Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Off-the-plan property explained: What is stamp duty?

A trio of Queensland property groups have unveiled plans for a $300 million mixed-use redevelopment of the former Noosa Bowls Club site, a proposal that would deliver more than 200 new homes in one of the Sunshine Coast's most supply-constrained markets.

Kilter Property, Frank Developments and Calile Malouf Investments are behind the plans for the 1.8-hectare site at <a href="https://www.apartments.com.au/new-apartments/99-noosa-drive-noosa-heads-qld-4567">99 Noosa Drive</a>, which would transform the long-vacant site into a new residential precinct featuring 208 apartments, retail, hospitality and public space.

The proposal comes as Noosa continues to grapple with housing affordability and a shortage of permanent accommodation, particularly for key workers. The site's location in Noosa Junction, close to shops, public transport and employment, aligns with the direction of Noosa Council's Housing Strategy, which encourages higher-density housing within established activity centres rather than continued urban expansion.

The draft plans include 48 affordable-by-design apartments and 48 rooming accommodation units aimed at key workers. Around 2,000 sqm of ground-floor retail and food and beverage space would activate the street frontage, alongside a new public town square and landscaped open space.

Frank Developments Founder and Director Frank Licastro said the development would continue the company's focus on architecturally-led residential projects while addressing one of the region's biggest challenges.

"Not only will this project exude a sense of luxury, it will also enhance not only the built environment but also the surrounding community," Licastro said.

"Noosa's success relies on the people who live and work here. Providing well-designed accommodation for key workers is critical to supporting the local economy and ensuring the Shire can continue to thrive."

Kilter Property Co-Founder Huw Williams said the focus was on delivering additional permanent housing while creating a mixed-use destination that benefits both residents and the wider community.

"Our focus is on delivering a well-considered mixed-use project that provides more permanent housing options, supports local workers and businesses, and delivers an exceptional product for the local market," Williams said.

"The redevelopment vision aligns with the long-term evolution of Noosa Junction as a vibrant activity centre, creating a destination that enhances the area's character while delivering significant economic and community benefits."

Calile Malouf Investments, best known for its role in Brisbane's James Street precinct and The Calile Hotel, will bring its place-making experience to the project. The company recently commenced construction on The Calile Noosa hotel and says the residential development will complement its growing investment in the region.

CMI Director Cal Malouf said the aim was to create a walkable precinct combining housing, retail and hospitality while remaining true to Noosa's character.

"We see a similar opportunity in Noosa to deliver a vibrant, walkable destination that combines exceptional housing, hospitality and retail in one integrated project," Malouf said.

Brisbane-based Cavill Architects has been appointed to design the project.

Ipswich ranks as the strongest Queensland price growth region with its $320,000 median house price at almost half the capital, the latest data from the Real Estate Institute of Queensland (REIQ) reveal.
Ipswich's median house price increased by 6.7% over the quarter, the largest gain recorded by any area across Queensland.
Brisbane’s median house price has meanwhile hit $600,000 for the first time, rising by 3.4% over the quarter.
The REIQ’s December quarter 2014 data showed Brisbane’s record median house price was largely the result of the city’s strengthening $1 million plus house market.
“Brisbane’s prestige housing sector is firing on all cylinders, with 332 sales recorded in the December quarter - up from 274 sales the previous quarter,” REIQ CEO Antonia Mercorella said.

Ipswich the strongest Queensland house price region: REIQ

The Brisbane housing market recorded another encouraging year of house price growth over 2014, according to the Domain Group senior economist, Andrew Wilson.
Brisbane’s median house price increased by 5.9% over the year compared to 5.1% over 2013.

He noted Brisbane’s housing market revival was late compared to most other capital city housing markets, which were driven by the sharp cut in interest rates in 2012-13, but it is "now squarely on track".
"Prices growth has been particularly solid in the mid to upper price ranges in inner and middle ring suburbs," Wilson said.
"Activity in outer suburban budget priced suburbs, however, has continued to be subdued with high listing numbers and continued concerns over unemployment and job security constraining buyer confidence."

Wilson advised he thought Brisbane’s revival gathered pace over spring last year with rising auction numbers reflecting increased confidence in the marketplace from sellers.
"Activity levels in the auction market have continued to rise early in 2015 with record late summer listings reported," he said.
Brisbane median house prices are set for another solid result through 2015, rising again by between 5 and 7%, which will likely be only behind Sydney in terms of capital city performance.

"Sydney is poised to retain its position as the leading capital city performer with house price growth outstripping the national growth projection," Wilson said.
"Brisbane is expected to be the next best performer as its housing market revival continues.
“Sydney and Brisbane are set to be the best performers over the year, with 8% and 6% growth forecast respectively."

Brisbane to be strongest 2015 capital behind Sydney: Domain Group

Brisbane, along with Queensland's regional property markets, continue to lag other states this property cycle, according to Macquarie Wealth Management.
"Brisbane is still very much the laggard for this cycle given the sluggish domestic economy, with periodic price falls still common particularly for the Brisbane unit market," Macquarie's latest report noted.
It was in part because Queensland continued to show population growth moderation as the recent mining boom subsided.
The lagging occurs even as prices emerge back into recovery and should exhibit strong price growth into 2015, it noted.
"There are clear macro reasons behind this slow recovery, due to weaker domestic growth and the slow pace of interstate migration out of both Sydney and Melbourne," the report said.
"Affordability levels in Brisbane are relatively good, given the recent price correction, which will offer a relatively larger buffer when mortgage rates eventually impact more significantly on affordability and pricing."
Macquarie's concerns relate to what it sees as "sluggish interstate migration and rising supply".
Noting the surge in construction activity in 2014 in Brisbane, it did concede that Brisbane had not seen meaningful supply additions for some years.
"As the mining investment cycle unwinds, both foreign and interstate migration into Queensland is slowing significantly – a trend that will tangibly reduce housing demand in these regions," it added.
Macquarie described the Australian residential housing market cycle as unfolding "largely as we expected".
"Low rates and good affordability had bolstered a moderate price upswing in 2013, initially out of Sydney (after 10 years of subdued gains) before it broadened out to Perth and Melbourne and finally to Brisbane, the clear laggard in this recovery cycle," the report noted.
"By late-2014 and into 2015, the stimulatory impacts from low rates have been largely realised.
"While further price gains ahead are still expected, the pace of growth is likely to be slower over the remainder of this upswing cycle.
"Medium term, the fundamental drivers of the Australian housing market are less favourable, but still firm overall.
"Housing demand is well supported, given solid migration, although that pattern of growth is still shifting clearly from resource-intensive states of Western Australia and Queensland back to the larger, more diversified states of New South Wales and Victoria.
"Developers are lifting supply in response, driving a surge in approvals and starts initially for units and apartments, but that supply is now broadening into detached housing as well."
Meanwhile Brisbane's off the plan apartment market has smashed its previous quarterly sales record with 1,621 unconditional transactions in the three months to December 2014.
The results as reported in Place Advisory's quarterly unit report equated to more than 135 off the plan sales a week in the inner-Brisbane market.
Place Advisory noted that level of quarterly sales outstripped the records set during the previous cycle, where 1463 unconditional sales were recorded in the June 2002 quarter.
Place Advisory noted that AMP Capital and Billbergia's Skytower was Brisbane's top performing project for the quarter with a registered 415 apartment transactions in total.
Place Projects director Bruce Goddard said the result showed Brisbane was experiencing an unequivocal boom in apartment buying.
"With approximately $2.4 billion worth of new and off the plan residential sales recorded during the year 2014, it shows the Brisbane residential market remains in massive demand consistently city-wide," Goddard said.
Apartments sold during the quarter showed a weighted sale price of $551,558 up from $545,478 in the threes months to September 2014.
Place Advisory director Lachlan Walker said he didn't believe these sales rates were sustainable longer term.

With a population of approximately 170,000 people, Toowoomba is Australia’s second largest, non-coastal city, behind Canberra. It is the only zone in South East Queensland not to experience population growth above the national average over the last decade.
While its property market has teased with glimpses of green shoots every so often Toowoomba mostly underperformed over the last decade.
Situated 700 metres above sea level on the Great Dividing Range, ‘The Garden City’ is among rich volcanic soils. With agriculture among its economic mix, prolonged drought adversely affected the region for a few years, although new infrastructure has subsequently improved water security.
The city is a well established service centre for the Darling Downs agriculture industry, the expanding coal and gas industry in the Surat Basin, and the army aviation centre at Oakey. Toowoomba is also somewhat of an education hub with the well-funded South Queensland University, a few small university campuses and quality private schools.

This significant piece of transport infrastructure has the potential to <a href="https://www.propertyology.com.au/understanding-asian-century-key-to-success/" target="_blank">open up the region’s economy</a>. Qantas has already committed to a dozen flights per week to and from Sydney
Construction of the Wellchamp business park is currently underway and there is also a proposal for a nearby aviation school. $500 million is to be invested in expansion of retail facilities.
The tender for the <a href="https://www.propertyology.com.au/wp-content/uploads/2014/04/2014_09_Propertyology_MainEmploymentSectors_web.pdf" target="_blank">$1.5 billion Second Range Crossing</a> project is due to be announced early in 2015; construction should start shortly thereafter. This will significantly improve general public access between Brisbane and Toowoomba and significantly improve road freight safety and commute times.
Up and down housing supply from year to year has tended to keep pace with demand overall. <a href="https://www.propertyology.com.au/your-results/" target="_blank">Our research</a> suggests areas where new supply will be concentrated most include Highfields, Gowrie, Glenvale, and Westbrook.

Toowoomba has underperformed, but new infrastructure is promising: Simon Pressley

The Queensland government will consider a ministerial ‘call in’ of the proposed Cedar Woods development at Upper Kedron in Brisbane.
Deputy Premier and Minister for Infrastructure, Local Government and Planning Jackie Trad, said she was using her powers under the Sustainable Planning Act 2009 to issue a proposed ‘call in’ notice for the Cedar Woods development application.
“Today I have notified all parties – the developers and the community – that I am considering a ‘call-in’ for the proposed Cedar Woods development,” Trad said.
The planning matter was raised during the election campaign with the community raising concerns around traffic impacts.
There were also concerns whether the development is in accordance with Brisbane City Council’s planning scheme — City Plan 2014.
Brisbane City Council approved the development on 11 December 2014 which consists of 780 lots with the potential for 200 lots based on a future potential road connection to Ross Road.
“The development is a significant subdivision on undeveloped and constrained land adjoining the Brisbane Forest Park," Trad said.
“For this reason, I consider that this development could potentially affect economic and environmental state interests of this part of the state.
“I also note that council’s decision is a departure from its planning scheme, which was only adopted in 2014."
All relevant parties now have 20 business days to have their say on whether the development should be called in, with a decision to be made by 29 April 2015.

Queensland government contemplating "calling in" controversial Cedar Woods, Upper Kedron development

Brisbane agents scheduled a record number of homes for a February weekend with the preliminary result seeing a 61% success rate.
Some 142 properties were scheduled for auction, well ahead of the 84 auctions conducted last weekend and significantly higher than the 100 listed over the same weekend a year ago.
Windaroo hosted the most number of auctions this weekend with seven followed by Sunnybank and Ascot with five each.
Seller confidence in the Brisbane housing market continues to rise following a record spring-summer auction season, Fairfax Domain senior economist Andrew Wilson said.
"This year has commenced in similar fashion with a record early season 448 auctions over the last five weekends compared to the 390 listed over the same period last year," said Wilson.
"Solid buyer demand for inner and middle suburban properties continues to drive the Brisbane housing market with prices continuing to rise."
APM reported the weekend's top sale was $1,496,000 when the four bedroom 89 Towers Street, Ascot (pictured above) deceased estate offering sold through Ray White.
The weekend's cheapest was a three bedroom house at Morayfield for $183,000. The 1 Judith Street house sold through Lynne Cornish Real Estate.

A solid 61% auction success rate Brisbane's first February Super Saturday

Last year, $51 billion worth of residential property changed hands, according to the Real Estate Institute of Queensland (REIQ).
REIQ chief executive Antonia Mercorella said Queensland's home transaction values peaked at $73 billion in 2007, but that "there's a very encouraging upward trend which is great news for home owners".
2014's result is the highest since 2010.

Sales volumes are also "clearly heading in the right direction," said Mercorella, with 114,000 transactions recorded last year. The highest ever year for number of transactions is 2003.
"And in another encouraging sign, there's been a significant rise in the number of suburbs where every vendor made a profit on sale," she said.
"In 2014, there were 49 Queensland suburbs where every property sold at a profit, up from just 22 suburbs in 2013."
The majority of suburbs with 100% profit-making sales were in Brisbane, with the eastern suburb of Gumdale having the greatest increase in profit making sales of any Brisbane suburb. There, transactions were up 33% over the year.
"Tara on the Western Darling Downs recorded the biggest increase in profit-making sales anywhere in the State, with an impressive rise of 36%," said Mercorella.
"Other strong performers included Goombungee, north of Toowoomba (up 27% and Caravonica, north of Cairns (up 26%).
"Meanwhile on the Gold Coast, 100% of vendors in Mermaid Beach made a profit on sale in 2014, as the city's prestige real estate market continues to bounce back."
She also noted increased momentum in the prestige $1 million-plus market.
"Around 2,600 properties across 320 suburbs changed hands for more than $1 million in 2014, predominantly in the Southeast," she said. According to the REIQ, properties worth $1 million or more made up the strongest performing segment of the market in the December quarter.
The $1 million-plus price point was Queensland's strongest performer in the December 2014 quarter, with a 17% increase in sales volumes.

Queensland home sales reach five year high: REIQ

Brisbane's inner city rental market has been termed "weak" by the Real Estate Institute of Queensland (REIQ).
The REIQ recorded a 3.8% vacancy rate in Brisbane's inner ring (0 to 5 kilometres from the city centre) in December 2014.
Any vacancy rate figure above 3.5% is categorised as "weak", while a market is considered "tight" if it has a vacancy rate below 2.5%, and healthy with a vacancy rate between 2.5% and 3.5%.
The other "weak" Queensland markets in December were in Bundaberg, Gladstone, Rockhampton,  Mackay and Townsville, with Mackay topping vacancy rates at 10.3%.
The Brisbane inner market is the only greater Brisbane region with a "weak" market. The REIQ notes that vacancy rates are trending upwards.
In a release, REIQ chief executive Antonia Mercorella said: "Residential vacancy rates are prone to seasonal fluctuations over the Christmas/New Year period and 2014 was no different."
"Many REIQ agents reported softer tenant demand in December, with many leases expiring as students finish up their studies and others also take up employment opportunities in new locations."
However, Brisbane's inner market is experiencing weaker conditions than in previous years: In December 2012, the REIQ recorded a vacancy rate of 2%. In the same month of 2011, Brisbane had an inner city vacancy rate of 1.9%.
According to the REIQ, the median price of a unit in Brisbane was $420,000 in the September Quarter. In the latest HSBC Downunder Digest report, HSBC forecasts 6% to 7% price growth for Brisbane homes in 2015, with 4% to 7% forecast for 2016.

The two bedroom "near new" apartment was advertised to rent in September at $550 per week, with the asking rent lowered last month.
At its current advertised rent, investors who paid $510,000 in May 2013 will be receiving a yield of 5.6%.

Buyers paid $465,000 for this National Rental Affordability Scheme (NRAS) unit in July 2014. It was listed to rent late last month for $397 per week - slightly less than the $400 per week the previous owners were expecting this time last year.
According to Domain Group, vacancy rates for units in the greater Brisbane area were higher for units than houses in January, which is normal across all the capital city markets (see graph below).

The unit at <a href="https://www.realestate.com.au/property-apartment-qld-kangaroo+point-415036059" target="_blank">1401/67 Linton Street, Kangaroo Point,</a> has two bedrooms and two bathrooms. Its current advertised rental rate reflects a 4.4% yield.

Robina has proved to be centrepiece of Gold Coast development: Peter Chittenden

The China Capital Investment Group has bought Queensland’s Daydream Island Resort for around $30 million, well below its $65 million asking price in late 2012.
With the low dollar and strong growth in the Chinese inbound market, the resort is the latest sale with Lindeman Island also sold to Chinese buyers, Whitehorse in 2012.
The annual turnover of the resort is estimated at $27 million.
The Australian reported CBRE’s Wayne Bunz and Ray White’s Dan White secured the sale.
The island has a 4.5-star 296-room ­resort built by ­Nature’s Own founder Vaughan Bullivant, who paid $25 million for Daydream in 2000.
The businessman who sold the Nature’s Own vitamin company for $137 million in 1997 spent nearly $50 million on it.

Daydream sits among many Whitsunday, Queensland resorts that have suffered from the high Australian dollar and also the cheaper airfares to Asian holiday destinations.

Bullivant (pictured above) said his resort was profitable in 2012.
“Daydream has always been extremely important to me, and I’ve put many years of my life into making it the beautiful tropical island resort that it is today, as have many staff and my Daydream Island management team,” he said on its 2012 offering.
“But I’m 65 now and looking to at some stage put my feet up and enjoy doing other things in life, including more travel and spending time with my family, which has long been my goal.”
It was Village Roadshow that sold the island in 1999.

The purchasing syndicate reportedly included Keith Williams and Vaughan Bullivant. Williams was bought out.
Daydream Island is one of seven islands of the Molle Group, a sub-group of the Whitsunday Islands in Queensland, Australia. The island is small, measuring one kilometre in length and 400 metres at its widest point.
