“The site has a long history in terms of its inevitable transformation and when we came in, we took inspiration from the idea of reestablishing a sense of the site’s natural terrain and fall. Our scheme aims to integrate with the terrain and the landscape, using the undulating site to slowly reveal glimpses and views of the harbour. The rotation of the tower off grid means every apartment has a view and is naturally cross ventilated. The building's colour palette is quintessentially Sydney, with bronze and sandstone and a luminescent green colour in the glass, making it very earthy and grounded in its location.”

The ACT will become the first jurisdiction in Australia to abolish stamp duty for all first home buyers, with no income caps and no property price thresholds from 1 July.

The move, announced as part of the ACT Budget, completes a key election commitment from the Barr Government and removes what Chief Minister Andrew Barr described as one of the biggest barriers to entering the housing market. The reform forms part of the ACT's long-running transition away from transaction taxes and towards a broader-based property tax system.

"This budget marks a major milestone in our long-term tax reform program," Barr said, adding that the government had maintained a sustained focus on removing barriers to home ownership. He said stamp duty had long been one of the largest upfront hurdles facing buyers and that from July, "that barrier is gone" for first home buyers in the Territory.

The changes come alongside a range of measures designed to encourage new housing supply, including support for the delivery of so-called "missing middle" housing such as terraces, townhouses and low-rise multi-unit developments.

The announcement has renewed debate around whether the ACT's approach could provide a blueprint for improving housing affordability nationally.

New research from OurTop10.com.au, conducted by Primara Research, suggests the Territory's decade-long reform agenda has produced outcomes unmatched elsewhere in Australia.

While stamp duty costs have increased by an average 67 per cent nationally over the past decade, the ACT has recorded growth of just 15 per cent, the lowest increase of any jurisdiction.

The Territory has also emerged as one of the strongest performers on housing delivery. Based on population-weighted housing targets, the ACT is sitting less than one per cent behind its target. Victoria is the next closest at seven per cent behind, while the national average sits 25 per cent below target. New South Wales is tracking 39 per cent behind.

The latest reform removes one of the final barriers facing first home buyers in Canberra.

The average Australian home buyer currently pays $61,714 in stamp duty. In the ACT, that figure is $38,399 despite the Territory having the third-highest median house price in the country.

Until now, the ACT's first home buyer concession scheme only applied to purchases up to $1.02 million, around $51,000 below Canberra's median house price of $1.071 million. In practical terms, many first home buyers were unable to access the median-priced home without losing the concession.

From July, those restrictions disappear.

Every first home buyer in the ACT will pay no stamp duty, regardless of income or purchase price.

Canberra remains one of Australia's most expensive housing markets, with dwelling values increasing 82 per cent over the past decade. However, that growth ranks only 11th among Australia's 15 major housing markets, suggesting affordability pressures have been less severe than in many other parts of the country.

Simon Ma, CEO of OurTop10.com.au, said the latest reforms recognise that many first home buyers have simply outgrown thresholds set years ago.

"Many first home buyers aren't just looking for a way onto the ladder, they want a home their family can actually live in," Ma said.

"In a market where the median house price is over a million dollars, a concession scheme that cuts out at $1.02 million was never going to get them there.

"Removing the ceiling entirely means ACT first home buyers can now pursue the home they actually want, rather than limiting themselves to a price point designed for a very different market."

Whether other states follow remains to be seen. But at a time when most jurisdictions are struggling to improve affordability while also increasing housing supply, the ACT has quietly become the national test case for both.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

Lady Mary Fairfax's historic Harrington Park Homestead near Camden listed

Units in agricultural property trust Rural Funds Group fell last week, after the circulation of another critical report.
A Hong Kong-based report accused the RFG manager, Rural Funds Management, of running a Ponzi scheme.
The damning report, by advisory firm Bucephalus Research, followed the <a href="/news/rural-funds-group-under-attack-from-bonitas-research-short-selling-hit">activist short-seller Bonitas Research's earlier attack on Rural Funds Group</a> and its manager Rural Funds Management.
RFF units fell 12% on Thursday, closing at $1.71, then dropping to $1.62 on Friday, and back to $1.70 in Monday trade.
They were trading at $2.35 before the Bonitas report was released on August 6.
RFM advised the fresh report had similar claims to the earlier report.
Rural Funds Management says Bonitas' allegations have been "slavishly repeated by Bucephalus".
It is not ruling out legal action.
RFM is already suing Bonitas in the NSW Supreme Court.
It owns around $1 billion worth of farms, including cattle stations, feedlots, almond and macadamia orchards and water rights.
Bucephalus and Bonitas believe the assets are overvalued, enabling RFM to collect higher fees.
RFM collected $8.5 million in management fees in the 2019 financial year, up from $6.3 million in the prior year, the Australian Financial Review reported.

Redlands Hampton-style waterfront trophy home listed

Estate agent Nicolette van Wijngaarden told her pre-sentence hearing last Friday that an unnamed Byron Bay billionaire had pulled out of his proposed bailout of her boutique agency just days before its February 2018 collapse.
Van Wijngaarden has pleaded guilty to trust account fraud, with the Crown saying she misused $3.69 million of client funds from May 2016 to February 2018.
“I stupidly thought I could pay it back,” she told the court. She will be sentenced in Sydney’s Downing Centre District Court in late November, when she faces up to 10 years in jail.
Thinking the cash flow issues were short-term and seasonal, she claimed any lavish expenses, including the cars, flowers and travel were tied to the business.
“I’m completely devastated that I’m sitting here today, horrified that people have been let down,” she said.
Fashion designer Collette Dinnigan was one of van Wijngaarden’s clients who was caught up in the agency’s collapse, with the deposit on the sale of her South Coast property not in the trust fund when the NSW Fair Trading Department stepped in.
Van Wijngaarden told the court she only paid herself $12,000 in commissions in the nine years after founded Unique Estates in 2009.
She was entitled to commission from 94 of the company’s 115 sales over the following years, she told her barrister Frank Coyne.
He said van Wijngaarden had made every effort to address the shortfalls; forgoing commission – she estimates she kept only $12,000 commission over almost nine years – seeking bank loans and equity from investors.
When she could not fix the problem she reported herself to NSW Fair Trading and assisted the authorities. The court also heard the ordeal had ruined her marriage and any lavish expenses were tied to the business.
She told the court the billionaire had backed out of the $4 million bailout after speaking to his solicitor.
The global businessman, who had been a client of the estate agent and then a friend, had also been hesitant as he had been subject to his own issues with the ATO.
The estate agency had a $5 million turnover in its final year, the court was told.
Van Wijngaarden’s is the largest case of real estate trust fraud in NSW history, with victims including property sellers and rental property landlords — who have since received their entitlements from the NSW taxpayer-funded compensation fund.
Her trust account fraud - being an real estate agent - was not as serious breach of trust as that committed by lawyers and accountants, the court heard from her barrister.

Her barrister made a submission to his honour that it was not as "clear cut" as other frauds.
Coyle argued the case “was one of those rare occasions where greed was never the motivation.”
“Greed takes all forms,” Judge John Pickering responded quickly.
"A motivating factor was a continuation of her business … it wasn’t as if there was no benefit to her,” his honour said.
“It’s not the worst form of greed you see in some of these fraud matter but there is still an aspect of self-gratification to it all,” he said, noting there was a certain level of "ego" being the head of a boutique high-end real estate agency.
"It's a complex matter and I do agree it has some unusual features to it as she [Ms van Wijngaarden] isn't the classic single-minded fraudster," said Judge John Pickering in the Sydney district court.
"But when you sell or buy Sydney homes, an extraordinary amount of money is put in the trust of real estate agents and for most people never in their lives would they trust that much money to anyone ... so I wonder why a breach of trust by a solicitor is more serious than a breach of trust by a real estate agent?"
Judge Pickering noted the NSW taxpayers had to pay for the lost funds.
The prosecution noted that every dollar van Wijngaarden took from the trust funds was “a dollar she needn’t have considered spending from her own pocket”.
Ms van Wijngaarden's lawyer said she used trust deposits between 2016 and 2018 to "save" her cash-strapped business and had every intention of repaying the money by raising funds through investors.
Ms van Wijngaarden said she turned herself in, then assisted with investigations and tried to sell the business' assets, including a $1.2 million luxury holiday home rent roll, an act that should reduce her sentence, her lawyer said.
She alleged the administrators scuppered attempt to sell the rent roll, and the sales business, which she through had a $2 million value.
The Crown solicitor said Ms van Wijngaarden had turned herself in only to save herself from being sued by angry buyers whose deposits had disappeared.
She gave evidence that her actions were a desperate attempt not to let staff and clients down.
“I made the very stupid mistake of taking money from the trust but I genuinely felt I was going to be able to put that back,” she told the court. “It was out of pure desperation to not let anyone down,” she later said.
“Everything I’ve ever done I’ve done for other people,” she said.
After she turned to the trust fund in May 2016, she avoided having the business audited.
“When I first did it I knew it wasn’t the right thing to do, but I thought I’d be able to put it back,” she said.
But “it snowballed”.
The prosecution emphasised that the agent knew what was the right thing to do having seen her first business endeavour, a marketing company collapse after her main client failed to pay its account.

She wrote McGrath had offloaded his harbourside penthouse for a reputed $8.5 million. The off-market sale was done through Tasman Fallshaw from City Living. When asked about the sale by McClymont, Mr Fallshaw said because of a confidentiality agreement, “I can’t really talk about it.” McGrath bought the split-level penthouse at the northern end of The Pier at Walsh Bay for $6.95 million in 2011. The three-bedroom, four bathroom apartment which has views of the Harbour Bridge, comes with a 18.5 metre marina berth. It has since emerged John McGrath is reputedly seeking a home so he can get a couple of dogs. He consulted his local Millers Point agent on the unsolicited offer and was advised it was worth taking.
“After living in the Walsh Bay region for well over a decade, I have decided my next venture in property will be to have a house where I can enjoy having a couple of dogs, particularly near parklands," McGrath, 55, told the Wentworth Courier exclusively this morning.
“I had an approach from an agent who had heard that I’d asked body corporate several times for approval to have pets and had been knocked back.
“So a proactive agent called and said they had a buyer.”

The Sunshine Coast property market is diverse, according to a recent Herron Todd White (HTW) residential report.
The report notes properties in the Sunshine Coast market cover a wide spectrum through the various sectors of units, homes and rural residential properties.
"One of the big drawcards is the coastline and the magic beaches on offer, but when you dig a little deeper, there are little pockets all over the coast," the valuation firm said.

"When looking at the unit market there is no doubt the most popular spots are within a kilometre of the coast," the valuation firm said. 
Caloundra, Mooloolaba, Maroochydore and Noosa Heads remain popular.

"As you move higher up the value levels, permanent style occupancy units remain highly sought after as these have provided a real alternative for those looking to downsize from prestige dwellings," the valuation firm added.
"Typically, these units are larger providing at least three-bedroom accommodation with double garages."
The report notes some coastal towns such as Coolum Beach have increased in popularity, especially for new product.
A complex within this location that is nearing completion has completely sold off the plan and the developer is looking to release a new project in this locality off the back of the increased interest.
The biggest impediment to the unit market is units in complexes with high body corporate fees.

"Areas surrounding Caloundra such as Moffat Beach, Shelly Beach and Dicky Beach for the middle to prestige markets have had some good levels of growth as has the Kawana strip up to Buddina. This also continues right up the coast from Mudjimba to Noosa," the valuation firm notes. 
"As you move further inland, opportunities arise for the entry level markets with proximity to amenities such as schools, cafes and the like being top of mind. Railway townships from Beerwah to the south, right through to Cooroy to the north and the sense of community that these areas offer also have a good bearing."

For the rural residential markets, as with the inland dwelling market, proximity to amenities is also top of mind.
"For prestige properties, areas around Buderim continue to remain popular given their proximity to private schools and the Sunshine Coast University. Also, northern areas of the golden triangle between Tewantin, Cooroy and Eumundi continue to be popular. 
"We add in here areas on the Blackall Range of Maleny and Montville, some of which provide good local rural, hinterland and distant coastal views," the valuation firm noted.
A current listing is a Buderim pavilion style house priced at $1.9 million.
Nestled on 8,516 square metres, the home at <a href="https://www.realestate.com.au/property-house-qld-buderim-129803642" target="_blank">18 Stringybark Road</a> (pictured below) comprises four bedrooms, games room, gourmet kitchen, living zones and swimming pool.

For the entry level rural residential market, like the housing market, railway townships can provide some good options where there remains an ability to purchase properties at below replacement cost.
"As initially mentioned, generally the Sunshine Coast property market is very diverse.
"We have noticed that over recent months we have started to experience a slowdown, but following on from the different market sectors, this slowdown is very much property and area specific. You simply cannot tar everything with the same brush."

Sunshine Coast market slowdown effects varied across region: HTW residential

The Mackay market experienced significant value loss between 2013 and 2017, but momentum has now shifted with slight increases in value, according to a recent Herron Todd White (HTW) residential report. 
"In the entry or lower markets, we are seeing most buyers looking for good bones they can add value to," the valuation firm stated. 
The HTW report notes there is a real chance of capital growth, which first home buyers may capitalise on.
This market segment is traditionally around the sub-$300,000 and has been very active, the firm said. 
"For this amount, you are buying older style lowset and highset dwellings in traditional suburbs such as South Mackay, North Mackay, East Mackay and West Mackay," the valuation firm noted. 
A three bedroom cottage at<a href="https://www.realestate.com.au/sold/property-house-qld-west+mackay-131490238" target="_blank"> 17 Paulette Street, West Mackay</a> (pictured below) has recently been sold for $325,000. 
Nestled on an 814 square metre allotment, the home comprises three bedrooms, sunroom, kitchen, and bathroom. 
It last sold for in 2009 for $310,000.

For upgraders in the middle market, location becomes a big factor according to the HTW report. 
Good quality executive estates are becoming more and more popular with the bounce back in the market.
"The market is now starting to really differentiate between good quality estates and other slightly less quality estates that have a percentage of investment stock," the valuation firm said. 
"These dwellings are normally large rendered masonry four bedroom, two bathroom dwellings, with prices that start at $500,000."
The high end market has two definite fundamentals, being location and quality of improvements.
In the location group, areas that have excellent views or frontage to water are sought after and often have older-style improvements but command a premium for the location aspects.
"On the improvements side, we are seeing prestige estates becoming more popular, with very large prestige dwellings being constructed with extensive ancillary improvements. Both these sectors start at $800,000 and above." 
A beachfront home at<a href="https://www.realestate.com.au/property-house-qld-eimeo-131619802" target="_blank"> 4/3 Mango Avenue, Eimeo</a> (pictured below) has been listed for sale with $1.3 million hopes. 
Set on a 500 square metre block, the home comprises three bedrooms, open plan living areas, timber kitchen, and rumpus room.
Other features include alfresco dining area, lap pool, high ceilings, and led lighting.
