An entity directed by HSN's Rafi Assouline and Rebel Property's Allen Linz has filed plans for an impressive new precinct in Woolloomooloo.

The major mixed-use development would transform a prominent William Street site into a new residential village anchored by affordable housing and a large public park.

The proposal, submitted as a State Significant Development Application, covers 164-172 and 174-194 William Street, a 6,398 sqm site between Forbes Street and Dowling Street on the southern edge of Woolloomooloo.

Designed by fjcstudio in collaboration with Bangawarra, Studio Bright and Tribe Studio Architects, the scheme would deliver 227 apartments across four residential buildings ranging in height up to 18 storeys, alongside retail space, public domain improvements and a new publicly accessible park.

It's another design scheme for Rebel, who took <a href="https://www.apartments.com.au/news/nsw/first-look-rebel-property-group-takes-woolloomooloo-precinct-to-nsw-government">concept plans to the NSW Gov late last year</a>.

The latest plans will be a mix of 167 build-to-sell apartments and 60 affordable apartments, with the affordable housing component representing 15 per cent of the project's gross floor area. The apartment mix includes 12 one-bedroom, 53 two-bedroom, 89 three-bedroom apartments and 13 penthouses, while the affordable housing component would comprise 42 one-bedroom and 18 two-bedroom apartments.

Rebel Property is seeking to take advantage of the NSW Government's infill affordable housing bonus provisions under the Housing SEPP, which provide additional floor space and height in exchange for the delivery of affordable housing for a minimum of 15 years. The planning pathway allows a 30 per cent increase in floor space ratio and building height where 15 per cent of the development is dedicated to affordable housing.

At the centre of the development is a 1,356 sqm sunlit public park designed to become a new community gathering space at the gateway to Woolloomooloo. The park would be complemented by a network of pedestrian laneways connecting William Street with the surrounding streets, improving permeability through what is currently a largely impermeable block.

The design team says the public domain has been heavily influenced by the site's topography and Aboriginal cultural heritage, drawing on the escarpments, gullies and landscape characteristics that historically defined the area before urbanisation. The landscape design has been developed in partnership with First Nations consultancy Bangawarra.

The project would be delivered across four separate buildings. The William Street East and William Street West buildings, designed by fjcstudio, would contain the majority of the apartments. Melbourne-based Studio Bright has designed the Forbes Street building, while Tribe Studio Architects is responsible for the Dowling Street building.

Rebel had secured approval for the concept plans late last year.

A locally heritage-listed furniture showroom on Water Street is set to become the centrepiece of a new mixed-use residential development as local developer&nbsp;<a href="https://www.apartments.com.au/developers/keylin-group">Keylin</a> seeks approval for <a href="https://www.apartments.com.au/new-apartments/lotus-on-water-street-290-water-street-fortitude-valley-qld-4006">Lotus on Water Street</a>, a 15-storey project on the Fortitude Valley side of Spring Hill.

The proposal spans 290 Water Street and 137-141 Warry Street, combining several properties into a 2,869 sqm site that sits between Fortitude Valley, Spring Hill and the rapidly evolving Victoria Park precinct. Keylin's plans would deliver 132 apartments alongside new retail, hospitality and commercial space, while retaining and repurposing the historic Brunswick Home Furnishers Showroom that fronts Water Street.

Designed by <a href="https://www.apartments.com.au/architects/jackson-teece">Jackson Teece</a>, Lotus on Water Street comprises a 12-storey residential tower rising above a three-storey podium and communal rooftop terrace. The development includes 76 apartments classified as multiple dwellings and a further 56 units proposed as short-term accommodation, designed to be flexibly used as either accommodation or permanent residences. The apartment mix comprises six one-bedroom, 54 two-bedroom and 16 three-bedroom homes.

Residents would have access to an extensive rooftop recreation level spanning more than 1,200 sqm of communal open space. Plans include a pool, gym, sauna, infrared sauna, yoga area, library, private dining room, barbecue facilities and landscaped entertainment spaces, making the rooftop the project's largest shared amenity offering.

At street level, the proposal focuses on the adaptive reuse of the heritage buildings along Water Street, where 518 sqm of retail and commercial space is planned across shop, office and food and drink outlet uses. A permeable residential lobby would be positioned between the retained heritage buildings, creating a pedestrian connection between the historic streetscape and the new tower behind.

The heritage retention strategy is central to the scheme. The development application notes that the Brunswick Home Furnishers Showroom and adjoining heritage buildings will remain, with only non-significant structures on the site earmarked for removal under a previously issued Heritage Exemption Certificate. Levels one and two of the new podium are recessed behind the heritage façades to maintain their prominence within the streetscape.

Jackson Teece has drawn inspiration from the site's manufacturing history when designing the podium. The planning documents state that the façade incorporates perforated metal screening that references the woven and rattan furniture historically produced on the site. Cascading and climbing plants are integrated throughout the podium to soften the building's presentation and screen parking levels behind. The landscape strategy also informs the project's name, Lotus on Water Street, drawing on the historic Spring Hollow waterholes that once ran through Spring Hill and the blue water lilies associated with Meeanjin, Brisbane's traditional name.

The proposal also incorporates the neighbouring property at 141 Warry Street, currently occupied by a healthcare service. The existing building would remain, with nine dedicated parking spaces allocated within the new development to support its ongoing operation. In total, Lotus on Water Street proposes 117 car spaces, including 110 resident spaces and seven visitor bays, alongside 100 bicycle spaces.

The site sits within the Spring Hill East Precinct of the Spring Hill Neighbourhood Plan and is positioned around 650 metres from both Fortitude Valley Station and Exhibition Station. It is also within walking distance of the King Street precinct, Royal Brisbane and Women's Hospital, Herston Quarter and Victoria Park, which is earmarked to become a major venue precinct ahead of the Brisbane 2032 Olympic and Paralympic Games.

Planning documents describe the location as a key gateway between Spring Hill and Fortitude Valley and highlight the area's increasing importance as new transport infrastructure and Olympic-related investment reshape Brisbane's inner north. The development team argues the project will contribute additional housing supply while activating a section of Water Street that has historically received less investment than other parts of the Valley.

Keylin has become increasingly active across Brisbane and southeast Queensland, assembling sites in strategic inner-city locations. Roseville is poised for a wave of new apartment development following the NSW Government's rezoning of land around Roseville Station under its Transport Oriented Development program.

The new planning controls have unlocked significant development potential within walking distance of the station, with a number of sites expected to be amalgamated and redeveloped in the coming years as developers seek to take advantage of the increased density allowances.

Big Four bank NAB believes so. They are now expecting the next move from the RBA to be a cut, rather than a hike, which they had pencilled in for August. They are unsure of the timing of the cut however, they note in their latest&nbsp;NAB Economics RBA Watch.

NAB Chief Economist, Dr Sally Auld, said recent data suggests the economy has lost momentum and the outlook for rates has shifted, noting that the broader economic backdrop has changed since earlier in the year.

“The next move in the cash rate is likely to be down, but the timing is uncertain," Dr Auld said.

"In February, growth was above trend, the economy was operating above capacity and there was uncertainty over the restrictiveness of rates. None of these conditions exist today,” she outlined.

Dr Auld said recent data pointed to softer momentum across the economy while acknowledging that at the same time, uncertainty remains a key feature of the outlook.

“Both Q1 GDP data and the NAB business survey suggest momentum in the economy has slowed, meaning that growth has likely peaked for the cycle. That said, we are cognisant there is still considerable uncertainty around the outlook, both with respect to activity and inflation.”

Dr Auld said inflation risks and labour market outcomes would be important to watch.

“On the prices side, we are still forecasting above target core inflation through to mid-2027. Margins will compress and weaker labour market outcomes are a risk.”

She said tighter financial conditions are expected to weigh on housing and activity.

“Tighter financial conditions will be reflected in a slowing in house price growth and housing credit growth. In summary, we have greater conviction that the next move in rates is down, but less conviction on the timing.”

Mortgage relief? NAB forecasts RBA rate cut, not hike, after softer economic conditions

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>

The Westpac documentation shows the purchase by the 22-year-old, South Sydney Rabbitohs recruit coincided with a second mortgage taken on his home in Chifley.
Mitchell had bought his first home in southeast Sydney for $1.45 million in 2018 shortly after the first of his two Sydney Roosters premiership wins. The PRDnationwide agent Corrinne Olsen said at the time she had ­secured “an outstanding price”. 
The Taree-born Mitchell made headlines after images emerged of him enjoying a weekend with mates on the farm and a remote beach, some 200km away.
They were pictured drinking, firing shotguns, riding motorbikes and generally enjoying what he later described as a cultural weekend with close friends and family.
Mitchell is said to have spent much of the past few weeks training in isolation and working on his second property.
The farm, with frontage to the Nowendoc River, was listed last October at $750,000 through Lauders Real Estate Wingham.
About 80 per cent of the land is cleared, fenced into 16 paddocks with 13 dams. The land has a capacity to carry 90 head of ­cattle. There is a horse yard with a two-bay stable.
Mitchell is understood to have secured advice on the acquisition through accountants Lincoln Partners.
He signed on to Wayne Bennett’s Bunnies for two years in January, set to earn around $600,000 for the pre-COVID 2020 on top of the $117,000 paid by the Roosters since November.

Balwyn trophy home hit the market seeking $5 million

The NSW Government has today released its plan to provide a COVID-safe transport network.
Premier Gladys Berejiklian said as restrictions are eased and people travel more, we need to ensure physical distancing is maintained across our public transport network.
Minister for Transport and Roads Andrew Constance said for the foreseeable future, the public transport system could not run as usual, and the current low patronage levels were already close to the safe capacity in the peak.
“Everyone will need to maintain physical distancing during this pandemic,” Mr Constance said.
“That means if you are not already using public transport during the peak times, please do not use public transport during peak periods.”
The NSW Government’s COVIDSafe Transport Plan includes:
1. Avoiding peak travel: If you are not already using public transport in the peak, please do NOT use public transport in the peak. Services are already close to capacity to allow for distancing at these times. Off peak times are between 10am and 2pm;
2. Deep cleaning and more hand sanitisers: Intense and ongoing cleaning will occur throughout the transport network and there will be a continued rollout of hand sanitiser at key transport hubs, including at high demand stations;
3. Boosting parking: Special event-style parking arrangements will be in place at Moore Park for people who are able to drive to work. Other locations will be rolled out soon. In addition car park operators will be offering special deals for all day parking;
4. More cycling and walking options: The Government is working with councils on establishing pop-up cycleways and enhancing pedestrian access to allow more people to find alternative routes to work;
5. Physical distancing - ‘No dot, no spot’: Distinctive green dots will be used on trains, buses and ferries to show passengers the safest places to sit and stand. A ‘No dot, no spot’ will see passengers asked to wait for the next service. School children will be given priority access;
6. More data: Customers to be given real time information through Apps, social media and Transport Info to see which services have space available to maintain physical distancing; and
7. More services: Changes will be considered to increase services eg; more ferries, water taxis and private vehicle passenger services on the water.
Minister for Transport and Roads Andrew Constance said cleaning continues to be ramped up, with an extra 132,000 hours of cleaning since March.
“The network has never been cleaner, however to maintain physical distancing you will continue to see fewer people on our network and we want people to continue to drive, cycle and walk whenever they can,” Mr Constance said.

NSW Government released plan for COVID-safe public transport

On Friday night Ray White Upper North Shore agent Lisa Davies broke the Lindfield suburb record with the sale of 9 Northcote Road to an overseas buyer in Hong Kong after an inspection via Facetime.
The five bedroom grand Federation property sold within two weeks of Ms Davies putting it online, having last traded for $4.45 million in 2008.
“There is such a limited amount of stock on the market but there’s definitely a lot of buyers looking. You simply cannot sell a secret,” Ms Davies said.
“You have to put it out there if you are selling. There’s huge demand from overseas buyers right now. This is the second property over $6 million that I have sold in the last three weeks to an overseas buyer. There’s a huge appetite for high end prestige homes."
The record breaking sale has now broken the top residential sale record in the suburb of Lindfield which stood at $6 million.
The Lindfield sale comes on the back of a similar successful campaign. Less than three weeks ago, Ms Davies sold a multi-million dollar house in nearby Killara, sight effectively unseen, to a buyer in Taipei via a Facetime inspection.

		<li>Providing ‘best value deals’ for households </li>
		<li>Prohibiting energy companies from disconnecting households from electricity or gas</li>

Financial counsellors and frontline community workers will be recruited and trained to provide the best advice for Victorians, including:

State of Victoria announces financial support for Victorians struggling to pay energy bills

The Australian Institute of Architects has recognised the outstanding efforts of both architectural practitioners and advocates for the profession with the awarding of its 2020 National Prizes. 
Awarded annually since 1960, previous Gold Medal winners include some of Australia’s most recognisable architectural names including Robin Boyd, Jørn Utzon, Harry Seidler, Romaldo Giurgola and Glenn Murcutt.The Institute’s most prestigious honour, the Gold Medal, is this year being awarded to the man known as the ‘architect’s architect’, Mr John Wardle. The Jury described John as a most worthy candidate for this highest accolade, a man who, ‘across the nation he has restored faith in what architects do best – the design of buildings that function well and please hand and eye.’
John’s craft is recognisable right around the country on projects of varying scale, from single family homes such as the Kitamura house in Kew to large-scale institutional and commercial buildings such as the Queensland Brain Institute (2004-2007) in Brisbane, or the Jane Foss Russell Building in Sydney (2009). The Jury notes that these and John’s other projects ‘exemplify the national impact of Wardle’s personal project of raising the public status of architectural design.’
From his Melbourne-based studio founded in 1986, the Jury described John as having created a practice ‘of national stature and international repute; a practice where design excellence takes the prime position in every single project and at every scale.’ His practice has won numerous state Institute awards for architectural excellence in Victoria, South Australia, and Queensland as well as at the national level. This peer recognition ‘reinforces the view of John Wardle as an architect whose contribution to the development of Australian architecture has been distinguished and substantial.’  
The ongoing advocacy and achievements of the City of Sydney’s Lord Mayor Clover Moore have been celebrated with the awarding of the 2020 President's Prize. Applauded as a ‘vocal advocate of quality architecture, progressive policies and ambitious action on climate change’, National President Professor Helen Lochheadsaid Councillor Moore’s ‘vision and leadership over 30 years, has systematically transformed the City of Sydney into one of our most liveable cities.’ Councillor Moore is Sydney’s longest-serving Lord Mayor, who Professor Lochhead said understands, appreciates and champions the intrinsic value of architecture. ‘Under her leadership, the City of Sydney has developed a global reputation, delivering award-winning buildings, open spaces and transport infrastructure, instituting design excellence as public policy, supporting creative industries and initiating progressive solutions to complex social and environmental challenges,’ Professor Lochhead said.
As an educator, advocate, practising architect, executive director, media commentator and project manager this year’s 2020 Leadership in Sustainability Prize winner Stephen Choi wears many hats but his passion for sustainable design is the constant underpinning his diverse career. Recognised by the Jury for his ‘ability to take the principles to practice’, they commended Stephen for his long-term advocacy and engagement ‘to enable delivery of change within sustainability across multiple areas of the value chain.’ Stephen is currently Executive Director of Living Future Institute of Australia and the Living Building Challenge Manager for Fraser's Brickworks which is aiming to be the world's most sustainable shopping centre, and first to achieve the Living Building Challenge™.
Parlour – a driving force behind national, and increasingly international, change in policy, structure and attitudes towards women in architecture – is the recipient of this year’s Paula Whitman Leadership in Gender Equity Prize. Their work combines research, education, advocacy and engagement leading the Jury to describe Parlour as ‘synonymous with gender equity in architecture’. The Jury commended ‘Parlour’s compelling and wide-reaching projects work to transform architecture into a more equitable and robust profession demonstrating outstanding leadership.’
The 2020 Student Prize for the Advancement of Architecture has been awarded to University of Adelaide architecture student Chantelle Fry for her proven leadership and commitment to fostering student engagement, while showcasing their work to the wider architectural community. Described by the Jury as a ‘passionate advocate for her fellow students’ they commended her for her openness, integrity and genuineness.
