For most new apartment buildings, the Owners Corporation starts life with little more than a bank account and the first quarterly strata levies.

It's an unusual legacy of what was once one of Sydney's highest-profile apartment remediation projects. When the development, originally known as Skyview and built by disgraced developer Top Place, came under scrutiny by then NSW Building Commissioner David Chandler, an $11 million remediation bond was negotiated to ensure any building defects could be fully rectified.

The building underwent an 18-month remediation program, during which around $4 million of that bond was spent bringing the building up to the standard it should have been in from the outset.

After extensive inspections, all active rectification orders have been lifted. What's more, around $7.2 million remains secured for the Owners Corporation for the next 15 years.

In a twist few would have predicted, what began as a significant concern for purchasers has left the building with something almost unheard of in the apartment market: a multi-million-dollar financial reserve from day one.

A new Colliers report, Brisbane 2032 Olympic and Paralympic Games: Creating Solutions, highlights the scale of the challenge. While thousands of new homes are planned across South East Queensland, the Brisbane Olympic Athletes Village alone will deliver more than 10,500 beds during the Games before being converted into around 1,750 to 2,000 apartments. Equivalent to almost two years of typical inner-city apartment supply, the project will also absorb a significant share of the construction workforce and building materials.

The broader construction pipeline paints an even clearer picture.

Construction Skills Queensland's Horizon 2032 report forecasts Queensland's annual construction pipeline will average $69 billion over the coming years before peaking at $75 billion in 2027-28. Demand for construction workers is expected to increase by 17 per cent to almost 150,000 people, with the industry facing an annual shortfall of around 19,000 workers that could blow out to as many as 35,000 during the peak construction period.

The Olympic venues, athletes village and supporting infrastructure will account for billions of dollars worth of work across South East Queensland through to 2032, creating intense competition for labour at a time when Australia's residential construction sector is already under pressure.

Colliers Queensland Residential Director Andrew Scriven said the convergence of these projects is creating a clear window of opportunity for both developers and buyers.

"From 2027 onwards, the market will shift dramatically," Scriven said.

"There's a real mismatch emerging between when housing is needed and when it will be feasible to build," Sharma said.

"As a result, the period leading up to 2027 presents a key window of opportunity for developers to secure approvals, funding and construction capacity, while buyers will have greater choice before supply constraints intensify."

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

Leading design practices DKO and Furtado Sullivan have been named as lead architects for the final piece of St Hilliers integrated mixed-use Gosford precinct, Central Coast Quarter.

Evaluating the design schemes, an independent panel of judges nominated&nbsp;a coastal concept from DKO and Furtado Sullivan&nbsp;as the most successful and appropriate response to the brief's design, planning and commercial objectives.

Noted for its elegant&nbsp;take on the project, the winning concept presents two towers set alongside a central public pavilion that will activate the area with retail and hospitality venues.&nbsp;

The jury commended the proposal’s response to ‘Connection to Country’, which set the framework for the built-form response, as well as the continued engagement and consultation with local Indigenous groups. 
 
Development Director for St Hilliers, Justyn Ng,&nbsp;hailed the competition as a success, praising DKO and Furtado Sullivan for their design concept that connects Central Coast Quarter to Gosford’s built and natural environment. 
 
“The sophisticated design by DKO and Furtado Sullivan is perfect for the eastern and southern portions of the Central Coast Quarter project,” Ng said.

“This is the first time a design competition has run under the State Environmental Planning Policy (Gosford City Centre) 2018 and the outcome will set a new standard for design excellence in the CBD.”

“There was a huge focus on integration among the submissions, with the winning design going to great lengths to incorporate the recently transformed League Club Field and food and beverage outlets seamlessly.”

Ng said it was a milestone to unveil the design for the final stages of the Central Coast Quarter project, particularly following the success of its first stage which was also awarded to DKO.

“We have had an incredible reception to the first stage of Central Coast Quarter; with over 95 per cent of apartments now sold. The completed value of this tower will exceed $115 million” he said.&nbsp;

DKO Director, Nicholas Byrne&nbsp;said the team was thrilled to collaborate with a developer such as St Hilliers on the final stages of what is destined to become a legacy project.

“This was a huge opportunity for the practice to work on a large-scale multi-staged development in the rapidly growing Central Coast region. We hope the series of buildings and spaces in the precinct will create a unique place for the City of Gosford, reflecting the broader landscape and respecting Country,” he said.

The winning team’s vision to create a ‘permeable precinct’ considered the site’s prime location and history by using the large Port Jackson Fig tree as a ‘marker’ to welcome locals and visitors.

The central pavilion is the ‘jewel’ of the precinct, designed to feel open and welcoming while providing breakout spaces to encourage creative operators to curate a range of diverse experiences.

The design is currently in development for the development application which is expected to be lodged by the end of 2022.

Sydney property developer Billbergia has launched Stage 1 of its $253 million mixed-use redevelopment, Arncliffe Central, representing the first master-planned community of this scale in the up-and-coming Arncliffe suburb.

Located at 26 Eden Street, just 11km south of the Sydney CBD, the 60,000 sqm site will comprise 744 apartments over four individual towers set above a retail podium.

The new master-planned neighbourhood, just 160m from the Arncliffe train station, will feature&nbsp;4000 sqm of gardens and greenery, with the aim of linking people to place.

Stage One of Arncliffe Central comprises a 19-storey tower of 176 apartments featuring 78 one-bed apartments, 74 two-bedders, and 48 three-bedroom apartments, ranging in price from $575,000 to $1.35 million. Billbergia launch Arncliffe Central first stage

Prominent Sydney developer Deicorp has revealed its plans for the new Melrose Town Centre, turning the 55 hectare patch of dirt just outside of Parramatta into a fully mixed-use community.

Deicorp, who are teaming up with fellow developer PAYCE on the huge $700 million project, engaged Turner Architects to draw up the plans, which will see 494 apartments built across six buildings, as well as commercial, retail, child care centre, and medical premises in the podiums.

The precinct is divided into northern and southern parts, with Hope Street dividing the two. The northern part is bound by Victoria Road to the north, Wharf Road to the east, Hope Street to the south and Hughes Avenue to the west.&nbsp;

Designed by PBD Architects, Stage 2 will comprise of two buildings, Laguna and Glade, which combined will home 171 waterside apartments. Laguna will rise&nbsp;13 levels and will have 101 apartments, while Glade will reach eight storeys and have 70 apartments.

Connecting both buildings will be a 3,150 sqm neighbourhood green, a landscaped public open space featuring a covered communal dining area, waterplay and multiple green break out area.

As part of Stage 2’s delivery, a recreational facility, known as Revive, which will feature an indoor swimming pool, spa, sauna, and gym, will also be completed.&nbsp;

Sanctuary’s masterplan spans 9.4 hectares across six stages and will provide a vibrant mixed-use precinct with around 2000 waterfront apartments, retail and other community amenities. The first building stage, the gateway to Sanctuary, was completed in November 2020.

The masterplanned community is located approximately 16 kilometres from Sydney’s CBD. Sanctuary is within a two-minute walk to Sydney Olympic Park Ferry Wharf. Bus, ferry and train (Rhodes) networks directly link with major transport nodes, 45 kilometres of bike paths surround Sydney Olympic Park and over 47 hectares of nature reserves surround the site.

First look: Sekisui House secure approval for Sanctuary, Wentworth Point masterplan second stage

The collapsed apartment developer Caydon Property has filed plans for a massive 36-level tower in Harris Park, bordering Parramatta, just days after listing the prime development site for sale.

The 1,818 sqm site at 114-118 Harris Street is just 850m from Parramatta Train station, 750m from the Parramatta Ferry and 240m from the new Parramatta Light Rail stop.

The documents submitted to the Parramatta City Council are dated across May and June, a month before it was announced the Melbourne-based developer collapsed.&nbsp;

MHNDU, led by Brian Meyerson, won the Parramatta City Council’s Architectural Design Excellence Competition for the project, dubbed Clay Cliff Point due to its&nbsp;location adjacent to Clay Cliff Creek, an important water way for the Burramattagal people of Parramatta.

There are 203 apartments planned, a mix of 38 one-beds, 142 two-bedders, and 23 three-bed apartments. There's also a marked effort for public artworks to engage the wider community.

"The three proposed visual artists, Brendan Van Hek, Justene Williams and Gemma Smith are all contemporary Sydney based artists with nationally recognised public artworks/ installations. Through a public art proposal these stories can be retold in a contemporary and didactic manner to inspire and educate occupants of, and visitors to the building."

The plans include a large ground floor retail space and four commercial spaces on level one, which will within a red brick podium.&nbsp;The communal facilities will be located on level four, with a pool, gym, sauna, steam room and function room proposed.

Sydney-based developers, Billbergia and architects SJB will once again team up, forming part of the Rhodes East Master Plan.

Billbergia and SJB previously collaborated on the transformation of Rhodes from an industrial peninsula into a fully regenerated suburb, in a bid by the State Government to transform obsolete industrial lands on the shores of the Parramatta River adjacent to Homebush Bay Olympic Park.

Master planned in 2005 by SJB, the first stages of work wrapped up this year, with Billbergia and SJB now taking to 25-27 Leeds Street to expand on the long-term regeneration of the greater Rhodes area.

Managing Director, John Kinsella said the project will breathe new life into the Parramatta River foreshore, making it not only greener and more attractive but more accessible as well.&nbsp;

“The project will deliver 6,000 sqm of public open space, including a retail and dining precinct and will open up the waterfront promenade with an interactive river edge for the community to enjoy,” Kinsella.

Unique designs by a collaborative team of SJB and Land Form Studio were chosen from a design competition, with a jury comprising representatives from City of Canada Bay Council, NSW Government Architect’s and Nation Architects.

SJB’s Director, Nick Hatzi said the group had a long-running connection with Rhodes, having completed the first Master Plan for the regeneration of the suburb in 2005.&nbsp;

“We’ve delivered many mixed-use buildings in the area including most recently Rhodes Central by Billbergia which forms the retail heart of the suburb,” Hatzi said.

“Our proposal for Leeds Street opens up new connections to the water and reflects SJB’s approach to permeable and civic-centric mixed-use development.”&nbsp;

“Being the first development under the master plan - we hope this precinct sets a high benchmark for the incoming community,” he added.&nbsp;

A collection of varying scaled buildings will be constructed across the site, with a defined podium of a singular material and lighter-coloured concrete forms.&nbsp;

Land and Form Director, Ro Iyer said the public domain will embrace the unique geographical setting and confluence of where the Parramatta River meets Rhodes.&nbsp;

“The foreshore design represents this transition from natural to urban, creating an iconic destination that looks to restore and enhance important ecological assets and allow people to actively engage with the Parramatta River, setting a high-quality precedent for the Rhodes East Precinct,” Iyer said.&nbsp;

At the site’s juncture, there are a number of key interfaces - the foreshore to the north, the historic bridge to the west, the transitioning industrial context to the east, and a proposed public school and grounds to the south.&nbsp;

Building layouts are optimised towards the views and orientated for solar access, with internal facing courtyard apartments also receiving glimpses through the building gaps towards the river ensuring at least 85 percent of the apartments have desired outlooks.

“This project will reimagine the Rhodes waterfront and forms a critical piece in the NSW Government's rejuvenation of the Parramatta River waterfront from Sydney Opera House to Parramatta Park,” said Kinsella.

SJB win design for Billbergia's Rhodes mixed-use development 

Kingscliff has been a hotspot for developers of late.&nbsp;

Sydney developers Allera are the next to take to the sought-after coastal suburb, with plans for a $17 million residential project at 140-142 Marine Parade.&nbsp;&nbsp;

The group, who have previously developed in Sydney’s Box Hill, Cherrybrook and Grantham Farm, will demolish the existing buildings that are on the site to make way for two residential flat buildings, comprising 25 apartments in total.&nbsp;

Clarke Hopkins Clarke designed the plans for the Kingscliff site, with the four-storey development drawing inspiration from its surrounding context.&nbsp;

With dual frontages to Pearl Street and Marine Parade, the two buildings are separated with a landscaped open space, which will also serve as the residential communal offering.

Building A will comprise 15 three-bedroom apartments, spanning from 138 sqm to 182 sqm, while building B will home seven three-bedroom apartments, spanning from 97 sqm to 115 sqm, along with two two-bedrooms at 80 sqm and one one-bedroom apartment at 66sqm.

With consideration to its coastal environment, the built form is made from durable and robust materials, finished with pre-cast concrete panels.&nbsp;

The communal are is set to include a pool, along with barbecue facilities and seating area, set amongst the lush native landscaping, which has been designed to fit with the surrounding environment.&nbsp;

Kingscliff also recently saw a development application lodged for a project at 41 Kingscliff Street.

Gold Coast architects Lea Design Studio put together the plans for the 13 apartments, a mix of&nbsp;four one-bedroom, eight two-bedroom apartments, and a single three-bedroom residence.

Taking advantage of the site’s enviable location, just off Marine Parade along Kingscliff Beach, each of the apartments adjoin to a private courtyard or balcony, while the entire site also shares a communal garden courtyard, with seating and lush green landscaping.

The final piece of the puzzle for one of Penrith’s newest residential areas is almost in place, with plans for Thornton Central currently being assessed by Penrith City Council.&nbsp;

The $201 million plans from St Hilliers and First Point Property outline the construction of four mixed-use residential and retail towers, as part of the wider Thornton precinct.&nbsp;

Sydney architects, Crone have designed the plans for the developments, which take inspiration from the neighbouring Mountains locale.&nbsp;

The first development application lodged encompasses what is known as Tower A and Tower B, while the second is for Tower’s C and D.&nbsp;

Located at 184 Lord Sheffield Circuit, the plans will deliver 553 apartments, along with over 6,000 sqm of commercial space.

Different types of apartment typologies have been designed to accommodate households with different needs, particularly suited to the local market, including two-storey townhouses, with direct street access and generous courtyards, as well as generously-sized studio, one, two and three-bedroom apartments with views to the Blue Mountains.

Tower A will rise 27-storeys, with 241 apartments, while Tower B is only permitted to rise nine-storeys, with a total of 75 apartments.&nbsp;

A five-storey podium will be included at the bottom of the building, with retail tenancies, a supermarket, residential and commercial lobbies, and a loading docks.&nbsp;

A childcare and medical facility will also be located on the first level, along with 333 car spaces, 35 commercial car parks and two car wash bays.&nbsp;

Tower C will rise to 14-storeys, with 74 apartments, and Tower D will rise to 26-levels with 163 apartments.&nbsp;

Thornton is rapidly developing with several nearby developments completed or under construction.

The planned future, Thornton Central Village will form a key hub within the evolving residential neighbourhood, providing an improved connection between the nearby station and the commuter parking area, while also offering a range of retail facilities including a large supermarket, specialty shops, childcare, commercial space, and residences.

Sydney property developers Fyve are heading south of the city for their latest residential development.&nbsp;

The group has lodged plans an amalgamated site in the heart of the Shire, with WMK Architecture behind the designs for the 36 apartments at 15-19 Pinnacle Street, Miranda.&nbsp;

A mix of apartment types will be delivered across a five-storey building, with four one-bedroom, 28 two-bedroom, and four three-bedroom apartments planned.&nbsp;

Following an open plan design, the living, dining and kitchen areas adjoin to generously-sized open spaces, in the form of balconies and terraces, connecting the indoors with the out whilst also providing additional living space.&nbsp;

Light and dark brown cladding will encompass a majority of the built form, with similar colours and materials used throughout, tying the project to the local environment.&nbsp;

In keeping with the natural surrounds, landscaping and greenery plays a pivotal role in the development, not only in the form of open communal spaces across the ground floor, but in softening the edge of the building and providing clear entry points into the building.&nbsp;

Landscaping will also enhance the privacy of the internal courtyards and balconies, without impeding views from the site. &nbsp;

Fyve has a steady pipeline of projects in the works, with the group also behind the plans for Liverpool's tallest apartment tower, which only recently launched to the market.&nbsp;

Dubbed The Liverpool, the 34-storey tower will deliver 193 apartments, along with a 93-room hotel, 6,500 sqm of commercial space, and a range of ground-floor retail tenancies.

While not only providing stock to a market that is strong in demand, especially in the Shire area, the proposed development also benefits from close proximity to public transport along with the Miranda Town Centre. 

Sydney developers Fyve lodge plans for Miranda apartment project

Prolific local development firm Sammut Group has been given the green light by the Sydney South Planning Panel to push ahead on its $350 million redevelopment of the northern end of Cronulla Mall.

The project, which will incorporate 112 apartments, a Harris Farm supermarket and 885 sqm of commercial space, is the first&nbsp;major urban renewal approval for the area since Northies Hotel in 1999.

To be called VUE,&nbsp;the development comprises four levels of basement parking, a two-storey podium including ground-floor retail and first-floor commercial and two residential buildings.

The project has a resort style feel, featuring a large communal terrace with a pavilion and pool located at podium level, while street-level landscaping and upgrades to the public domain will bring new vitality to the daily experience of the area.

VUE will sit on an amalgamated 5225 sqm site comprised of several retail and commercial buildings along the main entry to Cronulla Beach between Croydon Street and Abel Place.

Sammut Group lodged a development application for the site in June 2021. The approval comes within a month of the approval for another major Sammut Group project, PARC, a commercial building and hospitality venue PARC Pavilion they will own and operate in partnership with leading hospitality outfit Feros Group.

Sammut Group Chief Executive Officer Allen Sammut said he believes the project approval for VUE will see a reversal of fortune for the many local businesses that tackled the impacts of the pandemic.

“After a very tough few years for the local traders and retailers in the centre of Cronulla, we hope they will see this as the start of a great new time of growth and renewal. We’re extremely excited to bring a whole new life to our CBD,” he said.

The inclusion of Harris Farm as part of the offering had already generated significant enquiry for the additional retail spaces in the project.

VUE, which has been designed by PBD Architects will officially hit the market early in 2023, with reports of already strong interest from buyers wanting to secure an apartment.
