dwellings over what is the Duke of Kent hotel.

Most recently submitted for assessment is <a href="/developments/melbourne-vic-3000">478 Elizabeth Street</a> with a 68 storey mixed-use development envisaged. 399 apartments and 196 hotel suites would constitute the development's yield.

Northern lights: the incredible rate of change in Melbourne's northern CBD

This winter shapes as a boom period for Melbourne's commercial builders if the number of projects beginning their construction cycle is any indicator. Sweeping through the Apartments.com.au <a href="/developments">project database</a> and limiting a project to its early works stage, specifically piling, site retention and bulk excavation, there are no less than 42 projects spread throughout metropolitan Melbourne in their infancy.

Apartments.com.au's project database is currently tracking 207 projects in the broader 'Under Construction' category, with the aforementioned 42 projects accounting for an impressive 20% of all projects under construction.

While the line between early and main works can be blurred, the sheer number of projects about greater Melbourne commencing construction points toward the overall strength and underlying demand of the apartment sector, considering the sector account for the vast majority of construction projects underway.

<figcaption>Botanica Balwyn's progress during late May</figcaption></figure>While the major construction firms content themselves with big ticket builds in and around the CBD, it's the proliferation of medium and smaller sized apartment projects in middle and outer suburbs which has led to the spike in construction starts and the rise of a new breed of builders.

As previously small constructors such as Hacer, Hamilton Marino and ABD Group expand in size and capabilities to fill the void left by the multitude of projects attracting Melbourne's biggest builders, so do smaller builders step up to fill the void in the tiers below. Relatively new names such as Lexicon, Orange Building Solutions, Team Building, TriBuild Constructions, Project Group and Shangri-La can be seen across Melbourne building sites.

While 42 projects are identified at an early works stage, they're located in no less than 31 separate Melbourne suburbs which points toward the tremendous spread of apartment living options now available throughout the metropolitan area. Doncaster for example holds four projects at early works, namely <a href="/buildings/magnolia-doncaster-hill-22-hepburn-road-doncaster">Magnolia</a>, <a href="/buildings/88-doncaster-hill-88-tram-road-doncaster">88 Tram Road</a>, <a href="/buildings/8-hepburn-road-doncaster">8 Hepburn Road</a> and <a href="/buildings/83-on-tram-83-tram-road-doncaster">83 on Tram</a> while the Melbourne is represented by <a href="/buildings/light-house-450-elizabeth-street-melbourne">Light House</a>, <a href="/buildings/la-trobe-tower-323-la-trobe-street-melbourne">La Trobe Tower</a>, <a href="/buildings/royal-elizabeth-151-berkeley-street-melbourne">Victoria One</a> and <a href="/buildings/royal-elizabeth-151-berkeley-street-melbourne">Royal Elizabeth</a>.

Notable projects set to rise this winter include the long stalled and almost forgotten <a href="/buildings/echo-33-simmonds-street-south-yarra">Echo</a> South Yarra which is in the hands of Hutchinson Builders while piling continues on La Trobe Tower which will feature a new building technology, namely Hickory Group's integrated Hickory Building System.

Overall the 42 projects sum to in excess of 4,900 apartments with all the projects set to begin rising skyward in the near future. Not to be forgotten is Collins Square Tower 5 which as the sole commercial development is at bulk excavation and will eventually provide Docklands with another 34,000 plus square metres of premium commercial space.

Designed by <a href="/architects/clarke-hopkins-clarke-0">ClarkeHopkinsClarke</a>, the projects seeks approval for 40 single bedroom dwelling, 32 dual bedroom dwellings and a cafe tenancy at ground level.

Situated over a 2,082sqm site, the proposal is midway between Moreland Station and the 55 tram.

Selling agent CBRE is in charge of the process which will likely see a new owner take control of the 2,032sqm site with 91 apartments and six retail tenancies totalling 478sqm allowed for.

Brunswick bulks up with a wave of fresh planning applications

Internal amenity is delicate, multifaceted and, most of all, subjective.

The uncertainly and often changing goal posts as to what is an ‘appropriate level of internal amenity’ have long created frustration within the development community. Perhaps as a response to this or, despite all of this, the recent proposition by the new State Government for <a href="http://delwp.vic.gov.au/planning/policy-and-strategy/better-apartments">apartment standards</a> has prompted a lot of new debate and opinion on all things ‘internal amenity’.

<a href="/news/better-apartments-should-be-retitled-more-expensive-apartments">Craig Yelland’s article</a> demonstrates there is some heavy opposition to a new apartment code by well-respected and highly capable architects that continue to deliver a highly desirable product across the market. There are also whispers of support, particularly from decision makers who want a transparent process and some defined ‘standards’ for applications to be assessed against.

As a former local government planner and appeals advocate, I have sat on both sides of the fence. There is no doubt that internal amenity has been high on the agenda for local and state government planners and VCAT over the past few years. The uncertainty and inconsistencies between the different decision makers often forces applications into VCAT, creating unnecessary time delays and costs onto developers.

Perhaps this is the latest Government’s answer to the questions the decision makers have been asking for some time. What IS an appropriate level of internal amenity? Do smaller apartments automatically equate to having lesser amenity? The release of the better apartments discussion paper is at least a start to addressing the ambiguity.

The benefit of a code with performance measures is that it provides guidance for decision makers and greater certainty for developers and architects. The expectations of decision makers will become more aligned, which will in turn reduce timeframes for planning applications that get caught up in the system due to subjective and overzealous concerns raised by individual planners or urban designers. A reduced timeframe for decision making is urgently needed.

However, a balance should be struck between common sense, which allows for innovation and appropriate design responses, and prescriptive planning policy, which provides certainty. If policy is too restrictive, innovative architecture, affordable options and public benefit often achieved through ‘pushing the boundaries’ will be compromised. Flexibility and reasonableness must still be exercised.

Internal amenity is ultimately translated into the comfort and experience of the occupant, and to a certain extent what may be preferential to one person may not be to another. We can often trust the good architects to get the balance right and ensure that each apartment is afforded good internal amenity, but for others, the fundamentals of designing a dwelling are often overlooked. This raises the question: ‘what is the minimum comfort level?’ Does a code ensure that this minimum level is provided or does it thwart innovative design and ability for occupants to exercise their personal preference?

This brings me to the often blanket approach to no borrowed light. Borrowed light doesn’t mean poor design or amenity. It provides an option. In a one bedroom apartment, for example, an occupant type would consist of one or two persons, none of which require privacy. The bedroom is for sleeping in; most people desire to sleep in the dark. If the owner / occupant market wants borrowed light, build it when appropriate. There are so many successful examples.

Generally speaking Melbourne’s apartment market is a mature one. Buildings should be designed to offer a diverse range of dwellings to suit the needs of different people and price points. If all one bedroom apartments are 50sqm, does it provide housing diversity? Does a code need to specify that a diversity of apartments should be provided in each development i.e. percentage of one, two and three bedroom apartments. The market will be guided by profitability and demand may not always be met.

During a recent visit to Havana, Cuba I became very philosophical about our planning regulations and way of life in Melbourne. In Havana (and obviously many other parts of the world), dwellings are small, comprise small or no balconies, and living areas are orientated to the street (not to the rear with a back yard). Residents leave their windows and doors open inviting interaction with the outside world; life, music, love, laughter, all the ingredients of a high quality way of life. It reminded me that small places to live can prompt activity and eyes on the street, creating safe and vibrant places.

Do we need a heavily prescriptive code or should it ask questions? Meeting the ResCode standard doesn’t always result in a good amenity or a site responsive outcome given it applies Melbourne wide, but it does provide guidance. Merits based assessment is how planning operates in Victoria and it is successful in the hands of a good decision maker.

A new standard for apartments should be developed in consultation with the industry, including developers, real estate agents and architects who have a here and now understanding of the market demands and development costs. An apartment is a home, it shouldn’t just be an organisation of its parts.

Internal Amenity, one for all and all for one?

The commercial sector's apparent disinterest in the western end of La Trobe Street has given rise to one of Melbourne's premier residential development sites. At the foot of Victoria Harbour, 1000 La Trobe Street has emerged as The Millennium Site, a 6,007sqm land holding with the ability to hold approximately 600 apartments.

Land owner Digital Harbour Holdings has chosen to sell the prime site following years of staggered activity within their Digital Harbour Precinct, seeking instead to capitalise upon fervent market conditions which continues to seen strong prices achieved for inner city development sites.

Selling agent Colliers International is preparing for a tide of interest from both local and international developers as The Millennium Site represents the largest single development site currently available in the City of Melbourne. The current approved commercial scheme has been superseded with the below concept, yet still allows for a total of 47,940sqm of residential living gross floor area.

Melbourne as a city has a diminishing supply of prime residential development opportunities, with development sites increasingly hemmed in by adjoining buildings. Docklands is not as intensively developed on a site-by-site basis, so it is becoming increasingly desirable for residential development because there are more opportunities to optimise both built form outcomes and future view lines.

<h2>All washed up</h2>

A string of commercial developments at the Docklands end of La Trobe Street have failed to materialise in recent years, much to the delight of residential developers. Subject to a low-rise commercial development, <a href="/new-apartments/695-699-la-trobe-street-docklands-vic-3008">695-699 La Trobe Street</a> is now with Salta Properties seeking approval for a 303 apartment development while the neighbouring 685 La Trobe Street development site was sold to a residential developer following its unsuccessful commercial leasing campaign.

Diagonally opposite The Millennium Site, Chinese-aligned Capital Alliance Investment Group is delivering <a href="/buildings/m-docklands-679-la-trobe-street-docklands">M Docklands</a>, a mixed-use residential and hotel tower that backs onto Etihad Stadium. The residential prospects of The Millennium Site coupled with the five most recent development site sales in Docklands averaging $7000/sqm points to the inherent value that this emerging Docklands residential pocket holds.

Opportunity arises from a failed Digital Harbour development

Since the late 2000s there has been an exceptional rise in completions of high-rise apartments with most of them located in the CBD and inner city. To say that there has been a boom in apartment construction is to put it mildly; the number of skyscrapers and high rise buildings are changing the look of the Melbourne skyline.

According to a survey by City of Melbourne's “<a href="https://www.melbourne.vic.gov.au/BuildingandPlanning/FutureGrowth/Documents/future_living_discussion_paper.pdf">Future Living, City of Melbourne</a>,” the City of Melbourne's residential population since 2001 has approximately doubled to over 100,000 residents who are attracted to its services, conveniences, lifestyle, education and work opportunities. By 2031, it is estimated that an additional 42,000 homes will be built within the municipality to house an additional 80,000 people.

Besides catering for the increasing number of residents, the positive side effect of the boom is without doubt the amount of new jobs that are generated. According to the study students made up 48% of the population in 2006 and 42% of the population in 2012.

Dr Wilson, senior economist of the Domain Group states that "Melbourne's inner suburbs have the best prospects of growth because of the shortage of property there; particularly higher-density property and the aspiration of living in those areas." He states further that despite the high unemployment figures, the undersupply of inner-suburban housing - a market that is relatively immune to underperformance of the local economy - is expected to push prices growth above the city average.

The number of overseas investors, in particular Asian investors, has made it possible to change the look of the city in terms of higher density developments and high rise towers in a short period of time.

With the increasing number of tower approvals and high rise approvals in the inner city, there have been some concerns about the size of apartments and the design quality expressed by planners and architects as well as the public. There has been a predominance of one and two bedroom apartments with the number of three bedroom apartments in the minority, with percentages as low as five per cent or less. This makes it difficult for families to find apartments in the inner city. Not only have the number of apartments raised concerns, but also the size of them in that they tend to be on the smaller side.

These concerns create a reasonable challenge for architects and planners to solve. The importance of a well-designed high density development calls out for creativity; creating affordable apartments that allow for diverse needs via a well thought of design. Creativity is not necessarily limited to something that looks good but also means planning with thought and passion with the aim to satisfy both the needs of the residents as well as developers.

People should have the right to high living standards. As Melbourne has ranked as the world’s most liveable city four years in a row, the boom of high rise apartments should not compromise that title.

We believe that it is our responsibility as architects not only to create beautiful architecture, but to satisfy the needs of the residents. It should also be something that different stake holders and key people in the process should aim to work together to achieve. This would include investors, developers, planners and varying Government bodies and authorities.

Developing guidelines that work for the benefit of the city as a whole as well as for the individual is, in our opinion, a step forward when it comes to Urban Planning Schemes in Melbourne. The growth of Melbourne needs to be encouraged and the housing needs of increasing number of population need to be met.

Some of the most basic needs of human beings are the feeling of safety, sense of being a part of a bigger picture or a community and having the option of privacy. Most humans also have a very similar sense of beauty and aesthetics.

These are all design objectives that need to be taken in to consideration when creating high density living.

Research from the United Kingdom indicates that density may be less significant to resident satisfaction than the type of dwelling, the characteristics of the neighbourhood and the facilities and services provided within easy access from the home (London School of Economics and Political Science, 2002).

This could mean that walkways, court yards, open spaces and the layout of the apartments could have far more significance than thought.

It's fair to say that Melbourne's landscape is changing with the associated change in population, a mixture of development types has become more in demand than ever before. Additionally factors such as public transport, proximity to amenities and activities are the factors that will increasingly determine how we want to live.

We believe that the diversity in apartment types and layouts, combined with attractive community amenities is the right approach. Enhanced life styles can be achieved by offering recreational areas such as gymnasiums and swimming pool as a part of the design. Basement or underground car parks are another way of effective and safe design. Inner city living does not need to mean cramped living and compact could be synonymous to clever.

The use of assorted construction materials is not only vital in the perspectives of the aesthetics but can help creating sustainable living. Double glazed windows and cross ventilation for energy efficiency is one example.
