Developers and apartment buyers have a narrowing window of opportunity before Brisbane's Olympic infrastructure pipeline begins competing directly with residential construction, pushing up costs, tightening labour supply and making new projects increasingly difficult to deliver.

While Brisbane's apartment market continues to benefit from strong population growth and limited housing supply, industry research suggests the years leading up to 2027 could prove to be the most important period for developers looking to secure builders and buyers hoping to purchase before the next wave of price increases.

A new Colliers report, Brisbane 2032 Olympic and Paralympic Games: Creating Solutions, highlights the scale of the challenge. While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"From 2027 onwards, the market will shift dramatically," Scriven said.

"Labour will increasingly be locked into government-led infrastructure and Olympic projects, which means private residential developments will face higher costs and tighter margins. The developers who move now are the ones most likely to get projects off the ground."

Scriven said the same dynamic would also affect buyers, with fewer apartment projects expected to launch once construction capacity tightens.

"If you're looking to change your lifestyle over the next five years, now is your window of opportunity to buy."

Developers are already positioning themselves ahead of that window.

Following the success of Monarch at Toowong, Consolidated Properties is preparing to launch two new Brisbane apartment projects in the second half of 2026. They include <a href="https://www.apartments.com.au/new-apartments/gloriette-30-bedivere-street-yeerongpilly-qld-4105">Gloriette</a> at Yeerongpilly Green, a 25-storey tower within one of Brisbane's key Olympic precincts, and <a href="https://www.apartments.com.au/new-apartments/castile-47-skyring-terrace-newstead-qld-4006">Castile</a>, a recently approved 25-storey riverfront development at 47 Skyring Terrace in Newstead.

Hutchinson Builders will deliver both projects, with early works already underway at Yeerongpilly and Newstead expected to commence later this year.

The timing comes as Brisbane's fundamentals continue to strengthen, with strong interstate migration, population growth and vacancy rates remaining below 1.5 per cent.

Colliers Queensland researcher Pragya Sharma said Greater Brisbane is forecast to require around 40,000 new apartments between 2021 and 2031.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."

Inter-generational living drives demand for COMO’s dual key apartments as housing pressures reshape buyer priorities 

Builder-developer&nbsp;<a href="https://www.apartments.com.au/developers/ceerose">Ceerose</a> has doubled down on its Leichhardt ambitions, lodging its second State Significant Development Application (SSDA) in the suburb in the last six months.

Their newest proposal seeks to transform a former industrial precinct into a new residential community centred around the adaptive reuse of one of the site's heritage warehouse buildings.

The new project, on a 6,930 sqm block at&nbsp;<a href="https://www.apartments.com.au/new-apartments/40-76-william-street-leichhardt-nsw-2040">40–76 William Street</a>, will bring more than 200 apartments to a suburb that has seen little to no new supply in recent years. It follows Ceerose's late 2025 SSDA for a mixed-use apartment project on nearby Parramatta Road, signalling the developer's growing investment in Sydney's Inner West.

Designed by <a href="https://www.apartments.com.au/architects/woods-bagot">Woods Bagot</a>, the redevelopment would involve the demolition of four existing industrial buildings while retaining and adaptively reusing the site's most significant warehouse. The retained structure would anchor a new residential precinct comprising five interconnected buildings arranged around a large central landscaped courtyard, with heights stepping from five storeys along the surrounding residential streets to 11 storeys at the William Street corner.

According to the Architecture Design Report by Woods Bagot, the proposal "seeks to create a residential village centred around a generous green heart while celebrating the site's industrial heritage through the adaptive reuse of the existing warehouse building."

The development would comprise 203 apartments, with 188 proposed as build-to-sell residences, alongside 15 affordable housing apartments.

Rather than treating the retained warehouse as a standalone heritage object, Woods Bagot has sought to weave the site's industrial history throughout the masterplan. The proposal retains the north and west facades of the landmark corner warehouse, while new buildings reinterpret the site's brick-and-steel industrial language through their material palette and architectural expression.

The design is organised around what Woods Bagot describes as a "green heart", a landscaped communal open space that reinstates the leafy character removed when the site became an industrial storage facility. A new pedestrian laneway running through the site would improve permeability between William, North and Francis streets, linking residents through landscaped public spaces while activating the ground plane.

Residents would have access to communal gardens, rooftop open space and shared recreation areas distributed throughout the development. Sustainability has also been prioritised, with the project targeting an average 7.9-star NatHERS rating. Proposed initiatives include rooftop solar generation, rainwater harvesting, passive solar design, naturally ventilated lobbies, extensive cross-ventilation and the reuse of existing building fabric to reduce embodied carbon.

The adaptive reuse strategy became a defining feature of the application after heritage investigations found only one of the site's industrial buildings could feasibly be retained. The Heritage Impact Statement concludes that preserving the key warehouse façades while referencing the site's industrial character throughout the new development provides an appropriate balance between renewal and conservation.

First look: Ceerose doubles down in Leichhardt with adaptive reuse of former warehouse site

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>
	<li>Earn less than $100,000 per year for individuals, or $160,000 for couples.</li>
	<li>Purchase a property within the regional price caps, currently $950,000 in Sydney, though this is expected to rise to approximately $1.3 million ahead of the program’s launch.</li>

While the Help to Buy Scheme does not solve affordability challenges across the board, it does offer a more accessible pathway for a defined segment of the market, particularly younger buyers with moderate incomes who have been priced out of traditional lending routes.

The scheme is expected to commence in NSW in late 2025, as part of a national rollout.

Developer&nbsp;New Hope Evergreen&nbsp;has sold three luxury penthouses across its two apartment developments in St Leonards.

They've secured an $8 million sale of The Grand Harbour penthouse in the completed The Landmark development, and two penthouses in their recently launched The Landmark Quarter development nearby.

CBRE's Tim Rees secured the sales of the two Landmark Quarter penthouses, for $9 million and $7.1 million.&nbsp;

“Identified as a new Sydney growth area, St Leonards developments are booming," Rees says.

"The NSW government has now finalised details of its planning changes, bringing 16,500 new jobs and 6680 dwellings into the suburb and neighbouring Crows Nest.

“Developers are acquiring property in the precinct as the state government plans to permit higher height limits, rezoning areas to address Sydney’s housing shortage and allowing more mixed-use developments close to where people want to live with transport, education, restaurants, health and education hubs nearby."

Central Element has continued to pad out its apartment development pipeline with a $51 million purchase of a prime site in <a href="/developments/bondi-beach-nsw-2026">Bondi Beach</a>.

They've secured over 2,000 sqm across 20-22 Sandridge Street and 21 Wilga Street, an amalgamation of six properties across three lots.

The Nathan Chivas-led developer is intending on developing a boutique collection of ultra-premium apartments and houses, with each residences starting from $20 million.

Each residence will include direct access to the Bondi to Bronte coastal walk, expansive outdoor living, swimming pools, secure car parking, and views across the <a href="/developments/bondi-beach-nsw-2026">Bondi Beach</a> to Ben Buckler headland.<a name="m_9038784936690992334__Hlk139531929"></a>&nbsp;

Demand for houses is equally buoyant, reflected in the recent sale of 31 Gaerloch Avenue, Tamarama which sold for around $45 million and 12 Bronte Marine Drive in Bronte which fetched around 22.5 million.

Central Element secure prized Bondi Beach site for new apartment development

Sydney property developer Central Element has secured development approval for the restoration of Coogee's historic 1860’s landmark, Ballamac House.

Ballamac House, at 39 Arcadia Street, will be redeveloped into eight luxury apartments designed by&nbsp;Tonkin Zulaikha Greer (TZG), a long-standing partner of Central Element and expert in heritage projects. They've previously collaborated with Central Element on 25Hours Paddington and The Minerva Potts Point.

Nathan Chivas, Managing Director of Central Element, said Ballamac House&nbsp;has been a permanent fixture on Coogee’s north headland for over a century, so it was crucial to honour its great legacy and restore the property.

"We are thrilled to partner with TZG Architects and Jane Irwin Landscape&nbsp;Architecture to bring the 1860s icon back to its original excellence," Chivas said.

"The conservation of the original house will see us retain the external and internal walls, fireplaces, mantel pieces, and decorative ceilings, while reconstructing the wrap around verandah, as an ode the&nbsp;luxury of estate living."

Established by Charles Moore in 1860, the estate has lived many lives; as a private residence, hotel and infirmary. It has also been home to many prominent Australian figures and seen the likes of British Royalty roam its halls over the years.

Central Element’s vision of fusing old and new will bring the Ballamac House estate into a new era of luxury as it is transformed into eight oceanfront residences across two buildings.

The heritage Victorian house will undergo a restoration to reinstate it to its original grandeur. That will home two of the eight apartments, while the further six will sit in a new building to the east which will have ocean views.

The development occupies close to 1,500 sqm, with its eight residences spread out over four-stories that stand at almost 15 metres tall.

Premium boutique developer builder Made Property has achieved the highest score to date by the KPMG Origins Building Trustworthy Indicator (BTI).

They scored a BTI 4* on its recently completed Drummoyne apartment development The Isles. It's the first 4+ score received by a development in NSW.

The Building Trustworthy Indicator, created by KPMG Origins with the NSW Office of the Building Commissioner, uses an industry developed calculation by combining data provided by the developer on materials, processes, and participants of a fully constructed building to provide a Trustworthy Indicator score after the issue of an occupation certificate.

BTI differs from other ratings like iCIRT as BTI is focusing on the trustworthiness of the building itself, not the counterparty assessment of builders. BTI is a one-off indicator issued for the building after completion,&nbsp;KPMG Origins’ Lead Partner Laszlo Peter says.

“The Building Trustworthy Indicator shows that a building has been assessed against the best available construction industry evidence and standards. Investors, residents, or future tenants can have a higher level of trust in the building as demonstrated via our industry-developed indicator."

Peter says the Building Trustworthy Indicator is a metric that gives NSW buildings and the construction industry a greater trust and transparency.

TOGA has received development approval for their three-tower Macquarie Park project, Macquarie Rise.

Macquarie Rise, at 122 Herring Road, will be delivered in partnership with Baptist Union NSW and Morling College. It will have three residential buildings, ranging from 12 to 14 levels, rise from a two-level, mixed-use podium with office, retail and residential lobby areas.

There will be 265 one, two, three and four-bedroom apartments, with over half of the units including a multi-purpose room. Residents will have access to a 20-metre lap pool, a club lounge with a work and study area, a pilates studio, gym, and a cinema room.

Turner Studio designed the development, with the interiors handled by Stack Studio.&nbsp;

TOGA has previously developed One Twenty Macquarie next door, Macquarie Green, and Macquarie Central, delivering nearly 1,000 apartments in the area over the past 10 years.

Allan Vidor, Managing Director of TOGA, said Macquarie Park has matured as a location in the past decade, now offering residents a cosmopolitan urban centre surrounded by pristine parklands.

"This shift is attracting families to the area, many of whom are opting for apartment living, which allows them to achieve significant value for money in terms of the amenity, location, and lifestyle they can access," Videor says.

“Macquarie Rise caters for these buyers through design features such as additional space in apartments, access to a host of premium work-from-home, health and wellness facilities, as well as the convenience of an activated retail precinct and public plaza at its lower levels."

Mark Bernberg, Managing Director of Ray White Projects Western Sydney who are selling the project alongside TOGA, says the innovative mixed-use residential venture in Macquarie Park is elevating the market appeal for residential real estate in Western Sydney.&nbsp;

Future residents of Macquarie Rise will enjoy views of the Lower North Shore’s pristine, leafy bushlands. Premium shopping destination, Macquarie Centre, Macquarie University, and Macquarie

University Metro station are all within walking distance, only 500 metres away. Karl May, Turner Studio’s Principal, said: “Macquarie Rise will be a desirable new precinct in Macquarie Park providing local retail, services and apartments, with new streets and open space linking to Kikkiya Creek and the surrounding nature. The new park at the centre of the project will be great for exercise, dog walking, recreation and a place for children to play.”

The location offers convenient access to public transport, further bolstered by the new Metro line which opens in 2024 and will provide fast access to Barangaroo and the CBD.

Construction is expected to commence in mid-2024, with completion due at the end of 2026.

Prominent developer Fortis is set to develop its first project in <a href="/developments/elizabeth-bay-nsw-2011">Elizabeth Bay</a>, filing plans for two strikingly distinctive buildings on two of the harbourside suburb's best streets.

Regency House, on an amalgamated 1,464 sqm block across 10 Onslow Avenue and 21C Billyard Avenue, will comprise two Smart Studio-designed buildings which will home 22 apartments.

The $23.25 million project will see two early 1970s, freestanding flat buildings demolished to make way for the two buildings. The two current buildings, which home 30 strata-title apartments, are not heritage-listed, but&nbsp;identified as a "Neutral Item" under the Sydney Development Control Plan 2012.

The plans are for three two-bedroom apartments, 18 three-bedroom units, and a sole four-bedroom apartment, which will span 279 sqm.

The two-bed apartments start from 87 sqm and the three-bedroom apartments range from 141 sqm to 229 sqm.

27 parking spaces will be provided for the 22 residences, eight with EV charging but the other 19 with the provision to add at a later date.

Private rooftop terraces for the penthouses of 10 Onslow and 21C Billyard will have barbecue and lounge areas and private pools.

Smart Design Studio wrote in their Design Statement submitted to the City of Sydney that they took into consideration the immediate neighbourhood, which has many inter-war Art Deco functionalist style buildings, when designing the project.

"This refers to an era with predominantly clinker brick apartments of different red, brown tones, form, texture, protrusion, and geometry. Including a variety of brick bonds with decorative motifs in horizontal and parallel lines. This makes this material quality not only unique for its brickwork but moreover the craftsmanship of the time. This is something we examined in our report and employed in our design principles and proposed brickwork."

They say the north-facing facades from Billyard Street are&nbsp;characterised by simple geometric massing,&nbsp;undulating horizontally expressed curves and strong restrained vertical lines, while the Onslow Street south-facing facades are characteristic by their “punched window” expression.

The project is nearby Elizabeth Bay landmark houses including Boomerang, Tresco, Kincoppal and Ashton. Smart said the existing buildings do not make a positive contribution to the Elizabeth Bay area and demolition would not have a detremental impact on the established character of heritage zone.

"The proposed development will sit well within the existing context, external form and materiality and will not compromise the heritage character of area."

Fortis have a significant pipeline of both residential and commercial projects across Sydney, Brisbane and Melbourne. Earlier this year they submitted a development application for their first Queensland project, a high-end tower in Brisbane's affluent riverside suburb Kangaroo Point.
