An entity directed by HSN's Rafi Assouline and Rebel Property's Allen Linz has filed plans for an impressive new precinct in Woolloomooloo.

The major mixed-use development would transform a prominent William Street site into a new residential village anchored by affordable housing and a large public park.

The proposal, submitted as a State Significant Development Application, covers 164-172 and 174-194 William Street, a 6,398 sqm site between Forbes Street and Dowling Street on the southern edge of Woolloomooloo.

Designed by fjcstudio in collaboration with Bangawarra, Studio Bright and Tribe Studio Architects, the scheme would deliver 227 apartments across four residential buildings ranging in height up to 18 storeys, alongside retail space, public domain improvements and a new publicly accessible park.

It's another design scheme for Rebel, who took <a href="https://www.apartments.com.au/news/nsw/first-look-rebel-property-group-takes-woolloomooloo-precinct-to-nsw-government">concept plans to the NSW Gov late last year</a>.

The latest plans will be a mix of 167 build-to-sell apartments and 60 affordable apartments, with the affordable housing component representing 15 per cent of the project's gross floor area. The apartment mix includes 12 one-bedroom, 53 two-bedroom, 89 three-bedroom apartments and 13 penthouses, while the affordable housing component would comprise 42 one-bedroom and 18 two-bedroom apartments.

Rebel Property is seeking to take advantage of the NSW Government's infill affordable housing bonus provisions under the Housing SEPP, which provide additional floor space and height in exchange for the delivery of affordable housing for a minimum of 15 years. The planning pathway allows a 30 per cent increase in floor space ratio and building height where 15 per cent of the development is dedicated to affordable housing.

At the centre of the development is a 1,356 sqm sunlit public park designed to become a new community gathering space at the gateway to Woolloomooloo. The park would be complemented by a network of pedestrian laneways connecting William Street with the surrounding streets, improving permeability through what is currently a largely impermeable block.

The design team says the public domain has been heavily influenced by the site's topography and Aboriginal cultural heritage, drawing on the escarpments, gullies and landscape characteristics that historically defined the area before urbanisation. The landscape design has been developed in partnership with First Nations consultancy Bangawarra.

The project would be delivered across four separate buildings. The William Street East and William Street West buildings, designed by fjcstudio, would contain the majority of the apartments. Melbourne-based Studio Bright has designed the Forbes Street building, while Tribe Studio Architects is responsible for the Dowling Street building.

Rebel had secured approval for the concept plans late last year.

A locally heritage-listed furniture showroom on Water Street is set to become the centrepiece of a new mixed-use residential development as local developer&nbsp;<a href="https://www.apartments.com.au/developers/keylin-group">Keylin</a> seeks approval for <a href="https://www.apartments.com.au/new-apartments/lotus-on-water-street-290-water-street-fortitude-valley-qld-4006">Lotus on Water Street</a>, a 15-storey project on the Fortitude Valley side of Spring Hill.

The proposal spans 290 Water Street and 137-141 Warry Street, combining several properties into a 2,869 sqm site that sits between Fortitude Valley, Spring Hill and the rapidly evolving Victoria Park precinct. Keylin's plans would deliver 132 apartments alongside new retail, hospitality and commercial space, while retaining and repurposing the historic Brunswick Home Furnishers Showroom that fronts Water Street.

Designed by <a href="https://www.apartments.com.au/architects/jackson-teece">Jackson Teece</a>, Lotus on Water Street comprises a 12-storey residential tower rising above a three-storey podium and communal rooftop terrace. The development includes 76 apartments classified as multiple dwellings and a further 56 units proposed as short-term accommodation, designed to be flexibly used as either accommodation or permanent residences. The apartment mix comprises six one-bedroom, 54 two-bedroom and 16 three-bedroom homes.

Residents would have access to an extensive rooftop recreation level spanning more than 1,200 sqm of communal open space. Plans include a pool, gym, sauna, infrared sauna, yoga area, library, private dining room, barbecue facilities and landscaped entertainment spaces, making the rooftop the project's largest shared amenity offering.

At street level, the proposal focuses on the adaptive reuse of the heritage buildings along Water Street, where 518 sqm of retail and commercial space is planned across shop, office and food and drink outlet uses. A permeable residential lobby would be positioned between the retained heritage buildings, creating a pedestrian connection between the historic streetscape and the new tower behind.

The heritage retention strategy is central to the scheme. The development application notes that the Brunswick Home Furnishers Showroom and adjoining heritage buildings will remain, with only non-significant structures on the site earmarked for removal under a previously issued Heritage Exemption Certificate. Levels one and two of the new podium are recessed behind the heritage façades to maintain their prominence within the streetscape.

Jackson Teece has drawn inspiration from the site's manufacturing history when designing the podium. The planning documents state that the façade incorporates perforated metal screening that references the woven and rattan furniture historically produced on the site. Cascading and climbing plants are integrated throughout the podium to soften the building's presentation and screen parking levels behind. The landscape strategy also informs the project's name, Lotus on Water Street, drawing on the historic Spring Hollow waterholes that once ran through Spring Hill and the blue water lilies associated with Meeanjin, Brisbane's traditional name.

The proposal also incorporates the neighbouring property at 141 Warry Street, currently occupied by a healthcare service. The existing building would remain, with nine dedicated parking spaces allocated within the new development to support its ongoing operation. In total, Lotus on Water Street proposes 117 car spaces, including 110 resident spaces and seven visitor bays, alongside 100 bicycle spaces.

The site sits within the Spring Hill East Precinct of the Spring Hill Neighbourhood Plan and is positioned around 650 metres from both Fortitude Valley Station and Exhibition Station. It is also within walking distance of the King Street precinct, Royal Brisbane and Women's Hospital, Herston Quarter and Victoria Park, which is earmarked to become a major venue precinct ahead of the Brisbane 2032 Olympic and Paralympic Games.

Planning documents describe the location as a key gateway between Spring Hill and Fortitude Valley and highlight the area's increasing importance as new transport infrastructure and Olympic-related investment reshape Brisbane's inner north. The development team argues the project will contribute additional housing supply while activating a section of Water Street that has historically received less investment than other parts of the Valley.

Keylin has become increasingly active across Brisbane and southeast Queensland, assembling sites in strategic inner-city locations. They are currently selling and delivering <a href="https://www.apartments.com.au/new-apartments/oria-spring-hill-447-gregory-terrace-spring-hill-qld-4000">Oria Spring Hill</a>, just over 140 apartments due for completion in 2027.

Roseville is poised for a wave of new apartment development following the NSW Government's rezoning of land around Roseville Station under its Transport Oriented Development program.

The new planning controls have unlocked significant development potential within walking distance of the station, with a number of sites expected to be amalgamated and redeveloped in the coming years as developers seek to take advantage of the increased density allowances.

One of the more restrained developments in the precinct, and set among the first to be delivered having commenced well before the recent changes, is Hyecorp's Juliet. Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.

NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.

“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.

"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.

Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.

“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”

Dr Auld said inflation risks and labour market outcomes would be important to watch.

“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”

She said tighter financial conditions are expected to weigh on housing and activity.

“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”

Mortgage relief? NAB forecasts RBA rate cut, not hike, after softer economic conditions

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>

While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.

The scheme is expected to commence in NSW in late 2025, as part of a national rollout.

Urban’s tour of the Escala NewQuay display suite

In mid-December, the Queensland Government released the Cross River Rail (CRR) Precinct Strategy which aims to guide development at each of the new stations the project will deliver.

The document puts on paper the strategic aspirations for the CRR precincts and the Cross River Rail Delivery Authority has responsibility for all five precincts at Boggo Road, Woolloongabba, Albert Street, Roma Street and Exhibition.

The CRR project is a 10.2 kilometre rail line from Dutton Park to Bowen Hills that will include 6 kilometres of twin rail tunnels under the Brisbane River and CBD.  The project will also include upgrades to several stations Brisbane's southside as well as develop 3 new Gold Coast stations.

The CRR delivery authority estimates post-construction and once all precincts have been developed, the Gross Regional Product for Brisbane will increase by $15-20 billion and approximately 35,000 new jobs will be created over time.

Consultation for the precinct strategy was undertaken across Queensland Government departments and the Brisbane City Council.

<h2>Boggo Road</h2>

The precinct strategy aims to create a new urban village surrounding the Boggo Road station with a focus on improved pedestrian connectivity to the knowledge hub of leading health, research and education institutions. 

Along with forming a connection to the existing Park Road station, the precinct will connect Princess Alexandra Hospital and will aim to strengthen pedestrian links through to the University of Queensland.

<h2>Woolloongabba</h2>

Home to Brisbane's main cricket and AFL stadium, the precinct strategy aims to create a new town centre that links the stadium, Mater Hospital, the Children's Hospital health precinct and the new station.

The new station will be a new 'front door' to the Gabba and the strategy calls for significant private investment to develop residential, commercial, recreational and health-focused facilities in the immediate area.

<h2>Albert Street</h2>

At the heart of the Brisbane CBD, the new Albert Street station is seen as a catalyst for new rounds of investment in the southern portion of Brisbane's CBD through improved access to public transport.

"Any development in the Albert Street precinct should deliver high-quality built-form and public realm that contributes to a sense of arrival and creates a new landmark destination within the city centre", the precinct strategy reads.

<h2>Roma Street</h2>

The new underground station will connect to the existing Roma Street station and the extra public transport investment in the area will bolster Brisbane's West End, opening the way for projects such as Brisbane Live.

The precinct strategy also notes that significant upgrades to the state-owned interchange for bus, other rail, Cross River Rail and metro services will occur that also includes the realignment of the Inner Northern Busway. 

<h2>Exhibition</h2>

The Cross River Rail project will take Exhibition Station from operating as an event time only station to a year-round operational one that will provide the Royal Brisbane and Women's hospital with a high-quality rail connection on top of existing bus services.

The precinct strategy sees further concentration of knowledge-sector industries in the precinct including the expansion of allied health and biomedical industries as well as an expansion of education and research activities within the precinct.

*Readings over 100 are poor, while readings over 200 are considered hazardous.

<h2>Here are some safety measures you can take when conditions are hazardous:</h2>

Place rugs or towels under doors

It may seem simple, but it’s an effective way to avoid smoke drafts from seeping into your home. An old rag, towel or rug will be suitable – ensure that it is thick enough to block out the smoke from entering your house completely.

Wear a P2 mask when outside

Professor of Global Health at the Australian National University, <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/health/2019-12-03/face-masks-for-bushfire-smoke-haze-pollution/11760618">Sotiris Vardoulakis, explains</a> that a cloth or paper mask is not sufficient for blocking out the hazardous particles that are found in bushfire smoke and can travel deep into your lungs and cause damage.

Instead, the NSW Department of Health has advised people to use a secure P2 mask, which is appropriately fitted. These are available at hardware stores across the country.

Use an air purifier

An air purifier with a high-quality filter can be a great way to refresh the air within your home. It is vital to change the filter regularly to ensure the device is working effectively and efficiently.

Set air conditioning units to ‘recycle’ mode

Air conditioning units can either pump air in from outside or recirculate the air inside. During periods of poor air quality, you’ll want to avoid and outside air entering your car or home, so make sure 'recycle mode' is activated on the air conditioning unit.

Stay indoors and avoid strenuous activities

When conditions are poor, don’t go for a run or walk your dog. Instead, stay inside and keep yourself safe.

Ensure your home is relatively airtight

Make sure all windows are fully closed and block any vents that could be filling your home with polluted air with duct tape.

Avoid indoor sources of air pollution

Refrain from lighting any incense or candles as you won’t be able to refresh the air while conditions are unsafe.

'Keep it neat, so it doesn't overheat.'

Hot temperatures and smoke will mean more fans, air purifiers and conditioning units. Never plug a double adapter into a multi-board as too many electronic devices can overheat and pose a fire risk. Instead, follow the motto, keep it neat, so it doesn't overheat.

Keep up to date with the news

One minute it’s safe to go outside, and the next there is a warning issued. Follow the updates and inform your friends, family and neighbours about any updates.

Contact your GP immediately if you feel unwell

Anyone can be affected by bushfire smoke, and it can lead to repertory and heart issues. Reach out to your local GP or call 000 if you experience any health complications such as shortness of breath, fatigue, wheezing, pain or discomfort.

ACT's health directorate also <a href="https://www.health.act.gov.au/">issued advice</a> for those who are likely to experience irritation or health complications caused by the smoke,

“We also strongly advise people who are sensitive to smoke, especially those with pre-existing heart and lung conditions, to take extra care during these conditions. People who are sensitive to smoke and air pollution can be more vulnerable to heat-related illness as well, so staying hydrated and cool is important. People who are able to do so, are also encouraged to check on others who they think might need extra help, to see that they are okay.”

Ensure your pet’s health and safety by bringing any bedding or food indoors.

<h2>What to do when the air quality is deemed safe</h2>

Cross-check your information sources

If you’ve heard that the air quality has improved, double-check that the information you have received is accurate by the air quality index website or the app 'Air Matters'.

Open windows and doors to refresh the air 

When it is safe to do so, open your doors and windows to refresh the stale air. Be sure to close them before going out in case the air quality worsens.

Dry your washing

Use this opportunity to air-dry your laundry outside as opposed to a using a dryer or indoor clothes horse.

Be alert

When spending time outdoors, make sure to stay abreast to any changes in air quality and stay indoors should conditions change.

How to protect yourself and your home against bushfire smoke

Just before Christmas, the NSW Government awarded a $299 million contract that will see the new Waterloo station on the second phase of the Sydney Metro line built along with a range of other uses on site.

Site preparation works have been ongoing, however, John Holland will build the new metro station on the block bounded by Cope Street, Raglan Street, Botany Road and Wellington Street in Waterloo and Mirvac will develop the 5 buildings set to rise on the site after the underground station is built.

Dubbed Waterloo Metro Quarter, the NSW government stands to benefit through capturing $106 million from the joint-venture partners for the rights to develop the station.  The development will include 70 social housing units and 5% of all other units will be set aside for affordable housing.

There will be new community facilities, more trees planted, retail and office space and two new public plazas at Cope Street and Raglan Street.

Waterloo is no stranger to new development with 23 projects currently on the Urban database.  Most of the existing pipeline is concentrated to the south and east of the new metro station site.

The second phase of the Sydney Metro project, also known as the Sydney Metro City &amp; Southwest project, also hit a new milestone the first of TBMs reaching Barangaroo on Sydney CBD's northwestern flank. 

The TBM named Nancy breached the station pit wall at Barangaroo in mid-December after having started its journey in Marrickville 15 months earlier in September 2018.  The second TBM, named Mum Shirl, is on the final stretch of its journey approximately 250m from the Barangaroo station pit according to the <a href="https://www.sydneymetro.info/tunnelling">Sydney Metro TBM tracker</a>.

NSW government awards $299 million contract for new Waterloo metro station and integrated development

Since late 2019, preparatory works for the level crossing removals at Cheltenham and Mentone have been underway, and the Victorian Government has now provided a timeline for further shutdowns to the Frankston line that will see the completion of 6 level crossing removals in 2020.

The preparatory works on rail trenches that will be dug under Park and Charman Roads in Cheltenham, as well as Balcombe Road in Mentone, will ramp up with services on the Frankston line to be replaced by buses between Frankston and Moorabbin between the 2nd and 16th of February.

During the same shutdown period, the level crossing at Carrum will be removed with the new elevated station and rebuilt elevated railway to open to passengers on the 17th of February.

Mentone Station will be closed in late March, and from mid-April, Cheltenham station will be closed with Frankston trains all running express through both stations until a major shutdown that will begin mid-May and run for two months until mid-July.

During the shutdown between mid-May and mid-July, buses will replace trains between Moorabbin and <a href="/new-townhouses/mordialloc-vic-3195">Mordialloc </a>to allow for the completion of rail trenches as well as new Cheltenham and Menton stations.

The Victorian Government says that when services resume running after mid-July, the crossings will be removed and new stations will open shortly after. The government expects finishing works to continue right through to early 2021.

Cheltenham station hosts a third platform that will be rebuilt as part of the level crossing removal project, and according to the broader network enhancements in the Melbourne Metro business case, the station will see a more considerable amount of terminating services.

When the Melbourne Metro tunnel opens, and the Pakenham/Cranbourne and Sunbury lines are diverted through it, the Frankston line will get exclusive use of the existing Caulfield loop. This change will allow for an increase of services, including terminating some services at stations like Cheltenham in order to provide capacity in areas where there will be demand for them.

Cheltenham will also host the southernmost station on the <a href="/news/suburban-rail-loop-in-focus-cheltenham">Suburban Rail Loop</a>.  The business case and reference design are underway, however, late last year the Victorian Government confirmed the Suburban Rail Loop will be an <a href="/news/victorian-government-says-melbournes-suburban-rail-loop-will-be-an-operationally-independent-railway">operationally-independent railway</a> and the first phase will be built from Cheltenham to Box Hill. 

As part of the broader Level Crossing Removal Project, the Frankston line will see 18 level crossings removed (5 are already completed), 12 station rebuilds with a price tag of $3 billion.

Cheltenham, and to a lesser extent Menton, are no stranger to higher-density development.  Cheltenham, in particular, has a robust pipeline of projects across all the main statuses Urban tracks.

Residential projects vary in size, from a handful of apartments up to over 150 apartments in projects such as the recently completed Village Cheltenham.  

Kingston Council updated the structure plan for Cheltenham in 2018, prior to the Victorian Government unveiling the Suburban Rail Loop project.

Frankston line to see multiple shutdowns as more level crossings are set to go in 2020

Figures released by SQM Research show a decrease in national residential property listings across all capital cities in December 2019. 
National residential property listings across capital cities show an overall 12 per cent decline in 2019.
In December 2019, listings decreased by 14.8 per cent, declining from 338,971 in November to 288,966.
"The month of December traditionally records falls in properties listed for sale as it is the start of the festive and summer holiday period, whilst November shows a surge in listings as vendors are keen to sell before the holiday season approaches," explains Louis Christopher, managing director of SQM Research.
"The recent devastating bushfires in NSW, Canberra and Victoria could also result in declines in property listings and impact property values in these regions in the coming months."
All capital cities saw decreases in property listings over the month with the most significant decrease experienced in Sydney with 28.7 per cent, followed closely by Canberra with 28.1 per cent.
Property listings in Sydney fell from 32,101 in November 2019 to 22,888 in December while Canberra saw a decline from 4,998 to 3,595.

Year-on-year listings similarly show declines for all capital cities with Sydney showing a decline of 30.1 per cent, followed by Darwin with 25.2 per cent, and with Canberra only recording an overall 14.6 per cent decline. Meanwhile, Brisbane is revealed as declining the slightest with only 8.4 per cent.

Sydney vendors vacate market as December 2019 property listings decrease: SQM Research

Average asking prices in capital cities only increase marginally in December 2019 according to SQM Research.
The capital city asking prices have increased by 2.4 per cent for houses and 0.8 per cent for units in December 2019 with the average asking price at the year end being $977,900 for houses and $577,600 for units. This is significantly lower than a year ago with the capital asking prices showing an increase of 5.8 per cent for houses and 1 per cent for units. 
Over December 2019, Sydney and Hobart were the only capital cities to show increases in both house and unit prices. 
Meanwhile, all other capital cities recorded increases in house prices but saw marginal declines in unit prices over the month. Perth, in particular, saw the greatest fall in the unit market with a 1.6 per cent decline while the city's house price increased by 0.3 per cent. Hobart's unit prices recorded the strongest growth of 2 per cent. Darwin continues to record declines in both house and unit prices of 2 per cent and 1.2 per cent respectively.

Overall, Melbourne shows the strongest price growth of 4.2 per cent for houses despite its decline in the unit market at 0.6 percent. Melbourne's median house asking price has now returned back to over one million dollars. This was last seen between the period of April and June 2018. The city's median asking price is currently sitting at $1,027,600. Following behind, the Sydney house market similarly climbed back to its 2017/2018 highs of over $1.3 million, records show a 2.4 per cent increase in asking house prices over December 2019. The current median asking house price in Sydney is $1,341,400.

Unfortunately, scammers and looters are exploiting people in this bushfire crisis. It is important to remain vigilant and refuse door-knockers, cold calls and donate to registered charities only.

It is also worth noting that affected communities often do not have anywhere to put donated toys, clothes and other goods right now, so selling them and using the money raised could be an option for those without spare money to give. AIR QUALITY 
If you’re worried about air quality in our cities and fire affected areas, buy a face mask. 
In this instance, where the air quality has been punching above hazardous in most areas, a cheap cloth mask won’t suffice. 
P2 Face masks are the only sort that can filter out a meaningful amount of pollution and dangerous particles. These can be found at hardware stores such as Bunnings.

If you’re having trouble breathing, seek medical attention immediately and consider investing in an asthma pump from the local chemist. Ask your doctor about options such as an air purifier, to keep your home safe from pollutants seeping through.

Being aware of the air quality in your town or city that you might experience can be viewed online at <a href="http://aqicn.org/map/melbourne/">aqicn.org</a> and <a href="https://www.epa.vic.gov.au/EPAAirWatch">epa.vic.gov.au</a>. 
Both sites are updated daily and give insight into pollutants you are exposed to.
