An entity directed by HSN's Rafi Assouline and Rebel Property's Allen Linz has filed plans for an impressive new precinct in Woolloomooloo.

The major mixed-use development would transform a prominent William Street site into a new residential village anchored by affordable housing and a large public park.

The proposal, submitted as a State Significant Development Application, covers 164-172 and 174-194 William Street, a 6,398 sqm site between Forbes Street and Dowling Street on the southern edge of Woolloomooloo.

Designed by fjcstudio in collaboration with Bangawarra, Studio Bright and Tribe Studio Architects, the scheme would deliver 227 apartments across four residential buildings ranging in height up to 18 storeys, alongside retail space, public domain improvements and a new publicly accessible park.

It's another design scheme for Rebel, who took <a href="https://www.apartments.com.au/news/nsw/first-look-rebel-property-group-takes-woolloomooloo-precinct-to-nsw-government">concept plans to the NSW Gov late last year</a>.

The latest plans will be a mix of 167 build-to-sell apartments and 60 affordable apartments, with the affordable housing component representing 15 per cent of the project's gross floor area. The apartment mix includes 12 one-bedroom, 53 two-bedroom, 89 three-bedroom apartments and 13 penthouses, while the affordable housing component would comprise 42 one-bedroom and 18 two-bedroom apartments.

Rebel Property is seeking to take advantage of the NSW Government's infill affordable housing bonus provisions under the Housing SEPP, which provide additional floor space and height in exchange for the delivery of affordable housing for a minimum of 15 years. The planning pathway allows a 30 per cent increase in floor space ratio and building height where 15 per cent of the development is dedicated to affordable housing.

At the centre of the development is a 1,356 sqm sunlit public park designed to become a new community gathering space at the gateway to Woolloomooloo. The park would be complemented by a network of pedestrian laneways connecting William Street with the surrounding streets, improving permeability through what is currently a largely impermeable block.

The design team says the public domain has been heavily influenced by the site's topography and Aboriginal cultural heritage, drawing on the escarpments, gullies and landscape characteristics that historically defined the area before urbanisation. The landscape design has been developed in partnership with First Nations consultancy Bangawarra.

The project would be delivered across four separate buildings. The William Street East and William Street West buildings, designed by fjcstudio, would contain the majority of the apartments. Melbourne-based Studio Bright has designed the Forbes Street building, while Tribe Studio Architects is responsible for the Dowling Street building.

Rebel had secured approval for the concept plans late last year.

A locally heritage-listed furniture showroom on Water Street is set to become the centrepiece of a new mixed-use residential development as local developer&nbsp;<a href="https://www.apartments.com.au/developers/keylin-group">Keylin</a> seeks approval for <a href="https://www.apartments.com.au/new-apartments/lotus-on-water-street-290-water-street-fortitude-valley-qld-4006">Lotus on Water Street</a>, a 15-storey project on the Fortitude Valley side of Spring Hill.

The proposal spans 290 Water Street and 137-141 Warry Street, combining several properties into a 2,869 sqm site that sits between Fortitude Valley, Spring Hill and the rapidly evolving Victoria Park precinct. Keylin's plans would deliver 132 apartments alongside new retail, hospitality and commercial space, while retaining and repurposing the historic Brunswick Home Furnishers Showroom that fronts Water Street.

Designed by <a href="https://www.apartments.com.au/architects/jackson-teece">Jackson Teece</a>, Lotus on Water Street comprises a 12-storey residential tower rising above a three-storey podium and communal rooftop terrace. The development includes 76 apartments classified as multiple dwellings and a further 56 units proposed as short-term accommodation, designed to be flexibly used as either accommodation or permanent residences. The apartment mix comprises six one-bedroom, 54 two-bedroom and 16 three-bedroom homes.

Residents would have access to an extensive rooftop recreation level spanning more than 1,200 sqm of communal open space. Plans include a pool, gym, sauna, infrared sauna, yoga area, library, private dining room, barbecue facilities and landscaped entertainment spaces, making the rooftop the project's largest shared amenity offering.

At street level, the proposal focuses on the adaptive reuse of the heritage buildings along Water Street, where 518 sqm of retail and commercial space is planned across shop, office and food and drink outlet uses. A permeable residential lobby would be positioned between the retained heritage buildings, creating a pedestrian connection between the historic streetscape and the new tower behind.

The heritage retention strategy is central to the scheme. The development application notes that the Brunswick Home Furnishers Showroom and adjoining heritage buildings will remain, with only non-significant structures on the site earmarked for removal under a previously issued Heritage Exemption Certificate. Levels one and two of the new podium are recessed behind the heritage façades to maintain their prominence within the streetscape.

Jackson Teece has drawn inspiration from the site's manufacturing history when designing the podium. The planning documents state that the façade incorporates perforated metal screening that references the woven and rattan furniture historically produced on the site. Cascading and climbing plants are integrated throughout the podium to soften the building's presentation and screen parking levels behind. The landscape strategy also informs the project's name, Lotus on Water Street, drawing on the historic Spring Hollow waterholes that once ran through Spring Hill and the blue water lilies associated with Meeanjin, Brisbane's traditional name.

The proposal also incorporates the neighbouring property at 141 Warry Street, currently occupied by a healthcare service. The existing building would remain, with nine dedicated parking spaces allocated within the new development to support its ongoing operation. In total, Lotus on Water Street proposes 117 car spaces, including 110 resident spaces and seven visitor bays, alongside 100 bicycle spaces.

The site sits within the Spring Hill East Precinct of the Spring Hill Neighbourhood Plan and is positioned around 650 metres from both Fortitude Valley Station and Exhibition Station. It is also within walking distance of the King Street precinct, Royal Brisbane and Women's Hospital, Herston Quarter and Victoria Park, which is earmarked to become a major venue precinct ahead of the Brisbane 2032 Olympic and Paralympic Games.

Planning documents describe the location as a key gateway between Spring Hill and Fortitude Valley and highlight the area's increasing importance as new transport infrastructure and Olympic-related investment reshape Brisbane's inner north. The development team argues the project will contribute additional housing supply while activating a section of Water Street that has historically received less investment than other parts of the Valley.

Keylin has become increasingly active across Brisbane and southeast Queensland, assembling sites in strategic inner-city locations. They are currently selling and delivering <a href="https://www.apartments.com.au/new-apartments/oria-spring-hill-447-gregory-terrace-spring-hill-qld-4000">Oria Spring Hill</a>, just over 140 apartments due for completion in 2027.

Roseville is poised for a wave of new apartment development following the NSW Government's rezoning of land around Roseville Station under its Transport Oriented Development program.

The new planning controls have unlocked significant development potential within walking distance of the station, with a number of sites expected to be amalgamated and redeveloped in the coming years as developers seek to take advantage of the increased density allowances.

One of the more restrained developments in the precinct, and set among the first to be delivered having commenced well before the recent changes, is Hyecorp's Juliet. Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.

NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.

“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.

"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.

Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.

“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”

Dr Auld said inflation risks and labour market outcomes would be important to watch.

“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”

She said tighter financial conditions are expected to weigh on housing and activity.

“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”

Mortgage relief? NAB forecasts RBA rate cut, not hike, after softer economic conditions

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>

While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.

The scheme is expected to commence in NSW in late 2025, as part of a national rollout.

A Mirvac executive allegedly had tradies build a union boss's Brisbane home with the bills allocated instead to the Orion Springfield Central shopping centre project using false invoices.
The former Mirvac executive Mathew McAllum and the ex-CFMEU Queensland senior-vice president David Hanna are accused of corruptly giving and receiving a secret commission.
The work was allegedly done to complete the five-bedroom, three-bathroom Cornubia home.
Both men deny the charge in the Brisbane District Court matter.
The Brisbane Times reported the hearing on Monday heard that the $290,000 worth of building works was conducted between February and November 2013.
"The end result is that David Hanna received construction work for goods arranged by an employee of Mirvac, primarily Mr McAllum, for free," the court was told.

McAllum was a former project manager on the shopping centre development.
The paperwork described the cost of building Hanna's home as a cost variation to the original quote for Orion.

Greater Melbourne house values have started showing signs of a recovery in the third quarter but remain 12.5% below their peak, according to the latest data from Moody's Analytics.
They found, this follows a decline in prices for 18 months prior to the reversal which began in June.
The fall in house values has been most pronounced in Melbourne’s inner suburbs, particularly Inner South, where house values have fallen by as much as 19% from their peak.
However, the steady decline in house values in the Greater Melbourne area, which decelerated further by mid-2018, has gradually settled through the second quarter and started to reverse by the third quarter as values have picked up, rising by 1.3% in August.
The decline in unit values across Greater Melbourne in recent months has been less pronounced than the decline in detached houses.
Moodys noted that there is a notable pickup over the third quarter, as the month-over-month change in unit values rose to 1.5% in August.

Katrina Ell, Economist at Moody’s Analytics said: "The recovery in house values in the Greater Melbourne area is broad-based but led by a notable pickup in Inner East, where month-over-month growth in house values was 2.6% in August. In comparison, there are signs of a more delayed recovery in the North East and Outer East, and a weaker month-over-month pickup in West, North West and Mornington Peninsula suburbs.
"In contrast, house values across regional parts of Victoria have experienced more persistent weakness as home values continued to fall through August in most regions, with particular weakness in Bendigo, Warrnambool, South West, Shepparton and Hume.
"Elsewhere in regional Victoria, there are initial signs of a recovery in home values, namely, in Geelong and Latrobe-Gippsland.
"While unit values have risen in Ballarat, Hume and Latrobe in August, unit values have continued to decline in other suburbs such as Shepparton, Warrnambool and South West. Meanwhile, unit values in Bendigo have risen notably since March."

Inner Melbourne's inner east to lead property recovery efforts: Moody's Analytics

Queensland’s housing market has fared better than that in most other states, although it is still not immune to the nationwide downturn, according to the latest data from Moody's Analytics.
The Queensland property market consists of three distinct groups.
The first region constitutes the bulk of Brisbane, which has experienced healthy growth up to 2018 because of the improved services sector — but now is experiencing a moderate correction, though prices are expected to recover next year, especially for apartments. 
The contrast between apartment and house values is most evident in Brisbane-North, where house prices are expected to grow 0.4% in 2020, while apartment prices are set to rise by 6.2%; there is a similar spread for other regions in Brisbane and Greater Brisbane.
Consequently, apartment prices are expected to perform better than house prices for Brisbane (and Greater Brisbane) in the medium term.
Moody’s Analytics forecasts house values to underperform throughout the forecast period, while apartment prices are expected to grow faster after a trough in late 2019 to early 2020.

"In Greater Brisbane areas such as Ipswich, dwelling prices are suffering after heavy falls in apartment values in 2018, following a period of oversupply.
"The second housing area comprised of ‘lifestyle areas’ including the Sunshine Coast, Wide Bay and Cairns, are generally expected to perform better over the forecast period.
"The third housing market region in Queensland comprises commodity or agriculture-producing areas. These include Central Queensland, Mackay-Isaac-Whitsunday, and Darling Downs-Maranoa.
"Housing markets here have seen significant value declines over the past few years partly as a result of the end of the mining boom.
"This year’s uptick in commodity prices and tourism has seen recoveries in areas such as Mackay. However, areas that are more agriculturally geared are forecast to suffer continued declines on the back of drought conditions."

Brisbane apartments look to flip the script and outperform houses: Moody's Analytics

Chateau Le Marais, a grand European manor set on a private island off Forster on the New South Wales Mid North Coast, was pulled from weekend auction.
The five bedroom French chateau-inspired mansion was built on the 104 hectare Wallis Island by stone masons from Australia and France.
The island is only accessible by boat or air. It features its own helipad, but with a limit of just three flights in and out every month.
Its French influence is evident throughout, with 18th century French chimneys, imported parquet floors that mimic the Palace of Versailles and chandeliers in every room.
The near 1,000 square metre mansion remains listed through Ray White Narrabeen agent Mark Clarke who senses the buyer interest was around $5 million.
There were three parties who weren't quite ready to proceed to bid at auction, Clarke said.
Chateau Le Marais is the island getaway of Adam Dai, who works in the construction industry. He recently undertook a multi-million dollar renovation.
Set some 300 kilometres north of Sydney, the island comes with a 1.5 kilometre beach as well as an orchard with established fruit trees and botanical gardens.

The Western Australia housing market took a turn for the worse over the last quarter with broad-based downgrades, according to the latest data from Moody's Analytics
They found, despite support from lower interest rates and the continued strength of non-rural commodity prices, dwelling prices remain in a slump after the mining boom.
The labour market in Western Australia has been comparatively weak for some time, with the growth in employment lower than the national average since 2015.
Plus, average weekly earnings contracted over the year to May, the second worst performance among states after the Northern Territory.
Given the subdued conditions, Moody's Analytics forecast is for the housing market is expected to continue declining in 2019, with the trough not likely until 2020, after which conditions will begin to pick up before a modest recovery in 2021.

Katrina Ell, Economist at Moody’s Analytics said: "Greater Perth’s house values are expected to fall 7.8% in 2019, building on the 1.8% drop in 2018.

Conditions will improve for both in the following year, but prices are forecast to still be below 2017’s in the medium term.
"Median rental values in Western Australia fell more than 20% peak to trough from November 2013 to September 2016, a sign of continued excess supply. Since then, rental values have remained broadly stable.
"A slow recovery in rental value over the next two years will help the housing market recover.
"Perth-North West, encompassing Joondalup, Stirling and Wanneroo, is representative of trends across Greater Perth. While apartment prices will likely remain weak over 2019-2020, house values will fare better, with less of a decline this year followed by a modest recovery in the next."

Victoria’s housing market is bouncing back from the recent downturn, according to the latest REIV quarterly median price data.
A springtime boost is helping to restore the housing market with house prices up by 4.5% in the latest REIV September Median Quarterly, while the price of units has grown by 3.9%.
Melbourne’s growth of 4.5% is the highest quarterly result since March 2017.
Melbourne’s housing growth was led by the northern suburbs with Preston achieving the highest quarterly growth with 25.7%, closely followed by the neighbouring Coburg on 20.8%.
Melbournes highest growth was in middle Melbourne, where house prices grew by 8.3%.
Doreen overtook Pakenham and Cragieburn to achieve the most number of housing sales during the September Quarter. 
Donvale remains Melbournes most consistent suburb, being the only area to achieve positive growth both quarterly and yearly.
The growth was shared across the board in regional Victoria with unit prices increasing by a massive 7.1%.
Bendigo is the top regional housing performer, scoring 11.9% quarterly and 29.7% annual growth. 
While Churchill and Moe have been crowned as the two most affordable suburbs in regional Victoria.
REIV Presidents Leah Calnan said the September quarter has brought the news prospective sellers have been waiting to hear.
“Enthusiasm is growing as prices surge and properties are being snapped up more quickly, this is the perfect time to get on the market,” Calnan said.
“Warmer spring weather, lower interest rates and easier loaning protocols have resulted in significant growth for Victoria’s real estate sector.
“Growing prices and increasing sales are great news for everybody, and our market is in the midst of a much-needed recovery.
“The September Quarterly results make for great reading, but we are not out of the woods yet.”

Victoria's residential prices bouncing back

The Gunter family has listed Ben Cruachan Pastoral, the grazing property at Maffra West.
The <a href="https://www.commercialrealestate.com.au/property/3-huggetts-road-maffra-west-upper-vic-3859-2015768350" target="_blank">1,281 hectare Huggetts Road estate</a> comes with a homestead with mountain views.
It is being offered as a whole or in five separate lots.
The Ben Cruachan homestead sits on one title spanning 101.18 hectares.
The whole property, ideally suited to cattle and timber production, has $3.3 million hopes.

Ben Cruachan Pastoral was part of the estate of the urologist David Gunter, who died 2015, and his wife Judy, who died in December.
The couple, who had seven children, hosted musical performances at their 14-bedroom Italianate Toorak mansion Carmyle, which they bought in 1969.

The latest CoreLogic home value data shows the national housing market moving out of its correction, led by Sydney and Melbourne, according to Moody's Analytics.
The national index for home values has fallen for almost two years but now house values have begung to rise starting in the September quarter.
National house values are on track to fall by 7% in 2019, before rising by 5.4% in 2020. Apartment values are forecast to fall by 3.8% in 2019, before rising by 5.1% in 2020.
The RBA has reduced the cash rate by 75 basis points so far this year to 0.75% and a further 25-basis point reduction is expected for early 2020, according to Moody's Analytics.
Katrina Ell, Economist at Moody’s Analytics said that for 2019 and 2020 Moody's has individual City and state forecasts, "drilling into the details, house values across Sydney are on track to fall by 8.4% in 2019, before a forecast 7.7% expansion in 2020. Apartment values are set to decline by 5.9% in 2019, followed by a forecast 7.9% expansion in 2020."
"House values began rising from July, while apartment values began improving from June."
"House values in Melbourne are set to fall by 9.2% in 2019, building on the modest 0.3% decline in 2018. Like Sydney, the correction has largely passed and house values are forecast to rise by 7% in 2020 and a further 7.8% in 2021," she said.
"House values in Brisbane will see a modest full-year correction in 2019, with values estimated to fall by 1.8%, with particular weakness in South Brisbane house values. A relatively mild correction is forecast for apartment values in 2019, with a 1.3% forecast decline in 2019, following a 1% fall in 2018. This year is predicted to be the worst for Brisbane’s apartment market before it transitions to a projected 5.4% rise in 2020."
"House values in Perth will likely decline 7.8% in 2019, followed by a further 0.7% decline in 2020. Meanwhile, Adelaide’s housing market will continue its stable run, with house values forecast to fall by a modest 0.5% in 2019 after a 1.9% gain in 2018."
"House values in Hobart are on track to grow by 4.1% in 2019 and a further 1% in 2020. Similarly, the Hobart apartment market will likely decelerate from 12.2% growth in 2018 to 2.7% in 2019, before a small 0.4% drop is forecast for 2020."

The housing market correction has passed: Moody's Analytics

The largest single level apartment in Sydney, on the 40th level of the Horizon building in Darlinghurst, has been sold to media heiress Francesca Packer-Barham.
The apartment was recently recreated by Melbourne's MIM Design who were commissioned by the Graham family to design the luxury apartment.
