For most new apartment buildings, the Owners Corporation starts life with little more than a bank account and the first quarterly strata levies.

It's an unusual legacy of what was once one of Sydney's highest-profile apartment remediation projects. When the development, originally known as Skyview and built by disgraced developer Top Place, came under scrutiny by then NSW Building Commissioner David Chandler, an $11 million remediation bond was negotiated to ensure any building defects could be fully rectified.

The building underwent an 18-month remediation program, during which around $4 million of that bond was spent bringing the building up to the standard it should have been in from the outset.

After extensive inspections, all active rectification orders have been lifted. What's more, around $7.2 million remains secured for the Owners Corporation for the next 15 years.

In a twist few would have predicted, what began as a significant concern for purchasers has left the building with something almost unheard of in the apartment market: a multi-million-dollar financial reserve from day one.

A new Colliers report, Brisbane 2032 Olympic and Paralympic Games: Creating Solutions, highlights the scale of the challenge. While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"From 2027 onwards, the market will shift dramatically," Scriven said.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Early Settler continues national push securing Rutherford lease

The Point, a new high rise development in New South Wales' Liverpool, has expectations to be sold out by late February or early March, with a limited number of one-, two- and three-bedroom units left for sale.
Project marketer for the development, Sam Elbanna of CPM Realty, said that buyers in <a href="https://www.cpmrealty.com.au/Buying/Search/Detail.aspx?id=3424&amp;wlid=6c4a50f8-97f6-4e5e-8b96-6ed3766553e5" target="_blank">The Point</a> have been a strong mix of investors, owner-occupiers, seasoned veterans and first time buyers, with the broad lifestyle appeal helping with a sale of more than 90 of 126 apartments.
The first stage of sales sold out on the opening day in <a href="/news">Liverpool</a>. The south-west Sydney suburb is next to <a href="/news">Campbelltown</a>, <a href="/news">Fairfield</a> and <a href="/news">Sutherland</a>. The popularity may be, in part, due to <a href="https://www.propertyobserver.com.au/developments/liverpool-to-welcome-first-major-residential-tower-the-point/2013111866436" target="_blank">the status of The Point as the first residential tower for Liverpool</a>, at 4-6 Gillespie Street. It is expected to be complete in mid-2015.

Liverpool has long been on the investor list for <a href="https://www.propertyobserver.com.au/new-south-wales/from-potts-point-to-the-central-coast-17-property-investment-options-in-nsw-for-under-%24300000-htw/2012091256531" target="_blank">lower priced units and higher yields</a>.
Elbanna pointed to transport opportunities, a nightlife scene and amenities as being particularly attractive to younger buyers and families.
“Each unit encompasses the chic lifestyle of the inner city, while at reasonable prices,” he said.
Construction is scheduled to commence this month, with completion expected for mid next year.

Liverpool’s The Point has late-February sell out expectations

The Real Estate Institute of New South Wales (REINSW) has released a statement criticising Fair Trading NSW for its dispute resolution process.
According to the statement released, NSW Fair Trading has requested additional funding for its non-binding dispute resolution process, which the REINSW claims is a waste of taxpayers’ money.
An extract from the REINSW statement reads:
"The Minister for Fair Trading’s application for additional funding for a dispute resolution service at NSW Fair Trading is a misguided use of public money, according to the Real Estate Institute of New South Wales.
REINSW President Malcolm Gunning said additional resources should be directed toward the NSW Civil and Administrative Tribunal (NCAT), which replaced the Consumer, Trader and Tenancy Tribunal (CTTT) from 1 January 2014.
'The NSW Fair Trading service is a waste of time for all parties involved,' Mr Gunning said.
'This service will not work because there won’t be a binding resolution to disputes.
'All it is going to do is increase time. There is no compulsion, participants don’t have to take the advice and in the end most will end up at NCAT anyway.'"
In a phone interview, Gunning stated that the service would add another level of bureaucracy and time to the resolution process.
"It’s an unnecessary expense – we have a system that is well developed and works. [The service is] a gross waste of money for the tenant, the landlord, and the agent, who all spend time and their own resources trying to resolve their issues," he said.
"The agent looks to resolve the issue on the behalf of the landlord and tenant, so if the issue goes further, it means the relationship between the managing agent and the tenant or landlord has already broken down. And the managing agent is usually very experienced, and understands the landlord and tenancy act very well."
In response to REINSW’s statement, a spokesperson from Fair Trading NSW has said that its dispute resolution service helps the parties involved sidestep the cost of taking their issue to NCAT.
"Far from adding another layer of red tape, this process obviates the need for the more expensive step of lodging a claim with the Tribunal," a Fair Trading NSW spokesperson wrote via email.
"Simply, this is an additional option available to landlords, property agents and tenants to resolve a dispute and does not impede a party going directly to the Tribunal.
"Almost 60% of matters handled by Fair Trading since 1 January 2014 have resulted in the offer and acceptance of a resolution in less than 14 days."
According to Fair Trading NSW, negotiation through its dispute resolution service is generally undertaken via phone or email, unlike a tribunal hearing, which requires all parties to be physically present at a venue, saving business time and travel costs. Fair Trading NSW did not respond to questions regarding any additional funding that may be required for the service.

REINSW claims Fair Trading's dispute resolution service a "misguided use of public money"

Gosford’s waterfront has had its future defined by new rezoning plans finalised yesterday by the New South Wales government; with plans for dining, shopping and new apartment set to come online.
A 9.9 hectare area has been rezoned on <a href="/news">Gosford</a>’s waterfront by the Central Coast Regional Development Corporation. The area was previously known as ‘The Landing’.
The rezoning will allow a combination of residential, commercial, hotel and conference facilities, creating up to 2,000 jobs. It will also allow new regional community facilities, such as a proposed Regional Performing Arts Centre and Conservatorium, public spaces, recreational areas and waterside restaurants and retail facilities.
“This is great news for the revitalisation of Gosford’s waterfront and will help boost the Central Coast’s economy by acting as a catalyst for the renewal of the Gosford CBD,” said Planning and Infrastructure Minister Brad Hazzard.
“As a further bonus, by creating facilities and public spaces that build communities, it will draw more visitors to the area,” said Hazzard.
The plans split the site, which has state significant status, into a number of zones allowing these developments to occur. The Gosford Public School site will be opened up for commercial and residential, while an expanded Breakwater will house the other activities.

Minister for the Central Coast, Michael Gallacher, said that earlier plans had been significantly revised to take onboard community concerns.
“These new plans ensure public space is protected and new buildings on the school site are properly scaled to minimise the impact on water views,” said Gallacher.
The views were one of a number of concerns previously expressed, with the development to allow “key view lines” to Brisbane Water, as well as the restriction of building height and the imposing of massing controls to ensure the correct scaling to maximise view corridors between buildings. The War Memorial Park will also be retained.
The redevelopment of the waterfront is still open to community consultation, as <a href="https://www.ccrdc.nsw.gov.au/MajorProjects/WaterfrontPrecinct.aspx" target="_blank">each development application will be required to be lodged through Gosford City Council</a>.
The site is bound by Georgina Terrace, Dane Drive, Mann Street and Brisbane Water.
The rezoning will also see the school relocated this year. Expressions of interest for proposals from potential developers and investors for the school site are being called for.
The move of the school has seen significant community backlash and petitioning, including the creation of a website, <a href="https://www.savegosford.com/2013/04/sgw-media-release-ccrdc-pre-empts" target="_blank">called ‘Save Gosford’</a>, where they note that more than 10,000 people signed a petition against the loss of the school, while more than 10,700 signed petition against "The Landing" proposal.
There were <a href="https://www.majorprojects.planning.nsw.gov.au/index.pl?action=view_job&amp;job_id=3966" target="_blank">a number of submissions both for and against the redevelopment</a>.
"Why not have something like Cairns has done with their foreshore. Something that everyone can enjoy not just the rich in high rise apartments,” local resident Julie Guthrie included in her submission against the redevelopment.
Traffic concerns were also noted by some residents. There have already been some mixed responses on the <a href="https://www.facebook.com/ilikemygosford" target="_blank">Gosford City Council Facebook Page</a>.
Within the next few months, the restaurant and bar, Iguana Joes, is expected to reopen on the waterfront. The Commonwealth Agency will also be housed on the waterfront, according to a release from Federal MP for Robertson, Lucy Wicks.
Gosford is undergoing a number of changes, under the 2010 masterplan for the city, with the waterfront having been slated for revitalisation since the inception of this plan.

Gosford waterfront’s residential and retail plans finalised after community battle

Sydney’s newest suburb is set to be complete three years ahead of schedule, in an attempt to boost housing supply, according to Minister for Planning and Infrastructure, Brad Hazzard.
The suburb, <a href="https://www.landcom.com.au/places/bunya.aspx" target="_blank">known affectionately as Bunya but officially as Bungarribee</a>, is located in the western Sydney area and is attracting a number of new buyers – with one in three of the 800 purchasers said to be first home buyers.

“New Western Sydney housing is selling like hotcakes and Bunya is leading the charge,” Hazzard announced today.
“Recent housing figures show over 16,700 new homes were approved in Sydney (July to November) which indicates we are on track to have the strongest year of housing approvals in Sydney since 1973," he said.
The 55 hectare site is on the former Overseas Telecommunication area at <a href="/news">Doonside</a> and was developed by UrbanGrowth New South Wales. Located less than a kilometre from Doonside train station, and just over a kilometre from local shops, it’s well placed, being bound by Doonside Road, with Steeltrap Drive being the main road through the suburb.
The housing area has a six star environmental rating, and overlooks the Parklands. In September, 50 land lots were released, with more than 150 homes occupied and more than 100 under construction.
“Over 650 lots of the 820 have sold in under three years and demand for the remaining 170 lots is hotter than ever, with future residents visiting the sales office daily,” Hazzard said.
Prices for house and land packages range from $525,000 for a 400 square metre lot, to $630,000 for a 600 square metre lot. The median house price in Doonside currently sits at $391,500, according to RP Data, with rent at around $380 per week, so these properties are significantly above the norm.
Land started at $290,000, sized from 464 square metres to 715 square metres, with the smaller, cheaper blocks proving to be the most popular within the first release stages. Property Observer understands that some of the corner blocks have added restrictions on the type of property that can be developed. The site previously achieved a commendation at the Urban Development Institute of Australia NSW Austral Bricks Awards for Excellence.
On completion, the area will house 3,000 residents. Blacktown City Council will be the local authority for the area.

The builder team includes Allcastle Homes, Eden Brae Homes, Champion Homes and Wisdom Homes. The masterplan includes a $4.9 million community resource hub called "The Hub", which officially opened on Saturday, and a number of parks, cycleways and walkways.
The community already has their <a href="https://www.facebook.com/BungarribeeDoonsideCommunity" target="_blank">own Facebook page</a>, encouraging residents to get involved with local street parties and campaigns.
Taking their suburb's name from the famous horse stud that was a major local employer in the early 19th century, a number of the streets are named after horses that dominated the racing scene in the 1820s and 1830s, said Landcom development director, Camille Abbott. This includes roads such as Steeltrap Drive and Manto Street. There is also a "Sir Hercules Parade" named after the sire of 1866 Melbourne Cup winner The Barb. The display village sits along this street.
“Landcom worked closely with a local historian to explore the history of the site. Local historical societies were then approached to workshop several names which were eventually chosen. It was important the names chosen, adequately represented the horse breeding past and involved historical representatives from the area," said Abbott.
The main park in the area still contains the remains of the Bungarribee Homestead, which was built in 1822.

Sydney’s newest suburb three years ahead of schedule: Brad Hazzard

Cranes are dotting the skyline in North Sydney’s CBD, with a significant number of developments and strong sales pointing to residential interest in the area once again.
After almost a decade of very minimal residential development, there is now a strong supply of residential apartments coming online, said Duncan Grady, principal of Raine &amp; Horne North Sydney.
“Buyer interest in these new developments has been exceptional, with all projects nearly fully sold before completion,” said Grady.
He pointed to developments such as <a target="_blank" href="https://www.propertyobserver.com.au/developments/sydney-first-home-buyer-interest-picking-up-%E2%80%93-but-not-silver-screen-worthy-%E2%80%93-in-wake-of-government-grant/2012100556998">The Montrose</a>, <a target="_blank" href="https://showcase.propertyobserver.com.au/2/3/skye-by-crown">Skye Apartments</a>, The London, Atria, <a target="_blank" href="https://www.propertyobserver.com.au/developments/transition-apartments-to-tempt-sydney-north-shore-empty-nesters/2013073063590">The Heritage</a> and <a target="_blank" href="https://www.propertyobserver.com.au/news/belvedere-tops-out-north-sydney-with-three-bedders-the-remaining-offerings/2013072463493">Belvedere</a> as examples of what is being built in the area.
Grady expressed his confidence that these developments would breathe ‘new life’ into the area after-hours. Anyone familiar with <a target="_blank" href="/news">North Sydney</a> will be able to attest to its busy atmosphere during the working week, but its very quiet nature over the weekend.
“Take a walk around North Sydney between 9am and 5pm on Monday to Friday and it’s full of activity, however it’s more like a ghost town after work and on weekends, which seems a massive waste given our proximity to Sydney and the harbour,” said Grady. This is emphasized by the fact that the local shopping centre, Greenwood, is completely closed on Sundays and shuts early on Saturdays. In fact, even Wikitravel notes that the area is "notoriously" quiet on weekends.
“With an estimated two residents per apartment, we expect to have at least two thousand new residents living in North Sydney very soon,” he said.
His thoughts are that these residents will be young professionals working in the area, and with the busy nature of the North Sydney train station, it's likely that this could be an attractive option, with close connections to the city, Luna Park and other amusements as well as vibrant work-night local watering holes.
However, developments such as The Heritage are attempting to attract a downsizing demographic, featuring 23 three- and four-bedroom apartments and penthouse apartments, with prices start from $1.425 million.
Whether North Sydney will be able to re-emerge as an after-5pm destination over the weekends is yet to be seen.
The median price for units in North Sydney is $595,000 with a median asking rent of $508, according to RP Data. In September, a <a target="_blank" href="https://www.propertyobserver.com.au/new-south-wales/%24400-million-office-tower-in-north-sydney-to-provide-new-urban-centre-developer/2013092665302">$400 million office tower was also slated for the area, planning to be a 'new heart'</a>.

Weekend 'ghost town' North Sydney set to be given new life

The Tenants Union of NSW has called for parents and carers to take action following a toddler's death in northwest Sydney. 
The 15 month old girl was found unconscious in her cot last Tuesday. She was brought to hospital by paramedics and later died. After initial investigations, police suggested that she became entangled in a blind cord. Hers was the second blind cord related death in a single week in Sydney. A 16 month old girl in Hornsby died on January 30 in similar circumstances.
The Tenants Union has published a post on their blog reiterating warnings they had released after an 18 month old boy died last year in a blind cord accident.
"Keep cots, beds and other furniture away from blind cords," the post reads.
"Keep cords out of reach, by winding them on a hook or clipping them to the blind. Look out especially for older cords that are looped, or knotted or otherwise joined at the tassels. In most cases these can be made less dangerous by cutting the loop or the join, and fixing new tassels on the cut ends. In some cases a blind might require a continuous loop of cord to work. These cords can be made less dangerous by keeping the loop taut through a cleat fixed to the floor or wall.
 "Cutting through cords and fixing cleats like this are alterations to the property, for which you should properly seek your landlord's consent. As minor alterations, your landlord cannot refuse consent unreasonably. And it is hard to think of any good reason for refusing consent for you to do these very simple things to make your home safer for children."
According to the Australian Competition and Consumer Commission, at least 11 children died between 2001 and 2008 in blind cord related accidents. All new blinds are required by law to include safety warnings, and instructions on how to safely install cords to prevent accidents.

APM's Sydney 212 auction results show a 84.4% clearance rate

Lord Mayor Clover Moore recently called for more childcare places in Sydney, and it appears that the ‘childcare’ ingredient is increasingly becoming a focus for developers.
Australia’s largest residential apartment builder, Meriton, noted that they are currently building more childcare facilities than ever in their 50 year history, as it becomes increasingly important within their masterplanned communities.
Meriton’s national sales director, James Sialepis said that they include childcare facilities in every major project, unless there are site specific conditions.
“We’ve seen a high need for quality childcare from families moving into inner city areas,” said Sialepis.
Their upcoming developments in Ryde, Mascot, Lane Cove, Chatswood, Warriewood, Epping and Pagewood in Sydney all have onsite childcare facilities.
World Tower, an existing Meriton development, includes a 24-hour childcare centre.
The <a target="_blank" href="https://www.propertyobserver.com.au/news/triguboff-gets-green-light-for-lane-cove-towers/2013120566771">Lane Cove development, on 150 Epping Road</a>, recently got the green light from the Planning Assessment Commission.
It also appears that childcare facilities themselves are becoming more attractive to commercial investors, with <a target="_blank" href="https://www.propertyobserver.com.au/victoria/ringwood-childcare-centre-subject-of-bidding-war/2013121566906">a childcare centre auctioned in December 2013 sparking a bidding war when it hit the market</a>.

Childcare a critical element in masterplanned communities: Meriton

Already the ‘boom 2014’ forecasts have been replaced by some predictions of doom. The fear is investors are leaving the market. Well that's certainly not how I read it as we continue to see buyers making enquiries for potential investment properties. Feeding into that is the fact that we also continue to see pretty good demand for rental properties. However, I think it’s worth noting how easily the whisper of a bump in the market can start everyone talking and asking questions. It’s a reflection of the Australian obsession with property but talk alone doesn't make it true. Be careful not to jump at shadows. Our team spends a huge amount of the day talking and when reports surface of negative trends like investors retreating phones run hot. In recent days I've repeatedly said the same thing. Look at what's actually happening now. It's OK out there and I think the fundamentals are there for a good year ahead.
We’ve already had a busy January but it really isn’t until February that people are forced to return to the reality of everyday school and work routine. So the next couple of weeks will be very interesting.
The question is will there be a jump in activity as those people who have successfully escaped over the holidays return and refocus on buying and selling?
I think it’s highly likely.
For example as well as those who took a break from the property hunt over the holidays, I anticipate even more than in past years there will be new players who enter the market having used the break to prioritise and make plans for 2014. The overall economic outlook is simply more secure than the same time last year.
That’s why our team continue to predominantly recommend vendors take their property to auction. The demand is there.
And at the moment we are also increasingly recommending vendors let the auction campaign run through to completion rather than potentially consider even a healthy pre-auction offer.
Again the demand appears to be there so let’s see what happens.
