An entity directed by HSN's Rafi Assouline and Rebel Property's Allen Linz has filed plans for an impressive new precinct in Woolloomooloo.

The major mixed-use development would transform a prominent William Street site into a new residential village anchored by affordable housing and a large public park.

The proposal, submitted as a State Significant Development Application, covers 164-172 and 174-194 William Street, a 6,398 sqm site between Forbes Street and Dowling Street on the southern edge of Woolloomooloo.

Designed by fjcstudio in collaboration with Bangawarra, Studio Bright and Tribe Studio Architects, the scheme would deliver 227 apartments across four residential buildings ranging in height up to 18 storeys, alongside retail space, public domain improvements and a new publicly accessible park.

It's another design scheme for Rebel, who took <a href="https://www.apartments.com.au/news/nsw/first-look-rebel-property-group-takes-woolloomooloo-precinct-to-nsw-government">concept plans to the NSW Gov late last year</a>.

The latest plans will be a mix of 167 build-to-sell apartments and 60 affordable apartments, with the affordable housing component representing 15 per cent of the project's gross floor area. The apartment mix includes 12 one-bedroom, 53 two-bedroom, 89 three-bedroom apartments and 13 penthouses, while the affordable housing component would comprise 42 one-bedroom and 18 two-bedroom apartments.

Rebel Property is seeking to take advantage of the NSW Government's infill affordable housing bonus provisions under the Housing SEPP, which provide additional floor space and height in exchange for the delivery of affordable housing for a minimum of 15 years. The planning pathway allows a 30 per cent increase in floor space ratio and building height where 15 per cent of the development is dedicated to affordable housing.

At the centre of the development is a 1,356 sqm sunlit public park designed to become a new community gathering space at the gateway to Woolloomooloo. The park would be complemented by a network of pedestrian laneways connecting William Street with the surrounding streets, improving permeability through what is currently a largely impermeable block.

The design team says the public domain has been heavily influenced by the site's topography and Aboriginal cultural heritage, drawing on the escarpments, gullies and landscape characteristics that historically defined the area before urbanisation. The landscape design has been developed in partnership with First Nations consultancy Bangawarra.

The project would be delivered across four separate buildings. The William Street East and William Street West buildings, designed by fjcstudio, would contain the majority of the apartments. Melbourne-based Studio Bright has designed the Forbes Street building, while Tribe Studio Architects is responsible for the Dowling Street building.

Rebel had secured approval for the concept plans late last year.

A locally heritage-listed furniture showroom on Water Street is set to become the centrepiece of a new mixed-use residential development as local developer&nbsp;<a href="https://www.apartments.com.au/developers/keylin-group">Keylin</a> seeks approval for <a href="https://www.apartments.com.au/new-apartments/lotus-on-water-street-290-water-street-fortitude-valley-qld-4006">Lotus on Water Street</a>, a 15-storey project on the Fortitude Valley side of Spring Hill.

The proposal spans 290 Water Street and 137-141 Warry Street, combining several properties into a 2,869 sqm site that sits between Fortitude Valley, Spring Hill and the rapidly evolving Victoria Park precinct. Keylin's plans would deliver 132 apartments alongside new retail, hospitality and commercial space, while retaining and repurposing the historic Brunswick Home Furnishers Showroom that fronts Water Street.

Designed by <a href="https://www.apartments.com.au/architects/jackson-teece">Jackson Teece</a>, Lotus on Water Street comprises a 12-storey residential tower rising above a three-storey podium and communal rooftop terrace. The development includes 76 apartments classified as multiple dwellings and a further 56 units proposed as short-term accommodation, designed to be flexibly used as either accommodation or permanent residences. The apartment mix comprises six one-bedroom, 54 two-bedroom and 16 three-bedroom homes.

Residents would have access to an extensive rooftop recreation level spanning more than 1,200 sqm of communal open space. Plans include a pool, gym, sauna, infrared sauna, yoga area, library, private dining room, barbecue facilities and landscaped entertainment spaces, making the rooftop the project's largest shared amenity offering.

At street level, the proposal focuses on the adaptive reuse of the heritage buildings along Water Street, where 518 sqm of retail and commercial space is planned across shop, office and food and drink outlet uses. A permeable residential lobby would be positioned between the retained heritage buildings, creating a pedestrian connection between the historic streetscape and the new tower behind.

The heritage retention strategy is central to the scheme. The development application notes that the Brunswick Home Furnishers Showroom and adjoining heritage buildings will remain, with only non-significant structures on the site earmarked for removal under a previously issued Heritage Exemption Certificate. Levels one and two of the new podium are recessed behind the heritage façades to maintain their prominence within the streetscape.

Jackson Teece has drawn inspiration from the site's manufacturing history when designing the podium. The planning documents state that the façade incorporates perforated metal screening that references the woven and rattan furniture historically produced on the site. Cascading and climbing plants are integrated throughout the podium to soften the building's presentation and screen parking levels behind. The landscape strategy also informs the project's name, Lotus on Water Street, drawing on the historic Spring Hollow waterholes that once ran through Spring Hill and the blue water lilies associated with Meeanjin, Brisbane's traditional name.

The proposal also incorporates the neighbouring property at 141 Warry Street, currently occupied by a healthcare service. The existing building would remain, with nine dedicated parking spaces allocated within the new development to support its ongoing operation. In total, Lotus on Water Street proposes 117 car spaces, including 110 resident spaces and seven visitor bays, alongside 100 bicycle spaces.

The site sits within the Spring Hill East Precinct of the Spring Hill Neighbourhood Plan and is positioned around 650 metres from both Fortitude Valley Station and Exhibition Station. It is also within walking distance of the King Street precinct, Royal Brisbane and Women's Hospital, Herston Quarter and Victoria Park, which is earmarked to become a major venue precinct ahead of the Brisbane 2032 Olympic and Paralympic Games.

Planning documents describe the location as a key gateway between Spring Hill and Fortitude Valley and highlight the area's increasing importance as new transport infrastructure and Olympic-related investment reshape Brisbane's inner north. The development team argues the project will contribute additional housing supply while activating a section of Water Street that has historically received less investment than other parts of the Valley.

Keylin has become increasingly active across Brisbane and southeast Queensland, assembling sites in strategic inner-city locations. They are currently selling and delivering <a href="https://www.apartments.com.au/new-apartments/oria-spring-hill-447-gregory-terrace-spring-hill-qld-4000">Oria Spring Hill</a>, just over 140 apartments due for completion in 2027.

Roseville is poised for a wave of new apartment development following the NSW Government's rezoning of land around Roseville Station under its Transport Oriented Development program.

The new planning controls have unlocked significant development potential within walking distance of the station, with a number of sites expected to be amalgamated and redeveloped in the coming years as developers seek to take advantage of the increased density allowances.

Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.

NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.

“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.

"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.

Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.

“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”

Dr Auld said inflation risks and labour market outcomes would be important to watch.

“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”

She said tighter financial conditions are expected to weigh on housing and activity.

“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”

Mortgage relief? NAB forecasts RBA rate cut, not hike, after softer economic conditions

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

Image supplied.</figcaption></figure>The 308 Exhibition Street site will be transformed into a mixed-use precinct, with Malaysian property developer <a href="/developers/s-p-setia">S P Setia</a> set to deliver two high-rise towers designed by <a href="/architects/cox-architecture">Cox Architecture</a> and <a href="/architects/fk-australia">Fender Katsalidis Architects</a>. The 222-metre tower will be dedicated to 300 luxury residential apartments, while the taller 232-metre building will be home to Melbourne’s new Shangri-La hotel. Both towers will be linked at Level 46 by a suspended bridge, which will contain an exclusive Sky Lounge which overlooks Melbourne’s UNESCO world heritage listed Royal Exhibition Building and surrounding Carlton Gardens.

Sapphire By The Gardens and the Shangri-La hotel will be constructed simultaneously, with 95% of apartments already sold and limited units remaining and slated completion of late 2020.

Works commence on Melbourne’s Sapphire By The Gardens

The offshore buyer of Sydney socialite Krissy Marsh’s Double Bay apartment has failed to proceed with their proposed purchase, and the property has non returned to the market­ with a $4.3 million asking price.
The luxury apartment in The Bay Residences was marked “under contract” in June, only for the Hong Kong buyer to back out before­ its much delayed settlement date.
It is understood there was a 5% deposit.
The one-time Real Housewives Of Sydney star paid $3.5 million in 2015 for the apartment, where she resided when Foxtel filmed the opening season of the reality show.
Marsh has been seeking a sale so the family can buy a holiday home in Noosa.
Marsh, her husband John and their three children reside in Dover Heights, in a home which they briefly listed in early 2017.
The Double Bay unit was initially listed last Christmas with ambitious $5 million price hopes.
It was last marketed with a guide of $4.28 million to $4.38 million, selling at about $4.25 million through Alex Lyons at Raine &amp; Horne Double­ Bay.
Spanning 285 square metres, the apartment comes with three bedrooms, each opening to balconies.
Marsh, who was dubbed the “property princess” on RHOS, bought her first Sydney­ property in 1994 paying $260,000 for a two-bedroom­ art deco apartment in Rose Bay, which she sold a decade later for $620,000.
She is not the only one to be caught up in recent sales collapses.
In Potts Point, veteran property investor Andrew Isles has just secured the sale of his Manar apartment after its November 2018 buyer pulled out of a $4.1 million deal.
Locals have been left dumbfounded as it has resold for $3.75 million, a few weeks after its no-bid auction through Richardson &amp; Wrench agent Jason Boon.
Records show that it was bought in 2009 for $2.25 million from the former lawyer­ Russell Keddie.
This year a $30 million Vaucluse sale collapsed and a $14 million Wahroonga sale also fell through.

The price guide of $4.5 to $4.75 million was provided with the listing.
It previously traded in 2017 when it was sold for $4 million, however, before that the block had not changed hands since 1891.

$4.5 million Sorrento land parcel sells as family home site

Due to a decade of subdued levels of construction, positive population growth, reasonably flat property prices and increasing rents, the Cairns residential property market offers some of the most attractive yields available anywhere in Australia, according to a recent Herron Todd White (HTW) residential report. 
The valuation firm took look at rental yields across the nation. 
CoreLogic’s Top Rental Performer’s Report recently named Woree and Manunda as the third and fourth highest yielding suburbs in the country, offering gross yields of 10.8% and 9.5% respectively. 
These types of yields are typically achievable from low price units and houses.
The report notes another property type where strong yields are available are holiday units in certain well performing complexes.
"We have seen net yields for some dual key units in excess of 8%, the only problems being that the units are only suitable for short term accommodation which makes obtaining finance difficult and the more volatile nature of the income as it is directly tied to tourism," the valuation firm said. 
"A key point about our market is the lack of pending supply and how it is difficult to see the current balance of supply and demand changing to an oversupply situation in the foreseeable future.
"This should give investors comfort that the low rental vacancy rates and current rent levels are due to solid market fundamentals and are unlikely to change in a negative way."

Low units and house prices offer attractive yields in Cairns: HTW residential

There has been a moderate amount of sales of flats in Bundaberg over the past 18 months, according to a recent Herron Todd White (HTW) residential report. 
The valuation firm took a look at rental yields across the nation. 
"The sales range from an older style 1970s eight-bedroom, four- bathroom flat complex which sold for $550,000 with a weekly gross rental of $920, giving a gross yearly rental of $47,840 providing a gross yield of 8.6%, to a more modern on ground, circa 1994, brick, eight-bedroom, four-bathroom flats building which sold for $615,000 with a weekly rental return of $830 giving an annual return of $43,160 and a yield of 7%," the valuation firm said. 
The report notes the most recent sale was an on ground, circa 2018, brick flats building.
It provides eight-bedroom, four-bathroom accommodation for $965,000 providing a gross yearly rental of $60,320 which is a gross yield of 6.2%.
The REIQ residential vacancy rate for Bundaberg remains at about 1%.

Western Sydney's new Bankwest Stadium has received praise from hospitality company Accor, who claim the project is leading to a positive local economic impact.
According to a report commissioned by the City of Parramatta Council, Parramatta’s local economy receives a million-dollar boost every time an event is held at the new Bankwest Stadium.
Economic analysis was undertaken by Micromex Research, which revealed three sporting events at the stadium generated an estimated total of $2.92 million for the Parramatta Local Government Area, so far this year.

Since the opening of Bankwest Stadium, hotels in Parramatta and surrounding areas are reporting apparently unprecedented occupancy levels on event days that are continuing to climb to around 80%, up around 20%, when compared to non-event days. 
Bankwest Stadium has also had an impact on incremental spend, with Novotel Sydney Parramatta, for example, reporting an increase of over 50% spent at the restaurant, bar and parking, on game days. 
Simon McGrath, Chief Operating Officer for Accor Pacific, oversees over 400 hotels across Australia, New Zealand, Fiji, French Polynesia, and Hawaii and says the NSW Government’s decision to invest in Bankwest Stadium as a world-class venue is a great tourism success story, which extends well-beyond the stadium itself.

Parramatta's new Bankwest Stadium hailed as economic "success story”

Westpac has posted a 16 per cent loss in profits over the FY2019. 
They wrote $61 billion worth of home loans over the 12 months to September, with their mortgage portfolio growing from $444.7 billion to $449.2 billion.
Their home loan delinquencies have continued to rise over the year across the board, with a slight uptick over the last six months.
Mortgage holders behind on their mortgage over 30 days, and 90 bays behind are now up around 20bps since this time last year.
The biggest jump came in the first half yearly update, but they've continued to nudge higher in the second half of the year.

Some 160 more properties over the year were taken over by the bank.

Small uptick in Westpac's mortgage arrears despite dip in Perth

The glass façade of the University of Technology Sydney’s brand-new tower UTS Central is not only aesthetically pleasing but also very practical.

FJMT’s 17-storey structure features a dramatic curved podium comprised of opulent panes of glass – with a triple-height atrium, allowing for fantastic natural light and airflow. To mitigate strong sunlight and heat during summer months, leading industrial design firm TILT was employed to find a sunshade solution for the structure. UTS Central is the new home of the UTS Library, as well as a scholarly Reading Room. The building also includes a food court and a range of teaching and learning spaces.

One Central Park, Sydney

<figcaption>One Central Park</figcaption></figure>TILT Industrial Design created the iconic heliostat reflector system which sparkles as the sun hits its angled reflectors. The system has been made using both fixed and motorised panels designed to capture the light at different times of the day, and disperse it into the retail atrium and landscaped terraces. By nightfall, the heliostat displays a stunning light show which depicts interpretations of Sydney landscapes.

St Kilda Stokehouse, Melbourne

<figcaption>St Kilda Stokehouse</figcaption></figure>A series of bi-fold operable shutters were installed on Melbourne's iconic Stokehouse restaurant on St Kilda waterfront. The shutters offer uninterrupted views and retain the original character of the building, complementing the facade, and offering increased patron comfort. Given the ocean-front location, the structures have been built using marine grade stainless steel for longevity and durability against the coastal conditions.
