Design-led developer-builder Lowe Living has unveiled its latest residential development, Jardin House, marking its first foray into Melbourne's blue-chip City of Boroondara.

A curved facade, arched openings, textured brickwork and sculpted forms reference the suburb's architectural heritage, while extensive landscaping softens the building's presence and creates a strong connection to the surrounding tree-lined streetscape.

“The site has a long history in terms of its inevitable transformation and when we came in, we took inspiration from the idea of reestablishing a sense of the site’s natural terrain and fall. Our scheme aims to integrate with the terrain and the landscape, using the undulating site to slowly reveal glimpses and views of the harbour. The rotation of the tower off grid means every apartment has a view and is naturally cross ventilated. The building's colour palette is quintessentially Sydney, with bronze and sandstone and a luminescent green colour in the glass, making it very earthy and grounded in its location.”

The ACT will become the first jurisdiction in Australia to abolish stamp duty for all first home buyers, with no income caps and no property price thresholds from 1 July.

The move, announced as part of the ACT Budget, completes a key election commitment from the Barr Government and removes what Chief Minister Andrew Barr described as one of the biggest barriers to entering the housing market. The reform forms part of the ACT's long-running transition away from transaction taxes and towards a broader-based property tax system.

"This budget marks a major milestone in our long-term tax reform program," Barr said, adding that the government had maintained a sustained focus on removing barriers to home ownership. He said stamp duty had long been one of the largest upfront hurdles facing buyers and that from July, "that barrier is gone" for first home buyers in the Territory.

The changes come alongside a range of measures designed to encourage new housing supply, including support for the delivery of so-called "missing middle" housing such as terraces, townhouses and low-rise multi-unit developments.

The announcement has renewed debate around whether the ACT's approach could provide a blueprint for improving housing affordability nationally.

New research from OurTop10.com.au, conducted by Primara Research, suggests the Territory's decade-long reform agenda has produced outcomes unmatched elsewhere in Australia.

While stamp duty costs have increased by an average 67 per cent nationally over the past decade, the ACT has recorded growth of just 15 per cent, the lowest increase of any jurisdiction.

The Territory has also emerged as one of the strongest performers on housing delivery. Based on population-weighted housing targets, the ACT is sitting less than one per cent behind its target. Victoria is the next closest at seven per cent behind, while the national average sits 25 per cent below target. New South Wales is tracking 39 per cent behind.

The latest reform removes one of the final barriers facing first home buyers in Canberra.

The average Australian home buyer currently pays $61,714 in stamp duty. In the ACT, that figure is $38,399 despite the Territory having the third-highest median house price in the country.

Until now, the ACT's first home buyer concession scheme only applied to purchases up to $1.02 million, around $51,000 below Canberra's median house price of $1.071 million. In practical terms, many first home buyers were unable to access the median-priced home without losing the concession.

From July, those restrictions disappear.

Every first home buyer in the ACT will pay no stamp duty, regardless of income or purchase price.

Canberra remains one of Australia's most expensive housing markets, with dwelling values increasing 82 per cent over the past decade. However, that growth ranks only 11th among Australia's 15 major housing markets, suggesting affordability pressures have been less severe than in many other parts of the country.

Simon Ma, CEO of OurTop10.com.au, said the latest reforms recognise that many first home buyers have simply outgrown thresholds set years ago.

"Many first home buyers aren't just looking for a way onto the ladder, they want a home their family can actually live in," Ma said.

"In a market where the median house price is over a million dollars, a concession scheme that cuts out at $1.02 million was never going to get them there.

"Removing the ceiling entirely means ACT first home buyers can now pursue the home they actually want, rather than limiting themselves to a price point designed for a very different market."

Whether other states follow remains to be seen. But at a time when most jurisdictions are struggling to improve affordability while also increasing housing supply, the ACT has quietly become the national test case for both.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

Adcock sold Pandora for about $100 million in 2012, with her latest pursuit in wines.
She bought the Beaconsfield Parade waterfront for $8.1 million in 2009 from the surfing entrepreneur Harry Hodge.
Domain reported "independent sources" say ithad have sold for close to the $9 million mark.
The suburb record has stood since 2008 when her then-husband Brook Adcock, who founded the private equity firm Adcock Private Equity, spent $14.6 million nearby on the dress circle on Pittwater.
Adcock's recently bought nearby non-waterfront house on Yachtsmans Paradise has also been listed for sale at $4 million.

Karin Adcock, Pandora Australia founder sells $10 million Newport waterfront for $9 million

There has been an arrest following the data breaches at property valuation firm Landmark White earlier this year.
The NSW Police Force Cybercrime Squad were acting on the <a href="/news/landmark-white-limited-reports-property-valuations-data-breach">cyber security hacks </a>that occurred in February <a href="/news/landmark-whites-viability-in-doubt-after-second-saboteur-valuation-leak">and June</a>. 
In June detectives from the NSW State Crime Command’s Cybercrime Squad established Strike Force Vide to investigate unauthorised access to the main database and document store of the company.
With the assistance of company staff, investigations identified that unauthorised access was gained into the company’s database and more than 170,000 data records including personal information and valuation documents were uploaded to the dark web and the internet.
Following extensive inquiries, strike force detectives arrested a 49-year-old man in Sydney’s CBD about 8am today.

Shortly after the arrest, detectives, assisted by the Public Order and Riot Squad, executed a search warrant at a home at Rozelle, and a crime scene warrant at a business data centre at Ultimo.
The man, who is a software contractor, has been taken to Surry Hills Police Station, where he is expected to be charged.
Investigations under Strike Force Vide are continuing.
Timothy Rabbitt, CEO of LMW, said “the arrest was a great relief for the business and our staff, and would help ease the stress many of our staff have felt over the last six months”. 
“The arrest was also a vindication of LMW’s stance that this was a serious crime committed against the company. We are grateful that the person arrested was not an employee.
“We hope today’s arrest will bring closure to these data incidents and will give confidence to LMW’s clients, partners and staff, that we can continue to provide a secure long-term work environment for our staff and a quality service to our clients.”
LMW’s team, including appointed digital forensic advisors and privacy consultants, have been working closely with the Cybercrime Squad since the incident occurred.

Landmark White, who estimated that the breaches <a href="/news/landmark-white-data-breach-to-cost-over-7-million">cost the company over $7 million</a>, have since <a href="/news/landmark-white-get-anz-back-on-board-after-data-breaches">got ANZ back on board</a> as they try and rebuild. 
The company has undertaken a significant investment in IT security and other system enhancements, engaging external network security experts.
“The enhancements to our network security allow us to demonstrate via third-party audit that our IT systems represent a best-practice, secure platform," Rabbitt says.
"In driving these ongoing enhancements, our goal is always to provide services to our clients in an efficient, cost-effective and secure manner,” 
Rabbitt said the incident had caused significant disruption to its business and caused a great deal of stress and angst to our staff, but that the events of this year had made the firm stronger.
“A number of financial institutions with whom we’ve had long-term relationships have reinstated LMW to the panels of valuation providers, which is fantastic.
"We are also extremely grateful to our 300 loyal staff, who have continued to work with us to put our clients first,” Rabbitt said. 
“We have been a trusted member of the industry for over 40 years, and we look forward to putting this incident behind us and getting back to work with all our clients and partners across Australia.”

NSW Police make arrest of alleged Landmark White dark web cyber hacker

Billionaire Rich Lister Clive Palmer has quietly bought a Perth home.
The leader of the United Australia Party has spent $4.6 million in Applecross, an affluent waterside suburb south of the Perth CBD.
The six bedroom, 2006 built home with views over the Swan River was initially listed in 2010 with $7.95 million hopes.
It was listed a number of times in the preceding years, cut to $6,499,000 in 2014, $5.99 million in 2015 and then sought mid to high $5 millions in 2018.

$40 million Point Piper sale breaks prestige sales famine

A log cabin on the water at Palm Beach fetched $8.25 million at auction yesterday.
The weekender was listed following the death last year of Lysle Roberts, who headed Australia’s oldest jeweller Fairfax and Roberts.
There had been $8 million hopes for the 640sqm <a href="https://www.realestate.com.au/sold/property-house-nsw-palm+beach-131837046" target="_blank">Snapperman Beach beachfront reserve holding</a>.
Just the two bidders participated at the Sunday morning onsite auction, with the auctioneer struggling to be heard over the noise of a stink-boat just offshore.
It was knocked down to a couple from Northbridge after being called on the market at $8.2 million.

The Roberts family paid £825 in 1940.

Mr Roberts’s 1920s city home, Sunnydale Cottage at Pymble, was sold on Saturday for $2,655,000.

Lauren oversaw the renovation after the couple paid $3,665,000 for a 2005 built family home.

The Frasers paid $4.5 million for the hillside Ralston Road home, which had previously gone backwards in price from its $4.65 million sale in 2006.
LJ Hooker Palm Beach agent Peter Robinson has a $5.2 million guide for the couple, who are based in The Residence overlooking Hyde Park.

OneMarket, the early stage technology start-up that emerged as an online shopping experiment from the Westfield group, is set for an orderly winding-up.
"The decision has been a difficult one but, having carefully weighed the alternatives and assessed the attendant risks, the OneMarket Board believes that this is the right decision to make in the circumstances," shareholders were told.
OneMarket will also seek to be delisted from the ASX, where it reportedly has lost $240 million over the past two years.
When it listed it had around $200 million in cash, plus $42 million in capitalised development costs.
The amount currently available for cash distribution exceeds the share price, hence the board publicly inviting takeover proposals.
OneMarket will welcome proposals from third parties to acquire all the shares in OneMarket and it will also continue to seek potential buyers for OneMarket’s assets.
The prevailing price immediately prior to the AGM announcement of the conducting of a strategic review was 67 cents.
"The Board estimates that the amount available for an initial distribution will likely exceed the volume weighted average share price of around $0.85 per share since the AGM."
The Lowy Family Group and Unibail-Rodamco-Westfield (who have a shareholding in OneMarket of approximately 9.5% and 4.9% respectively) have both indicated that, in the absence of a superior proposal emerging, they will support the recommendation of the board.
