An entity directed by HSN's Rafi Assouline and Rebel Property's Allen Linz has filed plans for an impressive new precinct in Woolloomooloo.

The major mixed-use development would transform a prominent William Street site into a new residential village anchored by affordable housing and a large public park.

The proposal, submitted as a State Significant Development Application, covers 164-172 and 174-194 William Street, a 6,398 sqm site between Forbes Street and Dowling Street on the southern edge of Woolloomooloo.

Designed by fjcstudio in collaboration with Bangawarra, Studio Bright and Tribe Studio Architects, the scheme would deliver 227 apartments across four residential buildings ranging in height up to 18 storeys, alongside retail space, public domain improvements and a new publicly accessible park.

It's another design scheme for Rebel, who took <a href="https://www.apartments.com.au/news/nsw/first-look-rebel-property-group-takes-woolloomooloo-precinct-to-nsw-government">concept plans to the NSW Gov late last year</a>.

The latest plans will be a mix of 167 build-to-sell apartments and 60 affordable apartments, with the affordable housing component representing 15 per cent of the project's gross floor area. The apartment mix includes 12 one-bedroom, 53 two-bedroom, 89 three-bedroom apartments and 13 penthouses, while the affordable housing component would comprise 42 one-bedroom and 18 two-bedroom apartments.

Rebel Property is seeking to take advantage of the NSW Government's infill affordable housing bonus provisions under the Housing SEPP, which provide additional floor space and height in exchange for the delivery of affordable housing for a minimum of 15 years. The planning pathway allows a 30 per cent increase in floor space ratio and building height where 15 per cent of the development is dedicated to affordable housing.

At the centre of the development is a 1,356 sqm sunlit public park designed to become a new community gathering space at the gateway to Woolloomooloo. The park would be complemented by a network of pedestrian laneways connecting William Street with the surrounding streets, improving permeability through what is currently a largely impermeable block.

The design team says the public domain has been heavily influenced by the site's topography and Aboriginal cultural heritage, drawing on the escarpments, gullies and landscape characteristics that historically defined the area before urbanisation. The landscape design has been developed in partnership with First Nations consultancy Bangawarra.

The project would be delivered across four separate buildings. The William Street East and William Street West buildings, designed by fjcstudio, would contain the majority of the apartments. Melbourne-based Studio Bright has designed the Forbes Street building, while Tribe Studio Architects is responsible for the Dowling Street building.

Rebel had secured approval for the concept plans late last year.

A locally heritage-listed furniture showroom on Water Street is set to become the centrepiece of a new mixed-use residential development as local developer&nbsp;<a href="https://www.apartments.com.au/developers/keylin-group">Keylin</a> seeks approval for <a href="https://www.apartments.com.au/new-apartments/lotus-on-water-street-290-water-street-fortitude-valley-qld-4006">Lotus on Water Street</a>, a 15-storey project on the Fortitude Valley side of Spring Hill.

The proposal spans 290 Water Street and 137-141 Warry Street, combining several properties into a 2,869 sqm site that sits between Fortitude Valley, Spring Hill and the rapidly evolving Victoria Park precinct. Keylin's plans would deliver 132 apartments alongside new retail, hospitality and commercial space, while retaining and repurposing the historic Brunswick Home Furnishers Showroom that fronts Water Street.

Designed by <a href="https://www.apartments.com.au/architects/jackson-teece">Jackson Teece</a>, Lotus on Water Street comprises a 12-storey residential tower rising above a three-storey podium and communal rooftop terrace. The development includes 76 apartments classified as multiple dwellings and a further 56 units proposed as short-term accommodation, designed to be flexibly used as either accommodation or permanent residences. The apartment mix comprises six one-bedroom, 54 two-bedroom and 16 three-bedroom homes.

Residents would have access to an extensive rooftop recreation level spanning more than 1,200 sqm of communal open space. Plans include a pool, gym, sauna, infrared sauna, yoga area, library, private dining room, barbecue facilities and landscaped entertainment spaces, making the rooftop the project's largest shared amenity offering.

At street level, the proposal focuses on the adaptive reuse of the heritage buildings along Water Street, where 518 sqm of retail and commercial space is planned across shop, office and food and drink outlet uses. A permeable residential lobby would be positioned between the retained heritage buildings, creating a pedestrian connection between the historic streetscape and the new tower behind.

The heritage retention strategy is central to the scheme. The development application notes that the Brunswick Home Furnishers Showroom and adjoining heritage buildings will remain, with only non-significant structures on the site earmarked for removal under a previously issued Heritage Exemption Certificate. Levels one and two of the new podium are recessed behind the heritage façades to maintain their prominence within the streetscape.

Jackson Teece has drawn inspiration from the site's manufacturing history when designing the podium. The planning documents state that the façade incorporates perforated metal screening that references the woven and rattan furniture historically produced on the site. Cascading and climbing plants are integrated throughout the podium to soften the building's presentation and screen parking levels behind. The landscape strategy also informs the project's name, Lotus on Water Street, drawing on the historic Spring Hollow waterholes that once ran through Spring Hill and the blue water lilies associated with Meeanjin, Brisbane's traditional name.

The proposal also incorporates the neighbouring property at 141 Warry Street, currently occupied by a healthcare service. The existing building would remain, with nine dedicated parking spaces allocated within the new development to support its ongoing operation. In total, Lotus on Water Street proposes 117 car spaces, including 110 resident spaces and seven visitor bays, alongside 100 bicycle spaces.

The site sits within the Spring Hill East Precinct of the Spring Hill Neighbourhood Plan and is positioned around 650 metres from both Fortitude Valley Station and Exhibition Station. It is also within walking distance of the King Street precinct, Royal Brisbane and Women's Hospital, Herston Quarter and Victoria Park, which is earmarked to become a major venue precinct ahead of the Brisbane 2032 Olympic and Paralympic Games.

Planning documents describe the location as a key gateway between Spring Hill and Fortitude Valley and highlight the area's increasing importance as new transport infrastructure and Olympic-related investment reshape Brisbane's inner north. The development team argues the project will contribute additional housing supply while activating a section of Water Street that has historically received less investment than other parts of the Valley.

Keylin has become increasingly active across Brisbane and southeast Queensland, assembling sites in strategic inner-city locations. They are currently selling and delivering <a href="https://www.apartments.com.au/new-apartments/oria-spring-hill-447-gregory-terrace-spring-hill-qld-4000">Oria Spring Hill</a>, just over 140 apartments due for completion in 2027.

Roseville is poised for a wave of new apartment development following the NSW Government's rezoning of land around Roseville Station under its Transport Oriented Development program.

The new planning controls have unlocked significant development potential within walking distance of the station, with a number of sites expected to be amalgamated and redeveloped in the coming years as developers seek to take advantage of the increased density allowances.

One of the more restrained developments in the precinct, and set among the first to be delivered having commenced well before the recent changes, is Hyecorp's Juliet. Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.

NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.

“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.

"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.

Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.

“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”

Dr Auld said inflation risks and labour market outcomes would be important to watch.

“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”

She said tighter financial conditions are expected to weigh on housing and activity.

“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”

Mortgage relief? NAB forecasts RBA rate cut, not hike, after softer economic conditions

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>

While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.

The scheme is expected to commence in NSW in late 2025, as part of a national rollout.

Off-the-plan property explained: What is stamp duty?

Comment: It’s easy to feel overwhelmed by the constant images of mountains of rubbish, or recurring newsflashes of the <a href="https://response.restoration.noaa.gov/about/media/how-big-great-pacific-garbage-patch-science-vs-myth">Great Pacific Garbage patch</a>, a convergence of plastic the size of Texas floating in the Pacific, caught in a relentless cyclical current.

So in response, we do our best. We reduce plastic, we take our bags, and we recycle everything we can. We take the time to separate the recyclables and carefully place them in the yellow lidded bins. Last year, however, it surfaced that many local government areas in Victoria were not sending recycling to be recycled, and it was all being sent to landfill. When the act of recycling relieves a small amount of the guilt associated with waste production, hearing that the effort is being fruitlessly reversed does make you want to throw up your hands in defeat. The recycling crisis of 2018 in Victoria and Australia alike has permeated into 2019, but amongst the turmoil of the recycling apocalypse, there have been some local government areas acting as shining lights for new waste initiatives.  It’s not all bad news, and sometimes we need to focus on the light at the end of the legislative tunnel.

Amidst a climate of already rising levels of waste production, the future of recycling in Australia took a plunge after China enforced it’s <a href="https://www.cbcity.nsw.gov.au/resident/waste-recycling/national-sword-policy">National Sword Policy</a> in January of 2018. This policy enforced strict rules on the importation of recycled materials. China now only accepts recycled materials with a contamination rate of 0.5%. Instances, where unrecyclable materials are caught up on recycling, causes it to become contaminated.  Canterbury Bankstown states that;

“The recyclable material Australia sent to China had a contamination rate of six per cent.”

Therefore, our massive number of exported recyclables were no longer accepted, and the recycling industry went into free fall across Australia. This in itself bungles the mind when you think of throwing your crumbled soft drink into the recycling bin, only for it to shipped 7000km away to China. China was previously the largest importer of recyclable materials and accepted <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/2017-12-10/china-ban-on-foreign-rubbish-leaves-recycling-industry-in-a-mess/9243184">30 million metric tonnes</a> of waste from all over the world.

As a result of this new policy, recycling was being stockpiled at recycling plants to wait and see what the next move would be for the industry. However, the stockpiling of recyclables creates a higher risk of fires, similar to the one that occurred at the <a href="https://www.propertyobserver.com.au/https://www.abc.net.au/news/2017-02-28/fire-breaks-out-at-coolaroo-recycling-plant/8309168">Coolaroo Plant in Melbourne’s north in 2017.</a> Therefore, cautious of the growing risk, the Environmental Protection Authority (EPA) necessitated the closure of several recycling centres following fears of fire at many of the SKM Recycling sites. From here, the situation worsened.

Councils were left scrambling, with imminent waste collection days coming and nowhere to put the recycled waste of 1000’s of homes in their vicinities. Unfortunately, many councils had to start sending recycling to landfill.

The affected local Councils were:

	<li>Darebin, Nillumbik, Hume, Whittlesea</li>
	<li>Wyndham, Brimbank, Moonee Valley, Hobsons Bay</li>
	<li>Cardinia, Boroondara, Stonnington, Knox, Casey, Kingston, Mornington Peninsula</li>
	<li>Geelong, Colac Otway, Queenscliff, Surf Coast</li>
	<li>Ballarat, Macedon, Hepburn, Golden Plains</li>
	<li>Mildura, West Wimmera, Yarriambiack, Buloke, Hindmarsh, Pyrenees, Glenelg</li>
</ul>
Following closures, many residents were left in the dark about the true resting place of their carefully separated recyclables which were heading directly for landfill. Many residents turned to community forums to seek recycling friends from across local government borders or began storing their recycling at home for months.

However, with the year drawing to a close, there are small mushrooms of positivity popping up after the proverbial storm is passing, and things are starting to resolve. Whilst there are still Councils in the thralls of recycling contract negotiation or breakdown, some are striving in other areas of waste management and recreating the new normal.

Moreland City Council, whilst unaffected by the SKM breakdown, came out swinging in July of this year with a <a href="https://moreland.vic.gov.au/globalassets/areas/waste-services/food-and-garden-organics-user-guide---fogo---brochure-final.pdf">green waste collection initiative</a>. From July food scraps (of many different shapes and varieties) could be placed in the kerbside green waste bin alongside garden waste. It is an opt-in service that is expanding to the rest of the municipality in 2021, but already people have excitedly taken up the offer.

City of Moreland Mayor Natalie Abboud states:

“Currently over 50% of waste in Moreland that goes to landfill is food organics, and when it breaks down in landfill it produces the harmful greenhouse gas methane, which contributes to climate change.”  
</blockquote>

This represents the repurposing of a huge percentage of waste and the changing of ingrained waste habits and behaviours for the better. The Back to Earth initiative focuses on a closed-loop system. It brings green waste from the cities, turns it into compost to enrich soil quality, therefore growing more crops of better quality and sending those back to the city. This represents the satisfying symbiosis of urban and rural needs working in harmony.

After Darebin’s previous contract with SKM collapsed following the state-wide chaos, recycling was being sent to landfill.

As of September 5 2019, <a href="http://www.darebin.vic.gov.au/Your-Council/Talk-to-us/Media-Centre?a=6FF4CAA24B3E4B4DAF3688CC6EDEAFAB#Darebin-recycling-services-restored-for-all">Darebin announced its new 4-year Recycling contract with VISY</a>, diverting recycling from landfill after months of heartbreak. Particularly for an area such a Darebin for which sustainability seems to be well ingrained into the ethos of the area, it was a tumultuous time.

Following the announcement for the new recycling contract, City of Darebin also announced a food waste initiative in line with Moreland and many other local government areas and commenced a fortnightly green and food waste collection in October. Collected food and green waste are taken to the <a href="http://www.darebin.vic.gov.au/Your-Council/Talk-to-us/Media-Centre?a=6FF4CAA24B3E4B4DAF3688CC6EDEAFAB#Darebin-recycling-services-restored-for-all">Veolia recycling facility</a> located in Bulla to be turned into compost. Similarly to the City of Moreland, food waste makes up a significant amount of waste in the area (38%) and Darebin states that:

“Calculations show that the introduction of food waste recycling to existing green bin users could reduce emissions by up to 1,600 tonnes in the first year and many more after that as more users get involved.” 
</blockquote>

Hobsons Bay is joining the bandwagon and commencing a new waste and recycling program this summer. It is taking recycling to a new level with:

<li>weekly food and garden waste collections</li>
	<li>monthly glass recycling collections</li>
	<li>fortnightly general waste collections</li>
	<li>fortnightly paper, cardboard, metals and plastic recycling collections <a href="https://www.hobsonsbay.vic.gov.au/Services/Waste-Recycling/New-waste-and-recycling-services">(Hobsons Bay)</a>
</li>
</ul>
The separation of glass with a new glass only bin is on the forefront stating;

<blockquote>
 “The simple act of separating glass from other materials drastically improves the quality of all recyclable material.” 
</blockquote>

Nether less, the recycling contract situation at Hobson’s Bay still appears dicey with new agreements. It appears after previous contracts and interim agreements did not offer a reprieve, <a href="https://www.hobsonsbay.vic.gov.au/Services/Waste-Recycling/Councils-recycling-update-13-November-2019">there has been a resolution if somewhat short term.</a>  The problem with the new recycling contracts is that are all in many ways finite. If the general state of recycling statewide is not ameliorated they are just sand through an hourglass, if you will.

The City of Yarra commenced its <a href="https://www.yarracity.vic.gov.au/waste-revolution-abbotsford-trial?utm_source=newsitem&amp;utm_medium=website&amp;utm_campaign=yarrawasterevolution&amp;utm_content=newsitem31May">trial waste revolution in June</a> for a small sample of human guineapigs living in Abbotsford. They are focusing on the concept of the ‘circular economy.’

“We’re going to be using what we’ve got (our waste), to create what we need (the possibilities are endless!). It’s called the circular economy.”
</blockquote>

Again we see the separation of the glass material for bi-weekly collection. As glass breaks, it is mixed in with other recyclables lowering the overall quality and making the whole lot harder to recycle. It is also adopting the food waste initiative of the other local government areas. They are similarly collecting food and green waste but are proposing more frequent weekly kerbside collections.

There are many municipalities throughout Victoria that are similarly making noticeable changes amongst the waste chaos, but it would be impossible to focus on them all. It is exciting, however, to see a few standing out.

So, nearly 2 years on from when the National Sword Policy sliced a big hole through Australia’s recycling industry, it is easy to feel forlorn. However, it is more markedly cheering to see Councils finding new solutions and exploring other facets of waste and examining what is possible, or even more so, what options are too glaringly obvious to ignore.

China’s National Sword Policy, although throwing us into unprecedented chaos out of nowhere, really did serve a purpose. We were forced to hold up a mirror to society and realise that sending recyclables halfway across the globe was really quite insane.

Waste is not a groovy topic. Many people don’t like to think about the life of their chip packet after carefully knotting the garbage bag and placing it in the kerbside bin, waving to their neighbour jovially before continuing with life.

However it’s a reality that everything carries on, previously to China, sometimes to the Pacific ocean, but hopefully for more of our organic waste, it carries on to begin its new life on the crop dotted fields of rural Victoria.

Whilst Councils are restoring relations and contracts with recycling companies, these are finite in many ways. It’s a state and nationwide problem of too much waste, and no efficient system to deal with it and deal with it correctly. A shake-up of the whole system is dearly needed.

And no, I don’t have the answers, I’m just watching hopefully from the sideline. At a smaller scale though, we can help. Look in the mirror, look in your shopping basket, look in your bins. Identify the culprit and start from there.

Turmoil and Triumph in Victoria’s Waste World

<script async src="https://platform.twitter.com/widgets.js" charset="utf-8"></script>Operations quickly change so that every train starts running express through the station, stranding passengers in the local area and displacing others who were planning to alight at Burnley.

Maybe it's my sketchy memory of the twitter fog, but so often can I recall alerts stating that Burnley station is temporarily closed, that I have to wonder if we're all in a blind stupor that will see us sleepwalk into more issues down the track once big-ticket transport projects come online.

Burnley's outdated infrastructure is no different to the track layout at Caulfield (and the speed restrictions over its pedestrian subway) or Sandown Park's pedestrian underpass - actually, insert any station that was rebuilt around the same time here -  or the sections of track where wooden and cement sleepers are mixed providing a rougher ride for passengers.  Or sections of the network where the overhead electrical equipment is too easily accessible to thieves who want to flog some copper for cash.

It's the little bits and pieces, here, there and over there too that need the spotlight and need fixing.  Sometimes they get fixed in a larger project, like for instance, despite the Level Crossing Removal Authority's comms team being quite the well-oiled machine, they still haven't published any stats that state how many old wooden sleepers have now been replaced by concrete right across the network.

Level Crossing Removal projects appear to be the main way we're replacing sleepers (and in some cases rail) that 'upgrades' the ride quality for passengers but there are gaps. 

Take a journey on the Pakenham line and you'll notice differences between Clayton and Westall and Noble Park and Dandenong - that's because these sections are still predominantly wooden sleepers that are surrounded at both ends by sections of track running over concrete which provides the smoother journey.

The Suburban Rail Loop is going to link railway lines all around the metro outside the inner city and without having seen the business case - only the bureaucrats can see that, still, at this stage - it's not outside the bounds of possibility that it will be true that patronage will be go up, a lot, and not just in the peak direction of travel.

A whizz-bang automated/driverless high-frequency public transport corridor that opens up new employment and residential centres for densification/diversification, it's hard not to soak up the spin and exclaim: awesome stuff!  But just focusing on ribbon-cutting for these types of projects and appearing to do nothing about existing small-scale network and station issues that speak to long term resilience (or the lack thereof) are worrying.

The SRL will be dependent on the existing arterial railway lines to do even heavier lifting.  Sure the spin doctors can advise their ministers to point out projects like the Metro Tunnel whose parts form a much larger overall upgrade to existing railway lines. Yet, in that case, that's only two out of 7 that will be linked as part of SRL phase 1.  

What plans are there to rebuild the entrance to Burnley station so the major junction station won't get isolated when even more passengers are using the station?   

Or perhaps it might be better to ask what plans are there for upgrading, actually, fixing, any other station or piece of network infrastructure that's currently susceptible to weather and operational events that plague the network at random?

Sydney bayside living: Discover Botany's latest townhouse development

Brisbane is showing signs of some remarkable plans for the future, with a long list of&nbsp;skyscraper projects on the cards. In late 2019, the city welcomed the highly anticipated <a href="/buildings/brisbane-skytower-222-margaret-street-brisbane">Brisbane Skytower</a>, which topped out at an impressive 274 metres. However, the tower&rsquo;s height is unlikely to be surpassed any time soon, due to a few contending projects falling through or facing planning roadblocks. The reason for the lack of competition when it comes to height is due to the Brisbane Airport radar shadowing restriction, which limits towers to 274 metres &ndash; posing a challenge for developers&nbsp;wishing to exceed this height.

Despite the restriction, Brisbane is showing an upward trajectory of skyscraper development, with eight exciting&nbsp;new projects in the pipeline for the next few years.

The tower set to be delivered at 30 Albert Street by international developer World Class Land has encountered an obstacle, after discovering that the development could interfere with the Cross River Rail underground tunnel beneath the project site. 30 Albert Street has already undergone a significant design change in 2016, replacing the original green glass facade with blue and gold glass. It is not yet known when construction is likely to commence; however, you can track any project updates here.

The One is a new luxury residential development located within the master-planned Brisbane Quarter precinct. With plans originally proposed back in 2013, the project is well on its way towards a slated completion of 2020 and is currently over half-built. While the original residential tower concept is no longer going ahead, there is still a chance for the new owners to utilise old plans or pursue a project of similar size. The initial Queen&#39;s Tower was architecturally designed by Woods Bagot, with two curved glass panels juxtaposed with slender flat planes, creating a changeable fa&ccedil;ade when viewed from different angles across the city. The striking 76-storey building will deliver 891 luxury residences, 100 serviced apartments and 2,500 square metres of dedicated retail and commercial space. Queen&#39;s Tower occupies an island site surrounded by Queen, Adelaide and Macrossan Streets.

<h2>4. Queen&rsquo;s Wharf Tower 4 (231.1m)</h2>

Followed by Queen&rsquo;s Wharf Tower 1 (190m), Queen&rsquo;s Wharf Tower 5 (180m), Queen&rsquo;s Wharf Tower 6 (160m)

The exciting new Queen&rsquo;s Wharf mixed-use precinct features four buildings &ndash; and will make an impactful debut on the city of Brisbane once complete in 2022. With design and master planning led by Cottee Parker Architects and Jerde Partnership, the development features a carefully considered range of architecturally designed public spaces, including a highly anticipated Sky Deck, rooftop moonlight cinema and River Arena. Queen&rsquo;s Wharf will also welcome five new premium hotels, 50 restaurants and bars, ballrooms, function spaces, the new Queensland Hotel and Hospitality School and 12 football fields worth of public event space.

A new 60-level tower has been planned for Elizabeth Street and will feature 248 one, two and three-bedroom apartments. The initial design by renowned architect Rothelowman was proposed in 2015 and featured a spectacular curved form to offer expansive viewpoints of the city below. The first five floors of the tower feature a large void which maximises the Buildings that Breathe concept, while ground-floor planting will aim to revitalise the streetscape. We have not heard any updates about whether this project will be commencing yet.

<h2>7.&nbsp;443 Queen Street (183.7m) </h2>

A collaborative project between Architectus and WOHA has led to an exciting new design for the 443 Queen Street site. The development is one of Australia&rsquo;s first buildings set to achieve a Generosity Index of 80 and Green Plot ratio of 197%. It embraces sub-tropical living with a carefully curated selection of native plants, cascading vertical gardens and mature trees, give this skyscraper a distinct point of difference. In <a href="/buildings/443-queen-street-brisbane-443-queen-street-brisbane">August&nbsp;last year</a>, we reported that the podium and first five floors were already&nbsp;under construction, so it&#39;ll be interesting to watch this development take shape throughout 2020.

A 60-storey residential tower with a striking black and gold fa&ccedil;ade has been planned for 500 George Street. Architect Cottee Parker has delicately integrated the existing heritage King George Chambers buildings with the modern new skyscraper. The building will feature 144 serviced apartments, student accommodation and 248 apartments. As far as we&#39;re aware, there has been no progress made on this development due to an issue surrounding easement access for construction. However, keep an eye on Urban for future updates.

Brisbane City Council approved the proposed 81-storey residential tower in 2017, however, was purchased by Charter Hall with no plans to commence construction on the approved plans as of yet. The tower would have&nbsp;become Brisbane&rsquo;s tallest residential tower to date and showcase the work of Blight Rayner Architecture with its dazzling cylindrical form and protruding balconies. No.1 Brisbane has been specifically designed to activate the adjoining laneway &ndash; Burnett Lane &ndash; which is a central feature of Brisbane City Council&rsquo;s Vibrant Laneways revitalisation scheme.

The development features 200 less car parking spaces than standard requirement as a means to promote public transport use within the CBD.

240 Margaret Street (274m)

The previously planned A 91-storey residential tower was a collaborative project between Aspial Corporation and World Class Land, with design by Cox Rayner Architects. Situated next to Brisbane Skytower, 240 Margaret Street would have featured 783 apartments.

155-171 Edward Street (274m)

ASX-listed developer Dexus has recently acquired a prime site in Brisbane&rsquo;s CBD from Aria Property Group. The 171 Edward Street site comes with approved plans for an 81-storey residential tower with retail and 642 apartments.

Brisbane Square Tower 2 (170.7m)

Location: 266 George Street

In October 2018, the development application for Brisbane Square Tower 2 was withdrawn due to planning constraints, a year after submission. Set to become the second tower for Brisbane Square, the $450 million project would have featured&nbsp;43,824 square metres of commercial space and be the fourth largest commercial tower in Brisbane, standing at 36-stories high. Designed by Blight Rayner Architecture, The tower was designed by Blight Rayner Architecture and&nbsp;appeared to be suspended off the ground, with elongated structural pillars at street level, making way for an accessible civic square. Brisbane Square Tower 2 was&nbsp;also on track&nbsp;towards achieving a 6 Star Green Star Rating, with a range of environmental initiatives incorporated into the design.&nbsp;

The National Bank of Australia (NAB), third largest bank in Australia has dropped interest rates on its savings accounts today. It has only been three months since it last cut rates for the same customers.
NAB’s iSaver account rate has been cut by 0.15 per cent to a maximum introductory rate of 1.55 per cent for four months.
While the maximum rate on NAB’s Reward Saver has dropped by 0.11 per cent to 1.50 per cent, if all conditions are met.
NAB has chosen not to reduce the base rate on either of its savings accounts.

Chief executive of <a href="http://ratecity.com.au/" target="_blank" data-auth="NotApplicable">RateCity.com.au</a>, Paul Marshall said, “NAB will stir the market with today’s decision to cut rates when the cash rate hasn’t budged”. 
“It’s a disappointing move from NAB to drop savings rates out of cycle, especially since the bank cut rates on these accounts by a quarter of a percent in October.
“For savers, this will be a bitter pill to swallow and many will be left wondering why they’ve had to endure yet another cut when rates were already close to zero. 
“Regular savers who strive for those maximum returns by meeting all the conditions will be the ones most impacted by these cuts, losing 0.11 per cent ongoing interest. 
“But ardent savers can find competitive rates if they are willing to look beyond the big banks, with neo banks 86 400, Up and Xinja leading the way with conditional rates of 2.25 per cent.”

NAB slashes saving rates again

Busker turned Aria Award winner Tones and I has bought a house in Frankston.
Tones, born Toni Watson, who recently topped music charts across 30 countries with megahit 'Dance Monkey', has nabbed a house in the Lakewood Estate.
She reportedly paid around $800,000.

The artist's buyer's advocate reportedly recommended she buy in her home area of Mornington Peninsula, but she opted for Frankston instead. 
A local real estate agent told the local paper that the Tones and I's purchase was "a vote of confidence for Frankston as a suburb that is safe and family friendly, and gaining in popularity." 
O'Brien Frankston agent Andrew Milne noted that properties in Lakewood Estate have given their owners "better capital growth and also easy access to the city via the Peninsula Link".

Aria-awards winner Tones and I buys house in Frankston

ING Australia has announced the appointment of Dr John Laker to the position of Chair of ING Australia, effective January 2020.
Dr Laker has served on the ING board since January 2019.
Dr Laker’s career in finance spans more than 45 years and includes roles in the Commonwealth Treasury, the International Monetary Fund (Washington), the Reserve Bank of Australia (Assistant Governor Financial System) and the Australian Prudential Regulation Authority (Chair).
Dr Laker is currently Chair of the Board of the Banking and Finance Oath, Deputy Chancellor of the University of Technology Sydney, member of the Experts Panel of the International Monetary Fund (IMF) and Director of Cancer Council NSW and Cancer Council Australia.
He was appointed an Officer of the Order of Australia in 2008.

Former premier Jay Weatherill admits mixed feelings about listing the family’s Alberton home of two decades.
He's leaving the Queen Street property – and the state he led for six years prior to the 2018 election – for a job in Perth with Andrew Forrest’s Minderoo Foundation.
Mr Weatherill will take over as the chief executive of the foundation’s Thrive by Five initiative, which focuses on early childhood development across the country. 
The 55-year-old, wife Melissa and their two teenage daughters, Lucinda and Alice, are heading west later this month.
Their renovated sandstone villa is going to auction on Saturday, February 1.

Former Olympic swimmers Roger and Diana van Hamburg are seeking a new Gold Coast home, with plans on moving north.
The couple, wo were internationally competitive in the 1960s and 1970s, have listed their Sunland Group development apartment for $975,000.
Roger swam in individual medley and freestyle relay events for his native Netherlands at the Munich Olympics in 1972 and Diana Rickard competed for Australia in backstroke and individual medleys at the Mexico Olympics in 1968.
They have listed their <a href="https://www.realestate.com.au/property-apartment-qld-benowa-132329790" target="_blank">Benowa apartment at Marina Concourse</a>.
The three-bedroom unit was bought in 2016 on moving from NSW.

Former Olympic swimmers list luxury Gold Coast apartment

EXPERT OBSERVER
There’s been plenty of media coverage on high-end properties bouncing back in Sydney and Melbourne following the downturn, but the low-end should certainly not be overlooked.
RiskWise projected strong price increases across a large number of areas in Sydney and Melbourne in the short term, but particularly the long term, thanks to a good (while somewhat deteriorating) employment market and strong population growth, particularly in Melbourne.
The RBA’s interest rate cuts (the most recent one in October 2019 with the possibility of a further one in the first half of 2020), some loosening of credit restrictions, significant improvement in buyer confidence and increased auction clearance rates provide very strong indications regarding these markets.
Buyer sentiment in relation to housing measures has noticeably improved and the Westpac-Melbourne Institute’s House Price Expectations and Time to Buy a Dwelling Indices show a consistent trend. Auction clearance rates have also recovered and are largely above 70 per cent in Sydney and Melbourne.
As we predicted immediately after the election and in our previous Risks &amp; Opportunities Reports, the market has materially improved with affordable areas that have shown resilience recovering well. Other areas, including lucrative ones that experienced strong price reductions, are now leading the way to this recovery.
However high-end properties, while bouncing back well from the property downturn, were far more sensitive to credit restrictions and investor activity than low-end ones.
That's why high-end properties were impacted dramatically during the downturn but also bounced back dramatically when reversing the negative factors, as we are seeing in prestige areas of Sydney and Melbourne.
Lower-end properties are less subject to credit restrictions and investor activity which actually make them a great buying opportunity. In fact, in some cases areas, such as Geelong, even benefited from the lending restrictions as buyers looked for more affordable options.
Taking a long-term outlook, many of these lower-end areas had a good forecast for strong price increases.
He said many were earmarked for gentrification and that RiskWise research in February 2018 showed a large number of these low-end, high-crime areas outperformed the market.
Our nationwide research actually found gentrifying suburbs with high crime typically deliver strong price growth and outperform the local benchmark.
We found affordable high-crime areas with significant gentrification are likely to produce strong price growth, particularly when dwelling prices in the inner and middle rings are severely unaffordable.
For example, even in high danger areas of New York City and London, etc, provided there is strong population growth and severe unaffordability throughout these cities, these crime areas still increase in popularity and therefore experience price increases.
He said many areas in the western suburbs of both Sydney and Melbourne had provided strong price increases for houses, although this did not apply to units.
In fact, over the long term many low-end areas outperform the top end.
