A landmark former orphanage site in Surrey Hills could be transformed into a new residential community under plans lodged by <a href="https://www.apartments.com.au/developers/antipodean-land-developments">Antipodean Land Developments</a> that would deliver 76 apartments and townhouses while restoring some of the suburb's most significant heritage buildings.

The burgeoninng Melbourne-based developer has submitted plans for the 9,158 sqm site at 1 Kent Road and 24 Durham Road, home to the former St Joseph's Home for Destitute Children, a historic institutional complex dating back to the late 19th century. The proposal seeks to adaptively reuse several heritage buildings while introducing two new four-storey residential buildings set within extensive landscaped grounds.

Designed by <a href="https://www.apartments.com.au/architects/woods-bagot">Woods Bagot</a> and Kerstin Thompson Architects, the project has been conceived as a contemporary residential village embedded within a restored heritage precinct. The development team describes the design approach as "The Village in the Garden," with new buildings positioned among mature landscaping by OCULUS and significant heritage structures.

The proposal would deliver 76 dwellings comprising a mix of apartments and duplex-style residences, significantly increasing housing supply on one of the largest privately held residential landholdings in Surrey Hills. The development includes 127 car spaces, 24 bicycle spaces and more than 1,000 sqm of communal amenity, with the existing chapel building earmarked for conversion into resident facilities.

According to the planning submission, the project centres on the restoration and adaptive reuse of the site's most significant heritage assets, including the original c.1889 St Joseph's building, the chapel designed by architect Augustus Andrew Fritsch, and the historic brick perimeter walls and entry gates. The proposal also incorporates the retention of other contributory buildings including the former infirmary and school building.

Tract Consultants, in the planning report accompanying the application, said the scheme had been shaped through extensive heritage analysis and design development.

"The shared vision for the Site by the project team has culminated in a scheme which successfully breathes life back into a historic site while delivering upon the objectives of Victoria's Housing Statement in a carefully curated and contextually responsive manner."

The proposal is being assessed under Victoria's Significant Residential Development with Affordable Housing pathway. As part of the application, three per cent of the project's residential development cost would be contributed to the Social Housing Growth Fund. The development would also provide a diverse mix of one, two and three-bedroom residences targeting a broader range of buyers than typically found in Surrey Hills' detached housing market.

Sustainability initiatives include an anticipated 66 per cent BESS score, natural cross-ventilation to 80 per cent of apartments, 28 per cent deep soil landscaping and a canopy cover outcome exceeding local planning requirements. The proposal also sets aside more than 1,083 sqm for communal indoor and outdoor resident amenity spaces.

Developer <a href="https://www.apartments.com.au/developers/auyin-property-development">Auyin</a> is the latest to turn to the Victorian Government's Development Facilitation Program in an effort to secure approval for its long-planned, mixed-use project in Elsternwick.

In 2018, Auyin lodged plans with Glen Eira City Council for a 14-storey building, however Council approved a reduced eight-storey scheme. A subsequent VCAT appeal in 2019 upheld the eight-storey height limit.

The project was later amended to nine storeys, but Auyin is now seeking to revive something closer to its original vision. The developer argues that the planning context has evolved significantly over the past decade, particularly within the Elsternwick Activity Centre, where higher-density development has increasingly been encouraged along Glen Huntly Road.

The proposal would transform the 1,239 sqm site at <a href="https://www.apartments.com.au/new-apartments/7-12-horne-street-elsternwick-vic-3185">7-15 Horne Street</a>, opposite Elsternwick Railway Station, into a 13-storey residential and retail development designed by CBG Architects, with 40 apartments

The site currently comprises three commercial properties.

The design adopts a four-storey podium that references the finer-grain character of the surrounding streetscape, with the upper tower recessed behind generous setbacks on all boundaries.

Architecturally, the building draws inspiration from the established character of Elsternwick Village. The design also incorporates a chamfered corner treatment and publicly accessible plaza intended to strengthen pedestrian activity around the station precinct.

Sydney’s property market is known for high prices, competitive bidding, and mounting pressure on first home buyers. But change is on the horizon.

From late 2025, eligible first home buyers in New South Wales will have access to a new federal government initiative aimed at addressing affordability: the Help to Buy Scheme.&nbsp;

<h2>What is the Help to Buy Scheme?</h2>

The program introduces a shared equity model intended to reduce the upfront cost of entering the property market, particularly in high-demand urban areas such as Sydney.

The scheme operates under a shared ownership structure in which the federal government takes an equity stake of up to 40 per cent for new homes, or 30 per cent for existing dwellings. This arrangement allows eligible buyers to significantly reduce their loan size and avoid the added cost of Lenders Mortgage Insurance (LMI).

Under this model, purchasers can enter the property market with as little as a two per cent deposit, well below the traditional 10 to 20 per cent usually required. The government’s contribution is not a loan but a co-ownership stake in the property. As such, there is no interest or rent charged on its portion.

Because the government’s equity combined with the buyer’s deposit typically meets or exceeds the 20 per cent threshold, LMI does not apply. The remaining balance, generally between 60 and 70 per cent of the property’s value, is financed through a standard home loan with a participating lender.

The government's equity in the property remains in place until the buyer chooses to repay it voluntarily or until the property is sold. Buyers can buy back the government’s share over time, in increments of at least five per cent, depending on their financial situation.

There is no fixed repayment timeline, but the amount to be repaid will be based on the property's market value at the time of repayment, not the original purchase price.

<h2>How do you qualify for the&nbsp;Help to Buy Scheme?</h2>

To qualify for the Help to Buy Scheme, applicants must meet the following conditions:

	<li>Be an Australian citizen at least 18 years of age.</li>
	<li>Be a first-home buyer who does not currently own property.</li>
	<li>Intend to live in the property as their primary residence.</li>

The Albanese and ACT Governments have struck a deal to unlock nearly 5,000 new homes across Canberra, with more than 1,700 earmarked exclusively for first home buyers.

The agreement marks the second formal partnership under the Federal Government’s election commitment to deliver up to 100,000 homes for first home buyers nationally, working alongside state and territory governments and industry.

At the centre of the deal is a $250 million funding injection from the Albanese Government, targeting enabling infrastructure to bring forward new housing supply across a number of key precincts in the ACT.

That includes funding to unlock 75 homes in the Kingston precinct, support new development in Weston Creek, and deliver estate works across the territory that will facilitate more than 500 homes by 2034. Additional investment will go towards relocating powerlines, water infrastructure in Molonglo Valley, and further expansion of the Ginninderry regeneration precinct.

Housing Minister Clare O’Neil said the agreement was about making it easier for first home buyers to enter the market, particularly in a housing environment that continues to challenge affordability.

“We’re determined to make it easier for young people and first home buyers to achieve the dream of owning a home,” O’Neil said.

“We know the housing market is tough, and we want Australians to know that Labor has got your back.”

The announcement builds on more than $800 million already committed to housing in the ACT since 2022, according to Finance Minister and ACT Senator Katy Gallagher, who said the latest funding would help ensure national housing programs are translating into real supply on the ground.

“We’re working closely with the ACT Government to unlock land and invest in the infrastructure needed to get these homes built sooner,” she said.

For the ACT Government, the agreement aligns with its broader target of delivering 30,000 new homes by 2030, with Chief Minister Andrew Barr pointing to the role of coordinated planning and infrastructure investment in accelerating delivery.

“Now, thanks to our agreement with the Albanese Government, this work is about to reach a new level,” Barr said.

The deal sits within the Federal Government’s broader $45 billion housing agenda, which includes initiatives such as the Housing Australia Future Fund, the Help to Buy shared equity scheme, and incentives aimed at increasing construction capacity and reducing barriers to development.

Low interest rates have helped nullify the usually adverse feelings of uncertainty in Canberra in the lead up to the federal election, according to valuers Herron Todd White.  
While the property market in the national capital is always affected by federal elections – after all, one in four Canberrans are civil servants – this time around there’s a subtle difference.  
Interest rates are at an historic low of 2.5% and it hasn’t been this cheap to buy a property since the 1950s.  
‘’It almost seems that, while some are sitting around discussing the potential repercussions of the poll, others are out in the market capitalising on their good fortune,’’ Herron Todd White says.  
‘’The lower interest rates have had an impact across the range in terms of potential buyers and vendors engaging in the market. Young people and couples looking for a good time to enter the market now have possibly one of the best incentives to buy.

‘’You can see how the market stays alive in uncertain times like these when you have a wide range of buyers and vendors all active within the market,’’ the property valuer says.  
Herron Todd White says observers could interpret the interest rate cuts as the catalyst for reviving the property market in this pre-election time with experts at Allhomes forecasting a 6% increase in property transfers in Canberra compared to last year.  
‘’Also, experts at Australian Property Monitors recorded a strong finish to the final quarter of 2012 with home prices increasing 2.1% in Canberra - which spilled over to the first quarter of 2013 - and is going to stay strong with the interest rate cuts.  
‘’Therefore, no matter what the outcome of the election, if interest rates remain this low you can definitely predict that the property market in Canberra will continue to remain stable - and possibly grow - after the election when any uncertainty fades.’’

Low interest rates reviving pre-election Canberra market: Herron Todd White

Sydney maintains the greatest fall in online property listings with a 17% decline over the past year, as Sydney and national levels continued, not unexpectedly, to fall during July.
Across the country, the number of properties listed for sale online fell during July by 2.1% with Sydney mirroring the decline to sit at 27,973 listings, according to data providers, SQM Research.
There were a total of 351,487 properties listed online over July, down 2.5% from July last year, SQM's Louis Christopher noted.
Year on year, every capital city except Canberra and Melbourne recorded decreases in property advertised for sale.
National property listings peaked in November 2012 and have fallen since then. Sydney's property listings peaked one year earlier and have continued to remain at lower than prior years.
"It's pretty clear that the Sydney trend is a far more pronounced than the national trend," Christopher told Property Observer.

The biggest decrease in listings in Sydney was in the CBD where they fell 28.4% over the year. The lower north shore fell 26.2%, the northern beaches fell 26.4% and the eastern suburbs fell 25.3%.
Christopher says these decreases potentially point to a pick-up in the Australian housing market though it still believes the level of stock is elevated at a national level.
“It is becoming more and more evident that the housing market is beginning to pick up in this capital city and SQM Research believes that this will continue into the Spring selling season,” Christopher says.
Melbourne had no significant change over the month and still has the most online residential sales listings of all the capital cities.
Christopher says the listings are still elevated across Australia.
“However, there is now a large contrast between the readings of certain cities. Take Melbourne as an example - Despite apparent high clearance rates at auction, there is still too many listings on the market, creating headwinds for a Melbourne housing recovery,” he says.
“In contrast, Sydney is clearly experiencing a shortage of listings in the market, which is putting upward pressure on real estate prices. This is particularly the case in the inner ring where listings have fallen by approximately 25% over the past 12 months.”
Adelaide recorded the most significant monthly drop in stock, falling 4.5% over July to 17,536 properties. Year on year it fell 6.2%.
Darwin was the only capital city which recorded a monthly rise in listings, up 0.9% over June to 1,302 properties.

National vendor hibernation continues into July, especially in Sydney: SQM

Real estate businesses will come under scrutiny from ATO to ensure they are meeting their employee superannuation guarantee obligations.
The ATO's 2012-13 compliance program identifies real estate businesses, café and restaurant operators and carpenters as the businesses most at risk of non-compliance.
“This year we will review, in focussed superannuation guarantee audits, around 400 high risk employers where we find evidence of non-compliance, particularly in the industries where we have previously focused communication activities including cafes and restaurants, real estate businesses [and] carpentry businesses in home building or construction,” says the ATO.
“Employers play a major role in the integrity of the superannuation system by paying superannuation guarantee contributions on behalf of their employees. Where employers fail to pay contributions for eligible employees to nominated funds, they must pay a superannuation guarantee charge to the ATO.”
The ATO makes it clear that it has the technology and access to information to catch out those who are not meeting their super obligations:
“We match information in tax returns and business activity statements with details of transactions reported to us by a wide range of third parties, including:
<ul>
<li>payments and grants by other government agencies</li>
<li>payments by businesses to contractors </li>
<li>income from investments and partnership and trust distributions </li>
<li>property and share transactions n cross-border transactions and international funds transfer. </li>
</ul>
“This range of information means we can build a complete picture of every business, including income earned, investment details, acquisition or disposal of assets such as real estate, cars and boats, and business connections,” says the ATO.
Super compliance checks of real estate agents will be carried out as part of broader employer obligations reviews involving some 3,000 employers.
“We will also check that these employers are complying with their obligation to provide employee tax file numbers to superannuation funds.
“Last year we also followed up complaints about unpaid superannuation with around 12,000 employers, mainly micro enterprises. This year we expect to contact around 13,000 employers regarding complaints about unpaid superannuation," says the ATO.

Real estate businesses facing ATO super compliance crackdown

The unemployment rate in June ticked up to 5.7% from 5.5% the month before, according to figures released this week by the Australian Bureau of Statistics.
This is slightly higher than had been expected, with an AAP survey of 14 economists having tipped a 0.1% rise to 5.6%.
The increase was actually only 0.1% due to the fact that the original rate of 5.5% was revised at 5.6% and thus only moved 0.1% to 5.7%.
The economy added 14,800 new part-time positions in June, but lost 4,400 full-time jobs.
Unemployment increased 23,700 (3.5%) to 709,300.
The ABS had the number of persons looking for full-time work at 525,900 and the number of persons looking for part-time work at 183,400.

The ACT suburbs where houses sell fastest and slowest

It is still “likely” that the RBA will cut the cash rate in August to 2.5%, says the Westpac economics team led by chief economist Bill Evans.
However, the outcome will be heavily dependent on two bits of economic data to be released between now and the August 6 RBA meeting, as well as what happens to the Australian dollar.
The two pieces of data are the second quarter Chinese growth figures “tentatively” due out on July 15 and Australia’s second quarter CPI figures, due out on July 24.
In its analysis of yesterday’s very short (six paragraphs) monetary policy decision statement by governor Glenn Stevens, Westpac highlighted a repeat of the line that “the inflation outlook, as currently assessed, may provide some scope for further easing, should that be required to support demand".

Westpac also places emphasis on the RBA's view on the Australian dollar.
In his statement yesterday, Glenn Stevens said the Australian dollar had depreciated “by around 10% since early April, although it remains at a high level”.
Westpac interprets this to mean that the currency is “at a less restrictive level but it is not actively stimulating growth or aiding the transition from mining to non-mining led growth”.
“A further decline in the currency – seen as a possibility – is viewed as required for this to occur.
“The currency move is also not seen as a threat to the inflation outlook which the Bank continues to see as remaining consistent with the medium term inflation target,” says Westpac.
Westpac does not provide any commentary on the importance of Chinese growth apart from mentioning the importance of the second quarter data figures.
In research published last week, Citi Research identified a strong link between <a href="https://www.propertyobserver.com.au/residential/citi-forecasts-of-3-rise-in-house-prices-and-then-slight-correction-from-march-2014-reasonable-rp-data-s-tim-lawless/2013062762752" target="_blank">Chinese economic growth and demand for housing.</a>
Ahead of yesterday’s decision, the ‘shadow’ RBA board strengthened its call for the cash rate to remain on hold until most needed highlighting that “uncertainty about the global economy is rising and bond, equity and currency markets are reacting violently”.
The shadow board, comprising noted economists, including former RBA board member Warwick McKibbin in a think tank hosted by the Australian National University, also mentions the importance of China commenting that “China's authorities are attempting to rebalance their economy by reining in credit and imposing tougher financial rules”.
“This has led to a temporary spike in the interbank rate as financial institutions are scrambling for liquidity.
“On Monday, 24 June 2013, the Shanghai stock index suffered its worst one-day loss in nearly four years. The big question is whether China's authorities will be able to engineer a soft landing or whether Chinese markets, and the economy, will experience further severe disruptions," says the shadow board.
Commonwealth Bank chief economist Michael Blythe notes the easing bias remains, but with “some subtle hints of a rethink on the inflation outlook” by the RBA as well as a “generally positive view on economic prospects”.
Blythe notes that the RBA’s description of the inflation outlook has “shifted since the May Board meeting from one that “would afford scope to ease further” to one that, in yesterday’s statement, “may provide some scope for further easing” (his emphasis).
He says there is a risk that the second quarter inflation of around 0.4% would leave underlying inflation undershooting the RBA’s target band of between 2% and 3%, “underwrites our call for an August rate cut and a terminal cash rate for this cycle of 2.5%
A cash rate of 2.5% would take the cash rate to a new record low, though still well above interest rate settings of other first-world economies.

Property valuers Herron Todd White say Canberra’s property market has remained stagnant with slight increases in sales, which may be due to the interest rate cuts giving incentive to first home purchases and investors.
The valuers says there has been a high demand for quality, updated properties in the "nicer suburbs" of Canberra such as Weston and Evatt.
There has also been interest for four-bedroom, two-bathroom, updated dwellings.
“Moreover, entry level homes are also moving quite smoothly, such as three-bedroom, one-bathroom properties in suburbs such as Gordon and Calwell.”
Herron Todd White says the demand for units has softened due to the high number of units coming onto the market, which has also caused prices to come back a little.
“As a result, the average buyer would be looking at their options more carefully and positioning their purchases of units in the inner suburbs.
“It seems that buyers are being very patient and are waiting for good quality properties in prime suburbs to come onto the market.
“As we have seen and heard from many agents, there has been high demand for quality, updated dwellings between the range of $500,000 to $600,000.
“Overall, the buyer confidence level is still low but if a good quality property comes onto the market, they are not afraid to step in.”
The valuers say it will be hard to see growth in property in the next couple of months but dwellings in the inner areas have the best chance.
Herron Todd White says the supply of units in Canberra’s outer suburbs has softened the demand for units, leading to some quality units being sold at a cheaper rate.
“In regards to dwellings, historically Belconnen has maintained high interest with potential purchases.
“This is due to its proximity to the city and surrounding amenities such as the AIS, University of Canberra and government offices.”

The announcement that the $7,000 first-home owner grant in the ACT will end on August 31 – replaced by a <a target="_blank" href="https://www.propertyobserver.com.au/residential/act-lifts-first-home-owner-grant-to-%2412500-but-for-new-homes-only-from-september-1-fhog-fhb/2013060361890">bigger $12,500 grant for new home homes only from September 1</a> – appears to be already changing buyer behaviour among first-home buyers (FHBs).
It comes as just across the border, the NSW government extended the lifetime of its <a href="/news">$15,000 handout for new homes only until 2016</a>, having originally planned to reduce it to $10,000 from January 1.
There has been a “flurry” of FHB home loan applications, mostly for existing homes closer to the city since the changes were announced in early June, according to Paul O’Regan, head of home loans at LJ Hooker.
He estimates that around 35% of home loan applications are now from FHBs, “significantly more so than previous quarters”.
“First-home buyers traditional make up less than a quarter of the market,” O’Regan tells Property Observer.
Some though are choosing to buy new homes – even though they will receive $5,500 extra from the territory government from September 1.
The concern, says O’Regan is that developers may push up prices when there is a bigger handout on offer – something which happened when the first-home owner grant (FHOG) was doubled (and tripled for new homes) in 2008/2009 to assist the housing market during the GFC.
Most though are buying existing home in the $380,000 to $400,000 price bracket with popular suburbs being Macgregor to the west of the city and Tuggeranong to the South.
O’Regan believes the bigger $12,500 grant for new homes will benefit housing construction and employment, but is less certain of its benefits for first-home buyers, given their preference for established homes.
He believes the property investment market in the ACT will increase, with investors picking up the entry level established homes, for which FHBs will no longer receive a government handout from September 1.
He also expects that some first-home buyers will stay at home longer, delaying their purchases as they save up a bigger deposit or seek assistance from their parents.
And he expects the trend of FHBs becoming ‘renter-investors’ – whereby you continue to rent but forgo the FHB grants by buying an investment property – to rise
“For FHBs that buy an investment property, they get the rental income plus their own wages,” he says.
Not to forget that they can also reduce their tax bills by using negative gearing provisions.
Frank Pompeani, principal at LJ Hooker Tuggeranong has noticed a “slight upwards trend” in first-home buyers.
“FHBs have recognised there is good value to be found in the established market," he says.
He says somewhere like southern Tuggeranong offers good value with three bedroom houses under $400,000 on a small block.
“It’s as good value as in the last four to five years,” he says.
At the same time demand for new homes has tapered a little as some FHBs wait for the new grant to kick to get the extra savings.
But reckons there is still better value to be had buying an established home compared with a new home.
Overall, he says the announcement of the changes to the grant have been a “good stabiliser for the market prior to the election”.
“It’s a nice injection prior to the election, but neither FHBs nor sellers should panic, the value will be there."
His advice: research the market, due your diligence, ask an expert and don’t jump into the first home you see.
“If you’re buying an established home, look at 10 to 15 properties and if you’re buying a new home compare different developments in different suburbs,” he says.

Elders Limited has entered a trading halt as it begins assessing final bids for its Elders Rural Services and Futuris Automotive businesses.
In a statement to the ASX, Elders advised it was “in receipt of one or more final or near final bids for each of its Elders Rural Services and Futuris Automotive businesses.
"As those bids require analysis, consultation with secured lenders and consideration by the Elders Board and potentially further negotiations on key terms, Elders is not in a position to make an immediate announcement in connection."
Elders Limited has sought that the trading halt remain in place until Tuesday (April 18) or until further announcements are made.
Elders has net debts of $295 million and a market cap of about $40 million.
Both businesses have had significant write-downs - Futuris was written down by $166.5 million to $75 million and rural services, by $52 million.
For its 2012 financial year to September 31, Elders Limited reported a statutory loss after tax of $60.6 million compared with loss of $395.4 million in 2011.
Elders Limited announced plans to sell the rural business in October last year.

Elders Limited in trading halt as it assesses business division bids

While Canberra house prices <a href="https://www.propertyobserver.com.au/australian-capital-territory/canberra-median-house-prices-down-a-statistical-87-as-property-market-treads-water-in-march-quarter-reia-report/2013061262200" target="_blank">fell sharply in the March quarter</a>, property investors received an income boost with the Federal capital recording the biggest rent increase for three-bedroom houses of all capital cities over this period.
The Real Estate Institute of Australia (REIA) records a 4.4% rise in median weekly rents to $470 per week for three-bedroom houses in Canberra ahead of Perth (up 4.3% to $480 per week), Adelaide (up 3.1% to $330 per week), Melbourne (up 2.9% to $350 per week) and Sydney (up 2.4% to $430 per week).
In Canberra, the biggest gains were four-bedroom houses in the West and North (Belconnen, Gungahlin and Hall), up 6.4% to a median of $585 per week followed by four-bedroom houses in the Inner South (Woden andWeston Creek) up 4.5% to $575 per week and three-bedroom houses in the Inner South up 4.3% to $490 per week.
Over the past year Perth and Darwin clearly standout with the former recording a 12.9% rise in weekly rents of three-bedroom houses and the latter recording a 16.3% rise in weekly house rents.
Within the Perth market, rents surged within 5 kilometres of the CBD with REIA reporting a 12.9% quarterly rise in inner city weekly house rents to $700 per week compared with more modest gains of 3.2% ($490) and 3.5% ($445) in the middle and outer suburbs of Perth respectively.
Over the quarter, Broome was the only regional centre in WA to record a fall in the median house rent, down by 1.3%.
Albany in the Great Southern region of WA was another strong rental market, recording a 6.7% rise in weekly house rents to $320 per week.
In Melbourne, the biggest gains were recorded in the middle suburbs with two-bedroom house rents rising 2.6% to $390 per week and three-bedroom house rents up 2.4% to $430 per week.
According to moving annual trend figures, Perth, Sydney and Brisbane have the tightest unit markets with vacancy rates of just 2% followed by Melbourne (2.2%), Darwin (2.3%) and Canberra (2.9%) which all sit below the 3% benchmark vacancy rate.
Vacancy rates below 3% generally indicate a rental market favouring tenants while a vacancy rate above 3% is said to favour renters.
Hobart has the highest unit vacancy rate among capital cities of 4.8% - its weekly rents have fallen 5.3% over the past year.
