Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Off-the-plan property explained: What is stamp duty?

A trio of Queensland property groups have unveiled plans for a $300 million mixed-use redevelopment of the former Noosa Bowls Club site, a proposal that would deliver more than 200 new homes in one of the Sunshine Coast's most supply-constrained markets.

Kilter Property, Frank Developments and Calile Malouf Investments are behind the plans for the 1.8-hectare site at <a href="https://www.apartments.com.au/new-apartments/99-noosa-drive-noosa-heads-qld-4567">99 Noosa Drive</a>, which would transform the long-vacant site into a new residential precinct featuring 208 apartments, retail, hospitality and public space.

The proposal comes as Noosa continues to grapple with housing affordability and a shortage of permanent accommodation, particularly for key workers. The site's location in Noosa Junction, close to shops, public transport and employment, aligns with the direction of Noosa Council's Housing Strategy, which encourages higher-density housing within established activity centres rather than continued urban expansion.

The draft plans include 48 affordable-by-design apartments and 48 rooming accommodation units aimed at key workers. Around 2,000 sqm of ground-floor retail and food and beverage space would activate the street frontage, alongside a new public town square and landscaped open space.

Frank Developments Founder and Director Frank Licastro said the development would continue the company's focus on architecturally-led residential projects while addressing one of the region's biggest challenges.

"Our focus is on delivering a well-considered mixed-use project that provides more permanent housing options, supports local workers and businesses, and delivers an exceptional product for the local market," Williams said.

"The redevelopment vision aligns with the long-term evolution of Noosa Junction as a vibrant activity centre, creating a destination that enhances the area's character while delivering significant economic and community benefits."

Calile Malouf Investments, best known for its role in Brisbane's James Street precinct and The Calile Hotel, will bring its place-making experience to the project. The company recently commenced construction on The Calile Noosa hotel and says the residential development will complement its growing investment in the region.

CMI Director Cal Malouf said the aim was to create a walkable precinct combining housing, retail and hospitality while remaining true to Noosa's character.

"We see a similar opportunity in Noosa to deliver a vibrant, walkable destination that combines exceptional housing, hospitality and retail in one integrated project," Malouf said.

Brisbane-based Cavill Architects has been appointed to design the project.

Why One Cannes in Surfers Paradise should be on buyer's shortlist

It sold last week through Ray White agent Jackson Paradise.

South East Queensland is arguably experiencing its strongest market in two decades, but it&#39;s not all down to the impact of COVID-19.

Mosaic Property founder and managing director Brook Monahan&nbsp;says&nbsp;the pandemic just brought forward the anticipated boom.

&quot;We had been saying,&nbsp;well before COVID-19 hit, that we&nbsp;expected the market to boom around mid 2021&quot; Monahan said.

&quot;Rather than creating the boom, COVID just brought it forward six&nbsp;months or so.

&quot;COVID just exacerbated existing trends,&quot; Monahan noted, adding that the interstate migration trend had been running hard since early to mid-2018.

&quot;There was nothing new, apart from the fact COVID shone a spotlight on SEQ which had all of the components for a better lifestyle. It&#39;s affordability, solid infrastructure and pipeline and the fact it&#39;s a great place to live were key components of our market before COVID.&quot;

Monahan naturally highlighted the impacts of generous housing stimulus and fiscal support due to the pandemic keeping the property and job market afloat, but stopped short of suggesting those were the only reasons for the current boom times.

He cited the availability of credit and ongoing low interest rates as other key drivers.

There&#39;s also the fact that, apart from those who work in either the retail or aviation fields, many&nbsp;have increased their savings rates with the lack of expenditure on the likes of overseas travel and are putting their money in to the property market. And that&#39;s brought about the best market SEQ has seen in 20 years.

&quot;It&#39;s been a long-time coming,&quot; Monahan says.

&quot;We haven&#39;t seen a genuine broad based boom in SEQ since late 2001, which lasted until around early 2004,&quot; Monahan said.

Monahan just missed the boat on the last boom,&nbsp;founding&nbsp;Mosaic in 2004. But there&#39;s no looking back for Monahan, who initially started off restoring and building Queenslanders in Brisbane&#39;s affluent suburbs some 17 years ago.

Post the GFC, the company moved in to producing higher density projects, albeit relatively low density compared to the rest of the Brisbane market.

The change in demand for the larger&nbsp;owner-occupier hasn&#39;t caught the team cold either. Their projects have always been geared toward owner-occupiers.

The&nbsp;owner-occupier demographic has the key driver of the booming&nbsp;Gold Coast market for the last 12 months or so, with Mosaic seeing some of the quickest sales ever seen in the coastal Queensland hotspot.

Mosaic sold-out their&nbsp;$128 million Bela by Mosaic on Peerless Avenue, so when the opportunity arose to create a project less than 100 metres, Mosaic took the opportunity and launched Dawn.

&quot;We had a heap of buyers who missed out on Bela who were immediately interested in Dawn&quot;, Monahan said. They saw the 30 level, 87 apartment tower, comprising just&nbsp;two and three bedroom apartments, sell out within two weeks of its launch.

Apart from a few buyers from Melbourne and Brisbane buying apartments as a second home, around 75 to 80 per cent were local owner-occupiers.

Mosaic are set to launch a couple more projects in 2021, having all-but sold out of their current portfolio on the market.

They still have a few apartments left in their Toowong project&nbsp;Kensington in Toowong, their&nbsp;eighth&nbsp;project the company have developed in Brisbane&#39;s inner west.

Designed in partnership with&nbsp;Cottee Parker, Kensington by Mosaic will home 63 two and three bedroom apartments and one penthouse over nine levels.

There will be a communal rooftop entertainment area with an infinity-edge pool, sun deck, barbecue and dining areas.&nbsp;

Kensington by Mosaic is not farm from Mosaic&#39;s sold out The Patterson. The 62 apartments, predominantly secured local owner-occupiers, took just four weeks for 90 per cent of the $72 million building to sell last October.

A beachfront site in Main Beach will be transformed with plans lodged with the Gold Coast Council for a $100 million luxury apartment tower aimed at empty nester buyers.

The developer Greg Eastment has unveiled plans for a 17-storey tower, to be designed by BGD Architecture, just weeks after securing the site for $16 million.

The application will see the demolition of a 50 year old three-storey unit complex known as Four Corners.

Plans for the 787sq m site indicate the tower will have 15 units.

It proposes 12 three-bedroom whole floor units plus double storey five-bedroom units on the higher&nbsp;levels.

Just 10 days after launching&nbsp;their Surfers Paradise residential tower One Cannes, Marquee Development Partners saw 65 per cent of the apartments snapped up.

There were more than $55 million worth of sales in the week and a half following its end of April launch of its 78 two, three and four bedroom apartments, which only received council sign off three weeks ago.

The development, designed by Plus Architecture between Broadbeach and Surfers, is Marquee&#39;s second successful project along Cannes Avenue following their sellout Cannes Waterfront Living.

The remaining One Cannes apartments, each featuring water views which are showcased&nbsp;through the floor to ceiling glass windows,&nbsp;start from the low $800,000&#39;s, with the four to five bedroom penthouses priced between $2.39 million and $3.5 million.

Marquee&#39;s sales director Azura Griffen said the majority of buyers have been local downsizers who are looking to sell their large family home, as well as existing apartment owners who are looking to upgrade. 
 
&ldquo;We have had a high number of purchasers who are already accustomed to apartment living, but who are upgrading to One Cannes for its premium location, unrivalled level of luxury interiors and 5-star amenities,&rdquo; Mrs Griffen said. 
 
&ldquo;We are thrilled with the rapid response to One Cannes, and it just goes to show that owner-occupiers have that strong desire for the luxury living amenities &ndash; and it appears we have exceeded their expectations,&rdquo; Griffen added.

&ldquo;It is a fundamental belief of ours that well-considered design improves the way we live.

The One Cannes development marks Marquee&rsquo;s seventh project on the Gold Coast, bringing its total portfolio value of completed and future projects on the Gold Coast to more than $400 million.

Buyers snap up apartments in Surfers Paradise development One Cannes

A resale in the Northcliffe Residences absolute beachfront complex in Surfers Paradise has seen a $300,000 price gain for the vendor. The first floor luxury three bedroom apartment fetched $2.55 million through First National last week.

The 101/3 Northcliffe Terrace apartment had been bought in 2019 for $2.25 million through the same agency.

The 233sqm space came with three ensuited bedrooms plus a media room.

A 12th floor apartment was onsold earlier this year at $3 million, having initially sold at $2.4 million in 2019.

It is 25 levels, with 75 apartments being a mix of one, two or three-bedroom residences.

The developer, CNQC in collaboration with Eastview, achieved pre-sales of more than $60 million in 2016 for its $111 million beachfront tower.

He recently noted supply concerns.

&quot;We are seeing new enquiries and I think there is recognition that the supply won&rsquo;t be there in the medium to long term.

&quot;So there&rsquo;s certainly no chance of an oversupply, and probably an undersupply across all sectors of the apartment market including both investors as well as owner occupiers,&quot; he told UDIA Queensland CEO Kirsty Chessher-Brown in a recent forum.

He also noted that the HomeBuilder stimulus packages seemed to be targeted towards house and land, rather than apartments, adding &quot;house and land is very much a here and now experience, whereas apartments is a commitment to an acquisition in two years&rsquo; time, so there&rsquo;s a different sentiment running through that product.&quot;
