“The site has a long history in terms of its inevitable transformation and when we came in, we took inspiration from the idea of reestablishing a sense of the site’s natural terrain and fall. Our scheme aims to integrate with the terrain and the landscape, using the undulating site to slowly reveal glimpses and views of the harbour. The rotation of the tower off grid means every apartment has a view and is naturally cross ventilated. The building's colour palette is quintessentially Sydney, with bronze and sandstone and a luminescent green colour in the glass, making it very earthy and grounded in its location.”

The ACT will become the first jurisdiction in Australia to abolish stamp duty for all first home buyers, with no income caps and no property price thresholds from 1 July.

The move, announced as part of the ACT Budget, completes a key election commitment from the Barr Government and removes what Chief Minister Andrew Barr described as one of the biggest barriers to entering the housing market. The reform forms part of the ACT's long-running transition away from transaction taxes and towards a broader-based property tax system.

"This budget marks a major milestone in our long-term tax reform program," Barr said, adding that the government had maintained a sustained focus on removing barriers to home ownership. He said stamp duty had long been one of the largest upfront hurdles facing buyers and that from July, "that barrier is gone" for first home buyers in the Territory.

The changes come alongside a range of measures designed to encourage new housing supply, including support for the delivery of so-called "missing middle" housing such as terraces, townhouses and low-rise multi-unit developments.

The announcement has renewed debate around whether the ACT's approach could provide a blueprint for improving housing affordability nationally.

New research from OurTop10.com.au, conducted by Primara Research, suggests the Territory's decade-long reform agenda has produced outcomes unmatched elsewhere in Australia.

While stamp duty costs have increased by an average 67 per cent nationally over the past decade, the ACT has recorded growth of just 15 per cent, the lowest increase of any jurisdiction.

The Territory has also emerged as one of the strongest performers on housing delivery. Based on population-weighted housing targets, the ACT is sitting less than one per cent behind its target. Victoria is the next closest at seven per cent behind, while the national average sits 25 per cent below target. New South Wales is tracking 39 per cent behind.

The latest reform removes one of the final barriers facing first home buyers in Canberra.

The average Australian home buyer currently pays $61,714 in stamp duty. In the ACT, that figure is $38,399 despite the Territory having the third-highest median house price in the country.

Until now, the ACT's first home buyer concession scheme only applied to purchases up to $1.02 million, around $51,000 below Canberra's median house price of $1.071 million. In practical terms, many first home buyers were unable to access the median-priced home without losing the concession.

From July, those restrictions disappear.

Every first home buyer in the ACT will pay no stamp duty, regardless of income or purchase price.

Canberra remains one of Australia's most expensive housing markets, with dwelling values increasing 82 per cent over the past decade. However, that growth ranks only 11th among Australia's 15 major housing markets, suggesting affordability pressures have been less severe than in many other parts of the country.

Simon Ma, CEO of OurTop10.com.au, said the latest reforms recognise that many first home buyers have simply outgrown thresholds set years ago.

"Many first home buyers aren't just looking for a way onto the ladder, they want a home their family can actually live in," Ma said.

"In a market where the median house price is over a million dollars, a concession scheme that cuts out at $1.02 million was never going to get them there.

"Removing the ceiling entirely means ACT first home buyers can now pursue the home they actually want, rather than limiting themselves to a price point designed for a very different market."

Whether other states follow remains to be seen. But at a time when most jurisdictions are struggling to improve affordability while also increasing housing supply, the ACT has quietly become the national test case for both.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>

Houses in Victoria are taking much less time to sell, according to latest Days on Market data from REIV.
The data revealed that the average Melbourne house takes 34 days to sell, down from 42 days this time last year when the housing market was still declining.
Outer Melbourne is the fastest-selling area in Metro Melbourne, with suburbs in the outer ring taking just 33 days to sell on average, marginally ahead of Middle Melbourne on 34 days.
Inner Melbourne homes are taking 41 days to sell.
Warranwood and Montrose in Melbourne’s East have the shortest waiting periods across Victoria, with the average property taking just 15 and 16 days to sell.
The biggest reduction in waiting time over the past 12 months was seen at Travancore, with the average home now spending just 42 days to sell, down from 65 in January 2019.
Days on Market stats remain stable in regional Victoria with a house taking 55 days to sell during January, the same as in December 2019.
Brown Hill and Winter Valley in Ballarat have the shortest waiting period across Regional Victoria, with the average property taking just 22 days to sell. Daylesford is close behind on 25 days. 
The regional Victorian suburb with the greatest drop since Jan 2019 was Cohuna on the Murray River, with a home now taking 98 days to sell down from 228 last year.
REIV President Leah Calnan said having homes sell fast is a true sign of a strong market.
“The Melbourne real estate sector is in great shape, and eager buyers can’t wait to get into a new home", Calnan said.
"Demand is high, local agents are being flooded with enquiries as soon as they list a new home for sale.”

Victorian homes selling quicker than in previous years; REIV study

The credit squeeze, and its impact on home building, weighed heavily on the Australian economy last year, according to HIA senior economist, Diwa Hopkins.
Figures from the ABS show that $65.35 billion worth of construction work was done on new Australian housing in 2019 - 8.5 per cent less than the record-setting heights of 2018.
“This home building contraction has just about run its course. Confidence returned to the overall housing market at the end 2019, buoyed by interest rate cuts and house prices returning to growth,” Hopkins said.
“The coming home building cycle is likely to be a fairly modest affair, with growth in home building forecast to be slow.”
“We estimate the industry commenced construction on 174,770 homes in 2019, and we are forecasting for activity to rise only marginally (by 0.6 per cent) in 2020.
“International factors may however impact on the volume of home building in Australia over the medium term,” she concluded.
Nationwide, the total value of construction work done on new housing in 2019 declined in New South Wales by 15.5 per cent, in Queensland by 10.1 per cent, in South Australia by 7.4 per cent, and in Western Australia 14.0 per cent.
Elsewhere the value of work done on new housing increased, with 0.1 per cent of growth in Victoria, 5.4 per cent in Tasmania, and 9.6 per cent in the Australian Capital Territory.

The Australian Institute of Landscape Architects (AILA) has announced the appointment of Ben Stockwin as its new CEO.
Mr Stockwin was previously CEO at the Primary Industries Education Foundation Australia (PIEFA) for nine years. He replaces Tim Arnold.
AILA President Shaun Walsh said Mr Stockwin would bring a tremendous range of skills to the 12- strong team, having successfully led a diverse national organisation while gaining an appreciation of the intersect between the natural, managed and constructed environments.
“Our cities and regions are facing unprecedented social, cultural and environmental challenges – Mr Stockwin’s extensive experience will help provide leadership to the Institute that will continue to raise our membership profile, our engagement with allied organisations and our advocacy to all levels of government,” Mr Walsh said.

The historic Tasmanian house, known as Hillgrove, is built on a 4.8 hectares, and features uninterrupted views over the Derwent Estuary and Storm Bay.
It has five bedrooms, three bathrooms, formal living areas, a library, five fireplaces, and large gardens.
Built in the 1860's, the home is listed on the Tasmanian Heritage Council and National Trust of Australia.
It previously traded in 2014, when it fetched $1.058 million.
Gayle Walker, from Sotheby's International Realty Greater Hobart, marketed the property. It was asking $1.4 million this time last year.

Developer Time &amp; Place has announced the sale of its East Melbourne landmark commercial project to ARA Australia in a structured deal worth approximately $330 million on completion. 
The partnership will see <a href="https://www.propertyobserver.com.au/timeplace.com.au/" target="_blank">Time &amp; Place</a> take responsibility for the development management and construction of the project, alongside joint venture partner Golden Age Group, with ARA to fund-through, manage and own the asset.
The deal is the latest in a string of fund-through arrangements in recent years as the commercial office market supply tightens while offering appealing capital returns for global investment managers.
Time &amp; Place commenced an expressions of interest campaign in conjunction with JLL in August 2019 which yielded significant interest from a range of local, off-shore and institutional groups.
Tim Price, Time &amp; Place founder and director, said the deal, which was finalised last week, reflected the current state of the commercial market and appetite from global investment funds.
“ There has been a significant trend outbound from the CBD by both tenants and institutional investors in recent years as lack of supply has shifted the focus to Melbourne’s CBD fringe.
“ This has presented an enormous opportunity for developers to capitalise on this scarcity by securing well-located sites and building premium-grade commercial assets literally on the CBD’s doorstep, that attract corporate-grade tenants and institutional long term owners.
“ We received an overwhelming response to the expression of interest campaign and are both pleased and proud to enter into partnership with a global powerhouse like ARA to fund and own the asset on completion” he said.

ARA Australia takes on deal worth $330 million from Time & Place

Charterhill SMSF accountant George Nowak has pleaded guilty in the District Court of South Australia to 17 counts of aggravated deception and 1 count of dishonest dealings with documents. 
Nowak’s bail was revoked on 24 February 2020. The matter has been adjourned to 19 March for further submissions on sentencing.
Mr Nowak entered the plea during the third week of his criminal trial on these charges.    
ASIC investigated Mr Nowak's conduct in dealing with members of self-managed superannuation funds, who were undertaking property purchases offered by companies of which he was a director, including EJ Property Developments Pty Ltd.
Charges laid against Nowak concern the misappropriation of $1.2 million in SMSF monies by not holding those funds in a designated account and by not applying those funds towards the intended property purchase.
The matter is being prosecuted by the Commonwealth Director of Public Prosecutions.
Sentencing submissions are listed for 24 February 2020.
The charges of aggravated deception contrary to section 139(a) of the SA Criminal Law Consolidation Act 1935 each carry a maximum penalty of fifteen years imprisonment.
The charge of dishonest dealings with documents contrary to section 140 of the SA Criminal Law Consolidation Act 1935 carries a maximum penalty of ten years imprisonment.
Mr Nowak was the founder of the Charterhill group of companies. The following companies in the Charterhill Group have been placed under external control:

<figcaption>Image supplied.</figcaption></figure>Designed by Baldasso Cortese Architects, and realised by McCorkell Constructions, the team will now hand Club Jubilee One over to specialist waterpark operator, Bluefit, to manage the leisure facility. A Learn to Swim programme will be available for both adults and children to ensure the inclusive enjoyment of the facility by all residents. Club Jubilee will also include a fully-equipped gymnasium with a training room dedicated to group fitness classes and Yoga.

Entrance to any of the three planned leisure centres within Jubilee Estate will be available to all residents via the homeowner's association. The extensive leisure amenity offering came about due to the developer's commitment to fostering holistic lifestyles within the Jubilee community.

<h2>What else does Jubilee Estate offer residents?</h2>

Lotus Living's 482-hectare legacy project will include a 5.4-hectare town centre, with 8,000 square metres of retail and commercial space, as well as a 1.2-hectare neighbourhood shopping centre, 33-hectare employment zone and 88-hectares of open parklands. The landscaped parkland within the precinct will include picnic and relaxation areas, walking and fitness trails, children's playgrounds and barbeque facilities. 

Homes on offer include a complete range, from apartments and townhouses, to sections, to house and land packages.

<h2>What's in the pipeline for 2020?</h2>

Later in the month, Jubilee will open its doors to the new early childhood centre, Nido Early School. Children between the ages of 6-months up to school age will be able to attend the school, which offers a creative curriculum and features architecturally designed learning spaces.
