Private equity real estate firm Conquest has entered into a $220 million partnership with Woolworths’ development arm, Fabcot, to deliver its long-awaited Waterloo project on Bourke Street.

The Bourke Street development was first flagged by Fabcot back in 2021 as part of its push into Sydney’s residential market. However, progress has since stalled, with no activity on site amid a number of design revisions in consultation with the City of Sydney.

<a href="https://www.apartments.com.au/developers/conquest">Conquest</a>, which is actively planning more than $6 billion worth of new developments, predominantly mixed-use precincts, is now set to move the project forward.

The current plans include between 110 and 120 apartments across two buildings designed by Bates Smart at <a href="https://www.apartments.com.au/new-apartments/923-935-bourke-street-waterloo-nsw-2017">923 Bourke Street</a>. The scheme will incorporate a portion of apartments reserved for key workers, alongside premium commercial space at ground level, including a full-line Woolworths supermarket.

Construction is expected to commence in the second half of 2026.

Michael&nbsp;Akaawi, CEO of Conquest, said the partnership reflects the firm’s commitment to "convenience-led" urban renewal."

The news comes just a week after Conquest went to the NSW Government to upsize its plans for Castlecrag's Quadrangle Shopping Centre.

Conquest purchased the site for just shy of $70 million last year, with existing plans in place for a mixed-use residential and retail precinct comprising 38 luxury apartments.

Those plans have now been significantly expanded, with the developer lodging a State Significant Development Application with the NSW Government’s Housing Delivery Authority for 150 apartments across two 11-storey buildings. The apartments will sit above a four-storey podium, incorporating specialty retail tenancies and five levels of basement car parking, on the 5,166 sqm site at&nbsp;<a href="https://www.apartments.com.au/new-apartments/100-edinburgh-road-castlecrag-nsw-2068">100 Edinburgh Road</a>.

Conquest has been increasingly active in the development space in recent years. The group acquired the&nbsp;<a href="https://www.apartments.com.au/developments/eastlakes-nsw-2018">Eastlakes</a>&nbsp;Shopping Centre redevelopment, where it plans to deliver more than 1,000 apartments above a new retail precinct, and has also lodged a $900 million State Significant Development Application for a&nbsp;<a href="https://www.apartments.com.au/news/nsw/conquest-unveils-900m-stanmore-village-vision-for-landmark-inner-west-site">mixed-use precinct in Stanmore</a>.

Conquest partners with Woolworths to deliver mixed-use Waterloo project

A shift away from Sydney’s industrial past has left parts of the inner south defined by contrast, brick warehouses repurposed into dining precincts, former factory streets softened by landscaping and pedestrian activity.

Rosebery is one of those suburbs. Over the past decade, it has undergone significant gentrification, anchored by The Cannery, which has helped reposition the area as one of the inner city’s most sought-after lifestyle pockets.

What hasn’t kept pace with that transformation is new residential supply, which has remained relatively limited. Builder-developer Deicorp identified that gap early, securing a site in 2019 and delivering what is now one of the suburb’s most architecturally distinctive developments.

To realise the vision, Deicorp engaged Candalepas Associates to design The Rothschild, a project that is immediately recognisable from the street.

Completed in 2025, The Rothschild comprises two buildings across Rothschild and Mentmore Avenues, delivering 176 apartments. The development replaces a former industrial site, retaining a material and structural dialogue with its past while introducing a more resolved residential framework. The scale is deliberate but not monolithic, broken into forms that engage both street frontages, with retail at ground level and two levels of basement parking below.

From the street, the architectural intent is clear. Off-form concrete columns run through the façade, establishing a repeated structural rhythm that gives the building its visual weight. These are paired with deep-set arches and sections of exposed brickwork, creating a layered elevation that reads less like a typical apartment block and more like a reinterpretation of industrial architecture.

The material palette is intentionally restrained, with concrete left exposed and brick used to define mass rather than decoration. The result is a building that stands out through proportion and repetition, rather than height or glazing.

This approach continues internally. A central landscaped courtyard sits between the two buildings, anchored by an olive grove that acts as both a visual and spatial focal point. Rather than functioning as residual space, the courtyard is designed as a shared ground plane, where circulation paths, seating areas and planting come together to create a usable communal environment. Its positioning allows natural light to penetrate deep into the site while maintaining separation between residences.

Within the apartments, the planning follows a clear and functional logic. Entry points lead directly into open-plan living areas, with kitchens positioned as central elements alongside dining and lounge spaces. These zones extend to balconies or external openings, maintaining a visual connection to either the courtyard or the street.

Kitchens prioritise practicality, with generous bench space, ample storage and European appliances configured for everyday use. Bedrooms are typically set back from the main living areas, creating quieter zones within each residence, with separation achieved through layout rather than material change. Bathrooms are compact but efficient, incorporating mirrored cabinetry and integrated storage to maximise space. Across all residences, the emphasis is on clarity of movement and functional planning.

At ground level, retail and hospitality uses extend the building’s presence beyond its residential function. A café or restaurant space, alongside communal amenities such as a music room and rooftop areas, positions the development as part of a broader urban network rather than a standalone project. These shared spaces reinforce a lifestyle where the building operates as an extension of the surrounding neighbourhood.

Rosebery’s proximity to Green Square, The Cannery and nearby parklands supports this model of living, where much of daily life is within walking distance. The Rothschild sits comfortably within that network, contributing to the streetscape through its distinctive architecture, while internally organising space around light, structure and communal use.

The Rothschild is now complete and ready to move in, with limited residences remaining.

The Rothschild reinterprets Rosebery’s industrial DNA into residential form

KTQ has unveiled&nbsp;<a href="https://www.apartments.com.au/new-apartments/casilia-16-marine-parade-coolangatta-qld-4225">Casilia</a>, the final residential release within the Kirra Point precinct which really kicked off the boom in the area back in 2019.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

Aria launch Casamia, West End apartment development

Spinal Life Australia is jumping on the apartment development boom in Woolloongabba ahead of the 2023 Summer Olympics.

They're seeking to turn the prime 3,297 sqm site at 109 Logan Road, which is currently home to the Spinal Life Healthy Living Centre, into a 20-level tower with 203 apartments.

The building, designed by BSPN Architecture, will be dominated by two-bedroom apartments (108). There will be just 23 one-bedroom apartments, 71 three-bedroom apartments, and a single four-bedroom apartment on level 20.

The rooftop will feature a recessed wet edge pool, outdoor kitchen, and sunken lounge.

"The prominent location of the site, situated within 600m walking distance to Cross River Rail, provides a great opportunity to progress the key gateway to the Brisbane Olympic Precinct in Woolloongabba whilst supporting the Logan Road Dining Precinct," Place Design Group noted in their Town Planning Report.

BSPN said in their Urban Content Report that the&nbsp;wider urban context of Woolloongabba presents three contrasting residential building typologies that have a greater contextual influence on the project site.

"These typologies include multi-storey residential developments at 10-15 and 20 storey applications as well as the traditional low density residential housing setting.

"As a reflection of these contrasting typologies and their individual strengths and characteristics, the building response aims to embody and reflect these key characteristics through the exploration of the concept of Congruent Conjunction.

"The design concept of Congruent Conjunction represents the meeting and cross over of these individual elements that intertwine to create a shelter that contributes to developing and strengthening the wider context of South Brisbane.

"Through the use of the concept of Congruent Conjunction, the design response aims to incorporate the key elements of each typology in way that in sympathetic to the urban context."

BSPN said there was an opportunity to embrace, and further enhance, contemporary connection to yards.

"These typologies have traditional connections to green spaces as front and back yards, where its differences mainly lie within its delineation of public accessibility. This is such where front yards are shared with/contributed to the public and the back yard is privately accessible by the dwellers."

The contemporary front yard typology will comprise front yard spaces that are semi-public,&nbsp;contributing to a greener public streetscape, as well as providing spaces and opportunities for community engagement, while the contemporary back yards will be spaces are semi-private backyard spaces focused on the residents. These include the back yard lawn, work from home rooms, the barbecue pavilion, playspace, and wellness lawn.

Woolloongabba apartment development plans filed for 2032 Summer Olympics gateway site

The Isle of Capri might not be well known to interstate investors, or even holiday makers, but locals are well aware of the attractive proposition of living on the island.

Plus Architecture Director Danny Juric says the <a href="/developments/isle-of-capri-qld-4217">Isle of Capri</a> is unique because it's surrounded by water.

“On the Gold Coast, there’s a lot of boroughs. Boroughs is an old world term for communities or localities, and the Isle of Capri is one of those," Juric says.

"It’s an island, and that in itself is actually quite attractive on the Gold Coast."

Juric and his team were the architects of <a href="/new-townhouses/capri-villas-81-salerno-street-isle-of-capri">Capri</a>, the first large scale off the plan development on Isle of Capri in three decades.

The collection of just 48 villas, launched to the market earlier this year, are centred around a luxury resort-style pool in the heart of the Solerno Street development.

Juric says there's a very defined geographical footprint, but what is really means, is that every part of the Gold Coast is just moments from Capri's doorstep.

"You’ve got Via Roma, which is another minute away. It’s wonderful to have this amenity so close at hand. It makes it a very attractive proposition."

NPA Projects Director Andrew Erwin, who is selling Capri, says Solerno Street is well known by locals, as is Isle of Capri.

"It’s a sought after suburb that people aspire to live at, really due to its proximity to everything. Schools, amenity, the beach, all the things you want on the Gold Coast," Erwin says.

"But in addition to that, it’s really highly regarded for its amenity In terms of local shopping. There’s Capri Via Roma just footsteps away, which has hand selected restaurants, cafes, boutiques, delis and a Harris Farm, to name a few.”

The $100 million Capri masterplan spreads across 1.2 hectares, one of the largest land holdings on the whole island. There are two or three-level villas, with either three or four bedrooms.

They are built around the central amenity, which comprises a resort-style pool with submerged lounge chairs. That sits adjacent to a&nbsp;sunbathing deck terrace set under soaring palms.

There's shaded cabanas, and an indoor lounge with a built-in bar, dining area, a fully-equipped kitchen, an electric fireplace, and a large screen TV.

The site has two street frontages, to Solerno and Elliott Street, which means there won't be congestion in the community. Juric says it offers a sense of security for residents.

"The entire village is gated and provides a quietness. So when you pass through the gatehouse, you enter into the zone, which is highly landscaped and street like.

"Each street has its own identity and presence."

Erwin says Isle of Capri is a suburb that doesn't have a bad neighbourhood.

"To bring a renewal program via the form of a gated community with a luxury architectural product, with a heart that’s built around green space and amenity with large format pool, residence, lounge, and open space, it’s really delivering on what people want in that suburb for themselves and even for their children.

"It’s just one of those locations that people want to live and be in community.”

July was a busy month for new apartment developments in Brisbane, as the <a href="/developments/brisbane-qld">apartment development pipeline</a> continues to pad out ahead of the 2032 Brisbane Olympics.

One of the most significant development applications came from veteran apartment developer Morris Property Group, who have sought to change their approved office tower development to apartments.

We've put together a list of development movements Brisbane's off the plan apartment market in July.

<h2>Forest-laden apartments set for Hamilton's riverfront</h2>

Architecture firm Myers Ellyett says living in <a href="/developments/brisbane-qld">subtropical Brisbane</a> is an experience of living on a verandah. They say being half indoor, and half out, is a life that embraces living with gardens and greenery.

That was their design inspiration for the newest apartment development plans filed in Brisbane, a 14-level tower on a prime site at 92 Kingsford Smith Drive in <a href="/developments/hamilton-qld-4007">Hamilton</a>.

The project will have 62 apartments, a mix of two and three-bedroom units. It will be crowned with a 1,048 sqm rooftop with swimming pool and spa, gym with sauna and yoga lawn, private dining room, wine room, and barbecue area.

<h2>Morris Property Group&nbsp;swap Eagle Terrace office tower for apartments</h2>

Veteran developer Barry Morris has reacted to Brisbane's award of the 2032 Summer Olympic Games by once again pivoting plans for his prime Brisbane CBD site.

Having previously planned an apartment tower, and then pivoting to a $250 million commercial tower, Morris Property Group is now seeking to develop a 33-level residential tower at 19 Eagle Terrace.

<h2>Rare apartment development planned for Paddington</h2>

A striking bureau^proberts-designed development in Brisbane's Paddington is set to test the height limits in the affluent suburb near Suncorp.

The small-scale development at 298 Given Terrace is seeking to push the neighbourhood plan limit by one level, having made amends to the designs following a pre-lodgement council meeting back in late 2021.

The meeting minutes from a meeting held in late December stated the four-level, 12.5-metre proposal exceeds the acceptable outcome for building height in the neighbourhood plan, which is two levels and 9.5 metres.&nbsp;

<h2>L'Amour to deliver owner-occupier apartments to Albion</h2>

New plans have been filed for an apartment development in <a href="/developments/albion-qld-4010">Brisbane's Albion</a>, seeking to bring some much-needed owner-occupier stock to the inner north-eastern suburb.

The unknown developer, originating from China, is wanting to push the building height past what's permissible on the 809 sqm site at 417 Sandgate Road, acquired last year for $1,932,500.

The Assessment Report by DTS Group said the pursuing of the uplift is based on "strong urban design merit supported by significant evaluation of the site characteristics and context and planning parameters."

<h2>Windsor's Lutwyche Road set for two apartment towers</h2>

A two-tower apartment development in Brisbane's Windsor has been filed by local developer Ronnie Tarabay.

He's submitted plans for two 13-level buildings designed by Ellivo Architects at 193 Lutwyche Road which will home 212 apartments, 281 resident parking spaces, and 45 visitor spaces.

<h2>Twin tower apartments to neighbour Albion's Breakfast Creek Hotel</h2>

Albion's landmark Breakfast Creek Hotel is set to get a new neighbour, with a Sydney investor filing plans for a two-tower project across the road.

The plans, submitted by DRJ Investments on a 2,569 sqm block spanning 4 Higgs Street and 11 Sandgate Road, are for two 17-level buildings homing 199-apartments, rooftop recreation, and an activated ground plane.

There were only a few development moves across the <a href="/new-apartments/gold-coast-qld">Gold Coast</a> in July, as the apartment project pipeline in the tourist hotspot continues to slow.

There were a couple of exciting approvals, one in <a href="/developments/broadbeach-qld-4218">Broadbeach</a> and one in <a href="/developments/coolangatta-qld-4225">Coolangatta</a>, while there's been movement one an exciting future project in the southern <a href="/new-apartments/gold-coast-qld">Gold Coast</a> surf hotspot.

<h2>Luxury Broadbeach apartments secure sign off</h2>

The Brisbane-based Di Carlo Property Group has secured sign off for its <a href="/developments/broadbeach-qld-4218">Broadbeach apartment tower</a>, Lusso.

It's a move back into the Gold Coast apartment market for the family-run company, who in recent years have been developing boutique projects in Brisbane's inner ring.

<h2>Immerse Projects&nbsp;second Coolangatta apartment tower green lit</h2>

Immerse Projects is set to launch their second <a href="/developments/coolangatta-qld-4225">Coolangatta apartment project</a> to the market later this year, having received approval from the <a href="/new-apartments/gold-coast-qld">Gold Coast City Council</a> for their latest development.

Veteran builder John Kearney, who heads up renowned developer Greyburn, is behind the <a href="/new-apartments/39-41-mclean-street-coolangatta">17-level apartment project at 39 McLean Street</a>, adjacent to his <a href="/new-apartments/rhythm-kirra-hill-30-garrick-street-coolangatta-qld-4225">Rhythm Kirra Hil</a>l development which is currently on the market.

“We are very pleased with today’s approval of the McLean Street project which is the result of a lot of collaborative work with Council over past 18 months,” Kearney said.

<h2>Revised plans lodged for Palais Coolangatta</h2>

Developer BeckDev has made significant design concessions to its proposed Palais <a href="/developments/coolangatta-qld-4225">Coolangatta development</a>, the most obvious being a large reduction in height and scale.

The group, led by founders Ben and Max Beck, lodged the revised plans with the council this week.

Responding to the latest councils request to reduce the building even further in height, BeckDev further concedes lowering the height of the project to 17 storeys from the 22 storeys originally proposed and the subsequent revised 20-storey design that sat comfortably within the skyline and in close proximity of an existing 24-storey building.

<h2>Abedian family amalgamate apartments at Mermaid Beach tower</h2>

The Abedian development family is looking to amalgamate a number of apartments at their approved <a href="/new-apartments/mermaid-beach-qld-4218">Mermaid Beach apartment tower</a>, Peerless.

They've submitted a minor change application to the Peerless Avenue development to drop the number of apartments from 109 to 98.

<h2>Roche Group file plans for next stage of Calypso Bay masterplan</h2>

Sydney-based developer Roche Group has filed plans for the next stage of its Jacobs Well, Gold Coast masterplan.

They'll be bringing much needed supply to the Gold Coast, submitting a development application for 76 three and four-bedroom duplexes on a 2.46-hectare site within their $2 billion Calypso Bay masterplan halfway between the Gold Coast and Brisbane.&nbsp;

<h2>New apartment tower planned for&nbsp;Cannes Avenue</h2>

A Sydney investor has filed plans for a short-term holiday rental tower on the corner of Cannes Avenue and the Gold Coast Highway in Surfers Paradise.

The tower, designed by Archidiom, will comprise 29 one and two-bedroom apartments, and two villas, on an irregular shaped 955 sqm site across 4 Cannes Avenue and 2830 Gold Coast Highway. The site wraps around the back of the Surfers Paradise Motor Inn.

Cannes Avenue, south of Neddy Harper Park, isn't well known for multi-res developments. The most popular was Marquee Development Partners' One Cannes, which is approaching completion. That followed Marquee's first project on the exclusive street, Cannes Waterfront.

There were a couple of exciting approvals, one in Broadbeach and one in Coolangatta, while there's been further movement in the southern Gold Coast surf hotspot.

The recent hikes in interest rates has kept everyone guessing month on month.

Ryan Middlemas, Managing Director at <a href="/developments/brisbane-qld">Brisbane-based</a> Carrick Developments, says property buyers had become used to having many properties on the market and cheap and easy finance available. &nbsp;As interest rates rose rapidly and many vendors held properties off the market, both of those factors changed. The quick succession of rate rises was "like a game of musical chairs." as buyers were forced to rapidly adjust their expectations.

"When the music stops, you end up on whatever chair you end up on," Middlemas says.

While many prospective purchasers have seen their serviceability and budgets decrease since the RBA started hiking rates over 12 months ago, Middlemas says ultimately, people still want to buy property.

"People have still made the decision to buy, and while they now can't necessarily afford what they could 12 months ago, their circumstances and appetite to buy generally hasn't changed.

"Buyers maybe take a few months to adjust their expectations. Initially they're saying to themselves 'I could have previously afforded X and I don’t want to compromise, but after a few months, they just accept the new normal and get on with it."

Middlemas says they're seeing a different cohort of buyers because of the rate rises.

"It's almost the opposite of a bracket creep," Middlemas says.

"While many developers feared there would no longer be buyers for their product, from our point of view, it's just a different cohort of people who will be the buyers. They were maybe looking at buying a house 12 months ago, but now their budget only extends to an apartment. They've had to change their expectations. Although it is a different buyer than it might have been previously, the raw number of buyers is relatively unchanged."

Carrick Developments will begin construction on their Indooroopilly project Natura in August 2023. Securing a builder for the project at a workable price had its challenges given conditions in the South East Queensland construction industry.

"It's been a long road like a lot of projects in Brisbane," Middlemas said, noting the dynamic shift in trying to find a builder.

"The construction industry is still operating well beyond capacity. &nbsp;Larger builders are typically not accepting new work, and in any case you have to query how much exposure they still have behind the scenes to unprofitable projects priced prior to the big spike in construction cost, though we are probably past the worst of it.&nbsp;Some smaller builders are stepping into the mid-tier space."

He said previously a developer would have been able to shop around for a builder, creating a shortlist of three then going through a tender process to select one.

"Builders typically refuse to participate in tenders now," Middlemas says.

"If they're not the only one looking at it, they're not going to bother. So now instead of going to three you have to go to one, and if that one doesn't work out, you have to start the whole process again with the next builder."

Middlemas has appointed Cule Constructions to build Natura, following a successful collaboration at Carrick’s Bellevue Clayfield project.

Carrick has hit its pre sales milestones at the project of 35 apartments, and Middlemas expects that when construction has commenced, the remaining apartments will be quickly snapped up.

"What we’re seeing is that few projects are getting more than a quarter or so into their build without being sold out," Middlemas says.

"Whatever you've got left when the cranes go up is going to fly out of the door in a couple of months, as buyers then have the confidence that the project is definitely happening."

Carrick is working on amalgamating a site in Labrador on the Gold Coast for a higher density project in the near future, and will shortly submit a development application for 62 apartments in Brisbane’s Upper Mount Gravatt.

"Brisbane will produce roughly half the number of apartments per year in the next two years as it did in the years prior to Covid. The supply of new apartments will get worse before it gets better."
