Gold Coast-based developer <a href="https://www.apartments.com.au/developers/ignite-projects">Ignite Projects</a> has lodged a Development Application for a landmark $120 million precinct set to transform the southern gateway of the much-loved Spit.

Positioned at the most prominent entry point to the iconic peninsula, the project has been designed with a strong focus on architecture, public space, heritage and connectivity, delivering a revitalised parkland setting that invites locals and visitors to engage with the Broadwater.

Central to The Isles proposal is a significantly upgraded public realm, including landscaped open space, a new waterfront café, and a family-friendly park featuring a naval-themed playground, open lawns and improved pedestrian connections.

The training mast from the vacant and degraded naval cadet building, which forms part of a former Navy minesweeper, will be preserved. The existing Navy Memorial will be relocated and upgraded in collaboration with the RSL, allowing it to be publicly accessible for the first time in years.

Heritage-listed Humphreys Boat Shed remnants will remain and be incorporated into the landscape, while the site’s established Norfolk Pines will be retained, reinforcing the area’s character and sense of place. The enhanced parkland will ultimately create a long-term community asset at the entry to The Spit.

The Development Application (DA) lodged with Gold Coast City Council includes 28 waterfront apartments across three levels, ranging in size from 145sqm to 383sqm, designed as a feature landmark within the precinct and complement the public domain.

The Federal Government’s sweeping changes to negative gearing and capital gains tax could trigger an unintended consequence: a surge of investor demand into the new and off the plan apartment sector.

While Treasurer Jim Chalmers has framed the reforms as a way to improve housing affordability and rebalance the tax system, the carve-outs for newly built housing are already positioning off the plan apartments as one of the few remaining tax-effective property investment plays.

Under the changes handed down in the Federal Budget, investors purchasing established properties after budget night will no longer be able to access negative gearing benefits. The Government will also replace the long-standing 50 per cent capital gains tax discount with a new inflation-indexation model and introduce a minimum 30 per cent tax on gains from July 2027.

However, there is a major exemption.

Investors buying new builds, including off the plan apartments, will still be eligible for negative gearing and will be able to choose between retaining the current 50 per cent CGT discount or adopting the new indexed model.

That distinction is expected to reshape investor behaviour almost immediately.

For years, established housing has dominated investor purchases because of its perceived lower risk, immediate rental returns and stronger historical capital growth. But with the tax advantages now heavily skewed toward new housing supply, the economics are changing rapidly.

The Federal Government has been explicit about its intent.

“The housing market and tax system are broken,” Chalmers said ahead of the Budget, arguing that existing concessions were disproportionately rewarding speculation rather than supporting housing supply.

The Government says the reforms are designed to encourage investment into new housing rather than established stock, a move aimed at increasing supply during a prolonged housing shortage.

According to the official Budget papers, limiting negative gearing to newly built homes is intended to “better align tax incentives with housing supply objectives.”

For the apartment development sector, particularly the off the plan market, the changes could become one of the strongest investor tailwinds in years.

Developers across Sydney, Melbourne and Brisbane have spent the past two years battling elevated construction costs, higher interest rates and subdued investor confidence. Many projects have struggled to secure sufficient pre-sales to commence construction, particularly in markets heavily reliant on investor demand.

The Budget changes may now alter that equation.

Investors seeking tax-effective property exposure will increasingly find themselves funnelled toward newly built apartments simply because established dwellings no longer offer the same benefits.

Commonwealth Bank described the reforms as one of the most significant shifts to residential property investment settings in decades, noting that the package is centred around “limiting negative gearing for residential property to new builds” while replacing the existing CGT framework.

That could have profound implications for the apartment sector.

Off the plan apartments already hold several advantages for investors. Purchasers typically secure a property at today’s price while settlement occurs years later, allowing time for capital growth and reducing the upfront capital burden. Brand-new apartments also generally attract depreciation benefits, lower maintenance costs, and stronger appeal to renters seeking modern amenity.

Now, they may also become one of the only residential property types still offering the full suite of historical tax advantages.

Industry analysts expect investor demand to increasingly migrate toward projects that can clearly demonstrate strong rental demand, transport connectivity and long-term supply constraints.

The shift is likely to be particularly pronounced in apartment markets already underpinned by structural undersupply, including inner Brisbane, the Gold Coast, parts of Sydney’s Lower North Shore and select Melbourne precincts where new apartment commencements have collapsed over recent years.

The reforms also arrive at a time when apartment supply nationally remains critically constrained.

Australia is already struggling to meet the Federal Government’s target of delivering 1.2 million new homes over five years. Construction feasibility pressures have delayed or shelved thousands of apartments across the country, particularly as building costs remain elevated and financing conditions remain tight.

Critics of the Budget changes argue the reforms could reduce overall investor participation in the housing market and place upward pressure on rents by discouraging investment in established housing.

Some economists estimate the measures could reduce housing supply over the longer term if overall investor appetite weakens.

However, the Government is betting that redirecting investor capital into new housing supply will offset those concerns.

“To continue to incentivise construction of new housing, investors building new residential properties will be able to choose either the 50 per cent CGT discount or the new arrangements,” the Budget papers stated.

That wording has been closely watched by the development industry because it effectively positions new apartments as the preferred investment class within residential property.

For off the plan developers, the reforms could become a powerful sales tool.

Projects that have increasingly relied on owner-occupier demand may once again attract investors seeking to preserve the tax advantages still attached to newly built housing before the July 2027 changes take effect.

The reforms are also expected to sharpen the divide between established and new housing markets.

Rather than a broad investor retreat from property altogether, many analysts expect a redistribution of capital toward sectors still supported by Government incentives.

That could create stronger demand for apartment projects in key urban growth corridors and transit-oriented precincts where population growth, migration and rental shortages remain elevated.

The policy direction also aligns with the Government’s broader push toward increasing housing density in established urban areas.

Across Sydney, Brisbane and Melbourne, planning reforms are increasingly encouraging higher-density apartment development around transport infrastructure and activity centres. By maintaining tax incentives for new housing, the Federal Government is effectively reinforcing that agenda from a taxation perspective.

For apartment developers who have spent years navigating subdued investor confidence, the changes may ultimately become the catalyst that reactivates parts of the off the plan market.

While the broader property sector is still digesting the long-term implications of the Budget, one thing is already becoming clear.

The era of investors buying established apartments and houses primarily for tax advantages may be ending.

But for off the plan apartments, the investment story may just be beginning.

The design originated from a Design Excellence Competition, where AJC proposed a building that combines suburban-style apartment scale with the density expected in a transport-rich centre. The development will include more than 1,800 square metres of retail and commercial space at street level, landscaped communal roof terraces, and a ground-floor pocket park framed by canopy trees. Together these elements aim to create a building that integrates with Chatswood’s evolving streetscape while maintaining a strong residential focus.

A key driver behind the architecture was the desire to deliver family-sized apartments rarely seen in the Chatswood market. The Anderson includes a mix of one to four-bedroom apartments, with around 35 per cent of the residences configured as three or four-bedroom homes. At the top of the building, two double-storey penthouses span approximately 200 square metres each, reinforcing the project’s emphasis on scale and long-term liveability for both downsizers and intergenerational households.

Orientation and outlook were central to the planning of the building. The apartments are positioned to maximise views to the north and east across Chatswood’s heritage precinct, with upper levels capturing glimpses of the Pacific Ocean. South-facing apartments gain distant views toward the Sydney CBD and Harbour Bridge, while the building’s configuration intentionally reduces western exposure at lower levels to minimise overlooking toward the nearby railway corridor.

The external design references the character of the surrounding conservation area without replicating it directly. A brick podium anchors the building to the street and introduces a series of architectural portals that draw inspiration from the nearby Chatswood Presbyterian Church. Above this base, the tower shifts to a lighter, more open expression defined by horizontal lines and carefully detailed balconies that balance privacy with outward views.

Toward the top of the tower, AJC introduces a distinctive lantern-like element formed by sliding screens. These screens provide both solar shading and privacy while also creating a visual marker for the building within the Chatswood skyline. The feature reinforces the architectural intent of the project, a structure that is visually refined while still responding to the practical requirements of apartment living.

Inside the residences, interior architecture focuses on clear spatial flow and practical everyday use. Open-plan living areas connect directly to large balconies, extending the internal living spaces outward and allowing natural light to move deeper into the apartments. Kitchens are designed as central working spaces with premium appliances and carefully selected materials, positioned to serve both daily living and entertaining.

How AJC designed The Anderson to bring oversized apartment living to Chatswood

<a href="https://www.apartments.com.au/developers/bridgewell-development">Bridgewell Capital</a> has lodged plans for a major mixed-use apartment development in the heart of Maroubra, seeking a significant uplift in height and density controls to deliver 120 apartments and a 120-place childcare centre near Maroubra Junction.

The State Significant Development application, filed through the NSW Government’s Housing Delivery Authority pathway, covers a 3,270 sqm amalgamated site at 251-257 Maroubra Road and 133-135 Garden Street. The proposal includes a concurrent rezoning that would increase the maximum building height from 12 metres to 35.6 metres and lift the floor space ratio to 4.02:1.

Designed by <a href="https://www.apartments.com.au/architects/bka-architecture">BKA Architecture</a>, the project would replace a mechanic’s workshop and several detached homes with a 10-storey residential building above four basement levels.

The scheme comprises 120 apartments, including 27 affordable housing units to be managed by a community housing provider for 15 years, alongside 203 basement car spaces and 92 bicycle spaces. A childcare centre occupying nearly 900 sqm of floor area would sit at ground level and be capable of accommodating 120 children and 22 staff.

“Designed to complement the character of Maroubra’s town centre, this gateway proposal features a building scale that matches its surroundings,” the report stated.

“It integrates residential units above a ground-level childcare centre, fulfilling the strategic objectives of the Randwick City Council Masterplan.”

The apartment mix is weighted toward larger residences aimed at families and downsizers, reflecting changing demographics in the Randwick LGA and increasing demand for medium-density housing close to transport and amenity.

BKA Architecture said the proposal seeks to reinforce Maroubra Road as a civic spine while improving the pedestrian experience around the site through landscaping and upgraded public interfaces.

“The design capitalises on the following site opportunities: reinforcement of Maroubra Road as a civic spine, enhancement of pedestrian pathways and the public interface via new landscaping, and strong market demand for two and three-bedroom apartments to support families and down-sizers,” the Design Report noted.

The site is close to Pacific Square Shopping Centre, major bus routes, schools, parks and future cycling infrastructure proposed under the Maroubra Junction Masterplan.

The Maroubra proposal aligns with broader NSW Government initiatives encouraging higher-density housing near established centres and transport corridors, particularly where affordable housing is incorporated.

Camberwell retail property sells for $6 million through Savills

Commercial property sentiment moderated for the second consecutive quarter, according to NAB’s latest index, though overall confidence improved in the September and the index is expected to rise to +38 in the next 12 months.
NAB’s Commercial Property Index was down 5 to +18, but remains above long-term average levels. 
“Although sentiment was above long- term averages in all markets (except CBD hotels), it continues to vary widely by property type,” said an accompanying release. 
The uptrend in office that started in mid- 2016 reversed in Q3 (down 11 to +28), with weaker outcomes reported in all states except WA (but still negative).

NSW leads in office markets (with sentiment at very high levels), followed by Victoria. 
CBD hotels re-emerged as the most positive sector (up 9 to +30). Retail market sentiment was also higher (up 6 to +12) and lifted in all states (bar WA &amp; NSW) with QLD leading the way. Industrial sentiment softened (down 15 to +2) - with sentiment lower in all states except WA (but negative). 
Overall confidence levels in commercial property markets improved in the September quarter - the index is now expected to rise to +38 in the next 12 months (from +30 previously) and +43 in 2 years’ time (+35 previously). 
“Confidence levels among surveyed property experts lifted in all sectors - most noticeably in the CBD hotels sector - which is likely reflecting strong fundamentals in key CBD markets, especially Sydney,” it said. 
Overall confidence levels in office were also slightly higher in Q3 as weaker (but still vey strong) outcomes in NSW and Victoria were offset by improvements all other states (particularly WA). 
In retail markets, confidence increased, with gains in all states. 
In the industrial property sector, gains were largely in WA and Queensland, with experts in the industrial property sector in Queensland also still the most confident of all states, and confidence levels in WA improving the most (but from very low levels). 
By state, lower overall sentiment was dragged down by NSW and Victoria. 
Sentiment lifted in SA/NT and WA (but negative) and was steady in Queensland. The state index for NSW fell (13 to 34), and was lower in all sectors. 
In Victoria (down 13 to +29) the index fell in Office and Industrial, offsetting an improvement in Retail. Sentiment continued to recover in WA (up 11 to -29), recording its strongest read since late-2014 (but still negative). Property experts in NSW and VIC were also less confident in the Q3 survey - but remain the most upbeat of all states in the next 1-2 years. 
Queensland is however bridging the gap, with confidence levels rising in all market sectors. Confidence in SA/NT also lifted solidly (from a small sample size) led by better outcomes in Office and Retail. In WA, confidence levels also improved - and in all sectors with a particularly big uplift in the Office segment. 
On average, property experts have lifted their expectations for capital growth in the next 1-2 years in all sectors. Expectations are strongest for CBD Hotels (2.3% &amp; 2.4%), followed by Office (1.9% &amp; 2.3%), Industrial (0.9% &amp; 1.9%) and Retail (1.3% &amp; 1.1%). 
Capital growth expectations for Office property were pared back but are still highest in NSW (3.4% &amp; 3.2%) and Victoria (1.8% &amp; 2.8%). They were revised up in Queensland (0.8% &amp; 1.5%) and in WA (-0.1%&amp; 1.9%). QLD is expected to provided the best capital returns in Industrial markets (2.0% &amp; 3.5%), followed by NSW (2.1% &amp; 2.8%). 
Industrial capital values in WA are tipped to fall heavily next year (-1.9%) and grow in 2 years’ time (0.4%), with weaker growth also predicted for Victoria (0.9% &amp; 1.2%). Overall capital growth expectations in Retail improved again in Q3 (1.3% &amp; 1.1%), with Queensland and Victoria the stand out states. 
The national Office vacancy rate was unchanged at 9.7% in Q3. Vacancy rates were reportedly lowest in VIC (4.3%) and NSW (6.3%) where strong tenant demand and take-up is continuing. Vacancy rates in SA/NT (12.3%), Queensland (13.0%) and WA (15.0%) were however still elevated. In Retail, overall vacancy climbed to 5.7% in Q3 to its highest level since late-2014. 
Vacancy increased most in WA (8.0%) and was lowest in Queensland (4.7%). In Industrial markets, vacancy also climbed to a survey high 7.0%, mainly reflecting a significant increase in available space in WA (10.0%). Looking forward, Office vacancy is expected to drift down in the next 1-2 years, with market tightness most apparent in VIC &amp; NSW. Vacancy is also expected to improve in Queensland, SA/NT and WA, but remain high amid large supply over-hangs in WA.

Commercial property sentiment moderates for second quarter in a row: NAB index

Melbourne's 150-year-old Athenaeum Club has leased 400 sqm of retail space to Italian fashion brand Fendi for its flagship Australian store at its high-end premises at the top of Collins Street.
Fendi has taken a long-term leasing deal at <a href="https://www.realestate.com.au/property/85-collins-st-melbourne-vic-3000" target="_blank">85 Collins Street</a> (picture above). 
Market chatter suggests the annual rent is between $1.8 million and $2 million.
The new Fendi store will replace Ashley Opal Jewellers and Watches of Switzerland's Rolex boutique.
Fendi, known best for its "baguette" woman's handbags, is part of the Paris-listed luxury LVMH Group which also owns top brands like Louis Vuitton, Christian Dior and Givenchy. 
Valentino and Yves Saint Laurent are understood to be some of the other luxury brands hunting for luxury space at the "Paris End" of Collins Street, the AFR said.

Melbourne's Athenaeum Club leases space to Italian fashion brand Fendi on Collins Street

Retailer Pepkor’s first Australian Debenhams store in Melbourne, which opens next week, gives a peek into what a department store may look like in the future.
The store is a small in size and stock from a typical Myer or David Jones store, but expects to offer a curated range of brands chosen with the Australian shopper in mind.
Debenhams is a British multinational retailer which operates under a department store format. UK retailer Debenhams has identified Australia as a strategic priority and aims to triple online sales in its first year operating in Australia.
Pepkor south-east Asia's department stores managing director Graham Dean told The Australian Financial Review that the new format was the way forward for the department store sector, which is facing increasing competition from online stores and global bricks-and-mortar retail chains.
The official opening is on October 24.
"We have basically come up with the concept for this market because we believe the future of a department store isn't to trade in a 10,000 square metre space over multi levels," said Dean, a former Myer executive who also runs Pepkor's Harris Scarfe department stores.
He added that the modern fashion and beauty customer is time poor and would like the retailer to do the curating and come up with the “best possible range."
The smaller format will generate higher sales per square metre than a traditional department store but staff ratios will be higher and they will be trained to work across all categories and brands.
The Debenhams store is the anchor tenant in JPMorgan's refurbished St Collins Lane retail centre in Collins Street and occupies the ground and lower ground floors. It will span 3,600 sqm. 
The range of 30,000 SKUs includes international cosmetics brands and exclusive women's, men's and homewares brands from Debenhams, including the Duchess of Cambridge's favourite designer Jenny Packham, Siren by Giles Deacon, Butterfly by Mathew Williamson, Henry Holland, J by Jasper Conran, Hammond and Co and Racing Green.
The four-level mall has struggled to find tenants to occupy shops on upper floors so far, but Dean said the site was selected to take advantage of the "ant track" from Flinders Street to Melbourne Central, which attracts about 17,500 people a day.
“We are not a traditional department store and that is the key,’’ Mr Dean told The Australian.
“We are small format. Myer would be around 10,000sq m in average size; we are 3600sq m and we will never go above 4500sq m in any of the stores we open, so we are not trying to compete in a traditional department store sense.
“Therefore we don’t feel we are subject to the same pressures a Myer or David Jones have. We don’t have kidswear; we aren’t trying to sell toys; we won’t sell LED TVs in a market where you have a JB Hi-Fi better at it, or iPads or any of those items. We are in the beauty business, the fashion business and it is curated to fit the space we occupy.’’
Pepkor has links into the Australian retail market. Global retailer Steinhoff International bought Pepkor three years ago for $6.7 billion, and it owns a large portfolio of retailers in Australia, including Best &amp; Less, Harris Scarfe, bedding chain Snooze and furniture retailers Fantastic, Plush and Freedom Group. Mr Dean said the Australian retail market had always been competitive, but there was a place for an operator like Debenhams, which aims to open 10 stores here.
Meanwhile Myer and David Jones are shrinking stores to improve productivity and opening smaller-format stores.
But with 15 and 20-year leases it will take time to significantly change their networks, observers noted.
In spite of the luxury brands, Debenhams intends to keep prices more in keeping with private labels at Myer, ranging from $99 for women's jackets to $399 for sequinned evening dresses.
"We're elevating the environment and service levels but not the pricing," said Dean. "It's got to be good value for money."

Debenhams' smaller format offers a glimpse into future Australian department stores

The biggest market trend happening nationally is that smaller capital cities and larger regional centres are rising, while the two biggest cities are trending downwards.
Economists and other commentators who like to generalise keep telling us that the rate of growth in “Australian house prices” is declining and “the property market” generally is losing steam.
But they’re really talking about everyone’s obsession, Sydney, and ignoring the myriad different scenarios playing out in markets across the nation.
Sydney and Melbourne are still prominent in terms of annual price growth, but sales activity confirms that both Sydney and Melbourne are gradually heading south from their peaks, especially Sydney which is ahead of Melbourne in the cycle. 
In terms of the number of individual growth markets, the two biggest cities are being overtaken by some of the smaller state capitals. Both Canberra and Hobart are heading up while the two big cities are trending down.
But the headline trend is that regional markets are becoming dominant. 
If we divide the nation into jurisdictions comprising the capital cities and regional areas of each of the states, the two leading jurisdictions right now (the ones with the most growth locations) are Regional Queensland and Regional New South Wales. 
Regional Victoria also has a growing number of upwardly-mobile markets. In NSW, Victoria and Queensland, the regions now have more growth markets than their capital cities.
Among the rising markets is the Newcastle/Hunter region, which is the stand-out precinct in Regional NSW. The Lake Macquarie LGA on the fringe of Newcastle has five growth suburbs and several other steady ones. Other LGAs close to Newcastle with growth momentum include Port Stephens, Maitland and Cessnock. 
Both Singleton and Muswellbrook, which suffered when the coal downturn coincided with new supply, are continuing to mount comebacks. They form part of another trend in regional Australia, whereby many of the locations worst hit by the end of the resources investment boom are showing increasing signs of revival in their property markets. 
In Western Australia, centres like Port Hedland and Karratha (which had massive reductions in property values in recent years) now have sales activity rising again. 
In Queensland, regional centres like Mackay, Emerald and Dalby are showing signs of recovery. Even coal-mining town Moranbah, the quintessential boom-bust town, now has sales growing again. 
I’m not suggesting investors should be considering buying there – these locations have volatile markets at the high-risk end of the investment spectrum. I simply observe that they’re part of a revival of fortunes in some parts of regional Australia.
They’re also part of my argument that we don’t have a single market in Australia but many different ones – and they’re not all moving in the same direction or at the same speed.
While Sydney is waning, Canberra is starting to rise. Perth, which has been doing the polar opposite of Sydney over the past four years, is continuing the trend by moving into a recovery phase.
In the recent past, I have suggested that the first glimpses of recovery could be seen in Perth. Now the city has a significant number of suburbs with growing sales activity, for the first time in four years. 
So next time you see commentary from someone who discusses Australia as a single market, keep in mind the many different scenarios currently playing out in Sydney, Canberra, Hobart, Perth and the various centres across regional Australia.

Smaller capital cities and larger regional centres rising

One of the first mixed-use development sites in Sydney’s Inner West suburb of Burwood within The Parramatta Road precinct is set to hit the market through Savills.
Located at 318-324 Parramatta Road, the site has four separate lots accommodating three detached commercial dwellings situated on nearly 3,664 sqm of land.

“As Sydney grows, it will be more and more important that we enhance the liveability of our suburbs by creating great spaces where people will want to live and work and are encouraged to get out and walk or cycle or relax in well-designed opened spaces,” Turnbull said.
Stuart Cox said Burwood is a well-established suburb which has developed into a mixed commercial and residential precinct and hence a lot of interest was expected from high net worth investors and developers.

A commercial building from where Russian restaurant Nevsky in Melbourne’s Elsternwick operates has changed hands for a sharp 3.7 percent yield.
The sold price of $1.5 million at auction was $200,000 above the reserve.
The <a href="https://www.realcommercial.com.au/property-retail-vic-elsternwick-502553834" target="_blank">476 Glen Huntly Road</a> sold to a local private investor with a three-year lease to Nevsky. There are two more three-year options. 
The property returns nearly $56,257 per annum plus outgoings and GST.
The selling agents were Fitzroys Mark Talbot and Chris Kombi.
The two-storey building has an area of 200 sqm and sits on the 132 sqm site zoned Commercial 1.

Nevsky, Russian restaurant site in Melbourne's Elsternwick sold for $1.5 million at auction

Building activity data for the June 2017 quarter was published by the Australian Bureau of Statistics earlier this week. The data contains additional insight to the housing construction sector, tracking quarterly dwelling commencements, completions and counts of dwellings under construction. The data is showing a softening in commencements as approvals have slowed but still heightened levels of completions and dwellings under construction. 
<h3>Dwelling commencements</h3>
Over the June 2017 quarter, seasonally adjusted data showed that 28,087 new houses and 24,380 new units commenced construction nationally.  The number of houses commenced was 3.3% higher over the quarter but -7.1% lower than a year earlier while unit commencements were down -0.8% over the quarter and -6.6% lower over the year.     Year-on-year new house commencements were lower in each state and territory, recorded at: -3.5% in NSW, -7.2% in Vic, -3.1% in Qld, -10.6% in SA, -12.2% in WA, -7.0% in Tas, -29.1% in NT and -37.9% in ACT.   Year-on-year new unit commencements were higher in NSW (3.3%), Vic (3.2%), SA (35.0%) and Tas (153.1%) and they were lower in Qld (-30.4%), WA (-40.5%), NT (-40.9%) and ACT (-17.7%).
Commencements for houses picked up over the quarter but are lower across all regions over the year.  Meanwhile unit commencements are trending lower in most states and territories with notable exception of NSW, Vic and Tas.  NSW and Vic have been home to the two strongest housing markets over recent years (Sydney and Melbourne) and are seeing the largest increases in population fuelling housing demand.  Meanwhile, dwelling values in Tasmania’s largest city (Hobart) are rising at the fastest rate of any capital city while stock levels are very low so it seems a supply response is occurring.
<h3>Dwelling completions</h3>
Seasonally adjusted data nationally shows that over the June quarter there were 28,251 houses and 25,090 units completed nationally.  Interestingly these figures are fairly closely aligned to commencements so what was completed was effectively replaced as having started construction.  Over the quarter, new house completions were down -1.2% and new unit completions were -10.2% lower.  Year-on-year new house completions were -9.0% lower and new unit completions were down -5.2%.   State and territory data which isn’t seasonally adjusted shows that year-on-year, new house completions rose in NSW (8.6%), Qld (18.3%) and ACT (73.3%) while completions were lower in Vic (-12.8%), SA (-3.7%), WA (-45.3%), Tas (-29.8%) and NT (-44.2%).   New unit completions increased over the year in Vic (11.1%), Qld (13.7%) and ACT (29.6%) and were lower in NSW (-20.4%), SA (-41.6%), WA (-22.3%), Tas (-40.0%) and NT (-69.9%)
Completions remain at high levels however, they have eased back a little.  Given that there remains a high volume of stock under construction (as we will analyse shortly) it’s anticipated that completions are likely to remain elevated for some time.
<h3>Dwellings under construction</h3>
At the end of the June 2017 quarter, there were 216,242 dwellings under construction nationally.  Although the number of dwellings under construction is down from its historic high of 224,314 in September 2016, it is still at an extremely elevated level.  As a comparison, the long-term average number of dwellings under construction at the end of a quarter is 106,774 and even over the past 10 years the average has been recorded at 153,545.  In June 2017, there were 62,409 new houses and 151,510 new units under construction nationally.  Again, both are well above the long-run averages of 48,329 and 38,964 respectively.   Looking at the data across the states, at the end of the quarter the number of new houses under construction was recorded at: 17,845 in NSW, 21,401 in Vic, 8,605 in Qld, 4,726 in SA, 7,669 in WA, 1,227 in Tas, 276 in NT and 660 in ACT.  By comparison, the long-term average number of houses under construction across the states is recorded at: 13,566 in NSW, 15,186 in Vic, 7,250 in Qld, 3,681 in SA, 7,455 in WA, 1,548 in Tas, 544 in NT and 938 in ACT.  All states and territories except for Tas, NT and ACT currently have more new houses under construction than the long-term average.   The number of new units under construction is where there is generally a substantial deviation from the long-term average.  Across the states, at the end of the June 2017 quarter the number of new units under construction was recorded at: 64,470 in NSW, 43,240 in Vic, 27,420 in Qld, 4,230 in SA, 6,360 in WA, 391 in Tas, 495 in NT and 4,904 in ACT.  Tas is the only state or territory with fewer new units currently under construction than its long-term average which is recorded at 431.  Across the remaining states, the long term average number of new units under construction is: 17,162 in NSW, 10,854 in Vic, 7,897 in Qld, 1,955 in SA, 3,382 in WA, 445 in NT and 1,235 in ACT.  The current number of new units under construction in NSW (+276%), Vic (+298%), Qld (+247%), SA (+116%) and ACT (+297%) is well in excess of double the long-term average.
The volume of new housing stock under construction remains at dizzying heights, albeit not quite as high as a few quarters ago.  The surge in stock under construction is being driven by units which by nature take longer to build and deliver more stock in a single project than houses. Interestingly, the number of units under construction has slowed in Vic and Qld but continues to climb in NSW.  This is probably to do with the fact that many property purchasers in NSW can simply no longer afford houses (particularly in Sydney) so units become their only housing purchase option. 
<h3>Conclusion</h3>
Although dwelling approvals have eased from their record high levels, over recent months they have been fairly steady.  They seem to have settled at a level which is well above long-term average levels.  While this means that commencements won’t be as strong going forward they are likely to remain high relative to historic levels.  There is a significant number of new dwellings (particularly units) under construction which means that completions are likely to remain elevated for some time. Once they do fall we would expect them to stabilise at a level well above the long-term average.  With the national population increasing rapidly, these people need to be housed so although housing construction is unlikely to remain as strong as it has been recently, we do expect that a substantial volume of housing construction is likely to continue to take place.

A mid-19th century pub in Melbourne’s inner-city suburb of Abbotsford has changed hands for $3.18 million, well above the reserve price of $2.25 million.
The sale highlights the strong market for pub transactions. 
The <a href="https://www.realcommercial.com.au/property-hotel+leisure-vic-abbotsford-502495522" target="_blank">Park Hotel at 191 Nicholson Street</a> was advertised for sale via auction on September 1 through Knight Frank.
It sold on a 2.6 per cent yield.
The property currently returns $83,340 p.a.net. and rent increases are 4 percent annually.
The current lease term of three years ends in 2018 with a further term of 3 years.
It has a front bar, dining room, commercial kitchen, beer garden and upstairs accommodation.
The site area is about 480 sqm.
It was sold by two brothers who had owned the venue as an investment for 35 years.
Selling agents Andrew Greenway and Paul Pellegrino of Knight Frank said the buyer had no intention of redeveloping the building into apartments, a now-common trend with Melbourne's popular pubs, Fairfax Media reported.
