Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Off-the-plan property explained: What is stamp duty?

A trio of Queensland property groups have unveiled plans for a $300 million mixed-use redevelopment of the former Noosa Bowls Club site, a proposal that would deliver more than 200 new homes in one of the Sunshine Coast's most supply-constrained markets.

Kilter Property, Frank Developments and Calile Malouf Investments are behind the plans for the 1.8-hectare site at <a href="https://www.apartments.com.au/new-apartments/99-noosa-drive-noosa-heads-qld-4567">99 Noosa Drive</a>, which would transform the long-vacant site into a new residential precinct featuring 208 apartments, retail, hospitality and public space.

The proposal comes as Noosa continues to grapple with housing affordability and a shortage of permanent accommodation, particularly for key workers. The site's location in Noosa Junction, close to shops, public transport and employment, aligns with the direction of Noosa Council's Housing Strategy, which encourages higher-density housing within established activity centres rather than continued urban expansion.

The draft plans include 48 affordable-by-design apartments and 48 rooming accommodation units aimed at key workers. Around 2,000 sqm of ground-floor retail and food and beverage space would activate the street frontage, alongside a new public town square and landscaped open space.

Frank Developments Founder and Director Frank Licastro said the development would continue the company's focus on architecturally-led residential projects while addressing one of the region's biggest challenges.

"Not only will this project exude a sense of luxury, it will also enhance not only the built environment but also the surrounding community," Licastro said.

"Noosa's success relies on the people who live and work here. Providing well-designed accommodation for key workers is critical to supporting the local economy and ensuring the Shire can continue to thrive."

Kilter Property Co-Founder Huw Williams said the focus was on delivering additional permanent housing while creating a mixed-use destination that benefits both residents and the wider community.

"Our focus is on delivering a well-considered mixed-use project that provides more permanent housing options, supports local workers and businesses, and delivers an exceptional product for the local market," Williams said.

"The redevelopment vision aligns with the long-term evolution of Noosa Junction as a vibrant activity centre, creating a destination that enhances the area's character while delivering significant economic and community benefits."

Calile Malouf Investments, best known for its role in Brisbane's James Street precinct and The Calile Hotel, will bring its place-making experience to the project. The company recently commenced construction on The Calile Noosa hotel and says the residential development will complement its growing investment in the region.

CMI Director Cal Malouf said the aim was to create a walkable precinct combining housing, retail and hospitality while remaining true to Noosa's character.

"We see a similar opportunity in Noosa to deliver a vibrant, walkable destination that combines exceptional housing, hospitality and retail in one integrated project," Malouf said.

Brisbane-based Cavill Architects has been appointed to design the project.

Noosa Bowls Club to be redeveloped into mixed-use apartment precinct

The change includes a slight height increase from the previous approval, and 63 x 3 bed apartments across three buildings, rather than two. The new DA, designed by <a href="/architects/arkhefield" target="_blank">Arkhefield</a> also includes a rooftop bar and restaurant, with a glass lift providing views on the way up top. Situated on top of the <a href="/developments/kangaroo-point-qld-4169">Kangaroo Point</a> cliffs, the western-facing apartments and rooftop would certainly offer excellent views of the river and CBD.

The development would also be widely seen due to its highly eminent location, and the new <a href="/architects/arkhefield">Arkhefield</a> design undoubtedly meets the high standard in which the prominent site demands.

<a href="/developments/maroochydore-qld-4558">Maroochydore</a> is set to become the business and employment hub of the <a href="/developments/sunshine-coast-qld" target="_blank">Sunshine Coast</a>, with the bold Maroochydore City Centre Development Scheme beginning early construction recently. The massive priority development area aims to create a new central business district for the Sunshine Coast through a masterplanned, 60 hectare space situated on council owned land and the former Horton Park Golf Club. 
As part of the masterplan Sunshine Coast Council are currently building a stunning new city hall, designed by <a href="/architects/cottee-parker-architects" target="_blank">Cottee Parker Architects</a>, and being built by <a href="/developers/mcnab-developments" target="_blank">McNab</a>. The new council headquarters will feature 10 floors totalling approximately 9,400sqm of GFA, a rooftop recreational area and 156 car parking spaces. The building is also targeting both a 5 star NABERS and Green Star rating as a model of sustainable design. 
Sunshine Coast Council aimed to incorporate natural elements in the building’s form, and take occupation of a landmark building with smart, creative and innovative design principles. It’s clear from the renders that <a href="/architects/cottee-parker-architects" target="_blank">Cottee Parker</a> have done an excellent job in delivering on these requests. 
Council is set to occupy their new city hall building in July 2022.

2019 saw an easing in market values following the effects of the royal commission into the banking sector, however the central west and western Gold Coast market is set to improve in 2020, according to a recent Herron Todd White (HTW) residential report. 
The March report notes a number of real estate agents in the local area have stated that confidence has returned since the result of the last federal election.
The central west and western Gold Coast region provides first-home buyers and investors with entry options in areas such as Highland Park, Nerang, Pacific Pines, Maudsland, Upper Coomera and Oxenford.
A Nerang three bedroom house was sold for $530,000 in February. 
Situated at <a href="https://www.realestate.com.au/sold/property-house-qld-nerang-132912762" target="_blank">17 Ealing Crescent</a> (pictured below), the home comprises open plan living, kitchen, 3 bedrooms and flat back yard.
Other features include air conditioning, landscaped gardens and council approved shed.

The entry-level market will remain strong due to the government first home grant of $15,000 and home loan interest rates continuing at record lows.
"Many home buyers are keen to enter the property market before prices go up further," the valuation firm said.

The report suggests local infrastructure projects and jobs growth will contribute to the improvement. 
"Also, cashed-up interstate buyers continue to see value or a better lifestyle in the Gold Coast market," the valuation firm added. 
Property types popular in the region include house and land packages, second hand detached dwellings and attached duplex and townhouse or villa units that either meet first home owner requirements or provide investors a rental return.
A niche market seen within the region is Tamborine Mountain, located on the western hinterland with a variety of tourism based cafés and restaurants, wine outlets and wedding reception establishments. 
"Over the past year or so, a number of owners have been tapping into the Airbnb market by extending their homes into dual living floor plans and leasing part or all of the home on a short term basis. Many owners who have done this advise of very good rental demand and return," the valuation firm said. 
A current listing is a Tamborine Mountain due level house priced at $1.275 million.

Central west and western Gold Coast region's property market set to improve in 2020: HTW residential

With the record low interest rates at present, the year ahead looks like the Gold Coast's north west region should have some improvement, albeit at a moderate rate, according to a recent Herron Todd White (HTW) residential report. 
"However with the economy not going very well at present compared to the mining boom in the Howard government era, combined with our current massive bushfire disaster and rising tensions in the Middle East, we can expect a large hit on the economy," the valuation said in March. 
With this in mind, the growth predicted by some economists for 2020 could all disappear and push the housing market in the other direction.
"What we have to say at present is that it is really wait and see time," the valuation firm said. 
The report notes the housing market in the north-west includes significant construction however in the past 18 months, construction in the region has been deflated.
"Prior to this, developing estates were thriving with constructions and land sales and as a result we have seen an oversupply of new housing with many vacant houses and second hand modern dwellings having to be heavily discounted to achieve a sale.
"With the slow down in construction, we hope to see a catch up of demand to supply. Yarrabilba and Flagstone are the ones to watch." 
A Yarrabilba four bedroom house was sold for $363,000 in February.

Gold Coast's north west region to see catch up of demand to supply: HTW residential

The northern New South Wales and southern Gold Coast market became segmented towards the end of 2018 with mixed results continuing into the first half of 2019, according to a recent Herron Todd White (HTW) residential report. 
The report notes throughout the second half of 2019 however, agents advised that stable prices were seen along the coastal areas and in some instances, reported evidence of growth, particularly in the coastal suburbs of Coolangatta, Kingscliff and Casuarina.

Investment in further infrastructure throughout the area, with projects such as the Tweed Valley Hospital and the approved continuation of G:Link into Stage 3, has improved general market sentiment which should continue in 2020.
"It would appear that a slight spike in investor activity has occurred across the board with easing lending policy post the royal commission as well as an increase in domestic migration to the southern Gold Coast and Tweed Shire," the valuation firm said. 
A Coolangatta three bedroom unit with ocean views has recently been sold for $920,000.

Southern Gold Coast market to see spike in investor activity: HTW residential

The median Brisbane rental yield has fallen slightly, according to the CoreLogic June 2020 quarterly rental review.
House yields in the Queensland capital sit at 4.2% (down from 4.4% 12 months ago), and unit yields sit at 5.2% (down from 5.5% 12 months ago).
The current combined median yield (for all property types) is 4.4%, down from 4.6% 12 months ago.

This reflects a downturn of 0.1% month-on-month and 0.6% over the quarter.
For renters, this translates to a median rental price of $439 ($460 for houses and $398 for units).

The valuation firm took a look at how a budget of $700,000 could be invested in property markets across the nation.

"For your money, you could get a two- or three-bedroom duplex or townhouse in either of these suburbs," the valuation firm said.
Both these areas and properties offer a good opportunity to purchase a relatively good sized property at the entry level price for the suburb.
The report notes either an original three-bedroom or a renovated two-bedroom duplex or townhouse unit is achievable within the price bracket and can provide good investment returns.
The buyer profile for this area is generally couples purchasing their first investment or first property for renovation. 
The rental returns in the current market have significantly dropped from talking to local property managers but they are all confident there will be a rebound in the next six months.
"If you were looking to purchase multiple properties or achieve a good return, any purchase close to Bond University will ensure strong rental returns and if you have $700,000 to spend, there are opportunities to purchase two one-bedroom units around Varsity for about $300,000 each with rental returns of between $375 and 450 per week," the valuation firm said. 
A two bedroom, two bathroom townhouse at <a href="https://www.realestate.com.au/sold/property-townhouse-qld-burleigh+waters-133875574" target="_blank">2/2 Barbet Place, Burleigh Waters</a> has recently been sold for $450,000.
The home comes with open plan living, upgraded kitchen, separate laundry and single lock up garage. 
It is situated within walking distance of beaches, local shops, schools and public transport.

To date, the impact of the pandemic on the southern regions of the Gold Coast hasn’t translated into a downturn either in property sales or prices, the report noted. 
House prices remain firm, however some properties are staying on the market a little longer, although still transacting within a three-month period, with some properties as short as a few days.
"The rental market has been negatively impacted with heavy discounts being provided for new leases or pauses on current leases.
"This may see a downturn in future sale prices but this hasn’t been realised yet in sale prices currently being achieved," the valuation firm said.

What a lazy $700,000 can buy in Southern Gold Coast: HTW residential

The South East Queensland (SEQ) land market experienced its strongest monthly sales in more than five years in June with the Federal Government’s HomeBuilder scheme and State Government grants underpinning buyer demand. 
Total land sales in June were 1,110, compared to 273 in April – more than 400 percent increase.
Prices remained relatively stable during the quarter, falling 0.8 percent to a median price of $248,000 compared to the March quarter.
In the 12 months to the end of June, prices rose 1.5 percent.

In terms of sales in each region, Moreton Bay moved into the top spot in the South East Queensland land market, taking 26 percent market share. For the first time since March 2016, neither Logan nor Ipswich have claimed the largest portion of sales. 
Logan managed to push Ipswich to third place and achieved 24.9 percent of sales while Ipswich collected 24.7 percent, only a handful of sales separated the two regions. This is the first time that Ipswich has been outside of the top two since early 2015.
After dropping to just 273 sales across the south east in April as lockdowns closed sales offices and dented economic confidence, the market roared back to achieve 1,110 sales in June.
The total number of sales for the June quarter was 1,910, up from 1,518 in the March quarter and the strongest quarterly sales since December 2017. 
The data was compiled by Oliver Hume Research by analysing nearly 2,000 transactions across more than 150 projects across Brisbane, Gold Coast, Logan, Ipswich, Moreton Bay and Redland local government areas. 
Oliver Hume National Head of Research George Bougias said the HomeBuilder grant, combined with record low interest rates, was driving the demand from first and second home buyers. 
“Despite the Coronavirus shutdowns and their economic impact, there are still plenty of buyers with stable incomes who are more than happy to take advantage of the numerous grants and incentives available,” he said. 
“These are the right incentives at the right time and will keep thousands of tradies in jobs as homes begin to spring up on these blocks in the next few months.
“The first half of 2019 was a tough time for the SEQ land market but there was a solid recovery underway towards the end of the year and right up until the lockdowns commenced in the final two weeks of March,” he said. 
"With the restrictions lifted and the great incentives in place the pent-up demand is returning.” 
The $25,000 HomeBuilder grant combined with $15,000 first home buyer grant from the State Government, means eligible buyers can access $40,000 to help them get on the property ladder. Other incentives, including the First Home Loan Deposit Scheme (FHLDS), can save buyers thousands more on top of the grants.

South East Queensland land market has strongest sales in five years with HomeBuilder scheme

The report notes agents are generally reporting a lack of stock for sale with many potential vendors reportedly holding off selling currently.
"Units in Surfers Paradise have been hit by the travel restrictions due to COVID-19, with agents reporting reduced returns for investors in short term holiday letting complexes," the valuation firm said. 
A follow on effect is that these owners or investors are often trying to remove the unit from short term holiday letting into a permanent rental arrangement, which appears to be having a negative impact on rental returns in the permanent letting sector as well due to the increased supply.
Houses in the suburbs remain stable, the report noted.

There currently appears to be stronger market interest in well-presented or renovated rural residential properties, with one agent reporting strong interest in a recently renovated property at <a href="https://www.realestate.com.au/sold/property-house-qld-bonogin-133659046" target="_blank">13 Waratah Court, Bonogin </a>(pictured below). 
This is a circa 1999 fully recently renovated, part two-level dwelling providing four bedrooms and three bathrooms to the main level with a self-contained one-bedroom, one-bathroom granny flat under.
 The land area is 3605 square metres. The list price was $885,000 and the property sold for $915,000 with the agent reporting multiple offers over the list price.

Reasonable ccean views are available over and between buildings. This unit was purchased by a local buyer intending to renovate.
In Ashmore, $700,000 will get you a renovated three- or four-bedroom dwelling generally with a pool. 
The sale of 24 Mingaletta Drive, Ashmore (pictured below) achieved $686,000 in January 2020.
It comprises a renovated, onground, single level, four- bedroom, two-bathroom, semi-modern dwelling with rendered brick walls, concrete tiled roof and one-car garage situated on a 682 square metre lot. 
Ancillary improvements include driveway, fencing, landscaping and pool. 
The dwelling was fully renovated approximately two years ago.

It provides an end part two- level unit with three bedrooms, two bathrooms, a single garage and one unsecured and uncovered off-street car space.
The townhouse was in mostly renovated condition with a reasonable sized courtyard and is within 400 metres of the popular Nobby Beach retail and restaurant precinct and within 800 metres of the beach.

An older style house at 56 Surfers Avenue in Mermaid Waters sold in March 2020 by remote auction for $615,000.
 It comprised a 1970s onground brick and tile dwelling with three bedrooms, one bathroom and single carport accommodation. 
This definitely represented entry level buying and was sold as a renovator. 
The majority of the value lies within the land value component.

The report notes ff you are looking at two properties for your $700,000, then Mudgeeraba offers that opportunity as you can get two, three-bedroom, two-bathroom townhouse units. Mudgeeraba is located just to the west of the Pacific Motorway and within close proximity of Robina Town Centre.
 A townhouse at 24/17 Douma Drive (pictured below) sold in January 2020 for $330,000. 
Offering a 1997, part two level, three-bedroom, two bathroom attached townhouse unit with brick veneer and hardiplank walls, tile roof and one-car built-in garage plus two-car off street parking, it had undergone some internal updates which were mainly cosmetic.

The report suggest an examplee of recent house sales is:
9 Swanton Drive sold in February 2020 for $613,000 and comprises an onground, single level, three- bedroom, two-bathroom dwelling with brick and rendered brick walls, concrete tiled roof and two-car garage. 
The property has good external condition, good internal condition and fair presentation. 
Areas: Living - 125 square metres; Outdoor - 42 square metres; and Car - 44 square metres. 
Ancillary improvements include exposed aggregate driveway, fully enclosed yard with timber fence, gravel paths, patterned concrete paths, established landscaping and garden shed, retaining walls. 
The land area is 585 square metres.
