Two years after completing one of the newest developments in North Sydney, developer <a href="https://www.apartments.com.au/developers/aqualand-australia">Aqualand</a> is turning its attention to the rapidly evolving St Leonards apartment market.

The developer, which completed AURA by Aqualand on North Sydney's Walker Street, has lodged plans for a 5,918 sqm site at <a href="https://www.apartments.com.au/new-apartments/33-37-herbert-street-st-leonards-nsw-2065">33-37 Herbert Street, St Leonards,</a> seeking approval for a pair of residential towers rising above a shared podium opposite Royal North Shore Hospital.

The proposal forms part of the broader transformation underway across the St Leonards-Crows Nest precinct, where former industrial and commercial sites are increasingly being redeveloped into high-density mixed-use projects tied to major transport infrastructure.

According to the planning documents, the site sits “within the St Leonards–Crows Nest Strategic Centre, identified by the NSW Government as a key area for accommodating future jobs and housing across Sydney.”

The proposal has been designed by fjcstudio, formerly FJMT Studio, and is being progressed through the State Significant Development pathway due to its scale and affordable housing provision.

The scheme would comprise 413 apartments, including 46 affordable housing units, alongside retail and commercial uses fronting Herbert Street. The project would also include communal open space, landscaping, a swimming pool, gymnasium, children’s play areas and podium-level resident amenities.

Planning documents show the development would consist of a part-13, part-39 storey tower form positioned above a four-storey podium.

“The development comprises a unified podium that activates the street interface, and two setback towers to accommodate new housing supply while maintaining an appropriate human scale at ground level,” fjcstudio noted in its Design Report.

The northern and southern towers have been shaped to respond to the surrounding skyline while also limiting overshadowing impacts to nearby public open space, particularly Talus Reserve.

The design report said the differing tower heights were intended to “contribute to a varied skyline while responding to the surrounding built form context and solar access considerations.”

The site sits directly opposite Royal North Shore Hospital and within walking distance of both St Leonards Station and the new Crows Nest Metro station.

While the site itself sits just outside the formal Crows Nest Transport Oriented Development boundary, the planning documents repeatedly reference its alignment with the broader TOD objectives reshaping the Lower North Shore.

“The site is located adjacent to St Leonards Station and in close proximity to Crows Nest Metro which is within the Crows Nest Transit Orientated Development Accelerated Precinct which has been identified by the NSW Government to support housing delivery,” the Design Verification Statement noted.

According to fjcstudio, the project has been designed to respond to the broader transition occurring across St Leonards, where increasing residential density is being concentrated around transport infrastructure and employment hubs.

“The broader precinct is undergoing significant change, with a mix of existing mid-rise buildings and newer high-density developments,” the report stated.

“Recent and approved projects indicate a consistent shift toward taller built form, typically organised as tower-and-podium typologies with more active ground levels.”

The proposal includes close to 6,000 sqm of retail and commercial space across the ground floor and podium levels, designed to create a more activated street edge along Herbert Street.

Aqualand’s plans would also introduce a landscaped podium shared between the two towers, with communal open space in the form of a podium rooftop designed to support resident interaction and improve urban greening outcomes. The scheme would also introduce pocket parks at the northern and southern ends of the site, including a landscaped area at the corner of Herbert and Ella streets designed to improve pedestrian amenity and soften the streetscape.

The proposal is being progressed through the NSW Government’s Housing Delivery Authority pathway, which was introduced to accelerate housing supply across the state. The application was declared State Significant Development in April 2025 following an expression of interest process.

St Leonards has been particularly active with new developments in recent weeks. Developer SP Setia’s <a href="https://www.apartments.com.au/news/nsw/first-look-sp-setia-targets-st-leonards-skyline-with-40-storey-tod-tower">plans for a new 42-storey tower</a> recently went on exhibition through the same pathway, while <a href="https://www.apartments.com.au/news/nsw/first-look-stockland-plans-52-storey-538-apartment-st-leonards-tower">Stockland’s 52-storey tower proposal</a> was also recently unveiled.

Aside from the St Leonards project, which is expected to take around nine months to move through the approvals process ahead of a potential 2027 launch, Aqualand is also preparing to launch Boronia, a new apartment project in Roseville comprising around 111 apartments on Larkin Street.

The developer also has approvals in place for the next stage of the Barangaroo precinct, which will feature new residential, retail, hospitality and community uses, alongside a new metro entry across the five-hectare site.

More than 50 new retail destinations are planned for Central Barangaroo, alongside a 270-metre-long boulevard connecting Hickson Park to Nawi Cove. Together with Harbour Park, more than 50 per cent of the precinct will comprise public open space and parkland.

The Marlborough House proposal, lodged for the <a href="https://www.apartments.com.au/new-apartments/marlborough-house-47-97-marlborough-street-surry-hills-nsw-2010">47-97 Marlborough Street</a> site, would see the adaptive reuse of the heritage-listed warehouse building alongside the construction of new residential additions and a separate apartment building on the northern portion of the site.

The proposal seeks approval for 172 apartments across three buildings, including 15 per cent affordable housing managed by a community housing provider for at least 15 years from occupation.

The redevelopment is planned for the prominent 3,413 sqm site bounded by Marlborough Street, Goodlet Street and Lansdowne Street, directly opposite Eddie Ward Park and around 200 metres from the Surry Hills light rail stop.

Time &amp; Place acquired the former David Jones building in 2024, marking the first time the property had changed hands in around 50 years.

Designed by Wardle, the proposal centres around the adaptive reuse of the former David Jones factory, originally constructed between 1913 and 1935 in the Inter-War Chicagoesque architectural style.

Wardle noted in its Architectural Design Report that the building “occupies a significant place in the industrial and cultural history of Surry Hills” and at its peak was “the largest department store manufacturing facility in Australia, employing over 800 people and fuelling the growth of Sydney’s fashion and retail industries.”

The practice said the project positions itself “not as an isolated intervention, but as a contributor to the civic, social, and architectural grain of the precinct.”

The proposal would deliver 75 apartments within the retained southern heritage building, 59 apartments within the central addition, and a further 38 apartments within the new northern building fronting Lansdowne Street.

Planning documents show the scheme would comprise a mix of heritage apartments, new-build apartments, townhouses and penthouses.

The development would also include a ground-floor retail tenancy on the corner of Marlborough and Lansdowne streets, rooftop communal open space, a landscaped pedestrian link along the western edge of the site, and basement parking accessed from Lansdowne Street via a car stacker system.

The scheme emerged from a competitive design process run by Urbis, with Wardle ultimately selected as the winning architect ahead of FJC Studio, TZG, Architectus and Wilkinson Eyre.

The Design Integrity Panel later described several aspects of the Wardle scheme as fundamental to the project, including “the stepped character of the new addition to the north of the site”, the landscaped western pedestrian link, and the “garden arrival” experience separating the original Marlborough House from the heritage addition.

Wardle’s design heavily references the site’s industrial and heritage history, while also responding to the surrounding Surry Hills streetscape.

The Architectural Design Report describes Surry Hills as “a finely grained neighbourhood with beautiful and expressive brickworks throughout the suburb,” with the proposal introducing a material palette intended to sit comfortably alongside the existing warehouse fabric and neighbouring terraces.

The report also outlines the project’s relationship with Eddie Ward Park and the broader landscape context of the area.

“Marlborough House occupies a site of deep cultural memory and the neighbouring Eddie Ward Park is of local ecological significance, where natural systems, topography, and stories have long shaped human experience,” Wardle noted in the report.

The architects said the proposal sought to “rebind built form to Country” through landscape, materiality and the adaptive reuse of the heritage structure.

The project is also being progressed under the NSW Government’s in-fill affordable housing provisions, allowing developments that include affordable housing to access additional height and floor space incentives.

Under the plans, 2,593 sqm of the project’s floor space would be dedicated to affordable housing, slightly exceeding the required 15 per cent threshold.

In its Design Excellence Strategy, Urbis said the project aimed to “sensitively adapt and enhance the heritage-listed building on site through alterations and additions that preserve its historical significance” while delivering “high-quality market and infill affordable housing development in Surry Hills.”

Time &amp; Place has been one of the most active developers nationally in the last 12 to 24 months. Late last year they completed&nbsp;The Queensbridge in&nbsp;<a href="https://www.apartments.com.au/developments/southbank-vic-3006">Southbank</a>, a mixed-use tower with 353 apartments and a hotel. They are currently selling Park Modern, 246 apartments near the famous Botanic Gardens in&nbsp;<a href="https://www.apartments.com.au/developments/south-melbourne-vic-3205">South Melbourne</a>, and have future projects, <a href="https://www.apartments.com.au/new-apartments/the-wilmot-173-burke-road-28-hope-street-glen-iris-vic-3146">The Wilmot</a>&nbsp;in&nbsp;<a href="https://www.apartments.com.au/new-apartments/glen-iris-vic-3146">Glen Iris</a>, the redevelopment of the Northcote Plaza, and another tower in South Melbourne.

The developer broke into Sydney just a few years ago with Two Tides in Manly. They have another project nearby, which is at the ultra-luxury end of the market on&nbsp;<a href="https://www.apartments.com.au/buildings/shoreline-manly-beach-89-90-north-steyne-manly">North Steyne</a>, fronting the beach.

First look: Time & Place unveils Marlborough House redevelopment designs for former David Jones warehouse in Surry Hills

The residential transformation of St Kilda Road is set to continue into with more new apartment plans for the sought-after boulevard.

Wing Tai Asia has lodged plans for a major residential tower at 464-466 St Kilda Road, replacing the former VACC House with an 18-storey mixed-use development designed around a retained heritage podium and a sculpted contemporary tower.

The proposal, prepared under Victoria’s Significant Residential Development with Affordable Housing pathway, would deliver 325 apartments and ground-floor retail across the prominent 4,653 sqm boulevard site in Melbourne’s St Kilda Road North Precinct.

The project centres on the adaptive reuse of the site’s heritage-listed VACC Building, an eight-storey office designed by Bernard Evans that has occupied the address for decades. Planning documents state the development would involve “carefully dismantling and conserving off-site the original metal fabric of the podium visible from St Kilda Road,” before reinstating it as the defining frontage of the new scheme.

Above the restored podium, Wing Tai is proposing a curvilinear residential tower. The scheme includes 172 one-bedroom apartments, 63 two-bedroom apartments, 66 three-bedroom apartments, and 24 four-bedroom apartments, alongside two ground-floor food and beverage tenancies fronting St Kilda Road.

The tower has been designed with substantial articulation and variable setbacks to minimise perceived bulk and maintain view corridors along the boulevard. Urbis, which prepared the planning report, said the design “has been significantly articulated through a curvilinear design” with “an interplay with materials, façade expression and depth” to create visual separation and visual interest.

The proposal also includes 254 basement car spaces, landscaped pedestrian links connecting St Kilda Road and Queens Lane, and a biophilic landscape strategy featuring canopy trees, raised planters, cascading greenery and a glass oculus pool overlooking the eastern frontage.

Planning documents confirm the $270.1 million development will contribute 3 per cent of project costs to the Social Housing Growth Fund as part of the application process.

Wing Tai acquired the St Kilda Road property in 2018 alongside Abacus Property Group for $95.38 million, before later consolidating ownership of the site. The property previously served as the Victorian Automobile Chamber of Commerce headquarters for around 60 years.

The transformation of the St Kilda Rd boulevard is already beginning to materialise, with a number of high-profile projects recently completed, launched, or approaching launch as developers continue to back the long-term appeal of the precinct.

Among the most notable recent completions is Louise by Samuel Property Group, just off the strip on Queens Lane, the same pocket Hirsch &amp; Faigen recently launched The Queensbury. Mirvac is too on the same street with The Albertine, which is approaching completion.

Dexus recently secured approval for its slice of St Kilda Road, while Gurner also has approved plans for the precinct.

Wing Tai unveils 325-apartment St Kilda Road tower on former VACC House site

Malaysian developer <a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> is the latest to jump into St Leonards booming Transport Oriented Development precinct.

The developer, which has previously delivered Sapphire by the Gardens apartment development in Melbourne, identified the Atchison Street site in 2023. It filed a Scoping Report around 12 months ago, and now has revealed the designs for the new&nbsp;40-storey mixed-use tower.

The State Significant Development Application covers <a href="https://next-portal.urban.com.au/projects/14650/summary">20-22 Atchison Street</a>, a 1,374 sqm site positioned between St Leonards Station and the new Crows Nest Metro station.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the project would deliver 181 apartments, above a four-storey commercial podium, five basement levels, and new public domain works along Mitchell Street. The apartment mix comprises 35 one-bedroom apartments, 39 one-bedroom-plus-study apartments, 85 two-bedroom apartments, and 22 three-bedroom residences.

The proposal has been lodged as a shop-top housing development under the NSW Government’s TOD planning pathway, which allows increased density around key transport infrastructure. The site sits within the recently rezoned Crows Nest Accelerated TOD Precinct.

SP Setia acquired the Atchison Street site as part of its continued expansion into the Australian apartment market. In comments made to City &amp; Country (The Edge Malaysia) in 2023, SP Setia President and CEO Datuk Choong Kai Wai described the acquisition as “a strategic move” aligned with the group’s post-pandemic market recovery strategy.

“Our target for this exceptional development is local and overseas buyers, including first-home buyers, downsizers and investors,” Choong said.

The tower has been designed as a slender vertical form rising from a mixed-use podium, with COX Architecture positioning the development as a response to the evolving St Leonards and Crows Nest skyline.

“The purpose of the project is to facilitate the delivery of high-quality housing at a strategically located site and deliver a built tower outcome that is consistent with the desired future character of St Leonards and aligns with the TOD controls,” the design report stated.

The podium would incorporate retail uses fronting Atchison Street, commercial tenancies, landscaped communal areas, and pedestrian improvements along Mitchell Street. Vehicle access and loading would be consolidated via Atchison Lane.

Residents would have access to more than 665 sqm of communal indoor and outdoor spaces, while the development proposes 96 parking spaces across five basement levels.

The proposal also includes a commitment for 10 per cent of residential floor space to be allocated toward affordable housing through a monetary contribution.

COX said the tower form responds directly to the emerging high-density character of the precinct while seeking to maximise solar access, cross ventilation, and outlook from apartments.

“The building is orientated towards north,” the Apartment Design Guide compliance report noted, adding that the tower’s slim form was driven by the constrained inner-urban site dimensions.

The design also incorporates landscaped setbacks and communal open space at podium level, intended to soften the interface with surrounding streets and improve pedestrian amenity.

The project adds to a growing wave of redevelopment proposals reshaping St Leonards and Crows Nest following the opening of the Sydney Metro City line and the NSW Government’s push for higher-density housing around major transport nodes.

<a href="https://www.apartments.com.au/developers/urban-property-group">Urban Property Group</a> has revealed plans for a new mixed-use tower at 10 Dangar Street, Wickham, advancing a proposal that would reshape the southern gateway to Newcastle’s city centre with one of the city’s tallest residential buildings.

The State Significant Development proposal, now on exhibition, seeks approval for a <a href="https://www.apartments.com.au/new-apartments/bowline-10-dangar-street-wickham-nsw-2293">43-storey tower</a> immediately adjacent to the Newcastle Interchange. The project would deliver around 200 apartments, including 42 affordable housing dwellings, alongside 99 co-living units, a 171-room hotel, retail space, and new public domain integrated through the site.

The scheme marks a significant escalation of plans previously approved for the site. Urban Property Group took over the prominent 2,904 sqm parcel, where excavation and demolition had already commenced under an earlier consent for a 14-storey mixed-use development.

Designed by <a href="https://www.apartments.com.au/architects/sjb-architects">SJB</a>, the tower has been conceived as a landmark transit-oriented development anchored to the Newcastle Interchange precinct. The proposal includes 245 build-to-sell apartments across a mix of one, two, and three-bedroom residences, as well as two penthouses. Fifteen apartments and one operational unit are earmarked for NDIS housing. The co-living component would add a further 99 units, while the podium would accommodate retail uses and hotel facilities.

SJB said the site presents “a valuable opportunity to anchor the precinct by setting the standard for design, active ground planes and character at the key southern gateway.”

The architecture responds directly to the site’s position beside major transport infrastructure and within one of Newcastle’s fastest-evolving urban renewal precincts. The tower form sits above a sculpted podium designed to frame new public spaces, including a through-site pedestrian link connecting Station Street to Hannell Street, landscaped plazas, and activated retail edges.

The design report describes the project as part of the broader transition of Wickham into “a vibrant, high-quality mixed-use urban precinct” that leverages proximity to the station, open space, and regional connectivity.

A detailed public art strategy has also been prepared for the development. The strategy positions the project as “a transit-oriented development of state significance at the gateway to Newcastle’s city centre” and outlines a series of integrated artworks responding to Newcastle’s industrial and transport heritage.

Creative Road’s curatorial framework for the project, titled Unveil, draws on “stratified surfaces, carved volumes, and light-filled apertures” while referencing Newcastle’s transformation from an industrial city into a contemporary education and technology hub.

The proposal is being advanced through the NSW Housing Delivery Authority pathway after being declared State Significant Development in June 2025. The accompanying scoping report states the development aims to “maximise the site’s proximity to the Newcastle Interchange by delivering transit-oriented development” while increasing housing supply and affordable housing provision within the Newcastle LGA.

Urban Property Group’s plans align with the long-term strategic vision established under the Wickham Master Plan, which identified the interchange precinct as suitable for substantial uplift in height and density. The current proposal would significantly intensify that vision, positioning the tower among the tallest developments proposed for Newcastle.

The site sits immediately north of the Newcastle Interchange, bounded by Dangar Street, Hannell Street, and Charles Street. It is surrounded by a rapidly growing cluster of residential towers and mixed-use projects that have emerged following the completion of the light rail and transport interchange.

Flemington Road has provided an interesting and nonuniform entry point for many a visitor to Melbourne for many a decade. A mixture of low and high-rise buildings spanning many eras and many uses are present on the strip which was once the premier entry point to Melbourne from Adelaide and in more recent times to Melbourne's CBD from Tullamarine Airport.

As with many other parts of Melbourne, Flemington Road and the immediate back blocks are being driven to change by developers seeking prime sites within close proximity to the CBD. Where retail space, offices, medical centres, warehousing and light industry defined Flemington Road and surrounds for generations, the southern side of Flemington Road is now almost exclusively being developed as high-rise apartment blocks.

<h2>The current Flemington Road crop</h2>

<figcaption>Calling Flemington Road home</figcaption></figure>Three apartment developments have recently sold well and have found themselves at similar stages of construction. Helio and Nord are a matter of doors apart and are at both at the bulk excavation and wall retention stage.

United Asia Group's North apartment complex was <a href="/news/uag-unveils-north-33-flemington-road">first revealed</a> on Apartments.com.au during September last year. The largest of all Flemington Road apartment developments, the tower opposite the new Victorian Comprehensive Cancer Centre will soon appear above ground and will eventually hold 454 apartments.

Although not on the strip, a gaze east along Flemington Road will soon enough include one of the more conspicuous apartment developments in the area. The distinctive green facade of Royal Elizabeth is the work of Elenberg Fraser and PDG Corporation. With the majority of its apartments accounted for the undulating building will soon start construction, providing a highly visible built form bookend to Flemington Road.

<h2>A new entrant</h2>

The most recent project seeking approval is 67-73 Flemington Road which is currently under assessment with City of Melbourne. Sharing the intersection with Villers Street, the project would replace an exsting low-rise commercial building with a part 15/16 level apartment complex.

Interestingly enough David Watson Architects list the project with a completion date of 2016 on their website - best hustle along.

<h2>The sum of all parts</h2>

In recent years notable projects such <a href="http://ckarchitects.com.au/Commercial/commercial-the-george">George</a> and <a href="https://www.propertyobserver.com.au/http://www.everbrightgroup.com.au/index.php?s=/index/estate_nr/id/20">Villiers Apartments</a> led the push to a higher-density Flemington Road, between them adding 334 apartments to the area, some of which are student dwellings. The under construction <a href="/buildings/helio-91-flemington-road-north-melbourne">Helio</a>, <a href="/buildings/nord-melbourne-81-flemington-road-north-melbourne">Nord</a> and <a href="/buildings/north-19-flemington-road-north-melbourne">North</a> are in the process of adding 710 additional apartments directly to Flemington Road with 67-73 Flemington Road waiting in the wings.

Push back a block or two from Flemington Road and North Melbourne is gripped by multiple apartment projects from planning through to construction such as <a href="/new-apartments/20-24-vale-street-north-melbourne">20-24 Vale Street</a>, <a href="/new-apartments/68-courtney-street-north-melbourne">68-74 Courtney Street</a>, 101 Canning Street and <a href="/buildings/33-north-33-racecourse-road-north-melbourne">Moments</a>. The next major project looks to be Mammoth Empire's Wreckyn Street in North Melbourne which word has it will accommodate in excess of 120 apartments.

Quaint dwellings are under increasing pressure to meet their end as prime sites at both the eastern and western end of Flemington Road are eyed for residential redevelopment. The above cottage has since made way for Helio Apartments and bit by bit the loss of a certain amount of character in the area advances.

Which is not to say development is necessarily a bad outcome. Prime real estate so close to the CBD and opposite multiple medical and educational institutions was bound to become a high-density enclave at some point. The demolition of low-rise commercial buildings for apartments near the Haymarket roundabout was a lay down misère but will friction arise when more of the above dwellings are called on to make way for apartment projects.

Howls of discontent haven't exactly emanated from the area, even from local residents group 3051 Integrated.

Flemington Road's apartment surge gains momentum

185 Rosslyn Street West Melbourne is a prime 9,200sqm site which has been earmarked as a benchmark for development in the area, although which is currently offered for sale as a development site with the associated planning application attached. Currently before the State Government, the Australia Post-owned site has the potential to support a development which can revitalise the immediate precinct and provide key improvements to the public realm.

Designed by Rothelowman, the island site currently a two-three storey warehouse and at-grade car park, located within 400m of the CBD. With delivery expected over three stages, the development will ultimately comprise five buildings accommodating 501 residential units, 1,205sqm of retail space and 396 car parking spaces.

In addition to a northern public forecourt, north-south block access is included providing connectivity to a range of retail/commercial spaces within the site and beyond.​

185 Rosslyn St is a community focused campus style residential development located within West Melbourne, at the edge of Melbourne’s CBD.

Our proposal for Rosslyn St consists of several buildings designed to open up a previously closed off inner urban block, and provides a variety of public spaces in additional to retail and commercial tenancies. The urban design strategy of our development has centred on the creation of a significant public piazza along Rosslyn Street which connects through to Dudley Street via a pedestrian link.

The apartment buildings follow a site-wide courtyard typology which allows for a large central space to be developed into communal facilities for the use of all residents. The taller built form has been transferred to the south west corner where it relates to the density of the Docklands and eGate precinct, with the building mass then gradually stepping down towards the heritage building to the south east corner of the site.

The various façade treatments seek to provide articulation and screening to the project, visibly, environmentally and acoustically.

A palette of high quality materials provides varied texture and subtle distinction in the expression of the main elevations and importantly focuses on controlling solar gain to aid in the sustainability of the development as a whole.

Not only does this increase the overall apartment yield, but also results in greater separation between building forms while, improved amenity and views to all apartments with less south facing apartments.

Additionally this allows for greater flexibility in staging, while reducing the amount of overlooking from building to building and to neighbouring properties.

The proposed development sits comfortably within its future context that is generally of a similar nature in height and scale, with the exception of 420 Spencer Street which at 131 metres will tower over all others in the area.

The taller massing is generally located to the south to allow for solar access to the common courtyard and a high degree of amenity to apartments. The 18-storey tower is located to the south-west to form the transition in height between West Melbourne and E-Gate.

Another month sees another batch of significant development sites come onto the market. 2014 has been an excellent year for both vendors and agents as the rush of predominantly Asian developers into the local market has in turn coaxed further landlords to sell their properties in the hope of excellent returns.

Recent weeks have seen some publicly recongisable development sites listed with Nylex Richmond and the Sir Charles Hotham Hotel in Melbourne's CBD headlining the list; the most notable of which are seen in further detail below.

<h2>A grand lady of the CBD</h2>

Elsewhere, one of the CBD's big development sites has also been offered for sale at 572-580 Lonsdale Street. With a concept design in excess of 250 metres in height, it's sure to arouse the interest of local and international developers.

295 City Road above is more than interesting given the concept render associated with the sales pitch. The tower seen above scales to in excess of 300 metres; quite impressive for a site of 1,280sqm.

<h2>This Richmond soufflé rises again</h2>

Its most recent chapter saw Planning Minister Matthew Guy announce a grand redevelopment for the site which would included dual 20 level towers, only for the project to fizzle out. As it stands the Nylex/Richmond Malt site is still one of Melbourne premier development sites, with a public profile to match.

<h2>A litmus test?</h2>

With a number of proposals gaining approval this year, the focus will slowly shift toward delivery of these towers.

MAB Corporation is seeking to offload <a href="http://cbre.realcommercial.com.au/property-land+development-vic-south+melbourne-501343255">15-87 Gladstone Street, South Melbourne</a> complete with planning approval for three towers and 733 apartments while the nearby 93-95 Montague Street, South Melbourne is available for sale with no plans as yet in place. With the precinct subject to no new planning applications of late, buyer demand for both projects will tell the tale.

<h2>Western exposure</h2>

The two most recent are 72-76 Paisley Street, Footscray and 1 Devonshire Road, Sunshine, both with concept designs seen above.

The abundance of large formerly industrial sites coupled with local councils intent on encouraging urban renewal has led to many notable projects in Footscray, Sunshine and Maribyrnong. <a href="/buildings/boat-house-2-joseph-road-footscray">2 Hopkins Street</a>, Footscray and 2 Wests Road, Maribyrnong are also on the market, both with endorsed plans for multiple apartment buildings.

<h2>Comment</h2>

2014 has definitely been year of the Asian developer, but will the trend continue? Having spoke to a handful of industry participants on the topic the overall consensus is that if current conditions/parameters remain the same then the answer is yes.

Put simply Asian-based or Asian-backed Australian developers work at different economies of scale. Where a local developer may size up an inner-city development site for say 300 apartments based upon initial capital expenditure, project financing costs and likely sales targets etc, an Asian developer may view the same site as worthy of 1000 apartments based upon their evaluation figures for the same criteria.

Therefore the 'excessive' prices being paid for development sites in recent times by Asian developers may not be the out and out frenzied buying as if some sort of fad as has been observed domestically, but a reflection of different expectations and capabilities being borne out of the sales price.

Having said that it's far easier to talk on what is than what will be.

New key development sites hit the market

Industry superannuation fund <a href="/developers/cbus-property">Cbus</a> has - via its property arm - submitted plans for a key <a href="/new-apartments/west-melbourne-vic-3003">West Melbourne</a> site which it hopes will house a tower including 217 residential apartments. Directly opposite North Melbourne Station, the triangular site is now subject to a planning application before City of Melbourne seeking approval for a <a href="/architects/hayball">Hayball</a>-designed 14 level residential building that will comfortably outdo all surrounding buildings in terms of height.

The island site located at 9-19 Dryburgh Street and 109-121 Ireland provides a unique opportunity to construct a place making apartment building with ground level retail shops that will assist in activating the area around the newly constructed North Melbourne train station.

Located in close proximity to North Melbourne and the CBD, the apartments in the development will appeal to young professionals and academics working or studying in the nearby health and university precincts.

<h2>A question of height</h2>

Located between E-Gate/Docklands and the forthcoming Arden-Macaulay precinct, 9 Dryburgh Street's proponents have pressed for a tower of some height in order to define the immediate area.

According to the structure plan outlining expected heights for the area, a general height limit of 20 metres is desired, with the possibility of 30 metres or ten levels for sites deemed appropriate. The town planning report goes on to state that Amendment C190 which covers the Arden-Macaulay area does not cover the site in question during the first round of policy implementation, perhaps prompting Cbus to press ahead with a taller proposal.

<h2>Design highlights</h2>

The planning application references the ground plane treatment which includes a high level of permeability, landscaping and amenity compared to what is currently onsite. This improved urban realm is further aided by three leasable tenancies fronting Dryburgh Street which will bring extra activity to the immediate area, rather than it currently acting as a transitional area for North Melbourne Station users.

Externally the proposal carries many a Hayball design feature, including aluminium clad, dark glazing, precast panels, perforated metal balustrades and bluestone.

<h2>Cbus moves further into the apartment sector</h2>

With commercial projects having dominated their portfolio in years gone by, 9 Dryburgh Street represents Cbus Property's fourth current foray into the Melbourne apartment market. <a href="/buildings/35-spring-street-melbourne">35 Spring Street</a> leads the way with the 43 level tower of some 270 apartments preparing to rise from a considerable site excavation.

Purchased off Equiset with display at the ready, <a href="/buildings/assembly-181-capel-street-north-melbourne">Assembly</a> in North Melbourne is also preparing for construction after a strong sales campaign while the developers scheme at <a href="/buildings/collins-arch-447-collins-street-melbourne">447 Collins Street</a> recently hit a stumbling block with Planning Minister Matthew Guy rejecting the tower in its current form. With in the vicinity of 400 apartments included, 447 Collins Street will undoubtedly return in some way, shape or form.

Cbus enters West Melbourne with 9 Dryburgh Street

Earlier during 2014 Apartments.com.au highlighted the strengthening momentum <a href="/news/hot-or-what-the-collingwood-apartment-juggernaut-rolls-on">Smith Street</a> Collingwood was gathering as one of Melbourne's must-live destinations. With the apartment development landscape in the area changing rapidly, it pays to once more visit the current state of play in terms of Smith Street and Collingwood as a whole.

While many have now progressed to construction, a second wave of apartment projects are emerging as a multitude of developers look take advantage of continuing buyer interest in the suburb.

<h2>At construction</h2>

Shown as accepting registrations of interest on developer Preview Property's website, <a href="/buildings/this-is-collingwood-60-66-islington-street-collingwood">Islington Apartments</a> joins Angelo Property Group's <a href="/buildings/haus-apartments-416-smith-street-collingwood">Haus Apartments</a> as the two projects most likely to progress to construction next, with the latter having already completed site demolition.

Factoring in <a href="/buildings/this-is-collingwood-60-66-islington-street-collingwood">9 Smith Street</a> and The Patersons which also at sales and front Smith Street yet are considered to be in Fitzroy, the four projects may well add in excess of 250 apartments to the area.

<h2>The new wave</h2>

These projects combined are slated to hold in excess of 250 apartments; while the number of apartment developments continues to flow, the smaller site size dictates that fewer apartments will be contained within each development on average.

Not yet submitted for approval are two additional projects which will add approximately 200 additional apartments. Angelo Property Group is set to go again with 365 Smith Street which in time will host in excess of 100 one and two bedroom apartments and retail tenancies fronting Smith Street. Gurner also plans a return with 107 Cambridge Street (following 24-28 Stanley Street) which is expected to carry 92 apartments in an Elenberg Fraser-designed complex highlighted by an almost lace-like facade.

All in all the mass of residential developments within Collingwood ensures Apartments.com.au will be writing about the area for some time to come.

Hot or what? The Collingwood apartment juggernaut rolls on

The Future Melbourne (Planning) Committee will tomorrow consider the merits of one of two proposed towers that prolific Melbourne-based apartment developer Central Equity currently has under consideration with State planning body DTPLI. While the nearby 54-68 Kavanagh Street has been <a href="http://www.smh.com.au/business/southbank-tower-boom-going-strong-20141017-117ri8">reported</a> to be 165 metres, Central Equity have also sought to extend a previously approved scheme at 1-11 Balston Street, Southbank.

Marking the final and potentially tallest stage of the Southbank Central/Blood Bank super-site development which began in excess of twelve years ago, 1-11 Balston Street has raised a number of concerns within a report which provides guidance to the Future Melbourne (Planning) Committee.

<h2>Planning application summary</h2>

<h2>Sized up</h2>

Initial plans had seen a 34 level residential tower given the green light which was to have contained 382 apartments with 150 two bedrooms options. The revised application seeks 557 apartments with two bedrooms options increasing marginally to 169 as one bedroom dwellings more than double from 142 in the initial scheme to 336.

The increase in height from 104.65 metres to 147.7 metres has brought with it the issue of overshadowing according to the report. Directly to the west lies the former JH Boyd School site which has essentially been portioned into three sections, two of which are a community centre and proposed urban park.

The report notes that in general, local policy suggests any development should not reduce the amenity of public spaces by casting any additional shadows, even though the expected urban park is slated for construction during 2016.

<h2>Podium poppycock?</h2>

As a result of the increased building height and increased number of apartments from 382 to 557, the building services have been revised including the relocation and increase in the size of the substation from Balston Street non-heritage fabric (as currently approved) to City Road

It is now proposed to accommodate an enlarged substation within two of the existing openings in the City Road remnant heritage façade.

In addition angular awnings have been added to the heritage facade in order to negate increased wind conditions due to the taller tower. The glass and alucobond clad steel framed awning seeks to replace a pergola style louvre and sunshade system at podium terrace level, and canvas awnings at ground level.

This coupled with the loss of the two aforementioned City Road facade openings will lead to an adverse impact on the heritage façade and reduction in active street frontages according to the report.

<h2>City of Melbourne advised to reject</h2>

Although not a binding decision, the Report to the Future Melbourne (Planning) Committee recommends that a letter be sent to DTPLI advising that the City of Melbourne objects to 1-11 Balston Street.

The proposed increase in height is inconsistent with the 100m height limit for the area, would increase overshadowing of the proposed park, and would exacerbate wind conditions (resulting in inappropriate awnings).

Further, the increased number of apartments would generate increased demand in ground floor service areas, resulting in decreased active frontages on City Road, loss of a street tree, and unacceptable intrusion into the retained heritage fabric.

<h2>Comment</h2>

More a general observation but what can be deduced from the general design ethos Central Equity employs? Certainly the repetitive nature of their recent towers, namely <a href="/buildings/southbank-grand-151-city-road-southbank">Southbank Grand</a>, <a href="/buildings/australis-601-little-lonsdale-street-melbourne">Australis</a> and <a href="/buildings/melbourne-one-618-lonsdale-street-melbourne">Melbourne One</a> are also reflected in the heightened 1-11 Balston Street design.

From afar it seems they are intent on producing a higher volume of apartments while implementing a degree of design simplicity; A to B with minimum fuss which to my way of thinking draws a parallel to the low-cost airline model?

This segment of the market exists and Central Equity clearly have a winning formula given the rate at which the firm can release, sell and realise their projects in rapid succession; in fact their efficiency is impressive. But what are the consequences of having masses of generic towers churned out with monotonous regularity?

Some would argue look no further than Southbank, although with their current projects and the purchase of the 556-566 Lonsdale Street and 13-25 Healeys Lane development site, Central Equity continues to push into the CBD. Central Equity have over their history gradually increased the size of their towers to currently sit in the 145-165 metre bracket; what prospects of a Central Equity-designed 200 metre tower in the not too distant future?

Central Equity seeking size > 1-11 Balston Street, Southbank

The last week or so has seen in the vicinity of 30 new medium to high-density residential entries added to the Apartments.com.au <a href="/developments">Project Database</a>, along with numerous existing database listing upgrades as proponents of the next wave of apartment projects ready themselves for their respective sales campaigns.

In the course of adding these fresh projects it became evident that this 'next wave' of new apartment projects has Melbourne's suburbs in mind; certainly no tsunami but an appreciable shift toward more non-core localities. That is to say no new listings have been added for Docklands, Southbank or Melbourne's CBD.

<h2>Far and wide</h2>

The suburbs located within a 4-12 kilometre band of the CBD look to be the current sweet shop for developers seeking to deliver new apartment projects. Not all new listings are bound to this nominal bracket, yet the majority are.

<h2>A project representative of the times</h2>

There are greater attention grabbing suburban projects such as <a href="/new-apartments/sky-one-box-hill-545-563-station-street-box-hill">Sovereign Square Box Hill</a> at 33 levels, yet if one project is representative of the change that has engulfed Melbourne's suburbs (in attitudes and planning outcomes) in recent years, it may just be <a href="/buildings/evergreen-1-westley-avenue-ivanhoe">Evergreen Ivanhoe</a>. A project of this size in this locale was surely unfathomable a few short years ago, but as seen below the freshly revealed project looks set to take its place as Ivanhoe's largest high-density development.

As Kokoda Property Group's latest offering, Evergreen Ivanhoe at 8 levels will hold an impressive 157 apartments; by far and away the largest apartment development in Ivanhoe.

Much of 2014 has been subsumed both on Apartments.com.au and elsewhere with the indelible impression that Asian-backed property developers have made upon Melbourne. Only in the latter part of 2014 have local developers taken centre stage once more as the wave of large-scale inner-city apartment projects begins to be digested.

A obvious trend has emerged out of the latest Project Database listings whereby the vast majority of new and pending apartment developments are found in the middle and outer suburbs of Melbourne. Although only a few of the many variables that form the current Melbourne apartment market dynamic, a handful of likely factors that may contribute to the wider spread of upcoming apartment projects include:

<li>Local developers favouring suburban sites as home grown demand for apartments remains strong for well considered, smaller-scale projects.</li>
	<li>The likelihood that local developers have been outbid on premier CBD and inner-city sites by foreign developers, forcing their hand to a degree into suburban apartment developments.</li>
	<li>The next stage of Melbourne's acceptance of apartment living, with a higher infiltration of apartment developments into previously underdeveloped suburbs such as <a href="/buildings/kubix-stage-2-404-burwood-highway-wantirna-south">Wantirna South</a>, <a href="/buildings/new-street-317-new-street-brighton">Brighton</a>, <a href="/buildings/archer-7-balcombe-road-mentone">Mentone</a> or <a href="/buildings/rosny-waterline-place-55-nelson-place-williamstown">Williamstown</a>.</li>
	<li>Local buyers or intended occupiers shunning the CBD and Southbank in favour of more intimate suburbs such as Northcote or <a href="/new-apartments/essendon-vic-3040">Essendon</a>; apartment living without the CBD lifestyle.</li>

With the influx of new apartment development listings it seems that while the CBD and inner-city apartment market may be pausing to subsume the high number of apartments under construction or at sales, the suburban apartment market has surged ahead... and the overall Melbourne apartment sector marches on!

New apartment listings into the Urban.com.au Project Database reveals a trend

In light of the events of recent weeks this has become quite topical. I'm not going to talk on behalf of Apartments.com.au, but rather as an individual who's observed Melbourne's development scene for well over a decade and has gleaned more of an industry/developer perspective since Apartments.com.au's inception.

I'll also preface this piece by saying that once upon a time I masqueraded as an Economics student and certain habits die hard, hence my point of view on certain topics will no doubt be wildly different to other readers.

<h2>On the 25,000sqm threshold</h2>

There's always been a dichotomy between City of Melbourne (CoM) and the State Government on this issue - and there should be. CoM are naturally concerned about planning on a micro level as that is their charge but I've always perceived the State Government (irrespective of which party has been in power) to view development on a macro scale.

Whereas CoM focus far more on the intimacy of a project and what it means to City of Melbourne and its immediate residents/users, the State Planning Minister should factor in a variety of other concerns in addition to the worthiness of a given planning application. We live in a competitive world and yes domestic and foreign investment matters; if for instance CoM took a much sterner line with planning application approvals, would the construction and associated services employment sector be so buoyant?

External factors theoretically shouldn't apply to the merits of a planning application but in certain cases they are relevant, and that's the bigger picture that's swept away with talk of reverting control of planning applications back to CoM of other municipalities.

To scrap the 25,000sqm threshold and cede powers to City of Melbourne would be akin to stymieing the inner city's population growth and placing that burden elsewhere - an elsewhere which already excludes huge areas of inner Melbourne thanks to the new residential zones implemented during 2014. Consequently do we send residents to the urban fringes to exist without living or simply say we're full, go away. The latter on many levels is harmful to the economy.

It is to a degree a simple supply and demand equation in which Melbourne and surrounding areas such as Fishermans Bend, Docklands and Southbank must carry the burden of population growth - a point which I've heard countless times from planners and architects recently. To quote a hapless man we are beyond the rubicon - the new residential zones equates to inner Melbourne committing itself irrevocably to a higher density formula of living.

For City of Melbourne and the Lord Major to seek to repeal the 25,000sqm threshold is a self serving position, but highly likely to the Government of the day dismissing the notion out of hand.

<h2>A case in point</h2>

In response to the City of Melbourne 2014 State Election Questionnaire, Leader of the Victorian Greens Greg Barber responded with the following

Question 1: Will you remove the 25,000 sqm threshold where the Minister for Planning becomes the Responsible Authority for planning applications, returning Responsible Authority status to the City of Melbourne?

YES. Under the old parties, planning ministers have been given successively greater powers to ride roughshod over local governments and community groups. These fast and loose laws have let Matthew Guy approve poorly planned developments with no consultation. The role of assessing planning applications should sit with Council as it does in other municipalities.
</blockquote>

Did I miss something here? No consultation? That is a flawed comment on a number levels and is typical of the politicisation of the planning process. I get the distinct impression if the Greens had their way every person and their dog would be sought for comment on any given planning application - economic realities dictate this is bad for generating and/or maintaining investment.

Assume for one moment it came to be that CoM regained power for approval over all planning applications. Almost instantly investment and growth would be hamstrung as fewer developments would be approved. An assumption yes but even the perception of a less that workable planning system means certain developers will neglect the market in favour of other cities etc. - that is fact.

Quite simply, no! I find the criticism of Matthew Guy in recent times excessively hard to swallow, particularly with The Age and their incessant use of Michael Buxton as a means of attacking the incumbent Planning Minister. Quite simply Matthew Guy has presided over an unparalleled period of inner-city growth in Melbourne's history.

To suggest it is his fault for approving more towers as if he were solely responsible for initiating the increased number of planning applications beyond 25,000sqm is farcical. Those increased applications are a function of the free market in which local or overseas developers make their own assessments and proceed with projects as they see fit.

Stripping away any political overtones the ultimate question is this: would this even be an issue if Melbourne maintained its previous level of planning applications rather than the heightened current number? Most people would answer no so therefore if it was in fact an issue previously why wasn't it brought up in preceding years?

<h2>Giving the little person their say</h2>

Well the heading is an oversimplification somewhat. Local councils (where applicable) and the Lord Major (regarding CoM) do have the means to address a planning application if it's the responsibility of the State. In the case of the latter this is done more so by City of Melbourne's planning officers which provide reports to State planning body DTPLI/Planning Minister via CoM's Future Melbourne (Planning) Committee.

As for lobby groups such as Save Our Suburbs or Fishermans Bend Network having a say on specific planning applications; more times than not that is an exercise in futility! These groups are far better served being given an official voice in shaping the development parameters for an urban renewal area or suburban activity centre prior to its commencement.

In this way they can shape an area from its outset with requests for certain infrastructure or community space or education requirements. Fishermans Bend Urban Renewal Area would have benefited greatly from its inception by having community groups lay out their vision early days rather than question every planning application thereafter as being too tall or some such.

To put the topic in the most basic of terms, the current system is not perfect but it does work exceedingly well. Recent big ticket planning application refusals such as <a href="/developments/docklands-vic-3008">710 Collins Street</a> (rendered above) and <a href="/buildings/avant-60-abeckett-street-melbourne">54-64 A'Beckett Street</a> demonstrates we are not in a state of planning carte blanche. The key to this argument is to have as much relevant information on hand as possible in order to make a considered opinion.

To that end my opinion is simply that, I'd like to hear yours...

A large proportion of housing demand is currently being driven by investment.
Unfortunately in Australia we only receive information on owner occupier and investment ownership of properties every five years with the census.
Because of this, RP Data's Analytics team have built a set of rules to determine the probability that a home is owned by either an investor, owner occupier or the Government.
The Reserve Bank has specifically noted that they have concerns with the high level of speculative investor activity, specifically in Sydney and Melbourne. The following thematic maps show the capital cities and measure the proportion of homes owned by investors across each region.
The geographic trends in investor activity are very clear from these maps; investors are heavily concentrated within the inner city apartment markets.
The below maps clearly highlight that investors overwhelmingly focus their attention on inner city unit markets.
When the Reserve Bank raised concerns that there is too much investor activity taking place, it is also clear that the concentration risk is very much centred geographically within these inner city unit markets.
If we did see investors pulling out the market 'en masse' or investor demand dry up for one reason or another over a short frame of time, then there is a heightened risk of declines in market value.
