An entity directed by HSN's Rafi Assouline and Rebel Property's Allen Linz has filed plans for an impressive new precinct in Woolloomooloo.

The major mixed-use development would transform a prominent William Street site into a new residential village anchored by affordable housing and a large public park.

The proposal, submitted as a State Significant Development Application, covers 164-172 and 174-194 William Street, a 6,398 sqm site between Forbes Street and Dowling Street on the southern edge of Woolloomooloo.

Designed by fjcstudio in collaboration with Bangawarra, Studio Bright and Tribe Studio Architects, the scheme would deliver 227 apartments across four residential buildings ranging in height up to 18 storeys, alongside retail space, public domain improvements and a new publicly accessible park.

It's another design scheme for Rebel, who took <a href="https://www.apartments.com.au/news/nsw/first-look-rebel-property-group-takes-woolloomooloo-precinct-to-nsw-government">concept plans to the NSW Gov late last year</a>.

The latest plans will be a mix of 167 build-to-sell apartments and 60 affordable apartments, with the affordable housing component representing 15 per cent of the project's gross floor area. The apartment mix includes 12 one-bedroom, 53 two-bedroom, 89 three-bedroom apartments and 13 penthouses, while the affordable housing component would comprise 42 one-bedroom and 18 two-bedroom apartments.

Rebel Property is seeking to take advantage of the NSW Government's infill affordable housing bonus provisions under the Housing SEPP, which provide additional floor space and height in exchange for the delivery of affordable housing for a minimum of 15 years. The planning pathway allows a 30 per cent increase in floor space ratio and building height where 15 per cent of the development is dedicated to affordable housing.

At the centre of the development is a 1,356 sqm sunlit public park designed to become a new community gathering space at the gateway to Woolloomooloo. The park would be complemented by a network of pedestrian laneways connecting William Street with the surrounding streets, improving permeability through what is currently a largely impermeable block.

The design team says the public domain has been heavily influenced by the site's topography and Aboriginal cultural heritage, drawing on the escarpments, gullies and landscape characteristics that historically defined the area before urbanisation. The landscape design has been developed in partnership with First Nations consultancy Bangawarra.

The project would be delivered across four separate buildings. The William Street East and William Street West buildings, designed by fjcstudio, would contain the majority of the apartments. Melbourne-based Studio Bright has designed the Forbes Street building, while Tribe Studio Architects is responsible for the Dowling Street building.

Rebel had secured approval for the concept plans late last year.

A locally heritage-listed furniture showroom on Water Street is set to become the centrepiece of a new mixed-use residential development as local developer&nbsp;<a href="https://www.apartments.com.au/developers/keylin-group">Keylin</a> seeks approval for <a href="https://www.apartments.com.au/new-apartments/lotus-on-water-street-290-water-street-fortitude-valley-qld-4006">Lotus on Water Street</a>, a 15-storey project on the Fortitude Valley side of Spring Hill.

The proposal spans 290 Water Street and 137-141 Warry Street, combining several properties into a 2,869 sqm site that sits between Fortitude Valley, Spring Hill and the rapidly evolving Victoria Park precinct. Keylin's plans would deliver 132 apartments alongside new retail, hospitality and commercial space, while retaining and repurposing the historic Brunswick Home Furnishers Showroom that fronts Water Street.

Designed by <a href="https://www.apartments.com.au/architects/jackson-teece">Jackson Teece</a>, Lotus on Water Street comprises a 12-storey residential tower rising above a three-storey podium and communal rooftop terrace. The development includes 76 apartments classified as multiple dwellings and a further 56 units proposed as short-term accommodation, designed to be flexibly used as either accommodation or permanent residences. The apartment mix comprises six one-bedroom, 54 two-bedroom and 16 three-bedroom homes.

Residents would have access to an extensive rooftop recreation level spanning more than 1,200 sqm of communal open space. Plans include a pool, gym, sauna, infrared sauna, yoga area, library, private dining room, barbecue facilities and landscaped entertainment spaces, making the rooftop the project's largest shared amenity offering.

At street level, the proposal focuses on the adaptive reuse of the heritage buildings along Water Street, where 518 sqm of retail and commercial space is planned across shop, office and food and drink outlet uses. A permeable residential lobby would be positioned between the retained heritage buildings, creating a pedestrian connection between the historic streetscape and the new tower behind.

The heritage retention strategy is central to the scheme. The development application notes that the Brunswick Home Furnishers Showroom and adjoining heritage buildings will remain, with only non-significant structures on the site earmarked for removal under a previously issued Heritage Exemption Certificate. Levels one and two of the new podium are recessed behind the heritage façades to maintain their prominence within the streetscape.

Jackson Teece has drawn inspiration from the site's manufacturing history when designing the podium. The planning documents state that the façade incorporates perforated metal screening that references the woven and rattan furniture historically produced on the site. Cascading and climbing plants are integrated throughout the podium to soften the building's presentation and screen parking levels behind. The landscape strategy also informs the project's name, Lotus on Water Street, drawing on the historic Spring Hollow waterholes that once ran through Spring Hill and the blue water lilies associated with Meeanjin, Brisbane's traditional name.

The proposal also incorporates the neighbouring property at 141 Warry Street, currently occupied by a healthcare service. The existing building would remain, with nine dedicated parking spaces allocated within the new development to support its ongoing operation. In total, Lotus on Water Street proposes 117 car spaces, including 110 resident spaces and seven visitor bays, alongside 100 bicycle spaces.

The site sits within the Spring Hill East Precinct of the Spring Hill Neighbourhood Plan and is positioned around 650 metres from both Fortitude Valley Station and Exhibition Station. It is also within walking distance of the King Street precinct, Royal Brisbane and Women's Hospital, Herston Quarter and Victoria Park, which is earmarked to become a major venue precinct ahead of the Brisbane 2032 Olympic and Paralympic Games.

Planning documents describe the location as a key gateway between Spring Hill and Fortitude Valley and highlight the area's increasing importance as new transport infrastructure and Olympic-related investment reshape Brisbane's inner north. The development team argues the project will contribute additional housing supply while activating a section of Water Street that has historically received less investment than other parts of the Valley.

Keylin has become increasingly active across Brisbane and southeast Queensland, assembling sites in strategic inner-city locations. They are currently selling and delivering <a href="https://www.apartments.com.au/new-apartments/oria-spring-hill-447-gregory-terrace-spring-hill-qld-4000">Oria Spring Hill</a>, just over 140 apartments due for completion in 2027.

Roseville is poised for a wave of new apartment development following the NSW Government's rezoning of land around Roseville Station under its Transport Oriented Development program.

The new planning controls have unlocked significant development potential within walking distance of the station, with a number of sites expected to be amalgamated and redeveloped in the coming years as developers seek to take advantage of the increased density allowances.

One of the more restrained developments in the precinct, and set among the first to be delivered having commenced well before the recent changes, is Hyecorp's Juliet. Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.

NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.

“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.

"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.

Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.

“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”

Dr Auld said inflation risks and labour market outcomes would be important to watch.

“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”

She said tighter financial conditions are expected to weigh on housing and activity.

“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”

Mortgage relief? NAB forecasts RBA rate cut, not hike, after softer economic conditions

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>

While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.

The scheme is expected to commence in NSW in late 2025, as part of a national rollout.

There are two basic components to the Morrison government’s latest A$1 billion package response to the drought affecting large parts eastern Australia. One part involves extra subsidies to farmers and farm-related business. The other involves measures to create or upgrade infrastructure in rural areas.
Unfortunately, most funds will be misdirected and the response is unlikely to secure the long-term prosperity of regional and rural communities. This is a quick fix to a political problem, appealing to an important constituency. But it misses the point, again, about the emerging economics of drought.
<h2>Hitting the political target</h2>
The bulk of the A$1 billion package is allocated to a loan fund. The terms of the ten-year loans are more generous than what has been offered in the past. They are now interest-free for two years, with no requirement to start paying back the principal till the sixth year.
Farmers will be able to borrow up to A$2 million. In addition, loans of up to A$500,000 will also be available to small businesses in drought-affected towns.
Because recipients are not having to pay the full cost, these loans are in practice a form of subsidy.
Subsidies are used by government to make more people undertake an activity than would otherwise be the case. In this case the government is offering a subsidy to keep farmers and small businesses owners doing what they’ve been doing, even though from an economic point of view this might not be very wise at all.
The question that should be asked is: “do we want more or fewer people to be involved in a farming activity that is vulnerable to drought?”
Most farming in Australia is completely reliant on rainfed crops and pastures. Rainfall is already highly variable. All the indicators from climate science is that rain will be even more unreliable in the future.
In addition, the agricultural industries currently drought affected are not just at the whims of rainfall. These industries are constantly changing and being affected by new technologies and market forces.
For most agricultural produce the key market force is price. Sure, some farms and farmers can carve out niche markets, but most farm businesses depend on producing at lowest cost. Increasingly, the farms that survive in a highly competitive global environment do this by exploiting economies of scale. Big farms are thus more profitable than small ones in the good times (such as when it rains); and during the tough times (such as during drought) they have more resources and deeper reserves to ride it out.
Ultimately, this means successful farms are continually getting bigger and small farmers are getting squeezed out.
The data also support the view that the farmers who survive and are simultaneously exposed to drought <a href="https://onlinelibrary.wiley.com/doi/10.1111/1467-8489.12195" target="_blank">ultimately become even more profitable</a>, because of what they learnt about managing in a difficult environment.
This is not to argue drought is a good thing for any farm, but it does raise a serious question about any government policy that effectively encourages more people to keep doing something when global and technological forces would point to it being unsustainable.
<h2>So what’s the point?</h2>
The second component of the Morrison government’s relief response involves directing about A$500 million from existing regional infrastructure funds into building roads and other things into affected communities.
While many will welcome this on top of the the extension of loans to small business in country towns, the policy detracts from the serious questions that confront rural and regional communities.
The economics of agriculture has flow-on effects to towns, but it would be wrong to think all are impacted in the same way.
As a general rule, when farmers sell up, they tend to leave from the small communities first. The upshot is that small communities get smaller, older and poorer as those least mobile are left behind. These people also generally require more, not less, public support. Mid-size communities tend to level out, while continuing to age. Large regional centres tend to grow and prosper.
The point is that each community requires different things from government. Genuine public goods like roads, health services and education are desperately needed and undersupplied in many cases. Providing cash to a few select businesses and grading a gravel road in this situation belies the complexity of the long-term challenges and fails to address serious issues.
An elderly retiree in a rural town might well ask why their local road or bridge is only upgraded during a drought. The bullied Cairns couple Tess and Luke Struber took home the grand prize as the winners of The Block 2019 after 14 weeks of stressful renovation.

Channel Nine manipulated the reserves which were set at $2.990 million for all of the five three-storey terraces, although the terraces at either end were expected to have the higher longterm value.

The official price guide required by Victorian Government legislation had been $3 million to $3.3 million.

Buyers’ advocate Frank Valentic described them as "very, very comfortable reserves."

Experienced renovators, Mitch &amp; Mark saw the hammer come down at $3.374 million, which was $384,000 over reserve.

It sold to seasoned Block bidder, Danny Wallis, who previously purchased 403 Dorcas St in South Melbourne on the fifth season of The Block for $1,400,001.01.

The next auction was the newlyweds Tess &amp; Luke who secured $3.620 million, some $630,000 over reserve.

Barrister Rick Horsley, SC, was the buyer of the Tess and Luke’s terrace at 38B Gray Street. He had bid unsuccessfully last year.

“The first time I walked into this one, I hated it,” Mr Horsley told Nine Entertainment after the auction.

Perth parents El’ise &amp; Matt got $3.450 million, which was $460,000 over their reserve, and the runners-up.

It sold to expatriates who plan on leasing the property out while they remain overseas.

Andy &amp; Deb sold their house for $3.420 million, $430,000 over reserve.

The latest auction was real estate agent Jesse and girlfriend Mel who secured $388,000 over the reserve when their house sold for $3.378 million.

Buyers’ advocate Greville Pabst bought Jesse and Mel’s house on behalf of a Melbourne professional couple.

Highlighting the limited buyer pool, Pabst also bidding on behalf of Aconex co-founder Rob Phillpot, for whom he bought both penthouses last year, but the tech entrepreneur did not win any of the auctions on Saturday.

He said the acoustic separation and self-contained flat at the back of the home secured the victory for 38B.

Tess and Luke, the team who couldn’t bear to watch The Block because they’d been so bullied by producers, once said they wished they’d never gone on.

Meanwhile the finale ratings fell yet again with 1.924m tuning in.

Last year’s (time-adjusted figures) had 2.021m tuning in while the year prior had 2.462m.

Seven years ago, Aussies were building the biggest detached (free-standing) houses in the world. But in the period since, Aussie home buyers have embraced apartments as well as smaller houses on smaller lot sizes. 
There are still McMansions being built, but there are fewer of them. Now houses being built in the US are the biggest in the world, around 5 per cent bigger than in Australia.
Only 21 per cent of ACT dwellings in 2018/19 were houses. But those houses averaged 251 square metres – the biggest in Australia. Victorian houses built last year were 246m² - the biggest in seven years.
The average house built in Tasmania in 2018/19 was the smallest in 23 years and at 21-year lows in Queensland. On average, NSW apartments built in 2018/19 were the smallest in 20 years of records.
Houses built in Australia over the past year are still far bigger than those built in the 1980s and 1990s. In fact houses are around 5 per cent bigger than 20 years ago and 25 per cent bigger than 30 years ago.
And that is important when doing comparisons of house prices over time. Not only are houses far bigger than those built in the 1980s and before, but the standard of fit-out today is far superior with higher quality kitchens, bathrooms, floor coverings and inclusions like air-conditioners.
While global statistics on home size are difficult to come by, latest data indicates that Australian homes are the second biggest in the world, behind the US.
The average new house built in the US last calendar year (latest available) was 240.4 square metres (m²), around 5 per cent bigger than in Australia. And US homes (houses and apartments) averaged 201.8m² in 2018, around 6 per cent bigger than in Australia.
In New Zealand the average home built in 2018/19 was 164.4m², around 13 per cent smaller than in Australia.
The UK Office of National Statistics and United Nations indicate that the average floor area of new homes built in the US, Australia and New Zealand were far larger than in European economies.
In recent years a key trend in Australia has been the increasing number of apartments being built. Eight years ago around 27 per cent of homes built were apartments. Today, apartments account for almost half (41 per cent) of all homes built.
And the increased number of apartments being built has served to reduce the size of the average new home built in Australia. In fact the average home was 186.8m² in 2017/18, the lowest level in 22 years. And the average home size rose by just 1.2 per cent from these lows in the past year.
Through the 2004-2010 period, the average apartment was around 140m². Today it is closer to 125-130m².
The shift to smaller apartments may mean that more of them need to be built to house the growing population compared with free-standing houses. Clearly, when considering issues like under-supply and over-supply, a range of issues need to be considered.
An increasing number of home buyers and renters prefer to live closer to offices, restaurants and recreational facilities in cities and towns. And given the limited supply of land, increased building of apartments and townhouses is necessary to satisfy demand.
Federal, state and local governments are also embracing the trend to urban consolidation, representing a more efficient utilisation of social and economic infrastructure such as roads, schools, public transport and hospitals.

What do the figures show?
Australia &amp; US home completions
CommSec commissioned the Australian Bureau of Statistics to supply data on the average size of new homes built in Australia.
The data supplied relates to the average size of new homes built – houses, apartments and the average size of all homes. The ABS also indicates the proportion of homes built at the stated “average floor area”.
The United States Census Bureau provides both median and average estimates of new homes built and also supplies similar floor area data on new homes sold.
In 2018/19, the average size of a new house built in Australia was 228.8 square metres (m²), down from 231.8m² in 2017/18 and the smallest result in 17 years (since 221.2m² in 2001/02).
In the US, the average size of a new single-family house built in 2018 (latest estimate) was 2,588 square feet or 240.4m², down from a record 249.6m² in 2015. Australian houses were last bigger than US houses in 2011/12.
The average US home (houses and apartments) was 201.8m² in 2018.
In 2018/19 the average floor area of a new apartment in Australia (unit, townhouse, villa etc.) was 128.8m², up from 124.8m² in 2017/18 but 10 per cent below the high of 143.4m² in 2004/05.
States &amp; territories
The ACT is building the biggest houses in Australia. In 2018/19 the average floor area of a house built in the ACT was 250.8m², ahead of Victoria (246.0m²), Western Australia (225.3m²), and Queensland (223.0m² – a 21-year low).
The smallest new houses built were in Tasmania (178.5m² – a 23-year low).
By contrast, in 2018/19 the biggest apartments could be found in Tasmania (159.3m²) followed by Western Australia (155.8m²). The next biggest apartments were built in Victoria (147.5m²) and South Australia (139.3m²)
The smallest new apartments can be found in the ACT (102m²) and NSW (114m² - a 20-year low).
Of all homes built in 2018/19, the average floor area was biggest in Victoria (212.5m²), then Western Australia (212.3m²). In Western Australia over 75 per cent of homes built were free-standing houses, and in Victoria houses were 56 per cent of the total. By comparison, only around 43 per cent of homes built in NSW were free-standing or detached houses in 2018/19 and only 21 per cent of ACT homes.
Home size peaks, more apartments, occupancy falls again
Since the first Census was conducted in 1911, and up to 2006, the number of persons per dwelling consistently fell. In 1911 there was an average of 4.5 people in every home. But by 2006 this ratio had almost halved to around 2.4 people in every home. Not only were more homes being built but other factors like families with fewer children, more divorces and fewer marriages taking place had resulted in smaller families.
And as noted above, homes had been getting bigger until a few years ago. Apart from floor area, another way of looking at home size is the number of bedrooms. In the 2016 Census almost a third of homes had four or more bedrooms whereas 20 years ago the ratio was one in every six homes.
Census figures are only produced every five years. But fortunately demographic estimates are produced each quarter and they provide a guide to current trends in dwelling occupancy.
From 2006 to 2013, the number of people per dwelling rose. At face value, the modest increase in average household size may not seem significant. But it was the first increase in household size – and as a consequence, the average number of people in Australian homes – in at least a century.
Children were staying home longer with their parents – no doubt the cost of homes and rising rents being key influences. With the ageing population, more generations were choosing to stick together in the one dwelling – a trend that is a consequence of the increased size and quality of homes. New migrants also chose to stay with family or friends. And given the increased preference to attend universities and colleges, Generation Y was forced to share accommodation and save longer to buy a home.
According to quarterly ABS data, since 2014 the number of people per dwelling has been falling. Lower interest rates and the increased supply of cheaper apartments and townhouses (compared with free-standing houses) have prompted older couples to down-size. And more Generation Y / Millennials have been moving out of home and renting or taking ownership of accommodation more appropriate to their needs.
In part, the decline in household size explains some of the lift in home building. Higher population growth – especially in NSW, Victoria and the ACT – also explains the lift in home building. The question is whether household size continues to fall over the next few years or whether higher home prices act to stall demand, again prompting greater co-habitation of dwellings.
Free-standing houses now account for just over half of all new homes built with high-rise apartments and townhouses most in demand.
What are the implications for interest rates and investors?
Australians continue to build some of the biggest houses in the world. But an increasing proportion of Australians – especially in Sydney and Canberra – also want smaller homes like apartments, semi-detached homes and townhouses. As a result, the average home size has been falling over the past decade.
Generation Y, Millennials, ‘down-sizers’ and small families want to live closer to work, cafes, restaurants, shopping and airports and have been giving up living space for better proximity to the desirable amenities.
So urban consolidation continues. Older free-standing houses are making way for apartments. Building completions hit record highs in the year to March 2017, and have hovered near the highs in the period since. New council approvals to build homes have eased substantially from highs but there is still a substantial amount of work to be done.
It is important to note that there are major differences in house size across Australia. In 2018/19 only 21 per cent of ACT dwellings completed were houses, but those houses were the biggest in the nation and the biggest for the ACT in 11 years. Victoria built the second biggest houses in the nation and the biggest for the state in seven years. By contrast the average new free-standing house built in NSW was 10 per cent smaller than Victoria.
Clearly the changes in housing demand and supply, and the differences across the country, have major implications for builders, developers, investors, building material companies, financiers and all levels of Government. With the average number of people in homes falling and population rising, there is on-going need for a greater number of smaller homes to be built.

There is a phrase in the novel East of Eden that springs to mind every time politicians speak of “drought-proofing” Australia: 
"And it never failed that during the dry years the people forgot about the rich years, and during the wet years they lost all memory of the dry years. It was always that way."
While author John Steinbeck was referring to California’s Salinas Valley, the phrase is particularly pertinent to Australia where the <a href="http://www.bom.gov.au/climate/updates/articles/a020.shtml#targetText=La%20Ni%C3%B1a%20occurs%20when%20equatorial,and%20eastern%20tropical%20Pacific%20Ocean.&amp;targetText=As%20a%20result%2C%20heavy%20rainfall,to%20the%20north%20of%20Australia." target="_blank">El Niño-Southern Oscillation</a> exerts a profound influence. Water availability varies greatly across the country, both in space and time. El Niño conditions bring droughts and devastating bushfires, while La Niña is accompanied by violent rainfall, floods and cyclones.
This variability is innate to the Australian environment. And now, climate change means that in some regions, the dry years are becoming drier and the wet years are becoming less frequent. Managing water resources under a changing climate and burgeoning population requires innovative and realistic solutions that are different to those that have worked in the past.
Drought-proofing is impossible
Planning for the dry years involves setting sustainable usage limits, using more than one source of water, efficiency improvements, managed aquifer recharge, water recycling and evaluation of the best usage of water resources. It does not <a href="https://newsroom.unsw.edu.au/news/social-affairs/australia-should-never-be-%E2%80%98drought-proofed%E2%80%99-again" target="_blank">involve misleading claims of drought-proofing</a> that infer we can somehow tame the unruly nature of our arid environment instead of planning and preparing for reality.
Unlike managing for the wet and dry periods, drought-proofing seeks to negate dry periods through infrastructure schemes such as large dams (subject to huge evaporative losses) and dubious river diversions. It fails to acknowledge the intrinsic variability of water availability in Australia, and modify our behaviour accordingly.
The reality is that in many parts of the country, <a href="http://www.groundwater.com.au/media/W1siZiIsIjIwMTQvMDMvMjUvMDFfNTFfMTNfMTMzX0dyb3VuZHdhdGVyX2luX0F1c3RyYWxpYV9GSU5BTF9mb3Jfd2ViLnBkZiJdXQ/Groundwater%20in%20Australia_FINAL%20for%20web.pdf" target="_blank">groundwater is the sole source</a> of water and the climate is <a href="http://www.bom.gov.au/water/waterinaustralia/" target="_blank">very dry</a>. A cornerstone of the recently launched <a href="https://minister.infrastructure.gov.au/mccormack/media-release/national-water-grid-authority-future" target="_blank">$100 million National Water Grid Authority</a> is the construction of more dams. But dams need rain to fill them, because without rain, all we have is empty dams. And we have enough of those already.
A history of denial
Just because Dorothea Mackellar wrote of “droughts and flooding rains” over 100 years ago, it doesn’t mean water management should proceed in the same vein it always has.
Australia has always had a variable climate, which changes significantly from year to year and also decade to decade. This not the same as a <a href="https://www.pacificclimatefutures.net/en/help/climate-projections/understanding-climate-variability-and-change/#targetText=Climate%20is%20the%20long%20term,trend%20in%20the%20mean%20climate." target="_blank">long-term climatic trend</a>, better known as climate change.
Climate change is making parts of Australia even drier. Rainfall in the south-eastern part of Australia is <a href="https://publications.csiro.au/rpr/download?pid=csiro:EP127070&amp;dsid=DS3" target="_blank">projected to keep declining</a>. We cannot rely on blind faith that rains will fill dams once more because they have in the past.
Yet inevitably, during the dry years, claims that Australia can be “drought-proofed” are renewed. Deputy Prime Minister Michael McCormack <a href="https://minister.infrastructure.gov.au/mccormack/media-release/national-water-grid-authority-future" target="_blank">recently praised </a>the <a href="https://go-gale-com.ezp.lib.unimelb.edu.au/ps/retrieve.do?tabID=T002&amp;resultListType=RESULT_LIST&amp;searchResultsType=SingleTab&amp;searchType=AdvancedSearchForm&amp;currentPosition=3&amp;docId=GALE%7CA202253089&amp;docType=Essay&amp;sort=Relevance&amp;contentSegment=ZAHD&amp;prodId=PPWH&amp;contentSet=GALE%7CA202253089&amp;searchId=R1&amp;userGroupName=unimelb&amp;inPS=true" target="_blank">Bradfield scheme</a>, an 80 year old infrastructure project intending to divert northern river flows inland. It has been <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/2019-06-18/fact-file-bradfield-scheme-drought-relief/11216616" target="_blank">so thoroughly debunked</a> on all scales, it is better described as a pipe-dream than piping scheme. It has no place in reasonable water management discourse.
The concept of drought-proofing harks back to the days of European settlement. Early water management techniques were more appropriate for verdant English fields than the arid plains of Australia.
In the early twentieth century, water resources were vigorously developed, with government-sponsored irrigation schemes and large dams constructed. During this time, little thought was given to sustainability. Instead, the goal was to stimulate inland settlement, agriculture and industry. Development was pursued despite the cost and ill-advised nature of irrigation in particular areas.
Shifting long entrenched perceptions of water management
All this said, irrigation certainly has its place: it supports a quarter of Australia’s agricultural output. And there are substantial efforts underway to rebalance water usage between irrigation and the environment.
However, acknowledgement of the relative scarcity of water in certain parts of Australia has only really occurred in the last 30 years or so.
Widespread droughts in the <a href="https://www.abs.gov.au/AUSSTATS/abs@.nsf/lookup/1301.0Feature%20Article151988" target="_blank">late 1970s and early 1980s</a> highlighted the importance of effective water management and shifted long-entrenched perceptions of irrigation and development. <a href="https://www.propertyobserver.com.au/https://www.crcpress.com/Water-Policy-in-Australia-The-Impact-of-Change-and-Uncertainty/Crase/p/book/9781933115986" target="_blank">Water reforms were passed</a>, mandating future water development be environmentally sustainable development, which meant, for the first time, water resource management sought a balance between economic, social and environmental needs.
Antiquated ideas about drought-proofing, pushed by politicians, promise much yet deliver little. They distract attention and siphon funds from realistic solutions, or actually re-evaluating where and how we use our limited water resources.
We need practical, effective and well-considered management such as water recycling, efficiency measures and source-divestment that accounts for both shorter term climatic variability and long term changes in temperature and rainfall due to climate change. A big part of this is <a href="https://www.wentworthgroup.org/docs/Can_We_Myth_Proof_Australia.pdf" target="_blank">managing expectations through education</a>.
Attempting to drought-proof Australia is not “managing for the dry periods”, as advocates claim. Veteran film producer Glenys Rowe lists in Coogee

The Potts Point apartment of the late international model Annalise Braakensiek has been quietly sold by the executor of her estate.
The $635,000 sale was slightly higher than the $600,000 Braakensiek had paid for the one-bedroom apartment just a few months before her death earlier this year.
The apartment, on Victoria Street, was set to be a bolthole for the jetsetting model who divided her time between Europe and the US.
