The Gold Coast economy has grown by 25 per cent since 2020/21 to surpass $55 billion, but perhaps the more significant story is what sits behind the headline number.

For decades, the Gold Coast has been viewed through the lens of tourism, lifestyle and population growth. The latest State of the City Report suggests that perception is increasingly out of step with reality.

Released by Invest Gold Coast, the report ranks the Gold Coast as Australia's largest non-capital city economy and, perhaps more notably, second nationally behind Sydney for Economic Complexity, a measure that assesses the diversity and sophistication of an economy.

It's a result that places the Gold Coast ahead of Melbourne, Brisbane, Perth and Adelaide, highlighting the extent to which the city's economic base has broadened beyond its traditional industries.

Today, the Gold Coast supports more than 350,000 jobs, is home to over 83,000 businesses and generates $19 billion in annual exports. Manufacturing now accounts for 62 per cent of international export growth, while sectors including health, education, advanced manufacturing, technology and professional services are becoming increasingly important contributors to the local economy.

Gold Coast Mayor Tom Tate said the report confirmed the city's evolution into one of Australia's most significant economies.

"The Gold Coast economy continues to grow at an incredible pace. This is no surprise to those of us who have watched the evolution up close," Mayor Tate said.

"As one of the most entrepreneurial, investment driven and opportunity focused economies in the country our ambition has been realised and possibilities are endless.

"The Gold Coast has built a reputation as the city that says yes. We say yes to investment, yes to opportunity and yes to people who want to build something.

"It's this mindset helping us drive major growth across health, advanced manufacturing, screen production, marine, technology and the knowledge economy."

While population growth has been one of the defining stories of the past decade, the report points to a broader economic transformation taking place.

The city's knowledge economy now contributes $7.9 billion annually and supports around 31,000 jobs, while the health and wellbeing sector contributes $5.2 billion and employs more than 42,000 people. Together, the six priority sectors identified in the report account for almost $24 billion in economic output and more than 145,000 jobs.

One of the strongest examples is the Gold Coast Health and Knowledge Precinct at Southport. The 200-hectare precinct now contains more than $5 billion worth of health, education, research and innovation infrastructure and supports over 16,000 jobs.

The report also highlights the growing role of advanced manufacturing, particularly in aerospace, defence and modular construction.

Gold Coast-based Gilmour Space Technologies recently became the first Australian commercial company to attempt an orbital launch, while companies including Modscape and ModnPods are helping establish the Yatala-Stapylton corridor as one of Australia's fastest-growing advanced manufacturing hubs.

The city's entrepreneurial culture is also translating into business growth.

Since 2019/20, the number of businesses operating on the Gold Coast has increased by 22 per cent, while firms employing more than 200 people have grown by 80 per cent. The report suggests the next challenge is converting more local start-ups and medium-sized businesses into nationally significant companies.

Development activity remains another key indicator of confidence.

There are currently more than $23 billion worth of major projects underway across the Gold Coast, supported by a record 75 active cranes, a figure that now exceeds Brisbane and represents a 150 per cent increase since 2016.

Importantly, the report notes the next phase of investment will need to extend beyond residential development.

While 93 per cent of crane activity is currently tied to housing, Invest Gold Coast argues future investment will increasingly need to focus on cultural, civic, infrastructure and industry-enabling projects that strengthen the city's long-term economic resilience.

Invest Gold Coast Chair Will Hodgman said the city was now benefiting from years of economic diversification.

"What is happening on the Gold Coast is the result of the city's economic base broadening, fuelled by industries with long-term, high-growth potential," Mr Hodgman said.

"This is no longer a secondary Australian economy, the Gold Coast is becoming a globally connected city with deeper capability across health, knowledge and creative industries, advanced manufacturing, technology and exports."

Looking ahead, the Gold Coast's population is projected to exceed one million residents by 2046.

Buyers rush to Homecorp's Florence Residences as Gold Coast wellness trend gains momentum

The NSW Government has expanded its $1 billion Pre-sale Finance Guarantee program, broadening access for affordable housing providers and smaller residential developments as it seeks to accelerate housing delivery across the state.

The Minns Government says the program has already helped bring forward more than 600 homes across Sydney and regional NSW since launching in September 2025, with similar models now adopted in South Australia and Western Australia.

The latest changes, announced by Treasurer Daniel Mookhey and Minister for Planning and Public Spaces Paul Scully, are designed to improve access to finance for projects that have planning approval but are struggling to secure funding.

Among the key changes is an expansion of support for community housing providers. The program will now support up to 100 per cent affordable housing projects valued at up to $30 million when delivered by not-for-profit providers, while support for larger affordable housing developments will increase for projects worth up to $80 million.

The government says the changes will help accelerate the delivery of housing for low-income workers, older people, people living with disability, and those at risk of homelessness, while reducing reliance on direct grants or subsidised loans to bridge funding gaps.

The eligibility criteria for smaller residential developments have also been broadened. The previous $5 million minimum project value threshold has been removed and replaced with a requirement that projects deliver at least four homes.

Support has also increased for projects delivering fewer than 20 homes, with the guarantee now able to cover up to 75 per cent of dwellings in a development, capped at $30 million per project.

The changes are expected to particularly benefit smaller-scale and regional developments, which often face greater challenges meeting pre-sale requirements imposed by lenders.

Treasurer Daniel Mookhey said the scheme demonstrates how government can use its balance sheet to stimulate housing supply without relying solely on taxpayer-funded grants.

"The Pre-sale Finance Guarantee shows how this Government is using its balance sheet to reduce risk and unlock private investment, enabling new homes to move from design to construction faster," Mookhey said.

"This landmark reform allows us to deliver homes for working families at a lower cost to taxpayers, while also maintaining strong financial discipline."

Planning Minister Paul Scully said the program had already proven effective in bringing stalled projects to market.

"The Pre-sale Finance Guarantee has already proven it can unlock stalled projects and accelerate housing delivery by giving lenders the confidence they need to back good developments," Scully said.

"These changes will allow more affordable housing and smaller developments to access support so more homes can be built faster where communities need them most."

Housing Minister Rose Jackson said the expansion would help community housing providers overcome financing barriers that often delay projects.

"We know community housing providers are ready to build more homes, too often they're held back by barriers to finance," Jackson said.

"Expanding the Pre-sale Finance Guarantee helps remove those barriers so more affordable homes can get off the ground sooner."

The announcement was welcomed by the Property Council of Australia, which has long advocated for measures aimed at improving project feasibility and access to finance.

Property Council NSW Executive Director Katie Stevenson described the expansion as a practical intervention that addresses one of the most immediate constraints on housing delivery.

"This is exactly the kind of practical intervention we need right now, focused on getting projects out of the ground, not just approved," Stevenson said.

"It builds on a model the Property Council has worked closely with government to develop following calls for such a scheme ahead of last year's NSW Budget, so it's great to see it being expanded."

Stevenson said the reforms would help unlock projects that are ready to proceed but have been delayed by financing challenges. However, she noted that broader feasibility issues remain a significant barrier to increasing housing supply.

"The biggest challenge in NSW housing today is delivery. Too many projects have planning approval but are simply not financially viable to proceed under current settings," she said.

Speaking at the Property Council's NSW Housing Summit, Housing Minister Rose Jackson acknowledged that feasibility and financing pressures continue to constrain housing delivery, while reaffirming the government's commitment to work with industry on solutions.

Stevenson said the government's recognition of those challenges was encouraging ahead of next week's state budget.

"It's positive to see the government clearly recognising that feasibility pressures are now a binding constraint on supply," she said.

"With the Budget just days away, the focus must be on backing delivery, making sure projects stack up, finance can flow, and more homes can move from approval to construction."

The expanded Pre-sale Finance Guarantee forms part of the NSW Government's broader housing agenda, which also includes planning reforms, the NSW Housing Pattern Book, and a series of rezonings intended to increase housing capacity across the state.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>

While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.

Building and construction expert David Chandler OAM has been appointed as the new NSW Building Commissioner.
Premier Gladys Berejiklian said the appointment of Mr Chandler was part of the NSW Government’s commitment to implementing the biggest overhaul to building laws in the State’s history.
“David has more than 40 years’ industry experience, which will be invaluable as we move to restore confidence in the building and construction industry,” Ms Berejiklian said.
“We know there are national challenges affecting the industry, but this new appointment will play a key role in protecting NSW homeowners and driving critical reforms.”
The Building Commissioner will be responsible for the investigation and disciplinary action for misconduct in the building industry while overseeing the end to end licensing and auditing across the building industry.
The Commissioner will also drive legislative reforms of the building industry, including consultation with industry.
This will include legislation to be introduced later this year requiring building practitioners to be registered, a new duty of care to make it easier for home owners to seek compensation against negligent building practitioners, and ensuring all buildings are designed and constructed to plans that comply with the Building Code of Australia.
Minister for Better Regulation Kevin Anderson said the Building Commissioner’s priority will be to continue the extensive work that has already been started by the NSW Government to reform the building and construction industry.
“David will lead the implementation of this reform and will advise the Government on additional reforms that may be needed to ensure better protections for homeowners and purchasers, and lift building standards across NSW,” Mr Anderson said.
Mr Chandler has welcomed the opportunity to work with the Government to strengthen the building and construction industry.
“Recent events have reduced community confidence in how buildings are designed and constructed and how they perform, but I welcome the leadership and commitment being shown by the Government to implement change that will strengthen the construction industry foundations in NSW,” Mr Chandler said.
Mr Chandler will start in the position on 14 August 2019.

The national dwelling value increased for the first time in nearly two years, according to CoreLogic's Home Value Index for July.
Having seen 0.1 percent declines over June, values were up 0.1 percent over July.
The last time the national value index recorded gains was in September 2017 when values rose 0.3%.
July saw a continued bounce back in house prices in the two biggest capital city markets, Sydney and Melbourne.
Sydney's house value rose 0.2% over July, with unit values increasing 0.3%. Melbourne saw the same gains in houses but a 0.4% jump in unit values.
Only three of the eight capital cities recorded losses in dwelling values. Perth was the biggest hit, with 0.5% declines over July, driven by units which saw 1.1% declines.
Canberra had losses of 0.3%. Houses were down -0.3% and units 0.5%, while Adelaide also saw 0.3% dwelling declines, -0.8% in units and -0.3% in houses.

Corelogic head of research Tim Lawless says since peaking the national index is down 8.3%, but it seems to have found a floor.
“Our national dwelling value index may have found a floor in July, with dwelling values holding firm over the month following a consistent trend towards smaller month-on-month declines through the first half of the year," Lawless said.

“The stabilisation in housing values is becoming more broadly based, with five of the eight capital cities recording a subtle rise in values over the month, while the regional areas of South Australia, Tasmania and Northern Territory also recorded a lift in housing values in July.” 
Lawless suggests a number of factors are supporting the turnaround in housing conditions, however lower mortgage rates, improved access to credit, a boost in housing market confidence post the federal election and recent tax cuts are likely the primary drivers.

She bought the first holding in 1981 for $622,000.
The original cottage was rebuilt in 2002 into a French-inspired country house.

Olivia Newton John sells on NSW North Coast

The Ralan Group, one of the country's biggest private apartment developers, has fallen into administration with debts estimated at around $500 million. 
Falling victim to sluggish unit prices amid a tough sales environment, the collapse will trigger job losses in the already east coast contracting construction industry.
Grant Thornton have been appointed to the group’s 58 companies, which undertakes developments of apartments across Sydney and serviced apartments on the Gold Coast.
The group's current project is 213 Princes Highway, Arncliffe (above) <a href="/buildings/bloom-arncliffe-213-princes-highway-arncliffe">designed by Stephen Bowers Architects</a>.
The project is backed by Westpac and the Melbourne-based non-bank lender Wingate.
Its head office was in Chatswood. 
The first creditors meeting will be held in Sydney on August 9.
The little known company founder, the Welsh-born William O’Dwyer, 53, is Bellevue Hill based where he owns a $5.7 million home.
He has been involved in the development of property since 1993, then founding The Ralan Group in 1998. 
<div dir="ltr">He prided himself of "maintaining a hands on approach to each and every Ralan project."</div>
The Ralan Group currently has a development pipeline of over 3,000 residential units which are in the construction or pre-sale stage.
The administrators are undertaking an urgent financial assessment of the group. 
“In terms of the operating businesses within the group, it is as far as possible, business as usual.
"We are working closely with key stakeholders to identify and preserve value for creditors,” said Said Jahani from Grant Thornton Australia.
Ralan sought to develop up to 600 apartments annually, concentrating on Sydney. At one staged Ralan had 11 sites underway on the North Shore, including a $13 million site in Killara. 
In 2015, he spent $95 million on Surfers Paradise properties and quickly becoming one of the Gold Coast’s biggest landholders. 
His big ongoing project was a $1.4 billion integrated residential and resort precinct at Surfers Paradise, the Ruby which was potentially set to span an entire city block.  
It was reported last year that Ruby buyers were facing difficulty in securing loan applications following a decline in valuation of up to 30 per cent.
Ralan's recent site purchases in Sydney included Turramurra where after spending $1.8 million on a 5,900 sqm site, it completed a six level, 83 apartment complex. 
There have been projects in Camperdown, Rhodes, Mascot, Wahroonga, Concord and Beaconsfield over the last two decades.
The collapse of Ralan is the latest of builders and developers experiencing financial difficulties since the property market slowdown began in 2017.
Martin North, from consultancy firm Digital Finance analytics, says there is "more bad news to come for developers."
He noted the slump in apartment demand arose from less buying interest from investors and foreign buyers, along with tighter lending criteria.
There was also concerns of buyers of off plan apartments who are not able or willing to complete purchases, North said.  
Just three years ago Ralan sold almost 100 in Lindfield and Roseville within 21 days of registering the strata plan.
“It’s obvious the demand is there and it’s obvious Australians are still having a love affair with property in Sydney,” Mr O'Dwyer suggested.

William O'Dwyer's Ralan hits voluntary administration

A lucky absentee apartment owner in the Opal Tower at Sydney Olympic Park has been able to escape the building cracking turmoil with a profit.
His damaged 10th floor apartment — possibly the worst affected within the 392 apartment high-rise — has been sold for $950,000.
But it appears to be a one-off sale as it has been bought by the besieged builder of the tower, Icon Co (NSW) Pty Ltd, whose solicitor declined to comment on the reasons behind its purchase.
The bullish $950,000 sale price of apartment 1005 was $158,000 more than the $742,000 off the plan price paid in 2014.
It was located on the 10th floor which saw severe cracking which prompted the evacuation of the entire building last Christmas Eve.
There were images soon after showing the damage outside the 1005 door.
The now sold two bedroom, two bathroom 86 sqm apartment had been a $600 a week rental before the cracks.
The vendor was Quan Zhou whose sales legal paperwork was lodged by China-based, Chengdu-headquartered Tahota Law Firm which has a liaison office in Sydney.
The Telegraph was not able to contact their Sydney solicitor, Yijing Hua.

Minter Ellison lawyer Susan Bellamy signed the acquisition paperwork for Icon but declined to comment when asked if further acquisitions are being sought or offered to other owners.
The building’s last sale was a few weeks before the evacuation last December.
By next week just 12 apartments will remain unable to be occupied.
Without confirmation from Icon, it is speculated the purchase was because the builder required ongoing access, and would eventually need to substantially reconfigure the apartment space.
Sydney property consultant Edwin Almeida said it would be mistake if the intention of the sale was to reset valuations.
“Valuers won’t put their names or professional indemnity insurance or certificates on the line,” he said.
Residents and agents contacted by The Daily Telegraph don’t hold out much hope that the profitable sale of 1005 will be replicated should others wish to sell.

“You’d think once other owners have heard of the sale, there’ll be a massive queue to sell to the builder,’ one observer said.
The Sydney Olympic Park development, which was completed in August last year, saw sales range from $505,000 up to $2.498 million for the 35 floor penthouse.
The building was very popular with investor buyers of Asian origin, many of whom bought off the plan in 2014 and 2015.
It was in 2014 when the developer Ecove entered into the Opal project agreement with the Sydney Olympic Park Authority (SOPA).
Last week owners of units lodged a class-action lawsuit in the NSW Supreme Court against SOPA which owned the land on which the complex was built.
The action was filed in the NSW Supreme Court on Friday led by owner Terry Williamson.
Lawyers for the owners have filed documents claiming the building was not designed and constructed with due care and skill, and was not reasonably fit for occupation.
Premier Gladys Berejiklian defended the right of owners to sue her government agency.
“I don’t blame anybody for taking legal action to defend their own rights,” Ms Berejiklian said.
Premier Gladys Berejiklian noted it was “an unfortunate set of circumstances.”
“We inherited the system we have today and we’re aiming to fix it by the end of the year through legislation.”
Ms Berejiklian said the government will be announcing a new building commissioner “imminently” to oversee the problem-plagued construction industry.
Icon has recently agreed to pay $1.7 million of the tower's $2 million insurance premium, saving owners from a potential second evacuation from the defective building.

Opal Tower builder Icon buys 10th floor apartment

The non-bank finance group Chifley Securities has created a list of suburbs in Sydney and Melbourne that it rates as “high risk” and no-go zones for lending for residential developments.
In Sydney they won't lend for greenfield development sites in Schofields, in the Blacktown area, as well as regions in Box Hill.
The likes of Leppington, Badgerys Creek and Kemps Creek, Kurrajong Heights, Katoomba and Orchard Hills also make the list.
In Melbourne Chifley Securities highlight Plumpton and suburbs in the Bacchus March corridor as no-go areas.
Truganina to the west, Officer to the east and Cranbourne to the south are also now off-limits for Chifley.
Chifley has lent $2 billion to developers over the 2018/19 financial year.
Chifley Securities principal Dominic Lambrinos says no-go zones have been created on the basis that many outer-lying suburbs of Sydney and Melbourne pose serious risks for both developers and buyers due to an explosion of development activity.
“These areas are seeing explosive growth in the number of residential dwellings, yet are not yet supported by the necessary infrastructure required to support vibrant communities.
“While there might be a new railway station, road and supermarket in a suburb, this infrastructure does not fill the requirement for a sustainable and healthy and profitable development for both developers and residents”, he added.
Lambrinos said the list would be amended once the market and amenities in the suburbs “caught up” with the greenfields developments now saturating the suburbs.  
While the residential market has been flattened by over-supply and a range of quality issues related to a range of buildings, the commercial and industrial property sectors continued to perform well, he said.
“Meanwhile we continue to see more residential developers coming to Chifley and our competitors as their pre-sales dry up, amid the realisation that many have paid comparatively high prices for their land”, he added.
Lambrinos said further cuts to interest rates were expected to be made over the next few months in an attempt to remedy the growth slump in the economy and property markets.
“While credit guidelines have been loosened by the Australian Prudential Regulation Authority (APRA), financing by the major lenders continues to be tight and non-bank lenders are taking up the slack”, Lambrinos said.

Norman Park riverside trophy home listed for $2.9 million

One of the 10 mid-century homes in the 1966 Pettit + Sevitt display village at St Ives has found its latest owner.
The five-bedroom $1.8 million home on Staddon Close had been substantially altered by its past five owners.
But its neighbour, known as the Courtyard House, goes to an August 17 auction.
With just two owners ever, it retains its original internal floorplan with a sympathetic fourth bedroom extension made in the 1980s.
The home was part of 2014’s Sydney Living Museums Australian Houses Tour, at which time its architect Ken Woolley took visitors through the home. Woolley has since died.
It’s been listed through Savills agent James Yahl by Eleanor and Phil Johnson who hold $1.54 million hopes.

Rare 1960s Pettit + Sevitt display village home in St Ives sells

The commencement of new incentives to support apprentices in the residential building industry has been backed by an industry body. 
Kristin Brookfield, HIA chief executive, industry policy said several programs were announced in the 2019 federal budget to support young people move into residential building and other skilled trades.
“In particular the Additional Identified Skills Shortage (AISS) payment for employers and hosts of apprentices, and for apprentices themselves started on 1 July, with five of the ten trades included in the scheme being in residential building," Brookfield said. 
“Vocational education and training continues to be the cornerstone of Australia’s skilled labour force and new housing activity underpins much of our economic growth.
“Ensuring that Australia has the right quantity and quality of skilled tradespeople is critical to the ongoing success of Australia’s home building industry.
“While apprentice incentives offer one part of a solution, the existing systems for training the trades of the future continue to be challenged – to address new technology, to adopt changing apprenticeship models, to compete with other industries and to adapt to expectations of the next generation.
“HIA’s 9th Building Better Cities Summit Skills for tomorrow: Technology or training? to be held in Melbourne on 7 August 2019, will look at the changing nature of residential building and the training framework that underpins it.
"The Summit will open up the debate on how we can shape the industry’s workforce and be ready to build the homes of the future."
