“The site has a long history in terms of its inevitable transformation and when we came in, we took inspiration from the idea of reestablishing a sense of the site’s natural terrain and fall. Our scheme aims to integrate with the terrain and the landscape, using the undulating site to slowly reveal glimpses and views of the harbour. The rotation of the tower off grid means every apartment has a view and is naturally cross ventilated. The building's colour palette is quintessentially Sydney, with bronze and sandstone and a luminescent green colour in the glass, making it very earthy and grounded in its location.”

The ACT will become the first jurisdiction in Australia to abolish stamp duty for all first home buyers, with no income caps and no property price thresholds from 1 July.

The move, announced as part of the ACT Budget, completes a key election commitment from the Barr Government and removes what Chief Minister Andrew Barr described as one of the biggest barriers to entering the housing market. The reform forms part of the ACT's long-running transition away from transaction taxes and towards a broader-based property tax system.

"This budget marks a major milestone in our long-term tax reform program," Barr said, adding that the government had maintained a sustained focus on removing barriers to home ownership. He said stamp duty had long been one of the largest upfront hurdles facing buyers and that from July, "that barrier is gone" for first home buyers in the Territory.

The changes come alongside a range of measures designed to encourage new housing supply, including support for the delivery of so-called "missing middle" housing such as terraces, townhouses and low-rise multi-unit developments.

The announcement has renewed debate around whether the ACT's approach could provide a blueprint for improving housing affordability nationally.

New research from OurTop10.com.au, conducted by Primara Research, suggests the Territory's decade-long reform agenda has produced outcomes unmatched elsewhere in Australia.

While stamp duty costs have increased by an average 67 per cent nationally over the past decade, the ACT has recorded growth of just 15 per cent, the lowest increase of any jurisdiction.

The Territory has also emerged as one of the strongest performers on housing delivery. Based on population-weighted housing targets, the ACT is sitting less than one per cent behind its target. Victoria is the next closest at seven per cent behind, while the national average sits 25 per cent below target. New South Wales is tracking 39 per cent behind.

The latest reform removes one of the final barriers facing first home buyers in Canberra.

The average Australian home buyer currently pays $61,714 in stamp duty. In the ACT, that figure is $38,399 despite the Territory having the third-highest median house price in the country.

Until now, the ACT's first home buyer concession scheme only applied to purchases up to $1.02 million, around $51,000 below Canberra's median house price of $1.071 million. In practical terms, many first home buyers were unable to access the median-priced home without losing the concession.

From July, those restrictions disappear.

Every first home buyer in the ACT will pay no stamp duty, regardless of income or purchase price.

Canberra remains one of Australia's most expensive housing markets, with dwelling values increasing 82 per cent over the past decade. However, that growth ranks only 11th among Australia's 15 major housing markets, suggesting affordability pressures have been less severe than in many other parts of the country.

Simon Ma, CEO of OurTop10.com.au, said the latest reforms recognise that many first home buyers have simply outgrown thresholds set years ago.

"Many first home buyers aren't just looking for a way onto the ladder, they want a home their family can actually live in," Ma said.

"In a market where the median house price is over a million dollars, a concession scheme that cuts out at $1.02 million was never going to get them there.

"Removing the ceiling entirely means ACT first home buyers can now pursue the home they actually want, rather than limiting themselves to a price point designed for a very different market."

Whether other states follow remains to be seen. But at a time when most jurisdictions are struggling to improve affordability while also increasing housing supply, the ACT has quietly become the national test case for both.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>

It noted there had been further signs of a turnaround in established housing markets, especially in Sydney and Melbourne, although housing turnover had remained low. 
But the RBA also noted there was likely to be further weakness in dwelling investment in the near term.
Members recognised that this could sow the seeds of an upswing in the housing price cycle at some point, particularly given the lengthy stages in the construction of higher-density residential housing.
Indicators suggested that dwelling investment had declined further in the June quarter and indicators of earlier stages of residential building activity had remained weak; building approvals had declined further in June and other measures of early-stage activity and buyer interest had remained at low levels. 
Demand for credit by investors continued to be subdued and credit conditions, especially for small and medium-sized businesses, remained tight, it noted.
The September minutes also noted a recent pick-up in loan approvals had followed a significant decline over the preceding two years which was consistent with the signs of stabilisation in the established housing market.
The RBA noted reports that housing prices in Sydney and Melbourne had risen noticeably in August and auction clearance rates had increased further, although volumes had remained low. 
"Housing market conditions had been subdued elsewhere, although there were signs of housing prices stabilising in Brisbane. 
"Housing turnover had remained low. 
"Consequently, spending on home furnishings and other housing-related items was not expected to contribute to consumption growth in the near term."

Price upswing possible as RBA minutes express concern about housing supply

The national residential rental vacancy rate marginally declined 0.1% in August 2019 down to 2.2% from July, according to the latest data released by SQM Research.
They found, the total number of vacancies Australia-wide is now at 75,757 vacant residential properties, a decrease of 589 over the month but up 5,310 dwellings over the past 12 months.
Sydney, Perth and Adelaide each recorded minor decreases of 0.1% in vacancy rates while Melbourne and Darwin’s vacancy rates remained steady over the month.
Brisbane, Canberra and Hobart on the other hand saw an increase of 0.1% with Hobart still remaining the lowest in the country at 0.6%.

Over the month, Capital City asking rents declined 0.4% for houses but remained steady for units for the week ending 12 September 2019 to record asking rents of $544 per week for houses and $438 per week for units.

Billionaire Multiplex heir Tim Roberts buys Cottesloe home

The ATO has sought orders in the Federal Court in Sydney on Monday to freeze the local assets of the exiled billionaire Huang Xiangmo, a central figure in the alleged NSW corruption watchdog's investigation into the $100,000 Labor Party donation in an Aldi bag.
The ATO sought urgent orders against Huang and his wife Jiefang as it seeks $140 million in allegedly unpaid tax and penalties.
The Chinese property developer has denied he's ever shopped at Aldi, let alone donated $100,000 cash to the Labor Party.
The inquiry at ICAC has heard that Huang, whose Australian resident return visa was cancelled last year, was the alleged donor of the cash delivered in an Aldi bag after a 2015 fundraising dinner.
As a developer, Mr Huang was not allowed to make political donations.

He now resides in Hong Kong.
His wife Huang Jiefang recently bought one of Hong Kong’s most expensive residences, paying $HK520 million ($95 million) for a newly built house in Repulse Bay.
Mr Huang’s former Mosman abode is also held in his wife’s name since it was bought new in 2012 for $12.8 million.
Mcinnerney told the Federal Court the Tax Commissioner had initiated an audit of Huang two years ago believing he had "grossly understated his income" between 2013 and 2015.
Huang got a $140 million tax bill on September 11.
Neither of the Huangs nor their lawyers were in court to respond to the claims.

Having upgraded nearby last year, Manly Sea Eagles skipper Daly Cherry-Evans and his partner Vessa Rockliff have quietly offloaded their former Curl Curl home.
The couple had $1395-a-week tenants there after moving 500 metres closer to the sand.
They sold the single-level, four-bedroom home with salt water swimming pool for $1.9 million earlier this month.
Curl Curl prices have ranged from $1,675,000 to $3 million this year, with the median price for a four-bedroom house in Curl Curl sitting at $2.28 million, according to realestate.com.au. That’s up from $1.6 million in 2014.

The 1970s beach house in Mermaid Beach quickly became a $1300-a-week rental, having cost $1.45 million. He recently sold for $1.65 million.
Cherry-Evans and Rockliff are <a href="/news/manly-sea-eagles-skipper-dale-cherry-evans-buys-curl-curl-designer-home">now based opposite Curl Curl Beach</a> in a home they bought this time last year for $3.4 million.

Sea Eagle Daly Cherry-Evans sells former Curl Curl home

Architect Chris Bosse, the founder and Asia Pacific director of architecture firm Lava, has sold in Paddington.
It was an original terrace house bought in 2014.
Since its dramatic renovation, Tivoli Terrace, has become one of Sydney's most photographed design properties.
Louisa Jackson at the bespoke agency Langulin sold the home with plans that come with an attic conversion.
She had an initial a $2.3 million price guide.

The terrace had been bought for $1,135,000 as a three bedroom home which had barely been updated from the 1970s.
There's been no price reveal for the 70 square metre Tivoli Street parcel where there is a surfboard shaped kitchen island.
Bosse converted the upstairs in to two good-sized bedrooms from the three small bedrooms.
"It feels light open and airy and contemporary, quite the opposite to a traditional terrace house," Bosse said.
Bosse designed the island and kitchen cloud light himself.
"I wanted to use furniture designed either by myself, by legends and by my peers," Bosse said.
He said there's a bit of time travelling going on in the furniture, from Victorian times to Danish modernism.

"I didn’t like how it took light away from the stairway and circulation space and saw an opportunity to create a second living room.
"We furnished it with Togo sofas in lime green and orange, designed in the 70s."
Bosse had the help of his partner, landscape architect Jennifer Kwok.
"Theres always yin and yang in every partnership.
"I was very focused on the contemporary transformation, but the result has a very warm and east west kind of feel."
Over the last two years, the renovated home has been a lucrative rental, netting around $85,000 a year.

Bosse says his favourite feature of the home are the sliding doors and screens which give infinite variations to open, semi open, and close the space.
"In winter we love the contemporary fireplaces on both levels," Bosse added.
Tivoli Terrace is the only Paddington property to ever feature on the front cover of Grand Designs Magazine.
It's also featured in a spread in New York's Designs Magazine.
Bosse reckons its expansive coverage in the design magazine stems from terraces always fascinating Australians.
"And maybe that’s related to the English heritage," the German born architect who has offices in Germany, Vietnam and Australian.
Chris Bosse, Tobias Wallisser and Alexander Rieck founded LAVA in 2007.
Two bedroom Paddington terrace sales last year ranged between $1 million to $2.78 million.
Bosse, who is working on client projects across five continents, is yet to decide on his new Sydney abode.
"Sydney is my home and I can't wait to get my hands onto the next project.
"Maybe a different typology, maybe a beach house?" he suggests.

Rental affordability has improved in Western Australia, according to the Real Estate Institute of Australia (REIWA).
The group's Housing Affordability Report reveals the proportion of family income required to meet the median rent has improved to 16.4% – a decrease 0.1% from three months ago. 
REIWA President Damian Collins said the state is currently the most affordable place to rent in Australia.
“With coastal suburbs in high demand leading into warmer months, it is pleasing to see that it is now even more affordable to live in these desired locations, especially compared to the east coast which is unheard of for tenants to be able to rent a house in a coastal suburb for less than $450 per week,” Collins said. 
reiwa.com data revealed that the top 10 most affordable coastal suburbs were all under $300 per week with Shoalwater, Mandurah, Falcon, Butler and Eglinton leading the top five.  
“Topping the list is Shoalwater which has a median rent price of only $250 per week and is $24 less than a year ago,” Collins said. 
“Located just metres away from the Shoalwater Marine Park, it is no wonder why August reiwa.com data saw rental properties being snapped up on an average of only 17 days.”
Of the 10 suburbs that made the reiwa.com list, six were located in the south of Perth, within a few kilometres from one another. 
Collins said the south metropolitan area held a lot of opportunity for renters who wanted to live close to the coast, yet only a train ride away from the city.  
“The median price in suburbs like Rockingham, Safety Bay and Silver Sands is hovering around the $300 mark, which is notably lower than the Perth median price per week of $360,” Collins said.  
While Cottesloe and Fremantle do not fall into the most affordable suburbs in the Perth coastal area, their median rent of $578 and $420 per week is still more affordable than St Kilda or Bondi Beach which has a median of $650 and $1,325 per week. 
“It won’t always be this way, so I advise those looking for their next rental property to act sooner rather than later if they are wanting to secure an affordable home close to an iconic WA coastal suburb.”
