Unlike traditional CBD developments that prioritised investor stock, 640 Bourke Street has been repositioned to respond to changing buyer expectations.

"The discussion was all around making 640 Bourke Street the best residence to live in, to be much more focused on the people in the building rather than people looking at the building," Marsland explained.&nbsp;

Heritage-led design anchors Far East Consortium’s 640 Bourke St, Melbourne

<a href="https://www.apartments.com.au/developers/mayd-group">MAYD Group</a> has set a new residential price record in Queensland with the $30 million sale of the penthouse at its <a href="https://www.apartments.com.au/new-apartments/one-burleigh-88-the-esplanade-burleigh-heads-qld-4220">ONE Burleigh</a> development in Burleigh Heads.

The sale equates to around $37,500 per sqm.

The two-level, 800 sqm penthouse, featuring five bedrooms, five bathrooms, five car spaces, and a private infinity pool overlooking the Pacific Ocean, was acquired by a Gold Coast-based entrepreneur, highlighting continued demand for ultra-premium beachfront product.

Selling agent Freddie Tehle of PRD Burleigh Heads said the result reflects tightening supply of high-quality, large-format apartments in Burleigh.

“There’s very limited opportunity to secure this level of scale and absolute beachfront position in <a href="https://www.apartments.com.au/developments/burleigh-heads-qld-4220">Burleigh Heads</a>,” Tehle said.

The sale comes as construction progresses on ONE Burleigh, a boutique development of 17 full-floor residences at 88 The Esplanade, scheduled for completion in early 2027.

MAYD Group sets Queensland record with $30 million penthouse sale at ONE Burleigh in Burleigh Heads

Apartment developers in the Gold Coast are finding new, creative ways to differentiate themselves from competing projects, as new supply starts to flow through up and down the Coast.

Developer BIG Projects brought in the renowned Sydney-based design studio YSG Studio to craft the interiors for The Frederick, BIG Projects' new Mermaid Beach project and YSG Studio's first move into the multi-residential development space.

It was a strategic move for BIG Projects to bring in a Sydney eye to the development.

“Our role is to give our design partners the space and freedom to explore,” says Matt Barrett, Director of BIG Projects.

“We wanted YSG Studio to capture the essence of Nobby’s, to design a building that embraces life, light and connection, while creating a genuine sense of place.”

There are only 39 apartments in The Frederick, including a striking beach house, just 100 metres from the booming Nobby Beach precinct.&nbsp;

SRQ Projects Director Nick Clydsdale, who is handling sales at The Frederick, says the majority of enquiry is coming from South East QLD and Victorian buyers who have been actively searching between Broadbeach and Mermaid Beach for some time.

The Australian economy grew by a disappointing 0.4% in the September quarter for annual growth of 1.7%.
Of most concern is that this represents the fifth consecutive quarter where private final demand, which declined by 0.3% in September, either contracted or was flat.
Within private final demand the most surprising undershoot was household consumption, which expanded by only 0.1%. Over the last year household consumption has grown by only 1.2%, compared to a trend pace of around 2.8%.
This soft outcome for households is despite a 2.5% lift in household disposable income in the quarter, driven by a solid lift in labour income growth (1.1%); a 6.8% fall in tax paid and a 2.5% fall in interest paid (all these measures are nominal). Consequently there was a substantial lift in the savings ratio from 2.7% in the June quarter to 4.8%.This is convincing evidence that uncertain households chose to “save” the tax and interest rate cuts, and then some.
The contraction in the dwelling construction cycle continued into the September quarter. New dwelling construction contracted by 2.8% to be down by 11.0% over the year. With businesses facing flat demand it is not surprising that new equipment investment fell by 4.5% in the quarter (-2.2% for the year) with overall business investment down 2.0% for the quarter (-1.7% for the year).
Growth continued to be boosted by public demand (+1.7% for the quarter and 5.2% for the year).
The Federal Government and the Reserve Bank will be disappointed with this result. A lift in annual output growth from 1.6% to 1.7% is hardly a “gentle turning point” when private final demand contracted by 0.3% following a 0.1% contraction in the June quarter.
Despite a solid boost to incomes, the cautious consumer has chosen to lift its savings rate and hold spending effectively flat. The lift in savings is over and above the policy stimulus - suggesting heightened risk aversion.
RBA rate cuts have had some impact with house prices lifting nationally by 2.3% (including 3.5% in Sydney and Melbourne) in the September quarter. This turnaround has clearly failed to boost spending in the quarter although any wealth effect is likely to have substantial lags, probably in the order of 12 months.
That consumer caution, along with an uncertain global outlook, has constrained business investment while the contraction in the residential construction cycle continues to unfold.
It seems likely that the Reserve Bank will need to lower its optimistic growth forecast for 2020 of 2.8% given it is underpinned by a lift in consumer spending growth to 2.4% (compared to the current 1.2%) and a 6.2% lift in business investment.
Westpac has long held the view that the RBA’s 2020 growth forecasts were overly optimistic. Our forecast for growth in 2020 has been 2.4% following a 2.3% increase in 2019.
The main areas of difference with the RBA have been around the outlook for business investment growth (2.8% compared to 6.2% for the RBA) and dwelling construction (-6.0% compared to -2.6% for the RBA).
Our forecasts for consumer spending were largely aligned (2.3% compared to 2.4% for the RBA).
Following the lower than expected growth in the September quarter and the associated evidence that the household sector is gripped in a sustained period of caution and risk aversion (average quarterly growth in consumption of 0.28% since the September quarter 2018) we have lowered our forecast annualised growth pace for consumer spending in the first half of 2020 from 2.3% to 1.6%.
That lowers our forecast for growth in consumer spending for 2020 from 2.3% to 1.8%.
Along with some other more modest downward adjustments to business investment (2.8% to 2.2% and dwelling construction (-6% to -7.1%) we have lowered our GDP growth forecast for 2020 from 2.4% to 2.1%.
As discussed, that compares with the Reserve Bank’s forecast in November of 2.8%. Accordingly we expect that the RBA, while unlikely to follow Westpac’s forecast exactly, will revise down its 2020 growth forecast from 2.8% to 2.5%. A revision in growth from trend to below trend would represent an appropriate opportunity to deliver on the next rate cut from 0.75% to 0.5%.
That growth revision (from trend to below trend) will be released following its Board meeting on February 4 and, together with an associated boost in the forecast unemployment rate (currently flat lining at 5.2% to end 2020) will make the decision to further cut the overnight cash rate to 0.50%, at that February meeting, a reasonable response.
We expect that cut will be eventually followed by a further cut in June to 0.25%, a little after the Commonwealth Budget which will be released on May 12.
Westpac has argued strongly that the Commonwealth government should bring forward the personal income tax cuts which have been legislated to begin from July 2022. Such a policy initiative would boost the consumer spending profile through the second half of 2020 and in 2021.
A key issue here will be whether the Commonwealth government believes that the bring forward can be accommodated while still delivering on the election commitment of fiscal surpluses from 2019/20.
Current Budget forecasts point to surpluses of $7bn (2019/20); $11bn (2020/21); $17.8bn (2021/2022); and $9.2bn (2022/23).
The approach would be to bring forward the $14bn in tax cuts in two suggested stages of $7bn in 2020/2021 and 2021/22. That would allow surpluses in 2020/21 and 2021/22 of $4bn and $3.8bn respectively – tight but nevertheless surpluses.
In that regard the Government’s Mid-Year Economic and Financial Outlook (MYEFO), which is scheduled to print before December 20, will be very important.
As with our expectation that the RBA will be revising down its growth forecasts in February the government may be forced to do the same in the MYEFO. Of most interest will be the impact on the fiscal outlook of a likely downward revision in the forecast for the growth rate in the Wage Price Index (currently 2.75% through 2019/2020 and 3.25% in 2020/2021). Note that the RBA is forecasting 2.3% in 2020 and 2021.
GDP growth is forecast at 2.75% ( 2019/20) and 2.75% (2020/21) compared with Westpac’s forecasts of 2.0% and 2.2% respectively.
On the other hand, the Government has forecast the iron price at USD 55 per tonne by end March 2020 – currently USD 89 per tonne and clearly a significant underestimate. The revised fiscal outlook will be important for gauging whether the government assesses that there will be sufficient fiscal scope to accommodate the bring forward of the personal income tax cuts.
Even with a bring forward of the tax cuts, we assess that the economic environment (particularly around our forecast 5.6% unemployment rate through most of 2020) will be sufficiently threatening for the RBA to see the need for a second rate cut in June 2020 to the “effective lower bound” of 0.25%.
From that point, in an environment where we expect the US Federal Reserve to be cutting rates – putting downward pressure on global rates – the RBA will need to adopt a QE style policy to contain any unwelcome boost to the AUD as well as put further downward pressure on the risk free rate. That policy is likely to take the form of a regular monthly purchase program of $2-3bn comprised of Commonwealth government bonds and probably, selected semi government securities. The program is likely to be open ended, contingent on the economic and inflation outlook.
Evidence from offshore, as set out in the Bank of International Settlements study (CGFS Papers No. 63) point to “overall, the effects have been estimated as positive for both output and inflation, but these assessments are subject to a high degree of uncertainty.”
Channels recognised in the studies refer to reductions in the risk free rate; impacts on bank lending (as reserves of the banks are increased); currency effects; and spill overs to other private sector rates.
Such a modest purchase program could be extended well into 2021 by which time we expect the economic outlook will have shown steady improvement.

Retail turnover declines are woeful: Pete Wargent

Australian Q3 GDP was this week’s key data. It again highlighted the weak state of Australia’s economy and the need for additional policy support.
Ahead of GDP’s release, partial data for public demand pointed to a potential upside surprise to the market’s 0.5% expectation. Instead,  GDP actually surprised to the downside, rising just 0.4%, 1.7%yr. Why? Principally because household consumption grew by only 0.1%, 1.2%yr in Q3 – the weakest result since the GFC. Household consumption therefore declined in per capita terms, both in the quarter and over the year. It is important to note that this is despite the mid-year rate cuts, the Government’s tax cuts, and a 1.1% rise in nominal labour income in Q3 alone. Even with a partial offset from weak non-labour income associated with the drought and spill-overs from the dwelling construction downturn, household disposable income rose 2.5% in the quarter. Witnessed to by the savings rate jumping from 2.7% to 4.8%, households cautiously saved their rate and tax windfalls as well as a significant proportion of recent income gains. The flat October retail sales result highlights this weakness in spending continued into Q4 in the lead-up to November’s ‘Black Friday’ sales.   
The very weak gain for consumption in Q3 was unable to offset declines in business and residential investment. As a result, private demand registered a fifth consecutive quarter of flat or declining activity. Notably the decline in residential construction was not only due to falling new dwelling construction (-11%yr), but also weaker renovation activity (-7.1%yr). The latest dwelling approvals data suggests the trend decline in both components of residential construction will continue into 2020.
The above outcomes are clearly inconsistent with the RBA’s “gentle turning point’ thesis and their hope that rising property prices “should” support stronger consumption and residential construction in time – as expressed in this week’s December RBA meeting statement. Indeed, as per retail sales and GDP, the states that have seen the strongest house price gains, NSW and Vic, have seen some of the weakest consumption outcomes, particularly on a per capita basis. The RBA chose to emphasise “long and variable lags” of the effect of recent policy stimulus, but should economic softness persist as we anticipate, they will need to take further action.
Therefore, come 2020, we expect the RBA will again ease monetary policy, through cash rate cuts in February and June to 0.25%, and by subsequently commencing quantitative easing in the second half. We see this monetary easing as complimentary to the bringing forward of the 2022/23 tax cuts to 2020/21 and 2021/22. This is a policy change we have called for in recent months but which is yet to gain the support of the Government.
Across the Tasman, the RBNZ delivered an announcement on bank capital requirements. The final outcome was broadly in line with expectations. New Zealand's banks will be required to hold substantially more capital over the coming years but importantly have been given seven years to implement changes rather than the originally tabled five and are now allowed up to 2.5% of Tier 1 capital to be in the form of preference shares. Our New Zealand Economics team have provided a bulletin covering the economic impact of the new requirements.
Offshore, markets have been in flux this week. The initial shock came as President Trump showed no urgency towards a phase 1 deal with China, commenting that he would be quite happy to hold off on a deal until after the November 2020 election. However, markets were soon appeased by media coverage of unnamed sources downplaying Trump’s remarks, and instead citing that trade talks were progressing despite “harsh headline rhetoric”.
While the market has calmed down, we remain somewhat more circumspect that all will be well going forward. President Trump’s indifference to a deal together with his signing of legislation supporting protests in Hong Kong last week, the US House of Representatives passing a bill against China’s treatment of the Uyghurs this week, and President Trump’s additional threat to impose tariffs on some French goods in retaliation against the nation’s digital services tax, highlights that geopolitical tensions will remain in 2020. This is in stark contrast to the market’s current view that a phase 1 deal with China will be completed before December 15’s planned tariffs take effect, and that this will (hopefully) herald a wind-down of all trade-related tensions. 
Finally to this week’s international data. China’s official PMI’s were a clear positive. Notably in November, the headline factory survey returned to growth for the first time in seven months, and new orders rose to an expansionary reading. Momentum in the services sector also improved from an already-expansionary October reading. Overall, these results highlight China is making progress digesting the negative shock imposed on them, and that GDP growth will soon stabilise.
US data has, in contrast, been on the soft side this week. The market was most concerned by the unexpected deterioration in the manufacturing ISM. Of particular note in the detail is that new orders signalled a sharper contraction in activity ahead, and that the employment index was consistent with further job shedding. ADP payrolls subsequently came in well below expectations (67k versus a 135k expectation), though this result was offset by an improvement in the forward indicators of the non-manufacturing ISM, including a lift in its employment index.
We believe that US employment growth will slow further in 2020, impacting consumption and resulting in below-trend GDP growth. Amid persistent global uncertainty, these are circumstances that will require the FOMC to ease. We continue to anticipate three cuts, in March, June and September.

First home buyers in Sydney can look to ‘rent-vest’ as a way to enter the market, while buying conditions are better than ever, says Colliers International. 
‘Rent-vesting’ refers to the concept of buying a property as an investment in an area which is affordable and experiencing significant boom conditions, while choosing to rent in a preferred, more expensive area. 
According to Colliers International, while many Sydney first home buyers choose to buy in expensive, popular areas such as the Eastern suburbs and Lower North Shore, inner west areas such as St George, Canterbury, Bankstown and Gladesville, have seen a significant price drop and are experiencing booming conditions. 
“The St George Canterbury and Bankstown areas currently offer some of the highest rental returns in Sydney and at the moment there is a lot of choice in these areas,” said Peter Kerras, Director, Residential at Colliers International.  
“First home buyers seeking capital growth should be looking in these areas to bag a bargain not compete with other buyers to pay a premium with the prospect of modest growth.
“With rent returns now higher than interest rates in some areas, it has never been a better time to buy an investment property and the strategy of ‘rent-vesting’ – buying in a more affordable area with great returns and stay renting where you know - can be a great way for young people to enter the market.”
Currently, the price difference between a new property and an older property has never been less.
“Traditionally you would be paying 20% more for a new property as opposed to second hand property, however the unsure lending environment has brought down the price of new property in certain areas, which is great news for investors,” Kerras said.
“There is a lot of misconception and fear around buying off the plan; however, many of these are unfounded. New properties have much better noise insulation, sound proofing, fire safety, plumbing and wiring and the latest modcons.”

Rent-vesting could be key to the market for first home buyers: Colliers International

Despite 28 years of uninterrupted economic growth, future generations of Australians face being worse off due to increasing household debt, cost-of-living pressures, rising wealth inequality, climate change impacts and environmental degradation.
But our <a href="https://www.nature.com/articles/s41893-019-0409-9" target="_blank">new research</a> finds a fairer, greener and more prosperous Australia is possible – so long as political leaders don’t focus just on economic growth.
Evaluating Australia’s progress by 2030
We modelled four development scenarios for Australia through to 2030:

<li>“Growth at all Costs”, emphasising economic growth</li>
<li>“Green Economy”, emphasising environmental outcomes</li>
<li>“Inclusive Growth”, emphasising social equality</li>
<li>“Sustainability Transition”, balancing economic, social and environmental outcomes.</li>
</ul>
Each scenario involved different policy and investment settings, particularly around tax and subsidies, government expenditure and private investment.
We then evaluated each scenario against the <a href="https://www.un.org/sustainabledevelopment/sustainable-development-goals/" target="_blank">Sustainable Development Goals</a>, an internationally recognised set of targets and indicators that measure national progress in 17 major areas. These include economic growth, poverty, inequality, education, health, clean water and clean energy.

Goals, targets and indicators
Each goal involves multiple targets and indicators. Goal 8, for example, is “Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all”. This involves 10 targets including per capita economic growth, decoupling economic growth from environmental degradation, and protecting labour rights. Each target comes with at least one indicator (for example, the growth rate of real GDP per capita, material consumption per GDP, and the rate of occupational injuries).
In all, the 17 goals cover 169 targets. Because Australia has not adopted SDG targets, we chose 52 of those (with about 100 indicators) then modelled Australia’s progress in 2030 using our four scenarios.
The graph below shows each scenario’s score (with 0% meaning no progress, 100% target achieved) on each of the 17 goals. We also calculated an average score for each scenario across all goals to aid comparison.
Growth alone is not the answer
Our model projects a business-as-usual approach will achieve progress of about 40% across all goals and targets. The “Growth at all Costs’ scenario scored only slightly better: 42%.
Economic growth – defined as an increase in a nation’s production of goods and services – is generally measured by the annual change in real gross domestic product (GDP).
Our "Growth at all Costs” scenario involves accelerating economic growth through higher population growth and lower taxes. Net migration is modelled as being 350,000 a year by 2030, with the population reaching just over 30 million. The government’s tax revenue as a proportion of GDP is 10% less than now as a result of lower tax rates.
Government spending is about 15% less (as a percentage of GDP), with cuts particularly to health, education and social security, but more spending on transport infrastructure. There are no new measures to tackle greenhouse gas emissions, land degradation or other environmental concerns.
In our modelling this scenario increases GDP growth to about 2.6% a year, with low unemployment and declining government debt. But it comes at the expense of income inequality and the environment.
Even on the one goal it might be expected to do relatively well – Goal 8 – this scenario performs quite poorly. That’s because the goal measures per capita GDP growth, not just the total GDP growth most politicians talk about, along with a range of social and environmental indicators.
The following graphs show how the four scenarios compare on real GDP (i.e. adjusted for inflation), per capita GDP, income inequality and greenhouse gas emissions.
Sustainability transition
With an overall score of 70%, the “Sustainability Transition” scenario is the clear winner.
This scenario modelled slower population growth and higher taxes on consumption, income and profits and trade. With net migration of 100,000 a year by 2030, the population reaches about 28 million. Tax revenue as a percentage of GDP is about 8.5% higher than now. This funds more spending on health, education and social security, as well as the equivalent to 1% of GDP on the sustainability of transport, water, energy, agriculture and energy systems.
The overall result is economic growth of about 2.1% a year, with government debt 10% higher than our business-as-usual projection.
But per capita GDP is higher. Unemployment and income inequality are lower. Fewer people live in relative poverty, and life expectancy is higher. Energy, water and resource consumption is down. So are greenhouse gas emissions. There is more forested land. This delivers a more prosperous, fairer and greener nation in 2030.
Possible futures
These results run contrary to the “growth and jobs” narrative that <a href="https://www.businessinsider.com.au/heres-how-many-times-scott-morrisons-budget-speech-used-the-catchphrase-jobs-and-growth-2016-5" target="_blank">dominates political debate in Australia</a>. Both sides of politics emphasise economic growth as the key to prosperity. But this narrative is clearly flawed when we look at a broader set of issues.
The Sustainable Development Goals seek to capture all of these issues in a coherent way. Our study explores four plausible futures, and there are many other possible combinations that could be explored with worse or better results.

The recent government funding to Sydney’s Walsh Bay has piqued interest in the area, causing demand for commercial property in the area to increase. 
The Berejiklian government has recently approved $100 million worth of funding for the redevelopment of Pier 2/3 at the Walsh Bay precinct.
Funding for the Pier will create some of the country’s most significant art organisations including the Australian Chamber Orchestra, the Australian Theatre for Young People and Bell Shakespeare.
Colliers International have sold two office investments in Walsh Bay over the past six months; Suite 7 and Suite 8, both at 24 Hickson Road, for over $3.3 million combined.
Suite 7 (pictured below) was sold to the Done Group for a rate of $11,638 per square metre, a record rate for Walsh Bay in 2019.

Government funding boosts Walsh Bay investment: Colliers International

In the year since the Australian government created the National Housing Finance and Investment Corporation (NHFIC), its bond aggregator, AHBA, has raised funds for affordable housing providers, allowing them to refinance loans under better conditions. Its first, A$315 million bond issue was in March. The second A$315 million bond issue this week offers providers 2.07% for 10-year interest-only loans.
The NHFIC has released its first <a href="https://www.nhfic.gov.au/our-organisation/reporting-and-disclosures/" target="_blank">annual report</a>. So what progress has been made? And what could be done better?
Providers get better loans
<a href="https://communityhousing.org.au/about_us/what-is-community-housing/" target="_blank">Community housing providers</a> are certainly getting finance through the NHFIC on much better terms than their previous short-term bank loans. An example is <a href="https://bluechp.com.au/" target="_blank">BlueCHP’s</a> $A70 million 10-year loan.
Borrowers’ terms should improve further as the market for quality, government-guaranteed bonds grows. This has been the experience of Swiss government-backed intermediary <a href="http://www.egw-ccl.ch/fileadmin/files/pdf/dokumente/globalkostenabrechnung/EGW_Globalkostenabrechnung_62_d.pdf" target="_blank">EGW</a>. This month, its 62nd bond issue of CHF195 million (A$289 million) had all-in borrowing costs of 0.32% per annum (only slightly more than the government bond) over 20 years.
A good time to invest directly in new housing
To be even more effective the NHFIC needs to go beyond refinancing loans to support long-term investment in building much-needed affordable and green housing. With <a href="https://www.abs.gov.au/AUSSTATS/abs@.nsf/Latestproducts/8731.0Main%20Features2Sep%202019?opendocument&amp;tabname=Summary&amp;prodno=8731.0&amp;issue=Sep%202019&amp;num=&amp;view=" target="_blank">construction in the doldrums</a>, <a href="/news">experts</a> <a href="/news">are</a> <a href="https://blog.grattan.edu.au/2019/09/learning-from-past-mistakes-lessons-from-the-national-rental-affordability-scheme/" target="_blank">calling</a> for a second <a href="https://www.dss.gov.au/sites/default/files/documents/11_2013/social_housing_initiative_fact_sheet.pdf.docx" target="_blank">Social Housing Initiative</a> to meet critical housing needs and <a href="https://providencehousing.org/wp-content/uploads/2014/03/Housing-and-Economic-Development-Report-2011.pdf" target="_blank">provide jobs</a>. The first initiative <a href="http://www.nwhn.net.au/admin/file/content101/c6/social_housing_initiative_review.pdf" target="_blank">stimulated the construction sector and the wider economy</a>, secured 14,000 skilled jobs and inspired innovative design.
With <a href="https://qz.com/1683976/why-are-interest-rates-low-and-how-long-will-it-last/" target="_blank">interest rates for government borrowing near zero</a>, the NHFIC’s impact could be maximised if coupled with long-term public investment – tied to performance targets – as exemplified by <a href="https://www.parliament.scot/parliamentarybusiness/CurrentCommittees/105204.aspx" target="_blank">Scotland</a>.

Many countries – including Finland, the UK, Austria and France – have long-term programs that bridge the funding gap to make green <a href="https://www.housing.vic.gov.au/social-housing" target="_blank">social housing</a> a reality. Clear guidelines and responsible oversight guide direct equity investment.
AHURI has helped develop the <a href="/news">Affordable Housing Assessment Tool</a> to estimate the <a href="/news">number and location of dwellings required</a>, as well as the most effective ways of funding affordable housing.
The approach taken by the <a href="https://www.ara.fi/en-us/About_ARA" target="_blank">Housing Finance and Development Centre of Finland</a> is widely considered <a href="http://www.housingeurope.eu/resource-1024/why-housing-policy-in-finland-is-a-success-story" target="_blank">Europe’s most effective</a>. It’s an “expert partner, developer and moderniser of housing and promotes ecologically sustainable, high-quality and reasonably priced housing”.
Finland has a clear national strategy in response to well-researched market challenges. The <a href="https://www.ara.fi/en-us/" target="_blank">Finnish model</a> provides tailored grants and interest rate subsidies and selectively applies a government guarantee to drive long-term investment in affordable housing. This ranges from homelessness prevention, student housing and shared ownership for young starters to affordable home ownership and supported accommodation for the aged.
Not all social landlords qualify
Only registered not-for-profit providers that comply with the <a href="https://www.nrsch.gov.au/" target="_blank">National Regulatory System for Community Housing</a> can get a loan through the NHFIC. A <a href="https://www.facs.nsw.gov.au/about/reforms/NRSCH/review-of-the-national-regulatory-system-for-community-housing/" target="_blank">review</a> of the system is under way.
In Europe, social bonds are open to providers that satisfy basic criteria: be not-for-profit and for a social purpose, meet local needs, promote social inclusion and apply affordable rent-to-income ratios.
Despite the obvious need in Australia, NHFIC funding excludes public housing, which is also constrained by caps on public investment.
In the UK, public investment has been lifted after decades of constraint. This has generated a flurry of social house building, particularly in <a href="https://www.gov.scot/policies/more-homes/housing-infrastructure-fund" target="_blank">Scotland</a>.
Good regulation is vital
Scotland, Finland, Switzerland and Austria are particularly careful to ensure only not-for-profit organisations with a social purpose can use special purpose funds. Australia’s regulatory system also needs to ensure social bonds serve a social purpose. For instance, the Water Bank <a href="https://www.nwbbank.com/sustainable-bond-sdg-housing-bond-3" target="_blank">Affordable Housing Bond</a> has very specific guidelines on the type of provider, rent regime, household eligibility and income allocation.
Most importantly, regulation protects funds from extraction by shareholders – public or private.
Revolving funds are the lifeblood of well-maintained and growing social housing. Operating surpluses (such as savings from NHIFC refinancing or sales of social dwellings) are used for maintaining and renovating housing, or building more of it, as in Scotland and the Netherlands. They also ensure rent increases are manageable for tenants following renovations and improvements, as in Denmark and Austria.
Governments can also revolve public loan repayments to sustain supply programs, as in Austria and Finland. Even in Slovakia, the scene of mass housing privatisation in the 1990s, far-sighted policymakers established a revolving fund to ensure owners and tenants live in the best-maintained former Soviet housing today.
Board expertise matters too
The <a href="https://treasury.gov.au/publication/p2019-fsrc-final-report/" target="_blank">Hayne Royal Commission</a> stressed the vital role of boards in ensuring the good conduct of their organisations and quality outcomes for stakeholders. In the case of the NHFIC, its board <a href="http://ministers.treasury.gov.au/ministers/stuart-robert-2018/media-releases/morrison-government-strengthens-nhfic/" target="_blank">must</a> have a range of relevant skills.
Land development, infrastructure and real estate experts dominate the relatively small NHFIC board. It lacks capabilities in the corporation’s core tasks of banking (credit risk assessment), treasury management, housing policy, not-for-profit regulation and development finance. The term of the only member experienced in social housing expires in 2021.
The boards of similar bodies overseas, such as <a href="http://www.egw-ccl.ch/de/portrait/" target="_blank">Switzerland</a>, <a href="https://www.hfa.ie/hfa/Live/Release/WebSite/HomePage/index" target="_blank">Ireland</a> and <a href="https://www.thfcorp.com/_uploads/downloads/254649THFCweb.pdf/" target="_blank">the UK</a>, have capabilities in affordable housing policy, not-for-profit housing provision, public banking and treasury management.
Most boards also include representatives of governments and regulators. Both are missing from the NHFIC board.
Missing pieces of the puzzle
AHURI and the <a href="https://treasury.gov.au/sites/default/files/2019-03/170921-AHWG-final-for-publication.pdf" target="_blank">Affordable Housing Working Group</a> have long argued that, beyond efficient financing, social housing requires other key conditions for growth. The working group recommended: "The Commonwealth and State and Territory governments progress initiatives aimed at closing the funding gap, including through examining the levels of direct subsidy needed for affordable low-income rental housing, along with the use of affordable housing targets, planning mechanisms, tax settings, value-adding contributions from affordable housing providers and innovative developments to create and retain stock."
AHURI <a href="https://www.propertyobserver.com.au/https://www.ahuri.edu.au/research/final-reports/293" target="_blank">research</a> has found the most effective policy levers are pro-social land policy (involving purposeful land banking and regulatory planning), needs-based direct equity investment (nuanced to match needs, land and construction costs), efficient revolving loans and not-for-profit management.
Without these features, the government will miss its <a href="https://www.pc.gov.au/research/ongoing/report-on-government-services/2019/housing-and-homelessness/housing" target="_blank">own targets</a> and underinvest in this <a href="/news">much-needed social infrastructure</a>. Both the precariously housed and productivity growth in the wider economy will suffer.
Three recommendations
We suggest the following:

<li>
Develop key indicators focused on the number of additional affordable dwellings and the discount to market rents achieved across different submarkets. Targets should be derived from a national housing strategy to guide the NHFIC, its corporate plan and the board’s KPIs.
</li>
<li>
Design a nuanced capital investment program to drive construction of green, social housing together with NHFIC loans that deliver more than refinancing.
</li>
<li>
Benchmark NHFIC performance against similar guaranteed bond issues, all-in loan costs and intermediary running costs and governance expertise. This would reassure government and the affordable housing sector about its cost-effectiveness.
</li>
</ol>
The NHFIC is an innovative and promising initiative. It is one bright light in an otherwise bleak policy landscape. Sydney CBD café listed through Savills

A ground-level café investment at the entrance of Melbourne's Botanicca Corporate Park has been sold for for $1,701,000.
Fitzroys agents Chris Kombi and Jordan Ceppi sold the property at Shop 1, 572 Swan Street at a 6.4% net yield.
The property encompasses a generous 500 square metres, comprising a modern fully-fitted café of 310 square metres, with a further 190 square metres of outdoor seating.
Leased to experienced café operator trading as The Shed on a 5+5+5 year lease, the property is currently returning a net rental of $110,000 per annum plus GST, with fixed annual increases of 4%.
Positioned on the corner of Swan Street and Central Drive at the entrance of Botanicca Corporate Park, the property provides highly exposed corner frontage of 34 metres.
Kombi said the Deadline Private Sale campaign saw a competitive process that attracted a range of investors, with a SMSF investor winning out.
"Investors are seeking strong income-producing, securely-leased assets in locations with healthy growth prospects," Kombi said. 
"Following further recent interest cuts, SMSF investors are looking in greater numbers for solid returns and are playing a more prominent role in the Melbourne retail investment market."
Major companies occupying neighbouring buildings include David Jones, Country Road, Harris Scarfe, GE, Fulton Hogan and Wells Fargo plus the 4.5-star Marriott Business Class Hotel and The University of Melbourne.
The property also benefits from its close proximity to the Swan Street tram network and the Heyington and Burnley train stations, as well as easy linkages to the CBD and broader Melbourne via the Citylink and Monash M1 Freeway.
Ceppi said Fitzroys has now sold three Melbourne retail investment properties to SMSF investors in the past two weeks.
"Investors are seeking retail assets across Melbourne with strong fundamentals in large numbers. This will likely continue in line with the low interest rate that is expected to remain long-term," said Ceppi. 
Fitzroys recently sold Shops 19-20, 190 Jells Road in Wheelers Hill for $2.4 million to a SMSF investor at a 5.2% yield, with a 10+5+5-year lease to renowned hair salon Rokk Ebony Properties.
That followed the sale of 2-6 Copernicus Crescent, Bundoora, also a high exposure quality café investment, which was bought by a SMSF investor for $2.6 million at a 5.5% yield and with a 5+5-year lease.
