Gold Coast-based developer <a href="https://www.apartments.com.au/developers/ignite-projects">Ignite Projects</a> has lodged a Development Application for a landmark $120 million precinct set to transform the southern gateway of the much-loved Spit.

Positioned at the most prominent entry point to the iconic peninsula, the project has been designed with a strong focus on architecture, public space, heritage and connectivity, delivering a revitalised parkland setting that invites locals and visitors to engage with the Broadwater.

Central to The Isles proposal is a significantly upgraded public realm, including landscaped open space, a new waterfront café, and a family-friendly park featuring a naval-themed playground, open lawns and improved pedestrian connections.

The training mast from the vacant and degraded naval cadet building, which forms part of a former Navy minesweeper, will be preserved. The existing Navy Memorial will be relocated and upgraded in collaboration with the RSL, allowing it to be publicly accessible for the first time in years.

Heritage-listed Humphreys Boat Shed remnants will remain and be incorporated into the landscape, while the site’s established Norfolk Pines will be retained, reinforcing the area’s character and sense of place. The enhanced parkland will ultimately create a long-term community asset at the entry to The Spit.

The Development Application (DA) lodged with Gold Coast City Council includes 28 waterfront apartments across three levels, ranging in size from 145sqm to 383sqm, designed as a feature landmark within the precinct and complement the public domain.

The Federal Government’s sweeping changes to negative gearing and capital gains tax could trigger an unintended consequence: a surge of investor demand into the new and off the plan apartment sector.

While Treasurer Jim Chalmers has framed the reforms as a way to improve housing affordability and rebalance the tax system, the carve-outs for newly built housing are already positioning off the plan apartments as one of the few remaining tax-effective property investment plays.

Under the changes handed down in the Federal Budget, investors purchasing established properties after budget night will no longer be able to access negative gearing benefits. The Government will also replace the long-standing 50 per cent capital gains tax discount with a new inflation-indexation model and introduce a minimum 30 per cent tax on gains from July 2027.

However, there is a major exemption.

Investors buying new builds, including off the plan apartments, will still be eligible for negative gearing and will be able to choose between retaining the current 50 per cent CGT discount or adopting the new indexed model.

That distinction is expected to reshape investor behaviour almost immediately.

For years, established housing has dominated investor purchases because of its perceived lower risk, immediate rental returns and stronger historical capital growth. But with the tax advantages now heavily skewed toward new housing supply, the economics are changing rapidly.

The Federal Government has been explicit about its intent.

“The housing market and tax system are broken,” Chalmers said ahead of the Budget, arguing that existing concessions were disproportionately rewarding speculation rather than supporting housing supply.

The Government says the reforms are designed to encourage investment into new housing rather than established stock, a move aimed at increasing supply during a prolonged housing shortage.

According to the official Budget papers, limiting negative gearing to newly built homes is intended to “better align tax incentives with housing supply objectives.”

For the apartment development sector, particularly the off the plan market, the changes could become one of the strongest investor tailwinds in years.

Developers across Sydney, Melbourne and Brisbane have spent the past two years battling elevated construction costs, higher interest rates and subdued investor confidence. Many projects have struggled to secure sufficient pre-sales to commence construction, particularly in markets heavily reliant on investor demand.

The Budget changes may now alter that equation.

Investors seeking tax-effective property exposure will increasingly find themselves funnelled toward newly built apartments simply because established dwellings no longer offer the same benefits.

Commonwealth Bank described the reforms as one of the most significant shifts to residential property investment settings in decades, noting that the package is centred around “limiting negative gearing for residential property to new builds” while replacing the existing CGT framework.

That could have profound implications for the apartment sector.

Off the plan apartments already hold several advantages for investors. Purchasers typically secure a property at today’s price while settlement occurs years later, allowing time for capital growth and reducing the upfront capital burden. Brand-new apartments also generally attract depreciation benefits, lower maintenance costs, and stronger appeal to renters seeking modern amenity.

Now, they may also become one of the only residential property types still offering the full suite of historical tax advantages.

Industry analysts expect investor demand to increasingly migrate toward projects that can clearly demonstrate strong rental demand, transport connectivity and long-term supply constraints.

The shift is likely to be particularly pronounced in apartment markets already underpinned by structural undersupply, including inner Brisbane, the Gold Coast, parts of Sydney’s Lower North Shore and select Melbourne precincts where new apartment commencements have collapsed over recent years.

The reforms also arrive at a time when apartment supply nationally remains critically constrained.

Australia is already struggling to meet the Federal Government’s target of delivering 1.2 million new homes over five years. Construction feasibility pressures have delayed or shelved thousands of apartments across the country, particularly as building costs remain elevated and financing conditions remain tight.

Critics of the Budget changes argue the reforms could reduce overall investor participation in the housing market and place upward pressure on rents by discouraging investment in established housing.

Some economists estimate the measures could reduce housing supply over the longer term if overall investor appetite weakens.

However, the Government is betting that redirecting investor capital into new housing supply will offset those concerns.

“To continue to incentivise construction of new housing, investors building new residential properties will be able to choose either the 50 per cent CGT discount or the new arrangements,” the Budget papers stated.

That wording has been closely watched by the development industry because it effectively positions new apartments as the preferred investment class within residential property.

For off the plan developers, the reforms could become a powerful sales tool.

Projects that have increasingly relied on owner-occupier demand may once again attract investors seeking to preserve the tax advantages still attached to newly built housing before the July 2027 changes take effect.

The reforms are also expected to sharpen the divide between established and new housing markets.

Rather than a broad investor retreat from property altogether, many analysts expect a redistribution of capital toward sectors still supported by Government incentives.

That could create stronger demand for apartment projects in key urban growth corridors and transit-oriented precincts where population growth, migration and rental shortages remain elevated.

The policy direction also aligns with the Government’s broader push toward increasing housing density in established urban areas.

Across Sydney, Brisbane and Melbourne, planning reforms are increasingly encouraging higher-density apartment development around transport infrastructure and activity centres. By maintaining tax incentives for new housing, the Federal Government is effectively reinforcing that agenda from a taxation perspective.

For apartment developers who have spent years navigating subdued investor confidence, the changes may ultimately become the catalyst that reactivates parts of the off the plan market.

While the broader property sector is still digesting the long-term implications of the Budget, one thing is already becoming clear.

The era of investors buying established apartments and houses primarily for tax advantages may be ending.

But for off the plan apartments, the investment story may just be beginning.

Set on Anderson Street in the heart of <a href="https://www.apartments.com.au/developments/chatswood-nsw-2067">Chatswood</a>, the new residential tower, a collaboration between developers <a href="https://www.apartments.com.au/developers/changfa-group">Changfa Group</a> and <a href="https://www.apartments.com.au/developers/huirong-group">Huirong Group</a> with architecture and interiors by <a href="https://www.apartments.com.au/architects/ajc-architects">AJC Architects</a>, will introduce 122 apartments that prioritise generous proportions, considered orientation, and a strong connection to the surrounding heritage precinct.

The design originated from a Design Excellence Competition, where AJC proposed a building that combines suburban-style apartment scale with the density expected in a transport-rich centre. The development will include more than 1,800 square metres of retail and commercial space at street level, landscaped communal roof terraces, and a ground-floor pocket park framed by canopy trees. Together these elements aim to create a building that integrates with Chatswood’s evolving streetscape while maintaining a strong residential focus.

A key driver behind the architecture was the desire to deliver family-sized apartments rarely seen in the Chatswood market. The Anderson includes a mix of one to four-bedroom apartments, with around 35 per cent of the residences configured as three or four-bedroom homes. At the top of the building, two double-storey penthouses span approximately 200 square metres each, reinforcing the project’s emphasis on scale and long-term liveability for both downsizers and intergenerational households.

Orientation and outlook were central to the planning of the building. The apartments are positioned to maximise views to the north and east across Chatswood’s heritage precinct, with upper levels capturing glimpses of the Pacific Ocean. South-facing apartments gain distant views toward the Sydney CBD and Harbour Bridge, while the building’s configuration intentionally reduces western exposure at lower levels to minimise overlooking toward the nearby railway corridor.

The external design references the character of the surrounding conservation area without replicating it directly. A brick podium anchors the building to the street and introduces a series of architectural portals that draw inspiration from the nearby Chatswood Presbyterian Church. Above this base, the tower shifts to a lighter, more open expression defined by horizontal lines and carefully detailed balconies that balance privacy with outward views.

Toward the top of the tower, AJC introduces a distinctive lantern-like element formed by sliding screens. These screens provide both solar shading and privacy while also creating a visual marker for the building within the Chatswood skyline. The feature reinforces the architectural intent of the project, a structure that is visually refined while still responding to the practical requirements of apartment living.

Inside the residences, interior architecture focuses on clear spatial flow and practical everyday use. Open-plan living areas connect directly to large balconies, extending the internal living spaces outward and allowing natural light to move deeper into the apartments. Kitchens are designed as central working spaces with premium appliances and carefully selected materials, positioned to serve both daily living and entertaining.

Bathrooms follow a similarly restrained design language, using refined fixtures and materials to create calm, functional spaces, while wardrobe areas adopt a gallery-style layout with integrated lighting and generous storage. Positioned just a short walk from Chatswood Interchange, residents will have direct access to rail, metro, retail, and dining. The Metro extension allows travel from Chatswood to Martin Place in approximately 11 minutes, placing the CBD within easy reach for residents while maintaining the convenience of a walkable North Shore neighbourhood.

How AJC designed The Anderson to bring oversized apartment living to Chatswood

<a href="https://www.apartments.com.au/developers/bridgewell-development">Bridgewell Capital</a> has lodged plans for a major mixed-use apartment development in the heart of Maroubra, seeking a significant uplift in height and density controls to deliver 120 apartments and a 120-place childcare centre near Maroubra Junction.

The State Significant Development application, filed through the NSW Government’s Housing Delivery Authority pathway, covers a 3,270 sqm amalgamated site at 251-257 Maroubra Road and 133-135 Garden Street. The proposal includes a concurrent rezoning that would increase the maximum building height from 12 metres to 35.6 metres and lift the floor space ratio to 4.02:1.

Designed by <a href="https://www.apartments.com.au/architects/bka-architecture">BKA Architecture</a>, the project would replace a mechanic’s workshop and several detached homes with a 10-storey residential building above four basement levels.

The scheme comprises 120 apartments, including 27 affordable housing units to be managed by a community housing provider for 15 years, alongside 203 basement car spaces and 92 bicycle spaces. A childcare centre occupying nearly 900 sqm of floor area would sit at ground level and be capable of accommodating 120 children and 22 staff.

According to the Design Report, the project has been conceived as a “gateway proposal” that responds to Maroubra’s evolving urban character and its proximity to the town centre.

“Designed to complement the character of Maroubra’s town centre, this gateway proposal features a building scale that matches its surroundings,” the report stated.

“It integrates residential units above a ground-level childcare centre, fulfilling the strategic objectives of the Randwick City Council Masterplan.”

The apartment mix is weighted toward larger residences aimed at families and downsizers, reflecting changing demographics in the Randwick LGA and increasing demand for medium-density housing close to transport and amenity.

BKA Architecture said the proposal seeks to reinforce Maroubra Road as a civic spine while improving the pedestrian experience around the site through landscaping and upgraded public interfaces.

“The design capitalises on the following site opportunities: reinforcement of Maroubra Road as a civic spine, enhancement of pedestrian pathways and the public interface via new landscaping, and strong market demand for two and three-bedroom apartments to support families and down-sizers,” the Design Report noted.

Communal open space is proposed on level one, while upper-level apartments would secure views towards Port Botany, Maroubra Beach and Sydney’s eastern suburbs.

The development sits around 200 metres east of the Maroubra Junction intersection of Anzac Parade and Maroubra Road, within one of Randwick’s identified strategic centres. The site is close to Pacific Square Shopping Centre, major bus routes, schools, parks and future cycling infrastructure proposed under the Maroubra Junction Masterplan.

The Maroubra proposal aligns with broader NSW Government initiatives encouraging higher-density housing near established centres and transport corridors, particularly where affordable housing is incorporated.

Cromwell Property Group (ASX:CMW) has entered into an agreement to sell its entire stake in Investa Office Fund (ASX:IOF) for $4.65 per unit, effectively abandoning its $3 billion plan to buy the fund.
The agreed sale price was a premium to the IOF closing price of $4.50 on October 3, Cromwell said in an ASX announcement.
Cromwell Property Securities Limited as responsible entity for the Cromwell Diversified Property Trust purchased its 9.83% stake in IOF for $4.24 per unit on 12 April 2016. The stake sale also represents an annualised equity internal rate of return of 18%, it said.
Investa Property Group (Investa) approached Weightman late Tuesday offering to buy the stake for $4.65 a share. The offer gave Cromwell, which had reached a stalemate with IOF after failing to secure additional funding to raise its bid, a way out, The Australian Financial Review added.
Since the Australian sharemarket closed on Tuesday, Cromwell sold 60.37 million shares at $4.65 to ICPF, which already holds about 10 per cent, The Australian reported.
The $276 million trade equates to about 10 per cent of the stock and was handled by UBS and Rothschild. 
Last year, Cromwell had snapped up the IOF stake, knocking off Dexus Property Group’s $2.5 billion takeover bid for Investa ­Office Fund.
“The investment in IOF has been a profitable one for Cromwell,” said Cromwell chief executive Paul Weightman.
“We would have liked to have been able to complete a deal, but as I have said previously, it became obvious to us that a friendly transaction was unlikely to proceed, regardless of the price that we offered.”
“Upon careful consideration of all of our options, we have therefore decided that the best way forward for Cromwell securityholders is to realise the value in our investment.”
“We will continue to focus on delivering value to our securityholders through the different strategic initiatives that we are currently undertaking,” added Weightman.
The proceeds of the sale will be used to reduce gearing and for other general corporate purposes, Cromwell said.

Cromwell sells stake in Investa Office Fund

A near new office building leased to RMIT and the Royal District Nursing Service (RDNS) in the University Hill development in Melbourne’s northern perimeter has been listed with expectations of $25 million.
The property comes to the market at a time when office market investment activity in suburban Melbourne has reached an all-time high.
The <a href="https://www.realcommercial.com.au/property-retail-vic-bundoora-501148623" target="_blank">30 Janefield Drive</a> property will be sold by expressions of interest closing November 2.
Located at the corner of Princeton Terrace, the property comprises a modern, virtually new office building with net lettable area of 3,960 sqm over four levels, including ground floor retail, on a 5,748 sqm site.
Melbourne has recorded its highest annual net absorption level since 2010 with total suburban office vacancy at an historically tight 7 per cent, said Andrew Dawkins of Dawkins Occhiuto, who along with colleagues Chris Jones and Walter Occhiuto is marketing the property along with Tim Grant and Tom Ryan of Knight Frank.
“Demand from domestic unlisted funds and syndicates, along with an increasing level of interest from off-shore buyers, has, for a third consecutive year, put suburban office market investment in Melbourne into record territory,” said Dawkins.
The property comes with a blue-chip tenancy profile including RMIT University and the Royal District Nursing Service (RDNS) accounting for 81 per cent of the income, and five separate retail tenancies, at a current net passing income of $1.59 million per annum with a weighted average lease expiry of nine years.
Knight Frank’s Grant said the tenancy profile included the ‘make good’ requirement that both RMIT and RDNS reinstate any alteration and remove fitout, replace carpets and floor linings and repaint all internal surfaces to the lessor’s satisfaction.
“This is an exceptional tenancy profile backed by a make good clause that presents purchasers with the most passive of investments,’’ Grant said.
He said an additional and not insignificant feature of the property was the sizeable allotment with two street frontages, which offered the potential for further development subject to council approval.
The building was completed in January 2015 and presents buyers with strong depreciation allowances and low anticipated future capital expenditure.
The property is close to the Metropolitan Ring Road via Plenty Road providing easy access to both Melbourne CBD and Tullamarine Airport, the 4 star energy, water and waste rating design, and the strong projected growth of University Hill.
University Hill benefits from its location at the foot of one of Melbourne’s most rapidly growing municipalities – the City of Whittlesea  - which has a current estimated population of 209,118 that is forecast to grow to 379,342 by 2041.

RMIT office at MAB’s University Hill to fetch $25 million

JLL’s latest retail survey shows food-based retailing strategies continue to be top of mind for shopping centre managers looking to improve performance of their centres.
Food-based and non-discretionary retailing has been a top performer in shopping centres and centre managers have been devising strategies to encourage the trend to improve overall performance, according to a recent JLL survey. 
Retail vacancy rates in neighbourhood shopping centres, which strongly feature food-based and non-discretionary based retailing, increased in the first six months of 2017 – from 2.6% of vacancy in December 2016 to 3% in June 2017.  
However, vacancy rates remained below the long-term average of 4.5% reported across the 17 Centre Managers conducted to date, according to JLL’s 17th Retail Centre Managers’ Survey.
The survey, undertaken in August across 119 Australian shopping centres under JLL management, also found the performance of anchor tenants was key to maintaining high occupancy levels to combat retail vacancy in centres.
JLL’s head of Property &amp; Asset Management – Australia, Richard Fennell said attracting additional anchor tenants or mini-anchor stores was highlighted as improving the occupancy rates and rental income of some shopping centres.
“This is a strategy that works, along with changing the tenancy mix to include food-based retailing and services such as medical centres, financial services and travel agencies. Shopping centre owners are reconfiguring and refurbishing centres to provide upgraded and expanded services to attract customers,” Fennell said.
“Owners and managers are constantly refining their strategies to address the key concerns identified in the survey that are impacting on trading performance – competition, growth in online retailing, and a challenging economic outlook.”

The survey also revealed a slight improvement in sales growth expectations, with 53% of respondents expecting some sales growth in the year ahead, up from 47% in February 2017.  But most respondents expected growth to be no more than 3% per annum.
JLL’s director, Strategic Consulting, David Snoswell said consumer sentiment has been weak for an extended period of time across the nation.  
The Westpac-Melbourne Institute Survey of Consumer Sentiment has been below the 100 neutral mark between December 2016 and August 2017, dropping to a low of 95.5 in August.
“20% of respondents to our survey said they expected a decline in sales turnover in the next 12 months and gave a range of reasons for this, including strong competition in the catchment they operate in, the loss of a key tenant and the need for the centre to be refreshed/refurbished,” said Snoswell.
“When we asked shopping centre managers what factors were impacting turnover performance, competition from other centres remained the key area of concern (with a net balance of -38%), followed by online retailing (-25%) and the economic outlook (-23%).
“In contrast, the most positive factor for trading performance continues to be changes to the tenancy profile of centres to improve performance.”

Food-based retailing is the standout retail performer: JLL survey

A local investor has beat 20 other bidders to the $2.35 million purchase of the former Bank of New South Wales premises at 375 Queen Street, Melbourne.
Colliers International, in conjunction with Knight Frank brokered the packed boardroom auction sale last month.
More than 200 enquiries were generated for the A-grade heritage-listed freehold, with the majority of interest came from locally based investors.
“The extensive interest was due to the highly affordable price point,” one agent said.
It transacted at $11,500 per square metre of land.
The 350 square metre property, which is located on the corner of Queen and Franklin streets, metres from Queen Victoria Market, was subject to a council order for emergency repairs in late 2016.
It features high ceilings, ornate finishes and classic period architecture but has fallen into disrepair since its construction in the 1860s.
The investor said they have plans to restore the building to its former glory.

Local investor secures decaying 1860s Melbourne bank premises

Publicity seekers love a bandwagon, preferably one that’s already travelling at a fair pace so that they can just leap on board and be carried along by the existing momentum.
A popular bandwagon to hitch a ride on is the Brisbane inner-city apartment market. Everyone, it seems, has noticed that something is afoot and wants to be the latest and loudest to issue a “warning”.
But the time to be warning about this was about three years ago. And November 2014 was when Property Observer published my column on this subject, the first of several I’ve written about this issue.
Way back then, this is what I wrote on Property Observer:
There will be repercussions from the over-building of apartments in Brisbane …
In Brisbane, as in Melbourne, Sydney, the Gold Coast and other major unit markets, the inspiration for the high level of new building is the Chinese investment market. Everyone is targeting Chinese investors. 
Developers and their marketing stooges don’t care about the vacancy rate figures. That’s someone else’s problem. If they can flog their apartments to Asian buyers, nothing else needs to be considered. 
The people who will feel the most pain in the future will be the investor buyers. High vacancies will push down rents and the returns they will earn from their investment. That in turn will undermine values. 
Others will suffer. Owners of existing properties in or near the inner-city will also find it hard to tenant their properties and will have to cut rents. Their values will fall also. Home-owners in those areas will be equally affected by falling values.
An investor contacted me recently to tell me that he had just read that column, but only after having signed a contract to buy an off-the-plan apartment in the Brisbane inner-city market. Horrified, and after doing further research, they sought to exit the contract.
The big problem for investors like this is that the industry keeps pumping out propaganda which talks up this market and individual high-rise projects - and lots of media outlets keep publishing it.
Back in November 2014, I wrote:
A media release this week was positively gushing in its eulogy of the Brisbane inner-city apartment market. Sales are surging, it said, and the level of new construction in the pipeline was a cause for celebration. The market, apparently, “continues to shine”.
That kind of dishonest press release material is still muddying the waters. The REIQ has been a particular culprit. If the institute can be believed (generally they can’t), vacancies are acceptable, there are lots of buyers and tenants, and all is well in central Brisbane.
But independent sources disagree. Louis Christopher’s SQM Research has vacancies at 5% or higher in the CBD, Fortitude Valley, New Farm, South Brisbane, West End and Woolloongabba. Kangaroo Point is slightly better off, at 4.4%, but that’s still too high.
The key factor is that the situation will worsen as new projects are completed and their apartments are added to the rental pool.
BIS Oxford Economics is the latest to issue a dire warning. It predicts Brisbane’s median unit price will fall 7% between now and 2020. I would suggest the decline will be greater than that.
Research data published recently shows that owners already are losing money on re-sales – and this is reinforced by median price data from CoreLogic. In the past 12 months, median unit prices have dropped 7% in Fortitude Valley, 8% in South Brisbane and 11% in both West End and Woolloongabba.
Fortitude Valley, South Brisbane and West End all have median prices lower than three years ago.
Long-term growth rates in this market are fairly dismal as well. The average annual growth in median prices over the past decade have been 1.4% per year for the CBD, 1.1% for West End and a little over 2% per year for Kangaroo Point, Fortitude Valley and South Brisbane.
Those rather bleak growth rates will fall further as values continue to decline in the wake of the current over-supply.

A standalone building in Melbourne’s CBD has changed hands for circa $5.5 million. 
The <a href="https://www.onthehouse.com.au/10090904/422-428_queen_st_melbourne_vic_3000" target="_blank">422-428 Queen Street</a> property is on a 236 sqm peninsula site and comprises a ground floor café and level one office space. It has an area of 550 sqm.
The price tag reflected a building rate of around $10,000 per sqm. 
The deal was brokered by Fitzroys’ Rob Harrington and Louis Christou of Christou &amp; Co.
The agents said the site offered long-term investment and development potential, owing to its position opposite the iconic Queen Victoria Market and three street frontages, including to Franklin Street.

Housing credit shift to non-banks?

CoreLogic construction figures over the 2016/17 financial year show that projects with a value between $1-5 million take an average of 8 months to construct in Australia. 
To provide some context around what a $1-5 million development looks like, think projects on the scale of a service station, a 2-4 storey unit block or a child care centre. 
However, CoreLogic’s Cordell project data in the year to June reveals that Tasmania has longer construction periods than other states and territories, particularly in the $1-$5 million project space. Average construction periods over the last financial year averaged 11 months in this value range, compared to just 8 months across the rest of the country. 
Across civil engineering, residential, commercial and industrial builds, construction periods were, on average, 3 months longer in Tasmania than the rest of Australia.
In the community segment, which includes schools and hospitals, construction periods were on average 5 months longer, as estimated by CoreLogic.
The longer construction periods suggest a constraint on the growth of the construction industry in Tasmania, despite increasing demand for dwellings, infrastructure and commercial buildings. 
Tasmania has seen an uplift in the number and value of development applications over the last two years, with the number of new project applications peaking at 270 in the December 2016 quarter.  At June 2017, the number of new development applications captured going into the pipeline was 224, at a combined construction value of $352 million. 
There are a few factors that warrant the uplift. The state benefitted from a 13% increase in holiday visitation in the year to March 2017, and holiday expenditure was up 15% in the same period. Interstate migration climbed in Tasmania from the year 2013, and overseas migration to the state has been largely positive for the last 5 years. 
Hobart in particular experienced a strong uplift in dwelling values, which increased 6.8% in the year to June. While this may seem low compared with the double-digit growth in Sydney and Melbourne property, 6.8% per annum is still well above interest rates, bond yields and the ASX.  
Hobart’s median dwelling value is highly affordable to interstate investors at $360,000 – approximately a third of the value of the median Sydney dwellings.  This low price point may be particularly appealing to first home buyers who have been crowded out of New South Wales, where first home buyers make up a historically low 8% of the owner occupier mortgage market. 
Bullish attitudes towards this slow but steady growth market are also reflected in development applications. 
There may be a few reasons that construction periods in Tasmania are longer. Being separated from the mainland and major ports, freight times may be longer for the delivery of building materials.
As there is little large scale construction on the island state, there is also a shortage of local building suppliers and builders themselves. A fundamental constraint to growth in the Tasmanian economy often highlighted are the high levels of underemployment. However, due to growth constraints and many public schools not offering years 11 and 12 until recent reforms, it is difficult to provide upskilling opportunities for the underemployed. In 2015, Tasmanian students had just 60% of students attain year 12 completion, compared with a national average of 75%. Construction has highlighted this skills shortage in Tasmania, at a time when the state economy could benefit from completions in housing, retail and commercial builds.

Hong Kong retail group Glorious Sun has acquired an entire office building on Melbourne's city fringe for $42 million.
The property at <a href="https://www.realcommercial.com.au/property-offices-vic-melbourne-502516710" target="_blank">324 St Kilda Road</a>, near Dorcas Street, was bought from the WA-based investment manager Lester Group.
The fully leased eight-level building has tenants including Wesfarmers with a weighted average lease expiry of five years.
With its net annual income of about $2.45 million, the early 1980s building sold on a yield of 5.8 per cent.
"The implementation of the Melbourne Metro Rail Project has improved confidence in the St Kilda Road area, resulting in increased momentum from investors in the precinct due to expected upward pressure on rents from the significant infrastructure project," JLL's Langton McHarg said.
