Toorak's dress circle St Georges Road, home to some of the city's priciest homes, is set for a rare new apartment development.

Blood Diamond Group, an entity tied to Tina Brandi, wife of David Brandi who has been a prolific bidder on The Block over the years, has filed plans for an ultra-exclusive development across an amalgamated 3,662 sqm site at <a href="https://www.apartments.com.au/new-apartments/104-106-st-georges-road-toorak-vic-3142">104 and 106 St Georges Road</a>.

The proposal would replace two existing homes on the riverfront site with a five-level apartment building cascading down the steeply sloping land toward the Yarra River. Designed by Charles Wright Architects, the development has been carefully shaped around the site’s topography and river environs, with the upper levels stepping back to reduce visual bulk from both St Georges Road and the Yarra corridor.

Planning documents describe the proposal as “a site layout and building typology that is consistent with the emerging character of the area and which provides exceptional amenity for future residents without compromising that of neighbouring properties.”&nbsp;

The scheme comprises 12 apartments, including 10 three-bedroom residences, one one-bedroom apartment, and a substantial split-level five-bedroom penthouse. A 624 sqm communal rooftop terrace will crown the building, while three undercroft levels embedded into the hillside will accommodate apartments and basement parking.

The design leverages the site’s dramatic northern outlook across the Yarra River, with living areas and balconies oriented toward the water. A central atrium running the full height of the building is intended to draw natural light deep into the residences and improve internal amenity.

Landscape architecture by <a href="https://www.apartments.com.au/landscape-architect/jack-merlo">Jack Merlo Design &amp; Landscape</a> will play a major role in softening the built form, particularly along the river edge where significant setbacks have been introduced. The proposal includes a minimum 30-metre setback from the Yarra River boundary, preserving a substantial landscaped buffer between the development and the waterway.

While a mature English Oak near the front of the site is proposed for removal, the plans retain a large English Elm closer to the riverfront, alongside other established vegetation in the lower section of the property.

Architecturally, the building adopts strong horizontal forms with expansive glazing and curved balcony edges facing the river. Planning documents note the upper levels “adopt a receding form” to ensure the building responds appropriately to the Yarra River environs overlay controls.&nbsp;

The surrounding streetscape is characterised by large contemporary homes embedded into the hillside, many presenting as modest one or two-storey forms to the street before expanding toward the river frontage below. The planning report notes this established pattern heavily influenced the massing strategy for Toorak Pavilion.&nbsp;

Until the recent sale of the landmark Clendon Road mansion Coonac for around $130 million, St Georges Road held the state's most expensive home, the $80,000,088 derelict "Ghost House" mansion that was bought by crypto king Ed Craven.&nbsp;

Blair House, also on St Georges Road, sold for $74.5 million in 2022.

Six months after a development site on Kangaroo Point’s Shafston Avenue sold for $6.55 million, plans have been lodged for a 23-storey apartment tower.

A company named JMT Mega Capital, understood to be interstate investors when the 1,222 sqm double block traded late last year through Patona Property, is proposing an 84-apartment development in place of the existing low-rise buildings.

The slender tower at <a href="https://www.apartments.com.au/new-apartments/212-220-shafston-avenue-east-brisbane-qld-4169">212–220 Shafston Avenue</a>, overlooking the Brisbane River, has been designed by <a href="https://www.apartments.com.au/architects/aplus-design-group">Aplus Design Group</a>. It will comprise a mix of one-, two- and three-bedroom apartments above six basement levels, topped by rooftop resident amenities.

The development has been designed as a vertically articulated tower with recessed balconies, curved façades and planted edges intended to soften its scale within the evolving Shafston Avenue skyline. In the submitted Urban Design Report, Aplus Design Group said the tower had been “shaped with a slender vertical expression, articulated façades, recessed balcony zones, integrated planting and a clearly defined podium relationship, helping to reduce perceived bulk and create a more elegant contribution to the Shafston Avenue streetscape and broader Kangaroo Point skyline.”

The scheme comprises 84 apartments, including 25 one-bedroom units, 34 two-bedroom apartments and 25 three-bedroom residences. A total of 104 car spaces are proposed across six basement levels, including resident, visitor and accessible parking.

Residents will have access to rooftop communal open space and shared amenities, while the development also incorporates deep planting zones and subtropical landscaping throughout the podium and tower levels. The project includes 35 per cent communal space coverage across the site and a 17.5 per cent deep soil zone allocation to support urban greening outcomes.

The application exceeds the mapped building height under the Kangaroo Point Peninsula Neighbourhood Plan and is being assessed under Brisbane City Council’s impact assessment pathway. The design team argues the additional height is supported by the site’s strategic inner-city location, existing high-density zoning, and proximity to transport and employment hubs.

“The design has been developed to make better use of a well-serviced urban site within an established high-density residential setting, while improving the street presentation and overall quality of the public realm interface,” the report states.

Planning documents note the design draws cues from the “dark stone brick” church and surrounding masonry buildings, while the tower above transitions into a softer, curved form oriented toward Corio Bay and the Geelong waterfront.

Trackside Gardens will deliver 512 apartments across the three buildings, alongside 518 basement car spaces and 523 bicycle spaces. Around 20 per cent affordable housing is proposed across the broader North East Precinct, equating to around 158 dwellings.&nbsp;

The affordable housing component will be concentrated within the Wilson East building, while the remaining apartments are expected to be delivered as build-to-sell residences.

Trackside Gardens has been designed around Hamton’s Nature Based Cities initiative, founded by Executive Chair Paul Hameister OAM in partnership with the University of Melbourne, Urbis, Ark Resources and Tract. The initiative promotes integrating higher-density urban development with significant biodiversity, tree canopy and landscape outcomes.

Brisbane and Melbourne have maintained their approaching the peak of market place in property valuation firm Herron Todd White's October 2016 industrial property clock, a simple broad brush means of suggesting where property markets are and the direction they are headed.

"The industrial market is often a first step into the world of commercial investment for those graduating beyond residential, so it’s appeal as an asset class is broad," say HTW in their industrial market summary.
The two cities were at the same position in July as well. NSW's Coffs Harbour, which shared the same position with the two capital cities in July, has dropped out this time but is still a rising market. Sydney remains a rising market as well, along with Hobart.
Among the other capital cities, Cairns and Canberra remain at the start of recovery period in the industrial property cycle, while Adelaide continues to be at the bottom of the market. Perth too is unchanged and is approaching the bottom, same as July.
About the only change among the capitals is Darwin, which has slipped further from being a declining market to approaching the bottom.<a href="/images/2016/10/10/Landscape2j.jpg"> </a>

Melbourne and Brisbane industrial markets approaching the peak: HTW property clock

Australia is a popular destination for international students, particularly from Asia.
China and India together supply nearly 40 percent of international students, an increase of more than 13 percent and 15 percent respectively in 2015.
Total higher education enrolments grew by 2.7 percent over the same period. 
Growing demand is set against a general shortage of supply. The provision rate stands at 6 percent, which is low compared to mature markets such as the UK at 24 percent. In response, a number of universities have commenced on-campus procurement projects and private operators are rapidly expanding their pipeline.

More than AU$2 billion of capital has been earmarked for development projects in student accommodation since the start of 2015. The top ten providers currently own a total of 20,136 beds and have a combined development pipeline of 15,469, representing an increase of approximately 75% on their existing stock. 
Scaling up on new delivery presents challenges. Competing land uses, particularly from a strong residential sector, have pushed up land values and made development for PBSH unviable in some markets, most notably Sydney. 
Federal and state governments have recognised the shortage as a limiting factor in the future development of the country’s higher education sector (already Australia’s third biggest export, after iron ore and coal), and a number of strategies to enable new development are in the pipeline.

As an emerging market for student accommodation, transactional activity is limited as completed assets are generally tightly held. Savills research indicates there were just two transactions of operational residences totalling nearly AU$90 million in 2015. 
In 2016, Infratil (HRL Morrison) secured a 30 year concession of ANV’s portfolio of 3,760 beds and UniLodge @ UNSW was transacted at a net initial yield of circa 5.6 percent.

Australia's student housing plays catchup to meet foreign students influx: Savills

A Chinese developer has trumped local competition in buying a development site with a permit for luxury apartments in Melbourne’s Blackburn for $3.9 million, in a deal brokered by Savills.
The sale of the 22 Blackburn Road property set a new price benchmark for area, with the site transacting for a record unit rate of $156,000 per unit, according to selling agents Jesse Radisich and Nick Peden of Savills. 
Radisich said the 1,486 square metre, Commercial 1 zoned site drew enquiries from both local and off-shore developers. 
“This site was offered to the market at a time when boutique projects which comprise larger apartments are incredibly highly sought after,” said Radisich.
“The price also reflects the abundance of existing local amenity including prime retail, schools, parks, and public transport as well as close proximity to Box Hill and the CBD.’’ 
Peden said the permitted project would include 20 two-bedroom apartments and ground-level retail.
The vendor was a Melbourne-based investor.

Chinese developer bags apartment project site in Melbourne's Blackburn for $3.9 million

Higher office vacancy rates and growing settlement risk from a potential oversupply of newly built residential apartments in Australia's commercial real estate (CRE) sector is posing risks to the country's Big Four banks because of their growing exposure to them, according to Moody's Investors Service.
The big four — Australia and New Zealand Banking Group, Commonwealth Bank of Australia, National Australia Bank Limited and Westpac Banking Corporation — are all rated Aa2/Aa2 negative, a1 by the credit rating agency.
According to the report titled, Banks -- Australia: Risks from Commercial Real Estate Are Rising but Remain Manageable, office vacancy rates have been rising in Perth and Brisbane as tenants from the resource industry and public sectors scale back their office space requirements, and as new supply in both areas grows. While demand in Brisbane is showing signs of recovery as the economy improves, Perth remains weak due to the contraction in resource-related service industries.
Meanwhile, Sydney, Melbourne and Brisbane have a potential oversupply of residential apartments due to expected new supply amid falling migration and tighter lending rules, particularly for foreign buyers who make up a large percentage of residential property investors.
"Australia's major banks have been growing their CRE exposures modestly in recent years, and are thus vulnerable to the risks from higher office vacancy rates in Brisbane and Perth and settlement risks from a potential residential apartment oversupply in Sydney, Melbourne and Brisbane," says Maadhavi Ramanayake, a Moody's Associate Analyst.
"These credit negative developments are somewhat mitigated by the banks' limited direct exposure to the higher risk CRE segments and by their tightened lending criteria.” 
According to the Moody's report, the combination of increased supply and tighter lending raises the risk of non-settlement, and could expose residential property developers to higher risk. Furthermore, it could depress overall market sentiment and put downward pressure on general house prices.
These developments are credit negative for Australian banks, which have increased their lending to the CRE sector by 1 percent to 4 percent each year between 2012 and September 2013, and by around 5 percent or more annually since December 2013 onwards.
Nevertheless, Moody's expects the risks from their CRE exposures will remain manageable for the banks.
First, the major banks' share of CRE loans -- as a percentage of total committed exposures -- was moderate at 6 percent to 8 percent as of 30 March 2016 for ANZ, NAB and WBC and 30 June 2016 for CBA, below the pre-crisis level of around 10%. Also, the current weakness in the office market remains limited to select regions.
Second, Australia's major banks have tightened their lending criteria to the CRE sector after losses in the aftermath of the global financial crisis. As a result, Moody's sees foreign bank branches as more exposed to the current headwinds in the segment, and expects the major banks' CRE impairments to remain at low levels.
Moody's stress tests show that, even in a scenario of isolated severe stress on the commercial property property and related loans, the major banks will only suffer a mild deterioration in their Common Equity Tier 1 ratios.

Australia’s top four banks face rising risks in commercial real estate sector: Moody's

Tourism company Skyline Enterprises said it was reviewing public concerns around its gondola upgrade project at Bob’s Peak in Queenstown and was working to address those.
The Queenstown Lakes District Council has received 19 submissions so far in relation to Skyline’s resource consent application, with most concerns raised about the project’s impact on traffic management, earthworks, the environment and noise.
Skyline Queenstown said in August it had lodged the consent application for the project.
Skyline Enterprises chairman Mark Quickfall said the scale of the project – which involves replacing its current gondola system, building a new base terminal and expanding the top complex – is such that concerns by affected parties were inevitable.
“This is all part of the development process. It’s a major project that involves significant construction works. We are doing everything we can to reduce the impact on our neighbours and will continue to take expert advice on how best to achieve this,” he said.
As part of its upgrade of the fun park at Bob’s Peak, Skyline plans to replace its four-seat gondola system with a quieter 10-seat Doppelmayr gondola, nearly doubling its restaurant Stratosfare’s seating capacity to 650 besides creating more space for views and conferences. The company says the upgrade is driven by an expected rise in tourists to Queenstown over the next 30 years. 
Skyline has also raised its investment on the project to about $100 million from the initial $60 million, the listed company said in a media release. 
The gondolas were installed in 1987 and the upgrade is part of the company’s 50th year of operation in 2017.
The company has handed design options for Brecon Street to the Council and suggested a Council-led panel be set up to examine the issues. 
“We’ve been in regular contact with affected neighbours and other parties throughout this process – as well as holding public open days – and our door is always open to listen to peoples’ issues,” Quickfall said.
It has invited feedback from the public through its Skyline development website www.skylinedevelopment.co.nz.
Skyline said it was working with acoustic engineers, earthworks, construction and operational noise and traffic and parking experts to address the concerns raised before the resource consent hearing.

Skyline says addressing concerns around Queenstown gondola upgrade

Property developing can throw many different challenges at you and one thing I have learnt after managing over one hundred developments is that there is always a solution to a problem.
The trick is to understand what possible issues could arise and preparing yourself for them. 
You see, the development process is not an exact science because every development site is different.  So the construction costs will rarely if ever, be the same from project to project, even if you are using the same plans.
Depending on the fall of the site, some will need more retaining than others, some may need more concrete due to the length of the site and driveways and then there are the sites where you find unexpected items lurking below the surface. We once uncovered an old asbestos shed that had been buried many years ago. This did not come up on our geo technical report and had to be removed as contaminated rather than normal waste. 
If you develop in the same area, you can work out fairly quickly, after a few developments, what is likely to happen. With experience, you will be able to look at a site and determine how much retaining may be required. You can also base your construction estimates on the soil type as an example. If developing within the same land estate, it’s likely to contain similar soil types. The engineer uses the soil and site classifications for the slab design. Once the site preparations and slabs are laid, most of the unknown or little surprises are behind you.
But before construction commences, there is a process to follow. 
When pricing a development and running feasibilities, it is important to understand that your building estimate is an organic creature. By this I mean the building estimate you start with will nearly always be different to the one you end with.  It will evolve throughout the process as you obtain more and more details.  Once you have all the fine details, the building estimate can be finalised to the fixed price builder’s tender. 
When designing our villa plans, we follow this process:
1  Concept Planning – this show the number and size of villas we can get on the land. There is not too much detail on the plans at this stage.
We run the numbers to see if the project is viable.
1  Development Application (DA) plans – these are started after we’ve secured the land and the plans give enough information to satisfy council’s requirements.
2  Construction Certificate (CC) plans – more detail is added to the plans including the engineer’s drainage and slab design.
The starting point for our build estimate will be based on similar projects that we have recently completed and an allowance for the different development site.
This progresses to an estimate based on the Concept Plan.  Still a very ‘loose’ estimate as there is usually not enough detail on the Concept Plan for the builder to have all information needed.  The build estimate we have at this stage will tell us whether we are tracking within budget.  If not, we can make the necessary changes required, perhaps reducing the size of the villas working with both our builder and architect to design the right dwellings for our project to be successful.
Once the Concept Plan is approved and the site secured the architect will proceed to full DA plans.  It is here that much more detail is added and we will have our builder price the DA plans.  Again, this does not give us a final build cost but we will be getting closer to the expected outcome.  Once approved by our client, the DA plans are finalised and the DA is prepared.
During the DA process, council may request some changes to the plans, so it is important to understand we are still ‘evolving’ at this stage. We also need to review the Conditions of the DA Consent before we have more detail to finalise the build costs.
Once council have approved the DA, we will start to prepare the CC plans.  Engineers will be briefed and a drainage and engineered slab design or footings for the foundations will be produced. More detail is added to the CC plans, finalising levels and double checking schedules. 
Before we lodge the CC plans with our private certifier we will have our builder issue a third costing. It is this costing that will give us the final build costs...well almost.  We still need to have the CC approved and ensure there are no further revisions to the plans required.  
After we have the CC stamped plans, our builder will issue their final tender and building contract. This will be a fixed price contract; however, there may still be a few items that will be ‘provisional’. They are usually some site works, removal of fill and retaining walls.  The builder may mark these items as provisional as they won’t know until works proceed exactly what the cost is. For instance, if rock is hit during the site cut, this will increase the site costs. If the site cut differs slightly to the plans, this may impact on the height of retaining walls.  So these ‘provisional’ items will be charged at actual cost whether it is lower or higher. We do often enjoy credits on these items when the allowance is not required.   
So you can see how the build estimate must evolve through the development process and until your development is completed, you really won’t know the exact cost.  It’s important you allow a contingency amount for variations that may crop up along the way. 
As a developer, you will embark on a challenging journey from start to finish and the path you choose can be simplified with the help of a project manager to guide you along the way.  Always take the time to have full builder’s estimates done at each stage to avoid any nasty surprises.

<div>More dramatically, total annual short term arrivals increased by a very strong +10.6 per cent over the year to August, to sit at a smidgen under 8 million.</div>

<div>Higher education is hugely attractive for international students from Asia, since it comes with the lure of potential permanent residency, obviously a big drawcard. </div>

<div>Note that there are now more than two years of water under the bridge since the higher education boom really teed off in earnest, meaning that over the next year or two there may is likely to be a very strong uplift in students being granted permanent residency (as indeed is forecast by the DIBP) or sundry visa types.</div>

While permanent and long term migration to Australia seems to have levelled out, arguably the more significant trends are taking place beneath the surface. 
<div>There is plenty of noise in month-to-month figures, but simply following the trend in the number of monthly visitors from China shows a doubling from less than 50,000 per month in early 2012 to well over 100,000 per month in Q3 2016. </div>

<div>In terms of the property sector, while it's true that that the incoming wave of Chinese capital most impacts new and off-the-plan properties, there are now so many permanent residents and citizens of Chinese heritage that the impacts have shifted into established property too. </div>

News draws a tangible link between education arrivals and Chinese property buying activity, notably in inner Sydney suburbs such as Haymarket, Ultimo, Kensington, Surry Hills, Waterloo, and other parts of South Sydney, for example. </div>

Chinese visitors more than double in 4 years: Pete Wargent

Australia real estate investment trusts (A-REITs) have large headroom under their gearing and interest cover covenants, which reduces their risk of covenant breaches during uncertain times, according to a new report by Moody's Investors Service.
The report, Real Estate Investment Trusts - Australia: Covenant Headroom Is Strong, and Much Stronger Than Before Global Financial Crisis, covers 11 A-REITs such as Charter Hall Retail REIT, Goodman Group which Moody's rated as of June 30, 2016.
"This strong positioning is primarily due to their conservative approach to debt management, while asset recycling and use of capital partners to share development risk have also contributed to the sector's strong financial profile," says Maurice O'Connell, a vice president and senior credit officer at Moody’s.
"Goodman Group (Baa2 stable), with a gearing ratio of 20%, has the most cushion under its gearing covenant, while Charter Hall Retail REIT (Baa1 stable), with a ratio of 39%, has the least," says O'Connell. "And The GPT Group (A3 stable) has the most headroom under its interest cover covenant with a 6.3x ratio, and ALE Direct Property Trust (Baa2 stable) has the least, with a 2.7x ratio."
The report also references covenants as of this date and says gearing is typically defined as debt/tangible assets or net debt/net tangible assets, while interest cover is typically defined as EBIT/interest expense or EBITDA/interest expense.
The average covenant gearing ratio for the four A-REITs with data before the global financial crisis -- Goodman, GPT, DEXUS Property Group (A3 stable) and Scentre Group (A1 stable), which was restructured from the former Westfield Group (rating withdrawn) -- has fallen sharply, to 28% with 51% headroom by June 2016, from 37% with 28% headroom as of June 2008.
Interest cover has also increased generally for rated A-REITs, owing to both lower interest rates and, for some, lower debt levels. Their average interest cover ratio rose to 5.0x with 2.1x-4.3x headroom as of June 2016 from 3.0x with around 1.0x headroom as of June 2008. GPT improved  the most with actual interest cover rising to 6.3x as of June 30 this year from 2.7x as of June 2008.

Australian REITs have robust model to withstand risks: Moody's

<div>The AFG figures are always well worth a read given their materiality. 
 
The headline result was very strong, but it does need to be recognised that a significant volume of mortgage finance presently relates to refinancing in the prevailing low interest rate environment. 
 
These data suggest to me that interstate buyers are likely to see better results in Queensland than elsewhere, at least initially (for the right property type, at any rate, which does not mean high-rise apartments). The economy of Western Australia remains in recession, and as a result Perth may not come on to the radar of interstate buyers until 2018.&nbsp;</div>
