<a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> has lodged plans for a $750 million, three-tower mixed-use precinct that would complete the long-running redevelopment of Carlton's former Carlton United Breweries site.

The proposal at <a href="https://www.apartments.com.au/new-apartments/185-195-queensberry-street-carlton-vic-3053">46-78 Bouverie Street and 185-195 Queensberry Street</a> spans a 6,468 sqm site, the last remaining undeveloped parcels within the former brewery's 2007 masterplan.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the development will comprise two purpose-built student accommodation towers and a third build-to-sell apartment tower above a shared commercial podium and basement.

Across the three towers, SP Setia is proposing 606 build-to-sell apartments and 1,499 student accommodation units containing 2,009 beds.

The apartments will sit in the tallest tower, which will rise nearly 200m and 55 storeys. It will become&nbsp;one of the more substantial new build-to-sell apartment projects at the northern edge of Melbourne's CBD.

The apartment mix is weighted toward smaller inner-city product, with 188 studios, 206 one-bedroom apartments, 192 two-bedroom apartments and 20 three-bedroom apartments

Part of the precinct will be a large-scale&nbsp;3,684 sqm supermarket and a further 2,198 sqm of speciality retail, creating close to 5,900 sqm of new commercial space within the precinct.

But one of the biggest components of the proposal is what sits between the buildings.

Around 4,650 sqm, or roughly 72 per cent of the site, will be publicly accessible open space, incorporating plazas, pedestrian connections, landscaped laneways and retail spill-out areas.

The ground plane is intended to finally complete pedestrian connections envisaged when the CUB masterplan was first approved nearly two decades ago, stitching together Victoria Street, Queensberry Street, Bouverie Street and Swanston Street through the former brewery precinct.

Urbis said the development would "complete the CUB precinct", with the public realm providing important north-south and east-west connections through what is currently the final undeveloped portion of the masterplanned site.

SP Setia is also exploring a new linear park within the Bouverie Street road reserve, with the concept to be developed further with the City of Melbourne through the planning process.

The proposal is being pursued through the Victorian Government's Development Facilitation Program under Clause 53.23 for significant residential development with affordable housing.

The planning report acknowledges the proposed heights exceed those contemplated under the original Comprehensive Development Plan and masterplan, but argues the built-form context has changed considerably over the past two decades.

Urbis said the three towers would instead create a stepped transition between Carlton and the Hoddle Grid, rising progressively from the 94.1-metre Tower One along the Queensberry Street edge to the 199.44-metre Tower Three closer to the established CBD-scale buildings to the south.

SP Setia plans to deliver the development across three stages.

Stage One would deliver the basement, podium and retail areas for the entire precinct alongside the first student tower. Tower Two would follow in Stage Two, before the 606-apartment Tower Three is delivered as the final stage.

If approved and delivered, the project would close out a redevelopment process that has been underway since the former brewery masterplan was approved in 2007, adding more than 2,600 student beds and apartments to a precinct already home to Swanston Central, the Barak Building, RMIT Design Hub and several large student accommodation developments.

SP Setia plans three-tower finale for Carlton’s former CUB precinct

Melbourne developer Lowe Living is seeking to add to its growing bayside apartment pipeline, filing plans for a boutique eight-residence development in tightly held Middle Park.

Lowe Living, which has built much of its development portfolio across Melbourne's affluent bayside and south-east suburbs, is behind the plans for the 730 sqm site at <a href="https://www.apartments.com.au/new-apartments/123-125-erskine-street-middle-park-vic-3206">123-125 Erskine Street</a>, just off Armstrong Street and within the Armstrong Street Neighbourhood Activity Centre.

The developer is seeking approval for a five-storey residential building above two basement levels, with just eight large-format apartments and 18 car spaces.

“This is a deliberately very different proposition for us,"&nbsp;Tim Lowe, Co-Founder of Lowe Living, said.

"Eight residences is exceptionally boutique, but that's precisely what this site calls for.

“There is a strong community in Middle Park and the surrounding suburbs who have spent decades building a life here. They no longer want the maintenance of a large period home, but they aren't prepared to compromise on space, quality or location. We think there is a real opportunity to capture that hyper local market. A site like this rarely comes to market.”

The low-density proposal has been designed by Cera Stribley and is being progressed through the Victorian Government's Great Design Fast Track pathway, having already secured eligibility from the Minister for Planning.

The Office of the Victorian Government Architect supported its eligibility after finding the proposal demonstrated consistency with the program's seven design principles, while the project's financial feasibility has also been independently confirmed by Invest Victoria.

The project is targeting the downsizer market, with the planning documents describing the homes as larger-format residences and noting the two penthouses could otherwise have been configured as four separate apartments.

The site has dual frontage to Erskine Street and Canterbury Place and currently comprises a collection of commercial buildings used as offices, including a former heritage bakehouse, a former stable, a later gabled addition and a central courtyard.

It sits within the Commercial 1 Zone and the Armstrong Street Commercial Precinct heritage overlay, with the existing property classified as a contributory heritage place.

Heritage has subsequently played a significant role in Cera Stribley's design.

The front section of the former bakehouse facing Erskine Street will be retained, including its return walls, street-facing hipped roof and chimneys, while the Erskine Street façade and part of the western return wall of the former stable will also be incorporated into the new development.

Levels four and five will be set back five metres from the retained stable façade, while bricks removed through demolition are proposed to be salvaged and reused within the new building where possible.

Rather than presenting as a single five-storey building to Erskine Street, Cera Stribley has broken the development into a series of distinct forms.

A three-storey infill element will sit between the retained bakehouse and stable façades, with the upper levels recessed behind the heritage fabric. Canterbury Place will similarly feature two three-storey podium forms, separated by a central pedestrian accessway, before the upper two levels step back from the street.

A pedestrian through-link will run through the centre of the project between Erskine Street and Canterbury Place, creating entrances from both sides of the site and introducing landscaping and communal areas through the ground plane.

Landscape architect Acre has designed planting across the ground level, private terraces and upper levels, including a feature canopy tree at level three and integrated planting and arbours across the level four terraces. Five existing Erskine Street trees are proposed to be retained.

Sustainability is also a significant component of the Great Design Fast Track application. The apartments are targeting an average eight-star NatHERS rating, with no residence below 6.5 stars, while the project has achieved a 75 per cent BESS score. Seven of the eight apartments are designed for cross-ventilation, with the remaining residence using mechanically assisted natural ventilation.

The plans also incorporate an 8kWp rooftop solar system, a 5,000-litre rainwater tank and infrastructure allowing future electric vehicle charging for every residence.

Lowe has a strong portfolio across Melbourne's blue-chip suburbs. The proposal sits within the Clayton Major Activity Centre at the threshold of the planned Green Street corridor, a landscaped pedestrian connection intended to improve links through the precinct towards Clayton Railway Station.

The development would replace the site's existing collection of low-scale residential and commercial buildings with a single consolidated building, introducing significantly greater housing density to this part of Centre Road.

A retail tenancy is proposed at ground level to activate the Centre Road frontage, accompanied by transparent street interfaces and landscaping intended to create a more pedestrian-focused edge to the development.

The report adds that these elements are intended to create "a permeable, pedestrian-focused ground plane that enhances walkability, supports urban cooling and reinforces the emerging Green Street character."

Biophilic and passive design principles extend through the residential levels, with planting, daylight, natural ventilation and views towards landscaped areas forming part of the amenity strategy.

Parking would be concentrated away from the public realm, with 145 car spaces proposed from the rear laneway rather than dominating the Centre Road frontage.

The proposal follows an extensive pre-application process with the City of Monash. Three formal meetings were held between the project team and Council from December 2025 to March 2026, with the scheme evolving through several concept iterations before the current design was lodged.

The project arrives as Clayton prepares for substantial change around its established activity centre and the wider Suburban Rail Loop precinct. Its position on Centre Road places the development within an existing concentration of shops, services and public transport, while the Green Street connection is intended to strengthen pedestrian access towards Clayton Railway Station.

The new assistant minister for cities and digital transformation, Angus Taylor, spoke last week of his enthusiasm for a “new vehicle” for creating partnerships between all three levels of government to drive the sustainable growth of our cities.
This “tried and tested” vehicle is based on the UK government’s City Deals model, which has been running in England since 2012.
In a nutshell, this model encourages city councils or groupings of councils to work together more effectively in identifying local economic development opportunities. They then strike a deal with the central government to secure the funding necessary to realise these opportunities.
Part of the UK government’s so-called “localism agenda”, this approach was designed to give more power and freedom to localities so they could do what they thought best to achieve growth in their area.
This approach has been heavily spruiked in Australia by KPMG and by the Property Council of Australia to Taylor and his ministerial predecessor, Jamie Briggs. The Property Council’s Ken Morrison and KPMG’s Paul Low helpfully set out in their joint pamphlet nine reasons why this approach provides a model for Australian urban policy.
How do the City Deals stack up?
So let’s look at each of these reasons. How do they stand up to scrutiny? That includes the scrutiny of the UK National Audit Office (NAO), which in July 2015 published a progress review of the first wave of English City Deals.
<ol>
<li>It’s a contract – the deal is a deal! In Australia the deals will be more complicated if the partners have to come from each of the three levels of government. And, as we know, federal and state governments have been known to tear up deals struck by their predecessors.</li>
<li>The focus is on productivity and growth. The NAO review found that deal partners can struggle to agree on measures of growth and productivity. The Treasury and the Greater Manchester partnership took two years to agree the terms of their “earn back” deal.</li>
<li>They encourage local leadership and good governance. While it is a sensible move for some local councils to come together in combined authorities, some of these now look remarkably similar to the English Metropolitan Country Councils abolished in 1986 by a previous Conservative government. Creating a more efficient profile of local governments in Australia is a challenge many state and territory governments shy away from.</li>
<li>They use smarter tools for making infrastructure investment decisions. There is certainly scope for making infrastructure decisions on the basis of more comprehensive and rigorous criteria. It is somewhat incongruous, though, to prosecute a localism agenda while at the same time insisting on assessment by a central unit located within the Treasury.</li>
<li>They unlock innovative financing. The NAO review found that ministers often quickly published high-level ambitions, sometimes before departmental officials had agreed to specific funding packages. Haven’t we learnt to be cautious of policy rhetoric outstripping careful implementation planning?</li>
<li>They help join up economic, social and sustainability goals. While the goals might be joined up – an excellent ambition – it has proved extremely difficult to set up evaluation frameworks that can demonstrate with any rigour what the long-term impacts are and what would have happened without the deals.</li>
<li>They promote powerful political leadership. Directly elected mayors are already common in some parts of Australia and local councils are typically much smaller than in the UK. Whether a formal partnership of local councils in Australia would find it easy to allow one mayor to be first among equals is a moot point.</li>
<li>They promote financial literacy skills at the local level. City Deals did not provide any extra funding to build local management capacity. Local partners were expected to pool their resources to achieve this. The NAO concluded that this approach was not sustainable in the context of continuing reductions in central funding to local government.</li>
<li>They rely less on inefficient taxes. Without specifying what these inefficient taxes might be, we can safely assume this approach won’t involve any reform of negative gearing or capital gains tax on property holdings.</li>
</ol>
New titles, same old song
City Deals have been sold in the UK as a significantly new approach to urban policy, but they look remarkably similar to measures that have been promoted over the last 40 years.
Every UK urban policy initiative introduced since the mid-1970s has spoken of the importance of partnerships, cross-departmental co-ordination, multi-sectoral intervention and local leadership. While the titles of these initiatives may have changed, the song has remained the same.
And here lies the biggest challenge. We know that:
<ul>
<li>the problems are inter-related and the all levels of government need to work productively together and with other sectors;</li>
<li>departmental silos within government get in the way of strategic planning; and</li>
<li>scarce public resources need to be invested wisely.</li>
</ul>
And we know that to overcome these problems we need a much greater degree of policy stability and long-term, bipartisan commitment. What we do not need is to jump on yet another urban policy bandwagon from overseas – one that is already being tinkered with in its country of origin.

City Deals: nine reasons this imported model of urban development demands due diligence

Several office suites in Royal Como, a mixed-use development in Melbourne’s South Yarra, are up for sale.

Office suites in Melbourne’s South Yarra mixed-use development site for sale

A property leased to Bendigo Bank in Canberra CBD sold at a yield of 6.7 percent at Burgess Rawson's 103 portfolio auction earlier this month.
The building at <a href="https://www.burgessrawson.com.au/buying/ACT/Inner-North/City/Retail/2P1160#.Vwx0aGR95-U" target="_blank">2/161 London Circuit, City</a> sold under the hammer for $2.55 million. 
It is a single-tenant investment, hence easily managed and the tenant renewed a six-year lease from November 2015 with options until 2027.
The bank branch has been at this location for more than a decade.
Net income from the property is $171,910 pa plus GST and there is an annual rent increase of 3 percent.

Canberra property with bank tenant fetches $2.55 million at Burgess Rawson auction

Two recent retail properties went under the hammer recently with strong results, with both selling above the reserve price to local investors.
A property at <a href="https://www.gunningre.com.au/retail/NSW/St-George/Kingsgrove/Retail/1P3963" target="_blank">264 Kingsgrove Road, Kingsgrove</a>, (above) which is leased by House Essentials, sold for $3,541,000, while <a href="https://www.gunningre.com.au/1P3962" target="_blank">437-441 King Georges Road, Beverly Hills</a> leased by Eat GRK sold for $3,705,000. 
Gunning Real Estate principal Malcolm Gunning, who was the selling agent, said there were nearly 200 enquiries with 90 contracts issued.
“The properties were both in a well established residential prescient and priced between $2 million and $3 million," he said.
“We are seeing an increase in interest from the more traditional suburban commercial investors, because the banks have loosened up the lending on retail, industrial and commercial property and the very low interest for cash terms deposits.
“A 3-4 percent net yield is much better than the 2 percent you will get from the bank. A retail investment of $2 million to $3 million for a property within 20 km of Sydney is not a lot of money for these types of investors who are looking for a standalone property."

Spectacular results for Gunning auctions

Perth’s hotel market is expected to see a surge in development over the next five years, with a tranche of five-star hotels slated over the coming years including the Ritz Carlton, Como, Sheraton, Intercontinental and the Westin. 
Very recently, the Diploma Group has committed to one of the city’s newest projects – signing the contracts for the $42 million sale of Quest Adelaide Terrace (upon completion of the project). 
Located in Perth’s CBD, the latest Quest development at 176 Adelaide Terrace will comprise a 19-level building at the rear of the 903 sqm site. 
The entry to the tower is via a quaint heritage listed, freestanding, stone church building, which has been refurbished to provide a new reception office.

“While office and retail continue to feel the brunt of the mining investment slowdown, the hotel sector is still the best performer in Perth’s commercial market at present. Predictions of an economic rebound over the next five years will support a revival in local tourism."
“This commitment from Diploma Group is another sign of growing confidence in the market, with investors compelled by the opportunities a young and growing Perth hotel market has to offer.” 
The new Quest Adelaide Terrace is surrounded by a number of existing high-rise residential towers, office buildings and several major hotels.

Perth seeing surge in hotel sector, with Diploma's Adelaide Terrace deal

Melbourne-based fashion business Master Tailor has agreed terms on a new CBD lease at the recently completed The William redevelopment at a rental of more than $1,235 a square metre.
Located at shop 3/199 William Street, the 21 square metre tenancy was leased out on a five-year term with options. 
It is one of 12 new retail tenancies at the Hengyi-developed project
The deal was brokered by Savills Australia’s Joseph Brzezek and Michael Di Carlo.
The building has been completely refurbished and comprises 529 apartments (86 serviced).
"Master Tailor sought a premises which both offered an address that reflected its market image and which offered first rate access to a broad range of on-site residential and daily CBD clientele. Situated within Melbourne’s highly regarded legal precinct, The William met those requirements,’’ Brzezek said.

Master Tailor takes up lease in Melbourne's William Street

One of Perth’s popular live music venues, the Indian Ocean Hotel, is up for sale presenting an opportunity to acquire more than 4,000 sqm of beachside real estate. 
The sale will be through an offers to purchase campaign through CBRE Hotels’ Ryan McGinnity and David Kennedy under instruction from the receivers and managers appointed, HLB Mann Judd (Insolvency WA). The campaign closes in mid-May.
This is the first time the family-owned asset has been offered to the market in more than 30 years. 
The five-level, 59-room hotel includes Indi Bar and Bistro, which has hosted some of Perth’s best live music over the past two decades, including The Waifs, John Butler and Dave Hole. 
Located within the Metropolitan Redevelopment Authorities’ $57.4 million Scarborough Redevelopment Area, the Indian Ocean Hotel offers potential for future development, with a residential 160 zoning and additional special use as hotel. 
McGinnity said the property was expected to attract strong buyer interest.  
“The property is not only one of the most loved hotels and live music venues in the northern beachside suburbs, but it is also strategically situated on 4,200 sqm landholding in the soon to be revitalised Scarborough Redevelopment Area,” McGinnity said. 
“The multiple options which the site offers suggests the asset will be keenly sought after by onshore and offshore groups looking at hotel investment, or future residential or mixed use redevelopment.” 
The current zoning allows for an eight-storey development, with potential for 12 storeys, said a media release.
The Indian Ocean Hotel still enjoys strong occupancy and good levels of profit, he added
“Given the size of the property, the history of the venue and the recent changes to development height limits, the Indian Ocean Hotel site offers fantastic further development potential while retaining the existing hotel building,” Kennedy said, adding given the hotel is now 45 years old, it may soon be time to redevelop the site entirely.

Manufacturing in Melbourne, and pharmaceuticals and logistics in Sydney, are driving strong industrial markets with the demand for land in both cities pushing up values and triggering rental growth in Sydney, while pre-commitments are strong in Melbourne, according to the latest industrial leasing data from Savills Australia. 
Savills’ industrial leasing summaries reveal a tale of two economies with states beset by the end of the mining investment boom continuing to struggle while Melbourne and to a lesser extent, Sydney, forge ahead.
In the last 12 months to March, 2,694,559 square metres of industrial space was leased across Adelaide, Brisbane, Melbourne, Perth and Sydney markets, slightly below the five-year average, according to Savills’ national head of research, Tony Crabb. 
Melbourne and Sydney together accounted for 1.96 million square metres of the total – a rise of nearly 20 per cent on the five-year average - while Adelaide, Brisbane and Perth were down more than 34 per cent from 1,109,312 to just 731,542 square metres leased.
Melbourne has been the bolter with leasing up nearly 90,000 square metres on the previous 12 months and more than 230,000 square metres, or 36 per cent, on the five-year average, while Brisbane is nearly 33 per cent down on the long-term average    
Crabb said the data unequivocally illustrated the variance in economic fortunes the mainland states had experienced since the end of the mining investment boom.
"This is just what the doctor ordered. The end of the mining investment boom meant the national economy had to look to other sectors to drive growth and that is clearly what is happening.
"The lower Australian dollar has played no small part in the resurgence of the manufacturing sector, especially in Victoria, Australia’s manufacturing heartland, and that has been the key to a much more lively industrial market, while the drop in the oil price has been a timely boost for the transport &amp; logistics sector,’’ Crabb said.
The lower dollar has increased export competitiveness with some companies reportedly considering returning manufacturing operations to Australia and others putting on staff to handle increased export orders, according to the Australian Industry Group. 
In Victoria, the automotive industry suppliers have not totally shut down as was feared, due to the impending closure of car manufacturing, with a significant number of supply-chain manufacturers diversifying and restructuring, state government data shows.
The AIG’s Australian Performance of Manufacturing Index jumped by 2 points to 53.5 points in February, its highest level since July 2010, which, according to AIG, indicated a stronger rate of expansion. The rise was the eighth consecutive monthly rise above 50 points (net expansion) and the longest continuous run of expansion since 2006.
Crabb said the leasing results were also in accord with the latest NAB Monthly Business Survey for March which showed a jump in both business conditions and confidence to their highest level since 2008: "(Providing).. more assurance that the Australian economy is weathering the global challenges well, and is successfully transitioning through the end of the mining boom’’.

The strong demand for land in Sydney was now driving rental growth, said Savills’ head of industrial, Darren Curry.
"The market in Sydney is pretty hot with significant buy orders from numerous high profile institutional investors and a groundswell of pre-leases with well over 100,000 sqm soon to be announced driven heavily by requirements from the pharmaceutical industry and 3PLs (third party logistics).
"In Melbourne, it’s a similar story. We are now seeing the emergence of a new speculative industrial construction push and that is driving land values around key transport routes. 
"While rents remain stable in Melbourne, a 20 per cent jump in land values over the last 24 months is now driving rental growth in Sydney, particularly in South Sydney and Western Sydney,’’ Curry said.
According to Victorian head of industrial David Norman what is driving the Victorian leasing market are pre-commitments - 309,691 square metres in the 12 months to March - with retailers with online presence and corporates looking for efficiencies through consolidation, the key players.
The leasing summaries show businesses requiring industrial space for the purposes of Manufacturing/Engineering were the most active leasing 351,436 square metres in Melbourne, while Transport &amp; Logistics firms were the most active in Sydney leasing 475,948 square metres.

Melbourne, Sydney driving industrial market: Savills

Melbourne-based developer Hudson Conway has appointed CBRE to sell its Somerset Rise project in NSW's Albury, with offers expected to exceed $10 million. 
The developer wants to exit the project to focus on those closer to its base in Melbourne.
Spanning nearly 42 hectares, the project has already delivered 76 houses across stages one, two and three.
The land holding has been developed over the past few years into a development for house and land buyers, underpinned by its location just minutes from Albury Airport and reputed educational facilities nearby.  
"There are 51 lots ready to be sold or developed as well as 288 undeveloped lots in future stages. We are selling the project as a whole, with the buyer to benefit from the work completed by the vendors to date," said Wizel. 
Wizel expects offers from a range of local developers, from South Australia, Victoria and greater New South Wales.
The average block in Somerset Rise has sold for around $132,500 in the past 18 months.

<div>APRA's crackdown has skimmed skimmed the high LVR property investors out of the market, but there still exists a relatively high level of demand for investor credit from those with the requisite serviceability that remain. </div>

<div>The ABS Lending Finance data series for February 2016 showed total lending finance across all measured sectors rebounding nicely in February, but against an underlying downtrend.</div>

<div>That's in part due to the APRA effect, which has effectively stymied the outlandish surge in property investment demand. </div>

<div>Breaking out the data into its component parts and using the smoother trend figures we can see that despite a solid rebound in February commercial lending has apparently lost some of its momentum, which is potentially underwhelming news for business. Of course, from month to month the underlying business lending figures are lumpy, and there's no getting away from that.  But for the moment, at least, the trend appears to be softening.</div>

<div>The figures for personal finance at first blush appear to be almost comically soft, declining to levels last seen in 2007.  However, I do wonder about classification issues here, given the massive and increasing popularity of mortgage buffers, offset accounts, and redraw facilities. Not really sure about this, but it looks muchos weird to me. Let's pass on that one, Magnus!  At the state level, commercial finance in rolling annual terms has been trending up marginally in Queensland, but down in Western Australia. However, the latest figures suggest that WA may have at least arrested its decline.</div>

<div>Splitting out the commercial finance data by industry it is with no great surprise that we discover with that lending in the mining sector has been obliterated by about a third over the past year to be around 40 per cent below its peak.</div>

<div>Fortunately mining is only one part of Australian industry, and other sectors have fared considerably better, with business lending rates tracking at record lows.</div>
 Property investment loans 
<div>Macroprudential tools have been deployed in order to cap property investor credit growth at 10 per cent, while the RBA disclosed some of its <a href="https://www.rba.gov.au/information/foi/disclosure-log/pdf/141515.pdf" target="_blank">thought processes</a> in this regard this week - interesting insights indeed (imagine having your emails disclosed like that in the public domain, by the way!).</div>

<div>These moves have had the desired effect, and the focus has very much shifted towards owner-occupier lending. </div>
<div> </div>
<div>That said the seasonally adjusted February Housing Finance data showed investment loans rebounding by +4.1 per cent in February to $11.9 billion, so there is still a reasonably high volume of investor activity in the post. </div>
<div> </div>
<div>Indeed, investor loans are steadying across most states in February when looked at in rolling annual terms.  That said, activity in Western Australia was down by 20 per cent in February from the prior year comparative result, so there is possibly still some decline to come there, although a few analysts have already called the market bottom for Perth. </div>

<div>Investor activity in the Northern Territory has fallen to such a low level at about $46 million per month that it wouldn't even register as a blip on the above chart. The February result was down by 43 percent from one year ago, so the trend line is shaping as if participating in a race to the bottom.</div>

With some banks having offered fixed rate home loans as low as 3.99 per cent, anecdotally there was a strong month of owner-occupier lending in March.</div>
