Privacy, room for guests and usable living space tend to matter more when an apartment is intended as a permanent home rather than an occasional coastal base.

From outside, those projecting forms contribute to the tower’s faceted profile. Strong horizontal and vertical elements establish its proportions, while the changing position of the sun alters the light, shadow and reflection across the façade throughout the day.

The same attention moves inside the apartments, where the material palette combines warm timber, natural stone, metallic detailing and softer curved forms. Kitchens sit within the main living zone, with stone island benches, integrated joinery and European appliances, before the living areas extend towards the glazing and the outlook.

Three genuine bedrooms provide room to accommodate family and guests, while two secure car spaces and storage address some of the practical considerations that can become more noticeable when moving from a larger home. Feedback from the display suite has centred on the warmth and restraint of the interiors, with buyers commenting that the residences feel like homes rather than conventional coastal apartments.

A limited collection of half-floor penthouses occupies the upper levels, increasing the scale of the living spaces and adding private balconies and elevated finishes. From this position, the outlook extends between the ocean and hinterland.

Outside the private residences, The Eveleigh separates its shared spaces between the podium and rooftop. The podium is centred on wellness, with subtropical landscaping surrounding a swimming pool and pool terrace, yoga garden, private gymnasium, sauna and hot and cold plunge facilities. The Surf Parade site brought together proximity to the beach, protected coastal outlooks and walkability to dining, shopping and recreation. Hirsch &amp; Faigen also identified the street as an emerging premium residential address, with enough separation from Broadbeach's busier destinations to retain a quieter environment at home.

The Eveleigh is now under construction by Maxcon, with completion forecast for mid-2028. Three-bedroom residences are currently available from $2.87 million.

The Eveleigh brings house-like apartments to Broadbeach

A long-stalled Campbelltown development site is back in play, with new plans for 139 apartments set to supersede a mixed-use scheme approved almost a decade ago but never built.

The new proposal for 28 Cordeaux Street would deliver 116 market and 23 affordable apartments in a part 14-storey building, bringing a substantial new project into a Campbelltown market where new apartment supply remains limited.

Plans have been filed over the 3,092 sqm corner site at Moore-Oxley Street, around 600 metres from Campbelltown Railway Station and the city-centre retail core.

The site already carries a mixed-use residential approval dating to 2016. Doroch Architects has now been engaged on a larger replacement scheme, which is progressing as a State Significant Development Application following a Housing Delivery Authority determination in August 2025.

The apartment mix comprises 39 one-bedroom, 72 two-bedroom and 28 three-bedroom residences. Two-bedroom apartments make up just over half of the project, while three-bedroom homes account for 20 per cent.

Of the 139 apartments, 23 will be delivered as affordable housing under the in-fill affordable housing provisions of the Housing SEPP. The affordable component represents 15 per cent of the residential gross floor area and will be managed by a registered Community Housing Provider.

Doroch has sought to break the scale of the building into two distinct elements, with a masonry podium of around four storeys establishing the street edge before the residential tower steps back above.

The corner position has shaped that approach. Cordeaux Street faces toward the commercial and civic centre, while Moore-Oxley Street leads into the lower-scale residential neighbourhood to the south, and the design verification report describes the site as "bridging the commercial core to the north and established residential areas to the south."

The podium will be expressed predominantly in face brick, while the upper levels shift to brushed and grooved concrete cladding with darker metal detailing. Recessed sections, deep balcony edges and landscaping break down the upper form, with an approximately 11.8-metre setback to the northern boundary addressing the adjoining St Peters Anglican School.

Campbelltown has been starved of new residential developments in the last decade.

The only other notable development set to come to market this year is ALAND's Queen Square, a mixed-use precinct on over two hectares that will comprise apartments above a vibrant ground-level retail and hospitality dining precinct.

Queensland builder-developer MAYD has revealed the first look at its major North Kirra beachfront development, lodging amended plans that reduce the number of apartments and increase the proportion of larger residences.

The project is planned across a substantial 4,742 sqm amalgamated site spanning seven lots at <a href="https://www.apartments.com.au/new-apartments/2-6-pacific-parade-bilinga-qld-4225">2-6 Pacific Parade</a> and 27-33 Golden Four Drive in Bilin​ga, directly opposite Nor​th Kirra Beach.

<a href="https://www.apartments.com.au/developers/mayd-group">MAYD</a> secured the site for $32.5 million in 2025, in what was one of the Gold Coast's largest property transactions of the year.

The development will be delivered across two stages, with the first stage carrying an estimated gross realisation value of around $360 million.

The latest amendments seek to reduce the overall apartment count and shift the project further toward the owner-occupier market, with larger residences designed for buyers wanting considerably more space than traditionally offered in a beachfront apartment.

The residential mix will include townhomes, oversized two-bedroom apartments, substantial three-bedroom residences and four-bedroom homes.

MAYD has appointed Cera Stribley to lead the architecture and interiors, with the Melbourne-based design practice drawing on the beachfront setting through a series of ocean-facing terraces and heavily landscaped balconies.

Strong horizontal forms and curved balconies will define the exterior, with subtropical landscaping integrated throughout the building to soften the built form and increase the connection between the residences and the beachfront.

The project will also include an extensive collection of resident wellness and lifestyle facilities, continuing the broader shift across the Gold Coast's luxury apartment market toward larger homes supported by resort-style amenity.

MAYD Founder Todd Mould said North Kirra was increasingly appealing to buyers attracted to the more established, lower-density character of the southern Gold Coast.

"North Kirra presents one of the most compelling luxury residential opportunities currently emerging in Australia, combining absolute beachfront with the character and authenticity that buyers are increasingly seeking, and the same sense of tight-knit community that defined Burleigh and Currumbin perhaps 10 or 15 years ago," Mould said.

"With Gold Coast Airport on its doorstep, it also offers a level of accessibility that broadens its appeal across almost every market demographic."

The project comes as the southern Gold Coast continues to attract an increasing share of high-end apartment development and buyer activity.

Kirra in particular has emerged as one of the region's more tightly held beachfront markets, with its relatively low-density character, established surf and hospitality scene and proximity to Gold Coast Airport differentiating it from the higher-density markets further north.

Mould said those characteristics had informed the approach MAYD and Cera Stribley had taken to the project.

"We've worked closely with Cera Stribley to create a vision that is deeply connected to its surroundings," he said.

"Inspired by the coastline itself, the architecture has been shaped around space, privacy and resort-style living, creating a collection of homes that reflects the next generation of luxury on the southern Gold Coast."

MOTIV Managing Director Carly Cottam, who has been appointed to market the project, said buyer attention had continued to move south along the Gold Coast.

"Purchasers who may once have defaulted to Broadbeach, Main Beach or Surfers Paradise are increasingly recognising the value of a genuine beachfront location that offers lower density, strong amenity and a more established sense of community," Cottam said.

"Kirra has a powerful combination of growing demand and genuine scarcity. Beachfront supply is inherently constrained, the area remains relatively low density, and buyers are increasingly placing a premium on locations that feel established, uncrowded and authentic rather than heavily developed."

Cottam said the proximity to Gold Coast Airport was also proving increasingly important for interstate and second-home buyers.

"Being minutes from Gold Coast Airport makes it particularly compelling for interstate buyers, frequent travellers and second-home purchasers who can access an authentic coastal lifestyle almost immediately after stepping off a flight."

The acquisition takes MAYD's active development portfolio to more than $500 million, with the North Kirra project representing one of its largest undertakings to date.

MAYD is targeting an early 2027 launch.

First look at MAYD's North Kirra mixed-use precinct

Castle Hill, the longtime hub of the Hills District, has been one of the major beneficiaries of Sydney's Metro expansion, with improved connectivity helping drive continued population growth, development and buyer demand across the Hills District.

But despite that growth, the suburb has seen relatively few major new apartment projects brought to market over the past 18 months.

Hills District developer Reve Group is looking to fill that gap with <a href="https://www.apartments.com.au/new-apartments/nova-r-ve-castle-hill-2-garthowen-crescent-castle-hill-nsw-2154">Nova Rêve</a>, a major new mixed-use precinct on the corner of Garthowen Crescent and Old Castle Hill Road, a short walk from Castle Hill Metro Station and Castle Towers.

The project will comprise three residential towers alongside a hotel, restaurants, cafes and a skybar, more than 1,600 sqm of ground-floor retail and almost an acre of landscaped gardens.

It represents the largest project undertaken by Reve Group, the development arm of the Kassis family, which has been building across the Hills District for more than 30 years through Kassis Homes.

Nova Rêve also represents a significant step up from the family's first apartment development, Grand Rêve, which was delivered nearby on Garthowen Crescent.

Grand Rêve introduced larger, house-like apartment layouts and premium inclusions including Wolf and Sub-Zero appliances to the Castle Hill market.

Nova Rêve takes that approach to a precinct scale, combining the residential component with hospitality, retail and substantial public and resident landscaping.

Reve Group Managing Director Sam Kassis said the project reflected the family's three decades of building in the Hills, which has evolved from trophy homes on quarter-acre blocks to larger-scale apartment development.

"Grand Rêve was our first apartment project here and it showed us what this pocket of Castle Hill could be. Nova Rêve is the refinement of that idea: not just apartments, but a place the whole suburb can use," Kassis said.

A key part of that approach is the hotel, which has been designed to operate as an amenity for the wider Castle Hill community rather than solely hotel guests.

It will include restaurants, cafes, skybars and all-day dining, alongside conference and event facilities catering to business functions, community groups and private events.

At ground level, more than 1,600 sqm of shops and cafes will open onto the surrounding streets and landscaped areas.

Almost an acre of gardens designed by Land and Form Studios will run through the precinct, incorporating pathways, seating, barbecue areas and children's play spaces.

Reve Group's Romio Georges said creating an active ground plane had been central to the planning of Nova Rêve.

"There are gardens with pathways, barbecues, seating and play areas, shops and cafes opening onto the street, and a hotel with restaurants and a skybar that anyone in Castle Hill can walk into," Georges said.

The project's elevated position on one of Sydney's highest ridgelines will also provide apartments with outlooks toward the Sydney skyline, surrounding parkland and the Blue Mountains.

More than 80 per cent of the apartments will occupy corner positions, with Turner responsible for both the architecture and interiors.

Car and home insurer Youi has unveiled its new Sunshine Coast headquarters building at the Sippy Downs technology precinct.    
The completion of Stage 1 of the four-level building provides the insurer with 12,500 sqm of high-tech office space and accommodation for up to 1,700 staff.  
Stage 2 of the project will see a 12,500 sq m wing added to the new headquarters providing space to accommodate up to 3,000 staff.
“We are one of the region’s major employers and have been part of the Sunshine Coast since Youi commenced its Australian operation with 30 staff in 2008,” said Youi CEO Frank Costigan.
“The decision to build our new headquarters at Sippy Downs reinforces our commitment to growing with the community and providing additional employment opportunities across the region.”
He added that the new location places Youi close to the University of the Sunshine Coast that would enable a partnership.
The unveiling was attended by Mayor Mark Jamieson.
“Sunshine Coast Council has been working with Youi for the past decade as it grew from a start-up business to be one of the region’s major employers now based in this very impressive global HQ,” Mayor Jamieson said.

When it comes to planning better cities for the future there’s one simple rule: connect people to places, people to transport and people to people.
The quality and efficiency of our connections have a major impact on how we experience city living. Too often when a city plans for connectivity the needs of people are neglected. We forget the deceptively simple principle that we must ensure that people are at the centre of how we plan, where we live, how we travel and how we get to work.
Despite our obvious need for connectivity, many of us are living in a state of “urban disconnect”. Cities have been designed for cars rather than people. Urban disconnect and discontent grow on the back of, and are compounded by, increasing pollution, depleting fossil fuels, rising fuel prices, traffic congestion and traffic fatalities.
As we become more disconnected, we suffer the consequences. These include greater inequality, a rise in obesity and social alienation – not to mention lost economic opportunities.
How to diagnose connectivity
Bringing the people and place connections to fruition requires an accurate diagnosis of current levels of connectivity. Connected places have three key attributes:

People connectivity — this exists where a place promotes social interaction and community engagement; where there is a sense of place, identity, community attachment and social diversity; and where people from all walks of life come into everyday contact with each other. This builds social capital and empathy across the social-cultural spectrum.

<li>
Place connectivity — this involves land use that provides easy access to a mix of neighbourhood activities, enabling short-distance travel. This brings place A and place B closer together.
</li>
<li>
Transport connectivity — this exists where low-impact modes of travel allow for sustainable mobility, which enhances the quality and liveability of places, making the journey between place A and place B safe, efficient and enjoyable.
</li>

Place and people connectivity encourages place-making and creates vibrant, liveable and attractive urban places.
Place and transport connectivity, on the other hand, is about urban function and describes how accessible urban places are. High place and transport connectivity means that places A and B are brought closer together, or it is faster and easier to travel between them.
To measure the connectivity attributes of places and the success of strategies to meet people’s needs, I developed an audit tool for continual quantitative and qualitative evaluation. The tool can be used to measure the “before and after” situation of a place to assess whether strategies to improve connectivity have been successful.
The audit tool incorporates five key dimensions:

diversity
</li>
<li>
walkability and cyclability
</li>
<li>
place-making
</li>
<li>
transport.
</li>
</ul>
A case study in connectivity
As an example of using the audit tool, we assessed how King Street in San Francisco performs against the diversity dimension.
Embarcadero Boulevard in San Francisco (which becomes King Street) replaced the elevated Embarcadero Freeway after the magnitude 6.9 Loma Prieta earthquake in 1989.
King Street provides a direct east-west connection between Embarcadero and the I-280 on and off ramps at Fifth Street. The Fourth Street station is a stub-end terminal with six rail platforms. The section I studied runs from the San Francisco Bay Bridge to Fourth Street (highlighted in red in Figure 1).

Diversity of block sizes has resulted in a neighbourhood housing information technology companies, media houses, financial institutions, car rental, pharmacy, fire department, retail stores, bowling alley, art stores, design studios, dry cleaners, cafeterias and restaurants. This creates an opportunity for a diverse demographic mix.
Students from the Mission Bay campus of the University of California, San Francisco, a centre for health research and education, together with the mix of office goers add to the diversity and create demand for a number of demographically specific functions and services. Private investments have been attracted to the neighbourhood. Other benefits include jobs, residential growth and increased land prices.

Diverse travel modes and a mix of retail, recreation, office and apartments offer a place to work, live and play. Picture by Reena Tiwari
The presence of AT&amp;T Park, home of the Giants Major League Baseball team, plazas and parks enhance the recreational character of the place. This diverse mix of functions attracts people to visit, run businesses, work, shop and live. The result is a vibrant neighbourhood character and economy.
Various medium and high-rise residential condominium projects have been built on King Street. There are also multi-family residential buildings. The different types of apartments are a pull factor for all age groups and family sizes.
This has also resulted in an increase in public transit commute trips. Walking-to-work trips, measured in the influence zone of the streetcar-served Embarcadero Boulevard, have increased by 1.6%.
Similarly, I applied the audit tool to the other four dimensions of connectivity attributes for the boulevard.
A well-connected place scores high on many, but not necessarily all, of the variables. Generally, it is a mixed-use place, of medium to high density with fine urban grain. Importantly, people are able to connect to an efficient and well-integrated transport network with easy access to destinations.
By involving users and residents in place-making, a connected place reinforces the community’s positive identity and sense of ownership.

<div>However, the result this quarter was pumped up by the minimum wage increase, and you can see in the chart below that a number of industries (such as accommodation &amp; food) how this inflated the quarterly numbers. </div>

<div>Over the year the industries with the most robust wage price growth included healthcare &amp; social assistance (+2.7 per cent), arts &amp; recreation services (+2.7 per cent), and education &amp; training (+2.4 per cent).</div>

Wages growth at snail's pace: Pete Wargent

The Australian Competition and Consumer Commission (ACCC) has launched a public inquiry into the National Broadband Network (NBN). Already, Telstra and Optus have come forward, offering to compensate customers whose expectations of internet speed delivery were not met.
But it’s four years too late. The ACCC dropped the ball when it allowed Telstra, Optus and its competitors to launch their NBN services without specific rules concerning misleading and deceptive advertising, or an enforcement mechanism to hold the NBN company to account for connection delays, missing appointments and fault rectification.
Now we’re in a position where the problems with the NBN run deeper than what can be solved through an investigation or more monitoring. Bad decisions about the technology, lack of hard data on performance and a war of words by competing providers makes it hard to untie responsibility for the mess.
The stated aims of the ACCC public inquiry are to determine whether NBN wholesale service standard levels are appropriate, and consider whether regulation is necessary to improve consumer experiences.
The data released this week by the ACCC Wholesale Market Indicators Report shows that:
<ul>
<li>NBN Co is supplying more than three million wholesale broadband access services</li>
<li>there are 26 NBN Co retail and wholesale internet service providers (ISPs - also known as “access seeker groups”) directly connected to NBN Co’s network</li>
<li>the top four ISPs are Telstra, Optus, TPG Group and Vocus.</li>
</ul>
Optimism bias, and how we got here
In behavioural economics, optimism bias refers to the phenomenon that we think markets are going to work out well even when there is no rational basis for supposing so. A similar optimism bias is often seen in infrastructure projects.
In the case of the NBN there were a few strategic opportunities to reduce the chances of market failure, but optimism bias by policymakers let the opportunities slip by.
And now we’re in the position where – in common with energy retailers, deregulated providers of vocational education and financial services firms – ISPs have taken internet consumers and their regulators for a ride.
In 2013, when the NBN provided a Special Access Undertaking (setting out prices and terms of access to ISPs) to the ACCC, there was a great opportunity to require objectively verifiable disclosure of wholesale operating speeds. However, the government allowed NBN Co to negotiate the service level agreement with ISPs directly, and left the ACCC to watch from the sidelines.
Similarly, there should have been truth in advertising rules imposed on Telstra, Optus and their competitors to prevent false service speed claims.
The absence of enforceable regulation was taken as a green light for ISPs to continue to promise unrealistic and unattainable internet speeds, as they had done for years before in relation to price and package data allowances. Connection speeds have become the new wild west in communications.
In the case of the NBN, the failure by the government and the regulator to require an adequate transparency measure, or even to monitor wholesale services standards has allowed the deterioration to the current state of affairs.
Not all is lost
In relation to false and misleading claims about internet service speeds, the ACCC has established a broadband monitoring program to generate data about broadband speeds and performance.
Under the scheme (which is based on similar ones operating elsewhere), the ACCC will install monitoring equipment in 4,000 homes across Australia that are connected to fixed-line NBN services – including fibre to the node, fibre to the basement, fibre to the premises, and hybrid fibre-coaxial.

Real-time data will determine average fixed-line NBN speeds at various times, and is expected to be published at least in part by the end of 2017.
A trickier task will be to sort out the real culprit in cases of service failure or performance shortfall. At present we see a culture of passing the buck, where complainants to ISPs are shunted off to the NBN, while the NBN just as vigorously points the finger at ISPs.
NBN argues (with some justification) that the ISPs are scrimping on the amount of capacity or bandwidth they are buying to on-sell to consumers. According to NBN Co, they are being criticised for something that’s just not their fault. Sorting of this provisioning stoush will not be easy even with the panel data.
Following the ACCC inquiry into the NBN’s wholesale service standards, possible regulatory changes would include imposition of fines, and establishing a process through which consumers could seek compensation at a retail level when minimum whole service standards are not met.
Finally, in an attempt to control deceptive claims about the speed of networks, the ACCC has issued Broadband Speed Claims – Industry Guidance. This advises retailers how to advertise speeds for NBN broadband services, including clearly identifying typical minimum speeds during peak periods.
It is unclear whether the proposed measures are intended to solve the problems or just to be seen to be doing something and so reduce the clamour.

The Hurstville Ritz Hotel and Cabramatta Hotel in Sydney have sold for a combined $90 million, capping a hot season for pub sales.
The hotels were owned by Stephen Bowden, the former Newtown Jets front rower.
Earlier, the Ryan family sold the Republic Hotel in Sydney's CBD to international property fund in an off-market deal through Ray White.
In another recent high-profile pub sale, the Justin Hemmes-led Merivale snapped up Vic on the Park Hotel in Sydney's Inner West in a deal estimated to be between $22 million to $25 million.
The off-market transaction for the Cabramatta hotels marks the largest hotel sale transaction in 2017, according to selling agency Sydney Hotel Brokers Pty Limited.
The deal was managed by John Morrison of Sydney Hotel Brokers Pty Limited.

Stephen and Louise Bowden first acquired the Hurstville Ritz Hotel (formerly known as Shanney’s) from Tooth &amp; Co (as a term lease) in 1979. 
In 2007, they sold off the Hurstville Ritz Hotel for a Sydney record price of $52 million before buying it back in 2010 for $30.5 million. 
The Cabramatta Hotel was initially acquired by the Bowdens in 2010 as a freehold investment with NLG as the tenant. NLG was subsequently acquired by the Redcape Hotel Group, who are the current tenants. 
Ryan Watts, solicitor at Slater &amp; Elias Lawyers, said the vendors were happy after “a complicated and high stakes sales process”.

Former rugby player Steven Bowden pockets $90 million from Hurstville Ritz and Cabramatta Hotel sales

For the first time in seven years, the Elermore Shopping Centre in Elermore Vale, nine kilometres west of Newcastle has sold.
A private syndicate has snapped up the neighbourhood centre for around $18 million on a 6.8 per cent passing net yield.
Located at 133 - 137 Croudace Road, the single level, enclosed and strong performing centre comprises a large Ritchies SUPA IGA supermarket supported by 17 non-discretionary specialty tenants.
There's 4,048 sqm of gross lettable area on a 23,882 sqm site including additional land ready for development, car parking for 235 vehicles and an estimated fully leased net income of around $1.44million.

The Elermore Shopping Centre purchase six years was timely according to Ben Nastasi, with Bamm Group more than doubling their capital after their $8.3 million purchase.
Steven said said investment activity is strong in Newcastle. 
“Newcastle is seeing a surge in investment activity, largely stimulated by the $6.55 billion State Government investment mandate which has brought to light the new light rail system on Hunter Street, the new transport interchange at Wickham, construction of the Newcastle City University Campus and much more," he said.
“We are seeing a lot of investor interest come from the Sydney investment market and interstate markets such as Melbourne and Brisbane due to the significant growth prospects of Newcastle. 
“Retail assets have been in particular favour with developers due to their strategic locations, large site area, existing income stream and potential to re-develop under the existing planning controls.
Newcastle is the largest regional economy in Australia and is the second most populated area in NSW.
Elermore Vale is a popular and established residential suburb surrounded by schools, childcare centres and community facilities, with a key primary population of 5,759* residents and an estimated population of 20,459* within the main trade area.
Andrew Palmer said Elermore Vale and its surrounding suburbs are set to reap the benefits of this surge in investor demand.

Private Investor snaps up Elermore Shopping Centre

Integrated knowledge-based environments have been evolving for the last 30 years globally, however they have only recently started to move beyond the infancy phase in Australia and in turn morphing into competitive Science or Technology precincts in their own right.
The origins of science parks date back to the early 1980’s when a number of UK-based universities recognised that an era of integrated educational and knowledge based business had arrived and realised the benefits of aligning multidisciplinary research and businesses. 
What is a science park?
A science park is an entity managed by specialist experts usually being universities, local or regional government, whose main aim is to increase the wealth of its community by promoting a common culture of innovation. Science parks aim to find the balance between social and educational benefit through knowledge enhancement with commercial considerations for the provision of the infrastructure.
Linkages with start-ups, manufacturing, incubation hubs, R&amp;D and many more enable them to carry the knowledge gained from such synergies through to practical and or commercial uses. The aggregation of science parks results in a ‘knowledge economy’ of social and commercially oriented zones of influence. In theory it’s a win-win for the developers and researchers.
Over the last two decades this ‘new’ property sector has continued to evolve with the UK and USA leading the charge. Allied businesses have opted to position themselves in these parks to take advantage of not only knowledge and infrastructure sharing but also the flexible operational elements ranging from financial advice through to marketing support.
Consider the case, for example, of a small orthopaedic research entity that can’t afford specialised integrated laboratories but needs to be aligned with an industrial designer, intellectual property advisors, marketers and manufacturers of prototypes. By positioning themselves in a science park dedicated to their line of research, they could collaborate with such aligned professionals, share specialist laboratory space at nominal cost, and collaborate with an industrial designer to manufacture prototypes, patent them and be able to test them on patients at an adjoining hospital once they are approved for use. Such associations would be much more difficult in disparate locations and ‘accidental collisions’ would be very unlikely.
Global Precedents
One of the oldest and largest examples of this concept from Europe is the Cambridge Science Park in the UK, a joint venture between Trinity College and another Cambridge College – Trinity Hall. Between 1994 and 2004, David Lupson and Dr Sarah Tasker of Savills Science were responsible for crafting the development and operations of the Cambridge Science Park.

This project provided for Europe’s largest biotech cluster at the time and the UK’s first purpose designed laboratories for commercial leasing. 
Another example is the Liverpool Science Park developed on behalf of the joint owners <a href="https://www.ljmu.ac.uk/">Liverpool John Moores University</a>, the <a href="https://www.liverpool.ac.uk/">University of Liverpoo</a>l, and <a href="https://liverpool.gov.uk/">Liverpool City Council</a>. Liverpool Science Park is as a not-for-profit company which operates on a fully-commercial basis. Savills was first appointed on the project in 2004 and have been instrumental in providing the initial science park design, funding, governance and commercial advisory to all three phases of the 11,000sq m development.

The construction of the latest phase is currently underway which will see an additional 9,000sq m of commercially available office, teaching and laboratory space added to the Liverpool Knowledge Centre. 
Asia Pacific Adoption
Undoubtedly, science and technology parks are well established across Europe and the USA, while in other parts of the globe including many Asia Pacific countries, these concepts are only beginning to be mature. Hong Kong, China and Singapore have been at the forefront of the sector’s rise in Asia including but not limited to Hong Kong Science Park, Zhongguancun and Biopolis. 
Thailand is currently preparing to welcome its first ever Digital Park, located on the Chonburi Province within the <a href="https://www.thailand-property.com/blog/potential-for-sri-racha">Sri Racha district</a> of Chonburi Province. CAT Telecom, Thailand's leading government-owned Telco Company has appointed a world-class consortium led by Savills 
With a strong emphasis on using smart technology, this Digital Park will enable entrepreneurs and start-ups to intermingle to enhance networking opportunities and ‘accidental collisions’. The CAT Telecom Digital Park will span 100 hectares with development estimated to take between 10 and 15 years. The purpose of the Digital Park is to create an environment for a digital ecosystem to excel.

 Australian Context
With the rest of the world making way for the digital and science ecosystem boom, Australia too is beginning to further explore pre-planned precincts to accommodate challenges such as a growing and ageing population, exponential advances in technology and the effects of climate change to name a few.
Melbourne’s west precinct of Werribee has been identified as an area of growth set to morph into a $30 billion cutting edge ‘Education City’ with the aim of becoming the largest Science Park in the southern hemisphere. The precinct will comprise of universities and schools along with home and apartment development to house 80,000 residents. If the proposal is approved, it will develop a 400ha stretch of State Government owned land into its own knowledge economy hub. 
In Queensland, the Commonwealth Games Athletes village will be transformed into a multi-billion dollar medical research and technology hub as the Gold Coast Health &amp; Knowledge Precinct prepares to inject $2.9 billion into the Gold Coast economy and employ 26,000 people. 
The 200ha Parklands site is a joint strategy of the Queensland State Government, Gold Coast City Council and Griffith University. The precinct is already positioning itself as a biomedical research hub and adapts the Science Park knowledge economy concepts from overseas.
Similar momentum has been generated across the Sunshine Coast region where Kawana has become the motivation of yet another rapidly evolving health precinct. The master-planned site incorporates a $1.8bn Sunshine Coast University Hospital and the $250m Ramsay Private Hospital. The precinct itself comprises 17ha of mixed-use land incorporating medical, aged care &amp; retirement, car parking facilities, retail, residential, hotel and child care facilities. 
Savills has been tasked by the master planner to work with all stakeholders in assessing demand and subsequently securing interest to develop land and occupy purpose built medical facilities within the precinct.   
Other current and proposed precincts around Australia include the St Vincent’s Research &amp; Biotechnology Precinct (Sydney), Bentley Technology Precinct (Perth), Australia National University Science Precinct (Canberra) and Monash Science Precinct (Melbourne).

Australian Outlook 
Australian developers and public entities are not fully conversant with this sector and its specific idiosyncrasies yet. Development models for commercial buildings do not necessarily align with those of Science Parks where social and educational drivers are key. Returns in this sector are long term with a focus on ensuring that the assets incubate start-ups and small research which in turn attracts larger investors and allied entities to provide commercial offsets.
Because each Science Park needs to be focused on a specialised niche to avoid cannibalisation of talent, resources and professionals, there is no one standard model for their creation. Whilst some principles from successful international precincts may apply, each one needs to be purpose crafted with the right elements of governance, tertiary, professional and allied industries etc. The creation of a focused and well-crafted Unique Value Proposition (UVP) through actual operation rather than just aspirational words is key. This suggests that governance platforms, vision, partnering, precinct development protocols, methodology of investment attraction and commercial return on investment modelling must align with the UVP. 
The sector has arrived in Australia and is here to stay. How existing Australian precincts can be modelled to ensure the right balance of commercial and social benefit to make them sustainable and self-sufficient is still debatable and not yet achieved. We now have a property class taking shape and morphing into its own sector. With smart planning, appropriate sector specific advisory, along with appropriate governance, this sector has the ability to become a highly sought-after investment offering.

Creating knowledge-based ecosystems through science and technology: Savills

Few markets across Australia are pumping as strongly as the market in the Wyndham City LGA in the south-west of Melbourne.
Areas that offer affordable homes are attracting increasing attention in Melbourne and the Wyndham City area is now the most active market in the metropolitan area, with key suburbs Hoppers Crossing, Point Cook, Tarneit, Werribee and Wyndham Vale achieving a combined 3,500 house sales in the past 12 months.
All of these suburbs have seen significant increases in sales volumes in the past 12-18 months and strong price growth has resulted. Most have had median price growth well above 10% in the past 12 months.
Wyndham City sits in the corridor between Melbourne and Geelong, and is one of Australia’s leading population growth areas. It has good transport links to central Melbourne (helped by the $5 billion Regional Rail Line), plenty of major jobs nodes, solid infrastructure and some of the Melbourne region’s most affordable housing.
It has suffered from oversupply issues in the past, thanks to over-zealous developers – but currently vacancy rates in the key suburbs are low. There is a strong need for new dwellings, with the LGA’s population rising around 10,000 per year.
Given all of that, it’s no surprise that the City of Wyndham is a place for young families. Those aged from 20–44 represent 42% of the population, compared to the state average of 36%, while children aged 0–19 make up 31%, also higher than the state average of 24%.
Wyndham City has a diverse economy, with a number of key industries, including:-

<li class="li1">industrial and technology precincts (including major industrial estates at Laverton North which generate $7.3 billion in annual economic activity);</li>
<li class="li1">several large retail precincts, including Pacific Werribee, Point Cook Town Centre, the Werribee CBD (which has both retail and commercial space) and Old Geelong Road, Hoppers Crossing (a precinct of 250 homemaker stores and bulky goods retail);</li>
<li class="li1">tourist attractions such as Werribee Park Mansion, the Open Range Zoo, the State Equestrian Centre and the Point Cook RAAF Museum; and </li>
<li class="li1">agriculture, including vegetable growing and grazing (Werribee South has one of Victoria’s leading market garden areas).</li>
</ul>
One of the features of the municipality is the number of significant jobs nodes. These include RAAF bases at Laverton and at Point Cook, the Werribee Agriculture &amp; Food Technology Precinct, the Werribee Park Tourism Precinct and the Melbourne Water Western Treatment Plant.
The Agriculture &amp; Food Technology Precinct is the largest in Australia, covering 800ha and specialising in food, food packaging and bio-technology. The LGA has 3,000ha of market gardens in the Werribee South area and is considered the broad leaf vegetable capital of Australia. 
Property development and construction is a major part of the economy. Dwelling approvals have risen from fewer than 1,000 a year before 1999 to consistently above 2,300 a year since 2001.
Melbourne’s strong run of house price growth has rippled out to the outer-ring suburbs and now many of the growth locations are in the cheaper areas, led by the suburbs of Wyndham City.
The relatively-low house prices are enticing buyers to the area. The median price for a house in Tarneit, 30km west of Melbourne’s CBD, is $470,000 – compared to Ringwood East, 30km east of the CBD, where the median is $830,000.
Consequently, sales activity in Wyndham has been rising, led by Hoppers Crossing, Truganina and Werribee. Annual sales in Hoppers Crossing grew from 468 in 2014 to 630 in 2015, according to realestate.com.au, and have continued on a steady incline since.
This has been accompanied by price growth. In SQM Research’s latest Housing Boom and Bust report, Melbourne’s south-west was identified as the nation’s best-performing region for house price growth. 
With 972 house sales in the last 12 months, Point Cook is one of Melbourne’s busiest markets and its median house price has grown 16% to $585,000 in the past 12 months.
Elsewhere across the LGA, median house prices remain mostly in the $400,000s, despite strong growth in the past 12 months. 
The longer-term growth rates (average annual rises over 10 years) are 6–7% per year for most suburbs in this precinct, while yields are generally in the 3.6% to 4.3% range.
All of this, together with the recent decreases in vacancy rates, makes Wyndham City a market worthy of consideration by property investors. 
The market is dominated by standalone houses (84%), but the mix is changing as the ratio of units-to-houses increases. Since the 2011 Census, the market share of units has increased from 10% of total dwellings to 16%, according to the 2016 Census.
In suburbs like Werribee and Hoppers Crossing, units typically sell in the low $300,000s, with typical rental yields around 5%.

Wyndham City south-west of Melbourne 'pumping strongly': Hotspotting's Terry Ryder

An innovative project designed to house people at risk of homelessness will soon deliver 57 transportable homes across nine sites in Melbourne’s inner west. Victorian Planning Minister Richard Wynne approved the social housing project on Ballarat Road last week. The proponent is Launch Housing, a Victoria-based community organisation that provides housing and homelessness support services.
The addition of 57 dwellings for vulnerable Melburnians is valuable in its own right, particularly given the rapid increase in the numbers of people sleeping rough in Melbourne. However, it is the potential for expanding the concept that makes the project so exciting.
I started researching this project and interviewing the key stakeholders earlier this year. Several elements embedded in the Ballarat Road project represent both innovative and scalable responses to Australia’s urgent social and affordable housing needs.
Elements of an innovative solution
Innovation rarely results in an entirely unprecedented idea, product or service. More often it recombines existing elements in novel ways to create a new solution.
In the Ballarat Road case, all the elements of the project already existed. It is the interaction between the involved partners, the design and construction techniques and the land leasing arrangements that make it so interesting.

The construction
Schored Architects designed the homes to a six star green rating. The units, designed for singles or couples, will be built in a factory before being transported to the sites.

Temporary transportable units are not new. In Amsterdam, the Keetwonnen project was developed in 2005 to provide 1,000 affordable, transportable units for students.
However, prefabrication and modular design is still embryonic in Australia. It accounts for about 3-5% of all new construction and housing.
The size of the industry constrains innovation, competition and variety. It also presents challenges in terms of managing projects. As one participant I spoke to explained: 
"The pre-fab world and modular design world is very much in its infancy … to the point where the prefab – there are no standards around documentation when you purchase a pre-fab home. So what you are using is existing architectural builder’s contracts rather than using something specific …"
It has the complications of ‘How is it transported? How is it stored? Does it meet Australian Building Code standards?’ It opens up that myriad of questions which the pre-fab world hasn’t answered yet.
The partnership
The project is the product of a collaboration between a community organisation, a government transport department (VicRoads) and a philanthropic donor. The connection, born of a series of serendipitous meetings and events, pulls together different resources and skill sets.
This kind of partnership is increasingly common as social housing moves towards a multi-provider system. Instead of a focus on government funded public housing, there is a greater reliance on partnerships between government, philanthropy, the not-for-profit sector and private industry. This requires commercial know-how and networking on the part of housing providers - the capacity to be a “pivot point”. As one participant from Launch Housing explained:
"Once people have locked in and engaged with an idea, they bring their own ideas. You don’t need to know what to ask for … And then it is about being an agency that has some kind of position or authority being a kind of pivot point for these offers and allowing things to happen. We are that."
The project is also significant because it attracted substantial philanthropic support. The Harris family contributed A$4 million and continue to advise on and support the project. For them, the capacity for scaling up the project is a significant factor in supporting it.
The land leasing
This project is an interesting case study because it leases VicRoads land. It is financially viable because the land is being leased at a “peppercorn rate” – a nominal fee to meet legal requirements.
VicRoads is willing to do this because the units are transportable. This means they can be moved to a new site when the land is eventually required for road expansion.
As one of the largest landowners in the state, VicRoads owns thousands of properties and vacant land parcels that have been acquired for future road widening.
A scalable solution
The project is scalable if key elements are assembled effectively: constructed dwellings, funding mechanisms, planning permissions and land.
The capacity to bolster existing factories or create new factories to build pre-fabricated homes exists. Evidence of demand and the success of this pilot project could help support that goal.
Housing projects designed to be affordable for very low-income individuals or households are not financially viable without significant subsidy. To scale up this solution would require government funding, another tranche of philanthropic donation, or a hybrid commercial and not-for-profit structure.
This project has undergone a fraught planning process. Maribyrnong City councillors unanimously supported the plan. But many members of the local community opposed the project, which the planning minister eventually “called in” for assessment.
Ongoing implementation of projects like this one may be supported by either better community engagement or fast-tracked planning processes for underutilised government land and social housing, as highlighted in the state government strategy, Homes for Victorians.
Various government departments, religious groups, philanthropic organisations and individuals manage significant land resources. Land is held vacant in anticipation of future needs, often sitting unused for decades.

Portable units and temporary leases free up vacant land: Katrina Raynor

Lendlease has lodged a planning application with the Department of Planning &amp; Environment for an engineered timber office building at Barangaroo South, the second of its kind for the precinct. 
The application proposes a ‘sister building’ to International House Sydney.
The building, if the department approves it following public exhibition, will be Lendlease’s sixth engineered timber building in Australia, joining its neighbour International House Sydney, 25 King in Brisbane, Forte Apartments and Library at The Dock in Melbourne, and Jordan Springs Community Hub in Western Sydney.  
With engineering by Lendlease’s DesignMake business and architecture by Tzannes Associates, which also designed International House Sydney, the design offers a larger floorplan to suit the needs of modern businesses.
It will have ground level retail tenancies and six floors of office space constructed from cross laminated timber and glulam (glue laminated timber), a revolutionary building material which has a structural strength akin to concrete and steel. 
Rob Deck, managing director of Barangaroo South, said Australia’s first engineered timber office building, International House Sydney attracted a lot of interest from the property industry, business sector and general public. 
It was completed this year and has won several design awards. 
“This second such building will be the final opportunity in Barangaroo South for prospective commercial tenants seeking an exciting, sustainable and innovative workplace for their employees,” said Deck. 
The proposed building will be located on Hickson Road in front of Tower 1, International Towers Sydney, and is expected to be completed in late 2019.
The plan proposes total commercial floor space of nearly 10,000 sqm Net Lettable Area and a typical floorplate of nearly 1,700 sqm NLA. 
Lendlease is targeting a 6 Star Green Star Design and As Built rating and at least a 5 Star NABERS Energy Base Building rating. 
It will be serviced by end-of-trip bicycle facilities located in the basement.
