<a href="https://www.apartments.com.au/developers/s-p-setia">SP Setia</a> has lodged plans for a $750 million, three-tower mixed-use precinct that would complete the long-running redevelopment of Carlton's former Carlton United Breweries site.

The proposal at <a href="https://www.apartments.com.au/new-apartments/185-195-queensberry-street-carlton-vic-3053">46-78 Bouverie Street and 185-195 Queensberry Street</a> spans a 6,468 sqm site, the last remaining undeveloped parcels within the former brewery's 2007 masterplan.

Designed by <a href="https://www.apartments.com.au/architects/cox-architecture">COX Architecture</a>, the development will comprise two purpose-built student accommodation towers and a third build-to-sell apartment tower above a shared commercial podium and basement.

Across the three towers, SP Setia is proposing 606 build-to-sell apartments and 1,499 student accommodation units containing 2,009 beds.

The apartments will sit in the tallest tower, which will rise nearly 200m and 55 storeys. It will become&nbsp;one of the more substantial new build-to-sell apartment projects at the northern edge of Melbourne's CBD.

The apartment mix is weighted toward smaller inner-city product, with 188 studios, 206 one-bedroom apartments, 192 two-bedroom apartments and 20 three-bedroom apartments

Part of the precinct will be a large-scale&nbsp;3,684 sqm supermarket and a further 2,198 sqm of speciality retail, creating close to 5,900 sqm of new commercial space within the precinct.

But one of the biggest components of the proposal is what sits between the buildings.

Around 4,650 sqm, or roughly 72 per cent of the site, will be publicly accessible open space, incorporating plazas, pedestrian connections, landscaped laneways and retail spill-out areas.

The ground plane is intended to finally complete pedestrian connections envisaged when the CUB masterplan was first approved nearly two decades ago, stitching together Victoria Street, Queensberry Street, Bouverie Street and Swanston Street through the former brewery precinct.

Urbis said the development would "complete the CUB precinct", with the public realm providing important north-south and east-west connections through what is currently the final undeveloped portion of the masterplanned site.

SP Setia is also exploring a new linear park within the Bouverie Street road reserve, with the concept to be developed further with the City of Melbourne through the planning process.

The proposal is being pursued through the Victorian Government's Development Facilitation Program under Clause 53.23 for significant residential development with affordable housing.

The planning report acknowledges the proposed heights exceed those contemplated under the original Comprehensive Development Plan and masterplan, but argues the built-form context has changed considerably over the past two decades.

Urbis said the three towers would instead create a stepped transition between Carlton and the Hoddle Grid, rising progressively from the 94.1-metre Tower One along the Queensberry Street edge to the 199.44-metre Tower Three closer to the established CBD-scale buildings to the south.

SP Setia plans to deliver the development across three stages.

Stage One would deliver the basement, podium and retail areas for the entire precinct alongside the first student tower. Tower Two would follow in Stage Two, before the 606-apartment Tower Three is delivered as the final stage.

If approved and delivered, the project would close out a redevelopment process that has been underway since the former brewery masterplan was approved in 2007, adding more than 2,600 student beds and apartments to a precinct already home to Swanston Central, the Barak Building, RMIT Design Hub and several large student accommodation developments.

SP Setia plans three-tower finale for Carlton’s former CUB precinct

Melbourne developer Lowe Living is seeking to add to its growing bayside apartment pipeline, filing plans for a boutique eight-residence development in tightly held Middle Park.

Lowe Living, which has built much of its development portfolio across Melbourne's affluent bayside and south-east suburbs, is behind the plans for the 730 sqm site at <a href="https://www.apartments.com.au/new-apartments/123-125-erskine-street-middle-park-vic-3206">123-125 Erskine Street</a>, just off Armstrong Street and within the Armstrong Street Neighbourhood Activity Centre.

The developer is seeking approval for a five-storey residential building above two basement levels, with just eight large-format apartments and 18 car spaces.

“This is a deliberately very different proposition for us,"&nbsp;Tim Lowe, Co-Founder of Lowe Living, said.

"Eight residences is exceptionally boutique, but that's precisely what this site calls for.

“There is a strong community in Middle Park and the surrounding suburbs who have spent decades building a life here. They no longer want the maintenance of a large period home, but they aren't prepared to compromise on space, quality or location. We think there is a real opportunity to capture that hyper local market. A site like this rarely comes to market.”

The low-density proposal has been designed by Cera Stribley and is being progressed through the Victorian Government's Great Design Fast Track pathway, having already secured eligibility from the Minister for Planning.

The Office of the Victorian Government Architect supported its eligibility after finding the proposal demonstrated consistency with the program's seven design principles, while the project's financial feasibility has also been independently confirmed by Invest Victoria.

The project is targeting the downsizer market, with the planning documents describing the homes as larger-format residences and noting the two penthouses could otherwise have been configured as four separate apartments.

The site has dual frontage to Erskine Street and Canterbury Place and currently comprises a collection of commercial buildings used as offices, including a former heritage bakehouse, a former stable, a later gabled addition and a central courtyard.

It sits within the Commercial 1 Zone and the Armstrong Street Commercial Precinct heritage overlay, with the existing property classified as a contributory heritage place.

Heritage has subsequently played a significant role in Cera Stribley's design.

The front section of the former bakehouse facing Erskine Street will be retained, including its return walls, street-facing hipped roof and chimneys, while the Erskine Street façade and part of the western return wall of the former stable will also be incorporated into the new development.

Levels four and five will be set back five metres from the retained stable façade, while bricks removed through demolition are proposed to be salvaged and reused within the new building where possible.

Rather than presenting as a single five-storey building to Erskine Street, Cera Stribley has broken the development into a series of distinct forms.

A three-storey infill element will sit between the retained bakehouse and stable façades, with the upper levels recessed behind the heritage fabric. Canterbury Place will similarly feature two three-storey podium forms, separated by a central pedestrian accessway, before the upper two levels step back from the street.

A pedestrian through-link will run through the centre of the project between Erskine Street and Canterbury Place, creating entrances from both sides of the site and introducing landscaping and communal areas through the ground plane.

Landscape architect Acre has designed planting across the ground level, private terraces and upper levels, including a feature canopy tree at level three and integrated planting and arbours across the level four terraces. Five existing Erskine Street trees are proposed to be retained.

Sustainability is also a significant component of the Great Design Fast Track application. The apartments are targeting an average eight-star NatHERS rating, with no residence below 6.5 stars, while the project has achieved a 75 per cent BESS score. Seven of the eight apartments are designed for cross-ventilation, with the remaining residence using mechanically assisted natural ventilation.

The plans also incorporate an 8kWp rooftop solar system, a 5,000-litre rainwater tank and infrastructure allowing future electric vehicle charging for every residence.

Lowe has a strong portfolio across Melbourne's blue-chip suburbs. The project will comprise 40 half-floor residences of approximately 260 sqm, alongside eight full-floor residences spanning around 524 sqm.

A single penthouse will crown the building, featuring a private pool, barbecue area, indoor gym and dedicated entertaining spaces.

The proposal sits within the Clayton Major Activity Centre at the threshold of the planned Green Street corridor, a landscaped pedestrian connection intended to improve links through the precinct towards Clayton Railway Station.

The development would replace the site's existing collection of low-scale residential and commercial buildings with a single consolidated building, introducing significantly greater housing density to this part of Centre Road.

A retail tenancy is proposed at ground level to activate the Centre Road frontage, accompanied by transparent street interfaces and landscaping intended to create a more pedestrian-focused edge to the development.

Biophilic and passive design principles extend through the residential levels, with planting, daylight, natural ventilation and views towards landscaped areas forming part of the amenity strategy.

Parking would be concentrated away from the public realm, with 145 car spaces proposed from the rear laneway rather than dominating the Centre Road frontage.

The proposal follows an extensive pre-application process with the City of Monash. Three formal meetings were held between the project team and Council from December 2025 to March 2026, with the scheme evolving through several concept iterations before the current design was lodged.

The project arrives as Clayton prepares for substantial change around its established activity centre and the wider Suburban Rail Loop precinct. Its position on Centre Road places the development within an existing concentration of shops, services and public transport, while the Green Street connection is intended to strengthen pedestrian access towards Clayton Railway Station.

Gardner Vaughan Group breaks ground on first Gold Coast development, Bronze on Chevron

National Australia Bank (NAB) has brought forward the timing of the first RBA cash rate cut by three months.

NAB is now expecting a cut in February, in line with ANZ and Westpac, having initially thought a cut wouldn't come until May.

Commonwealth Bank, the nation's largest lender, still thinks the first cut will come in December.

NAB changed its call following the August monthly inflation figures that were released at the end of September, showing it had dropped to 2.7 per cent.

"The risk has been skewed to a first cut earlier in 2025, and today’s change acknowledges the balance of risks has likely shifted sufficiently for the RBA to feel comfortable cutting a little sooner than we earlier expected," NAB noted in its latest update.

They added that the cadence of the cuts may be faster than its central profile.

"Domestic inflation pressures are cooling, but only gradually, and we continue to expect the conditions for a cut will not be in place this year.

NAB believes the easing cycle will end at 3.1 per cent by early 2026, which is five cuts from the current 4.35 per cent cash rate.&nbsp;

CBA also thinks 3.1 per cent will mark the end of the cutting cycle, while Westpac is forecasting 3.35 per cent, and ANZ is the most pessimistic at 3.6 per cent, which would be just three interest rate cuts.

Canstar Data Insights Director, Sally Tindall, says if core inflation continues to track in the right direction, or unemployment starts to accelerate significantly, we could well see a cash rate cut as early as February of next year.

“All four big banks now believe the RBA will be ready to cut the cash rate in just over four months’ time, if not before, in the case of CBA.

“However, the outlook for both inflation and unemployment is still highly uncertain. A couple of wobbly sets of inflation data could see the RBA holding for longer, particularly if unemployment remains relatively steady."

Commonwealth Bank, the nation's largest lender, still thinks the first cut will come in December.

We think the RBA will leave rates on hold today but keep the door open for more easing depending on the outcome of the budget and other economic news in the coming weeks, particularly the inflation numbers due in a couple of weeks. Our focus is more on the liquidity measures as they have a direct impact on lending and investment.  Our data suggests that investors are starting to move into the real estate investment market as low rates start to bite into both their savings and future cashflow projects. Early signs are of a faster than expected Melbourne recovery, but we’ll get a better idea of this trend in coming months. 
Bottom line: Future cuts will have a minimal impact on market lending rates, particularly to ordinary real estate investors. But liquidity measures loosening or tightening are perhaps more important. Bond yields are pricing in a lower for longer rate scenario and we think a November cut is more likely than October. Talk must be followed by action.

RBA rate cut would have minimal effect on lending rates

Mortgage approvals jumped over 10 per cent over July to bounce back to pre-pandemic levels, recent statistics from the ABS found.
The number of mortgages approved rose from 25,713 in June to 28,322 in July, the largest monthly increase since COVID started to impact Australia.
There was a $1.2 billion spike between June and July for owner occupier property purchases, with 59 per cent of Australia believing now is a good time to buy property, Finder.com.au research suggests.

Finder's insights manager Graham Cooke said the figures signal fresh energy in the housing market.
“Judging by the surge in activity, plenty of Aussies are fired up about property again", Cooke said. “The housing market is also benefiting from the pent-up demand released with the restarting of auctions and inspections in several places.  “The full economic impact of COVID-19 has yet to be realised, but Aussies are unshakable in their love of housing,” he said. 
Finder's research shows 11,018 first home buyers have got a foot in the property market in July, 20 per cent more than May.

Mortgage approvals jumped to pre-COVID levels in July

Westpac's chief economist Bill Evans says words from the RBA governor Philip Lowe's September meeting minutes, paired with deputy governor Guy Debelle's speech last week, indicated to them monetary policy was going to change.
The September minutes, for the first time since March, mentioned something new in the monetary policy commentary.
"We are examining other ways in which monetary policy can be used to support the economy", the minutes read.
Evans says that new piece of information started the idea that the RBA may cut interest rates and change their policy, and then Debelle's speech referring to unemployment forecasts and the forecast for the economy being a "slow grind".
Debelle also pointed that policy should err on the side of overstimulating rather than under stimulating, Evans added.
"All of those factors pointed to us that the bank is likely to further cut interest rates", Evans says.
Last week Evans said the RBA rate cut <a href="/expert-insights/finance/westpac-now-expect-rba-to-cut-in-october-bill-evans">would come at its next meeting in October</a>, however changed the forecast date when it was announced the budget would come on October 6.

Why the RBA will cut the cash rate to 0.1 per cent: Westpac's Bill Evans

Last Wednesday we released a bulletin in which we forecast that the RBA was set to cut the overnight cash rate to 0.1%; the three year target bond rate to 0.1%; the rate on the Term Funding Facility to 0.1%; and the rate the RBA pays on Exchange Settlement balances to 0.01%. 
We also forecast that the Bank would commit to further purchases of Australian and semi government bonds in maturities between 5 and 10 years. 
We expected that the action would be announced at the next Board meeting on October 6. 
We now expect the move will come a month later at the Board meeting on November 3.
October 6 happened to be Budget Day so our expectation was that it would be another “Team Australia” initiative with both the fiscal and monetary authorities working together to address the economic crisis. 
The dimension of the crisis is best summarised by the official forecasts that the unemployment rate is set to rise to 10% by the end of the year and only be back to around 7% by the end of 2022. 
Admittedly, the choice of Budget Day to announce a series of further monetary stimulus steps was without precedent (the Budget is usually on the second Tuesday of the month and the RBA Board meeting is on the first Tuesday of the month). 
But the current crisis is without precedent as the blowout in the Budget deficit from $1 billion in 2028/19; to $85 billion in 2019/20; to an expected $230 billion in 2020/21 testifies. 
The timing of the key speech from Deputy Governor Debelle, from our perspective, pointed to the October timing. 
The speech indicated more concern from the RBA with respect to the outlook and emphasised that the Bank had more scope to ease policy. 
It came a week before the “black out” period for the October meeting and was the last scheduled speech before that “black out”. 
Our reading of the speech was that any policy changes were likely to come very soon. 
In fact he noted that it would be better to err on the side of doing too much rather than too little. 
As we discussed last week, the arguments for the RBA not changing policy near a Budget due to the need to assess the contents of the Budget did not stand up especially in a crisis period. 
For example, it is very unlikely that the RBA will lower its 7% forecast for the unemployment rate by end 2022 as a result of the contents of the Budget.

The “wait and see" argument also does not pass the “history test”. 
Since 2000 the RBA has changed the cash rate in May (a week before the Budget) on eight occasions. 
May has been the “most popular “month over the whole year for adjusting policy in those 20 years(ironically, second is November with seven changes). 
But certainly cutting the cash rate a week before the Budget announcement has a much less significant effect on the government’s capacity to sell the Budget than acting on Budget Day. 
A central bank moving on Budget Day could be interpreted by the government and the bank itself as diverting attention away from the Budget and complicating the government’s task in “selling” the Budget. 
The Governor himself, who has been such a strong proponent of fiscal policy, may also see the advantages of allowing space for the government to promote its Budget. 
So in the eyes of the authorities, there was probably a trade- off between a “Team Australia” moment and the government having the clear air to sell its Budget without any distractions from other policy makers. 
We saw the package of measures in March (widely described as a Team Australia policy approach) as boosting confidence through the impact of the combined policies. 
Central banks are influenced by and aim to influence expectations. 
For our “Team Australia” theme to have been viable we needed to see expectations and support for the concept build over the course of last week following Dr Debelle’s speech on Tuesday and our note on Wednesday. 
That has not happened. 
But the arguments for RBA providing a further policy boost to the economy are just as relevant. 
Consequently, we expect that the policy initiatives that we have outlined will now be introduced on November 3 giving the government adequate time to sell its Budget without any distractions coming from monetary policy.

Westpac push RBA rate cut forecast to November

ME has launched one of its best-ever home loan offers, designed exclusively for First Home Buyers.
The offer gives eligible First Home Buyers access to a 25% discount on LMI, variable rates as low as 2.58% p.a., and no annual fee.
“This offer will help address housing affordability and gives first home buyers a leg up at the perfect time,” ME General Manager, Home Lending Andrew Bartolo said.

ME Bank offer discount to first home buyers

In a speech yesterday the Deputy Governor of the Reserve Bank gave a fairly clear hint that the Board is set to cut the cash rate and other key policy rates at its October Board meeting.
The Bank is also likely to extend its objectives for bond purchases to include general support for the Australian and semi government yield curves in the five to ten year maturity range. It is likely to leave this commitment open ended at this stage.
We have discussed these issues in previous notes but did not expect the action as soon as the next Board meeting as now seems to be the case.
The theme is likely to be, as we saw in March, a Team Australia moment where the Reserve Bank is directly supporting a bold Federal Budget.
The prospect of the RBA “sitting back” to assess the Budget, which has been seen as the “norm” in previous years is not appropriate for these unique times.
We now expect the RBA to cut the overnight cash rate to 10 basis points; to adopt a 10 basis point three year bond target; and to adjust the rate on any new drawdowns of the Term Funding Facility to 10 basis points. All these rates are currently set at 25 basis points , which the Governor has generally described as the effective lower bound for the cash rate.
The Bank is also likely to reduce the rate which the Bank pays on Exchange Settlement Account balances from 10 basis points to 1 basis point.
If the banks are only earning 1 basis point on their ESA balances there will be significant incentive to purchase bonds, even if the bond is only yielding 10 basis points, or lend to the private sector.

The RBA continues to signal further monetary easing is likely. Deputy Governor Debelle in a speech titled <a href="https://www.rba.gov.au/speeches/2020/sp-dg-2020-09-22" target="_blank">The Australian Economy and Monetary Policy</a>, “outline[d] [the] possibilities for further monetary policy action should the Reserve Bank Board decide that is warranted” and concluded that “the [RBA] Board will continue to assess the merits of the range of monetary options to best support the economic recovery”.
NAB now sees significant risk of the RBA easing policy further by cutting the cash rate, 3-year yield target and TFF rate by 15bps to 0.10% (from 0.25%). The remuneration on ES balances which is already at 0.10% is likely to be either unchanged, or cut slightly, so as to remain positive.
We also expect the RBA to announce outright QE purchases in the 5-10 year area of the curve, so as to lower longer-dated rates to provide stimulus via the portfolio rebalance effect/a lower $A. Different to YCC, this would likely require a nominated quantum of bond purchases per period to be announced.
NAB expects these further easing measures to be announced at either the October or November Board meetings, noting that the October Board meeting is the same day as the Budget, while the November SMP after the November Board could be an avenue to communicate its messaging to a wider audience. 
While NAB remains of the view that further monetary easing will have only marginal impact on the economy, the RBA continues to signal that it will do what it can to support the recovery: “given the outlook for inflation and employment is not consistent with the Bank’s objectives over the period ahead, the Board continues to assess other policy options”.
 Fiscal policy also continues to be well-placed to support the recovery and further measures are expected to be announced on this front in the Budget on October 6. 
It is also worth emphasising the RBA continues to rule out negative rates (“empirical evidence on negative rates is mixed”) and the Bank is very reluctant to intervene in the exchange rate (“AUD broadly aligned with its fundamentals”), citing the experience of the Swiss National Bank in today’s speech.

NAB now sees significant risk of cut to the cash rate

Aussies want the best of both worlds when it comes to their home loan interest rate, according to new research by Finder.
Finder recently surveyed 1,000 Australians about how they would structure their mortgage if they were to refinance.
The data revealed that 1 in 5 (20%) would opt for a split mortgage, dividing their loan into fixed and variable portions.
Around 19% would refinance to a variable loan, while 17% would prefer to lock in their rate for a set period of time with a fixed-rate mortgage. The remaining 43% said they were unsure if they’d opt for fixed or variable.
Graham Cooke, insights manager at Finder, said that fixed-rate loans come with both risks and benefits.
“With the cash rate set to remain at 0.25% for some time, it’s unlikely the big banks will lower their standard variable mortgage rates any further for now."
“This means fixed-rate loans are back in vogue. For some homeowners, locking in their rate for a year or more may offer greater savings than a variable rate would."
“We’re currently seeing rock-bottom rates across the board with fixed rates as low as 1.95% from Easystreet, and the lowest variable rate even lower at 1.89% from Reduce Home Loans,” he said.
The research found that it’s the younger generations who place the most value on flexibility when it comes to their loan.
Over a quarter of Gen Z (27%) would split their mortgage – more so than any other generation – while Millennials are the most likely to choose a variable loan (23%).
Baby Boomers were more likely to refinance to a fixed rate (19%).
By state, Victorians (23%) are the most likely to choose a variable loan, followed by 1 in 5 NSW residents (20%).
Queenslanders are the most likely to choose either a split loan (25%) or a fixed-rate loan (21%), but the least interested in a variable one (12%).

Aussies prefer split rate mortgages: Finder

The non-bank lender Reduce Home Loans has introduced a new market leading variable rate of 1.89% for low-risk refinancers.
The refinancers will be deemed low-risk if they have a 40 per cent deposit.
The Rate Cutter variable rate has a maximum loan size of $850,000, with the loan available for 60 per cent LVR.
There will no no offset account, but a full redraw facility.
The sub two per cent loan takes the number of home loan rates below two per cent to 13, according to comparison site Canstar.
Canstar say that switching from the average variable rate, which their figures say is 3.35 per cent, to the new low variable rate of 1.89 per cent, would save someone around $3,672 in repayments each year and $110,261 in interest over the life of the loan.
This is based on a $400,000 loan size, 30 year loan term and 60% Loan to Value Ratio (ie. 40% deposit). 
Canstar’s group executive of financial services Steve Mickenbecker said Reduce Home Loans’ new product was primed for refinancers with equity in their home and who haven’t been financially impacted by the pandemic.  
“Reduce Home Loans’ new variable Rate Cutter loan at 1.89% represents a new low for the home loan market,” Mickenbecker said.
“This comes on the back of a wave of rate reductions over the past few months as 12 owner occupied rates have fallen below 2%. 
“With a maximum loan to value ratio of 60%, the loan is clearly aimed at refinancers and shows the appetite lenders have for low risk lending in this environment. 
“The home loan market is ripe for refinancers who have strong equity in their property and have weathered the COVID-19 storm in sound financial shape.”
